Metro Vancouver Crime Stoppers
It was exactly 40 years ago this year that Metro Vancouver Crime Stoppers was established. The Crime Stoppers concept was a new idea gaining traction in communities across North America and around the world at that time. It was then-Vancouver Police Chief Bob Stewart who initiated the program locally in 1984.
Today, Metro Vancouver Crime Stoppers covers the Lower Mainland and Fraser Valley, from Powell River to Boston Bar, as a non-profit society and registered charity. Its singular goal is to encourage people who know something about a crime to provide information anonymously so Crime Stoppers can pass it on to police and other enforcement agencies. Rewards of up to $2,000 were offered when Crime Stoppers first started. Today, rewards of up to $5,000 are available for tips that lead to an arrest and charge.
What inspired you to become involved with Metro Vancouver Crime Stoppers, and what continues to motivate you in this role?
Like many others, I had heard of Crime Stoppers and how they take anonymous tips to help solve crimes and make neighborhoods and cities safer. Given my involvement with community groups and local charitable boards such as the SurreyCares Community Foundation, Semiahmoo House Society, and Osteoporosis Canada, I was genuinely interested when the position at Metro Vancouver Crime Stoppers became available.
I was particularly eager to help Crime Stoppers grow. Our police do a terrific job, but they cannot be everywhere. When citizens provide anonymous tips, it supports our police in their work and contributes greatly to the community.
How does Metro Vancouver Crime Stoppers differentiate itself from law enforcement agencies?
Metro Vancouver Crime Stoppers is not the police but a fully independent organization. For every crime, someone somewhere has information but may be reluctant to call the police directly. They might fear being identified in a police investigation or court case, while others may fear reprisal after providing information to the authorities.
Crime Stoppers addresses this by providing a means for individuals to anonymously leave information with Crime Stoppers, so police investigators can still receive information they might not otherwise get.
Can you explain the process of how anonymous tips are collected and shared with authorities?
Crime Stoppers accepts tips in 115 languages, 24/7 by phone at 1-800-222TIPS, through its website SolveCrime.ca, or via the downloadable “P3” app for smartphones. Once a tip is received, it is immediately sent in confidence to the appropriate authorities without any information about who supplied it. Police only want information, not identification. They appreciate receiving valuable information that helps them solve crimes, no matter the source.
What measures are in place to ensure the anonymity of tipsters?
However, our program statistics show that the program remains effective. After 40 years, tips received by Crime Stoppers have led to more than 8,400 arrests in our region and the recovery of half a billion dollars in stolen property, illegal weapons, and drugs.
No tipster has ever been identified or asked to testify in court. Our call centres have no equipment to display any names, phone numbers, or IP addresses, and no website or app metadata is tracked. No phone calls are recorded. The issue of anonymity was tested in a Supreme Court of Canada case, which guaranteed that a tipster’s identity could be withheld from the police. This means Crime Stoppers can be trusted to collect your information without identifying you to anyone.
Can you share a notable success story where an anonymous tip led to a significant breakthrough in a case?
Crime Stoppers guarantees not to pass on any information that could lead to someone being identified, so it cannot discuss specific cases where a tip led to an arrest or the recovery of stolen property.
What types of crimes do Metro Vancouver Crime Stoppers typically receive tips about?
Metro Vancouver Crime Stoppers takes tips on all forms for crime including gang activity and recruitment, illegal guns, illicit drugs, assaults, theft, elder abuse, animal mistreatment and financial crimes to name a few.
How do you collaborate with media partners to raise awareness about unsolved crimes and generate tips?
Media exposure is an important part of Crime Stoppers’ efforts to remind people of the importance of passing on crime information. Each week, details of unsolved crimes and mugshots of some of BC’s most-wanted suspects are shown on television, published in local newspapers, discussed on radio programs, and spread through digital media.
What role does community involvement play in the effectiveness of Metro Vancouver Crime Stoppers?
Community engagement is also crucial to the effectiveness of Crime Stoppers. When residents are engaged and vigilant, the likelihood of criminal activity can decrease, as potential offenders are deterred by the presence of an alert and proactive community.
How do you measure the success and effectiveness of the organization’s efforts?
There are several ways we measure success at Crime Stoppers. First, we look at the numbers: How many tips did we receive, and how many of those tips helped solve a crime or led to an arrest? These are important pieces of data that

help us not only measure success but also show how we’re connecting with the public.
Another significant measure of success is our working relationships with police departments across the Lower Mainland in Metro Vancouver. Our relationships are first-rate and very strong. Police appreciate our help, and we work hard to ensure we’re doing everything we can to get the tips that assist them in their work.

Can you tell us about the founding mission of Moving Forward Family Services and how it has evolved over the years?
I started Moving Forward in 2015, as I was struggling over a 25-year career with seeing so many people needing mental health support, and there not being enough resources to support them. And I observed that our diverse communities especially lacked culturally responsive mental health support. So, I founded Moving Forward as a low barrier counselling service for anyone across Canada needing it. In less than 10 years, we have become one of the busiest counselling non-profits in the country, having provided since our inception nearly one hundred thousand hours of counselling and support services.
What inspired the creation of Moving Forward Family Services, and what primary challenges did you face in the initial stages?
Our mental health care system is marked by silos, bureaucracy, wait lists, short-term services, and individualistic support (instead of looking at individual, family and community needs) – and that doesn’t meet the needs of our communities. I also have noted that such a huge system is slow to change, and thus many keep falling through the gaps.

For years I advocated for more timely, responsive services, but frankly little seemed to change. I realized that while change from inside a system is necessary, it is very reactive and slow, and thus I decided to push for change from outside the traditional systems. I envisioned a more responsive way to support our communities and thus started Moving Forward. I was emboldened by the evidence that called for such changes, but it was a lot of work to begin with –to convince others that systemic change is possible. Now the proof is in the how great an impact we have already had and continue to have.
How does the involvement of supervised students in social work and counselling programs enhance the quality and accessibility of your services?
There is ample research that shows supervised counselling and social work students on practicum have significant positive impacts that are comparable to those in the field – that they have the knowledge, skills and energy to support those who cannot afford private therapy and are not eligible or face long waits for public services. We also have many registered therapists who can offer sliding scale services for anyone who feels their needs would be better met by a more experienced practitioner.
What specific types of counselling and support does Moving Forward Family Services offer to individuals, couples, and families?
We have at any given time 150 student therapists, and 150 registered therapists and social workers who offer sliding scale services, so I am confident that whatever type of therapy a client
(individual, couple, family, group) may need, we can provide.
How do you ensure the confidentiality and safety of your clients, especially with online and telephone counselling?
We use a secured, encrypted video platform and case management program that meets protection of privacy legislation. Our counsellors only have access to their files, they are not able to review any other information, any information shared about a client references a client ID #, not their name – and our email system is also encrypted.
Can you share a success story that highlights the impact of Moving Forward Family Services on the community?
I have heard countless stories from clients who were grateful that we followed up within days of their request, and how grateful they were for the support. A recent email I received expressed gratitude that we were able to provide affordable trauma therapy (for about 1/5 the typical cost) that allowed the client to finally process and work through their traumas. Our interns also often express gratitude for the numerous supports (individual and group supervision) and dozens of training opportunities we offer – all of which prepares them well for their careers.
How do you address the varying needs of different demographics, such as lowincome individuals, couples, and families, in your counselling programs?
We may not be the best fit for everyone, but we offer accessible services in nearly 30 languages, with services provided 7 days per week. We are a truly grassroots
organization; we listen to our client communities in terms of what they need, and what we can do to meet that need.
What role do community partnerships and collaborations play in the success of Moving Forward Family Services?
When I first started in non-profits, I was a little disheartened with the lack of collaboration among agencies –that too often, organizations were too concerned with their ‘territory,’ and less about how to best work with mutual clients. Thankfully those mindsets are changing, as these organizations realize no single sector or group can address the diverse, complex needs of our communities –that we must do it collaboratively.
I deliberately wanted to keep an open mandate, so we can work with anyone who wants to work with us – so if another organization provides counselling and has a wait list, we can help them tackle that wait list, and if they don’t provide counselling, we can complement their services by offering such a service.
How do you train and supervise the students who provide counselling to ensure they deliver high-quality support?
Each intern has one individual supervisor that they meet with weekly; nearly 25 group supervision sessions per week they can attend; two online groups where they can ask general questions (i.e. asking about various resources to best meet client needs), and I am available for consults anytime there is an urgent situation that arises. We also have some of our grads who provide mentorship to new interns.
How do you handle the financial aspects of providing such lowcost and free services while maintaining the quality of care?
We are not funded by the government sectors responsible for publicly funded counselling (though do receive support from some level of local, provincial and federal governments, for which we are grateful) – despite having provided tens of thousands of hours of counselling to clients referred by these sectors. While I will continue to advocate for a more equitable system, I also appreciate being able to operate outside the traditional bureaucracies and silos inherent in those systems.
When I started, I had no funds: so, I had to be creative in terms of keeping costs low. I developed a lean operation which minimized costs, allowing us to direct as much of whatever funds we have towards direct services. We do ask clients to pay, even just a nominal fee, if they are able to do so (though no one will be turned away based on their financial circumstances).
The support from the community is integral: donations have allowed us to continue to expand, allowing us to offer services to anyone across the country. As a registered charity, we can issue tax receipts for donations.
As the Director, what are your key priorities and goals for Moving Forward Family Services in the near future?
Expansion: while we have gone a long way in meeting the needs of BC residents, I know the need is great everywhere, and so we can make a difference in the lives of Canadian residents beyond BC. I also look forward to working with the business community – ultimately if we can address the mental health needs of their employees, they would see a massive increase in productivity and a more content workforce, thus strengthening their business and increasing their revenues.
What motivates you personally to lead an organization dedicated to providing
affordable counselling services?
I’ve been doing this for a while and have continued to see massive gaps in services. Frankly at times I felt like a mouse in a wheel, working hard but not getting anywhere in terms of making an impact on the lives of the clients I worked with. I knew many of my colleagues felt the same way and I was motivated (and emboldened by evidence overwhelmingly calling for massive changes to our mental health systems) to start Moving Forward. I say often that people care, but systems don’t, and we need to ensure we are centering on people’s needs – not on system needs.
I don’t think we can expect the same systems that were in place when the gaps developed and grew to address those gaps – we need creative, innovative solutions – and Moving Forward is testament to the importance of thinking outside the box.
How do you measure the success and impact of the services provided by Moving Forward Family Services, and what metrics do you use?
We have a database that gathers statistics like number of sessions provided, client gender, age: these stats speak to the sheer volume of services we provide. We also use scales that measure client progress during the time they are in therapy, as well as client feedback.

Can you share a brief history of Dixon Transition Society and its founding mission?
On January 3, 1973, a committee in Burnaby recognized the need for safe housing for women and children fleeing domestic violence. Partnering with Deer Lake United Church, they began providing temporary refuge. Marguerite Dixon, Wenda Erickson, and Linda Fogleberg proposed merging their organizations to secure emergency housing, leading to the opening of Dixon House in 1982 and Wenda’s Place Second Stage Housing in 1994.

support system, offering services such as counselling and wraparound care. While adapting to community needs, Dixon Transition Society’s mission has remained focused on raising awareness of domestic violence and providing a continuum of safe housing and support for affected women and children.
How has the approach to supporting women and children affected by domestic violence evolved since the Society’s inception in 1973?
Dixon Transition Society has over 50 years of experience in serving women and their children fleeing violence in our local Burnaby
community. Since our inception, we have evolved from solely offering emergency shelter to providing comprehensive support for women and their children affected by domestic violence. We take a holistic approach to serving women and their children through traumainformed wraparound services such as Housing Outreach, Women’s Support, Family Counselling, Child Therapy, Stopping the Violence (STV) Counselling, Child Support Programs, Equity in Education Programs, Healing Circle Indigenous Programs, Outreach Services, Food Security Programs, and various subsidies including housing subsidies.
What specific services and programs does Dixon Transition Society offer to those in need?
We provide three stages of transitional housing: Dixon House, Wenda’s Place Second Stage Housing, and Third Stage Housing. Women and children in our care can access family counselling, Stopping the Violence (STV) Counselling, children’s programs, and Sustaining Women’s Success initiatives, forming a comprehensive continuum of care.
Dixon House is a ten-bed emergency home where women, children, and pets can stay for up to 30 days, receiving 24/7 unconditional support. Wenda’s Place offers individual units for up to two years, with professional staff supporting women in achieving their goals and developing independent living skills. Our Third Stage Housing provides safe, affordable options for those ready to live more independently, with access to staff support at any time.
We offer free family counselling for adults and adolescents, as well as STV Counselling for women over 19 who have experienced violence. Our workshops empower women with skills in financial literacy, resume building, self-defense, and more.
Recognizing the needs of children,
we provide Child Support Workers in both Dixon House and Wenda’s Place. Children can participate in activities like arts and crafts, baking, and outdoor play, while receiving help with school enrollment and homework.
How do you collaborate with other organizations and community partners to enhance the support provided to your clients?
Dixon Transition Society collaborates with various organizations and partners within the community to enhance the support provided to clients. We work closely with local social services such as legal aid and employment agencies, as well as housing providers, educational support systems, and community outreach programs to provide comprehensive, wraparound support to clients. Dixon Transition Society often collaborates with the Network to Eliminate Violence in Relationships (NEVR), which is comprised of 45 agencies with similar values and missions. We are also in close connection with other local transition homes whom we will refer to if our housing programs are at capacity as well as Lower Mainland Multicultural Family Support Services. Dixon Transition Society’s main funding partners include BC Housing and The City of Burnaby.
What are some of the key challenges Dixon Transition Society faces in providing support and housing for victims of domestic violence?
In the last ten years, Dixon Transition Society has served 6,209 women and children fleeing domestic violence, conducting 13,032 counselling sessions and 3,583 workshops. However, we had to turn away 2,950 women and children last year alone due to lack of space—a staggering 80% increase from 2021. Recognizing the increasing demand for our essential services, we are collaborating with BC Housing and the City of Burnaby to develop 18 new units of Second Stage Housing to support more women and children in need.
Canada has faced a housing crisis for over a decade, resulting in limited availability and delays in securing housing for those fleeing violence. The COVID-19 pandemic further exacerbated this issue, leading to a rise in gender-based violence as many women were isolated with their abuser. Despite unprecedented demand, Dixon Transition Society has remained open, receiving 8,448 calls for space since the pandemic began. The ‘shadow pandemic’ has highlighted the urgent need for our services across the country.
Can you share a success story that illustrates the positive impact of Dixon
Dixon Transition Society has received an abundance of positive feedback regarding the impact that we have made on the community, and most importantly, on the women and children that come through our doors. Here are some success stories that illustrate this positive impact:
What steps does Dixon Transition Society take to support children who have been exposed to domestic violence?
In Canada, between 85,000 and 362,000 children witness or experience family violence each year, leading to severe developmental issues that can last into adulthood. Many women seeking shelter at Dixon Transition Society are mothers, and our children’s programs reassure them they are not alone in their parenting journey.
We offer services that allow children to just be kids during stressful times. Both Dixon House and Wenda’s Place employ Child Support Workers who assist children and provide childminding for mothers. Both facilities provide ample space with toys, books, and crafts for children to learn and play.
How can the community get involved in supporting the work of Dixon Transition Society?
The community can get involved in supporting Dixon Transition Society in several meaningful ways. As a nonprofit organization, we rely on donations and fundraising efforts to help generate essential financial resources, allowing us to expand and enhance our services. Community members volunteering their time and efforts into assisting with our services is invaluable to us, as the community plays a critical role in helping Dixon Transition Society provide lifechanging support to women and their children affected by domestic violence.
We are in continuous need of master gardeners, Christmas gift wrappers, tutors and mentors, grocery shoppers, clothing boutique organizers, and hair stylists for the women and children. Volunteers may also serve as knowledge philanthropists by hosting workshops on different topics for our clients. As the Executive Director, what are your key priorities and goals for Dixon Transition Society in the coming years?
My key priorities for Dixon Transition Society include enhancing support services by expanding emergency shelters and transitional housing, ensuring accessibility for diverse women and children. I aim to diversify revenue streams through grants, donations, and fundraising for financial stability and sustainability. I’m passionate about raising public awareness on domestic violence to reduce stigma and encourage community involvement.
Our strategic plan, developed with our Board, staff, and stakeholders, focuses on three priorities: expanding transitional housing, nurturing a positive culture for staff and clients, and growing programs through partnerships. I strive to promote self-sufficiency for clients by developing programs centered on Sustaining Women’s Success and education, empowering survivors to build independent lives and create safer spaces for women and children in our community.
What inspires you personally to continue working in this challenging and important field?
Working to help women and children escape violence is both challenging and rewarding. I draw inspiration from my mom, my kids, Himanshu, Johun, our board, and colleagues. My goal is to lead Dixon Transition Society in creating a healthy, safe, and engaging environment that motivates others to join our movement for change. The resilience of those we serve highlights the importance of our work and drives me to contribute to safer spaces and empower individuals to rebuild their lives.

Recognizing First Responders and the Fight Against PTSD
In the face of immense pressures, first responders often carry the weight of traumatic experiences, yet their silent battles with post-traumatic stress disorder (PTSD) can go unnoticed. Driven by a deep sense of gratitude for those who serve on the frontlines, Ms. Shanjeelin Dwivedi founded The Dwivedi Foundation. Through this interview, Ms. Dwivedi shares the story behind the foundation’s inception, its milestones, and its mission to create lasting change in the lives of first responders.
What inspired you to establish The Dwivedi Foundation and focus on supporting first responders with PTSD?
The inspiration to establish The Dwivedi Foundation stemmed from a family dinner conversation as a result of learning about the tragic loss of a member of the Abbotsford Police Department who was responding to a 911 call. The conversation highlighted the lack of appreciation that first responders often face despite their dedication to helping others in challenging
situations. Mr. Anish Dwivedi, founder and President of the Dwivedi Foundation, posed the question, “So what are we going to do about it?” This sparked the idea to create a platform that would honour first responders. Additionally, the foundation has the objective of raising awareness about the many hardships faced by first responders, specifically posttraumatic stress disorder(PTSD). The foundation’s establishment ultimately led to the foundation’s first annual appreciation gala in 2018.
Can you share some of the key milestones or achievements of the foundation since its inception?
Since its inception, The Dwivedi Foundation has achieved several key milestones. The first major achievement was the successful organization of the inaugural appreciation gala, which saw support from prominent figures like Deputy Chief Paulette Freill and Inspector Casey Vinnet of the Abbotsford Police Department. Another significant milestone was the involvement of Staff Sgt.
Jet Sunner of the Richmond RCMP. He shared his personal experiences with PTSD and set a precedent for others to open up, thereby fostering a supportive environment for first responders. The most recent gala was attended by over 500 uniformed officers, including Police and Fire Chiefs from several different detachments. The foundation has also garnered recognition from the community and continues to grow in its mission to honour and support those who serve on the front lines.
How do you envision the role of The Dwivedi Foundation evolving in the coming years?
In the coming years, The Dwivedi Foundation envisions expanding its reach and impact by continuing to create awareness around PTSD among first responders and advocating for their mental health. The foundation aims to build stronger partnerships with law enforcement agencies, healthcare professionals, and community organizations to enhance support systems for first responders. Additionally, there are plans to increase the scale and frequency of events like the annual appreciation gala to ensure more first responders are recognized for their service. Ultimately, the foundation hopes to play a pivotal role in shifting societal perspectives and ensuring that first responders receive the appreciation and support they deserve.

Manjit Singh Lit’s remarkable journey began in a small village near Jalandhar, India, where he nurtured big dreams of moving to London. In 1967, he immigrated to the UK against his father’s wishes, who hoped Manjit would serve his country. However, Manjit believed he could contribute more to society by first establishing himself. Starting from humble beginnings in a factory, he transitioned to owning a small corner shop in Southall, where he honed his business acumen and passion for entrepreneurship.
Over the years, he successfully developed a thriving property development business in London, marking the beginning of his philanthropic journey. Inspired by the teachings of Sikhi, he and his wife, Surinder Kaur (Chindo), began donating to religious organizations and charitable causes, aiming to fulfill his father’s wish to serve the community.
A New Chapter in Canada
In 2010, seeking new opportunities, Manjit moved to Canada and founded Litco Investments Corporation, focusing
on the burgeoning real estate market in the Lower Mainland. Since then, he has made significant contributions to the BC community, supporting organizations like the BC Cancer Society, Global Village Foundation, and KidsPlay Foundation.
Through his philanthropic efforts, Lit aims not only to provide financial support but also to inspire others to contribute. He launched a dollar-for-dollar matching campaign for both the PAHF and Surrey Memorial Hospital Foundation, successfully raising over $200,000 for each institution. Collectively, these initiatives have
helped raise nearly $1 million for local charities since last year, showcasing Lit’s dedication to fostering a culture of giving within the community.

Before immigrating to Canada, he served on the national board of Indo-Canadian Business Chamber (ICBC) for several years and as its National President for two consecutive years. Upon his move to Canada, he started Savkur International Agencies, a bilateral trade organization, and continues to lobby to strengthen trade ties through the BC India Business Network (BCIBN) of which he is the Founder Director, in 2015 and is currently the President Emeritus.
Vivek immigrated to Canada on 7th October 2007 as a Permanent Resident and is today a proud Canadian Citizen.
In India he was a very successful businessman with business ties across the Globe in the sectors of Textiles, Fiber Optics, Packaging, Automotive, High Tech Plastic Technology, and Textile Machinery. International Trade & Marketing was his forte.
Vivek is a top advisor for Canadian government agencies to do business with Indian companies. In fact, he helped the BC Government in bringing the Times of India Film Awards to Vancouver in 2013 and was awarded the prestigious Queen Elizabeth II Diamond Jubilee Medal in 2013 by the
Governor General of Canada, the Right Honourable David Johnston. Dr. Vivek Savkur was also awarded the King Charles III Coronation Medal on 27th August 2024, by the Lt. Governor of British Columbia, Honourable Janet Austin and the Premier of British Columbia, Honourable David Eby, for his service and dedication to his peers, community and Canada / British Columbia. He was also on the Board of Luke 15 House, a Recovery Home in Surrey.
Vivek became the Resident Director of the Indo-Canadian Business Chamber in 2007, the Director of the Hope for Orphans Society in 2009, which looks after and educates
about 500 orphan girl children from Kinder Garden to PHD level. A member of the Simon Fraser University India Advisory Council since 2013 and is currently on the Steering Committee of Trinity Western University, is also the Chair of the Board of Advisors of the Pacific Link College. He currently sits on the Board of the Vancouver International South Asian Film Festival. As a Board Member of the Indian Automotive Racing Club, he helped organize the first and second Himalayan car rallies, the first of its kind along with two international Motor Car and two Motor bike races in Mumbai. Vivek was also an observer from India at the internationally famous East African Safari Rally, Nairobi, Kenya.
He was the Chairman Emeritus of the Canada India Education Council (Western Canada Chapter), an independent, national, not-for-profit, membership-based organization established to operate exclusively within the burgeoning Canada-India education corridor. The organization helps institutions, agents, and students to strategically position themselves in an increasingly fierce and competitive international environment. Combining corporate governance with the benefits of a public-private partnership, CIEC advocates for agencies, education consultants and advisors to develop a methodology that is financially sustainable and representative of academic excellence.
On 6th May 2022, Vivek was Awarded the “Global Leadership Award”, by the Global Emerging Leadership Programs (GELP) named “Nothe Waste” which means “a person who is kind, humble, honouring of others, respectful of all relations, human and beyond”. He was awarded Honorary Doctorate (Honoris Causa) by The Trinity Western University on April 29, 2023.
What advice would you give your younger self?
Increase your general knowledge and be aware of what is happening in your environment. And for youngsters out there – find a mentor. From a very young age, I was lucky enough to have mentors who were very strong businesspeople – one of the country’s wealthiest men was in my circle. This is why I like to involve others, especially youth, into my community initiatives. Strong advice to the youth is to respect Elders, help the downtrodden in
our society and to assist many who are needy and in trouble in whatever way possible.
What does the future look like?
Making connections and continuing to work hard. I don’t think retirement is for me.
Community & Social Service: Not a single day passes without someone or the other from India, Canada and other countries contacting me for all kind of help, assistance and advice. Almost a “round the clock service”.

Throughout his tenure, A/Chief Leeson has held various key positions, including Inspector in Charge of Investigations and Patrol, and Superintendent responsible for frontline, investigative, and community policing within Delta. A seasoned leader, A/Chief Leeson has played a pivotal role in many of Delta’s significant investigations since 2000. His credentials include being an Accredited Major Case Team Commander and a member of the E Division Major Case Management Committee. He is also a Gold Commander for public order incidents.

The South Asian Legal Clinic of BC (SALCBC) was founded by eight local South Asian women lawyers to address gaps in access to justice for South Asian clients. As BC’s first ethno-legal clinic, SALCBC aims to provide culturally sensitive legal advice and information to those facing barriers in navigating the justice system. Committed to improving access to justice, the clinic operates with an equitybased approach grounded in intersectional feminism and antioppressive values.
The inaugural board of the South Asian Legal Clinic of BC (SALCBC) consisted of eight founders: Meena Dhillon, Tina Prabhakar, Krisha Dhaliwal, Laila Rana, Kamaljit Lehal, Gurpreet Kang, Guida Heer, and Dr. Ruby Dhand. They recognized that many in the South Asian community lacked understanding of the Canadian justice system, human rights, and the Charter of Rights and Freedoms. People often sought legal advice through social circles instead of connecting with specialized lawyers, and there
were no ethno-legal services in BC, unlike in Ontario.
Our founding board members began working together to create SALCBC in 2016, including a thorough needs survey of community-serving stakeholders and agencies, which confirmed the need for a legal resource like ours and informed our plans. The feedback showed a strong need and support for SALCBC.
The legal services SALCBC is offering
At SALCBC, we offer various legal services and resources in family law, child protection, employment law, human rights law, tenancy, small claims, ICBC – Civil Resolution Tribunal (CRT) matters, and intimate images claims.
•Legal Summary Advice: We provide 30 minutes of free legal advice to South Asian clients.
•Unbundled Legal Services: We assist with specific legal tasks like drafting a divorce application, demand letters, preparing legal
applications, or supporting claims with the CRT or ICBC adjusters.
•Family Law Legal Services: For clients that qualify we are now accepting family law cases based out of Surrey Provincial Court.
•New - Advocate Legal Services: Our two non-lawyer advocates assist with applications for CPP, Old Age Security, MSP fee disputes, Income Assistance, Disability, Tenancy, Employment Insurance, Canadian Dental Plan, and court support for gender-based violence cases.
•Legal Education: We offer free workshops on Family Law, Employment Law, Anti-Racism, Youth Justice, Child Protection, and issues for International Students.
•Legal Resources: Pamphlets, handbooks, and information videos are available on our website, YouTube, and TikTok in English, Hindi, Punjabi. Arabic and Farsi coming soon.

SALCBC’s growth since it began offering services in September 2019
SALCBC began in 2019 with a weekly in-person clinic. During the pandemic, virtual appointments expanded our reach across BC, leading to legal information sessions in collaboration with community partners. We focus on filling service gaps for South Asians rather than duplicating existing resources. In January 2024, we opened our first physical space and have grown rapidly due to high demand in the community.

We have many success stories that motivate our work, including: assisting women in family law proceedings by clarifying their legal rights, providing wills and estate planning advice to ensure their wishes are respected, advocating for South Asians in
employment law and human rights protections, and working to improve pathways to permanent residency for migrants in precarious immigration statuses.
Challenges our clinic faces in providing legal services to the South Asian community
As a non-profit organization, SALCBC relies on grants for funding and appreciates the support from our funders. We are actively seeking additional funding to meet growing demand and ensure long-term sustainability. Currently, we cannot cover filing fees or disbursements for clients, but we aim to develop a fund to address this need and increase our physical presence in courthouses serving large South Asian populations in BC.

The Gift of Sight Project by Yogesh Bhatia
Ankima Jain, a manager at Infosys in the U.S., found a new purpose during a personal crisis while volunteering with the Gift of Sight project in Vrindavan in November 2023. Her experience profoundly impacted her life. She recounts meeting a widow on the verge of blindness who regained her sight after surgeries funded by the project. Inspired, Ankima became a permanent volunteer with the Friends for Cause Foundation (FFCF), an initiative that has transformed thousands of lives.
The Gift of Sight project, started by Yogesh Bhatia in 2011, has provided over 10,000 cataract surgeries and distributed more than 50,000 pairs of eyeglasses, primarily benefiting impoverished communities in North India. In 2023 alone, the initiative facilitated 3,038 surgeries across 14 locations, collaborating with Dr. Shroff Charity Eye Hospital and local doctors. This project, deeply rooted in spirituality, ensures that no one is
left behind.
Ankima met Yogesh through a mutual friend and was inspired by his dedication. The project was born from personal tragedy—the loss of Yogesh’s brother, Lt. Col. Nitin Bhatia. FALL INTO HEALTH Wellness tips on staying healthy during the fall
As the leaves change and the air becomes crisper, fall is the perfect time to slow down and embrace the different seasons. This change in season also comes with a change in health and well-being. The colder months can disrupt our routines and make us more susceptible to catching a cold or flu. This article outlines ways to stay healthy and active during the fall!
Nutrition
During cold and flu season it’s important to eat lots of fresh produce loaded with vitamins, minerals, and antioxidants to help strengthen your immune
system. Eating seasonal fruits and vegetables is not only fresher (and less expensive) but more nutrientdense than out-of-season produce.
Seasonal foods include apples, pears, pumpkins, squash, sweet potatoes, and dark leafy greens.
Hydration is also very important for health. It’s easy to remember to drink water when it’s hot outside but it’s also important to stay hydrated during the colder months. A good rule of time is to drink half your body weight in ounces of water. For example, if someone weighs 150lbs, they should aim to
drink 75oz of water.
Exercise
It’s easy to get outdoors when the weather is warmer but getting fresh air and sun exposure is a great way to keep your mind and body healthy all year long! Consider adding a few more layers and continue getting outdoors as much as you can, even if it’s just for 10 minutes!
Another great tip is to work “exercise snacks” into your day. Exercise snacks are short bursts of exercise that when added up, keep you healthy and fit! Body weight exercises like jumping jacks, push-
ups, jogging on the spot, and squats are examples of exercise snacks that can be done anywhere! The best part? Exercise snacks can be as little as 20 seconds! The goal is to just get your heart rate up and get your body moving. Try to do as many exercise snacks as you can a day but of course, something is better than nothing!
Sleep
In addition to eating nutritious foods, drinking lots of water, and getting regular exercise, you can support your immunity this fall by prioritizing sleep. Lack of good quality sleep can negatively affect your immune system, making you more likely to get sick after being exposed to a virus like the common cold. Your body does most of its restoring when you’re asleep. Consistent sleep strengthens your immune system allowing for it to protect you during cold and flu season.
To optimize your health, aim for
7 to 9 hours of quality sleep most nights and be consistent with the times you go to bed and wake up each day. If you struggle with getting a good night’s sleep, avoid electronics and bright lights at least 30 minutes before bed, and avoid caffeine at least 6 hours before you want to be asleep. By prioritizing your health through diet, movement, and sleep, you can embrace the beauty of the seasons changing while staying healthy this fall.

Here’s an easy and delicious recipe to prepare Zarda Chawal at home:
A few drops of rose water or kewra water (optional)
Instructions:
Zarda Chawal
Rinse the rice: Wash 1 cup of basmati rice thoroughly under running water until the water runs clear to remove excess starch. Soak the rice in water for 30 minutes, then drain.
Cook the rice: Bring 2 cups of water to a boil in a large pot. Add the soaked rice and cook it on medium heat until the rice is 90% cooked (still slightly firm). Drain any excess water and set the rice aside.
Heat ghee: In a large pan, heat 2 tablespoons of ghee over medium heat. Once hot, add 2-3 cardamom pods and 2-3 cloves. Sauté for a minute until fragrant.
Add sugar: Add 3/4 cup sugar to the pan, along with 1/4 cup water. Stir until the sugar dissolves completely and turns into a syrup.
Add saffron and food color: If using saffron, add the saffron milk to the sugar syrup at this stage. You can also add a few drops of yellow food coloring for a more vibrant color.
Mix in the rice: Gently add the cooked rice to the sugar syrup. Stir carefully to coat all the rice grains with the syrup. Be gentle to avoid breaking the rice.
Steam cook: Cover the pan with a tight-fitting lid, reduce the heat to low, and let the rice steam for 8-10 minutes until it absorbs the syrup and becomes soft and fluffy. You can place a heavy object (like a flat pan) on top of the lid to trap the steam.
Toast the nuts and raisins: While the rice is steaming, heat 1 tablespoon of ghee in a small pan. Lightly fry the chopped nuts (almonds, cashews, pistachios) and raisins until they are golden and fragrant.

charities. Since then, there has been no looking back. I started raising funds by creating beautiful art pieces using recyclable materials under the name “Tavisha’s Helping Hands.” With every passing year, my efforts to raise funds and donate to different charities have only increased.
I started off by creating pen and pencil holders out of recycled tin cans, eventually adding selfwatering planters, Flower vases, Pop can lanterns, and coloured bottles with fairy lights to name a few. With more traction, I was
able to collect refundable bottles and cans from people in and around my community. I also did several samosa sales to help fundraise for my campaigns. These drives helped me to spread the word about my current projects and meet new people in the community.
Being so welcomed and encouraged by my community is the essence of what being Canadian means to me. No matter where I went, there was always some sort of support. It was not monetary or physical support all the time, but there was a strong sense of encouragement.
Even when I was faced with criticism, there were a surreal amount of people, essentially strangers to me, who got together to support me and my cause. By doing this they supported all those who were directly affected by my donations and work. No matter what I do, I know that there will always be people looking out for my work. This gives me the reassurance to continue even when faced with adversity.
Not only do I have support, but the community is kind enough to honour me with recognition and awards. There have been many such as the Surrey Board of Trade 25 under 25, the Drishti Award, the Soroptimist Violet Richardson Award, The Top Honor Youth Volunteer Award Surrey Now-Leader Award, among others. My most memorable was the Princess Diana Award from the UK. This is such an incredible honour, not expressible in words. Princess Diana was one of the most influential people to exist, and being recognized and awarded by her organization is beyond encouraging and reassuring that what I’m doing matters not only to people near me, but my efforts are great enough to be recognized across the world. After receiving this honour, I have been
even more motivated to keep pursuing my philanthropy work.
Currently, my projects consist mostly of bottle drives. There are several individuals and families that regularly provide recyclables. This is a great way to consistently raise funds for campaigns throughout the year. Advocating for the environment and climate change has always been the core of Tavisha’s Helping Hands. It is the major reason that I started to pursue community work. This means so much to me because we have already done so much irreparable damage to the planet, we are falling behind on making mends to the environment. I’m hopeful that people of all ages and from all parts of the world will reflect on their habits and behaviours that are potentially detrimental to the well-being of the world. Reparing the world is not a one person mission, every individual has to make changes and play an active part in making a difference. This can be done in several ways, such as walking or biking to work
or school, composting and throwing away garbage in its appropriate bins so it can be disposed of properly. People can also try and limit their one-time use products. Making a big change is difficult, but making small changes is easy. If the whole world gets together to make small changes, we can make a big impact.
I aspire to pursue a career in law and ultimately become a judge, driven by a passion for justice and a commitment to making a meaningful impact in my community. Working in the community has exposed me to many social issues that have bothered me. I hope having some sort of position in the judiciary system, I will be able to tackle these issues. I believe that the legal system plays a crucial role in shaping a fair and equitable society, and I am eager to contribute to this through a judicial role. As a judge, I would have the platform to ensure that justice is served and that the rights of all individuals are respected and upheld. Additionally, I want to use my influence to advocate for greater environmental consciousness and more compassionate treatment of one another within our community. I envision a community where people are not only aware of their ecological footprint but also actively engaged in sustainable practices. Equally, I hope to foster a culture of empathy and respect, where everyone feels valued and understood. Through my legal career, I aim to champion these causes and inspire others to join me in creating a more just and compassionate world.
Sergeant Harvey Sidhu joined the Delta Police Department (DPD) in 2002, bringing with him a strong sense of civic pride and duty shaped by his upbringing in Grand Forks, BC. This sense of duty was further reinforced by a family legacy of public service: Sgt. Sidhu’s late father, Mr. Baljindar Sidhu, served 17 years in the Indian Navy, and his grandfathers were members of the Indian Army and Police. Sgt. Sidhu is currently in charge of the Traffic Section and District Community Police Offices (DCPOs). He has enhanced the Traffic Section by aligning responsiveness to community needs with road safety education, investigative efforts, and enforcement initiatives. His innovative approach includes the integration of skilled collision analysts and investigators, commercial vehicle inspectors, drug and firearm interdiction police dogs, and teams dedicated to covert enforcement against impaired and prohibited drivers, as well as teams targeting dangerous driving at high-collision locations. Under Sgt. Sidhu’s leadership, the Traffic Section has achieved
significant results: fatal collisions have decreased by 100% from 2022 to 2024 year-to-date, and serious injuries from collisions have been reduced by over 50% during the same period. These achievements underscore his commitment to community engagement and intelligence-led enforcement initiatives.
Sgt. Sidhu also oversees the District Community Police Offices, which are essential to DPD’s community policing model. He leads a team of over 200 volunteers who assist in DPD’s community outreach efforts, including education on road safety.
In alignment with DPD’s communityfirst policing approach, Sgt. Sidhu prioritizes continuous engagement with the community, addressing their concerns through meaningful action and feedback. Trailblazer Award
Superintendent Lavinder Singh Mangat, a trailblazer in BC policing, is Surrey Police Service’s (SPS) first South Asian Superintendent, and the most senior ranking South Asian police officer at SPS. After spending five years working in Provincial Corrections, Supt. Mangat started his policing career with the RCMP in 1999, where he rose to the rank of Inspector before joining SPS in March of 2021, where he was promoted to Superintendent – Support Services Bureau.
As a member of the RCMP, Supt. Mangat began his policing career at the White Rock Detachment, then moved to the Surrey RCMP detachment, and then to a variety of other sections, including Financial Crime, Counterfeit Enforcement, Border Integrity, Integrated Homicide Investigative Team (IHIT), Major Fraud, Emergency Planning, and Federal Serious and Organized Crime.

As Superintendent of Support Services at SPS, Supt. Mangat was in charge of the Training Section, Departmental Security Section, and Corporate Services Section. In this role, Supt. Mangat guided teams in developing the programs and mandates that have supported the deployment of hundreds of SPS officers into policing operations in Surrey. Recently, Supt Mangat joined the Community Policing Bureau as the Officer in Charge of the Community Policing Support Division. He now oversees youth and community engagement programs, crisis intervention and prevention, SPS project teams, and community safety and wellness. As part of his role overseeing community engagement, Supt. Mangat and his team successfully delivered SPS’s first ever week-long free soccer camp.

Harry Bains has left an indelible mark on British Columbia as a long-serving public servant and labor rights advocate.
