ew Hampshire’s homes could soon be at the forefront of the next big thing in renewable energy, after the state’s Public Utilities Commission approved a home battery pilot program on Jan. 17. According to the commission’s decision, up to 1,000 Liberty Utilities customers will be able to sign up to have Tesla Powerwall 2 batteries installed in their homes.

Figuring out how to effectively store renewable energy so it can be used at peak times is crucial to expanding its use. If the pilot goes according to Liberty’s hopes, the batteries will pull in energy from the power grid during off-peak hours, including overnight, and then feed the energy back into the power grid during peak times. Homeowners in the pilot who have solar panels on their houses will also be able to charge the batteries during the day, and will be paid by Liberty for the power they put in. In all cases, participating customers will be able to draw on the power in the batteries in case of an outage.

Liberty hopes the batteries will help stabilize its power supplies and make better use of renewable energy sources. The problem solar and wind power pose to utilities is simple. While cheap to generate – wind and sunshine cost nothing, while coal and natural gas must be bought – utilities can’t turn on renewable power sources with the flip of a switch when demand gets high. Added to that, peak electricity demand tends to cluster in the early morning and in the evening as people get up and get ready for the day, or when they’re home at the end of the day cooking or watching television – exactly the times that solar and wind power don’t often produce much energy.

How to Read The Real Estate Records The information appearing in this newspaper is taken from deed and mortgage documents filed at each of the ten registries of deeds in the state. All property transfers with a sales price of at least $100 and all term-mortgage documents are collected. Whenever possible, we combine the separate deed and mortgage documents so that we can present one complete record of the street address, purchase price, lender and mortgage amount. When we cannot link a deed with a mortgage (and vice versa) each transaction appears individually. Real estate records are organized alphabetically by registry, then town, then by street name.
The amount appearing on the same line as the street address is the purchase price from the deed. We print “No Amt Given” when the amount did not appear on the document we review. “No Street Given” appears in place of the street address when it was not available. The volume, page of the deed and filing date appear for all sales. The mortgage lender and the amount of the mortgage used to purchase the property are shown. Any second mortgage (Mtg2) filed at the same time as the deed will also appear here.

National Housing Market Shows Signs of Hope Inventory, Mortgage Applications Grow, Prices of New Homes Drop BY KENNETH HARNEY WASHINGTON POST COLUMNIST
I
f you’ve been distracted by the federal shutdown, political dysfunction, stock-market volatility and reports of rising mortgage rates, it wouldn’t be surprising if you concluded: No way is this a good time to even think about buying a house or putting one on the market. Things are too crazy. Nobody’s paying attention to real estate anyway. But take another look. Some of the real estate fundamentals have been changing for the better. Take mortgages. They’ve gotten cheaper. As of last week, you could readily find conventional rates averaging 3.87 percent for five-year adjustable-rate home loans, or conventional 30-year loans at fixed rates of 4.45 percent, according to Freddie Mac. That compares with late last year, when they were at 5 percent or higher, depending on an applicant’s credit profile. Sure, rates are slightly higher than they were a year ago, when the 30-year fixed rate averaged 4.2 percent. And yes, when you take out a five-year adjustable loan, your payments are fixed for the first 60 months and then are subject to adjustments – up or down – once a year. You take on future rate
risk in exchange for a super low rate the first five years. Combined with other recent trends – growing inventories of homes available for sale, slower price inflation and even modest price reductions – the decline in mortgage rates should be encouraging for anyone seriously in the market for a home, even for heads-up owners looking to sell. Consider: 1. New mortgage applications of homebuyers nationwide during the week ending Jan. 11 soared to their highest level since 2010 – and were 9 percent higher than they were the week before, according to the Mortgage Bankers Association. Clearly the word is out among buyers who learned about the rate declines: They’ve been rushing to nail down financing at a brisker pace than is typical for this time of year. 2. Inventories of unsold houses are growing significantly in many local markets. That’s of huge importance, because a key propellant pushing prices higher in recent years has been the relative scarcity of listings. With fewer homes to choose from, especially
at the median and entry-cost levels, buyers in hot markets have competed with one another to push prices beyond affordability. The latest National Housing Report issued by brokerage firm RE/MAX, which covers 53 major metropolitan areas, found that inventories grew by 4.6 percent in December, the third consecutive month of increases. 3. Homebuilders clearly have gotten the message and are lowering their prices in many areas. According to a survey last week by Zillow, 25.1 percent of newly built homes saw their prices cut during the last quarter of 2018. In the Washington D.C. market, nearly 23 percent of new homes got price cuts averaging 2.4 percent. In greater Chicago, prices were lowered on 21.3 percent of newly built homes, but they averaged only 0.2 percent. In Miami, the average price cut was 5 percent on nearly 26 percent of the newly built stock; in Boston, cuts averaged 6.2 percent. 4. Projections by economists suggest prices overall are likely to continue to cool this year, though not actually turn negative.
Combined with other recent trends – growing inventories of homes available for sale, slower price inflation and even modest price reductions – the decline in mortgage rates should be encouraging for anyone seriously in the market for a home.
Some analysts expect prices to creep upwards for much of the year but end 2019 at the lowest growth rate since 2012. That may sound ominous if you’re planning to sell and want or need to get top dollar but think of it this way: Better to price your home realistically up front – at the listing stage – rather than have it sit unsold for an extended period or be forced to endure a series of painful cuts. The really good news here for sellers is that, with interest rates down and slowing prices, more prospective buyers should be encouraged to get off the sidelines, shop around and consider making offers. Mike Fratantoni, chief economist for the Mortgage Bankers Association, is “guardedly optimistic” and expects “to see a solid spring market.” But Fratantoni hedged his forecast with some concerns: An extended federal shutdown could become “an increasing problem” for the overall economy. Plus, there’s no guarantee that lower interest rates will continue indefinitely. And of course, the ongoing, bilious political situation in Washington could create some as-yet-unseen crisis, introducing “a whole different level of uncertainty.” But at the moment, there are green shoots in sight – signs of better balanced market conditions ahead.

Solar Company Plans Concord Farm
S
olar Wolf Energy, a nationwide solar panel and system installer based out of Central Massachusetts, has plans to build a five-megawatt agricultural solar farm in Concord. The system will be built on 15 acres of land at Lewis Farm, on Silk Farm Road. The owners of the farm, James Meinecke and Rebecca McWilliams, are strong supporters of renewable energy. “For us, a solar farm is key to the next generation of farming, it helps us continue supporting our community with renewable en-
ergy in addition to our fresh, local vegetables,” Meinecke said in a statement released by Solar Wolf. This is one of several solar farms in the works for Solar Wolf anticipated to close in the first quarter of 2019. The company has a total of 40 megawatts of solar power in its pipeline. “We’re excited to be working with the good people at Lewis Farm and about the prospects that a project of this magnitude can bring,” Solar Wolf Energy chairman and CEO Ted Strzelecki said in a statement.

Assisted Living Facility OK’d for New London A
n assisted living facility has been proposed for New London, next to the New London Hospital. The facility’s developer is Continuum Senior Living, a Lewiston-based developer and operator of senior living facilities. New London Place would have a main lodge with 20 memory care units, five independent living units, 47 assisted living units and 26 independent living condominium units in cottages, according to the developer’s
petition filed with the town. The cottages will be spread among two cul-de-sac neighborhoods, and will also have a gazebo, children’s playground area and a pickleball court, according to the project’s website, and a trail will connect the campus directly to the hospital. The facility is being built on a 43-acre, wooded parcel that is currently part of New London Hospital’s campus. The New London Planning Board unanimously approved the development in late December.
Fireworks Store Sold for $590K

former Londonderry fireworks store has been sold for $590,000. The building at 2 Commercial Lane is just over 4,000 square feet in size, and comes with ample parking on the 1.75- acre lot, according to Londonderry property tax records. The property has an assessed value of $535,000, and was most recently sold in 2004
for $535,000. The building was most recently occupied by Atlas Fireworks. The Berkshire Hathaway Verani Retail Team represented the seller in this transaction. Chris Pascucci, vice president of commercial sales, and Jamison Bibaud from The Masiello Group procured the buyer.
Batteries Could Pave Way for More Solar, Wind
Continued from Page 1 Under the settlement approved by the PUC, Liberty will be allowed to install batteries in between 100 and 200 customers’ homes in a first phase. If that installation looks promising, Liberty will be able to recruit a further 300 to 400 customers, for a total of 500. Liberty will retain ownership of all 500 batteries. Customers in the pilot will help pay for the batteries with a $2,433 charge per battery, or an extra payment of $25 per month on their electric bill for 10 years. Tesla offers a 10-year warranty on its Powerwall 2 batteries. A further 500 customers will be able to sign up
in this second phase under a “bring your own battery” program, where they partner with a thirdparty company to provide and install the battery. Liberty had originally asked to deploy 1,000 batteries, but the PUC decided that such a program would be too complex, too big and, at $8 million, too costly for the utility to pull off at this time. Liberty’s roughly 43,000 New Hampshire electricity customers are located in 20 towns around Lebanon, Salem and along the southern New Hampshire-Vermont border.

ashua will be getting a new craft brewery after White Birch Brewing signed a lease for a 10,800-square-foot office/flex space on Jan. 15. The space at 480 Amherst St. will allow White Birch Brewing to open a larger production facility and tasting/visitor center for tours and events. The space is currently in the fit-up stage and should be open for business in April. Housing at Former Airbase Faces Hurdles

committee looking for additional ways to redevelop the former Pease Air Force Base site in Portsmouth has found adding housing to the area will be a tough sell for the FAA, according to the Portsmouth Herald. Pease Development Authority board chairman Kevin Smith, who also chairs the new PDA committee, told the paper Jorge Panteli, a compliance and land specialist with FAA, stated in an email “the FAA policy for
on-airport residential development is to not allow this incompatible land use on or near airports.” Smith characterized the agency’s response as not being a “closed door,” but said it would be difficult to build housing there. In addition, much of the base, now the Pease International Tradeport, is contaminated with carcinogens resulting from its decades of military use.
Construction Employment Grew Almost 10 Percent in 2018

he New Hampshire construction industry added a seasonally adjusted 2,500 jobs between December 2017 and December 2018, a 9.3 percent increase, according to an analysis by the Associated General Contractors of America of Labor Department data released Jan. 18. “The construction industry ended 2018 in good shape in nearly all parts of the country, and contractors are optimistic about the volume of work available in 2019,” AGCA chief economist Ken Simonson said in a statement. “But finding workers to execute those projects is likely to be a major challenge.” Nearly four out of five construction firms expect to add employees in 2019, he said, based on a survey the association released on Jan. 2. At the same time, 78 percent of the survey’s 1,312 respondents said their firm was have a hard time filling positions, and twothirds of the respondents reported they expect it will be as hard or harder to hire workers in 2019. The survey did not include New Hampshire-specific data but stated that 86 percent of construction companies in the Northeast surveyed expected to increase their headcounts in 2019. Thirty-eight percent expected an increase of one to 10 workers, 19 percent expected an increase of 11 to 25 workers and 29 percent expected to hire more than 25
workers. Job openings in construction totaled 285,000 at the end of November, the highest November level in the 18 years that the Labor Department has published the series. The number of unemployed jobseekers with recent construction experience – 375,000 – was the lowest yet for that month. Together, these figures suggest contractors in many states cannot find experienced workers to fill vacancies, Simonson said. Massachusetts saw a 2,900 increase in jobs between December 2017 and December 2018 but lost 1,300 jobs between November and December of last year, a -0.8 percent decline. Maine had the second-steepest year over year percentage loss at -2.1 percent, or 600 jobs. Association officials said the higher cost of projects could dampen future private and public-sector demand. They urged Washington officials to increase funding for career and technical education and to quickly resolve trade disputes. “While demand remains strong for now, there is a real chance that higher construction costs will make new projects less viable,” Stephen E. Sandherr, the association’s CEO, said in a statement. “Getting more people into high-paying construction careers and easing trade disputes will help keep construction costs in check.”
