Veterans' Aid and Attendance benefit by Edward E. Hawkins, Attorney-at-Law
T
he Veterans Administration offers a special pension with Aid and Attendance (A&A) benefits. This special pension allows Veterans and their surviving spouses, who require the regular attendance of another person to assist in the “activities of daily living,” to receive additional monetary benefits. It also includes individuals who are blind or residing in a nursing home because of mental or physical incapacity. Aid and Attendance can help pay for in-home care, an independent living facility, an assisted living facility or a nursing home. For 2014, a married Veteran is eligible for up to $2,085 per month, while a surviving spouse is eligible for up to $1,130 per month. There are increases each year for cost of living. QUALIFICATIONS (a) Veterans must have served at least one day during a period of war, but are allowed to have served anywhere, even stateside.

If you or a loved find these questions to be more and more a part of your life I have three tips to help you celebrate Better Hearing Month. Tip number one is simple; have your hearing tested. Tip number two is to protect the hearing you have, and tip number three is to try hearing aids if your hearing loss calls for it. Better hearing begins with a simple understanding of our own hearing. I recommend getting a hearing test annually or at worst every other year. Many hearing aid centers don’t charge for a hearing screening and they’ll tell you whether you have a hearing loss and if hearing aids will work for you. Problems not treatable with hearing aids will be referred out to someone else who can help. A hearing test is step one on the path to better hearing. Not only do we need to know about our hearing, we need to protect it. Whether we have a hearing loss or not protecting our hearing is a high priority. Hearing loss from noise exposure is all too common and, unfortunately, irreversible. Everyone knows that a rock concert can damage your ears, but things as simple as mowing the lawn, listening to an iPod or riding a motorcycle can cause long-term damage. Ear protection is another simple fix. Inexpensive ear protection is readily available while more advanced custom ear protection can be had at hearing aid centers and similar offices. Whatever the choice, using hearing protection is vital to maintaining healthy hearing. When tests determine that amplification is necessary, the sooner we get help the better. As with any medical problem the sooner hearing loss is treated the better the outcome. Our brains process the
and needs assistance with at least two “activities of daily living” (ADL’s). The ADL’s are the following: eating, dressing, bathing, getting out of bed or chair and toileting. (e) The veteran must have less than $80,000 in assets. However, the VA can set the amount wherever the claims officer determines is appropriate below the $80,000 figure. It will be based on the amount of un-reimbursed medical expenses, life expectancy and the amount of assets deemed required by VA. (f ) The home and vehicles are not counted. The VA regulations state that even if the Vet is not living in the home, the home is exempt. However, in practice, VA representatives have taken a hardline approach when the house in no longer occupied and transfer of the home to an irrevocable trust is recommended. (g) Unlike Medi-Cal, IRA’s are counted as assets for Aid and Attendance

sounds we hear and if our auditory system is failing on some level then our brain is missing out on needed stimulation. The longer we go missing those sounds the more difficult they are to pick up when amplified later. Hearing aids are but one option for amplification, but they are by far the most common. There was a time when hearing aids wouldn’t work for all hearing losses, but that is not the case anymore. Hearing aids can fit most hearing losses these days when properly programmed. The key is to find a competent professional who knows how to fit your specific loss and is truly an “expert” in the aids that he/ she is fitting. I’ve seen very good hearing aids fit very poorly simply because the fitter wasn’t familiar with the hearing aid. When it comes to hearing we really “don’t know what we got til it’s gone,” so celebrate better hearing month by getting a hearing test and get educated in hearing health. olarized sunglasses have been popular for years with boaters and fishermen who need to reduce reflected glare from the water surrounding them. But now anyone who spends time outdoors should discover the benefits and need of polarized lenses. I recommend them to most of my patients because it is superior sun protection for your eyes regardless of your activities. Although as with anything, there are some exceptions. Besides boaters, outdoor enthusiasts who benefit the most from polarized sunglasses include skiers, bikers, golfers and joggers, and all who may enjoy a clearer view along with elimination of glare. These sunglasses should be used while driving as they can reduce glare from a long, flat surface such as the hood of the car or the road’s surface. Polarized lenses contain a special filter that blocks this type of intense reflected light, reducing glare and improving clarity. Though polarized sunglasses improve comfort and visibility, there are some instances when these lenses may not be advisable. Pilots are not recommended to
wear them while flying because the windshields of most planes are already polarized and the lenses will diminish the ability to see most instrument panels as well. Most instrument panels are illuminated by LCD lights: polarized lenses will block that light as it will with cell phones and mobile devices. However, polarization simply offers the best health protection for your eyes, so I recommend them to most of my patients. For sports and activities, polarized sunglasses offer great advantages. And today, many polarized lenses are available in combination with other features that can enhance outdoor experiences. With summer here, I strongly advise investing in a quality pair of ophthalmic polarized sunglasses to enjoy the weather and all our beautiful community has to offer. ur bones are living structures that change daily. When we are young, we build more bone using personal bone factories called osteoblasts. We lay down our greatest bone thickness by the ages of 25 -30. A diet high in calcium and vitamin D is especially important to help the osteoblasts do their job during this time. As we age, other cells called osteoclasts or cells that remove bone become more active. As a result, some people’s bones become thinner and at increased risk of fracture. Your baseline bone density is largely (75 percent) based on inherited factors. The caucasian and Asian races are more at risk for osteoporosis (thin bones). Females that are petite and thin are also at increased risk
alcohol use and cessation of smoking. Osteoporosis results in more than 2 million fractures a year. A woman’s life time risk of a hip fracture is equal to the combined risk of breast, ovarian and uterine cancer. Prevention of osteoporosis is the best medicine. French Corral, a Nevada County gold town Submitted by Nevada Cemetery District
F
rench Corral was the first of the historic mining camps along the San Juan Ridge in Nevada County. It was originally a French settler who in 1849 built a corral for his mules. When several miners discovered a rich area of placer gold nearby the corral, a town quickly appeared on the site of the Frenchmen’s corral. The town simply existed for several years, but it was when hydraulic mining was introduced that it began to change everything. The town boomed as hundreds of miners rushed to the area, making French Corral one of the premier towns in the district, second only to North San Juan in size and importance. The gold rich gravel deposits of the San Juan River channel followed along the San Juan Ridge
for many miles. Sometime before 1867, a 7-carat diamond, the largest known to have come from California, was found in a sluice box. Also, in addition to being known for the rich gold mines, French Corral was famous for being the terminus of one of the first long-distance telephone lines in the United States. It was installed by the Edison Company in 1878 at a cost of $6,000. The lines stretched up the ridge from French Corral through the mining towns of Birchville, Sweetland, North San Juan, Cherokee, North Columbia, Lake City, North Bloomfield, Moore’s Flat, Graniteville, Milton and Bowman Lake. The telephone line was built for three mining companies, the Eureka Lake and Yuba Canal Company, the North Bloomfield Mining Company and the Milton Mining

ets often make ideal companions. They are around when a person needs support, they can provide protection for those living alone, they're always willing to lend an ear to problems, and many tend to offer unconditional love. Seniors facing an empty nest or the loss of a spouse may find pets can buoy their spirits. Studies have shown that seniors can benefit both mentally and physically from having a pet around. Pets can alleviate anxiety, depression and boredom. While pets can provide comfort and companionship, they remain a significant responsibility. Seniors should find an animal that will fit in with their lifestyles. This is an important consideration for those seniors who travel frequently or have mobility issues. In addition, men and women living in senior communities or assisted living facilities should determine if there are any pet restrictions in place. Those seniors who have decided that a dog will be the best fit can choose among several breeds that may be a good match for their needs. When selecting a dog, consider both size and temperament. Smaller dogs tend to be easier to handle and will need less maintenance. They are easily carried and won't take as long to bathe and groom. Smaller dogs also consume less food than larger breeds, reducing the expense of dog food and the hassle of wrangling large, heavy bags of chow. Temperament is also important, as some breeds tend to be more easygoing than others. Larger breeds may be preferable to a smaller breeds, which tend to be hyperactive. However, always remember there are pros and cons to each breed, and each dog will demonstrate his own personality traits. The following are some dogs that can be especially compatible with seniors. • Pug: Equally playful and willing to be a lap dog, the pug requires little exercise and grooming. The breed is typically nonaggressive and submissive. Pugs are good-natured and playful; they don't often bark and are easy to train.

French Corral was the first of the historic mining camps along the San Juan Ridge in Nevada County.
and Water Company, in order to more effectively manage their 300 miles of ditches and flumes along the Ridge. The phone line enabled the three mining companies to control and regulate the flow of water from the reservoirs, located high in the mountains, through the
complicated system of flumes and ditches to their gigantic hydraulic mining operations along the San Juan Ridge. Today, the results of the hydraulic mining operations are still visible along the roadway along that Ridge. Many of those mining camps that were connected by this telegraph line are only ghost towns today with only their cemetery grounds remain. • Shih Tzu: The Shih Tzu lives for attention, but this breed can be dominant and difficult to train. The Shih Tzu will be alert to its surroundings and, despite its small stature, can be a good watchdog. • Pomeranian: Pomeranians look like big balls of fur and can bring a smile to an owner's face. The breed tends to be perky, can display dominance and can be difficult to train. Because Pomeranians can be dog-aggressive, they may be best as the only pet in the house. • Yorkshire terrier: The Yorkie is a diminutive breed in size only, as they tend to have exuberant personalities that dwarf their stature. The ideal lap dog, Yorkies want to lie around and lounge, though some do like to bark. If the fur is kept short in a "puppy cut," the dog can be easy to maintain. • Pembroke Welsh Corgi: This medium-sized dog hails from Wales and typically requires only moderate exercise and little grooming. They are easy to train and moderately dominant. They don't bark excessively, and they often get along with other dogs. • Schnauzer: Available in three sizes, Schnauzers are good companions and protectors. This is an intelligent and loyal breed and will need to be kept amused to stave off boredom. • Brussels Griffon: These dogs do not shed, but they will require professional grooming at least once every 3 months. If socialized early, the Griffon can be a good companion but will likely remain wary of strangers. They are good watchdogs and devoted to their owners.
