While on-arrival testing is a priority, the number one focus for agents and suppliers for winter 2021 is sheer survival by Kathryn Folliott TORONTO — The month of January normally brings list upon list of new travel styles and must-see destinations, as the industry looks forward to another profitable year. But not this year. For the start of 2021, the focus is on sheer survival amid mounting travel rules and restrictions during the pandemic. The federal government’s new PCR test requirement, announced with a week’s notice, was just the latest blow for an industry already damaged by 10 months of restrictions, including the advisory against non-essential travel, and the 14-day quarantine. One day after the PCR test rule went into effect, WestJet announced more capacity cuts impacting more than a dozen winter sun destinations in the Caribbean, among other routes. With just 150 daily departures, WestJet is now back to 2001 capacity levels. Meanwhile the appointment on Jan. 12 of a brand new Transport Minister, Omar Alghabra, could lead to more weeks or months going by with no further word about the federal government’s airline bailout package, keeping the retail travel industry in limbo as agents wait to hear about mass commission recalls. Things were looking up in November, with the announcement of multiple vaccines, and then in December with news of vaccine rollouts. But everything went south over the holiday break as travel became even more of a scapegoat for COVID-19, at least in the public eye, and as case numbers rose dramatically. Travel agent Ayesha Patel says: “I understand the perspective from the government to keep Canadians’ safety their first priority, as it should always be. But I also feel that introducing the new rules about a negative COVID test was something that should have been introduced with more notice and with more flexibility for the first few weeks of implementation, especially to Canadians who are already in destination." As Patel points out, it can be challenging to find a lab to be tested in time

By giving such short notice about the negative COVID test result, this caused a ripple effect to other areas of the in-

dustry as we are now seeing with the WestJet layoffs and probably others to come.” There has to be better planning and collaboration between the government and the travel industry, says Patel. “We are heavily reliant on any regulations that come into play by the government especially during this pandemic. It only stands to reason that the government should find the correct pathways to enforce safe solutions for Canadians by taking into consideration different scenarios that can come about from these decisions and the effect they'll have in other areas.” Flemming Friisdahl, founder, The Travel Agent Next Door, says he’d be surprised if other airlines don’t cut or reduce flights as well: “They have little choice. I think it is stupid when we can do the testing when they land and make it work that way.” “GOVERNMENT AND CANADIAN SENTIMENT HAS SHIFTED" While the travel industry waits to see if late spring and early summer 2021 are any better than spring and summer 2020, the immediate focus of every travel retailer and supplier is to survive the winter and stay solvent. For many months, ever since the start of the pandemic, ACTA has been lobbying the federal government for financial assistance for travel agents. "The #1 priority for ACTA is financial support for travel agents and travel agencies.” Paradis tells Travelweek: “The vast majority of the retail travel industry remains furloughed. Here’s the interview in full: TRAVELWEEK: As we start a new year, what is your outlook for Israel in 2021, both short-term and long-term? HANA: I am happy to share that Israel is the leading country in the world in vaccinated population. The government made a tremendous global effort to get as many as possible to try to contain the pandemic and get through 2020, which was a year to forget. However, last year, we utilized the time to improve infrastructure – we developed and expanded promenades, new attractions, new and renovated hotels and more. Parallel to that, Israel gradually started domestic travel with very positive feedback. We hope that by the second quarter 6 | TRAVELWEEK | Janaury 14, 2021

we will be able to welcome inbound travel. In the short term, we will continue in our proactive approach by engaging with the industry as much as possible through quality, creative and innovative virtual events, all in order to keep the audience inspired by Israel. As for the long term, once we have a clearer sense of the actual date when worldwide travel will resume, we’ll have a strategic plan that includes hostings, marketing activities and partnerships to execute. TW: Do you think the pandemic will forever change the way people travel? If so, what new trends do you foresee? HANA: The short answer will be ‘yes’ but the longer version is that I think it’s more complicated. People will want more assurance, knowledge and to even experience the destination prior to the purchase decision. People were unfortunately forced to virtually travel the world in 2020, and they will need more information on the destination to make sure the experience will be worth it. Also, people will probably want more holistic destinations to get as many holiday segments as possible while on vacation. On the one hand everyone can’t wait to travel again, but on the other hand the economy is hurting badly and free income isn’t like in 2019. People will want to make sure that their travel will be memorable. I believe that the VFRs and faithbased travel will recover quickly. We’re already receiving many inquiries about when people will be able to come. On top of that, I anticipate that leisure travel will also recover, at least among certain age groups that are less affected by the pandemic and were the first to travel domestically – they will lead the way for the international market. It’s also important to note that there were less cancellations and more postponements with the Canadian market. People want to come to Israel and that gives hope for everyone. TW: How do you think the pandemic will change the way travel agents sell travel? HANA: The industry will need to be much more creative and innovative to sell a product in a world where ‘old

school’ itineraries won’t be enough. People will want to virtually walk in the Via Delarosa with a tour guide to get a feel for the visit and hear more stories about our diverse culinary scene. The need for engagement from consumers will be higher, and the ecosystem should implement more technologies to improve and provide tailor-made journeys to match specific needs. The world of ‘one itinerary fits all’ is gone – everyone will need their personal preferences embedded in their trip. We live in a disruptive era and we must adjust accordingly. The future tourist already has all the information within reach so the value proposition of the industry should focus on the added value of combining many preferences into one holistic experience. Everyone can book a hotel but not many are familiar with a boutique hotel that is close to a specific food stand that sells a special delicatessen in the early morning. The ability to demonstrate these elements technologically will have the ability to shift more consumers upward in the consumer funnel. TW: Why do you think it’s important for all travel industry professionals to tune into ISRAEL | TOURISM 3.0? HANA: I believe that strategic planning is something important and in these days of the pandemic, even now more than ever. To sit back and wait for things to get better without forecasting and evolving will make on irrelevant, without a chance for recover. The pace that everything is changing is so fast that you don’t have time to think too much or think at all. There is a need for an agile approach, to draw a vision for the long run but parallel to that, we must think in closer terms and execute in a trial and error mode. This is what we want to inspire with our event. We have the best speakers in these fields and Israel is world renowned for its innovation and technology. Will insurance companies cover the cost of PCR tests? by Cindy Sosroutomo TORONTO — Coupled with the 14-day mandatory quarantine, the federal government’s PCR testing requirement, which comes at a traveller’s own expense, may deter even more Canadians from travelling at a time when the industry needs them to the most. A PCR test, considered the gold standard in COVID-19 detection, differs from an antigen test, frequently referred to as a rapid test that garners results in as little as 15 minutes. A PCR test, which usually takes two or three days for results, differs in price around the world but generally costs anywhere from $100-$200, including in Canada where a handful of pre-testing programs are already underway. Air Canada’s program with Shoppers Drug Mart, launched in November, is available to asymptomatic travellers with an upcoming international flight who require a negative COVID-19 test; various destinations, particularly in the Caribbean, currently require visitors to test negative for COVID-19 prior to arrival. These tests come at a cost of $199, plus tax, in Ontario, and $150, plus tax, in Alberta. As an extension of the ‘Safe Travels Hawaii’ pre-travel testing program, WestJet, in partnership with DynaLIFE labs, is also offering pre-testing to Hawaiibound Canadians in Ontario for $199 plus tax, in British Columbia for $250 plus tax, and in Alberta for $150 plus tax. Meanwhile for international travellers flying into Canada and Canadians returning home from abroad, the federal government’s new PCR testing rule requires them to take a PCR test while in destination within 72 hours prior to departure, with only a few limited-time exceptions. And while Toronto Pearson’s new testing program, announced Jan. 6, and Calgary Airport’s pilot program in place since fall 2020, provide free testing to international travellers upon arrival in Ontario and Alberta, they are completely voluntary and are designed to add another layer of protection for Canadian communities, and are only done once travellers are back in Canada. Though many airlines, including Air Canada and WestJet, and insur-

ance companies like Manulife, Allianz and Blue Cross are already offering COVID-19 coverage, these plans generally do not cover the cost of testing for Canadians either departing on international flights or while in destination prior to returning home. But now that the federal government has mandated PCR tests for all travellers to Canada, perhaps they will in the future? Travelweek reached out to Canadian Life and Health Insurance Association (CLHIA), a voluntary trade association whose member companies account for 99% of Canada’s life and health insurance businesses, to ask if travel health plans – whether through an employer, credit card or individually purchased – will provide coverage for COVID-19 testing. Short answer: no, but nothing’s off the table for now. “Travel health plans by definition cover emergency services required at destination,” said Kevin Dorse, Assistant Vice President, Strategic Communications and Public Affairs. “A required and planned asymptomatic COVID-19 test prior to departure would not meet the definition of emergency services coverage as written today.” But this isn’t to say policies won’t change in the future, adds Dorse. “The situation continues to evolve and insurers are adapting their policies to reflect that, so this many change,” he said. “As always, we strongly encourage those planning travel outside Canada

to talk to their travel insurance provider for more details about what is and is not covered under a particular policy.” Travelweek also checked in with several insurance companies on the issue. Here are the responses from Ontario Blue Cross, Manulife and Allianz Global Assistance. At Ontario Blue Cross, Marketing Manager Natalie Correia tells Travelweek that PCR testing is not at all covered under its plans. “The emergency medical care benefit covers diagnostic services in emergency situations when prescribed by a physician. A diagnostic test necessary to comply with government requirements is not considered a medical emergency,” she says. A Manulife spokesperson said no, the COVID-19 PCR test required to return to Canada is not a covered expense. Over at Allianz Global Assistance, which offers COVID-19 insurance and assistance for clients who test positive for COVID-19 while travelling, a COVID-19 test will only be a covered cost under the company’s plans if the test results come back positive. “Both the cost of the test and the resulting medical costs or quarantine costs will be covered, subject to the terms and conditions of the policy,” confirms Julia Deanne Koene, Director of Corporate Communications at Allianz. WORLD NEWS IATA has expressed “deep frustration” with Canada’s COVID-19 pre-arrival PCR test requirement. “While the industry for months has been calling for systematic testing to re-open borders without quarantine measures, these pleas have fallen on deaf ears, especially in Canada,” says IATA. “Now, in a decision that can only be described as the ‘worst of both worlds’, the government is mandating that passengers provide proof of a negative COVID-19 molecular polymerase chain reaction (PCR) test taken within 72 hours before planned departure to Canada, while at the same time declining to lift existing travel restrictions and quarantine requirements.” IATA goes on to say: “It is both callous and impractical to impose this new requirement on travellers at such short notice. Moreover, it is completely unrealistic to mandate that airlines check passengers’ compliance with the new rule, as it cannot be the airline’s role to determine if a passenger tried their utmost to get tested or not.”

BORDERS The closure of the Canada - U.S. border has been extended to Feb. 21. Prime Minister Justin Trudeau made the announcement at his Jan. 12 COVID-19 briefing, and it was followed up by a tweet from Bill Blair, Minister of Public Safety and Emergency Preparedness: “We are extending restrictions on non-essential travel with the United States until February 21st, 2021. Our Government will continue to ensure the safety of Canadians against #COVID19 and base our decisions on the best public health advice available.” The Canada - U.S. border has been closed since mid-March 2020, in the wake of the COVID-19 pandemic. Multiple extensions have been announced over the past 10 months. Unvaccinated travellers must not be discriminated against as travel re-opens post-COVID-19, says WTTC President & CEO Gloria Guevara, adding comprehensive testing will allow free and safe movement for all. “WTTC wholeheartedly supports the testing on departure of all travellers to ensure passengers can prove they are COVID-19 free and thus avoid the spread,” says Guevara. It will take a significant amount of time to vaccinate the global population, she adds, especially those in less advanced countries, or in different age groups. “The common sense approach is to allow the free movement of people who can prove a negative test result, rather than reserve travelling or jobs for a small minority who have been vaccinated.”

AVIATION In-destination PCR testing will no doubt ramp up exponentially now that one of the biggest travel markets in the world - the U.S. - is following the lead of other countries including Canada in mandating pre-arrival PCR tests for air passengers. The Jan. 26 start date, as announced by the CDC, is at least more notice than the Canadian government gave Canadian travellers, who had just a week’s notice, with only a few exceptions. Until now the relatively loose travel restrictions on American travellers, at least compared to countries like Canada, have been driving tourism at many destinations especially in Mexico and the Caribbean. 10 | TRAVELWEEK | January 14, 2021

Following Transport Canada’s greenlight for the embattled 737 MAX, WestJet has announced that it intends to phase the aircraft back into passenger service starting Jan. 21. Taking a phased to re-entry, the MAX aircraft will resume service on non-commercial test flights in mid-January. On Jan. 21, pending Transport Canada’s reopening of Canadian airspace to commercial flights for the 737 MAX, WestJet plans to operate three roundtrip flights per week between Calgary and Toronto.

CRUISING Crystal Endeavor, originally scheduled to launch in August 2020, is now on track to debut this summer. With the delay, which was caused by the temporary shutdown of MV WERFTEN shipyard due to the global health crisis, Crystal has cancelled Crystal Endeavor voyages through May 1, 2021. It is currently reviewing the ship’s published summer itineraries in destinations like the Norwegian Fjords, Scottish Isles, France, Spain, Portugal, the Atlantic Isles, Western Africa, Brazil, Argentina and Antarctica. Genting Hong Kong (GHK), Crystal’s parent company, recently completed a €193-million loan agreement with the German government for the completion of Crystal Endeavor and to support the operations of the shipyard through March 2021.

On-site PCR testing at Jamaica resorts in the works, says JTB TORONTO — The government of Jamaica has approved a number of private labs to conduct COVID-19 testing for Canadian travellers in destination, plus onsite testing at select resorts in Ocho Rios, Montego Bay and Negril is in the works, says the JTB. Meanwhile Jamaica’s private health facilities have been working rapidly to increase COVID-19 PCR testing for visitors and to make the process more accessible and streamlined. The news comes in the wake of the Canadian government’s PCR testing update. Passengers arriving at Toronto Pearson Airport from Jamaica will be allowed to forgo the pre-arrival PCR test requirement for all inbound passengers, but only until Jan. 18, and only if they agree in advance to take a COVID-19 test immediately upon their arrival at Pearson. The exemption was put in place Jan. 9 due to a shortage of tests on the island, and is only for passengers arriving at Pearson Airport, and only for departures from Jamaica to Canada through Jan. 18. The JTB says that while the initial influx of test requests from Canadian tourists in Jamaica caused some backlog, testing is now being prioritized based on departure date in order to ensure all Canadians can obtain their required test results prior to their departure. A complete list of accredited testing labs is available at https://www.visit jamaica.com/travelauthorization/testinglabs/. Appointments can be made via email or over the phone, says the JTB. The JTB adds that Jamaica's Ministry of Health is also working with private laboratory Microlabs to offer Canadian travellers on-site COVID-19 PCR testing at select hotels located in the main tourism regions of Ocho Rios, Montego Bay and Negril. The hope was to have the service implemented this week. NEWS Prime Minister Justin Trudeau was asked by a CTV reporter about the government’s financial assistance package for the airlines. Specifically referencing WestJet’s cuts and job losses, the CTV reporter said, “You’ve been standing in this spot since the spring [talking about assistance for Canada’s airlines] … when is it coming? What’s the hold up?” As he has before, Trudeau pointed to the more than $1.5 billion of financial assistance from the federal government, in the form of the wage subsidy (CEWS) and other federal programs, that Canada’s airlines have used to survive the pandemic. “We know the airline industry is extremely hard hit” by the pandemic, said Trudeau. “At the same time, we expect people to be reimbursed, regional routes to be protected,” he said. He added: “These discussions are continuing.” On Nov. 8 Transport Minister Marc Garneau announced that the government was initiating talks with the airlines about a financial assistance package, one that would be contingent on refunds. Mass refunds could trigger up to $200 million in commission recalls for travel agents. Since the initial announcement on Nov. 8 there has been no further details about a bailout.

‘Border baloney’: Armann urges Canadians to question new COVID travel rules TORONTO — The head of Unifor Local 7378 is calling ‘border baloney’ on the federal government’s new COVID-19 measures for international travellers Unifor Local 7378 president and pilot Barret Armann points out that the new rule - requiring a negative PCR test for all arriving passengers, on top of the 14-day quarantine - means that symptomatic Canadians who test positive for COVID-19 will now have fewer restrictions placed on them than an asymptomatic international traveller with a confirmed negative test. "This Liberal government is hastily slapping together a border policy built

on bureaucratic baloney," says Armann, president of Unifor Local 7378. "How does it make any sense at all for a symptomatic Canadian who has tested positive for Covid-19 to be treated as less of a threat and face fewer restrictions than an international traveller who hasn't even had a sniffle and receives a negative test result? Community spread accounts for the majority of Canada's COVID cases but you wouldn't know it comparing government policies side by side.” The pilots’ union is urging Canadians to question the logic behind the government’s new measures. Symptomatic COVID positive Canadians must self-isolate for a period of at least 10 days. As Armann points out, there is no requirement to provide a quarantine plan although some provinces do telephone follow-ups. Asymptomatic Canadians aren't eligible for testing in most provinces. For those who meet the requirements for testing they can end their self-isolation either immediately after receiving a negative test result or shortly after symptoms stop. The union notes that this is in stark contrast to all international travellers who now must undergo testing, have a government approved 14-day quarantine plan, provide regular symptom monitoring updates and be subjected to telephone and in person follow-ups by government officials even if they have no symptoms and have received a COVID negative test result. Unifor Local 7378 is renewing calls it has made since September for the federal government to replace what it

calls the current mish-mash of border policies with a testing on arrival program across the country that mirrors the successful pilot program underway in Alberta that permits asymptomatic travellers to end their quarantines after receiving negative Covid-19 test results.

“He was our biggest fan”: Agents, retail groups, tour ops react to passing of Gordon ‘Butch’ Stewart TORONTO — If there was one person who could truly be called an icon of the travel industry, it was Gordon ‘Butch’ Stewart. As the founder of Sandals Resorts, and later Beaches Resorts, as well as countless other initiatives from Island Routes to The Sandals Foundation, Stewart transformed and gave back to Caribbean tourism like no one else. He passed away Jan. 4, 2021 at the age of 79, leaving behind his family and an incredible legacy of resorts across the Caribbean. As he always said, Sandals Resorts didn’t invent the all-inclusive concept, ‘but we perfected it.’ “Mr. Stewart was a not only an amazing person but one of the fairest businessmen I’ve ever worked with,” Nino Montagnese, Managing Director, Air Canada Vacations told Travelweek. “Today is a sad day… His passion for our industry will have many of us mourning his loss.” Montagnese thanked Stewart “for your friendship and great dedication to our industry” and said his heartfelt condolences go out to the Stewarts and the entire Sandals family. CHAMPION OF TRAVEL AGENTS The strong connection between Stewart, Sandals Resorts, and companies like ACV was just one facet of an incredibly dedicated partnership to the travel trade, and specifically travel agents. Stewart had long championed the work that travel agents do. He liked to joke that the reason Sandals Resorts had such long and complex names for their room categories was to get potential travellers to seek out a travel agent’s help to figure out the difference between each one. As recently as April 2020, a Sandals Resorts video had Stewart offering encouraging words for agents navigating the first chaotic days and weeks of the pandemic. He understood travel agents and always knew how important we were to his business.” Willett adds that as well as being an amazing businessman, Stewart also gave back so much to the islands, whether that meant building schools, sending equipment to schools or making sure the kids had Christmas gifts every year. “One year I was at Sandals South Coast and they brought all the local kids to the resort and Santa arrived by helicopter with their presents. Such a wonderful experience – very heartwarming.” Willett adds: “Such a loss for the travel industry but I think so many of us were blessed by his kindness and humility.”

PCR testing now at select Cuba resorts, says Gomez TORONTO — In response to the Canadian government’s new PCR testing requirement, Cuba has announced new PCR testing capabilities at resorts in several top travel destinations. For US$30, visitors can get tested at hotels in Varadero, Cayo Coco, Cayo Santa Maria and Holguin. The fee is payable only by credit card or debit /VISA.

Cash payments will not be accepted. “It’s great news that Cuba can offer this convenience to all Canadians visiting our beautiful country,” said Lessner Gomez, Director of the Cuba Tourist Board in Toronto. “Cuba has a world-class health system and the highest doctor/patient ratio in the world – three times more than Canada. We are totally ready to accommodate increased testing.” Guest will be advised upon arrival at their hotel, during the welcome briefing, about on-site testing and how to arrange an appointment with hotel doctors. Those staying in private homes can get tested at all international clinics in Cuba, which are located throughout the country.

CHTA calls on feds to reconsider new PCR testing rule MIAMI — The Caribbean Hotel and Tourism Association (CHTA) is imploring the Canadian government to reconsider its new testing requirement, saying that it will cause further damage to the region’s economy. The requirement, which went into effect on Jan. 7, requires all residents and travellers, including those from the Caribbean, to provide proof of a negative COVID-19 PCR test before their planned departure to Canada. “This policy is creating challenges and places even greater economic hardship on the people and governments of the Caribbean and on the thousands of Canadians currently in the Caribbean who are scheduled to return home in the coming weeks,” said CHTA’s Acting CEO and Director General Vanessa Ledesma. Ledesma added that the policy has resulted in a rash of cancellations by Canadians who had been scheduled to travel to the region, further harming already fragile businesses and economies and keeping more employees from returning to work. “As the policy takes effect, we anticipate many stranded Canadians being unable to return home due to their inability to get tests in the required time,” she said. In a statement submitted to Canada’s Minister of Transport Marc Garneau and shared with Canadian High Com-

missions and Consulates across the region, the CHTA, on behalf of the 33 National Hotel and Tourism Associations throughout the region that are part of its Federation, said that “we respectfully request reconsideration of this policy for the Caribbean.” It went on to say that while it recognizes that the policy is intended to mitigate the spread of COVID-19 in Canada, “our commitment to the health and safety of residents and travellers is best demonstrated by the COVID-19 protocols and containment measures, which are in place throughout the Caribbean, and the thousands of tourism employees who have undergone health safety training conducted by CHTA and its health safety partners, the Caribbean Public Health Agency (CARPHA) and the Caribbean Tourism Organization (CTO).” Ledesma added that this is further reinforced by the low tourism-related transmission rates in the region. According to the CHTA, the Caribbean has maintained one of the lowest incident rates of COVID-19 in the world, largely due to stringent health safety and testing measures that are in place as well as the leadership of many Caribbean Heads of Government.

Porter eyes new restart date in March TORONTO — Porter Airlines has pushed back its tentative restart date to March 29 due to the ongoing global health crisis. The airline previously suspended operations until Feb. 11 but according to president and CEO Michael Deluce, more time is needed as COVID-19 vaccine rollouts continue across Canada. “With the introduction of vaccines, we are more optimistic about determining a date in the near-term to reintroduce flights than at any point since the pandemic began,” said Deluce. “More time is needed to assess the vaccine’s influence on current travel restrictions and when it is appropriate to begin operations again. We expect to establish a timeline for this to happen in the first part of 2021.” Further updates will be provided this winter based on the status of the pandemic and government measures, added Deluce. TORONTO — Airline consolidator Huntington Travel has been acquired by Huntington Travel Holding, a Torontobased travel investment group. In business since 1973, Huntington Travel together with its other businesses was acquired by Europe-based Etraveli Group in August 2019 . Kiran Budhdev, CEO of Huntington Travel, says Etraveli has made a corporate decision to divest Huntington. The result is that Huntington Travel, Escapades by Huntington and Huntington Travel USA have been acquired from Etraveli Group AB by investment syndicate Huntington Travel Holding (HTH). Budhdev says HTH plans to spend the coming months ensuring business as usual at Huntington Travel and its subsidiaries. Budhdeo will continue to lead the company and its subsidiaries in the interim. He says Huntington prides itself on the service it provides agents from their dedicated and experienced team, and says he’s excited that the new owners acknowledge the Huntington brand value and the service model provided by the existing Huntington team. “Travel agency and airline partners will continue to enjoy the excellent relationships they have experienced with Huntington over the last 48 years,” says Budhdev. Meanwhile travel industry executive Ravi Kumar has joined the Huntington team as COO. Kumar brings extensive experience in air consolidation with successful long tenures at major consolidators and TMCs in Canada, says Budhdev. “The company was looking to divest its consolidator business Huntington Travel along with the subsidiaries and

found a good home. We are pleased that Huntington will continue to service its clients and supplier partners with the high standards the Huntington brand is known for,” says Mathias Hedlund, CEO of Etraveli Group.
