For many community financial institu tions, commercial real estate provides a significant source for income, especially as residential loan demand has softened. But with questions swirling about where the American economy is headed, those same lenders are sounding a cautionary note. “It’s not just that we were in a position to loan more money, it’s also the fact that borrowers wanted to take advantage of that low interest rate opportunity,” said William Benford, executive vice presi dent and senior commercial lender at Bluestone Bank. “Now that we’ve seen in terest rates move up, it’s slowed down on the borrower side, but I also think that we as a bank are going to be a little bit more cautious, understanding that we’re poten tially heading into some type of economic downturn.”

• The state Department of Energy Resources will now write regulations implementing the gas ban pilot program. Construction of a new 120,000-squarefoot office building for The Kraft Group at Gillette Stadium in Foxbor ough came with unique requirements for ar chitects SGA and the project team. The New England Patriots owners sought to complete the project in a year, more than twice the speed of a typical office develop ment, while maintaining maximum flexibility for the future use of the facility by their own companies and potential third-party tenants. “What we had to do is design a project that is non-traditional. There’s no way we can de liver this project without overlapping design and construction quite a bit,” said Michael Schroeder, a partner at SGA. The project is being completed in less than half the time of a typical office building of its size. Starting in June 2021, Boston-based SGA used a proprietary dashboard to coordinate the architectural, engineering and construc tion schedule on the fly. The project has al ready obtained temporary certificates of occu pancy for portions of the building, with final completion scheduled for October.

The Journal piece focuses on a handful of Moderna execs pulling down the kind of sala ries needed to buy $5 million condos. But that’s just the tip of the iceberg with the life science company, during its successful quest to develop a Covid vaccine, having ex panded its payroll from 830 at the end of 2019 to more than 3,200 in 2022. Not only that, but Moderna employees are very well-paid, with a median salary of $133,074. That’s a lot highly compensated scientists and research ers, marketers and lab technicians sourcing the neighborhoods and sub urbs of Greater Boston for a place to buy or rent. And that’s just one company, with dozens if not hundreds of life science companies well established across the Boston area right now. The Boston area’s 28 million-square-foot lab market just spent the last two years un dergoing a major expansion, with more than 11 million square feet of new research space underAndconstruction.another40 million square feet of lab and other life science space is either in the proposal stage or had has lined up the local and state permits needed to go forward, ac cording to Newmark research. That’s a lot of people and a lot of money flooding into the housing market, putting fur ther upward pressure on real estate values at a time when they are already at record highs –

To read The Wall Street Journal, brokers in Bos ton are dancing in the streets as Moderna ex ecutives snap up mul timillion-dollar condo miniums and houses right and left in Greater Boston and on the Cape. The dramatic expansion of the vaccine de veloper saw an influx of highly paid executives who snapped up luxury condos and homes in Boston and the suburbs, according to the WSJ’s recent, celebratory feature, which included in terior shots of some of the deluxe new digs. The sales director of the St. Regis Resi dences Boston, under construction in the Seaport, was “elated,” we are told, after a bidding war between a Moderna and Pfizer executive for a choice unit brought to an end “a long sales drought.”Contrary to what the Journal’s editorial team might think, the Boston real estate market definitely doesn’t need any bailing out right now by cash-flush life science executives, especially when it come to the sale of luxury homes and condos. In fact, the bigger issue here – and one not even hinted at in the WSJ piece – is not a dearth of demand for new condo units, luxury or otherwise, but rather a surfeit of it driven in part by an influx of highly paid employees from Moderna and other life science companies. As it stands now, the rapidly growing life science sector is on a collision course in the Boston area with a housing market that is be yond tight. And based on the backlash the tech industry has faced on the West Coast for helping drive up home prices and rents in the Bay Area and Seattle and other hot spots, things could get similarly ugly here unless steps are taken now to dramatically ramp up housing production.

After the project launch, The Kraft Group asked for the structure to be designed to ac commodate an additional two floors, requir ing redesign of rooftop mechanical equip ment. The last-minute request would have been disruptive to a traditional project, but fit in seamlessly with the design-build approach, Schroeder said. “It’s a continuous delivery process,” he said. “The project couldn’t stop just because we hit a milestone. We’re moving at 60 miles an hour and everything is always moving forward.”

Patterson said several of her staff members wish they’d had the foresight to build a better place to store their pets’ food, toys and bowls. One even wants a doggie shower in the garage where his dog can shake off excessive water.

These and other features are the amenities housing professionals are recommending that builders and developers offer homebuyers going forward. “What consumers want in a community is shifting, requiring master plan and rental community develop ers to rethink once-standard amenities and respond to changing needs,” said Maegan Sherlock, a research ana lyst with the John Burns Real Estate Consulting firm. Take the messy kitchen. Most of us already have one, every time we cook. But that’s the point of a “messy kitchen” – a small annex off the main kitchen that helps keep the main one clean and looking like a showpiece. After all, today’s kitchens, with furniture-grade cabi nets, granite or quartz countertops and decorative light fixtures, are as much a fashion statement as Jimmy ChooTheheels.messy kitchen houses “those everyday small ap pliances that see regular use without cluttering those beautiful countertops,” explained architect Deryl Pat terson of Housing Design Matters in Jacksonville, Flor ida.A huge proponent of a second kitchen, Patterson has one in her own house, which she said she uses “all the time.” It’s where she starts the day making coffee – but she now wishes it included a sink and a pull-out trash can. Without a sink, Patterson has to walk to the main kitchen’s island for water to make her brew. Afterward, it’s back to the main kitchen to dump the grounds. Don’t ask how many times her filter has broken on the way to the trash can, she said. Not only is a small second kitchen practical, it’s rela tively inexpensive: pretty much just cabinets and run ning water.

Concierges and Rental Lawn Mowers Beyond second kitchens, the Burns firm’s trendtracking research suggests three low-cost, high-impact amenities that developers might want to use to attract today’s young homebuyers. First: concierge services. Hotels have long offered this type of assistance: Walk up to the concierge desk, ask where to find a good Italian restaurant or the near est complete gym, and get an answer on the spot. But the concierge performs other tasks as well. He or she can arrange events on your behalf, book excursions and transportation, make restaurant reservations and even respond to complaints by taking the appropriate action.That’s exactly what Sherlock sees in the future for housing developments – at least those large enough to afford it. She said concierge-like services that ease the demands of everyday life will allow homeowners to tend to other priorities. She also likes the idea of a community-based rental service where folks can check out fishing rods, bicycles, perhaps even lawn mowers. Such an amenity would allow residents to take advantage of seasonal sports like skiing and kayaking without having to purchase and store the equipment. It’s all part of the “sharing economy” today’s young buyers have grown up with, Sherlock said. So is the idea for a community-based workplace for those who no longer need to commute to a distant office. And it works for those who don’t have enough space in their homes for a dedicated office as well as those who just want to get out of the house.

Linking residents directly to other local services is also a good way of building support. Perks like dis counted spa and fitness club memberships, deals at local restaurants and stores, and maybe even happy hour bargains at nearby craft breweries can help people explore and become a part of the community, she said.

Sherlock said a coworking space, maybe in the com munity clubhouse or as a stand-alone building, will meet the needs of the work-at-home set, 40 percent of whom will otherwise set up their laptops in their kitch ens, spare bedrooms or basements at least one day a week. Such space might even go beyond the standard conference room “by providing remote workers the op tion to rent soundproof rooms or equipment like green screens and lighting,” Sherlock suggested. If providing coworking space isn’t in the cards, she likes the idea of partnering with nearby companies that offer such services. “A discounted membership is a great way to support your community,” she said.

Meanwhile, Sara Gutterman of Green Builder Media suggests that builders upgrade their outdoor living amenities.“People are tired of being confined to the indoors, and are looking to design sustainable outdoor living areas to relax, entertain and garden,” she said. “In an unpredictable and confusing world, homeowners are finding solace in their porches, yards and gardens.”

OPINION While the state legislature waits for word on how much money it must return to tax payers, it can cross one item off its list of unfinished businesses from formal sessions: legal izingAccessoryADUs. dwelling units, more commonly known by their acronym “ADUs,” are small rental units carved out of a larger house, converted from an outbuilding like a garage or built as a standalone, slab-on-grade structure. A measure included in the Senate version of this year’s infamous economic development bonding bill would have made any single-family-zoned lot 5,000 square feet or larger fair game for an ADU between 450 and 900 square feet, and barred towns from requiring more than one parking space for it. It’s the kind of common-sense, low-effort reform that should have already sailed through the legisla ture but which inexplicably hasn’t, despite years of warnings from activists, academics and business leaders alike that our state’s inability to build hous ing in line with demand is slowly choking our econ omy and society. On their own, ADUs won’t make up Massachu setts’ housing shortfalls. But they can begin to get communities comfortable with density and clean out the brain-rot in some quarters that makes some think single-family zoning is the highest and best form of the suburban built environment. Critics – some, no doubt, with bad intentions – will say ADUs are not worth the political hassle of tinkering with the single-family neighborhoods beloved of a minority of single-family homeowner “neighborhood defenders” who have the time and money to show up to weekday evening zoning hear ings. Every Massachusetts town that has legalized them, they note, has not seen an explosion of ADU conversions and construction. These critiques overlook two things: Most exist ing ADU ordinances in Massachusetts come with restrictions, like requiring the unit to be occupied by the homeowner’s relative, that are designed to limit their appeal to empty nester homeowners looking for retirement income or a smaller home. And New Hampshire, which theoretically legal ized them statewide a few years ago, did little to curb these kinds of rules intended to throttle ADUs’ spread.And with local governments demonstrably be holden to a vocal minority of homeowners who would rather set their neighborhoods in amber, to our collective detriment, this is exactly the kind of place where the state government should stand up for the common good. The Massachusetts Bay Transportation Author ity is in need of an overhaul, and not just to meet safety standards. It needs to reestablish its relationship with the state and its citizens. In the past month the MBTA has been plagued with accidents, fires and delays, including a harrowing fire on an Or ange Line train that left passengers scrambling out of windows to safety. One woman even jumped into the river to save herself. This is on top of numerous other failures, making it obvious how little a priority public transportation has been. It leaves us all asking questions about why public transportation is so hard to deliver in this state. We need answers about why people are being forced to take their lives into their hands, just to ride the train. There are schedule and service issues as well. For ex ample, why can’t I get a train from Boston to the Berk shires? Such questions need to be asked at a time when safe, reliable and high-quality public transportation is the solution to so many of our most pressing problems.

Boston Clings to Cars Public transportation benefits the environment, has been proven to increase safety and is seen as a tool in boosting economies. Asia, Europe and Latin America all have successful models of public transportation moving people and connecting places. Jonathan Eng lish writes convincingly in Bloomberg about the case for public transportation by citing numerous success ful examples in countries around the globe. And yet, so many cities and suburbs in the U.S. continue to cling to car-centric models without much effort to make things better for more people. “All too often, transit planners–and even advocates–find themselves resigned to fatalism about the pros pect of transit in American suburbs,” English writes. “They’re convinced that these spread-out and car-cen tric spaces are fundamentally irreconcilable with pub lic Buttransportation.”togiveupis to abandon hope for the benefits, from environmental to social. In many first-class cit ies, public transportation is used by a great diversity of people from across the class spectrum. In Tokyo, the public transit system moves 10 mil lion-plus people a day, including tourists. The London Underground moves close to 6 million out of its 9.9 million residents, and was back to 80 percent of its prepandemic ridership this year after COVID lockdowns. In contrast, the MBTA moves only 1.2 million people out of Greater Boston’s nearly 5 million. Massachusetts is a rich state. Those of us who live and work here have been blessed with a recessionproof economy, a history of generational wealth and innovative business cultures. Yet at times, our state is also so tone deaf to the future. We can’t ignore the irony of branding ourselves as a shining example of the future, while being unable to run a sustainable train system – never mind expanding that system to connect more gateway cities and surrounding suburbs to one another. This lack of political will should embarrass all of us. When I first moved to Boston in 1995, I was told all about the Big Dig, and how this tunnel would connect communities and create a beautiful walking area above ground. Now, when I am sitting in traffic inside that amazing engineering feat, I sometimes wonder what we could have done with $15 billion and engineering ge nius focused on more futuristic ways of moving people.

The economic development bill was sidelined in the legislature this session, including the push for more ADUs. But Beacon Hill should revisit this soon and put roofs over more people’s heads.

It Didn’t Have to Be This Way Last week, I was on the Orange Line when it seemed to have some door trouble while at a stop. Knowing this probably wasn’t catastrophic I tried to calm myself, but when one guy got up and walked out, I decided to follow suit. Walking out of the train two stops away from mine, I stood on the platform, shocked that I did not feel safe on a train in this world-class city. That same week, Gov. Charlie Baker announced a 30-day shut down of this very line for some much-needed maintenance – a major disruption to solve an avoidable problem. Responsible management and political will could have prevented the MBTA from becoming an emergency. Making a major investment in transportation should not be seen as social service and a waste of tax dollars, but as economy building. We need to modern ize this necessity for our future to create a truly equita ble world-class city. Taxpayers deserve to see their tax dollars improving society, and we need to feel the same excitement for a modern transportation system as we did for the Big Dig. Cars and gasoline are not what the next generation is looking for. This outmoded transportation will play a limited role in attracting and retaining future talent. A world-class, safe and equitable transportation sys tem will truly set us apart in determining where people want to live and work.

Anumber of the casualties of the recent failure of the state legislature to pass the annual economic development bill by the end of this session on July 31 had to do with housing, and one of the most unfortunate was a change in state law regarding ADUs, or accessory dwelling units. Housing advocates consider expanding the number of ADUs in the state one of the simplest and most ob vious of the many proposed solutions to our continu ing and even worsening housing shortage. Some communities, including many on Cape Cod, already allow homes to be converted or expanded to include ADUs. But many don’t. The proposed provi sion in the economic development legislation that was debated but not passed would have allowed accessory dwelling units “by right” in communities statewide –without the prohibitions, restrictions or cumbersome permitting requirements that some cities and towns now have on the books. “ADUs are a gentle way for communities to add new homes,” the advocacy group Abundant Housing Mas sachusetts argued recently. “They keep seniors in their communities by providing a space for a caregiver or supplemental income; they help families stay together by providing housing for grandparents, recent gradu ates, or loved ones with disabilities.” Anyone can invite a relative to live in an extra bed room. But ADUs, by definition, must have a certain amount of separation and independently accessed fea tures to qualify. For most jurisdictions, those include secured exterior entrances, bathrooms, parking and cooking facilities or a full kitchen. A Way to Meet the Moment Experienced construction hands note ADUs are not easy or cheap to build. “There’s no standardization. ADUs can be a lot of different things,” said Seth Adams, owner of The Pearl Co. of Falmouth, which develops housing in Massa chusetts and Rhode Island and has engaged an archi tect to develop a half dozen ADU templates that are adaptable – both to existing homes or as stand-alone structures on lots that are large enough. Adams said the typical ADU has one bedroom and is 350 to 650 square feet in size. Cost can be an obsta cle, though. Adams said adapting a space in an existing residence can cost $100 to $150 a square foot, or up ward of $50,000. A stand-alone building would likely cost twice that Nevertheless,amount.housing specialists say it makes a lot of sense to encourage ADUs in part because of a dis connect that is increasingly be identified in supply and demand.Asthe Boston Globe reported recently, the me dian sales price for a home in Greater Boston rose to $900,000 in “‘Everybody’sJune. stuck’ would be an apt descriptor of a market where the very properties both older and younger residents most want are in short supply, send ing prices skyward,” the article said. Millennials can’t afford the big houses that emptynester couples want to get out of, and those who want to downsize balk at the prices of even the limited sup ply of smaller units. Wide Support for Concept The proposal to expand ADUs statewide included in the large Economic Development bill that did not pass would have prohibited communities from disallowing rental accessory dwelling units of 450 to 900 square feet in any single-family zoning district on a lot 5,000 square feet or larger. Local jurisdictions would have been allowed “reasonable” regulations about height and other Accordingdimensions.toAARP, which supports the ADU con cept, Washington was the first state that kept local of ficials from banning ADUs, in 2000. Since then, about a half dozen states have followed suit by reducing local control.

The developer of a two-year-old Revere Beach apartment complex has sold the property to an affiliate of UBS for $80 million. NRP Group broke ground in March 2019 on the 145-unit BLVD at Revere Beach com plex at 320 Revere Beach Blvd. after receiving $35.3 million in construction financing from Capital One. The price works out to nearly $552,000 per unit. The BLVD at Revere Beach currently lists studios starting at monthly rents of $2,595, ac cording to Apartments.com. The complex promotes ocean views from most units and includes a salt water pool, sky lounge, bocce courts and a courtyard with fire pits.NRP Group has developed more than 33,000 apartments since 1994.

Revere Beach Apartments Sold for $80M Boston-based real estate brokerage and in vestment firm Senné is getting 51 new agents by absorbing an Arlington and a Cam bridge brokerage. The two additions join the company’s out fits in Wayland, New York City and Washing ton, D.C. and bring the company’s headcount up to 150. The sale price was not disclosed. Both brokerages were owned by Century 21 broker Steve Savarese, who will join Senné as a senior associate focusing his time “on a select client list.”

After Delays, Air Rights Project Proposal Set for Review

Nobody ever said it was easy to de velop air rights projects in Boston, or tall buildings in the height-sensitive Back BayPeeblesneighborhood.Corp.is at tempting to accomplish both feats in a development that’s illustrated the typical speed bumps that can add years to such a project, and a few unusual detours along the way, before the first support beams begin to rise over the Massachusetts Turnpike. Seven years after it received the parcel 13 development designation from state transpor tation officials, Peebles Corp. is expected to submit project plans for a combination com mercial-and-100 percent-affordable housing project to the Boston Planning & Development Agency in early fall. It’s targeting approval by year’s end and ground breaking in early 2023. “We want to have ev erything approved and all the funding commit ments by the end of this year,” CEO Don Peebles said in an interview last week. “We think there’s a great need for it, and great risefootThedemand.”432,000-square-developmentwouldnexttotheintersection of Boylston Street and Massachusetts Avenue, above the turn pike’s entrance to the Prudential Center tunnel. The daunting engineering and construc tion challenges specific to air rights projects are well-known, including additional costs and design complications associated with building a deck above active highway and rail lines while attempting to minimize disrup tion. Parcel 13 also comes with an additional assignment: a $30 million investment to make the MBTA’s Hynes station on the Green Line fully handicap accessible and add new en trances on Boylston and Newbury streets and on Massachusetts Avenue. Peebles Corp. had negotiated a develop ment agreement with MassDOT in 2018, be fore the agency discovered it didn’t comply with state procurement laws, Peebles said. “The MBTA didn’t cross the T’s and dot all the I’s with regard to the contracting process, and as a result there had to be a separate pro curement for the renovations of the station in addition to the development of the site,” he said.That forced the two sides to renegotiate the development agreement, making the MBTA responsible for completing the interior build out of the new stations, which will be bid through a separate contract. The project site sits across Massachusetts Avenue from the first Turnpike air rights project to break ground in Boston since 1980, Samuels & Assoc.’s parcel 12, which includes a one office-lab tower and one hotel tower that are scheduled for completion in 2023. COVID Throws a Curveball Costs associated with the MBTA station improvements and deck above the Turnpike to support the development total approxi mately $64 million, which will be paid by the developer. Those ad ditional costs add pres sure to find a lucrative income stream from commercial and resi dential tenants, and the original proposal sub mitted in early 2020 called for a hotel and luxury Peeblesindustry,disruptionVID’sThencondominiums.cameCOoutbreakanditsofthehotelpromptingtoswapoutthe hotel in favor of a 300,000-square-foot office and lab tower. The development would be the first life science project in Back Bay, but will be designed to include traditional office space if a tenant commits, said Mark Rosenshein, a partner at project consultants Trademark Partners.Theall-affordable housing element reflects Boston Mayor Michelle Wu’s goal of spread ing income-restricted developments through out the city’s neighborhoods, Peebles said. This movement is growing because it’s hitting people from all walks of life, across the income spectrum.

Q: Gov. Charlie Baker has made housing production a priority during his administration. Do you see any opportunities as a new governor comes into office?

A: In the midst of a severe housing crisis in Massachusetts – Boston has the secondhighest rent in the country! – we can’t seem to get much movement from legislative leaders on housing issues. We can’t consider our work around zoning reform and housing production done. Just because we have the MBTA Communities law, it doesn’t mean the problem is solved. It can have a lot of good impacts in the coming years, but a lot of things are up in the air. What changes need to be made to strengthen the law? We’ve already heard communities talking about wanting to not comply with the law. Accessory dwelling units are another important conversation. Already our neighbors in Maine and New Hampshire have legalized ADUs across their state. They’re opportunities on a lower scale, without the physical or “character” impact of multifamily housing, to bring more diversity into communities that are not diverse. If we want to live up to the values Massachusetts purports to hold, we have to make changes. Director, JAMES SANNA BANKER

Astint as a community organizer helped Jesse Kanson-Benanav realize he wanted to help change the zoning rules that shape who gets to live where, and why. Armed with an MIT master’s degree in urban planning and a decade in various parts of the affordable housing world, including developing affordable proj ects at B’nai B’rith Housing, he helped launch a new statewide housing advo cacy group in 2020: Abundant Hous ing-MA.Thegroup grew out of his experi ence helping found A Better Cam bridge, a housing advocacy group formed to oppose downzoning in that city’s Central Square neighborhood and which has gone on to win passage of a citywide zoning overlay that gives density bonuses to affordable housing devel opments. At its heart, the new venture Kanson-Benanav leads is intended to democ ratize decision-making around zoning by bringing voices to the table who want to see more housing, but who are typically drowned out by development’s opponents.

Q: Is there any through-line to the people who are getting involved in housing advocacy today?

Q: What’s important for people in the real estate world to know about your organization?

When I graduated from college, I wanted to be a community organizer. I believe strongly in the power of communities to make change and bringing the people impacted by a problem together to create solutions. That’s what brought me to Boston originally, a placement at a Somerville Community Organizing doing organizing work on housing policy and a little bit of tenant organizing around Section 8 expiring uses, organizing tenants to convince their landlord to re-apply. I didn’t have any professional background in planning and zoning and real estate issues, but I realized it was something that fascinated me from an early age – the physical development of cities and the regulations that guide that and the choices that we make about who can live where and do what.

A: We’re not just focused on the capital-A affordable housing. We support the creation of housing across the income spectrum across the state. That being said, our focus is on building up that grassroots base in many communities around the state and preparing them – the grassroots groups and their members – to advocate for pro-housing policies and, if they choose, for certain developments. We aren’t generally in the position of speaking in favor of specific developments, though. For me as a Boston resident to go even into Brookline or Arlington to speak to a zoning board doesn’t give me a lot of legitimacy. But it is powerful if our members in those communities have the ability to speak up in support of housing near transit, or for more affordable housing and other polices that might lead to more housing in their communities and across the state

A: We hired our first organizer a few months ago, we now have around 300 dues-paying members, we have about 800 people who’ve taken action with us – writing letters and signing petitions – and we have about a dozen groups in the Boston area that have affiliated with us, groups like A Better Cambridge and Engine 6. We’re looking ahead to expanding across the state. Recognizing that we’re new and building our capacity, we’ve focused strongly on the MBTA Communities legislation and making sure the guidelines – which are set to be released any day now – are strong, and to make sure that when communities have those conversations around zoning for multifamily around transit, a base of grassroots activists are prepared to lead those efforts locally and speak in support of those efforts

On a Mission to Build DemocracyHousing

A: We have a housing crisis that’s hitting everyone in Greater Boston. It’s hitting – first and foremost – working people the worst, but it’s not only hitting people of limited incomes. It’s hitting young families that want a little more space but can’t afford to trade up. It’s hitting people who want to downsize but can’t find buildings with elevators they can afford. It’s even hitting the biotech field. They’re trying to hire people with PhDs from places with lower housing costs like the Midwest, but they’re finding that Massachusetts’ housing costs make them less competitive. This movement is racially and age diverse, and growing because it’s hitting people from all walks of life, across the income spectrum.

Q: You recently scored a win on Beacon Hill getting a measure included in the Senate version of the infamous economic development bill that would have legalized accessory dwelling units on many single-family lots. What else have you been working on recently?

Q: Was your professional journey distinct from your personal journey as someone who has come to care deeply about housing issues?

A: It’s all sort of related. I grew up in a fairly political family – my father was on the St. Paul [Minnesota] City Council and ran for mayor. There’s campaign literature out there with me when I was 18 months old, from when my dad ran for office the first time. It’s also rooted in being Jewish and the Jewish concept of “tikun olam,” our duty to leave the world better than we found it. But advocates say the compromise – made in the face of stiff pushback from some sub urbs, including those with only limited MBTA bus service – is still valuable progress in the ef fort to close the state’s huge housing shortage. “This is the biggest change to zoning in more than 40 years and will make it possible to create the homes people need, support local busi nesses, reduce the need to drive, and help sta bilize rents and home prices that have been ris ing faster than people’s incomes,” CHAPA Ex ecutive Director Rachel Heller said in an email. “This is significant progress. We can’t build what’s not allowed. Zoning will allow for homes we need,” she added.

A new category of “adjacent small towns” –largely exurbs – will have until Dec. 31, 2025 to zone for 5,242 multifamily units. “In the most extreme case, Plympton’s re quired zoned capacity was cut from 750 to 53 units. That’s a little low – but it’s something Plympton town meeting might actually pass, and it could boost the town’s housing stock by 5 percent,” researcher Salim Furth, who has spent significant time studying Massachusetts’ housing problems, said in an email. Existing multifamily buildings can count towards the 283,496 units these new zoning districts will allow. Towns Get Help Writing Zoning

Some Suburbs’ Requirements Reduced

The Baker administration released its final guidance for the zoning reform Wednesday evening after taking public feedback on draft regulations released in May. Administration officials hailed the final regulations as open ing an important door to creating mixed-in come communities, walkable neighborhoods, and increase public transit use, calling the regulations “good climate policy.” The biggest change from the draft to the final involve reclassifying communities that were near an MBTA station, like Arlington, but didn’t have one in their town, from one that had the same requirements as a town or city with an MBTA station in its borders to the status of “ad jacent communities,” which comes with lower housing production requirements. A separate category for communities with bus service but no subway or only limited commuter rail ser vice was also eliminated, with many of the same towns and cities reclassified as “commuter rail communities” or “adjacent communities.”

The changes, in all, lead to a 60,588-unit decrease in the number of homes the 175 com munities covered by the law will need to zone for. Jesse Kanson-Bena nav, executive director of Abundant Housing-MA, called the reduction in re quired zoning capacity in wealthy communities like Wellesley “disappointing” but said the MBTA Com munities law remained “an important milestone.” “Now is time to shift our focus to implemen tation of this critical law. The success of this law and the guidelines will depend on wide spread compliance across the 175 MBTA communities,” he said in an email. While Kanson-Benanav and other hous ing advocates have suggested the state has strong, latent powers to enforce the rezoning, the MTBA Communities law itself used only a limited set of sticks. Towns that refuse to com ply will lose access to MassWorks and Hous ing Choice infrastructure grants, as well as the Local Capital Projects Fund. These funds typically give out small awards in the low millions of dollars for projects like road construction and officials in some rich suburbs like Newton have raised the possibil ity of forgoing such projects if it means being able to continue tightly restricting housing development in their communities. Under the final regulations, communities served by the MBTA’s Green, Red, Orange and Blue lines will have until Dec. 31 of next year to craft zoning districts near their MBTA sta tions that can support 83,545 units in multi family buildings as-of-right, meaning a devel oper won’t have to apply for a special permit or a zoning change to build there. Communities served by the commuter rail and MBTA-adjacent towns will have until Dec. 31, 2024 to zone for 136,217 multifamily units and 58,493 multifamily units, respectively.

Investments in Gateway Cities Pays Off The $691 million-asset Reading Cooperative Bank does not have a branch in Lawrence, but the city has been the site for much of the bank’s recent commercial real estate growth, said Phil Bryan, Reading Cooperative Bank’s executive vice president and chief banking officer. Reading Cooperative saw the number of commercial real estate loans increase yearover-year in the first half of 2022 by more than 200 percent. The commercial lending team started fo cusing on the Lawrence market about three years ago, Bryan said, and opportunities there have included construction, small multifamily projects and apartment building renovations in that post-industrial, immigrant-driven Gateway City market. The bank saw the flow of commercial real estate deals begin to build about 18 months ago, Bryan said, and the bank entered 2022 with a strong lending pipeline. He added that most of the opportunities the bank has found are with borrowers expe rienced in commercial real estate, with few newcomers getting involved with properties in the current business environment. Some of Reading Cooperative’s opportunities have come out of past successes. “Because we’ve got such a good reputation in Lawrence, and we’re becoming kind of a household name, we’re seeing a lot [of activ ity],” Bryan said. The bank also acquired branches in Lynn and Nahant from Coastal Heritage Bank last year, and Bryan said that Reading Cooperative has started building its commercial lending business in that other Gateway City market, as well. “That’s new territory for us, and we see some similarities with what we have in Law rence,” Bryan said. “We think we can make a pretty good splash there and really get in grained in that community as well.”

With demand for office and retail space still not recovered from the effects of the pandemic, having an experienced team of commercial lenders has helped Webster Five pivot as com mercial real estate markets have changed, said Christopher Watson, the bank’s senior vice president and senior lending officer. The $1 billion-asset Webster Five grew its commercial mortgage volume more than 800 percent year-over-year. Some of that activity included deals that the bank began working on 2021 and closed in the first half of this year, WatsonIndustrialsaid.

For several local lenders, long-term investments in building relationships or teams set them up for success in 2022.

warehouses for last-mile distri bution drove the bank’s commercial real es tate lending last year, Watson said. He added that while that activity has since tapered off, the bank has more recently seen an increased demand for industrial flex spaces, as well as housing-related deals. Watson said Webster Five’s lending team has built relationships with commercial real estate brokers over the years, leading to op portunities to get involved with multiple deals. Much of the bank’s growth has come locally. “People automatically think that a lot of the growth came out of the Boston area, but Worcester is our backyard,” Watson said. “We’ve been able to successfully be part of quite a few projects in the Worcester area.”

The commercial loan pipeline remains similar to what the bank saw at the end of 2021, Bryan said, though the number of op portunities for new deals has recently started to slow down as interest rates rise. Merger Sets Lender Up for Success While commercial real estate drives lending on the commercial side of its portfolio, Bryan said, the bank has seen growth in its residential mortgages business in 2022, particularly with adjustable-rate mortgages. He added that look ing ahead, the bank plans to do more consumer lending to balance its loan portfolio.

Bluestone Bank has found lending oppor tunities working with both multifamily buy ers and owners looking for cash-out refinance loans. As interest rates rise and the economy changes, most banks do not plan to change their credit profiles or stop lending, Benford said, but they expect to be cautious when en tering into new opportunities and new rela tionships.Bluestone does plan to diversify its loan portfolio, Benford added, but slowly and through organic growth. “We’ve really embedded the risk appetite and the risk profile and the risk management, if you will, around commercial real estate for the bank,” Benford said. “I do think it will al ways be a very large part of what we do.”

Developers of large projects proposed in Boston will be asked to disclose their plans to ensure project teams are diverse, Mayor Michelle Wu announced Thursday morning. However, the regulations allow communities to appeal for special dispensa tion from DHCD to set more stringent re quirements if they can demonstrate that such rules won’t make developments infeasible. The regulations also clarify that mixeduse projects can be allowed as-of-right under a new multifamily zoning district so long as multifamily zoning is still allowed separately as-of-right, and ban towns from setting more stringent environmental requirements in mul tifamily districts than might be required else where in the town. “Overall, they did a great job. I’m really impressed,” Furth said. “They addressed the areas that needed clarification and they fi nessed the areas where the draft requirements didn’t seem to fit.”

Raynham-based Bluestone Bank saw its commercial mortgage volume in the first half of 2022 increase by more than 240 per cent year-over-year. The bank was created out of Bridgewater Savings Bank’s acquisition of Mansfield Bank in October 2020, and the results of that merger have driven Bluestone Bank’s commercial lending growth, said Ben ford, the bank’s executive vice president and senior commercial lender. The $1.3 billion-asset Bluestone Bank has more capacity now to work with existing clients on multiple projects, Benford said, and the bank can do larger deals than either parent bank could do before. While the merger was com pleted nearly two years ago, the bank needed time to position itself to access these deals. “The ability to do the larger deals doesn’t nec essarily happen overnight, because you’ve got to have your lending staff in the marketplace, with referral sources that understand you have that increased capacity,” Benford said. “Maybe deals that they didn’t show you in the past, they now can bring to you, and you can do it.”

The information here has been abstracted from initial filings at the Massachusetts Land Court where a lender has asked the court for authority to foreclose the mortgage it holds on the property mentioned. The Land Court has the responsibility of notifying interested par ties of the foreclosure proceedings through the publication of legal notices in newspapers throughout the state. Only parties who are protected under the Servicemembers Civil Relief Act of 2003 may register objections to the proceedings. If no legitimate objections are filed with the court, the lender is granted permission to proceed with the foreclosure sale of the property. The property address appears on the first line.
