West Side Yards Tests New ‘Gateway’ Zoning Mixed-Use Project Aims to Make Walkable Destination BY JAMES SANNA Registry Review Staff
A
mixed-use development proposed for the site of a defunct conference center in Portsmouth could pave the way for other commercial projects in the city. Portsmouth Planning Board members gave positive reviews to a 12-acre project dubbed “West Side Yards” by its developers, Torrington Properties Inc. and Waterstone Properties Group Inc., at a Jan. 24 meeting designed to give feedback on the project before any formal submittals are made. The project would feature 250 apartment units split between two buildings, 23 condominium townhomes, 22,000 square feet of office space and 22,000 square feet of retail space, including a “food and beer hall” that opens onto a plaza facing one of the rental buildings. The site is near Portsmouth’s Music and Arts Center and the retail center along the southern end of Portsmouth’s Islington Street as it approaches the Route 1 bypass. The project is the first to test the city’s new “gateway” zoning, according to Torrington Properties principal Jay Bisognano. “This development has been a significant learning process,” he told the board in January. “It’s still not clear to our team on the city’s vision; however, we think we’ve come up with a great plan.” City officials have asked Bisognano to make more than 10 percent of the project’s units affordable under Portsmouth’s workforce housing zoning. However, Bisognano told the Planning Board that his team concluded any more than that would not be financially feasible without adding staff to his firm who specialize in affordable housing finance.

Each unit will cost roughly $250,000 to build, he said, for a total cost to Torrington and Waterstone of $6.75 million to build the 27 affordable units, priced for residents making 80 percent of the area median income. To cover the cost of the units, Bisognano said his team will be asking the city for a 12.5 percent density boost. The site’s zoning limits projects to 20 units per acre and 24 units per building. Bisognano’s project would have 22.5 units per acre, with 134 located in one building and 116 in another. An as-of-right design he included in his presentation to the board featured a checkerboard-like arrangement of small, 3-story residential buildings surrounded by parking lots. “I’m looking for a long-term commitment on the workforce housing. That would be the tradeoff for me,” said Planning Board member Elizabeth Moreau. This is not the first time Bisognano and the West Side Yards have been before the Portsmouth
Planning Board. In October 2018, city officials panned an earlier version of the project for being too dense, among other concerns. The newest design is a full story shorter, Bisognano said. “I think we’ve come to a place where the tradeoffs make sense to the community and make sense to you,” said Rebecca Perkins, the City Council’s representative on the board. In addition to the community space in the project’s central “square,” the project design also calls for a community path and a new city street along a brook that forms the northern border of the site. Seating and a planted buffer would be installed along the brook. “I can see biking that area with my kids,” said Planning Board member Jay Leduc. “I like it, I think it’s great. I look what’s there today and can’t wait for it to be changed.”

Should Seniors Take the Rap for the Gap in Millennial Homeownership? New Study Suggests ‘Aging in Place’ Kept 1.6M Homes Off the Market BY KENNETH HARNEY WASHINGTON POST COLUMNIST
A
re senior homeowners preventing Millennials from buying houses? Could the decisions of millions of older owners to “age in place” rather than sell their homes explain why Millennials are lagging behind in homeownership? A provocative new study from federally chartered mortgage investor Freddie Mac suggests the answer may be yes. By hunkering down longer than would have been typical of earlier generations – who would have sold their homes in greater numbers by now – today’s seniors are effectively denying their houses to the real estate market. As a result, according to the study, roughly 1.6 million homes have been kept out of buyers’ reach in recent years, sharply reducing the availability of houses nationwide that Millennials could buy. “The most important fundamental in today’s housing market is the lack of houses for sale,” said the Freddie Mac study, which was conducted by the company’s economic and housing research group. Does all this sound right? There’s no question that tight inventories exert upward price pressure on properties that are available, and they make it tougher for many buyers to afford homeownership. And there’s no question that Millennials haven’t opted
for ownership at rates comparable to earlier generations. When the Urban Institute’s Housing Finance Policy Center studied the matter last summer, it estimated that 3.4 million Millennials are missing from the ranks of homeownership, based on the behaviors of boomers (born 1946-1964) and Gen-Xers (born 1965-1980). Millennials are 8 percentage points behind earlier generations at the same age.

Previous studies of Millennial homebuying have pointed to multiple causes for differences in ownership rates. Last month, the Federal Reserve identified ballooning student loan debt loads – now an estimated $1.5 trillion nationwide – as a key barrier to Millennial home purchasing. It estimated that 20 percent of the decline in ownership among young adults since 2005 can be attrib-
uted to student debt, which doubled in real terms during the decade ending in 2015. • Last year’s study by the Urban Institute highlighted other important factors in addition to student debt: • High rents that many Millennials pay, which make it more difficult to save for a down payment. • Later ages for marriage and child-bearing, thereby postponing key traditional inflection points that stimulate homebuying. • Locational choices by Millennials themselves, who often show a lifestyle preference for higher-cost urban centers. • In an interview, Edward Golding, a nonresident fellow at the Urban Institute, also noted that there are financial constraints on senior owners beyond simply wanting to age in place and enjoy their homes. Some seniors choose not to sell because they don’t want to give up mortgages they have at favorable interest rates – the socalled “lock-in effect.”

Yet the Freddie Mac study includes an example in which fictional older owners, Al and Rose, aren’t selling, thereby forcing younger buyers, Alex and Rita, “to wait longer – and pay more.” Doug McManus, Freddie Mac’s director of financial research, conceded that example was “a simplification.” So is the entire study. Millennials have lower homeownership rates for a complex of reasons – some of them financial, some of them simply reflective of changing personal preferences. You can’t blame it all on the old folks.

Bank of New Hampshire Promotes Byars
B
ank of New Hampshire has promoted Lisa Byars to vice president and human resources officer. Byars joined Bank of New Hampshire in February 2014 and has made major improvements in the human resources department, according to a statement from the bank, streamlining the recruiting Lisa Byars and onboarding processes, taking on responsibility for safety and workers compensation, employee relations and running the daily operations of the department. Byars has 25 years of experience in human resources in the manufacturing and banking sectors. Byars is a graduate of the Northern New
England School of Banking and the UNH Next Level Leadership Consortium. She also received certificates from the UNH Peter T. Paul College of Business & Economics for completing the Executive Development Program on Coaching & Development and from the New Hampshire Bankers Association for completing the Emerging Leaders in Banking Program. She is currently enrolled at Granite State College to complete her Bachelor of Science Degree in Human Resource Administration. Byars is an active volunteer within the Gilford school system and youth sports programs.
Salem Shopping Center Refinanced for $11M Manchester Apartments Sell for $88.5M

he owners of a Salem shopping center have refinanced the mortgage on their property with an $11 million loan. Boston-based mortgage bankers Fantini & Gorga recently arranged the loan for the refinancing of North Broadway Crossing. Casimir Groblewski, senior managing director, and Lindsay Feig, senior analyst, represented the center’s owner, listed as a Massachusetts limited liability company in Salem land records. “We were pleased to assist our client with a loan proposal that met its specific requirements for this refinancing,” Groblewski said in a statement. “The quality of the development, its occupancy history, and the extensive management experience of the borrower, which was
the original developer, generated strong interest from a variety of lenders. The successful bid came from a major Massachusetts-based financial institution which offered a competitive and creative loan structure.” North Broadway Crossing is sited at 236 North Broadway on 9.75 acres with 900 feet of frontage on, and access to, Rte. 28. It adjoins Burlington Self Storage of Salem. The fourbuilding complex, which was developed from 2005 to 2007, includes among its major tenants Pentucket Bank and Irving Oil (both ground leases), and the well-known McKinnon’s Market. Other tenants include Maddie’s Bagel & Eatery, Wasabi Hibachi Restaurant and Edible Arrangements. The two multitenant buildings contain 56,000 square feet of rentable space.
320 SF Portsmouth Cottage Offered for $2M

n upgraded Manchester apartment building complex built in the 1980s has sold for $88.5 million. Hilltop Ridge and The Highlands at Washington Park is a 640-unit apartment portfolio spread over 40.8 acres north of downtown Manchester. The property is located off Front Street and Interstate 293, near Intervale Country Club and Manchester Community College. Biria St. John and Simon Butler of CBRE exclusively represented the seller, Hilltop Apartments LLC and WPN Property LLC, and procured the buyer, an affiliate of The DSF Group. Additionally, the CBRE Capital Market’s team of Brian Eisendrath, Cameron Chalfant and John Kelly procured the financing for the buyer through an agency execution. “We are pleased to have facilitated the sale of Hilltop and Highlands on behalf of our cli-
ent who had developed and owned the property since they built it in the early 1980s,” St. John said in a statement. “Our client was a tremendous steward of the asset, having invested significant capital into the properties over the past five years. With the growth in the region’s employment market in recent years and the continued growth expected in the future, DSF should realize strong revenue growth, particularly when combined with the additional planned improvements.” DSF, which owns multifamily complexes throughout the Northeast, plans to operate the properties as one community in order to gain operational efficiencies and optimize amenities. Each of the buildings have new roofs, exterior siding and windows. The previous owners also renovated nearly 90 percent of the apartments with upgraded kitchens and baths.
Concord Monitor Selling Headquarters, Printing Plant T
he Concord Monitor is looking for a buyer for its headquarters just north of downtown Concord. The 103.65-acre property has two buildings on its site, a 37,892-square-foot, 3-story office building adjacent to a 32,421-squarefoot industrial/warehouse/distribution building that is currently home to the paper’s printing press. The warehouse portion of the building has ceilings between 14 and 28 feet high.
The company is asking $6.49 million for the property, according to the listing for 1 Monitor Drive. The cap rate has not been disclosed. According to the newspaper’s parent company, Newspapers of New England, the newsroom will move closer to downtown Concord and therefore to the individuals the paper covers. The company said it is building a new printing press in Penacook. William & Reeves Commercial Real Estate is the broker.
Survey of Financial Professionals Reveals Salaries

While the Seacoast is no stranger to highpriced homes listed in places like the New York Times, this latest listing stands out because of its size – 320 square feet of living area. According to Portsmouth property records, the cheery, yet humble structure at 445 Marcy St. consists of a single room and an adjoining three-season porch, clad in bright blue asbestos shingles the color of robins’ eggs and accented
with white trim. The lot is just over one-third of an acre. In total, the property is assessed at $681,100: $2,900 for the “improvements” on the lot, $678,200 for the land itself. According to the listing, the property is “the last large lot” in Portsmouth’s sought-after South Side. It also sits a block away from the water. survey of New Hampshire financial professionals has identified what it believes is the average salary for commercial lenders in the Granite State. Smith & Wilkinson, an executive search and leadership consulting organization based in Maine, recently released results from its 10th annual Commercial Lender Salary Survey, as well as its third Annual Commercial Team Leader, Credit Analyst and Credit Manager Surveys. The Smith & Wilkinson survey found that the average salary for commercial lenders in New Hampshire in 2018 was $113,000, with commercial lender team leaders reporting an average salary of $174,000. Respondents represented a range of financial institutions including publicly traded, privately owned/ closely held, credit unions and mutual/cooperative. Combined, the surveys had nearly 1,300 respondents representing 22 states.
According to Smith & Wilkinson, salaries and bonuses for the nearly 900 commercial lenders responding rose across almost all institution types, asset sizes and geographies, with an increase in base salaries of more than 3 percent, and an increase in bonuses of nearly 5 percent in 2018. The highest salary and average bonus by region were found in the New York-New Jersey-Pennsylvania region. “We anticipate that compensation for commercial lending and credit talent will continue to increase steadily as demand outstrips supply,” Cameron Boyd, director of Smith & Wilkinson’s financial services practice, said in a statement. “The challenge for employers will be to present compensation packages that are able to recruit and attract high quality talent. Because of these challenges, we are seeing an increase in the number of financial institutions, both banks and credit unions, contacting us seeking assistance in developing and presenting these types of packages.”
