ddressing lawmakers at his State of the State address in February, Gov. Chris Sununu pointed to one of the most pressing issues in the state: workforce housing. Then he presented a plan. New Hampshire should take advantage of one-time pandemic relief funds and set aside $100 million to encourage housing development, Sununu said. His proposal to lawmakers included $30 million to incentivize towns to speed up approval processes, $60 million in grants for multifamily housing projects, and $10 million split between the demolition of outdated developments and zoning updates to encourage development. “These investments are critical to ensuring New Hampshire is the No. 1 destination in New England,” Sununu said. “This housing is for workers and families who work in our communities, go to our schools, and contribute to our economy.” A month later, housing advocates are zeroing in on a word not specifically mentioned in the governor’s plan: affordability. And as lawmakers prepare to receive the governor’s formal proposal – expected to come before the Joint Legislative Fiscal Committee in April – advocates are urging the governor to center the program around that standard. “These multifamily housing developments

How to Read The Real Estate Records The information appearing in this newspaper is taken from deed and mortgage documents filed at each of the ten registries of deeds in the state. All property transfers with a sales price of at least $100 and all term-mortgage documents are collected. Whenever possible, we combine the separate deed and mortgage documents so that we can present one complete record of the street address, purchase price, lender and mortgage amount. When we cannot link a deed with a mortgage (and vice versa) each transaction appears individually. Real estate records are organized alphabetically by registry, then town, then by street name.
The amount appearing on the same line as the street address is the purchase price from the deed. We print “No Amt Given” when the amount did not appear on the document we review. “No Street Given” appears in place of the street address when it was not available. The volume, page of the deed and filing date appear for all sales. The mortgage lender and the amount of the mortgage used to purchase the property are shown. Any second mortgage (Mtg2) filed at the same time as the deed will also appear here.

Help for Down Payments Available With Home Prices Rising Higher, Assistance Programs Busy BY LEW SICHELMAN SPECIAL TO THE REGISTRY REVIEW
L
awmakers in Washington have earmarked billions of dollars for down payment assistance for first-time homebuyers as part of the Build Back Better legislative package championed by President Joe Biden. But rookie buyers don’t have to wait for Congress to act – if it ever does. Plenty of financial aid is available to help buyers who are short on cash for a down payment and closing costs. Indeed, while a good chunk of the economy shut down during the pandemic, the state entities that administer assistance programs have been chugging right along. “All state housing finance agencies stayed open, and still are,” said Sean Moss of Down Payment Resource, an Atlanta firm that tracks nearly 2,200 different programs that buyers can tap for help.
Many Buyers Need a Boost These agencies not only remained open, but in some cases, they set records. “Business is booming,” said Lisa DeBrock of the Washington State Housing Finance Commission. “Our phones are ringing off the hook.” The Florida Housing Finance Corporation saw its volume jump considerably last year; activity was so brisk that it stayed open 24/7 and increased its assistance amounts. And the Arizona Industrial Development Authority
has helped 750 buyers so far this year. “I expect our volume to drop off slightly next year – but then, I expected it to drop off this year, and it didn’t,” said Dirk Swift, AZIDA’s executive director. According to the National Association of Realtors’ latest figures, about 17 percent of first-time buyers receive some sort of monetary help, mostly in the form of gifts or loans from parents, friends or other relatives. After all, saving for a down payment remains the highest hurdle for most buyers. Less than 3 percent, NAR found, typically receive support from other entities. Had other rookies sought out these sources, perhaps many more of them would have been able to finally step onto the ownership ladder. One problem is knowing what’s available. A new pact between DPR and Zillow should go a long way toward correcting that issue. The deal allows the popular real estate website – 2.7 billion unique visits in last year’s third quarter alone – to post all possible assistance programs that may be available to buyers searching for properties on its platform. Another issue is knowing where to find help. And a third is that some lenders and real estate agents look down their noses at down payment assistance.
What’s Available DPR says 84 percent of the 2,180 programs it tracks were actively funded and available from state and municipal governments, nonprofits and employers. Every state has more than one program, reports Moss, and several offer more than 100 options. California has the most options, with 350. Programs include grants and no- or low-
interest second mortgages with payments that may be deferred or even forgiven. Some are aimed specifically at veterans, first responders, educators, people with disabilities or other special circumstances. Most programs are aimed at first-time buyers, but some are not. Most have some kind of income or sales price limitation. But in some high-cost markets, the income ceiling can exceed 180 percent of the area median income. Even with income ceilings, though, the benefits can range into tens of thousands of dollars. And they can be combined with each other and used with all types of mortgages, including those backed by Uncle Sam. Benefits like that are worth looking into, if only because owning a house is the quickest, safest way to build wealth. If you had purchased a house three years ago using one of her state’s programs, Washington’s DeBrock pointed out, you would have already amassed thousands of dollars in equity.
Where to Find Help One way to find what’s available is to go to downpaymentresource.com, Zillow.com or themortgagereports.com. Or simply search online for the benefits offered in your state. You might even ask a lender or a real estate agent if they know about such programs in your state. DPR partners with a number of lenders, banks and multiple listing services. Some use the data as consumer-facing information on their websites, while others use it internally to inform their own people or members. Unfortunately, not all housing professionals are as knowledgeable about down payment assistance as they should be. Some even turn
away from such programs. So, if you run up against a brick wall, ask others until you find someone who is familiar with what’s available. Some lenders believe that down payments that don’t come solely from the borrower’s wallet are not safe. Others think such loans are too difficult to deal with. But people who run the state agencies beg to differ.
After all, saving for a down payment remains the highest hurdle for most buyers. Swift in Arizona said it’s actually more difficult to deal with applicants whose funds come from family or friends than those whose money comes from state-run assistance programs. DeBrock agreed. “The strength of DPA programs is that lenders don’t have to worry about the funds being there at closing,” says DeBrock. “The buyer has to go to closing” to access the funds. Added Charles White, who directs Florida’s programs: Assistance is “very trustworthy. ... Borrowers are completely underwritten” to make sure they meet program requirements. Another issue is that some lenders don’t prioritize affordable lending. But then, that’s another story.

Report: Millennials Dominate Buyer Pool T

illennials now make up the largest segment of American homebuyers, new research from the National Association of Realtors has concluded. Homebuyers born between 1980 and 1998 now make up 43 percent of the buyer pool, said NAR’s 2022 Home Buyers and Sellers Generational Trends report. Last year, they were only 37 percent of the buyer pool, NAR said. Older Millennials born between 1980 and 1989 are also more likely to be a first-time seller than a first-time buyer. “Some young adults have used the pandemic to their financial advantage by paying down debt and cutting the cost of rent by moving in with family. They are now jumping headfirst into homeownership,” Jessica Lautz, NAR’s vice president of demographics and behavioral insights, said in a statement. Baby Boomers – born between 1946 and 1964 – make up 29 percent of buyers and 52 percent of sellers. “Not surprisingly, younger generations typically upgraded in size and price while older generations purchased more affordable properties,” Lautz said. Almost two out of three younger Millen-

nials – 65 percent – found the home they ultimately purchased on the internet, a number that gradually decreases with older generations. Eighty-seven percent of all buyers purchased their home through an agent. This number was highest with younger Millennials (92 percent) and older Millennials (88 percent). Brandi Snowden, a senior analyst at NAR, told Banker & Tradesman that this was consistent with younger buyers seeking more assistance and help with a process that was new to them. Debt continues to be a significant barrier for many when attempting to buy a home, the NAR report said. Both Generation X and younger Boomers delayed purchasing a home for five years due to debt, the longest of all age groups. Younger Millennials had the highest share of student debt at 45 percent, with a median amount of $28,000, and 27 percent said that saving for a down payment was the most challenging step in the home buying process. Nearly one-third of younger Millennials received down payment help in the form of a gift or loan from a friend or relative and 24 percent lived with friends or family, directly saving on rental costs.

The plan contains 21 steps to improve oversight and accountability, including a legislative proposal to modernize the governance structure of the appraisal industry. Appraisers help to determine the value of a home so that buyers can receive a mortgage. Multiple reports, including a September analysis by mortgage buyer Freddie Mac,
show that appraisers are more likely to undervalue homes in Black and Hispanic neighborhoods. This form of discrimination widens the racial wealth gap and makes it harder for many Americans from disadvantaged backgrounds to move up the economic ladder. One Black homeowner in Indianapolis found the appraised value of her home went from $125,000 to $259,000 after she declined to state her race in her application and removed all family photos and African American art in the home.

Affordability Concerns To Margolin, the exact mechanism the state uses to fund the housing is less important than its mission. “No matter what regulatory door the state decides to go to, I think it’s pretty clear that [the U.S.] Treasury’s intent was that this money, in the housing space, be used for affordable options,” she said. The distinction is important, she said. Simply using the money to support housing might help the state’s meager housing supply but wouldn’t be enough to make a difference on its own.
“A conservative estimate is that we’re down 20,000 units, and you know, as much as $100 million is $100 million, it’s not going to get us 20,000 units.” she said. “In the end, that’s not going to be solved and that’s why affordability provisions are still needed.” Affordable housing could provide more targeted relief, Margolin said. The state should partner with existing nonprofit affordable housing organizations to help distribute the money, Margolin added, from NeighborWorks of Southern New Hampshire in Manchester to Lakes Region Community Developers in Laconia. ` As the state moves forward with its $100 million proposal, officials say they are taking affordability concerns into account. The Business and Economic Affairs will be hiring three people to make up a “small team of housing experts focused on developing and administering (American Rescue Plan Act) funded housing initiatives and generally supporting housing development in the state,” after the Fiscal Committee approved a $1.5 million expense. As for affordable housing, Caswell said the state will follow its own definition. “There are many different sorts of linguistic gymnastics that people perform when it comes to affordable housing,” he told lawmakers. “And I think our goal with this will be to accelerate and make more efficient the process of moving as many units as we can with this funding. The bulk of which we would want to see be in that ‘middle income’ category.” For his part, Sununu stressed that the proposal was still in flux. “We’re still kind of working out what the details are,” he said at his press conference. “Is it a six-month timeframe? Is that realistic? Maybe it has to be a little longer or can be a little shorter.
