StonehamBank won top honors from the New England Financial Marketing Association for an online pop-up event that invited customers to take a virtual tour of Italy’s scenic Tuscany region during the depths of last winter and the height of a surge in COVID-19 cases.

hile Central Italy might not have an obvious connection to community banking, one Massachusettsbased bank found a way to use a virtual tour of Tuscany to engage consumers during a surge in the pandemic – and came away with an award-winning marketing campaign. StonehamBank and its third-party marketing firm, Pannos Marketing, won first place in the “out-of-the-box” category in the New England Financial Marketing Association’s annual contest open to banks, credit unions and financial services companies in New England. The awards were presented last month. Unlike past in-person pop-up events offered by StonehamBank, this campaign’s goal was not to sign up new checking account customers, said Lauren Constantine, the bank’s vice president and director of marketing. Partnering with a well-known historian and an Italian restaurant, StonehamBank instead hosted a Zoom event that played on the fatigue many felt a year into the pandemic. “We were providing escape to the community at that moment of time when they

How to Read The Real Estate Records The information appearing in this newspaper is taken from deed and mortgage documents filed at each of the ten registries of deeds in the state. All property transfers with a sales price of at least $100 and all term-mortgage documents are collected. Whenever possible, we combine the separate deed and mortgage documents so that we can present one complete record of the street address, purchase price, lender and mortgage amount. When we cannot link a deed with a mortgage (and vice versa) each transaction appears individually. Real estate records are organized alphabetically by registry, then town, then by street name.

The amount appearing on the same line as the street address is the purchase price from the deed. We print “No Amt Given” when the amount did not appear on the document we review. “No Street Given” appears in place of the street address when it was not available. The volume, page of the deed and filing date appear for all sales. The mortgage lender and the amount of the mortgage used to purchase the property are shown. Any second mortgage (Mtg2) filed at the same time as the deed will also appear here.

Why Some Owners Are Staying Put In This Market, Costs Keep Racking Up for Sellers BY LEW SICHELMAN SPECIAL TO THE REGISTRY REVIEW

N

ew affordability estimates show why so few houses are on the market: Owners who might want to sell may not be able to afford to buy another house. Even if they could find one. Forget for a moment that there’s a record low number of houses for sale, and just consider costs. Even using the profits from the sale of their current home, many sellers may not be able to afford another one. According to the National Association of Home Builders, nearly 7 out of 10 households cannot afford a median-priced home in today’s environment. That is, the incomes of 87.5 million families are not sufficient to qualify for financing under standard underwriting criteria. Worse, for every $1,000 increase above the median price, some 118,000 more households are priced out, which is a major reason so many people are staying put. The underwriting criterion the NAHB uses to determine affordability is that the sum of mortgage payments, property taxes, homeowner’s and private mortgage insurance premiums during the first year must be no more than 28 percent of the household’s income. Key assumptions include a 10 per-

cent down payment, a 30-year fixed-rate mortgage and an interest rate of 3.5 percent. At this writing, mortgage rates have already shot past 4 percent, which knocks even more people off the list of potential buyers. And, of course, there’s more to it than simply selling one house and buying another. For one thing, there’s the cost of selling – an amount that can significantly eat away at the profits you’d hoped to use to buy your next place. The process of buying a house isn’t cheap, either. And then there’s the heady cost of moving. All of these factor into the stay-or-go decision, so let’s take a look at each one.

Sellers Face Hidden Costs According to Bankrate, the cost to sell a house is roughly 10 percent of the selling price. So, if you get $300,000 for your place, plan on $30,000 never finding its way into your pocket. The largest part of that 10 percent – typically 5 percent to 6 percent – will be consumed by the agent who lists your house for sale. The rest is mostly nickel-and-dime stuff, which quickly adds up. For example, even though today’s buyers are overlooking many flaws, you’ll still want to make some repairs. Otherwise, you’ll leave more money on the table than it would have cost you to, say, fix a dripping faucet, repair a leaky roof or replace worn-out appliances. You might even want to have the

place inspected to discover unknown problems that could quash your deal if not addressed. If you plan to pay off your loan on the old house, you’ll probably be hit with a few unexpected charges, such as prepaid interest and prorated property taxes based on the day you go to closing. You might even have to pay some of your buyer’s closing costs.

before. And if you are moving to a community run by a homeowners’ association, you’ll have to pay dues to keep the neighborhood in good condition. These two expenses don’t usually require anything up front, but they are recurring costs to keep in mind. Also, moving to a larger place incurs higher property taxes and homeowner’s insurance.

Buying: The Biggest Obstacle Families moving up will want to maximize their down payments to keep their new mortgage payments as low as possible. Most, if not all, of your down payment will probably come from the proceeds of the sale of your old house. You may even have some money left over. But if you are short on cash, you may be able to find financing for as little as 3 percent down. Loans from Veterans Affairs and the Department of Agriculture come with nothing down, but you have to be (or have been) in the military or moving to a rural location. Another big consideration: closing costs. According to NerdWallet, these fees typically add up to 2 percent to 5 percent of the total price of the home, depending on location. So, for that $300,000 house, expect to ante up anywhere from $6,000 to $15,000 in closing costs. If you go for low-down-payment financing, you’ll have to pay for mortgage insurance, which you may not have had to pay

Hey, everything costs more when going big, even the heat and air conditioning. And if you get caught in the middle of two transactions – selling your old house and buying the new one – you could be saddled with two mortgage payments for a while.

MBA: Pace of Forbearance Exits Slows A

T

he pace of mortgages coming out of forbearance remained slow in January, while new forbearance requests and re-entries increased, according to the Mortgage Bankers Association. In its monthly Loan Monitoring Survey released this week, the MBA found that the total number of loans now in forbearance decreased by 11 basis points from 1.41 percent of servicers’ portfolio volume in December to 1.30 percent in January. The MBA estimates that 650,000 homeowners are in forbearance plans, down from an estimated 705,000 at the end of December. The share of Fannie Mae and Freddie Mac loans in forbearance decreased 4 basis points in January to 0.68 percent. Ginnie Mae loans in forbearance decreased 3 basis points to 1.60 percent, and the forbearance share for portfolio loans and private-label securities (PLS) declined 41 basis points to 3.02 percent. Marina Walsh, the MBA’s vice president of industry analysis, said in a statement that January had the smallest decline in forbearance exits during the past year. “For the second straight month, the pace of forbearance exits reached another low

since MBA began tracking exits in June 2020,” Walsh said. “There was also a pick-up in new forbearance requests and re-entries for all loans, and particularly for Ginnie Mae loans. Even though the forbearance rate continued its downward trajectory, it was the smallest monthly decline since January 2021.” Walsh did point to positive news, noting that the percentage of borrowers who were current on their mortgage payments in January increased from the previous month. Current loans are those that are not delinquent or in foreclosure. “However, there was some deterioration in the performance of borrowers with existing loan workouts,” Walsh added. “Borrowers in loan workouts may have experienced new life events unrelated to the pandemic, or alternatively, the omicron variant may have triggered or re-triggered employment, health, or other stresses.” The MBA said 26.8 percent of total loans in forbearance are in the initial forbearance plan stage, while 59.5 percent are in a forbearance extension. The remaining 13.7 percent are forbearance re-entries, including re-entries with extensions.

CFPB to Consider Rules for Automated Home Appraisals

iting concerns about biases in automated home appraisal models, the Consumer Financial Protection Bureau could create rules to ensure that computer models determining home valuations are accurate and fair. The CFPB said last week that it has created several options for regulating the use of algorithms in home appraisals.

The CFPB has created several options for regulating the use of algorithms in home appraisals. “It is tempting to think that machines crunching numbers can take bias out of the equation, but they can’t,” CFPB Director Rohit Chopra said in a statement. “This initiative is one of many steps we are taking to ensure that in-person and algorithmic appraisals are fairer and more accurate.” The CPFB said both in-person and algorithmic appraisals appear susceptible to bias and inaccuracy without appropriate safeguards. “Obtaining an accurate estimate of a home’s worth is one of the most important steps in the mortgage process for homebuyers,” the CFPB

announcement said. “Inaccurate valuations, both too high and too low, can pose risks to consumers.” The agency said the Dodd-Frank Wall Street Reform and Consumer Protection Act gave the CFPB and other regulators responsibility for implementing rules on these models. While noting that computer models and algorithms help mortgage lenders and appraisers improve valuation accuracy, the CFPB said automated valuation models can pose fair lending risks to homebuyers and homeowners. “The CFPB is particularly concerned that without proper safeguards, flawed versions of these models could digitally redline certain neighborhoods and further embed and perpetuate historical lending, wealth, and home value disparities,” the announcement said. The CFPB said its goals for the possible rules include: • Ensuring a high level of confidence in the estimates produced by automated valuation models; • Protecting against the manipulation of data; • Avoiding conflicts of interest; • Requiring random sample testing and reviews. The agency said it will review the options being considered for proposed rulemaking to determine the potential impact on small businesses.

treehouse is causing trouble on New Hampshire’s Seacoast. The parents of an 8-year-old boy say they checked with neighbors before building a treehouse, and there were no objections. But neighbors were shocked by the immense construction project: The treehouse is a 168 square-foot platform 25 feet long and 8 feet high, WGME-TV reported. “Its size is imposing and dominates the field of view in our backyard and from our house,” neighbor Mark Moses said. Portsmouth resident Jill Maloney said she didn’t mean to create a backyard battle royal. She only wanted to build a treehouse for her son.

“My family and I never set out to anger our neighbors or make enemies,” she said. “Her neighbors were fine with it. They didn’t have an issue,” he said. “She bent over backwards trying to make everybody happy.” Portsmouth Board of Zoning Adjustment ruled last week that the treehouse was more like a deck structure. As a result, they said it requires a 5-foot to 8-foot setback from the fence. “My objection to this has to do with the fact that it is so intrusive on the other property,” Phyllis Eldridge of the Portsmouth Board of Zoning Adjustment said. Tuscan Tour Markets Local Bank Continued from Page 1 “Banks are notoriously risk averse,” said Pannos, who worked with StonehamBank on the campaign. “Not that this was a risk, but we needed it to stand out, and I think this holds true for community banks going forward – it’s all about differentiation, because the competition is everywhere.”

‘Great PR’ from Doing Good The $684 million-asset StonehamBank has two branches in Stoneham and Billerica, but its lack of a brick-and-mortar presence in surrounding towns presents some marketing challenges, said Pannos, whose firm works mostly with community-sized financial institutions in the U.S. Finding a way to differentiate itself in today’s crowded market was also key, Pannos said, especially given competition from fintechs and big banks with larger marketing budgets. Pannos Marketing has worked with StonehamBank for more than a decade. Before the pandemic, the two companies held pop-up events at various community gatherings, using social media to encourage people to visit bank representatives at the events and building the bank’s visibility, Pannos said. But when the pandemic began in 2020, StonehamBank did not want to lose this momentum in raising the bank’s brand awareness, Constantine said, while at the same time recognizing the significant effects the pandemic was having on small firms. The bank decided to hold virtual pop-up events instead that helped drive sales at local businesses. “We were helping to build camaraderie with the employees there, with small businesses; they were talking about it on social media,” Constantine said. “The community was talking about it on social media, about how the bank stepped up, so it was really great PR for the bank, but also we were helping a small business.” When StonehamBank and Pannos Marketing began working on the virtual Tuscany tour in January 2021, they wanted to pull the event together quickly to reach people affected by that

winter’s surge in COVID-19 cases. The bank partnered with art and architecture historian Rocky Ruggiero to lead the virtual tour of Tuscany, and advertised the event using social media, as well as an email blast to existing customers. Social media and digital marketing are critical tools for community financial institutions, Pannos said, and their significance will likely continue to increase. Some banks are even using TikTok for marketing, and Pannos pointed to the impact the video-based social media app now has in influencing purchases. StonehamBank’s Tuscany tour campaign used Instagram and Facebook, with ads placed in feeds and stories. During the two weeks when the campaign ran in late January and early February, StonehamBank had over 70,000 impressions, 1,200 ad clicks, and 673 visits to the campaign’s landing page. The email blast to existing customers saw 25 percent of recipients open the email, with a 3.5 percent click-through-rate. The bank had 155 total RSVPs, and more than 90 people attended the event. Pannos credits Constantine for her willingness to take different approaches when marketing StonehamBank. “With the out-of-the-box campaign, we were given the opportunity to be different and we took that and ran with it,” Pannos said. “It’s all about differentiation and making people notice you and being memorable.” Using a third-party firm, especially one that the bank has worked with for a long time, elevated the bank’s approach to marketing, Constantine said. “We’re small here at StonehamBank, so having a partner like Pannos Marketing with such experience and expertise in the marketing and advertising field, we feel confident enough when we have to work really fast, especially during COVID and unique situations, that we had a partner to help us guide us through it,” Constantine said.
