Both events were super successful, thanks to our fantastic volunteer members. The show was very well attended and vendor satisfaction was at an all-time high. We can't wait for next year.
Spring also means the Designer Showcase. The house looks amazing! The designers have done an incredible job transforming each space into its own unique oasis. Alongside the Designer Showcase is this year's Home Remodeling Showcase. Moved from its usual fall spot, this year’s HRS is wrapping up the two weeks of Designer Showcase during the final weekend May 20 – 21, 2023. There are nine homes showcasing some of Tulsa's best remodeling companies and the proceeds once again benefit John 3:16 Mission.
February's GMM was once again Valentine's themed and couples came dressed up as their favorite duo. The food was fantastic, and the comradery was even better. It was fun to join Jeffrey Smith as Marty and him as Doc from “Back to the Future.”

Finding the right employee or subcontractor is one of the biggest challenges to the industry right now. When you find someone, how much time is spent training them, will they become a quality and reliable employee, and will they be happy enough to stay with you for an extended period of time. So much time is lost on the jobsite or in your office when you are covering the gaps left by open positions and then training the replacement to fill those same gaps. This adds to the length of time to construct a home and ultimately to the overall price of the home. Even worse is when you have to turn down work because there simply isn’t enough manpower in the company to get the job done. This is why the Tulsa HBA has workforce development as one of its top initiatives in the strategic plan for the last eight years.
In 2015 we met with the administration at Tulsa Tech to discuss the need for an expanded workforce and how the school could help with that training. We were informed that the training was already in existence, but enrollment from the community was not at 100% capacity. That is when the decision was made to produce a Build My Future event in Tulsa. That event has now increased enrollment in construction training to the point that more opportunities were needed. We solved a problem while creating another; something else was needed in our community. We began discussions with Union and Tulsa Public Schools about the opportunity to begin an Intro to Construction course on their campus similar to the shop classes that were around until the mid-1990s. The
first class began at Union in 2020 and Nathan Hale in 2021. Both classes were met with more interest and excitement than we could have imagined and maintained capacity enrollment. We are now eight years into our mission of building a quality workforce for the industry and helping to train more than 400 high school students in the programs. These students will begin graduating high school next year and the hope is that our HBA members will be there to provide continued training and careers. Other school districts have visited the two current programs and have started to inquire on how the Tulsa HBA can help establish a construction program at their school. This brings us back to having created another problem that we can solve.
In February 2021, the HBA Board of Directors approved the formation of an Issues Fund that would support advocacy, education, and workforce development needs. Our builder members would contribute $15 per new permit to the fund. This fee has generated more than $40,000 for the fund in the last 24 months. During that same timeframe, the Tulsa HBA and HBA Charitable Foundation have invested more than $300,000 in Build My Future, Union and Nathan Hale programs. The Tulsa HBA will continue to develop strategic education partners to train our next construction workforce. We hope to have 1,000 students complete construction training annually within the next five years. This will need the continued support of funding and career placement of the students. I hope that you will find how to best participate in helping the HBA reach our strategic goal of a more quality and reliable workforce. Spirit Award for 2022 - Mike Fournier of Sonrise Construction
Owner Mike Fournier, CBC, CGB, CAPS of Sonrise Construction, is the 2022 Spirit Award winner from the Tulsa HBA. Mike builds and remodels in Tulsa and its suburbs, beginning in 2000 and now with over 11,000 highly satisfied customers. Mike is the 2021 Tulsa Builder of the Year and has won two national awards for remodeling in 2017 and 2019. Other awards received are from Houzz, Home Advisor, Tulsa World and the City of Broken Arrow - which voted Sonrise Construction "Best of Broken Arrow" in 2012. These awards speak to the company's consistent attention to detail, quality craftsmanship, excellent customer service and superior artisans handling the installation, many of whom have decades of experience. Sonrise Construction is a member of the Home Builders Association of Greater Tulsa, its Remodelers Council and the Oklahoma Home Builders Association. Sonrise Construction is a preferred builder with the City of Tulsa and the City of Broken Arrow.
Mr. Fournier volunteered much of his time to all three levels of the Home Builders Association; local, state and national. Serving in various roles such as Oklahoma State Home Builders Association (OSHBA) Board of Directors from 2019 to present, president of Tulsa HBA in 2020, chairman of many local committees starting in 2017 through 2021 and at the National Association of Home Builders (NAHB) on the board of directors, the education committee and membership committee until 2022.
About the Spirit Award: In 1989, the Home Builders Association of Greater Tulsa began recognizing builders who best used the HBA. The Spirit Award is among the highest honors, as it symbolizes the relationship between the contractor and the subcontractor and how imperative it is to build a home only using qualified craftsmen and supplies. Each year, many worthy companies enter projects for consideration of this honor, which an accounting firm then analyzes to determine which projects involved the greatest percentage of work by HBA Associate members.

Inflation and Rising Housing Costs Show Signs of Cooling
The overall inflation rate, along with the cost of housing, showed signs of cooling in March, with the shelter index (housing inflation) experiencing its smallest monthly gain since November 2022. Still, housing in March continued to be the largest contributor to the overall inflation rate, accounting for more than 60% of the increase when excluding the volatile food and energy sector.
The data is also a clear sign that the Federal Reserve’s ability to address rising housing costs is limited, as shelter cost increases are driven by a lack of affordable supply and increasing development costs. Additional housing supply is the primary solution to tame housing inflation.
And further Fed tightening of monetary policy will hurt housing supply by increasing the cost of acquisition, development and construction (AD&C) financing. This can be seen on the graph below, as shelter costs continue to rise despite Fed policy tightening. Nonetheless, the NAHB forecast expects to see shelter costs decline later in 2023.
The Bureau of Labor Statistics (BLS) reported that the Consumer Price Index (CPI) rose by 0.1% in March on a seasonally adjusted basis, following an increase of 0.4% in February. The index for shelter, which makes up more than 40% of the “core” CPI (core defined as the change in prices of goods and services, except for those from the food and energy sectors), rose by 0.6% in March, following an increase of 0.8% in February.
The indexes for owners’ equivalent rent (OER) and rent of primary residence both increased by 0.5% over the month. Monthly increases in OER have averaged 0.6% over the last three months. These gains have been the largest contributors to headline inflation in recent months.
During the past 12 months, on a not seasonally adjusted basis, the CPI rose by 5% in March, following a 6% increase in February. This was the slowest annual gain since May 2021. The core CPI increased by 5.6% over the past year, following a 5.5% increase in February. The food index rose by 8.5%, while the energy index fell by 6.4% over the past 12 months.

Area housing market ticks downward after years-long surge
by Rhett Morgan of the Tulsa WorldDespite climbing interest rates and an inflation rate that jolted everyone’s cost of living, the area’s housing market fared well this past year.
“2022 was still a strong year for housing starts in Tulsa,” said Jeffrey Smith, executive vice president and CEO of the Home Builders Association of Greater Tulsa. “It seems like the traffic is still out and interested in purchasing and building homes.”
Housing starts for the Tulsa metro totaled 3,186 in 2022, down 20% from 2021, according to the HBAGreater Tulsa. The previous two years had recorded increases of 15% and 20%, respectively.
The average sale price of homes in the Tulsa area was $288,071, up 10% over last year and up 24.2% over the past two years, according to the MLS (multiple listing service) database. Closed listings, however, were down in the metro area, dipping from 17,842 in 2021 to 15,250 in 2022.
A month ago at the National Association of Home Builders (NAHB) International Builders Show in Las Vegas, NAHB Chief Economist Robert Dietz outlined the state of the industry nationally.
He said the housing downturn that started last year, exacerbated by elevated inflation and mortgage rates, will continue for part of 2023. Dietz added that a turnaround is expected, however.
“With interest rates projected to normalize in the second half of 2023 as the Federal Reserve taps the brakes in its fight against inflation, the pace of singlefamily construction will bottom out in the first half of 2023 and begin to improve in the latter part of the year,” he said at the event.

2022 was the first year that single-family housing starts dropped in 11 years, dipping to an estimated 12% to 999,000 units. The NAHB estimates single-family house production will fall to 744,000 units this year before rebounding to a 925,000 annual pace in 2024.
Founded in 1942, the HBA of Greater Tulsa currently has roughly 1,000 members. About one-third of them are home builders and/or remodelers. The remaining members are associates working in closely related fields such as mortgage finance and building products and services.
“With the higher interest rates, we do expect there to be a slight slowdown in market activity, at least in the first half (of 2023),” said Smith, who used to be a residential builder at CedarRock Homes. “That is seen in the January housing starts, which were 143, which is down from previous years. We believe that is just temporary and by summertime or the third quarter, that will return to normal.
“People are still spending more time in their home. So they are either doing renovation projects or they realize maybe they don’t like the home they are in and it’s time to go buy something else or build something else since they are working, living, playing all inside their home.”
New housing activity is scattered across the area. Some of the most prominent pockets are at Hyde Park at Tulsa Hills, a 55-and-older community, Stone Canyon, in Rogers County just east of Owasso, and at Forest Ridge in Broken Arrow, Smith said.
“The midlevel price range seems to be the strongest right now,” he said. “That is the $375,000 to $525,000. With some of the starter homes, productivity has slowed down because of the interest rates.
“On the higher end, it’s just kind of slow and steady.”

Famous Couples/Duos Valentine's Dinner
On February 14, 2023 the HBA had its General Membership Mixer. People were encouraged to dress up as their favorite famous couples or duos and our members rose to the challenge. Some of the famous duos that were spotted included Marty McFly and Doc, Laverne and Shirley, President Kennedy and Marilyn Monroe, and the Spice Girls.
The winners of the best costumes were Laverne and Shirley as runner's up and President Kennedy and Marilyn Monroe took first place.

Builder Appreciation Night '23
On April 11 the HBA decended upon Mill Creek Carpet & Title transforing their showroom into a Vegas Vacation as a celebration for our builders. Builders and associates alike played casino games and once the night was over the builders with the most chips picked from an array of fabulous prizes. Each builder who registered also received an appreciation gift.
