Campfire Safety
Sitting under the stars by a crackling fire has its appeal. It’s where stories are told, sing-a-longs happen, and meals are cooked over an open flame. Campfires bring family and friends together. But campfire mishaps can cause injuries. With a few safety tips, you can prevent these accidents. SAFETY AROUND THE FIRE • Before setting up a campfire, be sure it is permitted. Check with your local fire department. • If campfires are permitted, they need to be at least 25 feet away from any structure and anything that can burn. • Clear away dry leaves and sticks, overhanging low branches and shrubs. • Avoid burning on windy, dry days. It is easier for open burning to spread out of control when it is windy and dry. • Watch children while the fire is burning. Never let children or pets play or stand too close to the fire. • Attend to the campfire at all times. A campfire left alone for only a few minutes can grow into a damaging fire. • Keep a campfire small which is easier to control. • Never use gasoline or other flammable or combustible liquids. • Always have a hose, bucket of water, or shovel and dirt or sand nearby to put out the fire. Make sure to put it completely out before leaving the site. • If your clothes catch fire, stop, drop, and roll. Stop, drop to the ground and cover your face with your hands. Roll over and over or back and forth until the fire is out. • Treat a burn right away. Cool the burn with cool water for 3 to 5 minutes. Cover with a clean, dry cloth. Get medical help if needed. Desmond Devoy/Torstar Where a wall once stood, part of the old mill at the end of Mill Street, the wall has since collapsed, and earth spills over, in an area that residents nearby have called an eyesore. Here was the view of the area on the evening of Tuesday, May 7.
Perth town hall will begin looking into ways to possibly repair or remove the collapsed retaining wall at the end of Mill Street. "How does this end up our responsibility?" wondered Coun. Judy Brown, since the shores of the Tay are home to a variety of overlapping levels of governments. Turns out that the "retaining wall is on our land," said environmental services director Grant Machan, during Perth town council's committee of the whole meeting on Tuesday, May 7. The town will have to consult with Parks Canada, but in the meantime, as far as Mayor John Fenik was concerned, "that section is really in bad shape. That wall has kind of been left." He urged staff to get a quote about the next best steps to take to clean that
area up. "It is on a federal waterway," said Fenik. "It would be nice to see that get restored." Coun. Barry Smith, who chaired the meeting agreed with Fenik: "That's not very pretty." Council was responding to a letter from area resident Kathryn Weld. She was granted an indulgence by Smith to speak to council from the public gallery, not as a delegation, and said that she was "excited" that action was being taken on the wall. "It's been a thorn in my side for years," said Weld. But it was not just the fallen wall that was her sole concern. "There are dead trees, fallen trees, everything has been eroding," she said, though she added that a "fabulous job," had been done with the rocky ramps
themselves, but the withering wall has been an eyesore. She added that all of Mill Street looked good now, "except for that section." "All I can say is we are looking into it," said Smith. "In general," said Machan, "maintenance along the edge (of the Tay) can be cleared up." However, there were limits to where and when Machan could tell staff to start the work. "I'm not going to direct staff to go in there while the water levels are high," said Machan, as it is a health and safety issue. Also, workers are not allowed in until after July 1, as that is when the fish spawning season comes to an end. Machan said he would consult with the Rideau Valley Conservation Authority as to what the town could do along the Tay.

SPARTANS' RELAY FOR LIFE HITS $800,000 IN 18 YEARS DESMOND DEVOY desmond.devoy@ metroland.com Cancer came for Joseph Munro's family not once, but twice. It took his dad. It nearly took him. Munro, an undergraduate engineering student at Carleton University, was the keynote speaker at St. John Catholic High School's 18th annual Relay for Life event on Friday, May 10, which raised more than $57,000 for cancer research. Over the past 18 years, the school has raised more than $800,000, averaging $50,000 each year. Before cancer survivors paraded onto the school's sports field, a quiet ceremony was held behind the school, for attending cancer survivors like Munro, when a stone was added to a garden, part of an annual tradition "in memory of
those who are not with us," said teacher Dave Peters, who organizes the annual relay. "You being here really makes it real for our student population," said Peters. "The more stories these students get to see, the more real it becomes ... without you I don't think it has the same meaning or message for them." And Munro's two-front battle with cancer was all too real for him in his young life - but help from his aunt, Sandra Theobald, a teacher at the school, proved to be invaluable. Theobald introduced her nephew to the hundreds of students seated on the sloping ground in front of her, with survivors in their place of honour on the running track, all under an overcast sky. She called him "a survivor who, through the grace of God ..." At this point, Theobald

ference." "I'm an undergraduate at university, enjoying life," he recalled. "Slowly, I begin to get more tired ... I began to get more and
more ill." Initial visits to the doctors were inconclusive. "I assumed that it was nothing serious ... That was the mistake I made," he said. Finally though, a definitive diagnosis did come in, and it was serious. "I was diagnosed, about a week before Christmas (2015), with stage three Hodgkin's Lymphoma," he said. "To hear those words was a very scary time for me, because, having gone through this as a child, it brought back a multitude of emotions that I hadn't felt in years." It also meant a dark role reversal, of "having to sit my own mother down and explain the whole situation to her wasn't any easier at all." With the diagnosis, and treatment, also came regrets and second-guessing. "Perhaps I didn't live the right lifestyle?" he remembered thinking. "It's hard to realize the implications of your actions when you're young."
He cautioned his mostly-teenage audience to remember that, despite their belief in their invincibility, there are consequences to their actions. "You might have to sit your child down and explain that perhaps some of the choices you made during your teenage years, during your young adulthood, caused the unfortunate event. It's really hard to understand when you're young," he said. After a half-year course of chemotherapy, "I was told that I was in full remission." He commended the students for their hard work, organization, and walking into darkness, to bring him and others like him into the light. "It makes my heart very full right now to have you listening and supporting a cause that has affected so many people," he said. POTENTIAL RECYCLING CHANGES CONCERN RIDEAU LAKES RESIDENTS EVELYN HARFORD ehar ford@metroland.com Contemplated changes to Rideau Lakes' recycling program got a trashy reception. The township mistakenly announced that there would be changes to the program, which would mean black plastics, clam shells, milk and juice cartons, Tetra Paks, all plastic bags and glass bottles and jars would no longer be accepted as recycling. "I was really disheartened," said Rideau Lakes resident Heidi McNeely, when she originally read about changes. McNeely said the change that had been presented would double her curbside garbage
load - costing her more for garbage pickup and creating upset that she was putting more of a strain on the environment. "It bothers me to put those things in the garbage," she said. McNeely said she considers herself to be environmentally friendly and has concerns about more plastics making its way into landfill. It was a concern shared by many online after the township made the initial announcement. "When you drop an announcement like that, it's a bomb," she said. "In the past couple of years, we've acknowledged the plastic problems in the environment. People nowadays are far more concerned about

May 6, council decided to not go ahead with the contemplated changes recently published in the township's spring and summer brochure, which went to press in error before a final decision had been made by council. For now, the status quo will be maintained. Rideau Lakes' Chief Administrative Officer Mike Dwyer said the impetus for the township to consider changes to the recycling program in the first place came from issues raised by the municipality's recycling hauler, who is concerned about the recycling market that's tightening up. Since January 2018, when China closed the door to foreign recycling, municipalities across the country, and around the world, have been struggling to find alternate markets. Prior to China's decision about half of the world's recyclables were sent there.

As local personalities served coffee, burgers and treats at McDonald's restaurants on May 8, children's families were checking into the Ronald McDonald House in Ottawa or using the two Ronald McDonald Family Rooms at CHEO. Money raised during the May 8 McHappy Day campaign totalled $44,440 from the restaurants in Smiths Falls, Perth, Carleton Place and Kemptville. Kudos to franchise owners Tim and Lorraine Carter and staff for such a valiant effort at fundraising for this worthwhile cause. More than 1,400 McDonald's restaurants participated in the national fundraising initiative by donating $1 for every Big Mac, Happy Meal and hot McCafe beverage sold. This, along with each community's generous support, will in turn will help more than 26,000 Canadian families every year stay at Ronald McDonald Houses across Canada while their children are being treated at nearby hospitals. Celebrity servers in the various restaurants included politicians, doctors,
lawyers, and firefighters. Since it opened its doors in June of 1984, Ronald McDonald House has provided a warm, safe, affordable, and compassionate environment for families with seriously ill children receiving medical services at CHEO. My family has been blessed and cursed at the same time. A young person in my life has been struggling with an illness and has been at CHEO several months. He's on the mend though - albeit a long and arduous task is in front of him. His parents have stayed at the Ronald McDonald House a few times, allowing the family an opportunity to all be at one place at the same time while visiting with the ill child. It's been a godsend for them to not have to worry about the two-hour commute to the hospital and back. The two family rooms offer a place of respite, relaxation and privacy within the wall of the hospital for family members of patients. I've not only been able to offer extended support to the family, but my husband and I have been able to stay with them longer due to these facilities on site. On behalf of those who have used these facilities, we say thanks to McDonald's restaurants and to their clients on another great fundraising effort. WHO WE ARE LETTERS & COMMENTARY HELP OUR COMMUNITY BY HELPING JUSTICE PROGRAM Dear editor, It is very sad and quite shocking to me that, as reported in the Perth Courier, April 18 (LCCJP Needs $30,000 by April 30 or Foresees Shutdown) that the Lanark County Community Justice Program could well be eliminated due to insufficient financial support from the provincial Ministry of the Attorney General and from local funding organizations. This program is not only effective in terms of money saved by the police and the courts, it also works extremely well. How? As a longtime volunteer facilitator with both the court diversion program and the Be Strong program in local schools, I have witnessed healing of relationships and real justice so effective that re-offence rarely if ever happens. Note that this process however, is no walk in the park for the accused, far from it! Offenders who have accepted responsibility for what they have done
must then face those they have harmed, all seated in a circle, learn first-hand about the real consequences of what they have done and explain what they were thinking (or not) at the time. They can offer apologies directly to those they have harmed, and must be willing to explore appropriate consequences geared to healing the harm done and thereby ensuring that there are no repeat offences. The process is structured so that everyone affected, including the accused, the police, business owners, family members and friends, all have a say in what they think would be appropriate actions for the accused to undertake, and they must all be in agreement. Once signed, this agreement becomes a legal document, and if the accused lives up to the agreed-upon actions, the
charges are not pursued by the courts. This would all make for very compelling drama if it were televised live; however, the details must be kept confidential. So possibly your neighbour may have been involved in a community justice forum and this opportunity may well have provided a pivotal turn in his or her life in which trust and respect were restored, and/or the stigma of a criminal record prevented, but you will probably never hear about it. This program saves taxpayers money, it's amazingly effective at rebuilding functional community, and it deserves all the support it can get right now to continue. Dwyer said Rideau Lakes is halfway through their 10-year contract with their hauler and wonder if the current recycling program can be maintained at this time. He said when entering into their current contract the township was able to expand the types of recyclables collected. However, Dwyer said the hauler has signalled that there may be difficulties on the horizon to find a market for the recycling the township currently collects. "They're trying to give us a heads up that there could be issues in future," he said. This issue isn't something not unique to Rideau Lakes - municipalities all over are struggling to figure out what to do with their recycling as the market dries up. "We're all struggling with the same thing," said Rideau Lakes Mayor Arie Hoogenboom, who also emphasized that dealing with waste is a shared responsibility. He said the township is disappointed that the province isn't moving as fast to
implement legislation to put pressure on industry to reduce the amount of plastic packaging they produce, which would lessen the burden on consumers and municipalities that ultimately have to deal with the waste. "Environmentally, I want to do the right thing," he said. "It's a convoluted system. We're doing the best we can." Hoogenboom said the municipality is often seen as the leader when it comes to waste management - but, on the contrary, they are the level of government that ends up having to react to policy changes and market forces out of their control. "It's both provincial and international in scope," said Hoogenboom. Hoogenboom said residents can still work toward reducing the amount of
garbage sent to landfill by composting and recycling as much as possible. He said one way or another, the municipality, and ultimately the taxpayer, ends up paying to deal with waste - both garbage and recycling. The municipality already has to deal with contaminated recycling loads caused by people dumping recycling that either doesn't have a market or items that aren't actually recyclable - including items that are not cleaned. This becomes an even bigger problem as the market gets more picky. Contaminated loads can cost the municipality more money to dispose. If a product is not recyclable, people may think they're recycling when in fact some of the products they put in their blue box ends up in landfill. Hoogenboom admits that the township dropped the ball on the communication strategy regarding the proposed changes to the recycling program.

China's decision to put a ban on imports of foreign recycling - like plastics - has meant the recycling market around the globe has felt the squeeze. It's impacting small municipalities like Rideau Lakes, whose hauler is finding it more difficult to bring the township's recyclables to market. This could change what the township accepts in their blue bins, so reporter Evelyn Harford delved into the issue wanting to discover what the impact is for residents and how and when they may need to change the way they recycle.

DCS INVITES PUBLIC TO LEARN GARDENING WAYS Drummond Central School's parents, youth, teachers, administrators and community partners unite to plant trees and polyculture gardens in the outdoor classroom from 9 a.m. to 3 p.m. on Tuesday, June 4. Algonquin College and the Upper Canada District School Board along with our funding partners (TD Canada Trust, Hay Design and the Perth Rotary Club) on Drummond Central School's playground assist with the first phase of the three-phase outdoor classroom project. This collaborative community "dig" gathers volunteers from Algonquin College's early childhood education program, the Table Community Food Cen-
tre's Garden and Good Food in Schools team and Leeds, Grenville and Lanark District Health Unit. Experienced gardeners/ permaculturalists of Lanark County who believe in the importance of outdoor learning will lead the day's activities in growing medicinal/edible perennial polycultures and annual gardens in the outdoor classroom. All ages will be planting for the future of DCS's outdoor education program. That evening from 5:30 to 7:30 p.m., all families are invited to the Learning Garden Parent and Child Workshop. Parents and children will gather together with educators in DCS's newly designed outdoor classroom.
An UCDSB Parents Reaching Out Grant funded this opportunity to engage parents in hands-on experiential learning with their child on the playground while feeling the benefits of taking time to connect with nature. Throughout the evening, math, Earth stewardship, restorative communication, sensory awareness, ecoliteracy, science, art and Indigenous curriculum strands are being exercised in the outdoor classroom. Families will leave this workshop feeling comfortable and motivated to adopt outdoor learning strategies to practice at home in their own backyards. NEW PHARMACY OPENS AT PERTH MEDICAL CLINIC as just one option for community involvement. "We are open to people approaching us to see how we can get involved in the community," Rizk said. The pharmacy, which has over-the-counter products, will offer a rewards system where points can be redeemed for more products. In the near future, they will offer home health-care items, like compression stockings, and grab bars for the bathroom.

Nestled among the five doctors' offices, as well as Bayshore Home Services, you will find the new Perth Family Pharmacy, which is owned and operated by pharmacists Anne Rizk and Nadeen Halim. "It's open to all in the community; we just happen to be located in this clinic," Rizk said. Pharmaceutical assistant, Victoria Andre of Perth, who has been in the industry for 16 years, joins the Perth pharmacy team. The Perth Family Pharmacy, a PharmaChoice pharmacy, will offer a prescription checkup to clients if needed.

It's time to give big, and it won't cost you a thing. The "Big Give" will be taking place on Saturday, June 1, from 10 a.m. to 2 p.m., at Glad Tidings Pentecostal Church at 160 Wayside Dr. They will be joined in their efforts by St. John the Baptist Roman Catholic Church and Northgate Ministries. Passed away peacefully at the Smiths Falls site of the Perth & Smiths Falls District Hospital on Monday, May 6, 2019, joining her dearly loved and long missed husband Don Wilson who passed away in 1994. Sophie was the beloved mother of the late Brian Wilson (2017), of Shawn (Tracy) Wilson, and the cherished and forever missed Grandmother of Josh Wilson who gave her endless pride and joy. Sophie is also survived by her sister Mary Levere, sisters-inlaw Chris Gayda & Marie Gayda as well as many dearly loved nieces and nephews. He worked as a forest fire fighter and as a forestry technician in Alberta and BC before earning a Natural Resource Management degree from the University of British Columbia. Wes and his partner Kaitlin recently started their own consulting company providing layout, planning and design services for forestry operations, and supervision, audit and environmental compliance of reforestation programs. They currently live in the Salmon Arm area of BC.

She had worked in the dental industry as a certified dental assistant for over 20 years in Ontario, Canada. Dawn moved to the United States where she married James DeZago on June 20, 2010. She enjoyed traveling to new places and spending time with friends and family. She is survived by her husband, James DeZago of New Windsor, NY, parents, Thomas & Cheryl Dunlop, sister, Corrie Dunlop and brother, Troy Dunlop all of McDonalds Corners, Ontario Canada, and maternal grandparents, Albert & June Desloges of Vancouver Island, British Columbia Canada. Dawn did not have any children but adored her nieces and nephews Reid, Alyssa, Taylor, and Emma as well as her grand niece Kali. April 22, 1923 March 18, 2019. Mom passed away at Perth Community Care Centre on March 18, 2019 in Perth, Ontario supported by the love and care of her personal care worker, Ronda. Mom was born in Saint John, NB, to Evelyn Duston and Leo Duffy. Maureen and her late husband, Harold (deceased August 13, 2016), marked 65 years together, and while raising their children, resided in Yarmouth, NS, Aylmer, QC and Ottawa, ON. Maureen had an adventurous spirit and was always willing to follow her heart and her family, wherever they may have taken her. She was an avid reader and enjoyed activities such as bowling and linedancing in her spare time. While raising her growing family of eight children, she enjoyed working as a secretary for Symmes High School in Aylmer Quebec, and the Ottawa Boys’ and Girls’ Club. She was also a proud member of the Catholic Women’s League. Upon retirement, Maureen and Harold settled into cottage life in Griffith, Ontario where they looked forward to visits from family and friends. In later years, they established themselves in Renfrew, Ontario before joining family in Perth, Ontario. Maureen was predeceased by her cherished daughter Susan Beaupre and treasured grand- daughter Crystal Hamilton. She was the loving and respected mother of Nancy (Frank) Chartrand, of Aylmer, QC, Christopher (Rose Elaine), of Dartmouth, NS, Brian (Valery), of Lacombe, AB, Maureen (Michael) Bischoff, of McDonalds Corners, Duston (Shelley), of Carleton Place, Deborah (Patrick) Foley, of Perth, and Elizabeth (James) Desrosiers of Saskatoon, SK. She was a dear mother-in-law to Rene Beaupre and the proud grandmother and great-grandmother to many grandchildren from the east to west coasts of Canada. Maureen will be remembered for her easy- going spirit as well as her patient and loving nature. 1935 - 2019 John passed away on February 17, 2019. John was the longest serving principal of Kemptville Agricultural College of Technology (KCAT), a place he dearly loved. His love of agriculture extended to many places and organizations. John was a long time member of St. John’s United Church (Kemptville), the Kemptville District Hospital Foundation and the Masonic Lodge #28. He leaves many dear friends in Golf Lakes Park, Bradenton, Florida where he and Nancy were able to spend many winters. In addition to being a mother, Noreen had many interests and roles, including modeling, banking, lab technician and retail sales assistant. She was also the St. Daniel’s church organist for 50 years. He was the cherished brother of Gary (Maureen) MacMunn, the late Shirley and Colin MacMunn, Susan MacMunn-Titus (Mark Powell), Jack (Morag) of Australia, and Pamela and Robert MacMunn of England. He was also pre-deceased by his brother-in-law Kevin Titus. APPLY FOR WATER GARDEN BURSARY Well, there's no better time to reflect on the environment and water sustainability, and having a long-term, positive impact on it. With that, the Friends of the Tay Watershed Association, in partnership with the Little Stream Bakery of Glen Tay, are awarding a $1,000 bursary. The 2019 Water Guardian Bursary is open to a graduating student or an alumnus of a Tay Watershed high school pursuing post-secondary studies in Environmental Science or a related program concerned with the environment and water sustainability. This opportunity offers the student financial assistance based not on marks, but on a passionate interest in the environ-

LANARK COUNTY COMMUNITY JUSTICE PROGRAM COMES THROUGH After experiencing some grantfunding losses, the Lanark County Community Justice Program board of directors found themselves in a difficult decision: either find the funding or shut their doors. In April, they launched an ambitious campaign called 30 in 30. They set out to raise $30,000 in 30 days. And you know what? They did it. After working hard throughout the month to connect to supporters and funders, they surpassed their goal. The board is now reassessing its operations and defining long-term funding plans to keep the organization healthy. Congrats to the crew and all the best as they move forward.
SPEAKING OF GRANTS I was chatting with John McKenty of the Stewart Park Festival (I'm part of the administrator team), and he was outlining the importance of these kinds of donations and support from the public. They, too, witnessed a loss of grants this festival season and they're getting creative with their budget. That's why they're big on getting donations ahead of time as well as having full appreciation for their sponsors. It's a true testament (even from witnessing Lanark County Community Justice Program's happy ending) that every dollar counts for these organizations. Do you have a Private I idea for Cathy?
