Travel agents react to return of Canada’s nonessential travel advisory By Cindy Sosroutomo TORONTO — A full voicemail inbox can mean one of two things for a travel agent during this pandemic: either bookings are finally rebounding, or another devastating wave is on its way. Unfortunately, in the case of Scott Penney and many other agents this week, the fact that he’s been swamped with voicemails and messages is a clear indication of more upheaval for the travel industry. Penney, an agent with The Travel Agent Next Door based in Stewiacke, NS, tells Travelweek that his clients are in “panic mode” now that it’s been confirmed that Canada’s advisory against all non-essential travel is back for at least the next four weeks. “I just finished cancelling a group of 20 passengers whose final payment is due tomorrow. They’re not comfortable travelling now and hope to rebook in the new year once things are hopefully more stable,” says Penney. “I also have clients travelling in the next two weeks who’ve waited to see what the official announcement is before they make a decision. I’m pretty sure they’ll cancel.” Following a telephone conference between Prime Minister Justin Trudeau and Canada’s premiers late at night on Dec. 14 to discuss additional border and travel measures in the wake of the fast-spreading omicron variant, Health Minister Jean-Yves Duclos confirmed on Dec. 15 that the federal government is reinstating the blanket travel advisory for the next month, at which point it will be reassessed. The news comes on the heels of other travel restrictions made in response to omicron. On Nov. 30, the federal government announced that all air arrivals into Canada must be tested upon arrival and self-isolate pending their results. It also added three additional countries to its omicron watch list, for a total of 10. During the Dec. 15 briefing, Duclos also confirmed that Canada will be expanding its testing capacity for returning travellers. More details will be announced shortly. As of Dec. 9, the World Health Organization (WHO), which describes omicron as a “very high” global risk, has identified the variant in 63 countries

Health Minister Jean-Yves Duclos

across all six WHO regions, including Canada and 30 U.S. states. With the return of the blanket travel advisory, which was lifted on Oct. 20, 2021 after being in place for more than 20 months, the momentum that travel agents like Penney had been seeing leading up to the winter travel season will almost certainly come to a full stop.

“I’m feeling defeated. New sales are made and then cancelled in a blink of an eye. All the hard work to earn a sale, only to watch it get cancelled.” “Without a doubt it’s going to create more cancellations. Even clients I have who are not travelling until later next spring are asking about cancellation and refunds. And once again as travel advisors, we have been left to work for free unless we are charging fees for our services, which is what I have been doing. I cannot continue to work for free,” says Penney. Penney, who in addition to his travel business also works a full-time job, says that the many ups and downs the travel industry has seen these past 20 months have left him feeling exhausted, to the point where he has considered leaving the industry altogether. “At some point, enough becomes

enough. I feel frustrated because I feel the situation is very one sided. Statistically, travel does not contribute as much to the pandemic as people believe, and yet travel and small businesses are being penalized and forced to take the brunt of it,” says Penney. Ocean Phi Long Le, a Toronto-based travel agent with Bodad Travel, is also seeing the effects of omicron and the uncertainties surrounding it. In recent months, he saw a steady stream of new business come in, with clients also booking travel insurance with suppliers. This past month, however, he’s seen 90% of those new bookings being cancelled, forcing clients to claim their insurance. “With the advisory back in place, I’m afraid I will continue to struggle. New sales would be minimal and I’d have to start promoting travel in 2023,” says Phi Long Le. “I’m feeling defeated. New sales are made and then cancelled in a blink of an eye. All the hard work to earn a sale, only to watch it get cancelled. Many hours are spent cancelling bookings, which we don’t get paid for if you’re self-employed.”

“I’M JUST TRYING TO KEEP MY EMOTIONS OUT OF IT”

While Penney and Phi Long Le are reporting a slew of cancellations, other agents tell Travelweek that clients are taking a wait-and-see approach. Tony Santelli, co-founder of Funtastique Travel in Laval, QC, says that he’s only seeing inquiries from clients at this point about whether they can change travel dates if need be and December 16, 2021 | TRAVELWEEK | 3

what penalties would be involved if they do. However, he’s bracing for the eventual fallout, both in the short- and long-term. “The advisory would ruin the 2022 winter season and may negatively affect the 2022 summer season,” he says. Gary Rams, a veteran travel agent associated with Crowfoot Travel Solutions in Calgary, AB, says that his clients are also holding off on cancelling their travel plans until they know for sure how new restrictions will pan out, particularly as they relate to flights. The other issue, he says, will be travel insurance. With a blanket advisory against all non-essential travel, it will be much more difficult to purchase adequate travel insurance. But despite all this, Rams says he remains optimistic. “Overall, I’m still positive that improvements will be made over the next few months and down the road. I do have my moments, but so do hospital workers and other services. Sometimes I’m selfish and sometimes I understand the big picture. I’m just trying to keep my emotions out of it and deal with what I can do,” says Rams. Got a story idea? Questions or comments? Write to us at editorial@travelweek.ca

“MY CLIENTS ARE DONE WITH COVID” Victoria, B.C.-based Rhonda Parker, President of Destinations By Design, a Cruise CEO-affiliated company, has not seen many cancellations as of yet due to concerns over omicron or the travel advisory. In fact, she tells Travelweek that her clients are “done” with COVID and being told not to travel, and are still booking and looking to travel in the near future. “They’re taking all the precautions, wearing masks, disinfecting, getting vaccinated and boostered,” she says. “This variant is more active, yes, but is more like the common cold or flu. They’re losing trust in the direction that the government is going.” With the situation changing almost daily, Parker says she’s staying on top of new restrictions and requirements and advising her clients so that they can make the decision for themselves to travel. “I am here to support them and help them weave their way through the weeds of it all,” she says. “Yes, I’m feeling frustrated. However, compared to how things were earlier this past year, we are in a better place with increased knowledge and vaccinations.”

TORONTO — The World Tourism Organization (UNWTO) of the United Nations is calling out new blanket restrictions on travel, put in place by some governments in an effort to minimize the impact of the omicron variant. Canada’s omicron watch list now stands at 10 countries, first announced last month. At the 24th UNWTO General Assembly, which took place Nov. 30Dec. 3 in Madrid, countries from all global regions expressed their solidarity with southern African states, calling for the immediate lifting of travel bans imposed on specific countries and for freedom of international travel to be upheld. “In light of recent developments, UNWTO has once again reminded countries that the imposition of blanket restrictions on travel is discriminatory, ineffective and contrary to WHO recommendations. Blanket restrictions may also stigmatize countries or whole regions,” says the organization. During the UNWTO General Assembly, Member States and partners echoed WHO’s advice that travel restrictions should only be imposed as a very last resort in response to changing circumstances. “Furthermore, it was stressed that if restrictions are introduced, they must be proportionate, transparent, and scientifically based. They must also only be introduced with a full appreciation of what halting international travel would mean for the most vulnerable, including those developing countries and individuals who depend on tourism for their economies and livelihoods,” said the UNWTO.

Canada Jetlines wants to work with travel agents, says CCO Duncan Bureau By Kathryn Folliott TORONTO — The executive team at Canada Jetlines isn’t daunted by the pandemic and its impact on travel and the airline industry. In fact, the pandemic is not an obstacle, but an opportunity, says Canada Jetlines CEO Eddy Doyle. Briefing the media on Dec. 9 in a virtual presentation with the airline’s executive team, Doyle said Canada Jetlines “can take advantage of competitors who have been financially weakened by the pandemic. We also have the benefit of starting with a clean slate … without debts and vouchers accumulated by established airlines.” The start-up carrier is also finding many highly trained airline employees who are looking for work, he added. Crew training is set to start in early 2022. As reported last month, the airline and its wholesale arm, Jetlines Vacations, will market and sell seats on GlobalX public charter flights, on GlobalX aircraft, between Toronto and Miami. The flights will operate for six weeks, March 4-April 17, 2022 and tickets are expected to go on sale before the end of December 2021. The six-week run will help Canada Jetlines dip into the market, says Doyle. Currently the airline is awaiting the green light from the Canadian Transportation Agency for its own operations, which will then review the company’s proof of adequate funding submission. Canada Jetlines has been trying to get off the ground in one form or other for the past several years, but with different executive teams. The executive team in place now - including Doyle as CEO, and another industry veteran, Duncan Bureau, as Chief Commercial Officer - looks to have momentum. Whether or not the Canadian market needs yet another airline - or can absorb even more capacity - coming out of the uncertainty of a pandemic remains to be seen. So far the company’s ramp-up plan appears to be measured, with one aircraft scheduled for delivery in March 2022, three more in July 2022, another seven in June 2023, 12 in June 2024 and 15 in June 2025. All of the aircraft will be A320s, with all economy class seating, with extra 6 | TRAVELWEEK | December 16, 2021

comfort seats available at a premium. The pandemic “provided a rare opportunity to cut some incredible deals” on aircraft, says the company.

In 2023, the goal is growth out of Toronto and direct flights to the Caribbean from Atlantic Canada. By 2024 the airline wants to enter the Western Canadian market. TRAVEL AGENTS ARE A PRIORITY As outlined by Doyle on Dec. 9, Canada Jetlines is aiming to operate its first revenue flight in Q2 2022, and wants to introduce flights from Toronto to the U.S., Mexico, Caribbean and Canadian destinations throughout 2022. In 2023, the goal is growth out of Toronto and new direct flights to the Caribbean from Atlantic Canada. By 2024 the airline wants to enter the Western Canadian market, and continue to expand through 2025 with more U.S. and Caribbean destinations from gateways across Canada. And it wants to do it all with the help

of travel agents. As the former president of Air Canada Rouge, and with years of airline industry experience, Canada Jetlines’ CCO Duncan Bureau knows the strength behind the travel agent distribution channel. Maybe that’s why ‘traditional travel agencies’ were at the top of Canada Jetlines’ distribution channel list in the presentation. Bricks-and-mortar travel agencies were followed by TMCs, the airline’s own online booking engine and call centre, OTAs, tour operators and consolidators. “We want to be on as many shelves as possible,” says Bureau. “Whatever the preferred way is that the consumer wants to look and book, we will be there.” He added that Canada Jetlines is currently in talks with a number of retail travel groups, with agreements pending. “We are actively working with strategic partners,” he said. In October 2021 Canada Jetlines announced its partnership with Softvoyage. The tech provider will give Jetlines’ customers access to hotels, attractions, air packages and other ancillary travel services. It will also provide the airline with distribution via the group’s network, both on a B2B and B2C basis. As Bureau notes, Softvoyage’s SIREV is used by more than 90% of Canada’s travel advisors.

Contact MPs now to help expedite passing of Bill C-2: ACTA

OVERCAPACITY CONCERNS There’s no shortage of airlines in the Canadian market, and overcapacity has been a chronic problem some years, especially to winter sun destinations. And Canada Jetlines isn’t the only carrier with growth and expansion plans. Flair Airlines is on an expansion tear, with added service to the U.S. and Mexico. Porter Airlines is planning to add up to 80 new jet aircraft to its fleet, opening up destinations in Western Canada and the U.S. West Coast from new gateways including Toronto’s Pearson Airport, plus potentially sun spots in Mexico and the Caribbean as well. And just last month, another upstart - Lynx Air - entered the fray. Meanwhile Air Canada and Air Canada Rouge, and WestJet and Swoop, plus Sunwing and Transat, have in most cases decades in this market. Canadian travellers - and the travel

industry - have seen start-up airlines come and go. And while the pent-up demand coming out of the pandemic is undeniable, the uncertainty and the glut of capacity are two big unknowns. Bureau says Canada Jetlines’ objective is to be the preferred Canadian leisure airline. And it wants to be a sustainable and profitable airline and tour operator. Asked if Canada Jetlines will compete with Flair Airlines and its “crazy prices”, Bureau said: “We’re not a low-cost carrier, and we’re not an ultra low-cost carrier. We will price our product competitively in the marketplace. We all know it doesn’t cost $29 to fly an aircraft from Toronto to Vancouver. We will not be leading the race to the bottom. We’re going to walk before we run.” He added that Canada Jetlines will be working with tour operators. “We believe the right way to launch an airline is as a charter operation.”

TORONTO — There’s a chance Bill C-2 and its financial support for hardest-hit sectors may not pass before the holiday break, and that has ACTA sounding the alarm bell. Travel agencies who have been without financial support since October, when the government’s main COVID-19 financial aid programs wound down, could be facing bankruptcy if Bill C-2 is not passed in the coming days, says ACTA President, Wendy Paradis. “We implore this government not to go on their holiday break without passing this bill,” says Paradis. “The government has brought in new travel restrictions and testing requirements that have dampened Canadians’ enthusiasm for travel and it is imperative that they support travel agencies through this. This bill is the only lifeline open to travel agencies right now,” said Paradis in a statement issued Dec. 14. If Bill C-2 is not passed before the lengthy government holiday break, many travel agencies will not survive, she added. ACTA has also alerted the government and the industry that independent agents are not covered by Bill C-2. Bill C-2, which introduces the Tourism and Hospitality Recovery Program, is currently before the House of Commons. It would provide up to 75% wage and rent support to businesses with revenue losses of over 40%. The Finance Committee is currently reviewing the bill. The House of Commons closes out the year on Dec. 17 and won’t reconvene until Jan. 31, 2022, notes Paradis. “So ACTA is urging all Members of Parliament to pass this bill before Friday. Travel agencies simply cannot wait until February at the earliest for assistance.” ACTA is joining the Coalition of Hardest-Hit Businesses in a call to action for travel agencies to write to their MPs now, urging them to pass Bill C-2 without delay. WORLD NEWS Nisbet Plantation Beach

AVIATION IATA is calling on governments to follow the WHO’s advice and immediately rescind travel bans that were introduced in response to the omicron variant. IATA’s Director General, Willie Walsh says that public health organizations, including the WHO, have advised against travel curbs to contain the spread of omicron: “Blanket travel bans will not prevent the international spread, and they place a heavy burden on lives and livelihoods.” Earlier this month, UNWTO spoke out against travel bans. Here in Canada, travellers dealing with Canada’s new quarantine rule for arrivals via Canada’s 10 omicron watch-list countries are reporting a dire lack of communication and delays in quarantine release sign-off.

DESTINATIONS The island of Nevis has eliminated the quarantine period for fully vaccinated travellers. As of Dec. 11, fully vaccinated travellers are no longer required to quarantine upon entry with proof of a negative RT-PCR test taken within 72 hours of arrival. Properties currently open include Four Seasons Resort Nevis, Montpelier Plantation Inn, Paradise Beach Nevis, Golden Rock Inn, Oualie Beach Resort and The Hermitage Inn. There’s good news for cruise passengers, too, as they no longer need to tour the island in a ‘bubble’ and are permitted to sightsee without restriction. All travellers are still required to complete the travel form at knatravelform. kn before arrival and upload their vaccination card. Children ages 11 and under will be covered under their parent’s vaccination status; ages 12-18 are who not vaccinated will be required to vacation in place upon arrival and be tested within 24 hours. Anguilla has new protocols for day trippers and passengers on one-day cruise excursions to the island. The new protocols do not require these visitors to make an application for entry permission on the visitor portal. However, they must be fully vaccinated and provide proof of vaccination to the fixedbased operations agent/ship or aircraft carrier and officials upon arrival in Anguilla. Fully vaccinated means that visitors have received the last dose (in a 2-dose vaccine) or the only dose in a 1-dose vaccine 21 days prior to arrival on Anguilla. They must also provide evidence of a negative COVID-19 test from a nasopharyngeal swab taken two days prior to their arrival date. Self-administered and antibody tests will not be accepted. Accepted vaccines include Pfizer, Moderna, AstraZeneca, Johnson & Johnson, Sinopharm, Sinovac (CoronaVac) and Covaxin. France has announced new entry requirements for nonEuropean people, effective immediately. As of Dec. 4, all persons aged 12 years and older who travel to France are required to carry: proof of full course of vaccination; RTPCR or antigenic test that detects SARS-CoV-2, performed less than 48 hours before the departure of the first flight in case of connecting flights; Sworn declaration, which can be downloaded from the Interior Ministry’s website stating that they have no symptoms of COVID-19 infection and have not been in contact with a confirmed case of COVID-19 in the 14 days prior to their journey. 8 | TRAVELWEEK | December 16, 2021

CRUISE LINES UnCruise Adventures has commenced operations in Hawaii over the U.S. Thanksgiving holiday, becoming the sole smallship company currently operating overnight inter-island adventures. The 36-guest Safari Explorer kicked off its winter season with an in-depth cultural immersion in Halawa Valley on the island of Molokai. Although recent widespread cruise line cancellations proved to be a major setback for largeship cruise lines, UnCruise Adventures does not fall into the large cruise ship ranks, and has received permission to operate in ports and parks in Hawaii. It worked with the Hawaii Department of Health to gain approval of its 100% full vaccination and testing requirements for all guests and crew. UnCruise is now celebrating 12 years in Hawaii with its 7-night Hawaiian Seascape adventures from Molokai to the Kona Coast and reverse.

CRUISING According to new research from Expedia Group and Environics Analytics, there has been more than a 20% month-on-month increase in demand in Canadian cruise searches for travel in Q4 2021 and Q1 2022. Additional research by Environics Analytics measured a sample of approximately 3,000 post-pandemic ‘early adopters,’ defined as having booked trips after March 1, 2021 that depart between July 1, 2021 and March 31, 2022. Findings revealed that there was a higher percentage of total Canadian passengers ages 3049 (29%) cruising in Q4 2021 compared to the U.S. (22%) for the same time period. Search data for Canada also showed that the Caribbean (40%), the Bahamas (5%), Mexico (5%), and Europe (5%) accounted for nearly 75% of all Canadian searches.

Restricting travel not the answer, say ACTA and global agency groups TORONTO — ACTA has joined travel agency associations from around the world in the call for governments to fast-track the lifting of travel bans. ACTA was one of half a dozen organizations behind a statement issued on Dec. 13 outlining the gravity of the situation facing the global travel industry, already devastated by close to two years of on-again, off-again travel restrictions. The organizations collectively represent hundreds of thousands of people who work at travel agencies and related businesses around the world. “Given their clear and devastating impact on the global economy, travel restrictions and outright bans cause severe economic harm. The ability to travel safely continues to be a fundamental marker for our success over this virus. Restricting access to travel only perpetuates the economic impact and postpones global recovery in terms of travel and multiple other economic drivers around the globe,” says the group. “ASTA, ASATA, ACTA, CHTA, ECTAA and WTAAA call on government leaders around the world to provide dedicated financial support for travel reliant businesses and to lift travel bans as quickly as possible. Loosening restrictions on fully-vaccinated travellers for entry into the U.S. and other markets should continue to be a top priority, but more needs to be done to ensure that travel-reliant businesses have access to immediate relief when government action is the direct cause of economic hardship.” When elected officials make public policy decisions in the interest of public health, those governments have an obligation to provide financial resources to those industries and individuals most affected by their decisions, they add. Tourism represents one in every 10 jobs globally. “Recent and more stringent border closures have severely impacted already-complex international travel. We collectively call on global government leaders to follow the best available science when determining border measures, including testing and prohi-

bitions. “Many countries follow strong biosecurity protocols, including masking, social distancing, and vaccination requirements. The addition of new border measures has significant economic impacts on travel and tourism businesses that may not add additional community protection. It is critical that government policy is guided by science, not political pressure or the desire to be seen as “doing something” since these measures have significant, sometimes irreversible impact on businesses and jobs. “We implore governments to take responsibility for their actions by sustaining travel reliant businesses until such time as they lift restrictions and normal travel patterns re-emerge. Thus far, government responses to this economic factor have been uneven at best.”

Positive trajectory with Transat’s Q4 results MONTREAL — Transat’s year-over-year revenue is up and the company said it is seeing “encouraging signs” for the months ahead, despite the emergence of the omicron variant. Transat posted its Q4 2021 results on Dec. 9. The company lost $121 million in Q4, however that’s an improvement compared to the $238 million loss in last year’s Q4. Revenue totalled $62.8 million, up from $28.4 million in Q4 2020. Says Transat President and CEO, Annick Guérard: “Since we resumed operations on July 30, business has been growing steadily. We met and exceeded our targets for resumption of operations in the last quarter and reduced our use of cash. The winter season that is now beginning will see the continuation of our return to more significant volumes. While we remain cautious given the evolving variants, we remain optimistic that we're on track to returning to normal.” In the meantime, the company is continuing its transformation, says Guérard. Transat’s extensive streamlining of its fleet has been in the works for the past several years. And Transat’s just-signed codeshare agreement with WestJet, announced this quarter, “is the first step forward in our alliance strategy, with further advances to follow in the coming months.” Guérard also highlighted Transat’s plans for winter 2021-2022: "For the winter, we plan to operate from eight 10 | TRAVELWEEK | December 16, 2021

The person applying for reinstatement must not have been charged with an offence and a CPIC check will be required; 4. If the former registrant has been employed, or contracted, by a TICO registrant, he/she must not have been terminated for reasons associated with the lack of honesty and integrity detrimental to the travelling public, in the view of the registrar, and 5. All other requirements for registration and renewal are met.

TICO making it easier for former registrants to be reinstated TORONTO — TICO has updated its Registrant Reinstatement Policy to encourage registrants to consider reinstatement without additional fees. Noting the financial difficulties brought on by the pandemic, TICO says that some registrants were forced to either voluntarily terminate or allow their registration to expire. With the updated policy, which went into effect on Dec. 6, 2021, former registrants may be reinstated and the new application fee will be waived. The policy will be available up to March 31, 2023, for any former TICO registrant that voluntarily terminated their registration or allowed their registration to expire from April 1, 2020, onwards. According to an official statement, TICO believes this policy will be of benefit to certain individuals and/or former registrants who have chosen to voluntarily terminate their TICO registration or allow their registration to expire or leave the industry altogether during the pandemic but have the desire to re-engage and sell travel services as an Ontario registrant. Here is the policy in full: Part IV of the Travel Industry Act (Act) provides the overall requirements for a new registration and annual renewal, including when the registrar may refuse, revoke, or suspend a registration. Further, Ontario Regulation 26/05 (Regulation), Part II, provides the requirements for a new application, in12 | TRAVELWEEK | December 16, 2021

Recognizing the delivery of travel services to consumers has evolved with the advancement of new business models, and the impact of the global pandemic on the travel industry, TICO wishes to ensure that the marketplace remains vibrant and that purchasing options for consumers remains robust.

Noting the financial difficulties brought on by the pandemic, some registrants were forced to either voluntarily terminate or allow their registration to expire. With this goal, TICO wishes to clarify its policy with respect to a former registrant that wishes to reinstate their registration after voluntarily terminating their registration with TICO or allowing their registration to expire. There are numerous reasons that a former registrant may wish to reinstate their registration. TICO will approve a reinstatement of any former registrant under the following conditions: 1. At the date of the voluntary termination / expiration of a registrant, there must not have been any unresolved compliance issues, claims against the Compensation Fund and/or other outstanding financial compliance requirements; 2. At the date of the voluntary termi-

If all the above conditions have been achieved, the former registrant may be reinstated and the new application fee will be waived. A security deposit will not be required if the former registrant had filed two consecutive annual financial statements or verification statements with TICO, and the Registrar has no concerns with compliance to the legislation. All reasonable efforts will be undertaken to re-issue the same registration number as previously used.

G Adventures teams Swoop launches up with Hostelworld three new sun routes for new Roamies trips from Toronto TORONTO — G Adventures is teamTORONTO — Swoop is on cloud nine following the launch of three new inaugural flights from Toronto this week. Departing from Toronto Pearson International Airport on Dec. 4 was new nonstop service to Los Cabos, Mexico, while nonstop flights to Punta Cana departed on Dec. 5. On Dec. 8, the ultra-low-cost carrier launched new nonstop service from Toronto to Kingston, Jamaica.

“While travel restrictions continue to evolve, our travellers require and appreciate clarity and guidance on their upcoming travel plans.” “The launch of these three new routes demonstrates that Swoop’s accessible and affordable fares have caught on in Toronto and highlights the demand we are seeing for ultra-low fare travel across Canada,” said Bert van der Stege, Head of Commercial and Finance, Swoop. “We know Canadians are long overdue for a warm vacation or reunion with family and friends, and while government-imposed travel restrictions continue to evolve, our travellers require and appreciate clarity and guidance on their upcoming travel plans,” he added.

ing up with Hostelworld to offer a new style of travel to 18 to 35-year-olds. Called ‘Roamies’, the small-group tours are available in 15 countries, with accommodation in hostels, more than 50 in all. There are 38 tours in the Roamies program and departures start in May 2022. Group size is 16-24 travellers. Countries visited include Albania, Austria, Cambodia, Costa Rica, Croatia, Czech Republic, Germany, Greece, Italy, Mexico, Montenegro, the Netherlands, Peru, Thailand and Vietnam. Sample itineraries for Roamies programs include ‘Gotta-See Europe: Germany, Austria & Italy - Amsterdam to Rome’ (17 days, from $3,849 per person); ‘The Peruvian Coast: Seafood, Sandboarding & Dune Buggies’ (5 days, from $749 per person); and ‘South East Asia Trifecta: Vietnam, Cambodia and Bangkok ‘(11 days, from $1,229 per person). Hostels have generally been a no-go when it comes to travel agent commission, but the Roamies program changes that. In a Zoom announcement on Dec. 8 about the new partnership, G Adventures founder Bruce Poon Tip said hostels have come a long way. Most people think of rooms filled with bunk beds, but these days there are “swim-up bars and rooftop terraces”, said Poon Tip. Plus, hostels are at the heart of the tourism eco-system, with a sense of community that matches exactly the G Adventures ethos. “They’re places to start an adventure, and hang out with

like-minded people,” he said. The mindset of the traveller has changed during the pandemic, according to G Adventures’ stats. More young travellers are embracing the ‘digital nomad’ lifestyle, combining travel with work on the road. In December 2020 some 19% of respondents to a G Adventures survey said they looked forward to combining travel and work on their trips. Now, more than a year and a half into the pandemic, that number had climbed to 37% in a more recent survey. Hostels offer connections, not just for tech and WiFi, but for solo travellers too, says Poon Tip. Many of G Adventures’ travellers are looking for camaraderie, and also security. Twothirds of G Adventures’ clients are solo travellers, and two-thirds are women. “These Roamies trips capture the free spirit of adventure, with the security of a group, but also take away the label of a ‘tour’. They just bring people together. So we're pretty excited about it.” Hostelworld Group CEO Gary Morrison was also on the Zoom call for the announcement. “I’ve been a big fan of Bruce Poon Tip for years,” said Morrison, adding that the partnership with G Adventures offers an opportunity to create a new type of backpacking adventure for young travellers. “We truly admire G Adventures’ ability to create tailored group tours that put meeting new people and supporting local communities as the focal point, something our customers are extremely passionate about.” Hostelworld has more than 17,000 properties on its platform, he added. Roamies tours will be sold by both G Adventures and Hostelworld, as well as through travel advisors. For details see gadventures.com/ roamies. December 16, 2021 | TRAVELWEEK | 13

Quebec “is not a consolation prize” - it’s a world-class winter wonderland By Devin Kinasz TORONTO — Bonjour Quebec has a strong message heading into this second winter of the pandemic: Quebec should be considered as a first-class option for Canadians booking holidays this year, amid the continued uncertainty with COVID-19. Not only does Quebec has endless outdoor activities in the winter, it also has a high vaccination rate and no testing required for domestic flights. “Quebec is not a consolation prize. It's a first-class, world class destination, and for many years we did not invest enough in promoting Quebec domestically. We are a winter wonderland, and many of the cultural things travelling to Europe offers, we have right here!” says Caroline Proulx, Quebec’s Minister of Tourism. Quebec reopened its border with Ontario in July, and now the province represents 30% of visitors. International visitors have returned too, mostly from the U.S. and France. With the help of domestic demand, summer arrival numbers were superior to 2019, according to Proulx, who updated the industry , at a recent promotional event in Toronto. So far 2022 winter numbers are expected to track higher too, as people flock to the outdoors this winter, she adds. “We're really pushing on the winter activities, whether it's skiing at Mont Tremblant, or the brand new four-sea-

son Club Med in Charlevoix, or enjoying our 33,000 kilometres of snowmobile trails across the province with gorgeous little warm up huts along the way,” says Proulx.

“Quebec is a first-class, world class destination. We are a winter wonderland, and many of the cultural things travelling to Europe offers, we have right here!” The Quebec Winter Carnival is back (Feb. 4-13, 2022), along with Montréal en Lumière / Montreal Lights (Feb. 1727, 2022) and Igloofest (Jan. 13-Feb. 5, 2022). The iconic Quebec Winter Carnival is one of largest winter carnivals in the world, with a variety of outdoor activities that celebrate the season while showcasing the historic charm and culture of the snow-covered city. Club Med’s first North American mountain resort, Club Med Quebec Charlevoix, opened Dec. 3 with views of the St. Lawrence River and an array of family-friendly activities. Visitors can hit the slopes, indulge in the open-air spa, or take a ride down the 7.5-kilometre sledging track. “Everyone is really excited to visit Quebec this year because it’s a winter wonderland! I'm very optimistic for the winter season in Quebec, first and foremost with the high vaccination rate

that we have in this province. People feel safe visiting, and we have the passport so we can safely go with others that are vaccinated to festival events, restaurants, venues, you know, so they choose Quebec for that. And that is a great reason to come to Quebec,” explains Proulx. There are no testing requirements for Canadians flying domestically within Canada, however all air passengers are required to show proof of full vaccination. Quebec has created its own VaxiCode system to show proof of vaccination, but out-of-province visitors may enter places and participate in activities with only the two following documents: valid photo ID with an address outside of Quebec; AND a vaccine passport with QR code OR official proof of vaccination issued by their country or province. “The measures that the government is asking are just about the same in Quebec as Ontario and other parts of Canada, so it’s not that complicated. You show your passport for restaurants, festivals and events, the same as elsewhere. Everyone is wearing masks indoors, and flying inter-province there are no testing requirements, just proof of vaccination, which makes everything pretty simple,” says Proulx.

The luxury cruise line’s new ‘Port-toPort’ fares give travel advisors more options to customize bookings for their clients. “In anticipation of Wave Season, we have enhanced our all-inclusive offering with the addition of a reduced deposit and our new Port-to-Port All-Inclusive promotion, designed specifically for those guests who may prefer to design their own pre- and post-cruise travel arrangements,” says Barbara Muckermann, Chief Commercial Officer, Silversea Cruises. Other all-inclusive benefits include roundtrip economy airfare, reduced business class air, or air credit; all airport/hotel/ship transfers, including new private executive transfers from home; pre- and post-cruise hotel night/s or hotel day-rooms; and luggage handling. All are in addition to Silversea's inclusive shore excursions and onboard amenities and services. • Port-to-Port All Inclusive Lower Fares: Silversea says this new offering should appeal to travellers who prefer to make their pre- and postcruise travel arrangements independently – including their air, hotel, and transfers. The new Port-to-Port All-Inclusive lower fares are now available on selected itineraries and departure dates and offer on average about 25% savings compared to Door-to-Door fares. The Port-to-Port fares, which are subject to availability and offered for a limited number of Vista and Veranda suites on select voyages, will be revised from timeto-time starting on Feb. 28, 2022. These fares require a non-refundable 15% deposit. Silversea’s Refund and Cancellation Policy for COVID-19 applies to both rates and benefits new bookings made on sailings through April 30, 2022. Under this policy, clients booked with either fare option can cancel their booking and receive a 100% Future Cruise Credit or a 100% refund for the total cruise fare paid to Silversea if the guest is prohibited from travelling to the vessel due to a governmental travel restriction, or should the passenger or a member of their travelling party test positive for COVID-19 within 30 days of embarkation. When clients opt for the FCC and have paid in full, their travel advisor will have the opportunity to earn commission. 18 | TRAVELWEEK | December 16, 2021

Axe-throwing makes Porter to bring back for a fun night for TPI seasonal service to and suppliers Myrtle Beach TORONTO — It was the perfect spot for a first in-person get-together in more than 19 months: BATL Axe Throwing. Earlier this month TPI’s executive and advisors were joined by supplier partners for a fun night of axe-throwing at the Toronto venue. “We wanted to throw axes at COVID while having fun with it and celebrate our partnership with our amazing suppliers,” says Zeina Gedeon, CEO, TPI. “We are so excited that we finally got to see everyone in person and take our frustrations on boards, instead of each other. Our relationship with suppliers is very important and critical for both of us and it is important to be there for each other, in good times and bad times, this is not a one-way street – it is a partnership,” she added. More than 40 supplier partners came out for the event. Gedeon along with Sneha Varghese, TPI’s Director of Marketing & Partnerships, welcomed participants and thanked all of TPI’s partners for their support and positive attitude over the challenging times. Gedeon noted that “it has not been an easy road for any of us during these past 20 months, but we could not have come this far without the support of our partners. It is truly a time to celebrate partnerships. Together we are ready to emerge and move forward.” A high-spirited axe throwing battle then ensued, with Transat’s Pat Brady, Goway’s Rares Dumitru and Railbookers’ Cris David celebrated as the winners. TPI’s in-person annual conference is scheduled for May 2022 at Cancun’s Majestic Elegance Costa Mujeres.

Myrtle Beach is only a short flight away and is perfect for a short getaway.” Passengers have the option of booking a flight with the Full Refund Option for $40, plus taxes. The Refund Option allows them to receive a refund, including base fare, taxes and fees, for their booking upon advance cancellation of their flight for any reason. Bookings made before Dec. 31, 2021 are also eligible to change or cancel without fees. Travellers can also book a Porter Escapes package that includes flight and hotel. Following the Government of Canada’s travel requirement mandates for air passengers, everyone over the age of 12 years and four months departing from a Canadian airport must provide proof of full vaccination. In addition, all passengers over the age of two must follow the United States’ entry requirements and provide a valid COVID-19 test taken within one day of departure and a signed attestation.
