PRESIDENT’S REPORT By HBA President Allen Jenkins It’s 70 degrees outside in the middle of February as I am writing this report… it’s a great day to be in the building business and it gets me motivated, given all the freezing temps we’ve had lately! Speaking of motivation, how would you like to join me on an all-inclusive trip to Costa Rica? That’s the destination that Mary Pearce, the 2015 Membership Chair, and myself have chosen for the Membership Recruitment Trip this year. I’ve given Mary the lofty goal of recruiting 200 new members to the Association this year; and that’s lofty because we only recruited 170 in 2014! She’s got her work cut out for her and I’d like every one of you to help her out by getting out there and recruiting. Recruiting is easy when you know the benefits the HBA has to offer, so I wanted to share a few. First off, you’re not just joining the Tulsa HBA, you’re also joining the Oklahoma State HBA and the National Association of Home Builders – and all three have different benefits! Builders can take advantage of the Greater Tulsa Parade of Homes and the significant insurance discounts they get on their general liability and worker’s compensation insurance premiums. Remodelers can show off their craftsmanship with the Remodeled Tulsa Tour. Associates and Builders alike can take advantage of booth discounts at the Greater Tulsa Home & Garden Show and also building relationships when they volunteer to help set up the Show. I’ve met some of my closest friends by getting involved this way; and the more people that know me, the more people that can refer me! We’ve also got great continuing education classes and a lot
of networking opportunities each and every month. Did you know that we are so sure that once a new member joins the Association, and gets involved, that if they decide NOT to renew their membership at the end of the year that we’ll give them their money back?! That’s right, satisfaction guaranteed… or your money back. Now that’s a great recruiting tool; who can say no to that? Did you also know that the Tulsa HBA spends an average of $2,581 on every member through events, education and member and industry promotion? There’s definitely a level of professionalism that goes along with your HBA 3-in-1 membership! So, now that I’ve given you some tools on how to recruit, let’s get back to that motivation! By Executive Vice President/CEO Paul Kane The 2014 permit numbers are in and we beat 2013. That’s the good news. The not-sogood news is that we didn’t beat 2013 by the margins we would have liked. There were 2,787 new homes built in 2013 and 2,814 built last year. That’s about a 1% increase. And while any increase beats a decrease, it’s hard to get excited about a 1% increase when many are still feeling the effects of the great recession. Perhaps a more inspiring way to look at 2014 numbers is to compare them to the past several years. In this light, 2014 was the best year since 2007 – it even beat 2008. Better yet, compare 2014 to 2011. In 2011, only 1,777 homes were built. 2014 was more than 58% better than 2011. No matter how you play with the numbers though, most would agree that business is much better than it was a few years ago. But there is still room for improvement. This attitude seems to be true nationwide. Looking ahead to 2015, I am optimistic that we will continue to experience growth in the new home industry. How much that growth will be is hard to say, but it’s fairly easy to identify the factors which may hold it back somewhat. The first factor for us in Oklahoma is the 800 pound gorilla in the room: deflated oil prices. After the recession we suffered in the late 1980s, many around Tulsa declared that we needed to diversify our regional economy. Some diversification has occurred, I believe. Whether or not it’s enough remains to be seen. It’s not real clear how long oil prices will stay low – a recent article from the Wall Street Journal explained that the forces at play behind this decrease are complex and world-wide. From what I’ve heard from talking to builders, it hasn’t impacted us too much yet. Keep your fingers crossed. Second, economists have been somewhat surprised at how slow the young adults have been to buy their first home. There are, of course, a number of different reasons for this
phenomenon as well. Since the recession, many believe that it’s tougher to get a mortgage. This may be true to some extent (due to new federal regulations), but it may not be as true as believed. This is where perception becomes reality. They think the bar is too high, so they don’t even try. The good news here is that we know this can’t last. Eventually, they’ll have to leave their parents’ home. And once this generation starts having their own children, they are just as likely to want a home with breathing room and a great school district as the generations before them. The so-called Millennial Generation is the biggest generation in history; even bigger than the Baby Boomers. So once they do start buying, it will be significant. A third factor, labor shortages in the construction industry, seems to be slowing the pace of building down a little. But I haven’t heard many complain that they’re having trouble keeping up with demand. Even though this is a legitimate concern for builders who are trying to finish their jobs on a timely basis, it’s not yet clear how much this has impacted the market itself. I continue to remain optimistic about 2015. Sure there are some things which can hold us back; but that is almost always the case. This is where your membership in the HBA is important. All three levels of this association (local, state and national) are constantly striving to make sure the impediments to a healthy housing market are addressed. February General Membership Meeting On the second Tuesday of each month, the HBA welcomes all members to attend a General Membership Meeting. These meetings offer unique programming, member recognition, and a chance for members to connect with their industry peers. Typically 150-200 people attend each event, which includes food, drinks, and all types of entertainment. February’s General Membership Meeting was held at the Oklahoma Jazz Hall of Fame in Downtown Tulsa. Attendees celebrated Fat Tuesday early with a masquerade party, jazz jam session and karaoke. Paul Kane Named President of NAHB’s Executive Officers Council Paul Kane, the executive officer of the Home Builders Association of Greater Tulsa (HBA), was recently installed as the 2015 president of the National Association of Home Builders’ (NAHB) Executive Officers Council at the International Builders’ Show in Las Vegas. The Executive Officers Council (EOC) is the educational and professional organization for the executive officers who manage the state and local associations that comprise NAHB. The Council’s board of directors establishes policy and oversees activities of the 800-member organization. “It is a privilege to serve my fellow executive officers representing the 800
state and local building associations across the country,” said Kane. “Our collective members are responsible for building 80 percent of the new homes built across this country, and I look forward to working with my peers to represent the interests of our members and the housing industry as a whole.” Since 2006, Kane has served as the HBA’s Executive Vice President and Chief Executive Officer. In that role he directs the day-to-day operations of an active building industry trade association. Kane has served on the EOC board of directors and on many of the councils’ committees. As president of the council, his primary responsibilities will include representing the interests of executive officers throughout the NAHB federation.

Strategic Plan Annual Report In 2013, the HBA Board of Directors approved a Strategic Plan, a 5-year direction for support, services, and organizational development initiated by the Strategic Planning Committee in November 2012. On November 5, 2014, HBA President Brandon T. Jackson convened the Strategic Planning Committee, comprised of the Executive Committee and HBA staff to review Plan progress to-date and to update the strategies and goals so that strategies developed by the planning committee and adopted by the Board of Directors are implemented. This year, the building renovation project, office relocation, and significant staff changes dominated HBA discussion, but the Strategic Plan was not forgotten or overlooked. Membership, Public Relations, Government Affairs, and Operations and Leadership remained key issues for the Association. 2013 and 2014 milestones include: 1)
Renewed emphasis on the “Do Business With a Member” program; a basic tenet of the Association uniting Associate and Builder members.
2)
Distribution to members of a ‘Return On Investment’ brochure which calculated the dollar value of the many discounts and benefits that HBA membership provides.
3)
Distribution of the HBA’s Proud Member logo for posting at members’ place of business or electronic addition to members’ business products or promotions.
4)
Creation of 40Below as an HBA Committee to recruit and engage young members. Their efforts were so successful that 40Below received Council status in 2015.
5)
The HBA is close to achieving one of the Plan’s 5-year goals of 1,000 members and a 90% overall retention rate. As of November 2014, HBA membership totals 923 with retention rates of 93% for Builders, 85% for Associates, and 80% for Affiliates.
6)
The HBA Charitable Foundation received 501(c)(3) IRS approval and as a result, the Foundation will complement the HBA’s considerable charitable outreach and community service efforts such as the Home & Garden Show’s landscape donations, 40Below’s Brush With Kindness contributions to Tulsa Habitat For Humanity, and the resounding success of the Remodeled Tulsa Tour’s Evening of Giving which benefitted the Lindsey House, a transitional living center for single mothers and their children.
Each of these accomplishments supports the HBA mission statement, the core purpose and values, and the audacious goal to be the dominant authority for ALL housing needs within the next 30 years. They also serve as significant reminders of the Association’s presence and level of professionalism among members within the residential construction industry and to the community atlarge. In 2015, Brandon L. Jackson, 2014 HBA Secretary, will succeed Allen Jenkins, as Plan Monitor. The Plan Monitor’s responsibility is to develop a plan and timeline for completing Plan strategies, and lead all team members to ensure that the Strategic Plan is a living document embedded in all Association activities. Next year, Brandon L. Jackson will be providing Plan updates on a regular basis at Board of Directors and General Membership meetings. In the meantime, please take a few moments to review the HBA Strategic Plan Summary of Activity Report at TulsaHBA.com. You can expect to learn more about Plan progress in the future. Education: The largest Oklahoma Building Summit yet is planned Aug. 26-27, with more vendors, more learning venues and more social time, and with a regional reach.

Legislation: OSHBA will be pushing for builder registration again this year, to raise the professionalism of the industry and set you, the member, apart from everyone else in the field. Also, OSHBA will be fighting again mandatory fire sprinkler installation in new homes.

Fed Provides Deeper Look at Lending Standards on Residential Mortgages The Federal Reserve Board recently released its survey of senior bank loan officers. The January 2015 Senior Loan Officer Opinion Survey on Bank Lending Practices (SLOOS) addressed changes in the standards and terms on, and demand for, bank loans to businesses and households over the fourth quarter of 2014. The January 2015 iteration of the survey featured revised and expanded categories of residential real estate loans to reflect the Consumer Financial Protection Bureau’s (CFPB) qualified mortgage (QM) rules and provide more detailed information on the mortgage market. According to the survey lending standards over the fourth quarter of 2014 declined, on net, across most CFPB-defined residential mortgage categories*. The figure below depicts the net percentage of senior bank officers reporting that lending standards at their bank had eased over the fourth quarter of 2014. The net change is calculated by subtracting the share of banks reporting tighter lending standards from the proportion reporting easier standards. According to the figure lending standards for GSE-eligible residential mortgages eased the most, 12.5%, on net.
While not to the degree of GSE-eligible residential mortgages, lending standards on those residential mortgages that are considered a qualifying mortgage eased more than similar residential mortgages that do not qualify. For example, lending standards on qualifying jumbo residential mortgages eased more, on net, 7.7%, then lending standards for non-qualifying jumbo residential mortgages, 3.5%. Similarly, lending standards on qualifying non-jumbo, but non-GSE eligible, residential mortgages eased more, on net, 3.4%, than lending standards on non-qualifying, nonjumbo residential mortgages. Moreover, lending standards on non-qualifying, non-jumbo residential mortgages were unchanged over the fourth quarter of 2014, similar to the lending standards on subprime residential mortgages. In addition, lending standards on jumbo mortgages eased more, on net, than similarly-situated non-jumbo mortgages. For example, lending standards on qualifying jumbo mortgages eased more, on net, 7.7%, than lending standards on qualifying non-jumbo and non-GSE-eligible residential mortgages, 3.4%. Similarly, net lending standards on non-qualifying jumbo residential mortgages eased more, 3.5% than non-qualifying non-jumbo residential mortgages, 0.0%. Despite the greater change toward easier lending standards amongst jumbo residential mortgages relative to similarly situated non-jumbo mortgages over the fourth quarter of 2014, a previous post illustrated that lending standards on “non-conforming” residential mortgages are considered tighter, on net relative to the midpoint of the range of standards between 2005 and the second quarter of 2014, than “conforming” residential mortgages. * According to the Senior Loan Officer Opinion Survey, the seven new categories of RRE loans are defined as follows: 1.

be back again with beautiful displays from 15 area landscaping companies. The hub of the exhibit is an elaborate, fun and educational booth from the Tulsa Master Gardeners. The Gardens will also host Alan Storjahann, gardening expert and host of KRMG’s The Gardening Show for a live broadcast on Saturday morning of the Show. Next, attendees will be able to learn everything from floral arranging to landscaping techniques at the HowTo-Stage. The stage will feature a variety of experts each day, with special guest, Ahmed Hassan, the original host of HGTV and DIY Network’s Yard Crashers.
Get ready… It’s coming! This March, knock your home improvement list out of the park at Oklahoma’s largest and longest-running home and garden products trade show, the Greater Tulsa Home & Garden Show! The event is scheduled for March 12-15 at the River Spirit Expo at Expo Square, and will feature nearly 500 home improvement exhibitors offering everything you need from the front door to the backyard. More than 100 volunteers will join forces to put on this year’s event, which has been presented by the Home Builders Association of Greater Tulsa since 1949. It was one of the first home and garden products shows in the country, and today, it remains one of the largest. This year’s event will numerous features sure to wow the whole family: First, the 14,000 square foot gardens area- an outdoor living exhibit- will
This year we are playing up the baseball theme and it is sure to be a crowd pleaser. Attendees can watch as The Sand Sculpture Company builds life size sand sculptures of baseball players in the center feature. The entrances will feature elaborate landscaping with baseball or sports themes. For the second year, the HBA has partnered with News On 6 and Reasor’s to help raise money for the Food For Kids program through the Community Food Bank of Eastern Oklahoma. The HBA will be distributing special VIP Night Coupons through News On 6 and a portion of the proceeds will be donated to the cause. Additionally, Reasor’s will be at the Show selling floral bouquets for $5.00 each with 100% of the proceeds benefitting Food for Kids. The 2015 Show is being chaired by Mark Priess with HUB International CFR and Co-Chair Janet Soderstrom with Chinowth and Cohen Realtors.

PHILANTHROPY In 2014, the HBA donated over $75,000 to Tulsa-area organizations. The HBA is supports these causes via the HBA Charitable Foundation, its 501(c)3 entity. The Foundation receives donations from members and also hosts an annual fundraising event, Appetite for Construction.
Tulsa Habitat for Humanity Celebrating 25 years, Tulsa Habitat for Humanity has helped over 280 families achive the dream of homeownership. The HBA has constructed three homes since 2010, all of which were green certified and one which was 100% Americanmade.
Disney Elementary: The HBA makes an annual donation to Disney Elementary School, a low income school in the Tulsa Public School system, which it has adopted through the Tulsa Regional Chamber’s Partners in Education program. Transitional Living Center of Oklahoma - Lindsey House: 12 families call the Lindsey House home. Residents arrive in the wake of homelessness, and receive shelter and life skills training, providing tools for self sufficiency. The HBA Remodelers Council helps to maintain the facility through its “screwdriver crew”.
Ryal School: The Ryal School is a low-income, Creek Indian school in Henryetta that serves 80 students ages 3-13. For nearly 50 years, the HBA has hosted a Christmas event, giving each student money to shop at Wal-Mart, followed by a pizza party, entertainment and more gifts during a visit from Santa Claus himself.
