TORONTO — Unprecedented pentup demand for travel in 2023 has created unprecedented pressure on travel inventory - so much so that for top destinations like Europe, the message shouldn’t just be ‘Book now’, but ‘Seriously, book NOW’.
Tour operators tell Travelweek that inquiries for Europe getaways this spring, summer and fall have soared as consumers rush to lock in their travel plans, amid this first full recovery year post-pandemic.
“The demand for Europe as a safe and interesting destination is huge from all over the world and space is definitely booking up much earlier than usual,” says Laurielle Penny, Managing Director, Worldwide Quest. And “prices are definitely higher” than most people are expecting, as much as 20% higher than spring/summer 2022, she adds.
At Worldwide Quest, Penny says bookings are very strong for Sicily, Tuscany, Paris, Spain, Iceland, and Croatia. “As alternatives, we’re suggesting travellers look to Eastern Europe (Czechia) and also to Morocco - but book this early too!”
Penny is also encouraging clients to “be adventurous and consider options outside Europe. Southeast Asia and India offer tremendous value right now.”
For Air Canada Vacations, the big sellers so far are Spain, Italy, Greece and Portugal. And ACV’s Flight & Hotel sales “have seen a big demand right across Europe,” says Managing Director, Nino Montagnese.
Asked about pricing, Montagnese says ACV managed to negotiate excellent rates, “however those are for early bookings. The demand is high
and prices are rising.”
He adds: “Prices are only going to go up the closer we get to departure. If clients are holding for better prices, they shouldn’t. Encourage Europe customers to book now.”
ACV released its ‘Travel Agent Toolkit for Europe’ last month, to help its travel agent partners make this most of the Europe travel boom. The 28page Travel Agent Toolkit for Europe is a first for ACV and includes everything from ‘Flying at a Glance’, ‘Tour Packages at a Glance’, ‘Cruising at a Glance’, details on ‘ACV & Me Rewards’, a list of ACV’s Self-Serve Options designed to help agents bypass busy res lines, and more.
The guide is available in a digital format and in print as well. ACV’s 2023 Europe program showcases 100+ tour packages tailored to meet every travel style. Travel advisors can book Tours, Flight & Cruise or Flight & Hotel packages in 12 countries across Europe with ACV. The tour op recently showcased its Travel Agent Toolkit for Europe with a series of well-attended breakfast seminars.
Montagnese recommends that agents use the Travel Agent Tool Kit to manoeuvre through ACV’s product and booking systems. The final word?
“Air Canada Vacations has the best product we’ve ever had, book with confidence and do not wait for better prices, they will go up!” he says.
Another leader in Europe travel, Transat, is also reporting sky-high demand. “Over the past few months,
we have seen a sustained appetite for travel and our bookings indicate that this will also be the case for this summer,” says spokesperson Bernard Côté.
More specifically, Côté says, Transat is seeing an overall increase in interest in the French provinces from Montreal, including Toulouse, Lyon and Marseille. “Our direct flight from Quebec City to Paris is also enjoying great velocity with travellers from the eastern part of the province.” Air Transat is the only carrier to serve eight French cities nonstop during the summer season.
Spain is strong too for Transat, and Amsterdam, and London. The coronation of King Charles III in early May could deter as many travellers as it attracts, but the spring timing of the big event leaves the summer months wide open for a very strong travel season.
Côté says that with Transat’s Hello Spring! Promotion, a good selection of low-cost roundtrip flights to Europe are currently available for departures in May/June.
Over at Gateways International, Talia May, Director, Marketing & Operations, says Italy, Greece, Portugal and Spain are all selling well, with France and UK close behind. And while not a European destination, Morocco is as popular as ever.
We asked May how soaring demand is impacting availability. “All our programs are fully customized to the client’s specifications. We work hard
WE THOUGHT THINGS WERE BUSY BUT THIS IS TRULY UNPRECEDENTED, FOR LACK OF A BETTER WORD
with travel agents to put together just what the clients wants, but confirmations are very difficult to secure as requested. Many revisions are required due to lack of hotel space, guides and even drivers for transfers,” she says.
“After COVID restrictions began to relax last spring, we thought things were busy but this is truly unprecedented, for lack of a better word. Our local partners at destinations in Europe have literally advised us that they expect to be sold out by midspring for the remainder of 2023 — utterly shocking,” adds May.
She says that while airfare to Europe appears to be reasonable for now, dynamic availability and rates at hotels are definitely fluctuating based on demand. “We don’t anticipate this will slow down anytime soon based solely rules of supply and demand. People are serious about travel and they are booking their dream journeys.”
Off -season travel has been promoted heavily by Europe’s tourism boards in recent years, in an effort to disperse throngs of travellers over all 12 months of the year, and support sustainable tourism goals. “July and August are incredible popular months for travel to Europe. For improved availability, try pivoting to fall or better yet, look to booking in early fall 2023 for summer 2024,” says May.
“We are advising agents to tell their clients not to think too long about [booking Europe],” she adds. “If they are serious, they should move forward or risk disappointment.”

TORONTO — Canadian overnights to Germany more than tripled in 2022, for a total of 485,348 for the year, marking the Canadian market’s “impressive return” to one of the top destinations in Europe.
The big increase marked a 253% jump from 2021, when on-off pandemic restrictions were still playing havoc with travel.
As strong as 2022 was, 2023 will no doubt top it, as the bookings keep rolling in. Could this year match or surpass 2019’s record number of Canadian overnights - an impressive 733,951? Anja Brokjans, Director, Canada for the German National Tourist Office, Toronto, is optimistic. She told attendees at this week’s GNTO press conference: “I’m excited for this year. Our hotel rooms in Germany are filled. There’s a feeling of hope in the air.”
More planes are in the air too. Star Alliance partners Air Canada and Lufthansa will offer up to 93 direct flights between Canada and Germany this year. And Condor’s Germany service from Canada includes gateways Toronto, Vancouver, Whitehorse, Halifax and Edmonton.
“There is huge demand among Canadians for international travel,” said Brokjans. “Germany is an attractive destination with exceptional offers. Our goal in the medium term is to reach the number of overnight stays we had before the COVID-19 pandemic. We have achieved a remarkable increase this year compared to 2021, which shows that our diverse campaigns and offers are attractive and appeal to Canadians. We know that Germany appeals strongly to Canadians that are interested in culture
and history, city breaks and culinary experiences.”
The GNTO has four campaigns for 2023, here’s a look …
The GNTO has many resources for information about barrier-free travel in Germany, at Germany.travel. Thanks to the persistent commitment of politicians and accommodation providers, accessibility has been improved in recent years and the necessary information is readily available to help people with disabilities plan their trips, said Brokjans.
Germany is home to more than 12,000 lakes and rivers, 300,000 kilometers of hiking trails, 76,000 kilometres of cycling routes and more.
The FEEL.GOOD sustainability campaign promotes climate- and environmentally friendly offers. The GNTO’s site, Germany.travel, has a MyClimate CO2 calculator. Germany’s list of Certified Green Cities includes Celle and Freiburg.
Germany’s 51 UNESCO World Heritage Sites are as varied as Berlin’s Museum Island, the Garden Kingdom of Dessau-Worlitz, and the great spa towns of Bad Kissengen, Bad Ems and Baden-Baden.
Perfect for honeymoons or a well-deserved vacation, couples can take advantage of plenty of perks, including entertainment, a host of culinary options, unlimited dining, a fitness centre and much more at the Bahia Principe Grand Aquamarine! The best part? Duos will have access to common facilities and specialty restaurants at all Grand hotels located within Bahia Principe’s Bavaro complex.

its notable landmarks of historical basilicas, colourful markets and clusters of small museums.
But, better still, who would have known there’s also a quirkiness to this unique place?
Here you can meander the world’s largest Witches’ Market that offers amulets, talismans and charms of all kinds.
LA PAZ — In a quiet corner of South America, nicknamed the ‘Tibet of the Americas’ is Bolivia - a land of contrasts, intrigue and unbeknownst beauty.
Yet, refreshingly, this understated landlocked country can magically play to all your senses; it’s lush and mountainous, with nature perennially on your doorstep. Add in dizzying altitudes, and the combination can put all your ‘aha’ moments to work.
On my recent travels, I crossed over the world’s most extensive salt flats to the Amazon jungle through soaring Andes peaks. And I quickly learned that Bolivia is the most isolated in the Americas and sees fewer visitors than its neighbouring countries. As such, it remains genuinely authentic, unscarred by mass tourism, and is one of South America’s best-kept secrets.
With eye-arching views to greet you, welcome to La Paz, the world’s highest capital. It’s a city that will take your breath away, literally (or at least until your body adjusts to the altitude).
Resting on the Andes’ Altiplano at
almost 12,000 feet above sea level, the impressive panorama of hundreds of thousands of homes and buildings wedged between the mountains surrounding the metropolis is a sight that defies logic.
Despite the usual grittiness that I find associated with most large cities, La Paz can quickly redeem itself in a blink of an eye and surprise you with its nuances.
Flying high above the town is Teleferico - the world’s most revolutionary cable car system servicing La Paz-El Alto as the main urban transit.
The design, 26 stations along 10 lines, is a unique navigation system in a mountain-crazed city that is ultra clean, quiet and an attraction to experience.
Another La Paz checklist is the Valley De Luna or Moon Valley, a mustsee if, like me, you have a penchant for unique landscapes.
Easily accessible from the downtown core, Moon Valley is an erosion primarily of clay, creating a surreal moon-like landscape. The tall, raised pinnacles add a dramatic maze of formations, and the end effect is staggering and otherworldly.
You can easily spend a few days exploring the corners of La Paz with
Once you’re ready to leave the big city behind, shake off the crowds, and dial down, you would be remiss not to visit the iconic Lake Titicaca, the largest lake in South America and the highest in the world.
An easy day trip from La Paz, the lake has been deemed the sanctuary for the Inca empire and straddles the borders between Bolivia and Peru. Catching a boat ride to admire the highly reflective waters is part of the area’s charm.
In fact, if you’re up for more, Isla del Sol (Island of the Sun) and Isla de la Luna (Island of the Moon) not only offer views of perfectly symmetrical agricultural terraces, but you can explore ancient ruins here too, and hike-worthy trails.
Following a surprisingly comfortable overnight on a sleeper bus from La Paz, my wanderlust brought me to Bolivia’s southwest region and the magic of Salar de Uyuni - arguably, the country’s most significant draw.
So, where do we begin?
Created by prehistoric lakes from long ago, the world’s most enormous salt flat stretches over 4,000 square miles of the Altiplano, leaving the most remarkable vistas of white
infinity in its path.
There are two distinct seasons in Salar - dry and wet.
But, unlike most places, the rain creates a magical effect and transforms the desert into a gigantic surreal mirror. The view is so perfect it’s almost distracting.
Hence why it’s known as ‘the place where heaven meets earth.’
Equally matched is catching a mesmerizing mirrored sunset and spending a night in a local salt hotel where stargazing makes for an unforgettable experience.
Beyond the salt flats, I explored the beauty of the region’s deserts, with snow-capped mountain peaks and booming wildlife, where llamas, alpacas and vicunas are a regular occurrence.
And, if that weren’t enough, the desert is interspersed with multi-coloured lagoons - Colorada Laguna(red), Verde Laguna (green) and Bianca Laguna (white) - each unique in colour due to their mineral content. Moreover, they are home to rare and large populations of flamingos.
I found their bright pink plumage a lovely contrast of colour against the desert landscapes. Yes, it was an aha moment.
Eager and excited to experience yet another key region of Bolivia, I ventured north to the imposing Amazon basin to be engulfed by the largest tropical
rainforest in the world, stretching across nine South American countries.
Taking a moment to revel at the intrigue of the dense jungle before me, it was apparent why the Amazon is on many travellers’ lists.
Navigating to the area’s main gateway, the verdant jungle town of Rurrenabaque, is a scenic and quick 40-minute flight from LaPaz.
For the more intrepid souls seeking an Amazon experience, I quickly learned that the Madidi National Park delivers on all fronts and with full guns blazing.
This jungle paradise in Bolivia’s upper Amazon river basin is well known for its home to raucous wildlife, biological diversity of rare flora and fauna and breathtaking landscapes.
What’s more, perched on the edge of the Amazon are wetlands known as the Pampas.
Here you can get at close range with myriad wildlife encounters, including caymans, sunbathing turtles, and squirrel monkeys who are just as curious about you as you are of them.
But rarer still is the elusive pink dolphin unique to its freshwaters.
Although the Bolivian Amazon can
render itself as a downright steamy and sweaty jungle experience, you will be enchanted by the region’s local indigenous cultures rooted in very present and thriving traditions.
There are numerous off-thegrid options for stays in a comfortable rustic eco-lodge or indigenous community.
For the record, there is something to be said about the sights and sounds of a live Carnival.
As a visitor experiencing it for the first time, there is an ever-present energy throughout as the people embrace and celebrate themselves and their regions.
Each year in February, the sleepy city of Oruro, south of La Paz, swells as it comes alive to host Bolivia’s most significant Carnival and the world’s third-largest.
The Devil’s Carnival celebrates the battle between good and evil - and good always prevails.
It is a perfect juncture to rub shoulders with locals and admire the visually striking masks and colourful costumes. Add a can of spray foam and a water gun; by default, you are ready to partake in the festivities.
The visual magic transcends as a sea of 25,000 dancers, and 10,000 musicians gather from all corners of the country.
Together, they deliver the most authentic carnival in South America that you’ll have to come and see for yourself. Because some things just can’t be explained, only experienced.

MIAMI — There’s been a changing of the guard at Norwegian Cruise Line, which just announced the appointment of David J. Herrera as its new President, effective April 1, 2023.
Herrera will take over the reins from Harry J. Sommer, who on July 1, 2023 will transition to be the next President and CEO of Norwegian Cruise Line Holdings Ltd. (NCLH), the parent company for NCL, Oceania and Regent Seven Seas.

Del Rio founded Oceania Cruises in 2002. During his tenure, Del Rio successfully led the company in welcoming eight new and innovative ships since 2015, introducing NCLH’s second private island destination, Harvest Caye, and achieving industry-leading yields and financial results. TORONTO— With FITCub a 2023 quickly approaching, the Cuba Tourist Board hosted a lunch conference at Cibo Wine Bar in Yorkville to start spreading the word about all of Cuba’s fabulous travel offerings.
Travel to Cuba is back to 80% of its 2019 level, and efforts are underway to achieve 100%, or better, of where it was.
Cuba is truly a unique destination
unlike any other with plenty of new developments regularly to benefit travellers.
For example, a system of digital tourist visas is in the process of being implemented, with October as the goal for visas going digital. Cayo Largo is being converted to become the nation’s first Smart destination with efforts to make it all digital for elements like bookings and check-in/ check-out.
Flights to Cuba are seeing high load factors, creating a positive mood the situation will only improve in the months ahead for the tourism industry in Cuba. Since this year began, over a million tourists have visited this idyllic destination. The two biggest selling points to keep in mind to help push this nation further are cultural heritage and historical/colonial cities.
In Canada, the island is trying to target younger Canadians by promoting more specialized active tours like bike trips and options based around other niche sports, all while keeping protection of the environment in mind.
Health and quality lifestyle is another big market Cuba is trying to appeal to, reminding people that there are thermal springs, and working with the Health Ministry to improve the quality of experiences.
The tourist board is also aiming to prop its position in the Caribbean for MICE travel, which isn’t traditionally big from Canada, so there’s potential to grow in this area as the facilities
are already in place.
Any concerns about supply issues at the destination are being addressed as discussions for foreign investment at the retailer and wholesaler level are underway. The idea is to have big transnationals with expertise deliver and warehouse supplies.
The most important event for the Cuban tourism industry, its international tourism fair known as FITCuba, will take place in Havana beginning with a Labour Day rally and parade on May 1. The fair will commence May 3, with post-tours starting on the May 6.
TORONTO — TICO is reminding registrants that requirements for issuing travel vouchers / future travel credits will revert to normal pre-pandemic procedures effective April 1, 2023.
That means that come April 1, a voucher / credit, certificate, coupon or similar document for future travel services can only be offered if it is acceptable to the customer.
Since March 30, 2020, registrants who acquired the rights to travel services for resale could choose to offer customers a voucher/credit, certificate, coupon or similar document if a supplier (e.g., airline or cruise line) failed to provide a travel service due to COVID-19. That temporary policy ends effective April 1, 2023.
Says TICO: “This was a temporary, time-limited regulatory amendment that recognized the significant hardship that providing a cash refund would impose on some registrants, given the pandemic’s impact on the industry, while ensuring consumers were protected. On April 1, 2023, this temporary regulatory amendment will expire.”
Further, registrants who acquire the rights to travel services for resale, and experience a situation where a supplier (e.g., airline or cruise line) fails to provide the travel services, must provide one of the following options to the customer: a refund; comparable alternate travel service – as long as it is acceptable to the customer; or a voucher/credit or similar document – as long as it is acceptable to the customer. This applies to registrants with contractual obligations for travel services and where a registrant has engaged suppliers to bundle multiple travel services, which are advertised and sold to either other registrants or customers for a single price.
For more details, registrants are asked to see Section 46 of Ontario Regulation 26/05. Questions
can be directed to TICO’s Compliance Department at tico@tico.ca or 1-888-451-TICO (8426).
Meanwhile TICO’s 2023 Business Plan, also just released, includes an update from TICO President and CEO, Richard Smart.
Smart says that at a macro level, Ontario’s regulated travel sector sales are trending close to 80% of pre-pandemic levels, although there is significant variability across business segments.
He says Ministry is reassessing regulatory proposals under the Travel Industry Act, 2002 that were being considered before the pandemic.
In September 2022 Smart announced that TICO was undertaking a comprehensive review of TICO’s funding framework and fee model, including the industry-financed Compensation Fund. The goal: to establish an optimal fee model and help support financial stability, and to ensure sufficient funding.
In the wake of TICO’s Septmeber 2022 announcement, ACTA reached out for member input before submitting its own feedback to the government. And earlier this year CATO stepped up its calls for a consumer-pay model for the Comp Fund.

REYKJAVIK — Icelandair’s newly announced schedule for the winter 20232024 season includes an upgrade for Vancouver’s service to Reykjavik, from seasonal to year-round routes.
Four flights a week will be available out of Vancouver International Airport with Icelandair.
The 2023/34 season, effective October 2023, marks the most extensive winter schedule in Icelandair’s history, with capacity on network growing by up to 17% compared to 2019.
Icelandair’s Stopover Program allows travellers flying to Europe (destinations include London, Paris, Berlin, Rome, Amsterdam, and more) to add a 1–7-day stopover in Iceland at no additional airfare.

MIAMI — Carnival Cruise Line has opened bookings for Carnival Firenze’s inaugural season, which kicks off in California in May 2024.
Following the May 2023 debut of Carnival Venezia, Carnival Firenze will begin sailing year-round from Long Beach, CA in May 2024 through to April 2025.
Guests will have the choice of 15 different itinerary options of threeto seven-day cruises onboard the Firenze, featuring visits to popular Baja Mexico and Mexican Riviera destinations.
Noting how Carnival Firenze was named after the city of Florence, Italy, Christine Duffy, president of Carnival Cruise Line, said of the ship: “She was designed to evoke the same charm and beauty found in Florence and she’ll also pack in plenty of Carnival fun, which will be brought to life by the friendly and dedicated team members that make cruises across our fleet memorable.
“This truly stunning ship will serve as a great new cruise vacation option from Long Beach, joining Carnival Panorama and Radiance and
offering a range of sailing lengths to Baja Mexico and the Mexican Riviera.”
Carnival Venezia, Carnival’s first ‘Fun Italian Style’ ship, has officially joined the fleet following its successful transition from sister line Costa. The ship will depart on its 15-day transatlantic Carnival Journeys sailing from Barcelona on May 29, 2023, after which it will begin year-round cruising from New York’s Manhattan Cruise Terminal on June 15, 2023.
A wide range of sailing options will be available, with 10 different cruise durations and 22 unique itineraries featuring visits to 25 ports across 14 countries.
Built in 2019 and accommodating up to 5,145 guests, Carnival Venezia features Italian architectural design both inside and out. TORONTO — The Israel Ministry of Tourism wants to be front and centre with Canadian consumers - and with Canadian travel advisors and the travel trade too.
With that in mind, IMOT is rolling out new initiatives for the Canadian market in the coming weeks, including its new ad campaign ‘Israel: Exactly Like Nowhere Else’, new videos and a new specialist program for travel agents.
IMOT’s Gal Hana, Consul for Tourism and Director for Canada, and Eyal Carlin, Consul and Commissioner for North America, provided an overview of IMOT’s projects at a media update.
Going live on the Online Training Academy, the new Israel Destination Specialist Program aims to give travel advisors the destination background and product knowledge they need to sell Israel. There are four modules: Faith-Based; Outdoor & Active Travel; Multi-Gen & Heritage; and Food, Wine & Culture. Agents can complete the course to become Israel Specialists.
There’s lots to learn, even for seasoned Israel sellers. As Hana put it: “If you think you know everything there is to know about Israel, we beg to differ.”
There’s also a website just for agents, at agents.israel.travel. The trade-dedicated site includes marketing resources, itinerary suggestions and more.
THIS STUNNING SHIP WILL SERVE AS A GREAT NEW CRUISE VACATION OPTION FROM LONG BEACH
Travel advisors are more important than ever, said Hana. The pandemic proved what agents already know - that when it comes to planning and booking a trip, there’s nothing like having a trusted travel advisor in your corner.
“We want to increase our distribution in Canada,” he said. “We want every travel agent out there to know about us.”
And Carlin added: “Our aim is to be much more present to the Canadian audience, to both the trade and the end consumer. We know that the Canadian travel agent has many options to choose from, and we want them to choose Israel.”
The benefits go both ways. More travel agents selling Israel will boost the destination’s profi le in Canada even higher. And for agents, learning about Israel and promoting this unique destination will help agents stay indispensible as some consumers turn to AI tools like ChatGPT to book their trips. “The world is going to an automated place,” said Hana. Staying up to date on one-of-a-kind destinations like Israel will ensure agents, not AI tools, are a traveller’s go-to trip planner.
Israel continues to prioritize its strategy of working with other destinations, like Greece. The two countries paired up last month for an event in Toronto, building on the success from a similar event in 2022. “We believe that one plus one can equal three, or four,” said Hana, as he explained the win-win proposition with the two-destination marketing strategy.
Hana and Carlin say Israel is looking forward to hosting more travel
advisors and other trade partners in 2023 and the years to come. IMOT is working to make its FAM offerings more robust, and more focused. IMOT will also increase its advertising in Canada this year, buoyed by the strong early reception to its ‘Israel: Exactly Like Nowhere Else’ campaign.
The recovery of the Canadian market to Israel got off to a slower start than that of other source markets like the U.S. But the numbers are getting stronger every month. The number of visits from the Canadian market in February 2023 was just 5% off February 2019 numbers.
