Demand for cheap rentals outnumbers supply Sam Sopanharith

T

he boom in high-rise buildings in Phnom Penh indicates the robust economic growth of the Kingdom, but this trend does not include the lower-end accommodation where most economic migrants to Phnom Penh rent. “Cheap rental accommodation plays a crucial role in providing appropriate settlements to those hundreds of thousands of people who spend less than US$100 per month for their temporary stays in Phnom Penh,” said Chrek Soknim, deputy director at Vtrust Property Co. The urban population is increasing relentlessly, partly due to migrants from rural parts of Cambodia coming for study and work, as well as foreign expats and visitors. The population is of Phnom Penh is around 1.6 million, although other sources suggest it has hit 2.2 million recently. The latest data indicates the number of factory workers was around 500,000, most of whom come from the provinces to work in Phnom Penh and Kandal province. Soknim said the number of people coming for work and business in Phnom Penh increases every year, and the demand for rental accom-

modation also increases. “But the current supply of cheap rental rooms does not match the demand,” said Soknim, adding that even though there is no clear data, the recent figure of rental accommodations obtained from district reports was around 4,000 units, most of which are rooms that suits one to five persons. Vacancy is often short, less than a week, indicating a high demand for lower-priced rooms and flats. “A tenant leaves his rental room today, and you’ll see a new tenant come to replace him immediately,” said Soknim. An accommodation at $35-$100 per month is often shared by a group of tenants who come for their studies and factory work in Phnom Penh. Phay Veasna, who came from Prey Veng province to pursue his studies at the University of Cambodia rents a 50 square metre room roofed by zinc materials. The rental price is $80 per month. Students are on a limited budget while studying, and sharing a small amount could mean much. He shares $20 each for the total rental fee among his four roommates. “Sometimes, the place is kind of polluted by sound and disturbances, but we have no choice,” said Veasna. turing Ltd, is also renting a small room near her workplace. “Renting a cheap room, I can save a lot, and through this I can support my aged parents and younger sisters and brothers who are still at school,” said Burat. The lower-level rental accommodation should be improved by investing in this subsector. “Investors should study and invest in this business to provide reasonable, secured rental services for lower- and middle-class tenants,” said Soknim. Blocks of lower class rental accom-

modations are usually located nearby industrial sites, factories and universities on the outskirts of Phnom Penh such as Sen Sok, Russey Keo and Mean Chey districts. Decent standards of living for factory workers and labourers are currently mainly out of reach. The lower-class rental accommodations still be around in the future. Initiating provisions of cheap accommodation, Thailand has started establishing public buildings, rather like small, cheap condos to rent to migrant labourers and poorer resi-

dents. This has helped ease housing shortages in Bangkok. The initiatives of servicing proper public or private accommodations in less industrial locations to migrant labourers and lower and middle class people could be a solution to shortages of housing and easing of traffic congestion. Housing development on Cambodian islands not the right time yet Siv Meng

lthough currently there are a lot of development projects for resorts and guesthouses on various islands off Cambodia’s coast, experts say it is not the right time for such developments. Po Eavkong, managing director of Asia Real Estate Cambodia, said the development activities on islands in Cambodia’s sea seem to be quiet, although there has been a lot of activity recently. So far only Song Saa island and Dek Koul island have been successfully developed, while other islands have only incipient projects, such as the massive Koh Puos development project, where recent information says the company developing that area is changing their manager and the design of the development. Po Eavkong said “the de-

velopment on those islands could have potential for the future but if you look at the domestic demand this time, it is not necessary and it is not the right time to develop housing on the islands yet. At present, there are a number of domestic flights to Sihanoukville, but those flights are not broadly available yet, and this is why the area has been unable to attract large developers yet.” Po Eavkong added that development on islands requires a lot of money but if the demand is not adequate, the investors will not take risks. The development is also related to conditions such as security, safety, and infrastructure, power and water system for the living needs of the people. Noun Rithy, the general manager at the Bunna Reality Group stressed that if those islands are resorts that have houses and commercial activities running well, a lot of people will go to live there,

but if there is only housing or resorts, and have no commercial activities, people will not go to live there. He said that “when there is a development with a clear strategic plan, there will be a lot of demand as well and if [you] want to attract a lot of people to live there, that place

must have active commercial activities.” Kuy Vat, president and CEO of VTrust Group said the development on islands will have great potential in the future but it requires the development to have good infrastructure and be well prepared before it can get a lot of

support. “If there are development projects going gradually, it is good because they can start developing relaxing houses and villas gradually, while developing condominiums is not good this time,” he added. He said “if there are only development projects for sale

Ho Vandy, co-chair of TWG, said that more than 30 islands have been granted concession by the government to private companies for development, but there are only a few islands that have been developed, such as Song Saa island, Koh Russey, Dek Koul island, Koh Tonsay and Koh Puos, but construction activities on these islands are not significant yet. He said “it is not time for the development of construction such as condominiums, or villas. It requires a proper time because the people who have a lot of money don’t want to bury their money there. However, I would like to ask investors to comply with the law and do not take the beach to be their own private possession, and even though we want development, we also want the protection of the public interest”, he added.

ingapore’s property auction market began the year on a high note despite the recent cooling measures intro-

duced in the residential sector. According to Colliers International, the auction market recorded a total sales value of S$76.08 million (US$60.34 million) in the first quarter of 2013, up 21.8 per cent compared to last year’s total of S$62.44 million.

The much improved performance was mainly due to the sale of four high-value properties that generated S$70.1 million. “The renewed interest seen in the auction market could be attributed to the continued government curbs in the

residential sector, which has diverted buying interest to the non-residential sectors,” noted Grace Ng, Deputy Managing Director at Colliers. Shophouses received the most interest as they are not affected by the property curbs and offer higher yields. Meanwhile, a Jones Lang LaSalle (JLL) report revealed that non-residential assets dominated the auction scene in the first quarter, contributing S$56.84 million, or 96 per cent of the total sales value.

The industrial sector accounted for S$27.88 million or 47.3 per cent of transactions despite recent regulations, while the retail and residential segments took 37 per cent and 3.6 per cent respectively. “We are seeing an increasing proportion of enquiries for industrial properties coming from occupiers looking to own their premises. Given the huge capital investment required to fit-out the premises, and ever-increasing rents,

these occupiers prefer to own rather than lease to ensure greater business stability. Interest in the auction market for non-residential properties is anticipated to increase in the short term given this limited new supply in the market,” said Mok Sze Sze, head of auctions at JLL. JLL took the lead, capturing around 56 per cent of the auction market share, with the largest deal amounting to $25.6 million.

he garden shed, beloved of writers, musicians, inventors and, in some cases gardeners, doubtless stimulates the creative juices. Novelist Philip Pullman, poet Dylan Thomas, and Pink Floyd’s Roger Waters are among those indebted to these humble, cobwebbed sanctuaries for producing some of their works. Arthur Miller specifically constructed one in his Connecticut garden just to write Death of a Salesman, his most famous play. For others however, the shed is a work of art in itself – a fact celebrated with the 2013 shed of the year competition. Finalists for this prestigious title have now been revealed after almost 14,000 voters took to the internet to whittle down the search, with the winners of eight categories now competing for the crown. The finest examples of what has typically been a male domain include a replica tardis, a cider bar and the inner-city “Eco Bike h00use”. Demonstrating that the shed can no longer be relied on as a place of male refuge, two female “sheddies” also feature in the final. The Queen Emma Galleon, a boatshaped den, modelled on HMS Victory and HMS Warrior, is the work of Clare Kapma-Saunders, from Southampton. With finishing touches including a top deck, rigging, skull and crossbones, a hammock and captain’s quarters, it was voted as winner in the normal shed category Meanwhile Abigail Walker, from

Pangbourne, Berkshire, has drawn influence from a Nissen hut and indulged her love of vintage style to create her fully insultated, corrugated steel den Cabin Habit – winner in the best cabin/summerhouse category. The competition, now in its seventh year and sponsored by – you’ve guessed it – Cuprinol, the woodcare range, attracted 1,975 entries from enthusiastic sheddies, demonstrating that the garden shed is as enduring an institution as it ever was. Indeed, according to recent research, the average Brit spends 72 hours a year, or five months of their lives, in their sheds. History had produced some un-

usual variations on the shed. George Bernard Shaw, for example, built his on a turntable so it could face the sun throughout the day, and inspired him to pen his best known plays, including Pygmalion. This years finalists are just as inventive. Marcus Shields, from Camden Town, north London, won in the best eco shed category with his brighly coloured, sustainable entry, Eco Bike H00se, which houses 11 bikes, has a pretty wildflower roof and recycled yoghurt carton cladding. The best garden office winner was the Nest Design Studio, which has stunning views of Dartmoor and is

used as a workspace by Jonathan Sullivan of Modbury, Devon. Luke Hollingworth, a retired guerrilla artist known as Syd, from Malmesbury, Wiltshire, was a finalist in the 2012 competition and resubmitted The Stencil Shed after working on it for the past year. It features a smiley face optical illusion, a cider bar and a full-sized gorilla and was named as best workshop/studio. Boat Roofed Shed, which won best unique shed, is placed in the Cambrian Mountain range near Machynlleth, in mid Wales. The shed, owned by Alex Holland, has a roof that consists of an upturned

boat, a gas cooker, sink and sound system used for parties. Garry Logan, of Ayrshire, won best pub shed for his 3 Steps Bar, a shed complete with a fruit machine, dartboard, optics, Wi-Fi and Sky Sports. The best Tardis shed was built by David Lifton, from Chelmsford in Essex, for his Doctor Who fan son Rhys in five months. Judges include television presenter Sarah Beeny and designer Kevin McCloud, with the overall winner of the title and £1,000 ($1,600) being announced on 1 July, during “national shed week” – naturally. Phnom Penh was expected to grow gradually in recent years. Now it covers 760 square kilometres with around 2 million people and nine districts; in 1979 it covered only 300 square kilometres. Phnom Penh was first established in 15th century in King Srey Soriyapor’s (Phonha Yat) era, when he decided to abandon Angkor because of constant wars. Having abandoned Angkor, he built another new city in Toul Basan in Srey Sar Chhor province (presently Srey Sonthor

district in Kompong Cham province) for a year, then he moved to build another city along the Chaktomuk river in 1434, which has grown into Phnom Penh now. There were two phases in building a palace in Phnom Penh. First, from 1434-1497, and after that gradually moving to Angkor, Pursat, Borribo, Longvek, and Oudong. Is it safe to acquire land with soft title in Cambodia?

M

ore than half of land parcels occupied by Cambodians are not registered with the national land record, also known as the land register. What is a soft title? A soft title is a document issued by local authorities, being Khum/Sangkat and Srok/Khan, recognising one’s possession and occupation over a non-registered land (and also a house or a flat). This being said, the soft title is, by definition, not a document identifying the ownership over the land, but a fact that the person actually occupies and possesses such land.

This is what makes the difference between the soft title and hard title, which is a document evidencing an ownership right over a land, duly registered at the Land Office, ie in the land register. So is it safe to buy land with soft title? Being only a document evidencing an actual occupation of a land and recognised by only local authorities, the soft title is not recorded in the land register. Therefore, consultation of the land register is not possible to determine the owner of the land or to know whether there exists any encumbrance or any pending court proceedings over the land.

But is it not safe at all to buy a land with soft title? The answer is no. Any transfer of possessory right over the land with soft title needs to be recognised by the local authorities. The local authorities are generally aware of eventual issues related the occupation and possession of the land in their respective jurisdiction. hnom Penh has risen up the rankings of the most expensive cities for foreigners to live in – but from 217th to 213th, according to the latest cost of living research by ECA International. Meanwhile Tokyo has been knocked off the world’s number one spot by Norway’s capital Oslo, and now lies in sixth place. Oslo is followed by the Angolan capital of Luanda, where the goods and services commonly bought by expatriates are difficult to access, and command a hefty premium. Stavanger in Norway, Juba in South Sudan and Moscow in Russia are also now more expensive than Tokyo. The ECA International survey is conducted twice a year, comparing a basket of consumer goods and services commonly purchased by employees in

more than 400 locations worldwide. Within Asia, Japanese cities still dominate the top of the cost of living ranking - four of the region’s top five most expensive locations are found there. Seoul joins them, having jumped from seventh to third most expensive Asian location, and from 29th to 14th globally. Not only have the prices of goods and services there increased at a faster rate than the previous year, but the local currency has also strengthened against other major currencies, pushing up costs there for many international assignees. Beijing (24th globally), Shanghai (26th), Singapore (36th) and Hong Kong (38th) complete the list of the top 10 most expensive locations in Asia. On average, prices of items in ECA’s cost of living basket for Chinese locations have increased little or even seen small decreases this year. As a result, Chinese locations have fallen slightly down the ranking but the on-

going strength of the yuan against major currencies has prevented them from dropping too far. Hong Kong, ranked 38th in the global list and 10th most expensive location in Asia has only seen a slight fall in cost of living. Prices of goods and services in ECA’s cost of living basket have gone up approximately 4 per cent over the year on average there. This is a slightly slower rate of increase than the year before when prices rose 6 per cent on average. With the Hong Kong dollar pegged to a stable US dollar, the cost of living for assignees in the SAR has remained steady. Indian locations continue to be among the region’s cheapest in terms of cost of living for international assignees. New Delhi, ranked in 200th position globally, is followed by Mumbai at 215. Karachi, ranked 256th globally, is the least expensive Asian location for expatriates.
