RECREATION MASTER PLAN: PUBLIC SESSIONS The Townships of Drummond/North Elmsley, Tay Valley Township, and the Town of Perth have started the process of creating a joint Recreation Master Plan. One of the initial steps is to hold a public session to explain the process and the goal of the project, and to gather input from the public about the strengths and weaknesses of the provision of recreation for the three municipalities. SNOW PLOW CONCERNS PERTH RESIDENTS DESMOND DEVOY desmond.devoy@ metroland.com Perth town council is delaying action on a new sidewalk tractor, because of concerns over how they allegedly cut up front lawns. Coun. Barry Smith began the charge to look more deeply at the $126,795 purchase, by admitting he had had "a burr in my side the last number of winters," said Smith. He charged that the plow would "lift up the lawn and deposits it on the driveway," he said. He worried that the new plow was too big for the sidewalk and, as such, "it's going to be cutting up lawns all over town." In a later post on social media, Smith reiterated a point from the council de-
bate that he "had measured the sidewalks in town at 54 inches wide. The new 'V' blade on this machine, when articulated to its narrowest position, is 55.93 inches wide." When asked how big the plow was, Mayor John Fenik admitted, "Wow. That's a good question." Fenik said that he too was aware of examples of "lawns (that) are torn up," because of the sidewalk plows. "I'd never really thought of the width of it." Coun. David Bird asked that the potential purchase be deferred, as Fenik wanted to get more information before council spent "$126,000 on a machine that will carve up everyone's lawn." Council directed that town hall's chief adminis-
trative officer, Ron Ladd, come back to town council's next meeting on June 25, with more information. DETAILS Town hall's environmental services director, Grant Machan, wrote in a report presented to council that evening that the town's "existing sidewalk tractor and plow has reached the end of its service life." Town had put out a tender package and was recommending the purchase from Joe Johnson Equipment. "The proposed unit has the most current Tier Four diesel engine to meet Environmental Protection Agency exhaust standards and fuel efficiency," wrote Machan. The unit's hydraulic system is run on "biodegradable hydraulic fluids." Apart from snow removal, the sidewalk tractor, sander, and plow "is used throughout the year for moving large sports fields ... watering, and flail moving of easements," Machan wrote of the 2018 Trackless MT7.

Significant structural damage to Penny's Place in Perth won't keep the team down for long, but it has caused enough issues the owners have to close for an undetermined amount of time. On Thursday, July 11, around 1 p.m. a driver of a car struck the front wall of the restaurant. Located at 23 Dufferin St. co-owner Pennyann Bell said they would be closed until further notice. Bell, who owns it with her mother Penny Bell, told the Perth Courier on July 12: "At this point we don't know much more other than waiting to have the building completely assessed to determine what our next step is." Penny's Place, is co-owned by her mother, Penny Bell, celebrates its 25th anniversary this month and Bell said they're sad-

Bell said they are currently working on coming back better and stronger when they are able to reopen the restaurant, but said she thinks it will be at least a few months for the business to get back up and running.
"But this won't stop us," Bell said. "It will only make us stronger." In a follow up video, she relayed to her patrons that she is thankful for their continued support. She has "felt the love" through Facebook and Instagram, she said. Bell said she would keep everyone up to date on the expected reopening. Until then, she's encouraging patrons to find another wonderful restaurant in Perth to visit.

If it's one thing Kevin Bellamy is most proud of, it's the slam-dunk grassroots basketball program run out of the high school where he teaches in Perth. Bellamy, a longtime fan of the game, is celebrating 30 years of Tigers Basketball. The Perth and District High School's athletic director and basketball coach is reminiscent of the program he's been with since 1999. He has seen youth enjoy the Tigers Basketball summer program this year, running July 8 to 12 with help from co-coach and good friend Sean Christy - in which Bellamy said he hopes will help shape young athletes, not only in the fundamentals of the game, but also of life. "I quickly learned that providing a positive experience at summer camp and in our winter community program made my day job even more enjoyable," he said on a hot and sunny Wednesday, July 3, before hitting the links for a round of golf. Having built a relationship through camp, and watching his own sons Will and Ben going through the program, Bellamy said he feels he has helped provide a fun, positive experience, while instilling a passion for the game along with hard work ethic. There is a winning trifecta to this camp: • One, it is just three hours a day, so it's an easy workout as a coach, and as a camper. It doesn't get exhausting like a full-day sports camp can get, and participants can go home

When an AMBER Alert lit up cellphones around the province July 11 at 3 a.m., many called 911 not to report a sighting of two missing boys and their grandfather in York Region, but to complain about the early wakeup call. This was the fifth such AMBER Alert to have been issued in 2019 since the Canadian Radio-television and Telecommunications Commission pushed for the distribution of emergency messages across wireless networks in April 2018. All but one instance had a happy outcome. In this case, the boys and their grandfather were found safe an hour and a half later. It's not something police services use lightly. Later that morning, Ontario Provincial Police (OPP) noted 911 is "not an appropriate venue to complain about AMBER Alerts." "The OPP recognizes the inconvenience the alert may have caused, but will not apologize for using all of the tools available to help locate a missing child," the OPP stated in a press release. It's not the first time it's happened and probably won't be the last. When an alert was issued in May, Niagara Regional Police took the step of releasing audio from a 911 caller's complaint to set an example. It doesn't seem to have worked. The flood of angry 911 calls has prompted people to muse whether those calling 911 calls for such inconveniences should be punished. We think they should. The 911 system is for emergencies and using it to complain ties up the line in the event of actual emergencies. And missing a few hours of beauty sleep is not an emergency. It's difficult to understand how the mild annoyance of being woken up in the middle of night is more important than a missing child. The fact of the matter is, it isn't. Is the alarm jarring and annoying? Sure. But it is for a reason. What if it was your child? Wouldn't you want the message to be spread far and wide to aid police in their search? In cases like these, the more time ticks away, the less likely it is a child will be found safe. Some feel an opt-out method could improve the system, similar to what is done in the United States, where different levels of alerts are issued. People have the option of receiving all, or only certain ones. The bottom line is, use your common sense. The 911 system is not for complaints about loss of sleep, to order beer or pizza or whatever else. There is a solution if you want to avoid being awoken in the night - simply turn your phone off.

HIT, RUN VICTIM RECOVERS FROM INJURIES LAURIE WEIR ljweir@metroland.com Lilly Latour has no ill will toward the driver who knocked her off her bicycle on Saturday, July 6, causing a broken hand, severe road rash, and left her with the possibility of developing a concussion. The soon-to-be 12-yearold from Tay Valley Township talked to the Perth Courier on Tuesday about the ordeal. "I don't remember the accident," she said. "I'm happy that I don't have to worry about that fear." The articulate preteen said the first thing she remembered from the hitand-run incident that was reported to the Lanark County OPP, at 5:52 p.m. near her home in Tay Valley Township, was "dragging my bike off the road."
THE ISSUE: HELMET USE AND BICYCLE SAFET .LOCAL IMPACT: A YOUNG CYCLIST CREDITS HER HELMET FOR SAVING HER LIFE AFTER SHE WAS STRUCK BY A HIT-AND-RUN DRIVER While she was doing this, she remembered two cars stopping and another vehicle pulling off on the opposite side of the road with people asking her if she was OK. She assured them she was, and then her neighbour came out. She said she remembered walking up her driveway and her father,
Josh Latour, seeing the cuts and bruises on her body, and then he called 911. "I was more in shock than anything," said Lilly, who was returning home from Willow Creek Stables just down the road from her place. She's been a volunteer at the stables for 10 months, and it's where she has developed a love of horses, specifically, the Newfoundland ponies that are nearly extinct. There are six of these ponies at the farm. Lilly said she has a broken left hand below her pinky finger, and severe road rash on her back and left shoulder, as well on her right elbow. There was also a fear she may develop a concussion as her helmet was broken where it smashed the passenger side mirror.

"It's pretty terrible looking," she said of her scrapes and bruises on her back and side. "There is a big chunk out of the helmet. I didn't get a concussion, but they're worried I may develop one, and I can't ride horses for about a month." The youngster said she was disappointed she wouldn't be able to attend a much-anticipated horse camp this summer, to allow her head injury to heal. "I was dizzy and my head was really sore," she said. "Bruised a bit there." When asked if she had a message for the hit-andrun driver, she said no, not really. "I don't know," she said. "I don't have deep not-nice feelings for them. I don't want to be rude to them." But on the off chance that the driver was texting

that; not having your phone in the front seat with you would help. Put it in the back seat." Lilly said she always wears a helmet, but now she needs a new one. "We had someone come to our school (Brooke Valley School) to talk about helmet safety. Now I understand why three people had concussions." She added that helmets must also be worn correctly - not swinging from handlebars like she has seen in the past. Lilly said she was glad to have Willow Creek Stables to return to following the accident. Creeks Stables' barn owner Wayne Jordan to offer a sanctuary to these critically endangered ponies. She said Lilly has become an amazing breed ambassador. "She helps with riding lessons, with groups of developmentally handicapped adults (who) visit the farm," Affleck said. "She's out almost every day to assist with chores. She loves the ponies and even did a school project this year on them." Lilly has a special bond with a Newfoundland pony named Babe. "I work with her," Lilly said of Babe. "They're not that much shorter than a horse, but they are closer to the ground." Affleck added: "When
we are out riding or hanging out you often forget you are with a child. She is an absolute natural with horses. She has learned so much so quickly. She definitely isn't your average kid and has an incredible work ethic at the barn. No job is too hard or too dirty. She gives it her all." Lilly said being at the stables "makes me happy. It's where I learned to ride." The girl's mother, Joanna Kowalczyk, said Lilly is doing well. "Mentally, she's OK," she said. "We're taking all precautions so she doesn't develop a concussion. She's taking time to focus on healing."

JOY AVENUE RESIDENTS URGE PERTH TOWN HALL TO REDUCE THEIR SPEED LIMIT TO 30 KM/H BY SEPTEMBER DESMOND DEVOY desmond.devoy@metroland.com Some Joy Avenue residents are urging town council to consider dropping the speed limit to 30 km/h on their street, as part of wider traffic-calming measures. Resident Roy Van Der Mull brought his concerns to Perth town council's committee of the whole meeting on Tuesday, June 11, noting that the road has become "a busy short cut," for people looking to get from the north and south sides of the town, bypassing the downtown core. Van Der Mull, has lived on Joy Avenue since 1976, noted that, by his estimation, traffic levels increased when traffic lights were placed at the intersection of Leslie and Wilson streets. "It ... requires only the political will," said Van Der Mull of the change in speed. Right now, the 50 km/h limit "is too fast for the street." It made Van Der Mull ask: "What value does council place on risk reduction?" He cited statistics from the World

Health Organization that showed five per cent of people hit by a vehicle travelling 30 km/h are killed. About 25 per cent of people hit by a vehicle travelling 40 km/h are killed, and 85 per cent of people hit by a vehicle travelling 50 km/h are killed, he said. There are several developments planned for the Joy Avenue area, and Van Der Mull said that they "are welcomed, but with reservations." There is a parking lot planned at the northeast corner of Joy Avenue and Kippen Street, that can accommodate 65 cars. A three-storey, 23-unit apartment building at the southeast corner of Joy and Kippen, and a six-unit building at 20 Joy Ave., are planned. Van Der Mull has been in contact with developer Brent Brownlee, who would like to see construction work begin on his 23unit development in September. "He (Brownlee) appeared to be empathetic to our concerns," said Van Der Mull of Brownlee. "We are not against change." Along with the supermarket operating around the corner, he predicts "more transport trucks and service vehicles on this lucrative shortcut ... we are visited by

Along with a reduced speed limit, he also wanted to see $5,600 for traffic calming devices, like speed bumps, signs, and new road paint on Joy Avenue, Leslie Street, Lewis and Peter streets. He would also like to see trucks banned from Joy Avenue.
COUNCIL SPEAKS Coun. David Bird said that Van Der Mull's presentation had given them a lot to think about. In a residential area, "no one wants one of them (speed bumps) outside of their house," because of the noise. Also, with the supermarket nearby, delivery trucks come in that way. Van Der Mull admitted that "I don't like speed bumps either," but noted that they are a deterrent. Mayor John Fenik asked that the matter be referred to environmental services

FISHER HORN CHOSEN FOR CANADIAN FUTSAL TEAM LAURIE WEIR ljweir@metroland.com It's a chance of a lifetime. Fisher Horn was selected for Team Canada High School Futsal team, (indoor soccer), and he's looking for the community's support. The Perth and District Collegiate High School student will be competing in the World Futsal Championships in Orlando, Florida. (https://www.unitedfutsal.com/world-futsalchampionships). As a member of the team Horn is expected to raise more than $1,600. "Every little bit will help me achieve my goals of focusing on training for this once-in-a-lifetime opportunity," he said. According to Team Can-
ada coach Isabelle Aubé, who wrote to Horn in a team welcome letter, players are selected after an open tryout. Horn qualified to play at an international level "which will require the utmost commitment and dedication to prepare their physical, mental, spiritual and emotional well-being." This is an opportunity that will give players the chance to be positive role models in their communities and ambassadors for younger athletes and respective families and communities, Aubé wrote. Preparation for the athletes includes a rigorous training schedule, individual skill development, team building, game tactics and numerous fundraising events. The Canadian School Futsal Team is a
high-performing and dedicated group of futsal athletes, noted the coach. "I think it's amazing that not only is it a soccer opportunity, but a chance for a cultural exchange with soccer kids from all the other countries we will play - Haiti, Brazil, Bermuda, Spain, USA, etc." Horn said. The championships will take place from July 23 to 27 in Orlando, Fla. at the ESPN Centre for Sport. "I'm happy to represent PDCI, as the top academic student of my Grade 8 graduating class," Horn said. He was also a member of the Upper Canada Cup winning soccer team. Horn has been active in local soccer as a referee and volunteer for Perth United Soccer Club for years and a player for 10. Horn is not only an accomplished ath-
lete and referee at his young age, but he's also a member of the Perth Blue Wings Junior Hockey Club staff as an assistant trainer who captured the illusive Ralph Fish Award for Community Service. Horn has been a referee and a volunteer leader for PUSC for four years, a player in PUSC for 10 years, and is now playing for West Ottawa Soccer Club where he has more opportunities to play with different levels of teams and coaches, "and a big reason why I was scouted for the (futsal) team," he said. "I am glad to represent Canada, as a first nations, and from Perth. Feels good." Horn will be hosting a fundraiser at Perth's Canadian Tire on July 19 from 3 to 7 p.m. Each athlete must raise $1,640 and players are encouraged to seek sponsorship and donations to help leverage the cost, noted the coach. SALES, Graham Louis It is with heavy hearts that his loved ones announce the sudden death of Graham Louis Sales on July 12, 2019 at Ottawa General Hospital, from cardiac arrest following a very recent diagnosis of a rare and extremely aggressive form of non-Hodgkin’s lymphoma. Graham was predeceased by his parents Harold and Lyn Sales. He will be greatly missed by his partner and best friend Pat Lovell and her family, including parents John and Theresa Miller, brothers Brian (Louise), Barry (Barb), Timmy, and Terry, sisters Pauline Stuart (Richard) and Penny Tracey (Gerald) as well as by Pat’s children Kirtus Evoy (Lisa), Janel (John Gonzales) and Markus (Mallory Gilbert). Graham will also be deeply missed by long time family friends Pam and Phil LaPalme, Keith Clarke (Yelitza) and Keith’s children Gregory and Catherine. At the time of his death, Graham had been retired for eight years following a successful career with Ontario Correctional Services, serving most recently as Operational Manager, St. Lawrence Valley Correctional & Treatment Centre. Graham’s service was distinguished by his unwavering commitment to the rehabilitation of inmates with whom his communications were characterized by respect and compassion. Graham brought these same qualities to all of his interactions with others. He was known for his kindness, generosity, loyalty, open-mindedness and genuine interest in the views of others; he listened deeply and without judgment. He was a true gentleman with a terrific sense of humour and the integrity that comes from the confidence to be true to himself at all times. JANNEY, Lynda Mary (Firth) June 10, 1949 - July 5, 2019
Lynda Mary Janney was born in Ottawa on June 10, 1949. She was the daughter of Mary Anita Smith and Joseph Edward Firth, and the sister of Lorna Agnes Firth and Martin Joseph Firth. The Firth’s had a cottage on the Rideau River just past Manotick, Ontario which was adjacent to her grandfather and grandmother’s cottage. Lynda, Lorna and Martin spent many weekends and summers there and it was these experiences that shaped her love of the countryside and cottage country. Loving mother to April Rebecca Desjardins (nee Janney) and Douglas Matthew Janney Jr. as well as grandmother to Kevin Desjardins, Bradley Desjardins, Kayla Janney and Alyssa Janney. Lynda attended Immaculata High School in Ottawa and joined the Federal Public Service in 1967. During the 1970s she studied Human Resource Management at Algonquin College and the University of Ottawa. Following this, she entered the Human Resource Management field in the Public Service. She held various HR specialist positions and HR management positions in the Ministry Secretariat of the Ministry of the Solicitor General and in Health and Welfare Canada. She then moved to the Human Resources Branch of the Treasury Board Secretariat as an Executive where she dealt with organizational change at the most senior level and made recommendations to the Treasury Board. In 1970, Lynda met Doug Janney Sr. and married him on January 6, 1973. She shared his enthusiasm for cottage and country living with Doug and her children on Spectacle Lake, in Madawaska, Ontario and became a fishing partner too. There never was a dull moment as Lynda took on the role and responsibilities of not only a wife but also as a mother. During the same time she encountered increasingly more challenging work including being a ‘hockey Mom’ around the hectic and busy hockey schedules of both April and Doug Jr. Lynda was elected President of the Ottawa Women’s Hockey League in approximately 1982. Having owned several antique automobiles, she and Doug were also members of the Historical Automobile Society of Canada (HASC).
MERAW, Louis Earl Of Otty Lake, passed away peacefully on Friday, July 12, 2019 at Kingston General Hospital in his 91st year. Lou was the loving husband of the late Lorna Meraw. Cherished stepfather to Robert “Bud” (Joan) Harvey, and Teresa Hanna. Cherished grampa of Erin (Dave) Firlotte, Amber McFadden (Kevin), Jessica (Joe) Kilpatrick, and Megan (Craig) White. In 1995 Lynda became involved with the Federal Science and Technology workforce and their HR issues. Lynda was instrumental in developing and implementing a framework and a process which resulted in improved human resources management of the Federal Science and Technology community. This framework and process became the norm for broader policy issues and was a model for other communities in the federal public sector such as the newly created Food Inspection Agency. As a result, in December 1999 Lynda received the “Head of the Public Service Award” presented by the Clerk of the Privy Council for valuing and supporting public service employees. After 35 years in the Public Service, Lynda retired in July 2002. Following the introduction of Bill C-17 on Firearms Safety, Lynda was appointed by Justice Canada and the Chief Provincial Firearms Office of Ontario as an Instructor and Examiner.
Lynda and Doug moved to Renfrew in 2002. Shortly after they became members of the Eganville Baptist Church.
She was also an avid reader and was a member of Renfrew’s “For the Love of Reading Book Club” including being a Trustee on the Renfrew’s Library Board for approximately 7 years, eventually becoming Chairperson. In March 2019, Lynda was diagnosed with stage IV lung cancer which she ultimately lost her battle on July 5, 2019 with her family by her side at the Renfrew Victoria Hospital. There will be a celebration of her life to be arranged shortly where friends and family are welcome.

He was Chairman of the Upper Canada District School Board, served on the Board of Director of the Carleton Place and District Memorial Hospital and Lanark County Interval House, was member of the Carleton Place Civitan Club and long-standing parishioner and choir member of St. James Anglican Church. Paul was an accomplished Sommelier, a member of the National Capital Sommelier Guild and an avid lover of food and wine. He was a certified Lawn Bowling Level 2 Umpire and Competitive Coach in both Canada and the U.S. Paul enjoyed his retirement beside the love of his life, Glenda, summering at Sauble Beach and wintering at Maple Leaf Golf and Country Club, Florida. He joins his wife and best friend of 62 years Theresa Cauley (nee Moore) who predeceased him in 2015.
