DESMOND DEVOY desmond.devoy@ metroland.com In a tight, three-way election, Perth Mayor John Fenik has returned to office after voters went to the polls on Monday, Oct. 22. With 867 votes, he defeated Deputy Mayor John Gemmell (788 votes) and Coun. Jim Boldt (673 votes). In the race for deputy mayor, Coun. Ed McPherson defeated Coun. Jim Graff, by 1,280 votes to 977 respectively. Around the town council side, it was out with the old, in with the new - with one exception. Coun. Judy Brown has been re-elected to Perth town council, with 1,608 votes, as the only council member seeking their old job from the 2014-2018 term. After the final results were posted in the Perth town council chambers

shortly after 8 p.m. Elected are: Leona J. Cameron, a local teacher with 1,135 votes; Brock McPherson, son of new deputy mayor, Ed McPherson; 1,638 votes; Barry Smith, local businessperson, 1,253 votes; and David Bird, a Lanark County OPP officer with 1,660 votes. Perth carpenter Nathan Ferguson was the only candidate who did not make it onto council, with 960 votes. Election Night party Coun. Jim Graff was defeated in his bid to be deputy mayor by the man who sat beside him on council, Coun. Ed McPherson. But, as he left the council chambers after the results were announced, he leaned over to newly-elected councillor Brock McPherson and said, "Tell your dad I said congratulations." When asked what his next steps would be, Graff said"I've got enough work

to last me the next five years," he said, with everything from a lawn that needed cutting to his love of speed boats, as well as time with family, including his young grandson, who joined him on the campaign trail. "I've really enjoyed my eight years on council," said Graff, heading home to be with family. "It's an honour (to serve)." Over at Mex and Co., Ed McPherson was celebrating his election night win with Fenik, and they were joined by several other new members of council, like Brown, McPherson Jr., and Smith. "It's been a long five months," said Ed McPherson. "This is the longest campaign I've run." As for his son getting elected and sitting on the same council as he, he smiled and said that "I'm pretty proud of him...It's going to be interesting to see how it will play out." He admitted that his son will face somewhat of a learning curve, so he offered some fatherly advice: "He just has to take it slow

and easy and listen to his elders." He then paused and added: "He probably won't." Having only beaten Gemmell by 79 votes, Fenik admitted: "I knew it was going to be close," in part because Gemmell "was very popular." With Boldt "running a very different campaign," he knew that there would be two candidates who would split the vote, and one candidate who would come up the middle. "I just didn't know if I would be the one going through the middle," he joked. As he and his wife awaited the results at the Mexican restaurant on the banks of the Tay, he admitted to being "pretty anxious," even "pacing the floor." When he heard the news that he had won, he said that "I felt relieved and really excited." He thanked the voters of Perth who "came through for me. The next four years will be amazing." Among Fenik's priorities will be looking at building another ice pad in

the Fenik family - the mayor added a special memento to his wardrobe that night, a silk scarf found in the apartment of his late father-in-law at Carolina Suites. Fenik wore it for good luck on election night. "He was going to be part of the campaign," said Fenik. He had even had a Fenik sign up in his apartment window. "We feel he's with us."

LANARK COUNTY OPP HOPE TO GET MORE OFFICERS TRAINED TO RECOGNIZE 'HIGH' DRIVERS DESMOND DEVOY desmond.devoy@metroland.com Marijuana may now be legal, but some people may still be unpleasantly surprised by what they can and cannot possess, or smoke or ingest, in public or behind the wheel. "You still can't possess 10 pounds of marijuana in a duffel bag, walking down the street," said OPP Staff Sgt. Marty McConnell, during a briefing to the Lanark County Association of Police Services Boards on Wednesday, Oct. 3. Personal possession is still limited, and "there will be a lot of education involved," said McConnell. That education involves the police too. "The OPP will definitely commit to road safety on this," said McConnell, by making to sure "expand" training of officers. The force does have drug recognition

officers (DRE). "It's an exhausting course," said McConnell, and it takes place at the OPP's police college in Orillia. "We are always learning." However, "we have only so many spaces," for officers to get trained. There are also sobriety field test officers (SFTO) but "I'm not one of them," he said. An SFTO can place a person under arrest for suspected impaired vehicle operation, and take them to a DRE. "How will it look on Oct. 17? I can't say," said McConnell. He added that "I can't say what instrument will be used," to test how "high" a suspected motorist might be. Even so, "officers will can show discretion." The OPP, he said, are trying to get as many SFTO and DRE officers trained as possible. Beckwith Township Reeve Richard Kidd asked that, with the

If someone, for example, has two beers, but they are also taking prescription medication that forbids them from taking alcohol with their tablets, that could render them impaired, and "you are unable to drive that motor vehicle," said Needham, even if, off of the medication, two beers would not impair them. "There has to be a concern for safety," said McConnell, which goes beyond suspected drunk drivers. If someone is a little "tipsy" coming home from the bar, but they otherwise appear all right, and will likely, eventually make it home safely, McConnell would let the person proceed on home. But someone passed out on a sidewalk would be considered a safety issue involving police involvement. "We're not out, necessarily, to charge these people," he said.

Unofficial municipal election results from Monday, Oct. 22, for Lanark County include the following municipalities: Drummond-North Elmsley, Lanark Highlands, Montague, Rideau Lakes, Smiths Falls, and Tay Valley. • Drummond-North Elmsley: Steve Fournier has been acclaimed as reeve during the Oct. 22 municipal election. The two councillors for the Drummond ward will be Paul Kehoe and John Matheson with 432 votes and 420 votes respectively. In North Elmsley ward, Ray Scissons (432) and George (G.W.) Sachs (384) will represent the ratepayers. • Smiths Falls: Shawn Pankow returns as mayor, defeating Coun. Joe Gallipeau. Pankow by just over 1,000 votes, receiving 2,120. Gallipeau received 1,059. Peter McKenna (1,727 votes), Christopher McGuire (1,714 votes), Niki Dwyer (1,637 votes), Lorraine Allen (1,569 votes), Wendy Alford (1,520 votes) and Jay Brennan (1,499 votes) have been elected as councillors. • Lanark Highlands: Peter McLaren will return to Lanark Highlands as the township's new mayor, with 1,472 votes to his credit. John Hall returns as deputy mayor, with 1,008 votes. In ward one, newcomer, Ron Closs was elected with 208 votes; ward two, Steven Roberts was acclaimed; in ward three, Peter Rodger was elected with 402 votes; ward four, William (Bill) King is in with 495 votes; and ward five councillor

will be Jeannie Kelso with 242 votes. • Montague: Bill Dobson has defeated Pat Dolan to return to the position of reeve in Montague Township with 953 votes, to Dolan's 512 votes. Ward one councillors are Cathy Livingston with 715 votes, and Carolyn Bresee with 620 votes. In ward two, Marcia Maxwell garnered 1,182 votes and Jeff Banks 992 to be the representatives. In ward three, Claire Gunnewiek (740) and Joan Delaney (523) were the top vote getters and in ward four, Ron Pollard garnered the most votes with 490, while Bob Lavoie was second with 427 for the two spots. • Tay Valley: Tay Valley Township has a new reeve in Brian Campbell as he claimed 1,581 votes. As deputy reeve, Barrie Crampton defeated Judy Farrell with 2,021 votes to 1,344 votes. In Bathurst ward, it's Fred Dobbie and Gene Richardson with 828 votes and 769 votes respectively. Perth Community Choir is busily preparing for the arrival of the world's favourite magical nanny, Mary Poppins, who will be paying Perth a visit this coming November. In fact, they are "Supercalifragilisticexpialidocious" excited! "Mary Poppins is a Disney classic," said artistic director David Bird. "It appeals to adults just as much as it does to children and our audience has come to expect both excellence and family-friendly entertainment." Bird said he has wanted to direct this show for many years. "Mary Poppins is a musical about the importance of family. It's filled with magic and beautiful imagination. It has great classic songs from the original film and some new ones written especially for the stage version. It's a wonderful show that can really show case the incredible talent we have in this area. Not only are there great leading roles, the most wellknown being the practically perfect Mary and chimney sweep Bert and supporting cameo roles such as Mr. and Mrs. Banks, but there are wonderful choral numbers too." The timing of the PCC's musical is "practically perfect" too! In December Disney is

releasing a new movie "Mary Poppins Returns" in which the beloved Mary returns to the now grown up Banks children to again work her magic and help them rediscover their childhood joy. HELP BREAK THE SILENCE Every child has a right to safety and well-being. October is Child Abuse Prevention Month and it's a perfect time to underscore the responsibility of the community to keep children safe and for the public to understand their duty to protect kids. Family and Children's Services of Lanark, Leeds and Grenville (FCSLLG) and local organizations, businesses and individuals are joining communities across Ontario to support the cause with the purple ribbon campaign. "Family and Children's Services of Lanark, Leeds and Grenville protects children so they can grow up safe from abuse, including physical, emotional and sexual abuse as well as neglect," states the FCSLLG website. The nonprofit organization has a role under the law to "support families when they need it and, when required, take the necessary steps to make sure children are protected. We carry out our work under the Ontario Child and Family Services Act, which requires us to investigate possible abuse or neglect of children and ensure the safety of those who need protection." The Ontario Association of Children's Aid Societies' (OACAS) big initiative for Child Abuse Prevention Month is Ontario Dress Purple Day, held on Oct. 24. Its priority is to support children living safely with their immediate family. "The classroom resources are evidence-based primary prevention materials, empowering students to think and act in positive ways, appropriate for their age and stage of learning and development," notes the OACAS website. "The goal of the materials is to help all children and youth, regardless of the situation they are in, to acquire skills and attributes that lessen their vulnerability to harm." Those online classroom resources are available at www.oacas.org/dresspurpleday. Purple ribbon T-shirts can also be purchased online at the address above. For more than 100 years, OACAS has been providing leadership, service excellence and advocacy to children, youth and families across the province. Their vision is to provide an effective children services system based on the core values to be collaborative, accountable, courageous, innovative and transparent. Locally, FCSLLG planned a Dress Purple Barbecue Oct. 24 at its Brockville and Perth locations between 11:30 a.m. to 1 p.m. School staff and students were invited to dress in purple, talk about children's rights to safety and well-being and tweet photos of their school/classes dressed in purple, using the hashtag #iBREAKtheSilence. Everyone in the community has a role to play in supporting children's rights.

BACK TO WORK REALITY IS A LITTLE DAUNTING FOR ALMOST A MONTH, I WAS LOGGED OUT OF THE SWAMP OF SOCIAL MEDIA AND IT WAS NOTHING SHORT OF MAGNIFICENT LAURIE WEIR Column

For almost a month, I was logged out of the swamp of social media (for work) and it was nothing short of magnificent. Gone were the incessant dings of Facebook/Instagram and Twitter notifications (I need to delete FB notifications permanently), not to mention a tsunami of emails. The flood gates were cracked open on Thursday last week, so I wouldn't be swept up in the wave on Monday when other important things were happening like the municipal election.

It's been busy around here with the legalization of cannabis last week topping the news stories. What a day that was for Canada. Smoke weed people, or don't. We've been doing it for centuries ... still now sure why it's such a big deal. Sweet Baby and I flew to Labrador (next time we'll drive) to visit with three of his five sisters who live there (the other two are in Newfoundland along with one brother. He has a second brother in New Brunswick). They would not let us pay for anything. And food! Holy smokes, hubby gained about five pounds and couldn't get into his regular size 30 pants. I was relatively good, walked about 5K a day, and my clothes still fit at the end of it. Big sigh of relief

there! Lots of sightseeing - we were even asked to be official tourists for a new Labrador company and were taken on a trip to see the Birch Island Trail, dog sledding at Northern Lights, and a canoe builder by the name of Joe Goudie. That gig was worth the $50 - which they paid us! I shall blog about that experience elsewhere when I catch up with work tasks. Then we spent a week at Lower Beverley Lake Park - our home away from home. It was the relaxation needed before heading into a week hanging out with Mom, who had her second kneereplacement surgery. She's been a much better patient this time around, as she's getting along great. It was good to get away, but to be honest, I'm glad to be back under the tidal wave of the antics in the newsroom. To the Editor; Recently I signed a petition calling for the addition of air conditioning to resident suites at Lanark Lodge. There have been several occasions this past summer when their spaces had room temps above 30 C for days. This to the point that families were removing folks from the Lodge fear-

ing for their well-being. Excessive prolonged heat exposure endangers the health of frail elderly. Why are Lanark Lodge resident suites not air-conditioned? Lanark County and Lodge offices and vehicles are air-conditioned; schools are closed in the summer. I am sure the answers will include, there is no money to pay for such a change; the rooms and HVAC system build

into the structure don't support this being done affordably etc. My view was that when the Lodge was built, indoor plus-30 days were few and far between in Lanark County, it wasn't justified. Climate change has changed all of this. This past weekend it is reported that Ontario's cap and trade fund is sitting with over $1 billion in it. Wouldn't it have been nice to think that a mechanism to

charge for carbon emissions might be used to retrofit Lanark Lodge to save the lives of seniors who suffer as an irrefutable consequence of global warming. Our current government has axed cap and trade saying it is a job killer. Well, climate change is a potential seniors killer. I guess someone has to pay.

THINKING DEEP (OR NOT) THOUGHTS THROUGH THE COURSE OF A DAY FORGET THE THOUGHTS THAT KEEP US UP AT NIGHT, THESE ARE THE THOUGHTS RUNNING THROUGH STEPHANIE GRAY’S HEAD THROUGHOUT THE DAY STEPHANIE GRAY Column

I spent a lot of time today (the day I wrote this) driving places and standing in lines. This gave me more than enough time to think deep thoughts. Thoughts like: "How many people can I send annoying texts to while I'm standing in this line?" and

"Maybe I should write my column about standing in line." And here we are. I've mentioned before there's something we do at the start of our karate classes. It's a bit of a meditation. We close our eyes (mukso) and focus on our breathing for a few moments to try to clear our minds of the days busy ness so that we can focus on our training. I can be a fairly patient

person (depending on who you ask ... maybe don't ask my family), but I probably could have used a little more mukso today. Actually, that's not really good either. It's much better to keep your eyes open when you are driving. I had to drive to Ottawa in the morning, so naturally I used the time to think lofty thoughts about solving all the world's problems. OK ... I was thinking about what to have for supper. I had a great plan that involved actual food not from a box that I would assemble and cook and it would be grand. (Spoiler alert: That all fell apart. There was takeout instead. Coming soon:

A column about how I am surrounded by people who are good cooks and well organized and I have a bit of an inferiority complex.) Anyway, as that trip went on, my contemplations turned to the fact there was a good chance I was going to be late. I hate being late. It's actually a bit of a joke with some of my friends. I once interviewed a retired lieutenant-general who complimented me on showing up early. "In the military, five minutes early is right on time," he said. My dad would be my role model for this. When he says he will meet me at a certain time, I know to be ready a good 10 minutes before then. The road trip home had me thinking deep thoughts about ears and hearing and needles-in-ears and stress (go figure) and stuff. Maybe more on that another time. I think, though, it was being in long lines at parent-teacher interviews that brought out some of my best creativity. That was once I got beyond random thoughts around rules of engagement and how long is too much time to spend

talking to a teacher when there is a long line up and why are there so many people in some of the lines and hey! look at all the different colours of sneakers. That's the first time I've ever stayed long enough at the interviews to close the place down. (There was no last call, though.) Kudos to the teachers. That was a long few hours for some of them. Anyway, at one point I was starting to feel a bit stir crazy. And my feet were getting tired. That's when I started blasting out random texts. My friends are

very tolerant. I considered bursting into song, but it was loud enough in the gymnasium that it's possible no one would have noticed. Then I thought about dropping my purse and doing some karate. I figured it might just clear the room enough that I could get ahead in the longest line. Of course there was also a chance I would injure myself. That's been a thing lately. So, I went back to mukso (just for a moment), took a deep breath and focused on getting to the end of the line. There will be time for actual deep thoughts another day. RECORD CHECK CHEQUES IN MAIL DESMOND DEVOY desmond.devoy@ metroland.com The criminal record check cheques are in the mail. Yes, OPP Staff Sgt. Marc Hemmerick will no longer be making money drops around the county. Speaking at the Lanark County Association of Police Services Boards, in the Beckwith Township council chambers in Blacks Corners, on Oct. 3, Hemmerick said, "We would visit each of the individual municipalities and drop off the cash," he said. It could take him an entire eight-hour day to visit each of the six participating municipalities (excluding Drummond/North Elmsley Township and Mississippi Mills.) "It's a very inefficient way of doing things," said Hemmerick. There were times when "we were three months behind getting that cash to the municipalities," he said, when they would be

collected at the Perth and Carleton Place detachments. When the money was paid, police civilian staff had to identify which community the person lived in, and then separate the money out accordingly. "There were a couple of problems with this method," said Hemmerick. "We were, as a detachment, responsible for that money. We don't like cash. ... We don't like to hold on to cash. It's a huge liability. If we were off by a quarter or a dime," there would be problems. He considered opening up a bank account to put the money in and then cut each municipality a cheque thereafter. "That's what I wanted to do," he said. But "the OPP does not like bank accounts, either." However, the provincial Ministry of Finance has several accounts set up for police matters such as money collected from traffic reports. Now, he said, "we take their criminal record check money and put

it in an account." From there, the municipalities are reimbursed from that account. This will be the method from here on out, "to reduce all of our liabilities." Municipalities will be given a monthly letter detailing how much money was collected, with a letter containing the final amount at the end of the year. That final amount will then come off the area's policing bill for the year. "We don't charge for volunteer (record checks)," said Hemmerick. "Volunteers are free." The checks are mostly for employment purposes. However, Beckwith Township Reeve Richard Kidd noted that "half of people in Beckwith have Rural Road 2, Carleton Place," as their address. Insp. Derek Needham, detachment commander of the Lanark County OPP, who said that, if he had his way, "I'd like to get out of the (criminal record check) business altogether," he said.

TOWN APPROVES PARKING BYLAW REFORMS, MAKES 1ST TICKET A WARNING DESMOND DEVOY desmond.devoy@metroland.com A proposal to limit parking and other fines levied by town hall to 20 per cent was defeated this week by town council. Coun. Jim Boldt put forward the motion as council debate the final passage of reforms to the town's parking bylaws. Some of the proposed fine increases rose by as much as 70 per cent, and "I for one have trouble with that," said Boldt, during the meeting on Tuesday, Oct. 16, saying he would rather see a percentage cap for "fines across the board." Coun. Judy Brown told council that fines were last adjusted in 2009 and "it's time to play catch up. This just put it in line with other municipalities." "I recognize that they have to go up," said Boldt. But some of the increases, "I don't know where they got some of these numbers." In his motion, he reiterated that "any set fine increase should not (go beyond) a percentage," which he later set at 20

per cent in his motion. Coun. Riq Turner wondered why some fines rose by as much as 70 per cent, while others only rose by as little as 10 per cent. "It's an easier sell if there is a set amount," said Turner. Development and protective services director Forbes Symon replied that a number of fines did not change, and that some fines actually went down under his parking plan. Those that did see increases were "life safety issues," such as blocking a driveway or a fire lane, or parking on a sidewalk. So, fines roses for infractions "where it is a serious issue related to life safety and it is a serious issue." Fire lane infractions, for example, used to be $112, but that has been fused together with the fire hydrant infraction policy, so both infractions (hydrant and fire lane) are now both $50 fines. "We felt they were of equal significance," said Symon. However, Boldt's motion was defeated 6-1, with only Boldt voting in favour of it. Council did endorse another

motion, 6-1, nailing down that the first parking fine would be simply a warning, with the regular fines staying in place (ex. A $25 fine can drop to $15 if the fine is paid within seven days of being issued). "The first offence will be a warning ticket. Subsequent offences will be in accordance with the fine structure," said Symon. Symon added that he too knows what it is like to find decent parking downtown, and not run over the meter's time. "I live and shop in the town of Perth," said Symon. "I don't like parking tickets any more than anyone else." Symon and his committee had looked at other municipalities who charge different parking ticket prices, like Carleton Place, $35; Almonte, $25; and $30 for Brockville. Before the vote on the proposed graduated parking fines, Coun. Jim Graff stated that "the elevated fines would be a disaster for tourism," in Perth. Turner thanked Symon and his committee for their hard work, and added that "I was a little harsh," in his earlier criticism of some of their proposals. "A lot of people did a lot of hard work."

LAURIE WEIR ljweir@metroland.com Arlene Stafford-Wilson has recently launched a collection of memories in her latest book - Lanark County Calling, All Roads Lead Home - and a couple of the short stories may raise the little hairs on the back of your neck. The Ottawa author, who grew up in Lanark County, has some fun with her latest novel. "I'm trying to preserve a little bit of our local history, particularly from the 1960s and '70s, so the people and places will be remembered," she said in an email. Lanark County Calling highlights the entertaining times of the Ompah Stomp - a local field party that grew by leaps and bounds over the years - to a night at the movies at the Soper Theatre in Smiths Falls. She also tells the tale of the candy lady of Perth, Sophia Haggis, and the ghost of Ferguson Falls. Keeping to the spirit of Halloween, the Witch of Plum Hallow, Mother Barnes, also makes a guest appearance in this latest book. Stafford-Wilson's generation heard first hand, the tragic stories of the Second World War, and these stories were passed down through word of mouth as many of the Irish and Scottish ancestors who founded this area did not know how to read or write, she said. Each person has their own unique stories, and Stafford-Wilson's accounts of her own history include stories of computer technology, mobile phones, rock 'n' roll and feminism. For this book, she recorded memories of people, places and events familiar to those who have lived or visited here through the 1970s to present. She begins with the Ompah Stomp; the local music festival that started in 1978 at a favoured picnic spot, Waitse's Beach on Palmerston Lake. Some of the first entertainers were Neville Wells, Brenda and Roger Dunham, Gerry and Jan Williams,

The book is called, Lanark County Calling, All Roads Lead Home, and is filled with local history depicted in five short stories. Bill and Sally Spingle, who owned the general store; and Val and Wayne Keareney, who owned the Trout Lake Hotel. The stomp was hosted as a fundraiser for various clubs like the snowmobile club, for which $2,500 was generated during that inaugural stomp. Next, readers will visit the Soper Theatre in Smiths Falls, where Stafford-Wilson writes that she was treated to a James Bond movie by her brother, Tim, and the lineup to get into the show stretched all the way down the block. The author remembers the story through her father's eyes, about Bert Soper, a Liberal MP, after whom the theatre was named. She writes about the sternfaced Walter Lackenbauer who tried to keep those in the lineup safe; to the concession stand pioneer, Violet Gariepy, who held the position for some five decades. POPPY and REMEMBRANCE CAMPAIGN (2018)

Branch 244 of The Royal Canadian Legion is currently organizing the Annual Poppy and Remembrance Campaign which is scheduled to start on Friday October 26th. For the convenience of the residents of Perth and the neighbouring Community, and with the kind cooperation of local merchants and store owners, it is planned to place poppy-laden counter-top boxes in the establishments throughout the Town. Also, it is planned to post representatives of local Legion Branch 244, from time to time, in various locations inside and/or outside some town stores for easy access by the citizens to this most valuable means of fund raising for the Poppy Fund. Legion volunteers will be identified by means of Legion dress (if possible) and a “volunteer ribbon” affixed to the coat lapel. It must be remembered that such volunteers are not “selling “ poppies, but are merely “distributing” them, and if people are so inclined to make a donation, then their generosity will be much appreciated. These funds are used by The Legion in the support of our Veterans and dependents, and the provision of Bursaries to qualified students who are proceeding to higher education facilities after graduation from High School. ished for a parking lot. If you ever had a craving for sweets, a visit to the Haggis Candy Shop on Gore Street in Perth would have been a stop to make. Meet Sophia Haggis in the next chapter, as the author remembers speaking with Sophia and how the woman was taught by her father to make candy. Sophia's father came to Perth from Greece, opening his first candy store in Peterborough. How the family came to Perth is an exciting journey for the reader to experience. The Perth store was opened at 60 Gore St., the location of what is now The Book Nook and Other Treasurers. Next the author writes about a couple ghostly experiences when she takes the reader on a journey to Ferguson Falls of Lanark County, then to Leeds and Greville's Plum Hollow near Athens. In Ferguson Falls, we learn or revisit - the story of Jimmy Phalen (pronounced Whalen), a logger who drowned in the river and how, to this day, a girl walks along the shore of the Mississippi on moonlit nights looking for him. Keeping with the ghostly theme, the author takes us to Plum Hollow where we learn about the famous psychic, Jane (or Mother) Barnes. Wilson-Stafford writes about her own mother's dabbling is tea leaf "reading," which takes a turn to the tales of the Witch of Plum Hollow. This book's official launch took place Sept. 30 at The Book Nook and Other Treasurers. Her book is also available at The Book Worm in Perth, and Mill Street Books in Almonte. "We gave them the dates and times of the collisions," as well as weather analysis, said OPP Insp. Derek Needham, the detachment commander for the Lanark County OPP, during the Lanark County Association of police services board meeting at the Beckwith Township council chambers in Blacks Corners on Wednesday, Oct. 3. A stretch of turning lanes between Carleton Place and Perth "susceptible to snow drifts," said Needham, and in an unsigned letter from the Ontario Ministry of Transportation, dated Sept. 28, the ministry wrote that "the ministry has not identified any concerns regarding winter operations during the times of these collisions." However, in talking with the local OPP and the ministry's own weather analysis, they have come to understand that an area of the highway "is susceptible to snow drifting and may have a different localized weather pattern than some other sections along this same highway." That is why, in the past year, the ministry has "installed static signs warning motorists of drifting snow and road conditions through this section of Highway 7. The ministry has retained a consultant to perform a specialized snow drift analysis to study local conditions on this part of Highway 7." The letter also suggested that a snow fence could be reinstalled, and two portable variable message signs might be

installed "which will include more specific and up-to-date winter weather messaging." For both the snow fence and the portable signs, "it is our goal to have these measures installed this year." "They are taking action," said Needham. "They are doing what they said they

FORMER PERTH FIRE CHIEF DIES AT THE AGE OF 77 WON AWARDS FOR BRAVERY, INCLUDING STAR OF COURAGE IN 1984 DESMOND DEVOY desmond.devoy@metroland.com Perth's first full-time fire chief has died at the age of 77 after a brief battle with cancer. David "Dave" Bell died on Thursday, Oct. 19. He grew up in Perth, and volunteered with the Perth fire department, while working with, and later managing the family business, Stuart H. Bell and Sons. He rose through the ranks of the fire service, becoming Perth's first full-time fire chief in 1993. He also distinguished himself with several awards for his acts of bravery. He won the Golden Helmet in 1979, the Ontario Medal for Firefighters Bravery in 1984, and the Star of Courage the same year. He took a lead role with the Lanark County Emergency Services during the Ice Storm of 1998, and was also actively involved in the Safe Communities initiative. He retired as chief in 2004, but continued to serve the community through his work with the Otty Lake Association, and St. James

Friends may pay their respects at the Blair and Son Funeral Home, 15 Gore St. W., in Perth, today David Bell (Oct. 22) from 2 to 5 p.m., and 6 to 8 p.m. The funeral service will be held at St. James on Tuesday, Oct. 23, at 10 a.m., followed by a private internment for family. In remembrance, contributions can be made to the Canadian Cancer Society's "Wheels of Hope" program or to St. James church, which would be greatly appreciated. Words of condolence "The guys here are taking it pretty hard, with his years of service and dedication," said the current fire chief, Trevor Choffe, during a telephone interview on Monday, Oct. 22. "I knew him for many years." In fact, Bell was the first person to contact him when he became fire chief, to let him know that he was available if he ever needed help. Members of the Perth fire department will muster at the Crystal Palace at 5:45 p.m., and will march up Basin Street, turn right onto Gore Street East, and march down to the Blair and Sons funer-

PET ADOPTION WEEKEND PROVIDES 10 LAWS CATS WITH FOREVER HOMES It was very busy in Perth at Pet Valu last weekend. The Lanark Animal Welfare Society (LAWS) would like to extend our sincere thanks to Dr. Rob Clark from the Pinnacle Animal Hospital in Renfrew and his assistant J.C. from the Veterinary Services in Smiths Falls, who helped out during the threehour microchip event. Dr. Clark saw 15 dogs who all came to be microchipped, while 10 cats and kittens found their forever homes.

In 2019, a group of local doctors will welcome nearly 1,000 physicians to the ice pads across Lanark County - and they need your help. Docs on Ice is an annual fundraising hockey tournament for physicians that first started in Peterborough in 1983 with just eight teams. Today, the event has since grown to include more than 800 physicians and 100 medical students, with 56 teams in 11 divisions from across Ontario. Each year, the money raised from the tournament goes to a local charity. This year's proceeds will go to the PEP Seniors Therapeutic Centre, Lanark County Therapeutic Riding, The Table and other local community groups. From March 28-30, 2019, the 36th annual Docs on Ice Tournament will be hosted in Lanark County. Using the ice pads in Perth, Smiths Falls, Carleton Place, Beckwith, Lanark and Westport, the tournament will welcome physicians from all across the province. It's always a highlight when the tournament is hosted in a rural setting. "We are so excited to welcome these doctors to Lanark County and demonstrate how our rural landscape can offer so much for a tournament experience," says 2019 Docs on Ice chair Dr. Bob Van Noppen. "Whether it's within the community centres, from our food and beverage vendors,

Accommodation needed for doctors While local hotels, motels, camps and bed and breakfasts are already aware of the tournament's scale, Docs on Ice organizers are reaching out to local homeowners who wish to rent out their properties to team players. Organizers are looking for house or cottage owners to rent out their spaces on March 28 and 29. "Whether it's to accommodate half a team or a full team, we'd love to hear from homeowners who will either be away for the winter or don't mind renting out their space to a team while they may be away visiting friends or family," says Van Noppen. Each team covers their accommodation costs, so the renters would be connected directly to the team captain for setting up the rental and payment. fighters first and (made sure) that their needs were met." Along with having great "confidence," and being "known for his ability to lead," Fenik remembered that Bell had a "great sense of humour." Fenik said he had ordered the flags at town hall to be lowered to half staff as a mark of respect. "He will be sorely missed. He impressed me so much," said Fenik. "Life's short. It really is." Bell is survived by his wife Donna (need Emerson), to whom he was married for 54 years. He also leaves behind two children, Kelly and Michael, and grandchildren David, Emerson, Paige, Cohan, and Hilary, as well as brothers

Donald and Doug. He is predeceased by his brother Harold, and parents Stuart and Muriel (nee Greenley). Star of Courage On Jan. 22, 1984, Bell, then Perth's deputy fire chief, was honoured by Governor General Jeanne Sauve, with the Star of Courage, during a ceremony at Rideau Hall in Ottawa. According to the Governor General's website, on Jan. 4, 1983, Bell "repeatedly risked his life to rescue a woman and her 18-monthold son from a burning apartment." They were trapped in a ground-floor apartment, so he "entered through a broken bedroom window. As thick smoke poured from the adjacent living room, he crawled on the bedroom floor, found the semi-conscious child

and carried him to the window. In spite of pleas from onlookers...Bell turned into the suffocating smoke and located the woman, but had to return to the window to clear his lungs. Knowing from experience he was placing his own life in jeopardy, he then fought to free himself when onlookers attempted to restrain him. Relying on the sound of the unconscious woman gasping for breath, he made his way through the smoke a third time and succeeded in bringing her to safety. “While the victims were rushed to hospital...Bell donned his fireman's apparel and joined the other in fighting the blaze." The commendation from Rideau Hall praised Bell for his "courage and tenacity," for saving two lives.

Father had been bringing out logs from the bush for weeks. Big trees, stripped of their small branches and hauled by one horse to the middle of the barn yard. It was a job he did over time, many weeks, and soon the pile was ready for the day the big saw machine would come in our long lane to saw the trees into log sizes to fit the Findlay Oval. The Farmer's Almanac said it would be an early winter that year. So the sawing machine and all the neighbours from around, soon would arrive for the yearly job of preparing the wood to take us through the long winter ahead. Usually the snow was on the ground when woodcutting day arrived. But the

Farmer's Almanac, like the Bible, wasn't to be taken lightly. I was allowed to stay home from school that day, as was my sister Audrey. Audrey, much older than I, would be needed to feed dinner to the men who had come to help a neighbour prepare for winter. I could smell the meat roasting in the oven before I got out of bed. Beef and pork, side by side in the Findlay Oval. The biggest pot in the kitchen would hold potatoes, peeled the night before, and enough pies to feed all of Renfrew County were covered with tea towels on the bake table. The pine table wouldn't hold everyone, so two sawhorses with planks and covered with sheets were added to the kitchen, so that all the men could be fed at one time. All morning I would sit at the kitchen window and watch the big logs from our bush being fed into the saw machine, and marvel at how everyone worked so well together. There was no talk, the machine drowned out every other sound, but I could see swirls of smoke from the men's pipes. As the cut logs fell to the ground, they See IT, page 26

were tossed into a pile and I watched it grow before my eyes. I wondered, as the pile grew, how we would ever manage to use up all the wood being cut that day. By noon hour the log cutting was finished, and the men filed into the kitchen, dropping their heavy coats at the door, and slipping out of their gum-rubbers. They filled the chairs around the table and the extra place, and dug into the bowls of steaming food like they hadn't eaten in days. The talk was about the winter ahead, and the

summer past, and the Depression, and how lucky everyone was to have survived another year. It didn't take long for the meal to be over, and there was no dallying. This was farming. There was no time to sit for idle chatter. The neighbours filed out of the kitchen, said quick goodbyes and headed off to their own farms to finish their work day with their own chores. A team was hitched to the saw machine, now quiet, and headed out the lane. It wouldn't be idle for long. Soon another neighbour would be ready for it, and again, the neighbours

would meet and do the job at hand. The pile of cut logs would stay in the yard, but with Father working away at it with the axe every chance he had. Then it was my brother's job to carry

the wood into the summer kitchen and pile it into neat rows against the wall. There it would be handy when the wood box had to be filled. The summer kitchen, which in the hot weather

held the Findlay Oval, was cleared by then, and ready for the chopped wood. In one corner would be a special pile. This was kindling wood which Father had chopped from bigger logs and would be used to start the morning fire in the kitchen. That day I would again marvel at how the neighbours met and worked together to help each other out. I knew there was a Depression on ... goodness knows it was talked about, but to me on that special day, it could be happening in some other country, far, far way from Northcote. VISIT TO HOFBRÄUHAUS GREAT WAY TO SOAK UP FESTIVAL, JEFF MAGUIRE WRITES JEFF MAGUIRE Column

We have recently returned from Europe where we again explored beautiful southern Germany with side trips to France and Switzerland. My travel-related columns invariably elicit the biggest reader response so I intend to share some of our experiences in the coming weeks. We were there during the city's annual Oktober-

fest which is the largest beer festival and fun fair in the world. "Munchen (Munich) Oktoberfest" is the prototype for similar beer festivals around the world, including the nearly 50year-old event in Kitchener-Waterloo which attracts hundreds of thousands to the southern Ontario city each fall. Munich's spectacular dates back to 1810! Oktoberfest is a vital part of the regional culture and a massive, annual boost for the tourism industry in Munich.

Kathleen, I, our friends and longtime travel companions Wendy and Frank LeBlanc had not originally planned our visit around Oktoberfest. A quick check online revealed that this year's festival (it ran for 16 days) started a few days before our arrival. Oktoberfest is centred in a park in the Munich borough of Theresienwiese ("Theresa's Meadows" in English), away from the city centre. So, we had a choice to make. Go to Theresienwiese and stand shoulder to shoulder with countless others in large tents erected for the occasion? Or stay in the centre and

sample the delights of the most famous beer hall in the world? We opted for 'Hofbräuhaus' the largest and oldest beer hall in the city which can seat up to 5,000 revellers. Located in Marienplatz in Munich's old town, Hofbräuhaus was originally established in 1589 by the Duke of Bavaria as the official royal brewery. Soon after it became publicly owned and operated by the Bavarian government. It has remained so ever since. What a time we had at Hofbräuhaus! It was a Tuesday night, but with so many people in Munich for Oktoberfest (more than six

million attend annually) the beer hall was busier than usual. We were fortunate to arrive just as some customers were leaving and quickly sat down. Beer is served in massive one litre glasses. They are so heavy, it's hard to lift them with one hand. Frank and I opted for "dunkel" a dark German lager. Our wives, who aren't beer drinkers, ordered wein (wine). Germany produces some of the best wines in the world! We joined the crowd, swaying to the music of the oompah band and singing the Hofbräuhaus song performed in the local Bavarian dialect, "In Munchen

He was only 63. Retired Fire Chief passed president Stuart H. Bell and Sons Dave passed away surrounded by the love of his family on Thursday, October 19th in his 77th year following a brief battle with cancer. Beloved husband and best friend of Donna (nee Emerson) of 54 years. Devoted father of Kelly Bell (Glen Currie) and Michael (Bronwyn) Bell. Adoring grandfather of David, Emerson, Paige, Cohan, and Hilary. Loving brother of Donald (Lorraine), Doug (Jackie Lord) and the late Harold. Predeceased by his parents Stuart and Muriel (nee Greenley). David grew up in Perth and after returning from an adventure abroad, David volunteered for the Perth Fire Department while working at and ultimately managing the family business, Stuart H. Bell and Sons. David rose through the ranks of the fire service, becoming Perth’s first full-time Fire Chief in 1993. During his firefighting career, he distinguished himself with acts of bravery. He was awarded the Golden helmet in 1979, the Ontario Metal for Firefighters Bravery in 1984 and the Star of Courage in 1984. He took a leading roll in the Lanark County Emergency Services during the Ice Storm of 1998 and was actively involved with the Safe Communities initiative. After retiring in 2004, David continued to serve the community through active participation in the Otty Lake Association and the St James Anglican Church. David’s work ethic, quiet competence, and sense of humour will be greatly missed by his family, friends and colleagues. Friends paid their respects at the Blair & Son Funeral Home, 15 Gore St. W. Archie passed away suddenly in the Perth hospital on Monday, October 15th, 2018 at the age of 82 years. He was predeceased by his parents Bill and Jean Paul and brothers Phillip and Bill Paul. Loving daughter of the late Doreen Swenson. Cherished mother of Maurice Silver Jr., Tonya Calgey, Kenneth Gordon, and the late Rachel Silver. Loving sister to Gloria Gordon, Jackie Jacques, Francis Sharpe, Ronnie Gordon, Tracy Sharpe, and the late Jim Gordon, Arna Sharpe, and Patsy Wood. Proud grandma of seven grandchildren and twelve great grandchildren. Donna will also be lovingly remembered by her many nieces, nephews and friends. Friends were received at Lannin Funeral Home, 32 Main Street East, Smiths Falls from 11 AM - 1 PM on Friday October 19, 2018. A Funeral Service was held in the Funeral Home Chapel at 1PM following the visitation. Burial took place at Hillcrest Cemetery following the Service. Basic requirements for the licencing authorities of Parks Canada and the Rideau Valley Conservation Authority (RVCA) indicate that any structure crossing the river must be above 121.5M elevation to ensure that structures are not exposed to high water. This level has been provided by the RVCA as an indication of the 100-year flood mark. Structures should be pleasing to the eye and fit with the surrounding area. The structure should also enhance the beauty of the waterfront and the Victoria Park basin. WHAT IS PASTORAL/SPIRITUAL CARE? PASTOR SHIRLEY ABRAHAMSE PONDERS SPIRITUALITY. I have been preparing for the next pastoral care volunteer training at Lanark Lodge, which started Oct. 22. I find myself thinking of what pastoral care is and thought this to be a timely article to write. Pastoral care is a ministry of caring. It promotes health, comfort and support for families and staff, respect for life and it's ecumenical/multifaith. Spirituality is the energy within each person that looks for meaning and purpose in life. It is a unifying and integrating factor

among humans. Spirituality is expressed through a vast array of means, both formal and informal. Ultimately we are all spiritual beings seeking to find hope. In religious care we find that hope in God. In various faith groups they find that meaning through their own understanding of God. As a Christian, I find my hope in Jesus Christ. Sunday at Lanark Lodge we looked at diversity in spiritual care. This

was the topic for the week that is celebrated by the Canadian Multifaith Federation. It was interesting to know that although we were many denominations worshiping together we could sing and pray with one unity of spirit as Christians, following the same God. I come from a background of the Salvation Army where we did not recite this creed, yet as I joined in there was an amazing affirmation of what we believe as Christians. We share the Lord's Prayer and John 3:16 together. We sang many of the old hymns that were favourites and shared scripture found in Romans 15: 5-13 that said we who are the gentiles were welcomed into the worship of Christ. As we concluded our service with the words of blessed assurance by Fanny Cros-
