United States Resumes U.S. Assistance for El Salvador, Guatemala, and Honduras TL Bureau, Washington D.C.
Michael R. Pompeo, Secretary of State Today the Department informed Congress of my intent to resume targeted U.S. foreign assistance funding for El Salvador, Guatemala, and Honduras. Previously, pursuant to my authority over foreign assistance funds and the direction given to me by President Trump, I directed the Department of State and the US Agency for International Development (USAID) to temporarily cease providing assistance to these countries until the governments of these countries took sufficient action to reduce the overwhelming number
of migrants coming to the U.S. border. Thanks to the President’s policy and to the response from these countries, we are seeing great progress. Recently signed Asylum Cooperation Agreements (ACAs) are but one example. To enable further progress in these countries’ efforts, some targeted Department of State and USAID funding will resume at this time. This funding will support programs that are advancing our joint efforts to mitigate illegal immigration from El Salvador, Guatemala, and Honduras. These programs will complement our joint
security plans for each government; augment private sector efforts to create economic opportunity; promote rule of law, institution building, and good governance; and help these countries develop their capacities to implement the recently signed agreements to build stronger local asylum systems. The US commends the creative thinking and commitment of the governments of El Salvador, Guatemala, and Honduras to reaching our shared goal of reduced outward migration from these countries to the United States.

Therefore, at US President Donald Trump’s direction, the US Department of Defense is executing a deliberate withdrawal of US military personnel from northeast Syria,” the US Secretary of Defense added. He asserted that Turkey’s unilateral action was unnecessary and impulsive, pointing out that President Erdogan bears full responsibility for its consequences, to include a potential ISIS resurgence, possible war crimes, and a growing humanitarian crisis. He affirmed that the bilateral relationship between the United States and Turkey has also been damaged.”I will be visiting NATO next week in Brussels, where I plan to press our other NATO allies to take collective and individual diplomatic and economic measures in response to these egregious Turkish actions,” he concluded

We now need everyone to do their bit – whether you are travelling to see family, heading to work or transporting vital goods around the country, please check before you travel to ensure you know what to expect and have the right documents when heading to the border.Hauliers driving during Operation Brock and heading to Europe via the Port of Dover or Eurotunnel will need to be on the Operation Brock routes and follow all diversions, instructions and speed restrictions rather than relying on satellite navigation systems. They will also need to be ready to show that they have the right paperwork before reaching the border to avoid being turned back – or else risk facing fines and further delays. New legislation will help keep them on main routes through Kent and away from local roads – reducing the impact of any disruption on local communities. Traffic officers in Kent will have new and enhanced powers from 31 October to help ensure hauliers are complying with the Operation Brock system.Final works in the coming weeks will ensure that the holding areas are ready to be activated on October 28 as Operation Brock goes live. This

Our members have been asking for clarity on the arrangements for some time, so this news will help them to prepare for a potential no deal Brexit and any resulting traffic disruption which may occur. Once Operation Brock goes live on Monday 28 October, lorries heading for mainland Europe will need to use the coastbound carriageway of the M20 between junctions 8 and 9, with a 30mph speed limit in place. All other traffic will run on the London-bound carriageway between these junctions, with two lanes in each direction operating at 50mph.In addition, Highways England is fast-tracking work to ensure that key slip roads at a new junction being created on the M20 near Ashford will be open to traffic by the 31 October.

Institutional and legislative measures adopted with the stated purpose of reconciliation, such as the Amnesty Law adopted by the Nicaraguan National Assembly this June, were imposed without consultations and do not comply with relevant international principles. The report of the Group of Independent Experts on human rights violations committed since 18 April 2018 has not been followed up. Positive steps in the release of a substantial number of political prisoners have not been
accompanied by the implementation of the totality of the March 2019 agreements between the government and the Civic Alliance, notably on the reestablishment of civil and political rights. The continued refusal to resume the dialogue with the opposition conveys a negative signal on the willingness of the government to work towards a peaceful and democratic way out of the crisis. As a consequence, and in addition to on-going political and diplomatic efforts to support justice and democracy, the Council has today decided to adopt a framework for targeted restrictive measures. The adopted framework allows for a gradual and flexible approach regarding restrictive individual designations for a travel ban and assets freeze as appropriate.

Particular focus on construction wasteThe study A sustainable and safe circular economy commissioned by the Government mapped out sectors where improvements are needed in the way chemicals are being managed. The study focused on persistent organic pollutants (POPs) and substances of very high concern (SVHC). “The key target was to create dialogue with operators in the relevant sectors to find out what kind of support the companies would need to improve the management of chemicals, as we are moving from a linear economy towards a circular economy. A particular focus was on substances contained in construction and demolition waste, but the recommendations given based on the study apply to all sectors, not just construction,” says the leader of the project Sari Kauppi, Senior Research Scientist at the Finnish Environment Institute.“We had effective collaboration with actors working in the construction business

It became evident that obtaining data on chemicals was often a laborious process for the companies using waste, and it may take a lot of time to apply for the permits needed to make use of waste. This may limit the use of waste material,” says John Bachér, Research Scientist at VTT Technical Research Centre of Finland. “Especially in waste management and in repair and demolition operations it is important to make sure that chemicals contained in recycled materials do not pose a risk to the employees. Spread of contaminants into the environment must be prevented. In terms of risk management, priority should be given to the planning of safe procedures and technical protection measures. Personal protective equipment must be used if the spread of harmful substances cannot be avoided,” says Sirpa Laitinen, Senior Specialist at the Finnish Institute of Occupational Health.

UK secures ‘listed status’ to protect £5 billion export market The UK has secured ‘listed status’ providing certainty for a market worth more than £5 billion a year.
TL Bureau, London
The UK has secured approval to continue exporting animals and animal products to the EU if we leave without a deal on 31 October – providing certainty for a market worth more than £5 billion a year. Environment Secretary Theresa Villiers confirmed today that EU member states have granted the UK ‘national listed status’, which ensures exports of live animals and products of animal origin, such as meat, fish and dairy, can continue. The move recognises the UK’s high biosecurity and animal health standards and will bring welcome clarity to the country’s world-leading farmers and food producers.Environment Secretary, Theresa Villiers, said:This is good news for UK businesses. It demonstrates our very high standards of biosecurity and animal health which we will continue to maintain and improve after we leave the EU.If you or your business import or export animal and animal products, we want to make sure you are ready for Brexit. Our guidance sets out what you need to do to continue to
trade after we leave the EU.Our top priority remains delivering Brexit by the end of October, and our preference is to do that with a negotiated deal, but it is the job of a responsible Government to ensure we are ready to leave without a deal and without any further pointless delay. The EU’s Standing Committee on Plants, Animals, Food and Feed confirmed the acceptance of the UK’s listed status on Friday (October 11) after it met the health and biosecurity assurances required for a third country. With listed status now confirmed, if we leave without a deal, businesses exporting animals and animal products to the EU will still need to meet new requirements, such as going through the correct EU Border Inspection Post. Businesses will also require an Export Health Certificate, which will need to be signed by a certifier such as an Official Veterinarian. The decision will also allow the continued movement of equines between the UK and the EU, providing welcome reassurance to the sector.British Horseracing Authority Executive Director Will Lambe said:This
is very welcome news for our sector, and provides some important certainty ahead of a 31st October departure from the EU. There will still be additional requirements for our participants wishing to travel a horse into the EU, but full guidance and assistance is available. We continue to support and appreciate the UK Government’s position that there will be no immediate change to arrangements for thoroughbreds travelling into the UK in the event of no deal.Guidance for animal importers and exporters is available on GOV.UK. End to end journey maps, clearly set out all the steps exporters will need to take. The exports guidance has been updated to clarify that EHCs will be required for all different product types within a consignment. Specific guidance for equine exporters is available. If we leave with a deal, the UK will not need to be listed during the implementation period. To give certainty to businesses and citizens, common rules will remain in place until the end of the implementation period meaning businesses will be able to trade on the same terms as now up until the end of 2020.

Target will address customer Proposal to reject amendments complaints about faulty PlayStations to Kennel Council code
TL Bureau, Canberra
The ACCC is proposing to reject an application for authorisation by the Australian National Kennel Council Limited (ANKC) to amend its code of ethics to require members to register all of their dogs with the local ANKC member body or certain overseas canine organisations. The ACCC’s draft determination notes ANKC member bodies are Australia’s largest purebred canine pedigree registration service providers. ANKC and its member bodies aim to promote breeding and ownership, dog showing and other related activities for purebred dogs.Currently, the ANKC code of ethics only permits breeding from purebred dogs of the same breed that are registered on the ANKC’s ‘main register’; and requires members to register all the resulting, purebred, puppies, without specifying the registration body.Under the proposed amendment to the code, members must register all dogs bred or owned
by them with an ANKC member body or certain overseas body, and not just the dogs in ANKC’s main purebred categories. Some members may currently breed or own dogs that are not able to be bred under existing ANKC registration rules. These include dogs that do not meet ANKC requirements (including colours), dogs recognised as purebred by competing registration bodies but not by ANKC, crossbred dogs or dogs of new breeds not recognised by ANKC.ANKC’s proposed compulsory registration with a member body would mean that members would no longer be able to breed these dogs. “We have received submissions from breeders and organisations strongly opposed to this proposal,” ACCC Commissioner Stephen Ridgeway said. “We are concerned that requiring breeders and owners to register all of their dogs with an ANKC member body, instead of letting them choose which dog registration service to use, will reduce competition in purebred dog registration
Growth in South Asia Slows Down, Rebound Uncertain TL Bureau, Washington D.C.
In line with a global downward trend, , casting uncertainty about a rebound in the short term, says the World Bank in its twice-a-year regional economic update. The latest edition of the South Asia Economic Focus, Making (De) centralization Work, finds that strong domestic demand, which propped high growth in the past, has weakened, driving a slowdown across the region. Imports have declined severely across South Asia, contracting between 15 and 20 percent in Pakistan and Sri Lanka. In India, domestic demand has slipped, with private consumption growing 3.1 percent in the last quarter from 7.3 percent a year ago, while manufacturing growth plummeted to below 1 percent in the second quarter of 2019 compared to over 10 percent a year ago.“Declining industrial production and imports, as well as tensions in the financial markets reveal a sharp economic slowdown in South Asia,” said Hartwig Schafer, World Bank Vice President for the South Asia Region. The report notes that South Asia’s current economic slowdown echoes the decelerating growth and trade slumps of 2008 and 2012. With that context in mind,In a focus section, the report highlights how, as their economies become more sophisticated, South Asian countries have made decentralization a priority to improve the delivery of public services. With multiple initiatives underway across the region to shift more political and fiscal responsibilities to local governments, the report warns, however, that decentralization efforts in South Asia have so far yielded mixed results.
services and reduce choice for breeders.”“Only an ANKC member can breed purebred dogs that are registered on ANKC’s main register, which are important for those members who want to participate in dog shows for purebred dogs or export purebred dogs internationally. This is because ANKC has mutual agreements and affiliation with a significant number of international bodies and local breeding clubs,” Mr Ridgeway said. The ANKC claims amendments to the code would protect vulnerable dogs, for example by preventing overbreeding, because the ANKC code allows for less frequent breeding than rival registration bodies. “While we support the ANKC’s stated intention to improve the health and welfare of dogs and ensure that people have accurate information when they purchase a dog from a breeder, we do not consider that this registration requirement is likely to be an effective way to achieve this,” Mr Ridgeway said.

The ACCC has accepted a courtenforceable undertaking from Target Australia Pty Ltd (Target) in which Target admits it may have breached the Australian Consumer Law by making false or misleading representations in its dealings with customers who purchased faulty Sony PlayStations. The ACCC was concerned that between at least January 2017 and August 2017, Target’s customer service staff told some consumers who complained about faulty Sony PlayStations that they had to contact Sony directly for a remedy and were not entitled to any remedy from Target because the fault had occurred after 30 days from the date of purchase.“Target has admitted that it may have misled consumers about rights they had to a refund, replacement or repair under the Consumer Guarantees in the Australian Consumer Law,” ACCC Commissioner Sarah Court said“Consumers who find they have purchased a faulty product are entitled to a repair, replacement or a full refund in many circumstances from a retailer”.“A retailer cannot simply send a consumer to the manufacturer and wash their hands of any responsibility,” Ms Court said“Consumer guarantee rights cannot be excluded or modified by
businesses and retailers cannot set an arbitrary time limit on their obligations under the consumer guarantees.”As part of the undertaking, Target will publish a notice on its website, asking consumers to come forward and contact Target if they believe their previous complaints or concerns to Target about their PlayStation were not addressed properly. Target will review the circumstances of customers it is contacted by in light of its obligations under the Australian Consumer Law.Target has also undertaken to review and improve its Australian Consumer Law compliance program.A copy of the undertaking can be found here: Target Australia Pty LtdBackgroundThis undertaking relates to conduct by Target between January 2017 and August 2017 regarding Sony PlayStation gaming consoles only. The ACCC encourages any consumer to contact a retailer where they believe a product they have purchased isn’t fit for purpose and to exercise their consumer guarantees in seeking a remedy. Consumer Guarantees under the Australian Consumer Law provide remedies for consumers if their product experiences a fault. Consumers can choose to have a product replaced, repaired or refunded if there is a major fault. A retailer can choose the remedy for minor faults.

Humanitarian Aid Urgently Required in Areas Affected by Conflict in Syria TL Bureau, Geneva
The International Organization for Migration (IOM) is deeply concerned by the rapidly deteriorating humanitarian situation in northern Syria, where heavy fighting is displacing hundreds of thousands of civilians. According to humanitarian partners, an estimated 190,000 people have fled their homes in northeast Syria since the latest round of military operations began last Wednesday. “All parties to the conflict must adhere to International Humanitarian Law. Humanitarians must be allowed access to the displaced in order to provide urgent medical and lifesaving assistance,” said IOM Director General António Vitorino. On Monday, IOM’s Rapid Assessment and Response Teams (RART) deployed to Sahela, in Iraq’s Kurdistan Region, and attended to a group of 182 people who fled the fighting across unofficial entry points. Two doctors
and a psychologist were also present, to provide emergency medical and psychosocial care. The group was transported to existing camps where they said family and friends are already living. The Organization is prepared to scale up its humanitarian response in the region should more people become displaced and need assistance and safety. Many of Syria’s 6.1 million internally displaced have been repeatedly forced from their homes, in some cases after they have returned to their communities. Between
May and August of this year, fighting displaced an estimated 400,000 Syrians in the northwest of the country. “The cycle of successive displacement is particularly concerning. Continued military operations will have devastating consequences for the seven million people living in Northern Syria,” DG Vitorino added. IOM has been supporting displaced Syrians and their host communities since the beginning of the crisis in 2011 and will continue to provide lifesaving assistance to those most in need.

Philippines recognized for Progress in Sustainable Finance, Report Finds
TL Bureau, Manila
Thirty-eight emerging market economies have initiated key banking reforms to drive development and fight climate change, according to the second Global Progress Report of the IFC-facilitated Sustainable Banking Network (SBN). These reforms require banks to assess, manage, and report on environmental, social and governance (ESG) risks in their lending operations and put market incentives in place for banks to lend to green projects. Of the 38 countries, 22 have adopted national sustainable finance policies and voluntary principles, seven of which were launched in 2019 alone. The report also captures the progress made by 14 countries to actively grow their green bond markets; and data shows increasing innovation by financial institutions to green their lending portfolios. “SBN members have demonstrated that transforming financial markets toward sustainability is possible,” said Georgina Baker, Vice President of IFC, World Bank Group. “Emerging markets are on the forefront of this shift – and SBN’s tools and guidance have laid the groundwork for more countries to follow suit.” The Philippines is among the group of countries moving from Commitment to Formulating stage under the Preparation phase. For the last few years, a broad range of initiatives linked to environmental and social risk management
(ESRM) and green finance show that efforts are being made by the banking regulators and banking associations to raise awareness, build capacity, and encourage stakeholder engagement. The Central Bank of Philippines (BSP) is currently drafting a policy framework for sustainable finance in response to growing market awareness and appetite for green and sustainable financing. The policy is targeted for completion by the end 2019. Governor Benjamin E. Diokno noted that “The capacity building and sustainable finance policy initiatives of the Bangko Sentral ng Pilipinas were enriched by the knowledge resources, information and peer learning activities accessed through our membership in the Sustainable Banking Network. We are grateful to the International Finance Corporation for the continued support as we ramp up our efforts to implement our sustainable finance agenda”. “Ultimately, SBN is about collaboration,” said Ye Yanfei, Deputy DirectorGeneral, China Banking and Insurance Regulatory Commission and co-Chair of SBN Measurement Working Group. “By bringing together regulators, policymakers, trade associations and development institutions, SBN has been able to not only turn sustainable finance policies into action, but also strengthen measurement to capture market impact.” Established in 2012, SBN now represents 53
