Developers, Financiers Divided on Asset’s Near-Term Future

New Hampshire’s multifamily housing market faces a murky future heading into the new year, as cautious developers, bankers and investors wait to see how the Fed handles interest rates and how the incoming Trump administration’s policies impact the economy in 2025.
Early bank data indicates that the multifamily lending market improved through the first nine months of the current year in New Hampshire, with multifamily purchase lending jumping by 18.4 percent to nearly $90 million compared to the same period in 2023, according to figures compiled by The Warren Group, the real estate analytics firm and publisher of The Registry Review.
The Warren Group’s data doesn’t cover all multifamily lending in the state through Oct. 31, but the purchase-loan numbers do point to increased investor interest in the multifamily sector in the Granite State, some of it apparently due to the Federal Reserve’s interest rate cut in September.
Then again, the 10-year Treasury bond yield, considered a benchmark for the direction of mortgage rates and other loan products, began increasing in early October from about 3.7 percent to as high as 4.46 percent on Nov. 13, before settling down to around 4.1 percent in early December, according to industry data.
The spike is attributed by many to anxieties about President-elect Donald Trump’s future economic and federal budget policies after he’s sworn in next month to his second term, following his Nov. 5 election victory over Democrat Kamala Harris.
To some, the higher Treasury yields effectively offset the benefits of the Fed’s fall interest rate cut, leaving the multifamily lending sector – and most other lending sectors – in a sort of limbo, industry figures say.
Combined with currently high construc-
tion costs that are hampering new multifamily developments, the outlook for 2025 is murky at best, said William Norton, president of Norton Asset Management in New Hampshire.
“It’s very unclear where we’re going,” said Norton. “The economy seems a little fragile.” Others are more positive – at least when it comes to multifamily housing and the huge pent-up demand for housing in New Hampshire.

A Homebuyer’s Glossary of Key Terms to Know

“Vive la difference” is a French phrase that encourages us to celebrate differences, usually among people. But real estate has its differences, too – like the difference between spec houses and custom-built homes, or between a pending sale and a completed one.
Let’s examine a few of these distinctions, which homebuyers should be familiar with.
New houses. Builders who put up entire subdivisions are building “production” houses: homes that are built for the masses. Usually, they don’t start construction until they have a signed contract, but sometimes they move ahead with a house that has yet to be sold. In those cases, they are speculating that a buyer will come along soon – hence the term “spec” houses.
“Custom” houses, on the other hand, are usually one-of-a-kind, architect-designed homes built for one buyer and one buyer only. With a production house, builders have made most of the design choices for you; all you have to do is pick the finishes. With a custom house, you choose everything. It may sound fun, but it’s a chore most people say they would never do again.
Also, some production builders allow their buyers to make more substantial design changes to their models, which then are called “semi-custom” houses.
Style. You can put any type of facade on a house – colonial, modern, traditional and so on – but there are only four basic plans: two-story, one-story, split-level and bi-level. And while single-floor houses can be called ramblers or ranches, the terms mean the same thing.
Who Does What?
Agents. There are more than 1 million real estate agents and brokers plying their trade throughout the country, but not all of them are Realtors. To be called the latter, you have to be a member of the National Association of Realtors. In and of itself, being a Realtor does not make an agent any better or worse, although Realtors are supposed to abide by a detailed rulebook, have extra training and a code of ethics maintained by the association that might go beyond what a state’s regulations might require.
Loan officers and mortgage brokers aren’t the same, either. Loan officers work for banks or lenders and only write loans offered by their institutions. Brokers, on the other hand, are independent agents who originate mortgages for any number of lenders. They tend to offer a broader array of products.
Sold. A house is sold only when all the documents are signed at closing and money changes hands. Many agents post “Sold” signs on properties as soon as the seller gives their blessing, but the place ain’t sold until settlement. Until then, the seller can entertain more offers and even hold some as back-up contracts in case the original deal falls through.
A “Pending” sign offers another meaning: It tells other would-be buyers the seller has accepted an offer, all contingencies in the contract have been satisfied or removed, and the deal is heading toward closing.
Preapproved. In the financing world, there’s a big difference between being preapproved and prequalified. Generally speaking, with preapproval, a real estate agent or lending professional takes a look at your credit, debt, income and assets, then estimates how much you may be able to borrow. That information, and the amount you have put away for a down payment and closing costs, indicates roughly how much you can spend on a house.
But a preapproval is virtually worthless – so much so that it’s called a “Swiss cheese loan commitment” because it’s riddled with holes that lenders can use to deny your application. These days, agents and sellers won’t even talk to you unless you are prequalified for financing.
“Prequalified” means that you have been actually cleared for a mortgage at a certain amount. As long as the valuation of the house supports the price you’re paying and does not exceed your maximum, you are good to go.
What’s in a Home?
Examinations. A home inspection is different from a final walk-through. With an inspection, the buyer hires a professional to go over the house, top to bottom, looking for any defects, flaws or faulty systems and ap-
pliances. Armed with the inspector’s report, the buyer can make a decision on whether to proceed.
The final walk-through, by contrast, is when the buyer visits the house a few days prior to closing to make sure all the requested repairs have been completed to their satisfaction. This final look-see is also a chance to make sure the house is clean and possibly discover problems the inspector missed.
Remodel. There’s “remodel,” which is changing something in the house for the better – say, an all-new kitchen or bathroom. Then there’s “renovate,” which is almost an entire makeover. And there’s also “restoration,” which is returning a house to its original state.
Unless your property is historic, a restoration usually only occurs after a fire or other disaster. In those cases, the insurance company will pay to have the house restored to the way it was before the covered event. It will not pay for any upgrades or improvements; if you want to make the house better while you’re at it, that’s on your own nickel. If the house has some historical significance, a restoration would hearken back to its original design, often using authentic materials and components from the time when the house was constructed.

Enterprise Bank to Be Bought by Big Mass. Lender

Enterprise Bank, the Lowell, Massachusetts-based lender that has an eightbranch footprint in Southern New Hampshire, is getting snapped up by one of the two biggest Massachusetts-based banks.
Rockland Trust, based in Boston’s southern exurbs, has announced that it plans to acquire Enterprise in a cash and stock transaction valued at $562 million.
Combined merger-related charges are expected to be approximately $61.2 million before tax, in the aggregate, the bank said.
“Enterprise Bank is the perfect merger partner for Rockland Trust, consistent with all aspects of our outstanding long-term merger track record. Rockland Trust and Enterprise Bank share a deep commitment to strengthening our local communities by putting people and relationships first. Both institutions believe that banking is about making a meaningful, positive difference in the lives of local families and businesses,” Rockland Trust President and CEO Jeffrey Tengel said
in a statement. “We look forward to extending Rockland Trust’s footprint in northern Massachusetts, as well as entering the New Hampshire market. Together, our combined institution will bring expanded convenience and additional products and services to the communities we are proud to serve.”
The merger is expected to close in the second half of 2025 subject to regulatory approvals and the approval of Enterprise shareholders.
Rockland Trust’s public holding company, Independent Bancorp, plans to issue 7.5 million shares of its common stock and paying $27.1 million to effectuate the deal. Additionally, as part of the transaction, Independent also plans to raise approximately $250 million in subordinated debt.
Centrix Bank & Trust in 2014. Its footprint in the Granite State grew further when it merged earlier this year with Cambridge Trust, the 2019 acquirer of Optima Bank & Trust.
As of Sept. 30, Enterprise Bank had $4.7 billion in total assets, $3.8 billion in net loans, $4.2 billion in deposits, and $1.5 billion in wealth assets under management and administration. After the acquisition, Rockland Trust will have approximately $25 billion in assets and $8.7 billion in wealth assets under administration plus $20 billion in deposits, according to the bank’s announcement.
Following its own merger with Cambridge Trust, concluded over the summer, Eastern has a total assets of $25.5 billion under its banking subsidiary and $8.4 billion in assets under management its Cambridge Trustbranded wealth management division. Total deposits sat at $21.22 billion as of Sept. 30.
The merger is expected to close in the second half of 2025 subject to regulatory approvals and the approval of Enterprise shareholders.
The merger will bring Rockland Trust back to near-parity with its chief local rival, Boston-based Eastern Bank. Eastern has had a presence in New Hampshire since it bought
Enterprise Bank board chair George Duncan will become an advisor to board of Independent Bancorp. and Steven Larochelle, CEO of Enterprise, will act as a consultant for Rockland Trust for one year. Additionally, Independent Bancorp. will appoint two Enterprise directors to its board following the merger.

That vision has inspired our longstanding commitment to our customers’ success, product innovation and community service,” Larochelle said in a statement. “We are excited to join an organization that lives these same values. Our customers will benefit from the additional products, services and technology Rockland Trust offers while continuing to experience the personal relationships they deserve.”
Enterprise was founded in 1989 in Lowell and has 27 full-service branches in Massachusetts and New Hampshire. Rockland said it does not plan to close any Enterprise Bank branches and intends to maintain a significant presence in Lowell. Rivals Eastern have eight branches in New Hampshire while Rockland Trust will also have eight in the state if the merger closes.
Enterprise has commanded 0.74 percent of the state residential purchase mortgage market and 1.24 percent of the residential refinance mortgage market through Oct. 31 according to data from The Warren Group, publisher of The Registry Review.
Warren Group data also shows the bank made $33.67 million worth of commercial purchase mortgages in 2023, and $19.07 million through Oct. 31 of this year, plus $106.93 million worth of commercial refis in 2023 and $40.15 million so far this year.
Construction Costs, Rent Increase Limits Weigh on Multifamily Outlook
“We’re seeing an uptick in investor activity,” said Biria St. John, vice chairman of brokerage firm CBRE’s Boston office, which covers much of New England, including New Hampshire. “Despite the run-up in [Treasury yields], investors have kept going. They’re taking the long view.”
The Cautiously Optimistic
Nazar Vincent, the principal owner of Bridgewater Development and Avatar Construction, is bullish on multifamily housing –at least in Manchester.
The Massachusetts-based construction collaborative, which has an office in Salem, is currently constructing the 77-unit Grand Central Suites in downtown Manchester. The complex at 21 Central Street is now about 60 percent complete.
Meanwhile, Vincent’s firms are planning to build a 262-unit apartment complex at 533 Elm Street in Manchester. The project has already been approved by the city Zoning Board of Appeals, he said.
The ultimate driver of the projects: strong demand for housing in New Hampshire.
But Vincent acknowledged that his projects benefit from two other factors that not all multifamily investors and developers can emulate. First, his two companies can work more easily together to get complicated projects off
the ground. And second, the firm is taking advantage of key government policies to build in Manchester, which has an officially designated “Opportunity Zone” designed to spur economic development via tax incentives. So-called “Opportunity Zones” were created by the federal government in 2017 and grant special tax treatment for real estate investments made in them.
Vincent said there are concerns moving forward, such as whether rents will remain high enough to support new multifamily construction. He also expressed frustration with rising construction costs.
But he said he’s cautiously optimistic about the multifamily housing sector in Manchester.
“If the Fed lowers the interest rate by a least a [percentage] point, we’re going to be in really good shape,” he said. “I’m also hedging on Donald Trump and what he does. He really knows real estate and what the industry needs.”
CBRE’s St. John agreed there are worrisome signs in the market that could hamper the multifamily sector, including higher Treasury yields and questions about rental rates moving forward.
But he said the pluses still outweigh the minuses when it comes to the multifamily brokerage business.
He noted his office expects to close its New England multifamily brokerage activity at about $1.7 billion by the end of 2024, up from $1.6 billion in 2023.
In 2025, he said he expects another modest increase.
In particular, he said New Hampshire has become an attractive market for multifamily investors, due to its strong economy, businessfriendly tax policies, and solid rent rates.
“New Hampshire has really caught investors’ interest,” he said.
The More Cautious
Some may see signs of improvement on the multifamily-housing front.
But Chris Logan, president and CEO of the Bank of New Hampshire, isn’t one of them, noting multifamily construction loans haven’t picked in any discernable way at his bank.
“Our volume has been flat year-over-year,” he said. “And I see 2025 flat as well.”
As for new multifamily developments, a pair of factors are hampering the sector: higher finance and construction costs, he said.
“We’d love to see more multifamily activity, but much depends on the economy,” he said.
Skepticism on Rent Increases
Norton, of Norton Asset Management, said there’s looming challenge facing multifamily projects: How much higher can rents go when construction costs keep going up and debt costs aren’t going down?
Norton said he’s seen studies showing some people are paying up to 50 percent of their income on rent.
“When you hit those levels, there isn’t much more room to go,” he said. “The rents can’t keep going up like they have.”

“Those two costs are straining the possibilities out there,” he said. “The economics of multifamily projects are challenging.”
He said one builder has told him that even with today’s high rents in New Hampshire, the economics of multifamily development are still daunting.
“Many [developers] have hit the pause button,” he said. “They’re looking at whether the fundamentals will change enough.”
