“You’re not going to keep it out”: Bruce Poon Tip on global reaction to omicron BY CINDY SOSROUTOMO TORONTO — The decision to cancel trips right before Christmas was a heartbreaking one for Bruce Poon Tip. But the founder of G Adventures had no other choice after several countries once again shut down their borders and announced enhanced travel restrictions due to the omicron variant, a response that he says was a complete overreaction. Of course, concern over any new COVID-19 variant is warranted. But as early research about omicron has shown, there is no need for panic just yet, Poon Tip tells Travelweek in an exclusive interview. “All early evidence shows that omicron does not lead to more severe illness, which is actually a good thing. If variants start having less severe symptoms and omicron becomes a dominant strain like Delta, that’s good news because it will lead to less hospitalization and less death,” he says. “That’s how we shift from a pandemic to an endemic. If we can get to a place where COVID-19 becomes the equivalent to the flu, virus mutations can be for the better.” When asked what governments could have done differently upon learning about omicron, other than restrict air access from South Africa (where it was first discovered) and neighbouring countries, shut down borders and, in the case of Canada, implement mandatory COVID-19 testing for all air travellers (except from the U.S.) and self-isolation until test results become known, Poon Tip says a wait-and-see approach would have been best. “In general, I think it’s a mistake to react so quickly. In two weeks’ time when news comes out that omicron is less transmissible or it has less symptoms, are governments going to reverse their decision to shut down? I just don’t think they will,” he says. “I’m not coming down on government, not at all. It’s about being prepared. The lack of forward thinking and planning is unfortunate. We’ve had 19, 20 months to prepare for this, we essentially had a two-year rehearsal. But we didn’t learn anything with Delta because we’re doing the same thing.”

Shutting borders is not the answer, he adds, emphasizing the enormous socio-economic impact travel has on global communities. Prior to the pandemic, Travel & Tourism accounted for 1 in 4 of all new jobs in the world and 10.4% of global GDP. According

travel,” says Poon Tip. “This should be a global policy but right now, everyone’s working individually.” As the WTTC and other organizations like the World Tourism Organization (UNWTO) and the International Air Transport Association (IATA) have repeatedly advocated throughout the pandemic, a more unified global approach is key for the safe resumption of travel. Poon Tip, however, notes how the global response to omicron has been “very uneven” thus far, with several countries, including Canada and the United States, banning flights from South Africa and other African nations, while others like Japan and Israel have gone so far as to close borders entirely to all foreigners. “It’s been proven once again, as much as you shut down borders, you’re not going to keep it out. We’re already seeing it in every country around the world, including here in Ontario,” says Poon Tip. “We have a miracle vaccine. We should focus on vaccine equity because that’s the best way to slow down variants. Hoarding vaccines is not helping anybody.” According to Our World in Data, only 7.5% of the 1.3 billion people living on the African continent is considered fully vaccinated against COVID-19. TOP NEWS comparison, 29.1 million Canadians are fully vaccinated, which is approximately 76% of Canada’s population. “It certainly doesn’t help that one country’s 90% vaccinated while others are only at 5%,” adds Poon Tip. “We need each other to get out of this. It’s just a shame that after the 20 months we’ve been in this, we still aren’t working together.”

NEW SAFETY MEASURES COMING? Poon Tip tells Travelweek that G Adventures is not planning any new or enhanced safety measures at this time in light of the omicron variant, “not until we have more information.” Referencing Dr. Anthony Fauci, Director of the National Institute of Allergy and Infectious Diseases and the Chief Medical Advisor to the U.S. President, who earlier this week said preliminary data from South Africa, which suggested less severe symptoms for omicron, was “a bit encouraging,” Poon Tip once again calls for calm at this time. “I want to stress that if initial information about omicron came back saying it was more severe and leads to more death, I’d be completely for taking whatever steps that are necessary,” says Poon Tip. “But that’s not what’s coming out. What is being brought to light is that omicron has less severe symptoms and possibly less hospitalization.”

Criticism mounts for new travel restrictions in the wake of omicron TORONTO — The World Tourism Organization (UNWTO) of the United Nations is calling out new blanket restrictions on travel, put in place by some governments in an effort to minimize the impact of the omicron variant. Canada’s omicron watch list now stands at 10 countries: Egypt, Malawi and Nigeria along with South Africa, Lesotho, Botswana, Zimbabwe, Mozambique, Eswatini and Namibia. The U.S., the UK and EU nations have also brought in new restrictions. At the just-wrapped 24th UNWTO General Assembly, countries from all global regions expressed their solidarity with southern African states, calling for the immediate lifting of travel bans imposed on specific countries and for freedom of international travel to be upheld. “In light of recent developments, UNWTO has once again reminded countries that the imposition of blanket restrictions on travel is discriminatory, ineffective and contrary to WHO recommendations. Blanket restrictions may also stigmatize countries or whole regions,” says the organization. During the UNWTO General Assembly, Members States and partners, including voices from international organizations and across the private sector, echoed WHO’s advice that travel restrictions should only be imposed as a very last resort in response to changing circumstances. “Furthermore, it was stressed that if restrictions are introduced, they must be proportionate, transparent, and scientifically based. They must also only be introduced with a full appreciation of what halting international travel would mean for the most vulnerable, including those developing countries and individuals who depend on tourism for their economies and livelihoods,” said the UNWTO. “We had an incredible Black Friday and then news about omicron broke and we were bracing for a bit of a come-down, but it never came,” says Poon Tip. “We hit all our targets that we wanted to hit, and we even extended our sale for the rest of the week. Our numbers continued throughout the week after.” The week proved so successful that Poon Tip says the company exceeded 2019 numbers in North America. It came close to surpassing numbers in Europe, too. This should come as no surprise seeing how G Adventures has seen steady momentum since hosting its first two ‘relaunch’ trips back in September 2020. In that month, the company started with just 18 departures; by June 2021 it was up to 75 departures and saw another leap in July 2021 with 170. By October 2021, the small-group adventure operator was operating more than 400 departures.

G’S ADVICE TO TRAVEL AGENTS When asked how travel agents should proceed now that omicron has come to light and borders are once again shutting down, Poon Tip advises them to stay the course and remain aggressive in their selling. “We have not seen a downturn in business in terms of people booking. Travelling is a completely different thing; these latest shutdowns have put into jeopardy short-term travel within the next 60-90 days. But people are still booking in the future – we’re just seeing longer advanced booking times,” says Poon Tip. “So, agents should still continue to confidently book their passengers for trips in the future. Some people are planning for spring, lots of people are planning for summer. Got clients heading to the Mexican Caribbean? Here’s what you need to know TORONTO — It’s going to take more than a pandemic to bring down a powerhouse destination like the Mexican Caribbean. Home to such tried and true vacation hotspots as Riviera Maya, Cancun and Playa del Carmen, the destination has weathered the pandemic better than most, launching its Clean & Safe Check Certification program in May 2020, implementing an effective traffic light system as part of its reopening plan, and welcoming back online the majority of hotels by mid-summer 2021. It also carries the enviable distinction of being the first destination to receive WTTC’s Safe Travels stamp. And although the new omicron variant has led to new border measures for Canadian travellers, including on-arrival testing (except from the U.S.) and isolation until results are known, the Mexican Caribbean is reminding those who are willing and able to travel this winter that it has the necessary resources and protocols to ensure a safe and memorable getaway. We recently sat down with Laura Nesteanu, Managing Director for GMS Canada, who represents the Mexican Caribbean in Canada as Account Director, to discuss how the Mexican Caribbean is preparing the winter season:

What kind of winter are you forecasting this year in terms of visitor arrivals, particularly from the Canadian market? “The winter is very promising due to increased airlift from several countries around the world. There are currently 35 airlines flying into the 3 international airports in the Mexican Caribbean. For Canada specifically, we’re happy that the borders are open and Canadians are able to travel to our destination using their airline of preference. In addition to the Mexican and U.S. carriers, there are 4 Canadian airlines with nonstop flights to Cancun (Air Canada, Air Transat, WestJet, Swoop), departing from 7 cities across Canada (Toronto, Ottawa, Montreal, Vancouver, Edmonton, Calgary and Halifax). “The vaccination numbers are very high in Canada and now that children will be vaccinated too, we believe that Canadian families will feel even more comfortable to get on a plane and have a fantastic holiday in one of our destinations. “Mexico also doesn’t require a COVID-19 test to enter the country, so travel is more affordable. In addition, there are some hotels that offer PCR testing for returning Canadians free of charge, for stays of a minimum 7 nights.”

What’s hotel occupancy like right now? Are the majority of hotels and resorts open? “Approximately 90% of hotels are fully open, the rest are in renovation or have even closed. According to the State Reactivation Traffic Light, the Mexican Caribbean is currently in the 1st Green Phase with hotels at 80% allowed capacity. “Hotel occupancy varies according to the season. At the end of October, the occupancy was at 55% across the state and we’re expecting higher numbers towards the end of Q4 when visitation numbers increase due to the season.” What is Mexico’s current entry requirements?

How are you accommodating Canadians who are still required to provide a pre-departure PCR test upon their return home, for trips longer than 72 hours? “In the Mexican Caribbean, we work together with health authorities and hotels to facilitate access to the diagnostic tests required for our visitors. Most of the hotel chains have confirmed that they will offer tests at no cost to their guests, additionally agreements have been made with laboratories and pharmacies to offer tests at preferential prices. ronto and Montreal, a virtual roadshow for all of Canada for December, an exhibit at the Toronto Travel Marketplace on Dec. 1, monthly newsletters with destination updates, a dedicated e-learning platform for travel agents to get certified on the Mexican Caribbean, and plenty of resources available on the website. Most importantly, as of October 2021, there’s a local team in Toronto to offer support and handle any requests from travel agents or travel media. Silversea Cruises has announced the name of its first ship as part of its newbuild project known as Project Evolution. Called Silver Nova, the revolutionary vessel is set for delivery in summer 2023 and will be the first hybrid, luxury cruise ship free of local emissions at port. The ship will use liquefied natural gas (LNG) as its main fuel, helping it to achieve a 40% overall reduction in greenhouse gas emissions per double suite when compared to its previous class of ships (the Muse class). Upon completion, it will offer the highest space-toguest ratio in Silversea’s fleet, butler services for all suites and a capacity of 728 guests.

Emerald Cruises’ highly anticipated Emerald Azzurra has successfully completed its first sea trials ahead of its debut in January 2022. As the cruise line’s first ocean-going vessel, the 100-guest luxury superyacht will sail the Mediterranean, Adriatic, Black and Red Seas when it officially launches next month. The sea trials took place within 48 hours in Vietnam, departing Ha Long Shipyard on Nov. 20. Following the trials, the Emerald Azzurra will shortly undergo the final touches to its interior and exterior, as well as complete team training before it begins sailing in early 2022. It will carry just 100 guests in 50 deluxe suites and staterooms, with more than 80% of cabins featuring a balcony, and will be the 10th vessel in the Emerald Cruises fleet.

AIRLINES Avianca has launched its new Toronto-Bogota route, which kicked off on Dec. 3. Flights operate Tuesdays, Fridays and Saturdays. There will be about 4,000 weekly seats and three weekly frequencies as part of the airline’s goal of inaugurating 50 new routes between 2021-2023, and 200 point-to-point routes in operation by 2025. Avianca has already launched 16 new routes during 2021 and will increase 30% of its flights in December.

American Queen Voyages will be renaming its Victory I and Victory II vessels to Ocean Voyager and Ocean Navigator, respectively, when they re-enter service in early 2022. Specializing in Lakes and Ocean experiences, Ocean Voyager will begin its 2022 season on Jan. 4 with Mexico and Yucatán Peninsula itineraries, while Ocean Navigator will debut in Savannah on April 10, sailing up the eastern seaboard towards the Great Lakes for the summer season. Both vessels are currently in Port Royal, South Carolina undergoing minor renovations prior to the season. They are identical 202-guest ships featuring 101 suites and staterooms, two dining venues and two lounges, purposely built to navigate the canals and locks of the Great Lakes and St. Lawrence Seaway.

The World Travel & Tourism Council (WTTC) has released a new groundbreaking report that calls on governments to adopt a more internationally coordinated response to COVID-19 for the Travel & Tourism sector, and implement digital solutions that will facilitate the safe resumption of travel. WTTC is urging governments to accept four of the most widely used digital COVID vaccination certificates (EU Digital COVID Certificate, ICAO Visible Digital Seal, DIVOC, and SMART Health Cards) as proof of COVID-19 status. Governments should create their own ‘Digital Travel Portal,’ says the report, allowing travellers to electronically share their digital COVID vaccination or test certificates with their destination before they begin their journey. Travellers would simply go to the online portal managed by the destination, where their digital COVID certificate would be uploaded, and verify their status online in seconds.

More questions than answers about new omicron travel rules TORONTO — There’s no travel ban or blanket travel advisory but the travel industry is bracing for upheaval with the omicron variant and new testing requirements. And as is often the case, there are more questions than answers at this point. As announced on Nov. 30 by the federal government, all air arrivals to Canada, except from the U.S., will be tested on arrival at the airport and must isolate until the results are known. Details were few, and the news came on the same day that more than half a dozen airports across Canada finally reopened to international travel. In early 2021 all but four of Canada’s airports closed to international travel, in part to streamline testing procedures. The new testing rules apply even to fully vaccinated travellers. During the same briefing another three countries - Egypt, Malawi and Nigeria - were added to Canada’s omicron watch list, bringing the total to 10. Transport Minister Omar Alghabra was interviewed on Dec. 1 on Breakfast Television, and he was asked about the possibility of Canada returning to an all-out travel ban. Canada’s advisory against all nonessential travel, in place for more than 19 months, lifted just weeks ago on Oct. 21. In his response on BT, Minister Alghabra gave no indication that Canada would return to an all-out travel ban. However, he said, “we’ve learned that limiting volume of travel reduces the chances of infection. And we learned that testing gives us a great tool of surveillance so we can keep an eye on trends and patterns and types of infections that could be imported. So what we’ve done yesterday (Nov. 30), we’ve announced additional layers of protection ... and some of them include restricting travel to individuals who have been to certain countries over the last 14 days. Others include testing. So we feel really confident that these layers or protections are going to help reduce the risk of importing the virus.” Canada’s advice for travellers has been updated in the wake of the discovery of the omicron variant, and urges caution.

There’s also potential confusion about requirements for self-isolation (for all air arrivals except from the U.S.) and quarantine (for arrivals via the 10 countries). For the 10 countries on the omicron watch list, arrivals have been asked to quarantine until they get their test results. On BT Minister Alghabra

We feel really confident that these layers or protections are going to help reduce the risk of importing the virus." was asked about the government’s use of the word ‘facilities’ for those under quarantine, and whether that meant a return to quarantine requirements in airport hotels. “Yes, we are mostly talking about hotels,” he said. There’s also uncertainty about how Canada’s airports will handle testing

for every air arrival except those from the U.S. On Dec. 1, Minister Alghabra noted that the number of air arrivals tested is currently at about 20,000, and now needs to ramp up to 32,000. “So it’s a significant increase. We expect that as of today we’re going to start ramping up … but I think it will take a few days for us to reach the maximum.” The Canadian Airports Council (CAC) released a statement in the wake of the Nov. 30 announcement. CAC President Daniel-Robert Gooch said that while Canada’s airports appreciate the government of Canada’s swift move to implement new measures to guard against further spread of the omicron variant in Canada, “we urge the government of Canada to work with Canada’s airports and air carriers in the coming hours to ensure these measures, which haven’t been seen in detail, are operationally feasible at Canada’s international airports. As Gooch points out, “the only operationally-feasible way to test 100% of international arriving travellers - from all countries except the U.S. - is to provide off-site tests, such as those that travellers can take at their home or other point of self-isolation. He added: “We also must ensure there is sufficient testing capacity to implement this across all of the traveller groups that now will be required.” December 9, 2021 | TRAVELWEEK | 11

ACTA says quick passage of Bill C-2 is essential, and updates needed as independent agents aren’t covered TORONTO — ACTA says quick passage of Bill C-2 is essential or thousands of travel and tourism jobs will be under threat. ACTA is also alerting the industry that so far independent travel agents and agencies are not covered under Bill C-2. Deputy Prime Minister Freeland tabled Bill C-2 in the House of Commons last month. Bill C-2 is aimed at providing further support in response to COVID-19. If passed, the bill will provide up to 75% wage and rent subsidies to travel agencies who suffered a revenue decline of 40% or greater – with conditions. As ACTA also notes, at this time there is no indication that independent travel agents will benefit from either program. ACTA President Wendy Paradis says ACTA continues to meet with politicians and key government officials, urging them to amend the bill to include independent travel agents, or to introduce new financial supports for these sole proprietors. Paradis adds that new border restrictions due to the omicron variant, just weeks before the busiest travel season of the year, is adding to the industry’s concerns. “ACTA is closely analyzing the situation and is deeply concerned about the impact on travel agencies and independent travel agents, who are currently without financial support,” she said. ACTA’s ask includes the urgent need for all MPs and Senators to pass Bill C-2 into law and to introduce support for independent travel agents. The new Tourism and Hospitality Recovery Program, announced last month, is part of Bill C-2. As proposed, the bill will provide backdated wage and rent support from Oct. 24, 2021 through May 7, 2022. Wage and rent supports drop in half starting March 13, 2022. ACTA gives this example: a business eligible for 75% subsidy would get that between October 24, 2021 – March 12, 2022, 12 | TRAVELWEEK | December 9, 2021

and then up to 37.5% subsidy between March 13, 2022, and May 7, 2022. To be eligible, businesses must have had a 40% or greater revenue decline for each month between March 15, 2020, and March 13, 2021. Further, eligibility is determined monthly starting October 24, 2021, where a minimum revenue 40% drop or greater is required. The program works similarly to the previous wage and rent subsidies and will be administered by the CRA. Also announced last month, the proposed Canada Worker Lockdown Benefit provides financial support to workers impacted by a lockdown issued by any level of government, including federal, provincial, and municipal. However, current indications are that border restrictions and advisories do not constitute a lockdown under this program, says Paradis. CALL TO ACTION ACTA is urging travel agencies and independent travel agents to write to their MPs to share their stories and need for immediate financial support. Health Minister Duclos was asked about beach vacations this winter, here’s what he said OTTAWA — What would Health Minister Jean-Yves Duclos tell someone who’s planning a beach vacation for their family for the coming winter months, in the face of the omicron variant and other unknowns? A reporter put that question to Duclos at a federal ministers’ COVID-19 briefing on Dec. 3.

His answer was far from definitive, but for the travel industry at this uncertain time, maybe that’s a good thing. Because there’s still no travel ban or other blanket measures, just words of caution. Here is Duclos’ response: “That’s a very personal thing. Every person, every family has their own situation. It would be inappropriate for me to judge people’s personal choices. However what I can say is that the situation can change very quickly. A week ago, we did not even know of this omicron variant.” He then pointed to the new measures announced Nov. 30, including the requirement that air arrivals into Canada, including fully vaccinated travellers, undergo testing and self-isolate until they receive the results. That applies to all air travellers except those coming from the U.S., although that could change too.

Later in the briefing Duclos reiterated that the federal government’s measures can change at any time: “That’s what life with COVID-19 is like.” The government earned praise from industry groups for acting quickly to implement measures in the face of the new variant, however there’s also confusion and frustration about when the testing measures for all travellers, and

Duclos said three challenges for ramping up testing capacity at airports are: lab capacity; having the human resources to implement the tests; and the physical space needed for testing facilities. “This is all being phased in,” he said. “But let me be very clear, all travellers must be ready to be tested upon arrival. It’ll take a few days … but we’re already doing more and more tests every day. We won’t be able to test all the targeted travellers overnight. Testing rates will continue to increase until the infrastructure is in place to test everyone.” Duclos added: “I encourage all Canadians to think about how these new rules may impact them and their families and to prepare for when they are fully in place.” Transport Minister Omar Alghabra noted last week that the number of air arrivals tested is currently at about 20,000, and now needs to ramp up to 32,000. Duclos said airport testing capacity has increased by 60% since Dec. 1. The cost for the on-ar-

rival testing is covered by the federal government (whereas any tests for entering another country, and Canada’s 72-hour pre-boarding test, is the responsibility of the traveller). Duclos says testing upon arrival at Canadian airports will be either on-site, or in the form of a take-home test.

At the first-ever Europe Travel Xpo on Dec. 2, hosted by XpoPRO Mobile Events, a division of TravPRO Mobile, travel advisors, tour operators and more came together virtually to look at booking patterns and other trends for travel to Europe in the months ahead. Participants could head to the Marketplace to view partners’ showcases, engage with them in real-time and download or share assets. There were featured speakers and panels, and breakout sessions. The Learning Portal offered training courses, while the European Extras section offered trip ideas. The Euro Lounge and Trivia Centre rounded out the online experience. Plus, agents could earn and track their Xperience Points for chances to win Amazon gift cards and a trip for two to Ireland. Susan Tuckey, an adventure travel advisor with Toronto-based Penguins2PolarBears, part of TTAND, took part in the ‘Travel Advisor Tips & Trends’ panel alongside travel consultant Kim Barber with Globetrotter Travel in Michigan. WestJet appoints new Executive Vice-President and Chief Loyalty Officer WestJet has appointed Karl Schuster as its new Executive Vice-President and Chief Loyalty Officer (CLO). Bringing with him over 19 years of loyalty experience, Schuster will join the executive leadership team in early 2022 following the completion of the immigration process. As CLO, a newly created role for WestJet, he will be responsible for the execution of growing WestJet’s loyalty program, products, services and partnerships. Schuster previously spent six years as CEO of Velocity Frequent Flyer, Virgin Australia’s award-winning loyalty program, during which he helped significantly increase annual revenue and membership subscribers to 10 million (up from 5.3 million), as well as grow partnerships with brands across the country. Tuckey said her Europe bookings have been picking up - and not for the usual suspects. “I’m seeing a lot of interest, particularly in destinations that are a little more immersive and off the beaten path,” said Tuckey. “Canadians are booking for 2022 and 2023, for destinations like Portugal and Spain, Turkey, Italian lakes and Swiss mountains, Greece, Nordic experiences, Iceland and Russia. So not your typical Italy or France or the UK. A little more remote, a little bit different.” Tuckey says ticking trips off bucket lists is a major factor. “I’m hearing a lot of ‘I’ve always wanted to go to …’, whether it’s Russia, or Greece, or wherever.” Many clients are booking longer trips to Europe too. “They’re definitely going to places they haven’t been and they’re being immersive. They’re spending 14

to 21 days. They’re not staying in one city. A lot of them are taking railways from destination to destination and going to all of the great sites historic sites, taking into cultural experiences,” she said.

“My first client post-COVID was a 23year old going to Iceland, she did a self-drive for 10 days. I find that my younger generation clients are booking sooner and earlier - this year and early next year. Air Canada ready to meet new U.S. testing requirement MONTREAL — Following the Biden administration’s announcement last week that all travellers must test negative for COVID-19 no later than a day before departure to the U.S., Air Canada is assuring Canadians that it has an ample supply of antigen test kits available for purchase. Launched earlier in October in partnership with Switch Health, the self-administered antigen test will allow customers to easily meet the United States’ new entry requirements, which come into effect this week. The new update brings down the testing window from three days to just one prior to departure. The test can be taken from the comfort of one’s home or accommodation within one day prior to their departure to the United States, with results taking approximately 15 minutes to complete. It is conducted under the remote supervision of a telehealth professional from Switch Health and includes an electronic report suitable for travel. Customers can order the Switch Health Rapid Antigen Test Kit, which includes two tests, at switchhealth.ca/ aeroplan or redeem at aircanada.com/ estore. Air Canada has updated the Air Canada app and aircanada.com to recognize the Switch Health QR code and proof of vaccination status, enabling customers to securely submit their test results and proof of vaccination in advance of travel. This meets the Government of Canada requirement that all air travellers be fully vaccinated.
