he e-commerce boom during the pandemic has given a lift to the air cargo industry in general – and the prospect of a major air cargo facility at the Pease airport in particular. The Pease Development Authority recently granted the Kane Co. and PROCON Inc., two Portsmouth-area companies that have previously worked together on various projects, an exclusive 18-month option to explore the possible development of two parcels at the airport into major air cargo facilities. Kane and PROCON, via its TST Development unit, will analyze the potential demand for air cargo services at Pease, the size of possible new facilities, and likely tenants and “end users” of air-cargo operations at the former U.S. Air Force base, where the commercial side of the site is now officially known as Portsmouth International Airport. “We don’t know yet how much [space] might be needed,” said John Stebbins, managing director of PROCON, which has built aviation facilities in the past at Pease, Manchester-Boston Regional Airport and Hanscom Field in Bedford, Massachusetts. “We’re still in the very early stages of investigating. But we’re feeling very confident we can find the right end-users [for future air-cargo facilities].”

likely won’t be in the range of 300,000 to 400,000 square feet, as indicated in the development team’s filings. Stebbins and Michael Kane, chief executive of Kane Co., stressed their development team was merely suggesting the maximum amount of space that could be built on the two airport sites in question – and they acknowledged the final sizes of buildings will likely be smaller than early plans indicate. The new Pease aircargo study isn’t without some controversy.

One thing is clear: Any new facility, or facilities, likely won’t be as large as suggested in preliminary plans filed by Kane-PROCON with the Pease Development Authority. Paul Brean, executive director at the Pease Development Authority, said a number of site requirements – such as building setbacks, roadway entrances and exits and parking lots – will undoubtedly lead to “much smaller buildings than people think.” He declined to say how big any eventual air cargo facilities might be, but he said they

How to Read The Real Estate Records The information appearing in this newspaper is taken from deed and mortgage documents filed at each of the ten registries of deeds in the state. All property transfers with a sales price of at least $100 and all term-mortgage documents are collected. Whenever possible, we combine the separate deed and mortgage documents so that we can present one complete record of the street address, purchase price, lender and mortgage amount. When we cannot link a deed with a mortgage (and vice versa) each transaction appears individually. Real estate records are organized alphabetically by registry, then town, then by street name.

The amount appearing on the same line as the street address is the purchase price from the deed. We print “No Amt Given” when the amount did not appear on the document we review. “No Street Given” appears in place of the street address when it was not available. The volume, page of the deed and filing date appear for all sales. The mortgage lender and the amount of the mortgage used to purchase the property are shown. Any second mortgage (Mtg2) filed at the same time as the deed will also appear here.

It’s going to force people to look to alternative forms of financing,… [which are]not nearly as plentiful.” In the CAI survey, nearly 9 out of 10 condo management outfits fear exposure to liability for answering some questions, and a quarter said buyers have been denied funding because the questions have gone unanswered. Nearly half said lender approval has been delayed. “They understand the intent,” the CAI’s Dawn Bauman told me. “But some questions are not yes-or-no questions, and condo boards usually don’t have that kind of expertise. They are willing to provide the documentation, but they say lenders should make the decisions.” Even though the rules are said to be temporary, the CAI has called on Fannie and Freddie to delay their implementation for a year, saying they caught many stakeholders “by surprise.”

Florida Properties Hit Hardest As of March 1, Fannie Mae has placed 1,034 properties on its “unavailable” list of projects for which it will not backstop buyers. About 40 percent of those are in Florida alone. Granted, some were on the list prior to the new rules. “It’s doubtful the company has reviewed that many in just two months,” said Orest Tomaselli, the head of project reviews at CondoTek, a company that helps lenders with documentation requirements.

Granted, too, some are listed as ineligible for other reasons, such as being identified as a condo-hotel or because a single entity owns too many units. But the Peppermill at Kendale Lakes West property in Miami is verboten because of “possible structural damage to balconies.” And 111 East Chestnut in Chicago is out because it sits on a parking garage where excessive concrete degradation called “spalling” has been spotted. Tomaselli, whose staff reviews more than 2,000 properties a month, suspects that perhaps as many as 10 percent of all condominium buildings are “unwarrantable,” meaning they are not eligible for GSE funding. Eventually, he figures, they will make it onto Fannie’s “Do Not Buy” list. He said maybe 80 percent to 90 percent of those need some work, but will be cleared in due time. But, he warns, the remaining 10 percent are “devastatingly behind the eight ball.” At one Manhattan condo he describes as “eerily reminiscent of Surfside,” the board chose to cover exposed rebar and cracking cement with steel plates rather than deal with the problems directly. As Tomaselli sees it, the properties that find the new rules too ruthless are the ones that have failed to address structural issues and reserve accounts. “You have to pay attention to this stuff,” he said. “After all, what’s the price of a life?”

T

he owner of a historic railway that runs up Mount Washington is proposing to build upscale accommodations and a restaurant near the summit of New Hampshire’s highest peak. Mount Washington Cog Railway owner Wayne Presby said the nearly $14 million project would station 18 rail cars at an elevation around 5,800 feet (1,670 meters) from mid May through mid October. Nine sleeper cars would accommodate up to 70 guests who would pay similar rates to those charged on other sleepers. “There is a demand for it. People want to stay up on the mountain,” Presby said of the project that will require state and county permits and take up to seven years to complete. “They want better facilities than what are being offered up there by the state of New Hampshire and everybody else.” The project, presented earlier this month to the Mount Washington Commission, comes several years after Presby scrapped a plan to build a 35-room hotel on the mountain. That project came under widespread criticism from environmentalists and hikers, who argued the 25,000-square-foot (2,300-square-meter) hotel would damage the fragile alpine ecology and destroy the scenic views. Presby said the latest proposal, which includes plans to pipe sewage down the mountain and fiber-optic upgrades, has the support of the state. In exchange, the Cog would agree to not to pursue further expansion on the summit. A spokesperson for the Department of Natural and Cultural Resources did not immediately respond to a request for comment.

It is unclear whether this proposal will garner the same opposition as the larger hotel project, when thousands of people signed a petition against it. Chris Thayer, who serves as the Appalachian Mountain Club’s representative on the commission, called the proposal “creative in its approach to summit operation and visitor experience challenges” but he said it “deserves more careful consideration to impacts on highly sensitive natural resources and viewshed aesthetics.” David Govatski, a retired U.S. Forest Service forester who can see the site from his home in Jefferson, opposed the larger hotel. But he remains undecided this time around. Govatski believes the project could ease congestion from the throngs of summer tourists on the mountain, since it includes a shuttle from sleeper cars up to the summit, the highest peak in the Northeast at 6,288 feet (1.91 kilometers). Currently, the cog goes right to the summit, resulting in hundreds of people getting on and off trains at one time. But he worries hotel guests could damage are alpine plants including Bigelow’s sedge on the mountain and stress out the rare American pipit that nests in the area. Other people worry plans for brightly-colored rail cars — something Presby said could change to more neutral colors — would be out of place on the mountain. The area where the rail cars would sit has had its share of activities over the years. The Mount Washington Auto Road is nearby. There are fuel tanks there, a helipad and there once were barracks for a jet engine testing lab. “They have done their planning. The concept looks good on paper but the devil is in the details. That is what we want to work out,” Govatski said.

Owner of Cog Railway Proposes Lodging on Mount Washington

“You have to balance the economic value of a railroad like that against the potential for the environmental impact, of increased usage at new location near the mountain top,” he continued. “I remain neutral until I can really study what the impacts are.” Mount Washington has been attracting more tourists in New Hampshire’s North Country since the loss of the Old Man of the Mountain, a granite profile and state symbol that crumbled in 2003. The mountain draws over 300,000 visitors a year. The 65-year-old Presby, who has owned the railroad for nearly 40 years, said the project would partly fulfill his vision of bringing

back hotels that once graced the mountain in the 1800s. Among them was the Summit House Hotel, which burned down in 1908. It would also bolster the Cog Railway’s role as an economic engine, something the company has prided itself on since the train first started running more than 150 years ago. The region, which has among the state’s lowest median income, is heavily reliant on tourism. The train brings 150,000 people each season up to the summit. “The cog railway has been my life. I bought this place when I was 26-years-old,” Presby said. “My whole goal in owning the railroad was to bring it back to its preeminence.”

Program Will Help Homeowners with Bills

new, federally funded program will provide relief to eligible homeowners struggling to pay their mortgage, property taxes, utility bills, and other costs during the coronavirus pandemic, New Hampshire authorities said Friday. The New Hampshire Homeowner Assistance Fund will offer assistance for delinquent mortgage payments, property taxes, homeowner insurance and condominium fees, and

utility payments. The total maximum benefit per property is $20,000. Applications are being accepted, and payments to providers are expected to begin later this month. The program was established through the Governor’s Office for Emergency Relief and Recovery in partnership with the New Hampshire Housing Finance Authority.
