ew Hampshire’s housing market is off to another tough start as a shortage of inventory keeps plaguing the state. As the average interest rate on a 30-year loan crept closer to 5 percent last month, statewide first-quarter single-family home sales fell 11 percent on a year-over-year basis, to 2,007. Among condominiums over the same period, that figure plummeted 21 percent, to 751.

Together, the three saw a 197home drop-off from last year, 78 percent of the statewide year-over-year decline for the first quarter. Among condos, the shortfall was most acute in Rockingham (96-unit decline) and Grafton (44-unit decline).

market, NHAR said, a 35 percent drop-off from last March. With homes in such short supply, prices continued to rise by double-digit percentages according to The Warren Group, publisher of The Registry Review. Statewide, the year-to-date median singlefamily sale price is $380,000, up 17 percent from the first quarter of 2021. The median condo sale price is up 14 percent, to $285,000.

New listings continue to be conspicuous by their absence across the state, the New Hampshire Association of Realtors reported. Only 2,935 single-family homes have hit the market so far this year, the association said, a 15.7 percent drop-off from last year’s already-low levels. Among condos, that decline was 9.6 percent, to 1,122. Single-family inventory was just 1,134 last month, a 19.2 percent drop from the same month in 2021; only 293 condos were on the

How to Read The Real Estate Records The information appearing in this newspaper is taken from deed and mortgage documents filed at each of the ten registries of deeds in the state. All property transfers with a sales price of at least $100 and all term-mortgage documents are collected. Whenever possible, we combine the separate deed and mortgage documents so that we can present one complete record of the street address, purchase price, lender and mortgage amount. When we cannot link a deed with a mortgage (and vice versa) each transaction appears individually. Real estate records are organized alphabetically by registry, then town, then by street name.

The amount appearing on the same line as the street address is the purchase price from the deed. We print “No Amt Given” when the amount did not appear on the document we review. “No Street Given” appears in place of the street address when it was not available. The volume, page of the deed and filing date appear for all sales. The mortgage lender and the amount of the mortgage used to purchase the property are shown. Any second mortgage (Mtg2) filed at the same time as the deed will also appear here.

Homebuilder Incentives on the Horizon With Rates Rising, Builders Look to Offer Options BY LEW SICHELMAN SPECIAL TO THE REGISTRY REVIEW

S

hort-term interest rate buydowns and free or discounted upgrades may soon be coming to a housing market near you. Right now, the market is hot – “too hot for its own good,” said Ali Wolf, chief economist at Zonda, a research and marketing advisory firm. Builders are either staying the course or capping sales so their construction crews can keep up with demand. But in a recent webinar, Wolf advised her clients to “begin strategizing” about what they need to do to keep selling when the market slows, as it will inevitably do. And the most frequent tactics builders employ when sales are hard to come by are temporary buy-downs and incentives. Actually, because of skyrocketing mortgage rates and house prices, builders are already having trouble satisfying entry-level and midrange buyers. “Qualification is starting to become an issue,” said Tim Sullivan, Zonda’s managing principal.

Wealthy Buy Most New Homes Most new home sales these days are being made to what Wolf referred to as “people of wealth,” who are “a lot less sensitive” to rising prices and higher mortgage rates.

Nevertheless, 97 percent of builders surveyed by Zonda are raising their prices every month. Six out of 10 of those are hiking prices by $10,000 or more monthly, some by as much as $300 a day – pricing out even well-heeled would-be buyers by the thousands. In addition, financing costs have hit 5 percent as of this writing, pushing aside buyers who can’t come up with a 20 percent down payment and don’t have excellent credit scores. Take a gander at what happens with a 30year, $350,000 mortgage with a 5 percent down payment. The difference in payments for principal and interest between 4 percent and 5 percent is $51 a month, $612 a year and $18,360 over the life of the loan. Another way to look at the problem: According to CoreLogic, those who financed their houses using government-insured mortgages, many of whom were first-time buyers, walked away with a $1,710 monthly payment in the second half of last year. That’s $282 more – almost a 20 percent increase – above what they would have paid at pre-pandemic loan rates. “Just looking at the math” makes Wolf “nervous,” she said.

Buy-Downs Beat Out Discounts One way builders can combat the problem, obviously, is to lower their asking prices, but they are loath to do that. They see buy-downs as a better method of reaching deeper into the market because they allow more buyers to qualify for funding. A typical buy-down, known as a “2-1,” calls for a rate that’s 2 percentage points below mar-

ket for the first year. In the loan’s second year, the rate rises to 1 percentage point below market; after two years, it goes up to the original market rate, where it remains for the life of the mortgage. Other popular versions include a “3-2-1” buy-down, in which the rate is 3 points below market the first year, 2 points during the second year and 1 point in the third, and a “condensed” buy-down, in which the rate rises every six months instead of every 12. In all cases, the builder pays the lender a fee to drop the rate. On a $250,000, 30-year mortgage with a start rate of 6.25 percent and 10 percent down, a 2-1 buy-down would work like this: For the first year, the rate would be 4.25 percent, resulting in a $1,230 payment. In year two, the rate rises to 5.25 percent and the payment would rise $151 a month to $1,381. Then, beginning in year three, the rate would bounce to 6.25 percent and the payment would go up $159 more to $1,540. The savings over the two-year period: $5,628.

Hard to Predict Impact Builders also almost always roll out the freebies when the going gets tough. The most popular “giveaways” are options and upgrades at a reduced cost – or at no cost at all – and a percentage discount off the total price of the house. Paying the buyer’s closing costs is another popular way to land customers. Sometimes they’ll even throw in a new automobile. It’s impossible to predict how many builders will go that route this time around, or

what they will offer. But in 2008, when the housing market last imploded, nearly twothirds offered one goody or another, according to the National Association of Home Builders. Buyers should realize, though, that not all giveaways are created equal: Not all upgrades add value, and you’ll likely be told the item is worth far more than what it actually cost the builder.

Builders also almost always roll out the freebies when the going gets tough. For example, if a builder claims they’re offering you $25,000 in kitchen upgrades, they likely paid about half that for the materials and appliances in question. What you’ll really be getting is a $12,000 kitchen. And you may be able to secure a better deal for a tricked-out refrigerator at a local discount store. Also, as with a buy-down, realize that some builders offer incentives only if you obtain your financing from a certain lender. There may be nothing wrong with that, but it’s always best to shop around to be sure.

our big banks reported noticeable declines in their first-quarter profits, as the volatile markets and war in Ukraine caused deal-making to dry up while a slowdown in the housing market meant fewer people sought to get a new mortgage or refinance. The results from Citigroup, Goldman Sachs, Morgan Stanley and Wells Fargo were similar to the results out of JPMorgan Chase, which reported a double-digit decline in profits. At Goldman Sachs, profits fell 43 percent to $3.63 billion. Citigroup posted a 47 percent decline in profits to $4 billion, Wells Fargo’s profits fell 21 percent and Morgan Stanley’s earnings dropped 11 percent. In some ways, comparing this quarter to a year ago doesn’t tell an accurate story of how well Wall Street is doing. The first quarter of 2021 was helped by the start of widespread vaccination campaigns for COVID-19, as well as recovery in the economy from the pandemic. Banks also released large portions of their loanloss reserves – money they sock away to cover potentially bad loans in a rough economy – last year. Those were a one-time boost to profits. But banks are often seen as a proxy for the overall economy, and the first quarter of 2022 has been considerably rougher than a year earlier. Markets have struggled with high inflation, as well as a run-up in oil prices largely caused by Russia’s invasion of Ukraine. Interest rates have also risen sharply in response to the Federal Reserve signaling that it plans to raise interest rates multiple times this year, which in turn has caused mortgage rates to rise.

Outside of the slowdown in deal-making, the war in Ukraine plus the broad international sanctions placed on Russia weighed on the results of at least two banks, Citigroup and to a lesser extent, Goldman Sachs. Citi said it had to set aside $1.9 billion in potential loan losses due to its exposure to Russia, where the bank operates a consumer banking franchise as well as a modest investment bank. Meanwhile, Goldman Sachs CEO David Solomon said the bank had $300 million in losses this quarter tied to Russia. That’s on top of the $1.5 billion that JPMorgan set aside on Wednesday to cover higher inflation costs as well as its exposure to Russia. But where the banks really took a hit this quarter was in investment banking. Goldman Sachs said investment banking revenues fell 40 percent from a year earlier, while Morgan Stanley reported a 38 percent decline in investment banking fees. Citigroup reported a 43 percent drop in investment banking revenues. The drop in investment banking revenues largely has to do with companies sitting on the sidelines in the quarter due to the volatility. Wells Fargo, which has a smaller investment bank, was more heavily impacted by the slowdown in the housing market. Revenues from mortgage originations at Wells were down 33 percent from a year earlier. Freddie Mac said the average 30-year fixed-rate mortgage hit 5 percent last week, nearly double where it was less than a year ago. “Rising rates drove a significant slowdown in mortgage banking, especially refinance activity,” said Kyle Sanders, an analyst with Edward Jones, who covers Wells Fargo, in an email.

Big Bank Profits Decline as Deal-Making, Mortgages Slow

Portsmouth, Kane Reach Deal on Contested Project

ity officials in Portsmouth have reached a deal with developer Redgate/Kane to close a contentious chapter in the history of the city’s downtown. The joint venture between Boston’s Redgate and Portsmouth firm The Kane Co. sued the city earlier this year over two years of efforts by former Mayor Rick Becksted and several former city councilors to oust it from a project to redevelop a former federal building downtown, known as the McIntyre site. The Portsmouth Herald reports pressure from the federal General Services Administration, which owns the building, was instrumental in forcing the city to cave. The city is

seeking to buy the landmarked modernist building for $1 under a federal historic preservation program. The paper reports city officials are asking the GSA for an extension to help them and Redgate/Kane revise an earlier development plan to include less housing and “market shed” structure in a new public square. The concept emerged last year during charettes held by Principle Group, consultants hired by Becksted to craft a new plan for the McIntyre project. In exchange, the city will pay Redgate/Kane $2 million to compensate for parts of the development program that will be scrapped as part of the new plan.

Redfin: Second-Home St. Mary’s CEO Named Citizen of the Year Boom Is Coming to an End

he Greater Manchester Chamber business group named St. Mary’s Bank President and CEO Ron Covey its “Citizen of the Year.” Covey will receive the award at a June 15 ceremony. The credit union is the state’s oldest and biggest, with 115,303 members and $1.4 billion in assets according to the National Credit Union Administration. Covey was picked to receive the award for his leadership of the bank’s philanthropic efforts, the chamber said, and his part in helping revitalize the city’s downtown. He also sits on four nonprofit boards in the city and has held chairs on many more: the Boys and Girls Club Greater Manchester, America’s Credit Union Museum, Daniel Webster Council and the advisory board of the University of New Hampshire at Manchester.

“Throughout his business tenure, Ron Covey has been committed to dedicating his time and talents to nonprofit and social service agencies to make his community a better place. We are so lucky to have a tireless leader in Ron who works to lift our most vulnerable population in our city. Ron has had a positive impact on every nonprofit board he has served on, which is a testament to his leadership skills and generosity,” Boys & Girls Club of Manchester CEO Diane Fitzpatrick said in a statement provided by the chamber. emand for vacation homes dropped sharply for the second month in a row in March, with mortgage-rate locks for second homes at their lowest level since May 2020, according to a new report from Redfin. Demand for vacation homes was still up 13 percent from pre-pandemic levels, but it is declining after a pandemic-fueled second-home boom last year, Redfin said in a statement. However, the brokerage expects demand for second homes to remain above pre-pandemic levels in the near future, as many Americans embrace remote work. The slowdown in demand for vacation homes joins other early signals that the historically fast rise in mortgage rates and recordhigh home prices are pricing out some buyers. “The pandemic-driven surge in sales of vacation homes is coming to an end as mortgage rates rise at their fastest pace in history, caus-

ing some second-home buyers to back off,” Redfin Deputy Chief Economist Taylor Marr said in a statement. “When rates and prices shoot up so much that a vacation home starts to look more like a burden than a good investment and a fun place to bring your family on the weekends, a lot of prospective buyers have second thoughts. The new second-home loan fees that kicked in on April 1 were also a deterrent. Plus, some buyers’ down payments – and their nerves – probably took a hit when the stock market dipped over the last few months.” Interest in vacation homes skyrocketed in mid-2020 as many affluent Americans started working remotely and mortgage rates dropped to record lows, with mortgage-rate locks for second homes reaching a peak of 88 percent above pre-pandemic levels in March 2021.

Home Prices Keep Rising Along with Rates Continued from Page 1 The increases occurred alongside mortgage interest rates’ steady upward march following Russia’s invasion of Ukraine and investors’ reactions to the Federal Reserve’s intent to rein in its economic stimulus measures. According to Freddie Mac, the average interest rate on a 30-year, fixed-rate home mortgage went from 3.76 percent for the week ending March 3 to 4.67 percent for the week ending March 31. The average hit 5 percent for the week ending April 14, the most recent data available at the time of this writing. The rate began the year at 3.11 percent. “Monthly payments have increased significantly compared to this time last year, and as housing affordability declines, an increasing number of would-be homebuyers are turning

to the rental market, only to face similar challenges as rental prices skyrocket and vacancy rates remain at near-record low,” NHAR said in a statement accompanying its March data release. Some of the biggest increases are occurring in counties that saw big drop-offs in sales totals. Carroll County saw its first-quarter median single-family sale price spike 30 percent year-over-year, to $362,500, while Hillsborough saw its figure hit $415,000, a 16 percent jump from last year. Fellow home sales powerhouse Rockingham County saw an 18 percent increase, to $512,000. Rockingham is still the state’s most expensive county.
