The CEO’s Perspective A message from Jim Ahler, NCACPA CEO
The following represents issues and topics currently affecting the accounting profession. Members with questions are encouraged to contact Jim Ahler, CEO, for further information.
Service is the theme for this edition of Interim Report and an appropriate
one. The public accounting profession is well known for being a very

generous profession. As the old saying goes, “To whom much is given, much is expected.” CPAs in every community can be seen providing volunteer service and financial support to charitable and philanthropic causes. The CPA profession has much to be grateful for and gives generously.
IMPACT
You can find CPAs serving as volunteer treasurers and holding other leadership positions in many nonprofit organizations, making it an honor to serve such a noble profession. Your association endeavors to highlight and celebrate public service, and issues the Public Service Award annually,

to a deserving peer-nominated member. Please take the time to nominate a CPA who is involved in public and community service. The nominating form can be found here.
ACCOUNTING DIGEST
CPAs are community leaders who give back through volunteer service in many ways. Two years ago, your association began its CPA Day of Service. It was conceived to acknowledge the many facets of public service in which CPAs are involved. The CPA Day of Service recognizes and coordinates a higher level of giving back. The association, its chapters, and its committees offered many community service opportunities statewide on this special day. Once again, over 2,200 members and firms responded! Last, but certainly not least, CPAs provide a great service by contributing to the NC CPA Foundation. Your support allows the Foundation to serve the profession and deserving students by awarding scholarships to aid students’ quest to become a CPA. Please accept our thanks for your service around this state. There is much to do, but everything you are involved in helps someone or some deserving organization in our wonderful community.

The holidays are just around the corner, and so is the start of the tax season. With filing being officially delayed for approximately two weeks in 2014 per the Internal Revenue Service (IRS), as well as by the NC Department of Revenue (NCDOR), we thought it would be important to advise our members of the myriad of tax resources available to them for the 2014 filing season.
EXERCISE CAUTION Please raise your clients’ awareness of significant changes impacting taxes
2 0 14 TA X S E A S O N TO O L K I T Summary of 2013 NC Tax Law Changes
New Form NC-4 or NC-4 EZ Required
The 2013 legislative session brought many changes to the Revenue laws, and the NCDOR. A brief summary of the tax law changes made by the General Assemblies was recently added by the NCDOR as an online resource. This comprehensive document outlines all law changes, regardless of whether or not they take effect in 2013, or at another point in time. This informative document can be located here.
We encourage our members to become familiar with the new form, so they can ensure that their clients will be compliant in 2014. Learn more about the new requirements, and obtain copies of the new NC-4 and NC-4 EZ forms here.
this coming season. Some of them may be in for surprises, such as unexpected tax
increases.
Taxpayers
continue
to be concerned about implications of the 2013 Tax Reform Act signed by Governor McCrory. They are also uncertain of the effects that Congress’ Affordable Care Act will have, not to mention the impact of the Supreme Court’s decision to extend the Defense of Marriage Act for NC’s same-sex married couples. Another surprise for many employers is the requirement to collect a new NC-4 or NC-4EZ for every employee before payroll processing begins in January 2014. It is also important to know that the NCDOR
Updated DOMA Issues List for Your Tax Practitioner Members The updated DOMA Client Tax Issues List, updated recently by AICPA, will provide assistance to clients affected by the Defense of Marriage Act (DOMA) ruling, by addressing issues such as filing and amending tax returns, filing protective tax refund claims, and estate tax planning criteria. This and other resources including the AICPA DOMA Ruling Individual Tax Impact and the DOMA Ruling Estate and Gift Tax Impact can provide additional clarity on updated DOMA issues.
will not be activating its new TIMSS computer system, so electronic filing of corporate returns will be delayed another year.
RESOURCES Your association is striving to ensure that we provide members with the most up-to-date tax information as possible. Please see the adjacent ‘toolkit’ to help you enjoy your holiday season more by worrying less about the unknowns in the upcoming filing season.
NCDOR’s Directive Re: Same-Sex Marriage and Filing Status The NCDOR has issued a directive concerning same-sex couples filing state tax returns. Because North Carolina does not legally recognize same-sex marriage (NC Gen. Stat. § 51-1.2), the NCDOR cannot follow the new federal definitions, which are covered under Rev. Rul. 201317. Members are encouraged to access the directive set forth by the NCDOR. The document can be found here.
Busy Season Preparation Resources If you are hoping to avoid another tax season like the one experienced in 2013, see highlights for several preparation focus areas, per the AICPA’s Jim Metzler. This resource helps you to prepare for the busy season with less stress by covering tax and deductions, tax planning for same-sex couples, and FRF for SMEs.
Tax Checklists The Interactive Tax Checklists, provided by AICPA to its Tax Section members for free, is a downloadable tool which helps simplify tax planning. The online Interactive Checklists version is available for purchase by AICPA members.
2014 Tax Filing Delays On October 22, 2013, the Internal Revenue Service (IRS) announced that the 2014 tax filing season will get a later start than usual, as a result of the government shutdown. For more information on these delays, see the full article.

Second Annual CPA Day of Service By Alison Mendys NCACPA Content & PR Specialist
On the last calendar day of summer in 2013, North Carolina Governor Pat McCrory, officially designating September 20, 2013, as the state’s “CPA Day of Service.” On this day, CPAs from across the state spent a full day dedicated to prescheduled volunteer work at humanitarian or charitable organizations of their choosing, in an effort to give back to their communities. Like most powerful causes, the CPA Day of Service began as a spark in the mind of one of North Carolina’s own CPAs, only to spread like a wildfire through the hearts of accounting professionals across our great state. In 2013, this community outreach effort hit its second anniversary and was observed by 2,200 professionals statewide. This local grassroots effort not only touched the lives and causes of so many in North Carolina, it transcended beyond its local beginnings via social media and web-based networking—it was tweeted on Twitter, liked on Facebook, posted on Instagram, and even celebrated with a rendition of the “Harlem Shake” uploaded to YouTube. This once small idea, which was cultivated locally, grew big enough to reach so many on such a large scale. Beyond the hype, the press, and the buzz is the nucleus of this unifying effort—hard work and dedication to the community. It should come as no surprise to our readers that these components are also found at the heart of the organization’s members, which sponsored this communal effort. Their hard work yielded bountiful benefits to food banks, social services, schools, charities, camps, parks and ministries—just to name a few—all across North Carolina. Charitable resources collected and donated as a result of CPA Day of Service 2013, included nearly $2,000 in monetary resources, approximately 650 pounds of food, over 150 supply-kits for community schools, and over 500 pieces of clothing. Volunteer efforts extended beyond the

Safe Harbor provides the setting for a unique one-year Christian recovery/rehab program for women— the only such program available for women in Catawba County. We completed an improvement project at their “Good Friends” Transitional Housing apartment complex by painting and/or installing laminate flooring in three apartment units — C A M I H E P L E R , D AV I D S O N , H O L L A N D, W H I T E S E L L & C O. , P L L C
