By Executive Vice President/CEO Paul Kane The Tulsa HBA has seen a lot of new faces in the past couple of years. As I mentioned in a recent article, some of those new faces have been within the staff of the HBA. But there have also been many new members joining us. For 2015 alone, we have a goal of 200 new members. If that sounds ambitious, it’s because it is. But we’ve done it before and we will do it again. If you are among the dozens of new members, you may be looking around, saying “OK, the Home & Garden Show was great; the Parade of Homes was another success; now what?” While these two events are among the most important things we do, there is much more to who we are and what we do. Now that we are back in our newly renovated building, the General Membership Meetings remaining this year are not to be missed. The Grand Re-Opening is July 14. We will be showing off the remodel and give everyone an opportunity to check out the whole building. August will be our yearly Builder Appreciation Night (August 11). In fact, expect great meetings on the second Tuesday of every month from now through November. The dinner meetings start at 6:00 pm each month. Go ahead and put those on your calendar now. Another not-to-be-missed event is the Oklahoma Building Summit in Oklahoma City on August 26-27. This newly worked-over event gives builders statewide a chance to hear some amazing keynote speakers and participate in some great educational sessions. It will also include a trade show component. Unlike the Home & Garden Show which focuses on consumers, the trade expo at the Building Summit focuses on builders. It will be a true trade show. The evening of August 26 will include some fund-raising fun for the State Associates Council scholarship program and some networking and social time. Don’t miss out. Registration and more details can be found at www.okbuildingsummit.com. The Remodeled Tulsa Tour will take place September 12-13. This is essentially the Parade of Homes for remodelers. We are currently

expecting ten to twelve remodeling projects to be on display for the public to enjoy. This important event helps show that the HBA is more than new home construction, but includes all facets of the residential construction industry. On the Thursday following the event, we will honor the Tour participants at the Evening of Giving. On this evening, we celebrate the success of the tour and raise money for a Tulsa charity. This year, we have chosen Lindsey House again with the hopes that we can raise enough money to complete the new window project began last year. In October, we’ll begin focusing on the year ahead with our Total Resource Campaign. In this campaign, we sell all sponsorship opportunities for the upcoming year. Dozens of HBA members volunteer to help sell these sponsorships. Those who sell enough get to go on an all-expense paid trip with other topperformers to a luxurious beach resort. Sound enticing? If you’re interested in being a part of this effort, be on the lookout for the call for volunteers coming soon. Not only is this a chance to earn a fun trip, but you’ll get to know your teammates (fellow HBA volunteers) on a deeper level and enjoy the networking and camaraderie. By November, we’re really getting serious about planning for the year ahead as our incoming Executive Committee begins their planning in a leadership retreat and our Budget & Finance Committee sets the yearly budget. And then in December, at the Installation Gala, we will honor the achievements of 2015 and install Brandon L. Jackson as the 2016 HBA President. Yes, we’re a long way from done for this year. I invite you to participate in the many events and offerings to come.

Tulsa-area foreclosures on the rise The median home value in Tulsa Metro is $118,300. Tulsa Metro home values have gone up 3.6% over the past year and Zillow predicts they will rise 3.0% within the next year. The median list price per square foot in Tulsa Metro is $82. The median rent price in Tulsa Metro is $950, which is the same as the Oklahoma median of $950. Foreclosures will be a factor impacting home values in the next several years. In Tulsa Metro 2.2 homes are foreclosed (per 10,000). This is greater than the Oklahoma value of 1.2 and also lower than the national value of 3.9. Though fewer people in the Tulsa area faced foreclosure in May than in April, the overall level of foreclosures was significantly higher than last year.

values having fallen by more than 20% nationally from their peak in 2007 until their trough in late 2011, many homeowners are now underwater on their mortgages, meaning they owe more than their home is worth. The percent of Tulsa Metro homeowners underwater on their mortgage is 12.8%, which is lower than Oklahoma at 13.9% recorded in March. Daren Blomquist, vice president at RealtyTrac, said 38 states showed annual increases in foreclosures, thanks to banks continuing to work through their backlogs. “Lenders and courts are pushing through stubborn foreclosure cases that have been languishing in foreclosure limbo for years as options to prevent foreclosure are exhausted or left untapped.� Nationally, Florida had the highest foreclosure rate for the thirdstraight month, followed by New Jersey, Tennessee, Maryland and Nevada.

Approximately 484 foreclosures were filed in the metro area last month, according to statistics from real estate data service RealtyTrac. Mortgage delinquency is the first step in the foreclosure process. This is when a homeowner fails to make a mortgage payment. The percent of delinquent mortgages in Tulsa Metro is 4.7%, which is lower than the national value of 6.3%. With U.S. home

HBA Grand Re-Opening As you may have heard by now, the HBA headquarters recently underwent a $2 million renovation.The project consisted of asbestos abatement, replacing the HVAC system and cosmetically updating the building. The many improvements to the building are more than words can describe, you simply have to see it for yourself. We invite everyone to come see it first-hand at our grand re-opening. This ceremony will be our July General Membership Meeting so we hope to see you there.

OK Building Summit: Building Smarter, Building Better The 2015 Oklahoma Building Summit will ignite better building practicies across the great State of Oklahoma. Once again the Oklahoma State Home Builders Association will be providing the best in education to those builders that participate. This year’s event provides a new twist. A Trade Expo will be an integral part of this year’s Summit! This gives the builders an opportunity to visit with the vendors and suppliers of the products used to meet what their education requires. A win-win for the builders and the providers. The planning committee is still working on finalizing the topics, sessions and speakers for the Summit. Two of the main speakers have already been confirmed. Opening the Summit will be Charles Shinn. Charles C. Shinn, Jr., Phd, is often referred to as the Profit Doctor. He created the Shinn Group of Companies to help increase the professionalism and management standards of the homebuilding industry. His constant focus is to help builders improve the performance of their company and

maximize their total profits. That’s why it’s so important that Oklahoma builders attend this year’s Summit. With falling oil prices, labor shortages and stagnant economic growth, maximizing profits is key to staying in business. Ted E Jones, national economist for Stewart Title, will close the Summit. Getting a perspective of what the economic picture reveals will be good for participants as they leave to put in to practice all that they have learned. Ted E Jones’ unique presentation combines humor with the sometimes bland numbers that come from economic statistics. You will not want to miss this presentation. Remodeled Tulsa Tour Evening of Giving set for September 17 It’s back and better than ever. The Remodeled Tulsa Tour Evening of Giving, formally known as the Patron Party, is just around the corner. The event will once again benefit Lindsey House, a transitional living program helping homeless mothers with children regain financial independence. This fundraising event will be at the Mike Fretz Event Center on Thursday, September 17 from 6:00 pm to 9:00pm. There will be a plated dinner, drinks and a live and silent auction. TLC, a non-profit organization, is dedicated to helping eradicate homelessness. The Lindsey House program opens the doors of hope and opportunities to mothers committed to breaking out of the vicious cycle of poverty and homelessness. Lindsey House, located in a 1920s vintage apartment building in downtown Tulsa, provides mothers caring for children with furnished apartments and social services, budgeting, and family assistance to help teach them the skills they need to overcome homelessness and thrive.

10 Code Proposals with Big Price Tags There are dozens of proposals to change the next edition of the International Code Council’s model codes that have a particularly big impact on home building practices and on builders’ bottom lines. Here are 10 examples — and 10 reasons to talk to your code officials who will vote on these proposals at the ICC Public Comment Hearings or online during the Governmental Consensus Voting Period this fall. G226-15 – Fire Prevention Superintendent: This proposal would require a fire prevention superintendent from an approved agency to be present 24/7 during construction of all Type V buildings. If this is approved, add another independent third-party inspector to your budget. Requested Final Action: Disapprove G230-15 – Sprinklers during Construction: This proposal would require the fire sprinkler system be completed, tested and approved before construction can continue above 40 feet in height for all buildings of Type III, IV and V construction. This is an impractical and onerous requirement that will add significant cost and drastically change the order in which utilities are brought to the site. Requested Final Action: Disapprove G162-15 – Horizontal Separation: This proposal would require a 50-foot separation distance from Type V buildings (with light-frame wood construction) above a horizontal separation to lot lines or adjoining buildings on the same lot. The result: Low-rise multifamily and mixed-use buildings consisting of several floors of wood framing over top of a concrete or steel “podium” and constructed using the International Building Code would have to be built at least 100 feet apart from each other, not very plausible for infill developments in urban and close suburban neighborhoods. Requested Final Action: Disapprove

G128-15 – High-Risk Areas: This proposal limits the height, area and number of stories of in buildings with automatic fire sprinklers located in high-seismic, flood hazard or hurricane-prone regions, to the same limits as unsprinklered buildings. The proposal (and several similar proposals) claims to promote resilient construction, but is not based on sound science, nor does it reflect a broad consensus of stakeholders. Where adopted, followed and enforced, the International Building Code does an excellent job of providing strong, resilient buildings. FS176-15 – Foam Plastic Insulation: Exterior Walls: This proposal adds a new section that requires a thermal barrier to be installed on exterior side of foam plastics 1/2-inch thick or greater used in exterior walls. Another layer of gypsum or other material not only adds more costs, but it means a lot of significant design changes from the width of a window sill to the size of the doorjamb. Requested Final Action: Disapprove S10-15 – Special Inspections – This proposal would require special inspections for firestops, fire-resistant joint systems and perimeter fire barrier systems on all buildings over two stories. Building inspectors already do these inspections as part of their regular duties. Paying for an additional inspection just costs more money without ensuring additional safety. Requested Final Action: Disapprove EB13-15 & EB34-15 – Accessibility: These proposals would allow changes to existing buildings to comply with the 2009 edition of ICC A117.1 instead of the upcoming edition, which includes such changes as increasing the turning diameter from 60 inches to 67 inches and the clear floor space from 30 x 48 inches to 30 x 52 inches.

NATIONAL NEWS CONTINUED... This is the first time that the A117.1 standard has deviated from the original federal accessibility regulations, and therefore the issue needs to be addressed in the case of existing buildings. The concept of allowing existing buildings to conform to past accessibility requirements is not new: It has already been established in the Fair Housing Act, and it is logical that the building code follows suit. Requested Final Action: Approve as Submitted M85-15 – Flexible Duct Length: This code change proposal limits flexible duct lengths to a 5-foot maximum. The proposed limit will impact the ability to install flexible ducts in attics and in locations poorly suited for rigid ductwork. The change will also increase the cost of typical installations. Requested Final Action: Disapprove P101-15 Part I and II – Size of water service pipe: This proposal will increase the minimum size of water service piping from ¾ inch to 1 inch in diameter for both the International Plumbing Code and the International Residential Code. This is a solution looking for a problem that doesn’t exist. Modern fixtures have decreased water consumption, lowering peak demand in older homes. If sprinklers are required, they frequently have a separate tap and need to be properly sized based on the application, not an arbitrary diameter. The additional fee for the larger connection varies by jurisdiction, in some cases the cost increase can be in excess of $2,000. Requested Final Action: Disapprove RM32-15 –Return air plenums: This proposal would remove the ability to use a stud wall or floor joists cavity for return air plenums. This would prevent a traditional and effective construction practice without any data to support the change. Currently there is no requirement to have any return ducting. The existing code allows for panned return air plenum that provide a more effective path back to the air handler than no return. No reason to change the code. Requested Final Action: Disapprove Visit the Code Official Toolkit at NAHB.org to see additional code proposal changes and get suggestions to get these conversations rolling.
