PRESIDENT’S REPORT

Happy 2021 HBA Members, WOW…what a year we just had! Little did I know when I started on the leadership ladder for the HBA in 2019 that we would have as interesting a year as 2020! We are heading into 2021 with both optimism and concern wrapped up in one big package, but I remain confident that we can traverse the year together with phenomenal success. First, I would like to thank all HBA members for unwavering support of the HBA and for your trust in the leadership. I am honored to serve this year and am humbled by the opportunity. I look forward to serving with Vice Presidents Cahn Wiggs and Lora Phillips. Also, I am excited to be working with CEO Jeff Smith and all the dedicated HBA staff. We have strong leadership in our committees, councils and chapters, and all are poised to propel HBA members in an upward direction. My involvement in HBA leadership began roughly ten years ago when I served on the leadership ladder for the Green Council and then the Owasso Chapter. During this time in serving at the HBA, I have developed strong friendships and relationships that have been rewarding from both a business and personal standpoint. The relationships developed over the years in the HBA have been a central point of encouragement and stability in my business, and I am forever thankful. In my opening paragraph of this letter, I mentioned that 2021 is a year of both optimism and concern wrapped up in one big package. The conflict of optimism and concern has made writing this letter quite challenging for me. Depending on the day, I can be excited about the home building business, yet the next day I’m concerned. Heck…some days I’m optimistic and concerned at the same time. The home building business is experiencing successes and challenges concurrently. On one hand we are seeing building starts in record numbers but we are seeing companies struggle at the same time. I look at the industry and it is growing like crazy, but we are having issues with supply and labor. These two conflicting points have been extremely challenging. It is challenging times like we are living in right now that make your HBA membership and involvement more important than ever.

Working together and staying plugged in to the industry is vital for your business. Keeping in touch with other members is vital to your mental health. During the past year we had to learn a new way to get together and connect. We had to navigate a strange new environment. Most importantly, we accomplished that together. In 2021 I am optimistic that things will return to normal, but I’m concerned that the return to normalcy will be slower than we all hope for. How does the HBA get through the optimism and the concern at the same time is the question I ask myself. Here is what I believe: I believe that we as an organization can grow stronger in a time of exciting uncertainty. I believe that together we can grow our business. I believe we can grow personally. I believe that together we can, and that we will, be a better community. Together we are strongest.

By Executive Vice President/CEO Jeffrey Smith What a relief to get through 2020! As we optimistically enter 2021, we can only hope that consumer demand for housing will remain at increased levels similar to the 2nd and 3rd quarters of 2020. The residential construction industry has been blessed throughout this pandemic by the surge in demand from consumers to remodel their existing home, purchase their starter home, or build their dream home. That trend doesn’t appear to be changing in the very near future, which results in a greater demand on the Tulsa HBA to help with workforce and regulatory issues. As our builder and remodeler members constructed more homes in 2020 than any other year in the previous 13, the experience wasn’t easy to navigate. It seems like only yesterday, that you would drive up to a home being framed by 10-12 carpenters and they would finish their job within the week. Now you are pleased to have 5-6 carpenters show up 3 days late to the job and complete their work 2 weeks after the initial deadline. Skilled workers are hard, if not impossible, to find and the labor pool is stressed to the max with increased age of a construction worker now breaching 58 years old. I am happy to say HELP IS ON THE WAY! It is probably still 4-5 years before we will see the next generation of our workforce ready to hit the jobsites with energy and proper training. Organizations like the Home Builders Institute have been training students for years, but they are now being supported by organization like Lowes, Home Depot, and others that are willing to help close the gap on our industry workforce shortage. In 2020, the Tulsa HBA Charitable Foundation, with support from the Hardesty Family Foundation, was able to launch our first Intro to Construction Course at the Union Freshman Academy. The course has weathered the Covid storm as students have been attending in person only 75% of the year, but we are expecting to have 84 students complete the program in May. Union has already launched the promotion of their Level II Construction program and expansion of the Intro to Construction Course for 2021. We will also be helping launch the Intro to Construction Course at Nathan Hale High School in 2021. Tulsa Public Schools has started their enrollment process for next year with the expectation

that they will fill 140 seats in the program. With so much activity on the horizon for training these students, I would ask you to consider how you can help with this training over the next 5-10 years. Do you have the ability to be an industry speaker in the classroom? Do you have the ability to provide an internship for these students? Do you have the ability to support these efforts with material or financial donations? If we work together, our efforts will be rewarded with an increase in our workforce. I hope you will support the efforts the HBACF. As the demand increased for construction so did the cost of materials. Lumber prices soared by 40% and continue to be volatile for the lumberyards and their customers. There have been several actions taken by NAHB to open up more tree harvesting and an increase in imports, but the quantity of material has not caught up with demand, which results in the continued increase of materials. Now several builders are not only experiencing the increase in cost, but the complete absence of some materials. We will continue to support NAHB in their efforts to increase the availability and stabilize the pricing of materials. As it’s often said, building houses is not an easy business, but providing a family with their home is the most rewarding business to be a part of. HOME CONSTRUCTION IN TULSA AREA SOARS IN 2020 WITH BEST YEAR IN MORE THAN A DECADE What was a bummer for many private sectors in 2020 was a banner year for the local housing industry. Housing starts for the area grew 22.8%, going from 3,080 in 2019 to 3,783 over the past 12 months, according to Tulsa-based New Orders Weekly. That total is the highest since 4,303 starts were recorded in 2007. “Obviously, mortgage rates staying at an an alltime historic low were a factor,” Jeffrey Smith, CEO of the Home Builders Association of Greater Tulsa, said by phone. “Thirty-year mortgage rates at times in 2020 were in the low threes, maybe even two and seveneighths, which is just unheard of to be able to get money at that low of an interest rate. “You also had stimulus money that was put into the economy. A lot of people weren’t negatively affected all that much by COVID financially. So, being able to have that extra stimulus money to use for downpayment assistance for a new purchase was a difference.” December home construction also went up 57.6%, jumping from 234 in 2019 to 369. Examining the broader numbers, Smith said stay-at-home orders issued early in the coronavirus outbreak cannot be overlooked. “About all you heard for the last nine months of last year was stay home, work from home, do your activities from home,” he said. “Everything revolved around your home.” “In the Tulsa area, we were ‘stuck’ at home for about seven to eight weeks at least. At that time, you were looking around the house and saying, `Gosh, wouldn’t it be nice if I had that home office? Wouldn’t it be nice if I had that third or fourth bedroom to be more comfortable? So, a lot of people made that decision that with the market good right now and interest rates low, let’s take advantage and buy that new home.” Nationally, as well, more people are interested in buying homes, according to National Association of Home Builders’ latest housing trends report. The share of Americans considering the purchase of a home in the next 12 months was 15% in the fourth quarter of 2020, four percentage points higher than a year earlier and the largest over a three-year period.

“I don’t think continuing to see an increase of 20% to 25% year over year is going to happen,” Smith said. “But having housing starts in the 3,500 to 4,500 range is very sustainable for the Tulsa market.” As for home construction in area cities, Broken Arrow led 2020 with 839 starts. Second was Tulsa (472), followed by unincorporated Wagoner County (446) and Bixby (330). “Broken Arrow has plenty of land left to develop and plenty of developments going on,” Smith said. “Tulsa, obviously, is landlocked. Open, available land is becoming somewhat limited, and most of the new construction in Tulsa is tear down and rebuild. “But when you get into Broken Arrow, especially the south and east sides, you have a lot of developments going on and a lot of affordable developments going on.

Most of the construction in 2020 was related to the more affordable housing, which I would say is $250,000 and below.”

The Spirit Award is one of the HBA of Greater Tulsa’s highest honors, as it symbolizes the relationship between the contractor and the subcontractor and how very important it is when building a home to use only qualified craftsmen and suppliers. Each year, many worthy companies enter projects for consideration of this honor, which are then analyzed by an accounting firm to determine which projects involved the greatest percentage of work by HBA Associate members.

JOBSITES PAUSE FOR COVID-19 SAFETY; FOCUS CONTINUES AT IBSX exploring the IBS exhibitors, be sure to check out the virtual booth of our safety sponsor, Builders Mutual. Not only will there be great safety content, including daily demos, but the winners of the 2020 SAFE Awards will be featured in a video in the Builders Mutual booth.

Home building jobsites all over the country stopped work the week of Jan. 11 to educate workers and subcontractors on proper coronavirus safety measures as hundreds of NAHB member companies and HBAs participated in the second national COVID-19 Jobsite Safety Stand Down. Even with vaccine distribution in full swing across the Register today for IBSx and see some of the great country, the holidays presented a troubling opportunity featured safety products and services. for the virus to spread. NAHB and its partners in the Construction Industry Safety Coalition agreed that it was time to remind home builders of the importance of continued diligence to keep members safe and stop community spread. With materials created and provided by the coalition, home builders, subcontractors, building suppliers, HBAs, and other associated businesses provided focused education on what workers on job sites should do to keep themselves healthy and flatten the curve for everyone. See a few selected pictures below of builders holding their safety stand downs earlier this month. And remember: Any day is a good day to review COVID-19 and other safety procedures on the jobsite. Safety will also be an important part of the IBSx virtual experience next month, Feb. 9-12. Tickets for the expo floor, which provides access to more than 200 IBS exhibits and more than 130 at KBIS, are free to NAHB members and just $50 for non-members. OKLAHOMA HOME BUILDERS ASSOCIATION INSTALLS NEW 2021 PRESIDENT, JIM SCHUFF, AND ADDS 4 NEW HOUSING HALL OF FAME INDUCTEES The Oklahoma Home Builders Association (OkHBA) congratulates Jim Schuff, Co-owner of Vesta Homes, for being sworn in as the 2021 OkHBA President on January 23rd at the Okc Convention Center in downtown Oklahoma City. Also installed to leadership roles were Brandon Jackson of Tara Custom Homes in Tulsa as Vice-President/Treasurer and Ron Nance of The Oaks Development in Lawton as Vice-President/Secretary. Steve Taylor of Centerpoint Energy was installed as the Chair of the Associates Council.

Ben Newcomer was a homebuilder and developer in the Norman, Oklahoma, area for over 40 years. He was very active in the local and state associations and served as president of OkHBA in 1983. Where Ben was most influential as a mentor to many, helping young builders and developers learn the intricacy of their profession. Ben was also a very avid golfer and used the lessons learned on the course in many of his business dealings.

Leo Cravens served as the Oklahoma Home Builders Association’s Executive Officer from 1973-2004. He was also the principal lobbyist for the Association during this time period. As such, he was the legislative watchdog for the industry. Leo was also a past president of the Oklahoma Society of Association Executives and held the Certified Association Executive designation. Leo helped shape the housing industry in regard to licensing, workers compensation reform and the Association’s support of Right-to-Work. 24
