THE ISSUE: PROVINCIAL FUNDING TO MUNICIPALITIES LOCAL IMPACT: PERTH COUNCIL ALREADY SEEING IMPACT OF CUTS ON LOCAL AGENCIES facing a daunting financial picture. According to the provincial budget for 20192020, the government is forecasting $13.3 billion in interest payments alone. The Canadian Taxpayers' Federation pegs Ontario's debt at more than $346 billion, as of May 29. There is a deficit of $11.7 billion for 2019. (Coun. David Bird reminded council that Ontario also has the largest subsoverign debt load in the world.) While the more left-wing side of his mind, as a former New Democratic Party candidate, "says we need al of those services," on the other hand, "my fiscal conservative side is saying, 'We've got to stop spending more than we take in."
Already, local authorities are seeing cuts. Coun. Judy Brown, who is council's representative on Rideau Valley Conservation Authority, said that the authority's budget has been cut. "We will be able to cover it (the cuts) from the surplus this year," said Brown. But in future, she warned that "the cuts will become more frequent." And on an even more local level, Coun. Brock McPherson reported that he was behind the Perth and District Union Public Library's booth at the Farmers' Market at the Crystal Palace on Saturday, May 25, where he was making people aware of "some of the cuts that the library is facing," he said, including the inter-library loan system.

The worst is yet to come. That was the message from Deputy Mayor Ed McPherson during the Perth town council meeting on Tuesday, May 28, as he warned that "we won't have the money we had before from the provincial government." His warning came as he reported on his meeting with Ontario's assistant deputy minister of health in his capacity as head of the Lanark County ambulance service. He was in Toronto earlier this month for a meeting at Queen's Park because of concerns over grant levels to the ambulance service, "which was a significant hit for us," he said. However, in the interim, Premier Doug Ford has backtracked on some announced cuts, as most municipalities across the province had already set their budgets for this year, and this would have caused havoc with municipal finances. "(I'm) glad to see the premier step back a bit," said McPherson. Ford had sent a letter to town halls across the province, and Mayor John Fenik asked chief administrative officer Ron Ladd to share that letter with all members of council. "We've already set our budgets for this year," said Fenik. "Next year, there are going to be cuts, I guarantee you." He echoed McPherson's remarks about the stepback by the premier, saying that "I'm glad they held off this year." However, Fenik warned cuts are coming over the next three fiscal years. But Fenik reminded council that the province is

pression in the Canadian Human Rights Act. In 2003, Cathy Blaine, fundraiser for Lanark County Queer Connection the organization that puts on Lanark County Pride and her wife, Tracy Smith, were the first gay couple to
be legally married in the Town of Perth. That was the first year same-sex Ontarians could legally get married. It was in 2005 that same-sex marriages were recognized nationwide with the enactment of the Civil Marriage Act. "I didn't think it would ever be legal in my life-
time," Blaine said of her ability to marry her partner. "It's just a piece of paper, but it's so much more. I wanted to know we were a family on paper." Blaine helped organize the first Pride events in Lanark County. She said that since then, acceptance has grown.

"Eight years ago, you wouldn't have seen that banner on Foster Street. It would have been torn down." In case you missed it, this year, a big, bright Pride banner is hung between the historic buildings on Foster Street. Blaine also recalls a time, just six years ago, when the police had to have a presence at an LGBTfriendly dance held at the Civitan Club. Now, the parade is seeing an all-time high in participation and support. But homophobia still exists in the community, and that's why the former premier of Ontario, Kathleen Wynne, who was the first openly gay premier in Canada, left Perth Pride with a cautionary but inspiring message: Keep up the fight. "We need to make sure the school system, the government, everyone in decision-making roles understands that everyone has a place in our society," she said. "I would say that's more important today than it was yesterday." Wynne spoke about creating a society where people don't have to live closeted lives anymore. "We're trying to change that, Perth Pride is trying to change that," she said. In recent years, Pride

"Governments have to be more sustainable," said accountant Howard Allen when he addressed Perth town council's committee of the whole meeting on Tuesday, May 7. "We can't depend on the province like we used to." Allen's audit of town hall finances was fairly straightforward, with perhaps the sole standout being the estimated liability costs to close and monitor the town's waste sites. That numbers stands at $1.3 million but that number is fluid due to interest rates and other costs. "Sometimes you can't just look at a number and say that is the exact number." Overall, the "audit finding letter is pretty boilerplate," and he commended working with town hall staffers who he found to be cooperative, which is not always the case when doing an audit at other town halls.

He joked that his report that day would be "unlike the auditor general," who issued a report earlier on federal spending, and criticized that level of government for long waits for people trying to contact a relevant department by phone. Allen said that, financially, for the town, 2018 was "a very good year," with a new treasurer and chief administrative officer. "We are in a low-risk financial position," he said. The number of tax arrears was also quite low,

leading Allen to joke that "people in Perth must like paying their taxes!" The town's tax arrears rate was about four per cent, while province believes a municipality is doing well if that rate is at 10 per cent. Town treasurer Brian Burns agreed that the arrears rate was nowhere near where it had been expected to be. "The audit went very well," said Burns. Council passed the audit unanimously. It now goes to full council on May 28.

It's so much a part of the background noise of any council meeting that you almost don't even notice it. If you cover as many council meetings as we do here, you've become all too familiar with the mayor or chair intoning that "anyone with any pecuniary interest, please declare it now or at the time of discussion." If there is, the person usually stays silent and does not vote when a certain issue comes to the fore. During the Tuesday, May 28, Perth town council meeting, we got a very good glimpse into just how wideranging declaring a pecuniary interest can be - and not

THE CONCLUSION: IT APPEARS THAT PERTH COUNCIL IS DOING A GOOD JOB OF REGULATING ITS OWN PECUNIARY INTERESTS HOWEVER, IT MAY SEEM AS THOUGH THERE ARE OPPORTUNITIES FOR UNINTENTIONAL MISSTEPS ALONG THE WAY be. The biggest example came when council was about to discuss an agreement with Bell Canada about the creation of new "PRI trunk lines" agreement for five years, at a cost of $639.37 per month, a savings of about $300 a month. According to a staff report
by town clerk Lauren Walton, these services will allow "service businesses to deliver voice and data into the office by allowing services providers to consolidate business lines for simultaneous voice and data capabilities." However, Coun. Brock McPherson had to recuse
himself from the discussion because he works for Bell Canada. At that point, the father-son dynamic on council kicked in - because Brock worked for Bell, as his father, Deputy Mayor Ed McPherson also had to recuse himself from the discussion and voting - and left him having to bureaucratically backtrack a bit. Because Brock had declared his interest at the last minute, Ed had already moved the motion to bring the Bell discussion to the floor. The motion then had to be moved again by Coun. Judy Brown, to put everything right. And this was not the only "pecuniary interest" at See – page 7

play that night. Earlier in the evening, Coun. David Bird, who is still on active duty with the OPP, recused himself from a discussion on concerns from residents on Joy Avenue about speeding and the possible traffic impacts of a proposed apartment building development at the intersection with Kippen Street. He did so, he said, because the discussion could become an "enforcement issue," later on, one he might be called upon to deal with, as a police officer. But then, later in the same meeting, he did join in the discussion about the Lanark County Situation Table getting new provincial funding, two grants specifically, for the next
three years. He did so because he felt it was a more general discussion on law and order, not specific to his day job. Just what constitutes a pecuniary interest is always somewhat of a crapshoot. Sometimes its obvious - sometimes not. On the last council (20142018), then-councillor Riq Turner got a new job, as a realtor. During his first few years, along with being an active musician, the former "Ambush" star also did hosting duties for Perth Blue Wings home games, working up the crowd and doing announcements, in his blue-and-white jersey. A matter came before council involving a new initiative by the team, early on in the session. He spoke out on the mat-
ter, even though he was employed by the team, because the initiative was a fundraiser, from which the team would not benefit directly. However, in later years, he would recuse himself from council discussions relating to the team, even though he never stood to benefit personally had he intervened. When he became a realtor, there were occasions when zoning bylaws touched on properties he was trying to sell and he had to recuse himself again from voting and discussion. We have seen this in Smiths Falls too where businessperson and construction magnate Joe Gallipeau had to recuse himself numerous times when he was on council because the
discussions touched on his business interests. It's a fine line, isn't it? Very few rural municipal politicians are full time, and, unless they are retired from their day job, still work full time. At a certain point, your professional interests are going to come up against your political interests. At Perth town council, the tightrope walk continues.

THANKS FOR MAKING A DIFFERENCE Though Paramedic Services Week 2019 was observed May 29 to June 1, our Lanark County Paramedic Service should be celebrated constantly for the vital public services they provide to our citizens 24 hours a day, seven days a week. On a daily basis, we see and hear stories about the various ways our paramedics help improve the health of our overall communities, as well as save lives and risk their own in the name of keeping people safe and responding to emergency situations. Not only do paramedics provide compassionate emergent medical care for those who call 9-1-1, they work with or lead health care teams to keep people at home and out of the hospital emergency room through many innovative and dynamic community paramedic programs. They also play a key role in public education about prehospital emergency care. Operated by Almonte General Hospital, the Lanark County Paramedic Service is the only provider of emergency medical response in the county and serve a region of 3,074 square kilometres, made up of 57,000 residents. On average, they respond to more than 22,000 calls each year from its five bases - Almonte, Carleton Place, Smiths Falls and Lanark Village. In addition to their daily roles as paramedics, the service has taken on new programs to enhance what they offer to the community. One example is where victims of major trauma, heart attack or stroke are taken directly from home to Ottawa or Kingston hospital to receive advanced care as soon as possible. Paramedics are always updating their skills with the latest training and chief Ed McPherson said the service will continue to roll out the Advanced Care Paramedic Program in 2019, which just launched in March. After completing an additional year of intense training, advanced care paramedics are able to expand on the medical care they provide to patients and offer more medications and treatments that can be administered in home. It's McPherson's goal to have these paramedics spread out across the county. While not attending emergencies, the service focuses on its Community Paramedic Program that serves the needs of the ever-growing geriatric population, in an 'aging at home' approach. Funded in partnership with the South East Local Health Integration Network, this initiative is available to the southern region of Lanark County, where paramedics care for seniors in their homes, which cuts down on the need for hospitalized stays. It is important to raise awareness of the enormous contribution paramedic services' staff members make and to recognize the contribution these medical professionals make to maintain our safe and healthy communities.

Last week I went to an event that terrified me. Lanark County Interval House hosted Together We Can Rae's Awareness - the Rehtaeh Parsons Story, as told by Rehtaeh's mother, Leah Parsons. It was powerful. Perhaps you remember this story. Rehtaeh died by suicide on April 7, 2013 when she was 17. Seventeen
months before, one night changed her life. She was sexually assaulted and then "socially assassinated" when a photo of one of the assaults was circulated throughout the school and small Nova Scotia community. The harassment was vicious. No one believed her side of the story. She moved from her community and switched schools four times in a year and a half. Meanwhile the photo continued to circulate, and no charges were laid. After Rehtaeh's death, the case was reopened because of new evidence. In 2014, two of the four males were charged. One pleaded guilty to making child pornography related to the
photo and received a conditional discharge and 12 months' probation. The other pleaded guilty to distributing child pornography in relation to the photo of himself and Rehtaeh. He received one year of probation and was required to submit a sample to a DNA database. No sexual assault charges were laid. An independent review found errors made by the police and Crown. I followed this story as it unfolded in the news, but to hear it told by Rehtaeh's mother brought it to an entirely different level - probably because now I have kids who are close to the age Rehtaeh was when everything went horribly wrong.
At work, I see and hear stories about how lives can change in a heartbeat. Leah Parsons, with her own lived experience and her education and work in counselling, believed she had prepared her daughter to protect her from the worst of it. They talked about personal safety, only to realize there are often circumstances we don't consider. Rehtaeh felt safe - she was with her peer group. She didn't know what she didn't know. And there are always consequences. Leah Parsons is a courageous advocate for her daughter who continues to tell Rehtaeh's story in order to make change. For me, one of the most impor-
tant messages was to have empathy. How would you feel if it were you? Sometimes the most important thing is to not be something. Don't be the person who lets a bad thing happen. Don't be an enabler or a bystander. Don't be the one who stays quiet if someone is being humiliated or hurt. Don't be part of spreading humiliation and pain. Don't be the person who lets a friend get so drunk he or she doesn't know what is going on. And this is one of the hardest ones: Don't let what other people might think stop you from doing what is right. Because what if it were you? What if you were the one being victimized? How would you feel about having the worst moment of your life photographed and sent to all your friends, your family, people in your town? It's hard to stand up for

something or someone. It's really hard if you are the only one doing it. But will you be comfortable with how you acted later, when it's over, if you didn't do the right thing? We need to tell our kids everything we can about staying safe, and we need to talk about what consent looks like - or doesn't. Consent is not silence or acquiescence. And we need to teach them about respect. Respect yourselves. Respect one another. Don't inflict pain - physical or emotional. And we need to be empathetic. How would it make you feel? What if you were that person? Go forth and be kind, people. PERTH MEN TACKLE MOUNT EVEREST IN TEST OF ENDURANCE DURING MARATHON LAURIE WEIR ljweir@metroland.com It was a sight for sore eyes when Dave Peters and Trevor Choffe of Perth crossed the finish line early this morning after taking part in the gruelling Tenzing Hillary Everest Marathon in Nepal. Peters is a teacher at St. John Catholic High School in Perth and an organizer of the annual Relay for Life for the Canadian Cancer Society. It was a dream of his to do this marathon to inspire others to achieve their goals. His friend Choffe, the Perth Fire Department chief, was a great support to Peters as he too took part in the marathon. In an interview with the Perth Courier before the event, Peters said he'd never done anything this extreme before, and was
looking forward to the challenge. "The goal is to raise money for the Canadian Cancer Society through the school's Relay for Life (which has raised more than $800,000 over the past 15 years), ultimately inspiring our students to get involved and maybe go a little further in their fundraising efforts," Peters said in November. "Also, this is to celebrate the accomplishments of this school over the years." Peters said he has run marathons before; it's the altitude that will be a challenge, at more than 8,000 metres above sea level. The Tenzing Hillary Everest Marathon is an international high-altitude adventure sports event held from Everest base camp, criss-crossing the high Sherpa trails of Khumbu Valley on May 29 every
year. This event celebrates the historical ascent on Mount Everest by the late Tenzing Norgay Sherpa and Sir Edmund Hillary on May 29, 1953. Runners from around the world can take part in such categories as the 60kilometre extreme ultra, the 42-kilometre full marathon or the 21-kilometre half marathon. The men kept their Facebook page updated with photos and videos of their plane trip, a bus ride, and hiking various points of the trail. They posted, while they had cell reception, some incredible views of Mount Everest. For the marathon runners, the race starts from Everest base camp and ends at Namche Bazar, where hundreds of participants camp before the race day. The course is mostly
downhill, descending through Gorakshep toward Dingboche where runners will make a loop at Biber. From there, the trail descends to Namche via Kyanjuma. Participants climb Kala Patthar, a view spot at 5,643 metres, prior to the race. Glorious views of Mt. Everest, Nuptse, Lhotse and other mountains are visible in a panoramic structure from Kala Patthar. It's been a devastating week for families of hikers killed on Mount Everest this year. According to various news agencies, 11 men have died in 2019, citing inexperience, and overcrowding and extended stays at extreme altitudes of more than 8,000 metres. There has been a small window of time this year that the mountain has been open to hikers, as weather has also been a factor.

LANARK COUNTY SITUATION TABLE DODGES FINANCIAL BULLET, SECURES THREE-YEAR FUNDING Gray, during a presentation to the Perth town council meeting on Tuesday, May 28. "I'm so pleased that it has been funded," agreed Coun. David Bird, who has also worked with the Situation Table in his capacity as an OPP officer. REPORT In a report to council written by chief administrative officer Ron Ladd, he wrote that the Situation Table "receives funding for $60,000 on an annual basis." He noted that "this
program is being replaced with the new program of $45,000 for three years," via the Ministry of the Solicitor General's Community Safety and Policing Grant. The $45,000 the Situation Table will likely receive comes from the "Local Priorities Funding Stream," though Ladd noted that this amount is a reduction from the annual $60,000 given in previous years.
"Although eligible PSBs (police services boards) must apply to ensure their projects meet the criteria, it is not a competitive process," wrote Ladd. "This is the program where the Situation Table/ (and Community Safety Plan) ... fits." Further to this, "Perth is also eligible to apply for a 'Provincial Priorities Funding Stream,' which
focuses on sexual assault/ harassment and human trafficking. It is a competitive process for a $3.9 million pot of money for the province." The Perth PSB recommended that the town council apply for this three-year grant. Applications are due in Toronto by Thursday, June 6, and town council approved the motion to apply for the money.

"Mostly for grieving, and for healing in their time of loss," she said as to reasons why someone would seek out her services. "It's more of a sharing. For me, it's like a stream of energy, coming through me, and then the words come through to you. It's guidance for your highest, greatest good. It's really

I really can't say it any other way." She says the messages she receives for her clients are so soothing, loving and kind. "It's a really beautiful experience." O'Flaherty says the flow of messages is easier when clients are open and receptive. She said she knew of her gifts at an early age, but she didn't' start to really hone them until later in life. "My background is education," she said. "I used to run private vocational schools; I was dean of colleges." Then she opened her own music school, which she had for seven years, and soon after that, transitioned into her gifts and had a private office at the academy. Since 2013, she's been doing mediumship and intuitive healing full-time. O'Flaherty is also a published author with some 30 titles showcased in her studio. But these books, she said, she did not write. The words have come from the
heavens, she said - like from her late father, her late sister, whose message is a powerful one about homelessness, and living with drug additions. "It holds beautiful energy," she said about the Town of Perth. "It was a really great space for me to write, because I really did spend the last three years writing books. It gave me the opportunity to really write." She doesn't take credit for any emotional healing that clients may find. "I'm just the conduit," for messages relayed through collective conscience. Some people also seek O'Flaherty out for guidance to life's challenges, but she does not entice people or try to change their beliefs, she said. "People are guided and a lot of time, I think their loved ones on the other side are guided as well." DANDELIONS BROUGHT A SMILE TO FATHER'S FACE
BUMPER CROP MEANT PLENTY OF HOMEMADE WINE, MARY COOK RECALLS MARY COOK Column
Father was in his glory: the dandelions were in full bloom, and as thick as thieves. They were even covering the west hill, which Father said never happened! That meant there would be a good batch for his dandelion wine, and not a day too soon. Aunt Bertha and Uncle Alec had been over for a game of euchre in the past week, and the dregs of the
last bottle brought up from the cellar had been polished off over the evening. All the tubing, pails and pans had been scoured, and the bottles saved as each bottle was drained over the past year and had been boiled on the back of the Findlay Oval. Everything was ready except of course, for picking the dandelions. It was a job that we five children were facing, and not one of us relished it one bit! Each plant had to be stripped of its leaves and put in a special basket, and the bright blossoms in another; Father was only interested in the blossoms. Mother would boil the leaves, toss them with butter and salt and pepper, and they would appear on our supper table in due course. The remaining stocks were left
to die. It didn't matter how many dandelions we picked, there always seemed to be another batch appearing in a few days! Since it was still crop planting time, and getting the fields into shape, Father of course could only work on his winemaking at night, and that was after the chores were done. It always amazed me how, at any other time, he would collapse in a chair after supper with his feet on the oven door and the Ottawa Farm Journal in his lap, and fall asleep almost as soon as he sat down. Making his dandelion wine seemed to give him energy. I had no idea how the process went. I knew that the blossoms were boiled, strained, tubed and the juice bottled eventually, but the less I knew about
the procedure, the better I liked it. And it had to do with bad Marguerite, the bane of my life at the Northcote School! Her parents, she told me time and again, never had anything even remotely like wine or beer pass their lips. Her mother went into Renfrew regularly to go to the Women's Temperance Union. I wasn't at all interested in what her mother did. What I was interested in, and in fact what kept me awake at night, was what Marguerite told me could happen to my father if he was ever caught making dandelion wine - he'd go straight to jail! She rhymed off the names of several people I had never heard of, who were at that very moment locked up in Renfrew, serving a good long sentence for making their
own wine and beer. She said she knew for a fact that very likely they would rot in jail and never again see the light of day, all because they made their own homebrew! I could picture my poor father. Probably, they wouldn't even let him change out of his work overalls and into a decent pair of pants before hauling him off. Who would do the chores and plant the crops and get enough wood cut to keep us warm over the winter? I knew I had to go to my sister Audrey and tell her about my anguish over what could happen to our dear father. Audrey said that I wasn't to believe a word of what bad Marguerite said. And when I asked her how she could be so sure, she said because the last time Marguerite's father had been
at our house to talk to Father about running in the last election and was looking for Father's vote, he sat at the very kitchen table we were sitting at; he had a cigar in one hand, and a full glass of dandelion wine in the other! I gave Audrey a big hug, and when Father sent us back out to gather more dandelions, the job didn't seem to be so bad after all. (October 11, 1941-May 16, 2019) Survived by his beloved wife Vivienne (Kwissa), his brothers-in-law Donald Bedford (Christine) and Richard Kwissa (Joan); his nieces Tracy and Tobi Kwissa and their children Emily, Fletcher and Megan, Sophie and Alexander. Predeceased by his parents John and Bertha (Messenger) and his brother Raymond. Howard emigrated from England to Ottawa in September, 1967, just in time to celebrate his 26th birthday in October and enjoy Expo 67 in Montreal. His first year was lived apartment sharing with a friend who was spending Howard’s contributions to their living expenses behind his back and disappeared back to England when found out. As co-signer, Howard had to take on a large debt for which he wasn’t responsible. Luckily for me, he moved in with my family as a boarder “until he could get things sorted out” and we married two and a half years later in 1971. Our first year of married life was spent traveling to British Columbia and back to Ontario while Howard audited the General Tire stores in the western provinces. The New Westminster stay was particularly nice, lasting close to five months. We stayed at a hotel bachelor apartment directly across the street from the store. It was like having our first home and I could look from the 4th floor balcony to see Howard crossing the road. We traded in our first “baby”, a 1967 Pontiac Firebird that had barely got us through the Rocky Mountains from Edmonton, for a 1970 Pontiac GTO muscle car. I think that was always our favourite set of wheels and earned me my only speeding ticket! We bought our first house in the countryside in 1979 and Howard put his enjoyment of reading DIY books to good use in building decks, raised gardens, and creating lovely flower beds. His interests moved more to the indoors when home and work computers evolved. He had a natural skill working on the computer and helping others with work and home projects. Howard and I had always shared a mutual love of music and a large accomplishment on his part was to create the first extensive website on jazz pianist Thelonious Monk. He spent hours and months inputting information as a tribute to the great musician and received much recognition and appreciation for his efforts. It surprised me that eventually he couldn’t go on with the project. I thought it was because other sites on Monk were appearing on the Internet but now I think it was because he was slowly becoming ill. Howard retired from his work with the City of Ottawa, Social Services, in 2007. He described it as being his “last job and his best job”. I thought he would have many years ahead of him to enjoy a well-deserved retirement and that his need to start walking with a cane was just from age and fatigue. We went through several house moves in a short space of time trying to downsize and improve our finances. Howard was one of the brightest people I knew but was suddenly having difficulty keeping the car from drifting to the right when he drove, repeating things I had just said as though they were original thoughts, always saying “I’m just getting old”. It took two years to convince our family doctor that something was wrong. It took the neurologist just a matter of minutes to diagnose the problem as PSP, Progressive Supranuclear Palsy. I think we just looked blank at the diagnosis having never heard of it before but I felt like I had been kicked in the stomach by the words, “I’m very sorry”. I knew then that this was something that couldn’t be fixed and our time remaining would be drastically different. PSP is often misdiagnosed as Parkinson’s Disease. Sadly, there is no cure and as the name says, it’s progressive. It’s main symptoms are loss of balance and falling backward, difficulty looking up and down, eye sensitivity to light, and weakening of the throat muscles leading to pneumonia. Howard battled the disease for eight years but eventually made the choice to let it run its course. His body wasted away and he had no strength left. He spent his last year living at the Hilltop Manor, Merrickville. The staff did their best to keep him as comfortable as possible in his final days and marvelled at how long he held on. I think it was a great unhappiness for both me and them when he let go. Our time together wasn’t always perfect, Papa, but one thing I told you often will always be true: You always were and always will be my very best friend. I will miss you every day. I hope your suffering is over and your spirit is with past family, friends, and the many lovely “critters” that shared our lives. Mary passed away on Tuesday, May 28th, 2019 in Ottawa, at the age of 94 years. Beloved wife of the late Jack Rathwell, Mary was the adored mother of Cynthia, and cherished “Bubby” to Sophia and Sonja Swettenham. She will be missed, as well, by nieces Marlene Vlaanderen and Sharon Nixon. Mary was predeceased by her parents (William Nixon and Charlotte (Miller), brother Hugh (late Evelyn) and, recently, brother Jim (Iris). Born in Peterborough but raised in Perth, Mary maintained a strong connection to the town and fond memories of her youth with her extended family in the Miller, Hutchings and Nixon families, and with close neighbours. She passed on her love of Perth to her family, and inspired each of us with her individualism, determination and devotion. Her family meant the world to her, as she did to them. July 27, 1936 May 28, 2019 After a brief illness, Roy passed away peacefully at Queensway Carleton Hospital on Tuesday, May 28, 2019. Loving husband of the late Esther and good friend to his first wife Patricia. Loving father of Greg (Lisa) and Paul and loving stepfather to Alan and Marnie. Special grandfather to Kyle and Meredith and step-grandfather to Ben, Jackson, and Will. Dear son of the late Roy and Eula Brown and predeceased by his brother Ray (Mare). After completing a Master of Engineering degree at Queen’s University, Roy went to work as a P.Eng. at the Acres firm in Niagara Falls, deciding to work in the field rather than take an offer to complete a PhD in structural engineering at Lehigh University. Over the next 60 years, Roy worked at engineering and structural steel firms in Ottawa, Vancouver, Montreal, Toronto and ultimately, established his own engineering consulting company based in Stratford, Ontario. Over his career, Roy worked on some of the most significant engineering projects across Canada and internationally - including hydroelectric dams, cranes servicing container ports, and countless structures that define the skylines in many cities. He did his good work into his 80s and only retired from engineering in January 2019. Roy, like his brother and his wife, was involved with Rotary in Stratford and was honoured with Rotary’s highest award, the Paul Harris Award. At Roy’s request, and in his typical unassuming manner, there will be no service. A private family gathering on Corn Hill Beach in Cape Cod (Roy’s favourite place) will be convened in the coming weeks. Donations in Roy’s memory can be made to the Canadian Cancer Society. Ann is survived by her loving family, sisters Emma (Walt) Rodway, Bev (Frank) Antle and brother Eric (Ev) Cole and many kind and special nieces and nephews. She will also be missed by her sister-in-law and cousin Peggy Sharp and sister-in-law Marlene Sharp. Predeceased by her mother Hazel (nee Clarke) and father Stephen, big sister Mill (Boyd) Whelan, brothers-in- law Ken Sharp and Don Sharp and sister-in-law Gail Sharp. Ann was born in Victoria, Newfoundland on December 28, 1942. She moved to Toronto at the young age of 17 and began working in banking, where she continued throughout most of her career. She met and married Gord in Toronto in 1964. Work took them to many locations across Canada, finally settling to raise their children in Riverview N.B. After retiring from the CIBC, Ann and Gord moved to Carleton Place to spend time with their family. With their many moves, Ann left special friends all across Canada, from Toronto, Orangeville and Beckwith to New Brunswick, Prince Edward Island and Newfoundland. Many thanks for the special care our Mom received from so many including Dr. Drake, Jessica and the nurses at Bayshore, Marjorie and the staff from the Mills, the UCW ladies, and the team at the Ottawa Civic Medical Day Care Unit that always were so kind to both our parents. Ann was especially thankful to have been such a huge part of her five grandchildren’s lives. She often said she couldn’t believe she was so lucky to be able to do that. She was so very proud of the young adults they have become and the exciting paths that each of them is taking in their lives. Ann was fully aware of the special place that she held in the lives of her grandchildren, children and their partners, as they showed her with their words, their actions, and their time. Her heart was full, and she was so thankful. A Life Celebration will take place July 6. Heather passed away peacefully at the Kingston General Hospital, on Thursday, May 23, 2019, at the age of 78. Heather was predeceased by husband Bill, and parents Jack and Elsie MacSpurren. Also predeceased by siblings Ian, Ed (Connie), Jim, Bruce (Betty), and two infant sisters. Heather retired from the City of Toronto in 1998, after which she moved to Smiths Falls to be closer to niece Jacqui Chisamore, and the families of her brothers Ed and Bruce. Heather was a warm and generous natured woman who loved to care for family. She and her husband opened their home to any family member in need. Heathers’ mother resided with them throughout their marriage, as well as two of Bills’ sisters, and numerous nieces and nephews. Heather was pleased to be able to provide end of life care for her brother Jim. Heather leaves behind a large extended family and will be greatly missed. A private family interment will take place at Glen Oaks Memorial Gardens in Mississauga at a later date.

HITTING GROUND RUNNING Her store opened on July 22, 2018, and "July and August was a zoo," she recalled. It was steady thereafter until January, when things got quiet, bringing to life the quote she heard once that cheese shops make more money in the month leading up to Christmas than they do all year. In part because of the proximity to town hall, Gore Street East, and Stewart Park, "here, we have a steady stream (of people). We've surpassed our targets." Even now, on this spring day, with help behind the counter, "it's been super busy all day ... but that's what we want!" said Salvian. The cheese shop is more than just cheese - it also stocks crackers, olives, and mustards, as well as chocolates. So many things can be paired with the taste of cheese - even food items that may seem unlikely at first, but then, upon closer inspection, seem to make sense. "Honeycomb on a cheese is so good," she said emphatically.
Upstairs, she sells "accoutrements" like cafeteria boards, some of which have a "rustic" wood feel, as they are made by local wood crafter Bill Ryan. She believes that as much as 70 per cent of her products on sale are local, from Hummingbird chocolate from Almonte to sea salt caramel from Merrickville, to Farrell's maple syrup from Stanleyville. "People love local," she said. She hopes to be able to open an online version of her shop soon.
THE BENCH Salvian grew up in Port Dover, Ont., a town she describes as being similar to Perth. She lived in Georgetown, Ont., northwest of Toronto, where her children went to school. She worked for 22 years as a dental consultant. "I was more at the management level, consulting at offices," she said. With only her daughter Alison at home, Salvian began thinking about just
wanting "to live in a smaller town," away from the Greater Toronto Area. Her husband is from Kingston, so they began to explore eastern Ontario. "You drive through Perth and it's like, 'Drool!'" she said excitedly. She remembers sitting on a bench in front of the Toronto Dominion Bank about 10 years ago and promised that "we planned our life (so) that we would live there," she said, little knowing that her future cheese shop would be located just behind the TD Bank. "It was the best decision," she said. And why dive into the world of cheese sales after a working life in the dental field? "My husband and I am big foodies," she said. That was where she came up with the recipe for success, if you will, for "fresh cut cheese where you can try it before you buy it," she said. "(It's) our claim to fame." She said that in the 10 months she has been open, "we've been totally embraced here."

Forget external trade barriers, Meredith Salvian would like to see Canada's internal cheese trade barriers come down. Salvian, owner of The Perth Cheese Shop, at 64 Gore St. E., Unit 2, knows a good cheese when she sees one. And tastes it. And then cuts a sample slice off for a customer. But while the conversation has long been about American milk imports to Canada, and challenges to the supply management system, good luck trying to get "Dragon's Breath" cheese from Nova Scotia here in Ontario. "There are some cheeses now we cannot get," she said, during an interview in her store on the afternoon of Wednesday, May 22. "It's harder to get a cheese (within) Canada. It's really strange ... and yet I can get cheese from France, Spain, the UK." In part, this is because of internal quotas, and other factors such as how cheese is made in different provinces. For example, in Quebec, cheese is made with more "loose" pasteurization and ingredient rules, while in Ontario "it's much more strict, stringent rules." Not that she's hurting from lack of Atlantic cheeses on her shelves. One of her biggest sellers is "The Madawaska," a sheep's milk brie, and Highland blue cheese, both made by the Back Forty Cheese Company, in Mississippi Station. "People get freaked out by the concept of sheep's milk," she said, but, in blind taste tests, most people do not even notice the difference between sheep's milk and cow's milk.
