Foreword

Foreword Community-based tourism development is an important base in developing Thailand’s tourism to be strong and sustainable, because the country’s tourism still has to depend on vaious community resources in propelling the economy, as evidenced from the 2nd National Tourism Development Plan under the vision of “Thailand is a leading quality tourism destination of the world which grows equitably on the basis of Thainess so as to promote economic and social development and sustainably distribute income to people in all sectors” including the linkage of mainstream tourism wih community-based tourism to create income distribution in every sector. Preparation of readiness for community residents to have guidelines in managing community-based tourism from existing authentic resources and with pride in authenticity of their own community, leading to economic values created for the community, is thus essentially important. Therefore, this edition of Criteria for Thailand’s Community-Based Tourism Development has been created as the tool for community-based tourism development with unity, through the participatory process of development and design by all sectors, with Designated Areas for Sustainable Tourism Administration (Public Organization) or DASTA as the coordinating agency to create idea mobilization, analyses, intensive trials and improvemets, opening to opinions from network partners in each sector, comprising academics in tourism development, community development, representatives of communities, local administrations and experts in tourism marketing. The National Tourism Policy Committee which is the main mechanism supervising Thailand’s tourism development with the national tourism plan, reckons the importance of community-based tourism development, and focuses on pushing community-based tourism policy under the guidelines of development towards sustainability through this manual. The objective is for communities or agencies aspiring to develop community – based tourism to make use as a tool in development planning and measuring their development levels through participatory process which is essential for sustainability and a secure basis of Thailand’s tourism development.

Part 1

What is Community-Based Tourism? Community-based tourism is an alternative form of tourism which is managed creatively and at high standard by the community, creating learning process and leading to sustainability of the environment, local culture and good quality of life of the community.

Principles of Community-Based Tourism Community-based tourism which depends on tourism as a tool in community development is based on the following principles: 1

For a community to operate tourism in accordance with the principles, it is necessary to prepare readiness and empower the community in tourism management. At the same time, a campaign must be launched to make people in the society see the difference between community-based tourism and tourism in general, while stimulating them to reckon the importance of CBT and to become tourists interested in exchanges and learnings between hosts and visitors. Moreover, it enhances the awareness and understanding in the roles of local communities in the conservation of natural resources or as encouragement and support for continuity in conservation of nature or culture. Community-based tourism does not come as an answer to the question on what tourism benefits the community, but creating a new question as to what tourism can benefit community development creatively 10

Services and safety Criteria for Community-Based Tourism Development are standards to help evaluate the strength and weakness of community in each aspect, so that the community and the coaching unit can fill up and effectively build potentials.

Objectives of Criteria for Community-Based Tourism Development This edition of Criteria for Community-Based Toursm Development is an important tool in community-based tourism development. There are altogether 3 objectives in developing the criteria as follows: 1. as guidelines for sustainable community-based tourism development 2. as a tool to evaluate the level of sustainable community-based tourism development

3. as a tool in continuous development planning The application of the criteria has been for the benefit of community-based tourism development in model communities through the propulsion of community-based tourism groups in various designated areas. The long-term aim of community-based tourism development is for destinations to have standardized administrative system by community-based tourism groups to allow local communities’ participation in destination management for utmost benefits of communities themselves. 12

Steps in Developing Criteria for Community-Based Tourism Development This edition of Criteria for Community-Based Tourism Development has been developed with participation of all sectors, government, private, academic and civic with the following process and steps of development:

A study on Global Sustainable Tourism Criteria (GSTC) under the CSR-MAP Project was made at the cooperation among Community-Based Tourism Institute (CBTi), Thai Eco Tourism and Adventure Travel Association (TEATA), Green Leaf Foundation and European Center for Eco and Agro Tourism (ECEAT), to develop criteria for community-based tourism with the emphasis on CBT quality.

2012

Designated Areas for Sustainable Tourism Administration (Public Organization) or DASTA put the criteria on experimental application on community-based tourism development in designated areas.

2012

DASTA coordinated with various development partners to set up CBT Destination Certifying Working Party comprising government, private, academic and civic sectors to jointly improve and develop the criteria to be more suitable to Thailand’s community context.

2013

The Working Party developed the first improved criteria to be more clarified and easier to understand for communities in Thailand.

2014

DASTA put that improved criteria on experiment as development guidelines for 14 model communities in designated areas, with the process for community’s self-evaluation, and the use of evaluation result as the each community’s potential strengthening plan, with the Working Party monitoring and evaluating development outcomes.

2015

The Working Party collected recommendations from criteria application from communities and various sectors to make the second improved criteria for more clarity, covering the issues on sustainable development, so as to facilitate and make monitoring and evaluation more efficient.

Various units brought the fully developed criteria to apply to their works in community-based tourism devevelopment. 13

When score of each criterion is obtained (full score 4), the score can be presented in graph as in the above figure, so that practitioners can see what score the club has earned in which aspect, and can analyze in which aspect the club should be further developed, while those earning the full score of 4 can be redeveloped to keep efficiency at satisfactory level or exchanged with other communities that have not earned the full score in such aspects. Example of score result analysis The abovementioned club is efficient in defining and using of agreements in community-based tourism administration, and has excellent accounting and financial system, but still lacks personnel development and participation of each sector as well as working with various networks that can help develop community-based tourism development. Moreover, the management of the club should be additionally taken care of, especially in keeping personal records of members in writing.

Each of the sub-criteria has “evaluation issue” as minor topic which the inspecting party must evaluate in 3 following steps: 3.1 The inspecting party considers “ evaluation issue” the minor topics of each criterion as follows: - considering “evaluation issue” and making sign over the topic in accordance with the group’s properties 3.2 totalling scores of “evaluation issue” of the group’s properties, and making sign in scoring box by considering along “scoring criteria” of each topic which are different from others 3.3 The inspecting party offers views beneficial for further development in each topic evaluated, for the group to benefit in its further development 4. Rules for the updating of the standard This standard was last revised in February 2019 and will be reviewed and updated every two-year based on the recommendations from the committees. Feedbacks for Its practicalities will be gathered and analysed as part of the annual assessment completed by the communities.
