PERTH MAN CHARGED WITH ATTEMPTED MURDER DESMOND DEVOY desmond.devoy@metroland.com A Perth man has been charged with three counts of attempted murder after members of the Lanark County Detachment of the Ontario Provincial Police (OPP) responded to a report of a man with a weapon at a residence on Brock Street South in Perth on Sunday, Sept. 30 at approximately

3 a.m. Police say that upon arrival, officers established that three people had sustained serious injuries. Two women were transported by emergency medical services (EMS) to a local hospital and one adult male was air lifted to hospital by air ambulance outside of the area. The OPP sent "everybody that was working," said OPP Cons. Da-

vid Bird, during a telephone interview on the morning of Monday, Oct. 1. "This would not be a single officer call." Bird later described the male's injuries as "major injuries," while the injuries of the two females were described as "serious injuries." When asked if the incident was a stabbing, Bird said that "I cannot confirm or deny that." The investigation is being con-

ducted by the Lanark County OPP Crime Unit, supported by East Region Forensic Identification Services Unit (FIS), and detectives from the East Region Regional Support Team (RST), under the direction of Detective Inspector Rob Hagerman of the Criminal Investigation Branch (CIB). man and his team are based out of the OPP county headquarters on Highway 7 in Perth, during the investigation, which he said was "active and ongoing." The crime scene, reported to be near the intersection of Brock and Drummond Streets, is still considered "an active crime scene," said Bird. As a result of the investigation, Douglas Schuyler,

46, of Perth, has been arrested and charged with three counts of attempt to commit murder, and with possession of restricted or prohibited weapon. These charges have not been proven in court. Officers from the Lanark County Detachment of the Ontario Provincial Police (OPP) in conjunction with Traffic Collision Investigators are investigating a fatal ATV crash on Lavant Mill Road. Police say that on Saturday, Sept. 29 at approximately 6 p.m. Lanark County OPP officers, along with paramedics, attended the crash and found that a woman had died.

Jennifer Ann Stanzel, 42, of Tay Valley Township, was pronounced dead at the collision scene. As a result of the investigation Keith H. Wheeler, 41, of Tay Valley Township has been charged with impaired driving causing death and failing to provide a breath sample. These charges have not been proven in court. The accused is to appear in Perth Provincial

Court of Justice on Nov. 12. If any person has more information in regards to this investigation they are asked to contact the OPP at 1-888-310-1122

The Town of Perth will start accepting applications for the annual Perth Community Grant on September 4th, 2018. The Perth Community Grant provides funding for Perth organizations and groups which undertake events or projects with an eye to community development initiatives, tourism initiatives or economic development concepts, which directly support the Perth community. This grant provides finite funding or “seed money” for new events or programs. The intent of the grant is to assist local groups as they become sustainable on a long-term basis, and should not be considered a long-term source of funding. Organizations which have not received funding in the previous year will be given priority. Dustin Cutmore has had his final day in court. The Perth resident was found guilty on two counts of trafficking in stolen goods over $5,000. Two other charges (possession of property obtained by crime, over $5,000,

which he was charged with back in July of 2017) were withdrawn during the court sitting on Thursday, June 7. He was sentenced to 72 consecutive days on each of the two charges, and sent to jail that day. Cutmore was also given a weapons prohibition, had to provide a DNA sample, and was given two years probation.

REPLACEMENT FACILITY COULD COST $4.5 MILLION DESMOND DEVOY desmond.devoy@metroland.com The Lanark and District Community Centre has been shut down due to serious fire and safety concerns. In a notice posted on the township's website on the evening of Tuesday, Sept. 25, Steven Potter, Lanark Highlands Township's acting clerk administrator, wrote that the municipality had received an engineering report and a fire safety briefing, after which "it was determined that the Lanark arena is in immediate need of repairs and updating to make the building safe for users," Potter wrote. "We took action to temporarily close the arena. While this action is regrettable, council and staff feel the need to ensure the safety of users is paramount. Staff is actively working to address safety issues." Potter added that the township's "goal is to reopen the arena as soon as it is safe to do so," and that progress updates would be forthcoming. "We apologize for any inconvenience this may have caused and thank you for your understanding," Potter wrote.

At 10 a.m. on on Friday, June 8 fire inspectors Bill Bell, chief of the Lanark Highlands Fire Service (LHFS), and Captain Jamie Richards, also of the LHFS, inspected the arena at 67 Princess St. (The report was written on June 19). By the second page of the report, the bad news began, with Bell and Richards finding that fire safety planning, emergency procedures, and a fire safety plan, were not present, and not satisfactory. The fire safety planning did not exist in the main entrance, with no evacuation "or egress route maps not present" in the lobby, change rooms, or hallways." The report also detailed problems with the building's exterior: • Exterior heat venting was in disrepair and in need of cleaning or replacement. • Anhydrous Ammonia Shut-Off Valve not labelled as required. • Propane safety valve is not secured at all. "This needs to be secured as it is just hanging by the fuel line," the men wrote. • There is no lock on the main propane tank outside of the building. • Propane tanks are not secure. The key to access the tanks is easily accessible. The entire cage is not secure to the building, "creating a crush hazard." • Stairs used to exit the building are not safe, and need replacing with a handrail to be added. There was more bad news about the building's interior. Just some of the observations and recommendations include: • "Several more (fire) extinguishers (should be) mounted." • One of several emergency lights did not come on when unplugged. • One of the lights tested showed one of

or recovered," the inspectors wrote. The report contained a photo of mouse feces "in the general canteen where food is served." Further to this, many of the change rooms "smell of urine and human excrement as well." In one washroom, paper towel was being used to block a toilet trap. "Short cuts to health and safety issues, even small ones ... are rampant throughout this arena," they wrote.

Engineer’s Report and Followup Brandon Campbell of Eastern Engineering Group Inc., based in Brockville, conducted an audit of the property on Aug. 28. Campbell's report, which was written on Sept. 19, was found to compliment the earlier fire safety report. "It was recommended by our firm, based on the

observations, that the arena be decommissioned, and not normally occupied," wrote Campbell, until the recommendations had been acted upon. The arena, wrote Campbell, was built in 1964, with dressing rooms added in 1989, an addition made to the main entrance in 1991, and an ice plant added in 2006. The main entrance was found to not be barrier-free compliant, and the building additions were not compliant with the building code. The report then details even more problems with the arena, going into even greater detail, but the conclusions are stark. "It is our recommendation to budget for the full replacement of the facility as soon as possible," wrote Campbell. "It is our opinion that continued operation of the facility on a regular basis would ... risk the safety of the public," before again recommending "the

immediate closure of the facility." The report included a $4.5 million price tag for a new facility - with demolition alone costing $50,000.

Fire-Follow-up The issue went before a special council meeting on Monday morning, Sept. 24, and included a fire safety brief from fire chief Bill Bell, dated that same day. "The Lanark arena is in immediate need of repairs and updating to make the building itself compliant with the Ontario Fire Code, as well as the Ontario Building Code," wrote Bell. "Any Fire Code provisions will not remediate the identified structural issues." Although he suggested restricting the occupant load of the arena, restricting access to the second floor, and restricting private functions, as well as removing combustible materials, and preparing a fire

"The fire department cannot be assured of how the building may perform during fire conditions," wrote Bell. This would mean "potentially exposing both the public and emergency responders to an unacceptable risk of injury caused by a fire if the building were to remain occupied."

HEALING FOREST MEMORIAL SYMBOLIZES HARDSHIP, HOPE AND HEALING PAULINA HREBACKA phrebacka@metroland.com

The unveiling of the Healing Forest memorial was held Sept. 30 at Last Duel Park, in Perth. The event recognized the damage done to Indigenous children in residential schools, as well as missing and murdered Indigenous women, girls and two-spirit people. A variety of speakers told their personal stories of loss and hardship, and spoke about their healing journeys. Thomas Louttit, a Cree man from Moose Factory, was born "in the bush" and spent more than 10 years in the residential school system. He told his moving story, which detailed the abuse he endured as a child and the ultimate decision he made later in life to begin healing. "When they took me away, they didn't believe my mom that I was only five years old," said Louttit. It was 1953. He said the priest and RCMP officers who took him away threatened his mother and grandfather at the time, telling them they'd go to jail if they resisted. As a young child, he thought he was boarding a plane to go play somewhere new. Louttit began the memorial unveiling with an opening prayer, recited in his native Moose Cree dialect, which he was not allowed to speak in the residential school. He said having the freedom to speak in his native tongue makes him proud. Flora Riley also spoke, a Métis woman, originally from Newfoundland and Labrador, who lost her sister, Daphne J. Brown, in 1970. Brown had been terribly

beaten by her husband, Andrew Brown, to the point that she needed to be hospitalized. "After being in the hospital for a couple of days, on the day she was ready to go home, her husband went into her room with a 12-gauge shotgun, and he shot her in her hospital bed," said Riley. At the time of her murder, Brown was only 23 years old, and a mother of three young children. Riley has initiated the Red Dress Project in Smiths Falls, a unique way to recognize the absent Indigenous women, girls and two-spirit people who make up the population of under-investigated missing and murdered. "I decided to hang red dresses on the Birch tree in front of my home in Smiths Falls in her memory, and for all the missing and murdered Indigenous women and girls." It will be an annual event, taking place on May 8, which was Brown's birthday. The Red Dress Project was created by Jaime Black, a Métis artist from Winnipeg, five years ago. "We want Canadians to never forget the lost lives of all the Indigenous women and girls," said Riley. "The red dresses swing in the wind, each one representing a woman who is no longer around to wear it. People are missing from those dresses, they used to belong to someone. In a way, it is calling the spirits of these women and girls, and allowing us to speak for them." Riley said the colour red was chosen as a way to unite the spirit of the cause, as a chance to call them back to be among us and to hear their voices again.

"Red represents their life's blood, which has been tragically spilled," Riley said. The Red Dress Project is part of a Canada-wide art installation that represents more than 1,200 missing and murdered Indigenous women and girls. The Healing Forest memorial is a large rock installation in the centre of Last Duel Park, with a National Healing Forest plaque. AN UNEASY TRADE VICTORY Well we won ... didn't we? Canada's new free trade deal with Mexico and the United States is, well, done, we can at least say that. The deal was reportedly reached just a few hours short of the clock striking midnight this past Sunday, Sept. 30. It could not have come at a more dicey time - less than 12 hours later, Quebecers were waking up and heading to the polls. You can't make this stuff up, folks. Parti QuĂŠbĂŠcois leader Jean-Francois Lisee wasted no time in posting a video online condemning the pact - essentially saying that Quebec's dairy farmers had been thrown under the bus in exchange for saving Ontario's auto industry. The new deal (NAFTA is dead, long live USMCA?) does do one important thing immediately - it avoids a prolonged trade war. There will be no Brexit moment here. Free trade will still cross both borders. But there is one important sticking point. The tariffs on steel are still, as of this writing, still on, which has a negative impact on local businesses, like Central Wire in Perth. Those tariffs need to come down, and soon. (Negotiations continue there.) Now, as for opening up the dairy industry, it's complicated. Yes, you may be able to get access to more American milk, and prices may go down. That's what competition does. (And somewhere, you just know that Maxime Bernier is smirking, eyes twinkling, looking at his old leader, Andrew Scheer, thinking, "I told you so!" It was dairy farmers, many from his own Quebec, that cost him the Conservative Party leadership to Scheer by a narrow margin.) And was Canada's stand on supply management, protecting Canadian farms, not a deal-breaker? Apparently not. But in Lanark County, we are home to cattle and dairy farming. These are family businesses. These are our neighbours. Can the family farm compete against big American agri-businesses, who already produce too much milk as it is? The feds are promising compensation - but to what amount? And will it be enough to save the family farm? And do the Americans still ply their dairy farmers with subsidies? On the other hand, the Ontario economy has been helped, knowing that the auto industry will now not close up shop and head back home to Detroit. Dealing with The Donald is not easy. Foreign Affairs Minister Chrystia Freeland deserves plaudits (and a well deserved few days off) having to negotiate a deal that was never going to please everyone, dealing with an American side representing a mercurial president. (Prime Minister Justin Trudeau called the deal "no easy feat." That's being diplomatic, sir.) There are also improved labour and environmental standards in the accord, and our cultural industries remain protected. The details are still to come. It may not be all things to all people - a relief to some, a headache to others. But we have a deal. And the threat of a job-killing trade war has lifted.

I'm off for a few weeks to enjoy some much-needed time away before election night, so I won't be back in the office until then. We're heading east for a while to visit with some of Sweet Baby's siblings. Lexi will be at her favourite "spaw" and Mom is looking after Jack-O. It will be fun to meet his family, finally. He's the youngest of nine, so there are many people to meet. I'm a little in awe of this Newfoundland hospitality, though. I was budgeting for hotel accommodations and a car rental. "Don't be silly," Sweet Baby said. "We're staying with my sisters." "No way," I said. "We

can't impose like that. It's not right." "No babe," he said. "It's not right if we don't stay with them!" A phone conversation with one of his sisters confirmed that we are indeed, not staying at any hotel. OK, well that's one expense we won't incur. Awesome. "What about a car? We'll need to rent one," I said. "No, they have lots of cars," Sweet Baby said. "We can just borrow one." "You've got to be kidding me?" The last time I "borrowed" a car I wrapped it around a tree. That was a 1979 T-Bird my mother's and no, I haven't borrowed her car since 1982. That's a long time for my mother to hold a grudge, but I get it. "My sister has a Mustang," he said, a grin splitting his face. He knows that's my weakness. I have had - and wrecked! - a Mustang ... but I also have savoured and loved them. (I've had five: a 1966 [3-

speed coupe, hardtop red!], 1980, 1986, 1994 [wrecked], and a 1996.) I love them because we are the same age. "So borrowing a car won't be an issue?" "No, it won't be," he assured me. Sweet Baby also tells me that there is a cabin in the woods where we can hang out for a bit, but there is no electricity. Excellent, it will be a perfect vacation. To the Editor, In Perth, the speed limit on most streets is 50 km/h and the rate of survival rate for pedestrians hit by a car at 50 km/h is only 15 per cent, but at 30 km/h survival is 95 per cent (Toronto Board of Health). Some drivers in Perth often travel 60 km/h or more, where the pedestrian survival rate is a chilling zero per cent. Where there is an absence of four-way stops, speeders tend to use streets as speed corridors, and streets lacking sidewalks on one or both sides present an added danger.

On a positive note, Perth recently installed a new stop sign on Victoria Avenue near PDCI, and lights on two Gore Street pedestrian crossings. Bravo! Again, bravo to Perth for designating a speed limit of 30 km/h on Smith Drive/Conlon Farm, where children play. But what about the youth playing on bikes, rollerblades and skateboards (who must be on the road as per bylaw 3961) where the speed limit is 50 km/h? If 30 km/h is a safe speed limit for youth playing near Smith Drive, with what logic is 50 km/h safe for youth playing on other streets? Proposed solutions to the speed problems in Perth are clear-cut: 1. Reduce the speed limit and insist on the necessary enforcement 2. Eliminate speed corridors by placing fourway stops on applicable residential streets 3. Use speed bumps where possible to reduce speeding 4. Employ photo radar to catch speeders 5. Modify the walk lights at corners such that

speeding vehicles don't have a green light when pedestrians have a walk sign Tragically, years ago, falling ice killed a child in Perth. Our town is proactive now about putting up barricades to protect pedestrians from falling ice. Let us also be proactive NOW by reducing our speed limits. Let us not wait for a pedestrian to be seriously maimed or killed. Many communities have adopted speed limits of 40 km/h (Carleton Place and Westport), and 30 km/h in others; Toronto mayoral candidate Jennifer Keesmaat advocates for a 30 km/h speed limit on all Toronto residential streets. We need the political will to fix this problem as well as applied enforcement to solve this dangerous issue. Therefore, we ask all candidates for municipal office to declare their commitment to solutions to the issue of speeding and pedestrian safety. Please sign the online petition about speeding.

EXTRA SECURITY GIVEN TO FESTIVAL OF THE MAPLES AFTER TORONTO VAN ATTACK DESMOND DEVOY desmond.devoy@ metroland.com With the 2018 edition of the Festival of the Maples coming less than a week after the Toronto van attack, Mayor John Fenik confirmed that extra security measures were taken to protect the event. Fenik told Perth town council on Tuesday, Sept. 25, that there were "heavy trucks" parked at both ends of Gore Street East (with Craig and Foster Streets) and "that was not by accident. That was by design." The van attack, which occurred on Monday, April 23, saw a van mount the curb and drive southbound on the sidewalk on Yonge Street in Toronto's north end, with the driver killing 10 people, and injuring 16 others. The Festi-

val of the Maples occurred Saturday, April 28. "We parked heavy duty trucks to prevent something like that," said Fenik. Fenik's comments followed on a report by Coun. Ed McPherson, who attended a conference in his capacity as head of Lanark County's ambulance service, where he heard a speech by Clark County Fire Chief Greg Cassell, whose department covers Las Vegas, who responded to the Oct. 1, 2017, mass shooting that left 58 dead and more than 500 injured. In Lanark County, "we practice for (active shootings) inside schools," said McPherson. In Las Vegas, there had been training for shootings inside schools and other buildings - but not for an active shooter with

a four-mile range from the 32nd floor of the Mandalay Bay Hotel. As the shooting continued, panic set in as thousands of people, who had been enjoying a music concert below, began fleeing the scene. "It was quite eye-opening," said McPherson of the speech. Coun. Jim Boldt spoke about terror of a different kind later in the meeting, touching on the tornadoes that struck the village of Dunrobin, south suburban Ottawa, Gatineau, Quebec, and other areas of eastern Ontario like White Lake. "(We need to) recognize and be ready for any catastrophic event," said Boldt. "How quickly a quiet town can be put into chaos." He also offered a "hats off" to the first responders.

DNE TOWNSHIP READIES FOR TWO RECYCLING BOX SYSTEM STARTING IN NOVEMBER DESMOND DEVOY desmond.devoy@ metroland.com Why, yellow there! Get ready for two recycling bins, Drummond/ North Elmsley - a new yellow bin to go along with your old blue bin. The township is looking to fall in line with their neighbours in Perth and Smiths Falls, starting the first week in November. "We are now singlestream," explained DNE public works manager Scott Cameron, during an interview in Reeve Aubrey Churchill's office on

Wednesday, Sept. 12, in Port Elmsley. "All of the recycling goes in one bin," now, said Cathie Green, a public works assistant. Get ready to see two recycling bins in your garage or basement (or wherever you store your recycling bin): yellow and blue, with cardboard and fibres (e.g. paper) going into the blue bin, and containers (e.g. plastics) going into the yellow bin. "We need you (citizens) to divide it into your two bins," said Green, noting that recycling bin pickup would alternate - yellow

(In an Aug. 24 email, Green wrote that "this is good news because it will clean up the recycling stream, save money for DNE residents, and preserve landfill space.) The new yellow boxes should be delivered by the municipality about the final week of October. The township office has already seen a brisk sale in their compost program. "Compost sales are rolling out the door like crazy," said Cameron. Green commended residents for all of their buy-in when it comes to waste diversion and recycling: "Think globally, act locally. People really get that they can reduce," she said. "By composting, you can divert up to half of your garbage," from landfill. The whole initiative will cost about $35,000, though Green estimates that the

township will recoup these costs within the first two years. (They are receiving money from the province to cover a third of the cost.) "We will have made back our investment and started making money," said Green, because the recycled paper, for example, made from DNE's recycled material created at the material recycling facility (MRF) will be of better quality, and therefore, of a higher value. With singlestream recycling, "the quality of paper ... has been decreasing," said Cameron. At the end of April, the township heard from their MRF in Renfrew that "we will not process singlestream material anymore," and that the costs of recycling per tonne would rise from $140 to $190 per tonne to process. At that point, the township's only other option was trucking their waste to Northumberland, and "it gets cost prohibitive," said Cameron. "It

It is more a matter that the MRF will not accept it for recycling because it is not straight-up cardboard or paper. She advises people to check with their municipality if they have questions about what can and cannot be recycled.

M+H Properties invited members of Perth town council to a special sod turning on Friday, Sept. 7, as construction equipment tore up earth and concrete behind them. At one point in his young life Chesterton, a nominal Christian with an increasingly atheistic view of life, experienced such deep despair that he was on the brink of suicide. The darkness did not win out, because as he later wrote, "I clung to religion by one thin thread of thanks. At the back of my brain, there was a forgotten blaze or burst of astonishment at my own existence." By the grace of God, that "thin thread of thanks" and the "forgotten burst of astonishment at (his) own existence" drew him back from the edge of the abyss. He would later encounter Christ in a profound way and join his friend J. R. R. Tolkien (of Lord of the Rings fame) as a convert to the Roman Catholic Church. The "attitude of gratitude" became central to his life. "I would maintain," he wrote, "that thanks are the highest form of

The event is a thrilling game of strategy and endurance, as participants make their way through the rugged hills of Lanark Highlands, evading the pursuit of mounted horsemen. Multiple skill-testing obstacles were set up in the woods, hills, and even on the water for the contestants to pass. The funds raised through registration for the event support the Perth Enrichment Program for older adults. The event also featured a BBQ, kids' games, and cold brews from Perth Brewery.

ELECTION CANDIDATES There were several errors last week in our special election section. - Brock McPherson was listed as running for deputy mayor in the town of Perth. He is actually running for councillor. - Mark Burnham was listed as a councillor candidate for Lanark Highlands; however, he is actually a councillor candidate for Tay Valley. Below are the profiles for six candidates who were not initially contacted by this newspaper in error. The Perth Courier apologizes to the affected candidates and to our readers for the confusion.

SUSAN BERLIN - COUNCILLOR CANDIDATE, LANARK HIGHLANDS Susan Berlin is seeking the position of Councillor, Ward 1 in the Township of Lanark Highlands. The retired community planner has plenty of volunteer experience, includ-

ing serving as a board member, Middlleville and District Museum; member, MERA; past board member, Middleville Agricultural Society. "The underlying issue is that we've had a dysfunctional council for the past three terms, which has meant that major issues have been around all that time and remain unresolved: economic development; inability to retain senior staff; failure to communicate effectively with community members; failure to set goals and find tools that would allow those goals to be reached. "As a planner, I've worked with communities to help them work through the process of defining goals, seeking appropriate tools to reach those goals, and forming themselves into effective organizations. I'd like to do the same on council -- and make sure community members are a welcome source of information as well.

These are virtually cost-free changes (modernizing the now-useless Township website and giving it two-way communication capability; re-establishing community/ council advisory committees; holding frequent ward consultations; and using the public media to actively request suggestions on contentious issues before decisions are made. That will make a huge difference. Once council 'works,' it will be able to deal with the specific problems that have long been on the table.

Three items which are top priority include: The asset management plan:To my best knowledge, the AMP has already been funded through a Federal Grant for $50,000. An asset management plan is a tactical plan for managing an organization's infrastructure and other assets and to deliver on an agreed standard of service. I place this as one of the top items on council's to-do list, because of the present state of the township's crumbling infrastructure. The master plan for fire service: The present fire chief has completed the ENR, the bylaw which is the first step in a three step process towards completing a master plan. Next a risk assessment must be completed. I understand this is almost completed and will need to be passed by council before the master plan can be started. A strategic plan (four

year plan for council) This plan protects and strengthens our position in the marIsabel Anne ketplace, McRae aligning both councillors and the management team behind one unified vision. This will lay the foundation to progress with a strategic roadmap and an effective action plan with realistic goals and timelines. A strategic plan ensures and measures the accountability and transparency of all municipal representatives. I don't have a favourite demographic, but I am cognizant of our most vulnerable sectors including special needs, low income, the working poor, seniors and those with exceptionalities on fixed incomes. Also important are: Establishing a community engageBob Mingie ment process to assist in setting the Township's agenda and priorities, and beginning a Lanark Highlands strategic planning process with active community involvement. Each of these will require some funding but I expect they can be handled

with the current funding levels. This is all really the background and underlying process stuff. Then we will start on the fire services, roads and other important issues. These will take more money but I want the community heavily engaged in how fast we address these and therefore how much new money we need. Different demographics are important for different reasons - youth are our future, workers carry the community and retirees need good services at reasonable and stable prices (property taxes).

PETER RODGER - COUNCILLOR CANDIDATE, LANARK HIGHLANDS My name is Peter Rodger and I am 42 years old. I have lived in Lanark Highlands, just outside the village of Middleville, my entire life. I am seeking re-election for Councillor of Ward 3 in Lanark Highlands. I take pride in contributing to our community by volunteer-

ing and helping in various ways. For over 16 years, I have been a volunteer firefighter Peter Rodger at Middleville Station 2 and I continue to provide fire services to our community. Mick is also a proponent of health care and though he recognizes it is a provincial responsibility, he realizes Tay Valley has an obligation to assist the Perth hospital in upgrades. "Tay Valley residents use the Perth hospital when needed so we have to pull our weight. I would rather help the hospital purchase a MRI machine than spend a couple hundred grand on lawyer fees." How would he help change council culture so things don't get bungled in the future? "Get things right," he replied, "not necessarily popular, but you have to get things right. Not half right, not somewhat right. But, full right."

FATHER WENT ALONG WITH THIS WARMING FALL FAMILY TRADITION STORY OF JOAN OF ARC ETCHED IN HER MEMORY, MARY COOK RECALLS Mother was never at a loss when it came time to get the family together for a bit of fun. So we celebrated every holiday, even if we didn't have the remotest connection to it. That included Lincoln's birthday, St. John The Baptiste Day, the Twelfth of July. At this time of year, Mother was able to work around the sad story of Joan of Arc through the simple act of the burning of the fall leaves. Of course, it was called "The Burning of the Leaves Day," but I knew there would be a heavy emphasis on the Joan of Arc story, which caused me no end of grief. I hated the story I knew was coming with the burning of the leaves, but once we

got that out of the way, we got down to the serious business of watching the mountain of leaves go up in smoke. It took us a period of several days, and sometimes most of a week for what we called "The Burning at the Stake Night." I called it The Burning of the Stake Night, which I thought was more humane, as I pictured the young French saint being tied to a stake and going up in flames. But we had to listen to the story before we actually lit the pile of leaves, which Emerson said took all the fun out of the evening. To get ready, we raked mountains of leaves into a huge mound in the centre of

the front yard. This always took place on a Saturday, and we had to have the pile well away from the barns and the old log house, or the whole place could go up in flames. Father also insisted we burn a small pile at a time, so that the flames wouldn't get out of hand. Once we got the Joan of Arc story out of the way, we would settle down to enjoy the spectacle before us. We each would have a long slim piece of green wood for what I considered the most fun of the entire evening. Mother would have placed a tin plate of sliced pieces of back bacon, on the seat of a kitchen chair, and these we threaded onto the stick, and with the bacon fat sizzling into the fire, we'd watch the pieces cook into a golden brown ... crisp and delicious morsels to pop into our mouths when they were cool enough to eat. Over the evening we would go through a plate full of bacon pieces. It would take at

But I loved the smell of the bonfire, and I could never pass the back door where our clothes hung on a nail, without pressing my nose into the folds of whatever I had worn the night we had burned the leaves. Father didn't think much of the effort we went to. In his day, he would tell us, the leaves were left where they had fallen. The snow would cover them over the winter, and grass would grow right on top of them. But he went along with yet another idea of Mother's that she brought to the farm at Northcote. Please join the warden and councillors of Lanark County for a ceremony to mark the official opening of the Ottawa Valley Recreation Trail (OVRT) on Friday, Oct. 5 at 1 p.m. The celebration will be held at the under the overpass at Highway 7 in Carleton Place, on the trail. The celebration marks the opening of the 61-kilometre Lanark County portion of the multi-use trail, which was once part of the prosperous railway line and connects the County of Lanark to the County of Renfrew and the Township of Papineau-Cameron. Warden John Fenik (Perth mayor) noted that he is "looking forward to welcoming the many user-groups at the ribbon cutting ceremony that can now enjoy this well maintained and managed trail." The ribbon cutting ceremony is a great opportunity to explore the OVRT and celebrate all of the trails within Lanark County. Participants are encouraged to park at the parking lot on Coleman Street, across from the OPP station, between Grant Street and Lansdowne Avenue. DESMOND DEVOY desmond.devoy@ metroland.com The Rosemary Breman School of Dance is now open in Perth. The school, which is still located in Carleton Place, which it has called home for more than three decades, recently announced that it would be opening up

a Perth satellite school. The school is open on Mondays at 5 p.m. at the McMartin House, and on Thursdays, also at 5 p.m., at St. Paul United Church. "I have quite a few kids from Perth," said Breman, during a telephone interview on the morning of Tuesday, Sept. 25. She would often hear from her Perth parents, "Why don't

you open up in Perth?" Every year she admitted that she had "thought about it," but 2018 turned out to be the year that she finally said, "Why not?" The school has about 20 dancers registered in Perth so far, but registration is still open. The school specializes in Scottish Highland dancing, ballet, jazz and tap.

Breman said she likes both of her Perth facilities, but commended the recent renovation work done at the church. "They've done a good job," she said. Though born in Canada, her Scottish parents returned to Britain when she was eight. She lived in the town of Ayr, on the west coast of

Scotland, about an hour southwest of Glasgow, until she turned 18 and then came back to Canada, and so she did most of her dance teacher training in Scotland. She earned teaching qualifications from the British Association of Teachers of Dancing, headquartered in Glasgow, Scotland's largest city, 38

I don't know who coined the oft-uttered phrase "practice makes perfect?" I'm sure it applies in certain cases, but definitely not in some situations. Obviously there are things in life you can't practice for! On the other hand you can almost always prepare for a given set of circumstances. If you know how to prepare that is!

One good example is flying. There are a number of dos and don'ts to consider when you are planning to take to the air, especially if you are embarking on a long journey. My wife Kathleen retired recently and we are currently preparing for a European vacation with good friends and longtime travel companions. Because we're experienced travellers we have developed a routine which, when it comes to long distance travel, is vital. Start with lists of what you know you have to take with you. Passports, credit cards, foreign currency and any prescription medications should be kept on your person or in a readily accessible container, preferably your

handbag or carry-on case. Don't put prescription meds in checked baggage which travels in the aircraft cargo hold. If your bag(s) don't show up at the other end and they contain vital materials you will have a very bad start to your trip! Flying is the most important part of any long haul journey which makes it especially important that you plan what and how much to take with you and where to pack important items such as a change of clothes. Speaking from personal experience I can tell you that there is nothing worse than arriving overseas only to discover that your checked bags haven't followed you. I don't want

to alarm anyone. Lost luggage is a relatively rare occurrence. But it does happen which makes being prepared particularly important. To prevent such an occurrence, here's my advice. Kathy and I take carry-on bags large enough to hold a change of clothing (or two), along with extra socks and under garments. Make sure your carry-on also contains vital travel documents. Don't over pack! Mixing and matching items of clothing means you can diminish the load you originally intended to carry. Hauling heavy suitcases through airports, train stations, up and down staircases and elevators and along busy sidewalks

is murder. When flying we prefer to pre-book our seats so we don't get caught in the airline seat shuffle. Talk to you travel agent about the best available options. There's nothing wrong with being health conscious when you're flying either. Nobody wants to catch a cold, flu bug or another virus while jetting to their destination. Oddly the aircraft washroom isn't as dirty as the areas in and around your seat. Germaphobes will tell you that the tray table at your seat harbours more germs than any other part of the aircraft. Carry wipes (containing at least 62 per cent alcohol) and use them to sanitize any surface your hands are likely to con-

tact. To be totally honest the worst part of flying for me is airports. Some are better than others but in the post 9/11 world security checks and more security checks means the worst part of flying is actually getting to the aircraft. It's all very necessary of course. But in my experience actually boarding the plane and flying to your destination is usually the least problematic part of travel today. Howie, William “Bill”

Bill passed away peacefully in Kingston on Sunday, September 23rd, 2018 at the age of 79 years. He was son of the late Douglas and Gertrude (White) Howie. Bill was predeceased in 2010 by his beloved wife of 51 years Marie (Foy) Howie. He was the beloved father of Shawn (Stephanie) and Michael Howie. Bill was the dear brother of John (late Lorraine) Howie and brother-in-law of John (Faye) Janis. He was predeceased by sisters Eleanor Baker (Keith Greigson) and Patsy (late Rob) Wilkinson. Bill will be fondly remembered by many nieces, nephews and his many friends in the Perth, Smiths Falls and Otty Lake areas. He was born and grew up in Perth, was a player and Past President of the Perth Blue Wings, served on the Perth Fire Department and was an avid golfer and sportsman. Bill never lost his love for Otty Lake. Loretta passed away peacefully at her residence in Boca Raton Florida on Thursday September 7 at the age of 85.
