It's been a very exciting summer! Our HBA members have been busy. This June we had another successful Parade of Homes, where some 109 showcased the talent and craftsmanship of our local builders and trade partners. This event has been a pivotal part of our calendar year after year and we would love to thank all the sponsors and volunteers who helped make it great!
July was our Association Appreciation event at the Summit Club downtown. Christmas Vacation was the theme and the place was decorated accordingly. I want to give a HUGE shout-out to the HBA staff for making that event something truly special. Our Associates are a large part of our association, and we want to make them feel as though they are getting the most from their membership. September is also Associates Appreciation Month at NAHB. Speaking of NAHB, on the 19th of July we had a visit from Judy Dinelle (2023 NAHB Membership Chair) and Christi Powell (Women Business Enterprise Lead 84 Lumber) during the PWB event at the HBA. It was so good to hear their fantastic success stories which were very inspiring.
Also in July, was the first ever Rogers County Chapter Summer Picnic and Cornhole tournament. Congratulations to the winners. I know all had a good time even though it was scalding.
again next year and plan according for the pool party and par three action. It's hard to believe this year is more than half over. It's been my pleasure serving our members as President, but it's gone by so fast! We are looking forward to finishing the year strong with membership, networking and events, helping make our members succeed throughout our industry.

August events included the GMM Municipality round table at the Mike Fretz event center, SW Chapter Jenks Chamber Update and the Owasso Chapter golf tournament held at Shangri-La on Grand Lake O' the Cherokees. Another school year has started and the construction programs available at Union and Nathan Hale High Schools continue to expand.
Union begins its fourth year of training high school kids in construction trades, and they will have approximately 360 students between their Freshman Academy and Hardesty Construction Lab at the High School. Mark Lee with the HBA Charitable Foundation has been working with the instructors to continue the development of the curriculum better to prepare these students for employment in our field. The Hardesty Construction Lab's 1.4-million-dollar renovation was completed in February 2023, and the students now experience a state-of-the-art training facility. If you haven’t seen the facility, I would encourage you to call the HBA office to schedule a tour and attend one of our upcoming council events that will be held at the Lab. Students receive general construction, construction math, safety, carpentry, masonry, electrical, mechanical, and plumbing training. As they move on to their second year, they participate in more hands-on activities with larger projects to help raise funds for the program and/ or help the community.
Nathan Hale begins its third year of training high school kids in construction trades in the Hardesty Construction Lab at Nathan Hale. They will reach the capacity of 125 students this year in their level 1 and 2 courses. These students learn from the same Home Builders Institute curriculum as Union. Over the summer, Tulsa Public School invested significantly in the program by adding a second classroom and increasing the
Broken Arrow High School is the next school we are in talks to implement an Intro to Construction course. If things hold true for the next couple of months, they will begin renovating a classroom and shop space by winter break and have students in the class in August 2024.
Several of these high school students and those receiving training through Tulsa Tech, enter the construction field every May. The Association needs you, the members, to take advantage of these trained individuals and give them the opportunity of employment and a successful career. When Mark Lee or I attend one of these programs, we also cross paths with recruiters of the commercial construction world. They require employees, just as you are, and we hope that we will get the majority to start in residential construction.
Please let Mark Lee know if you are willing to attend the classroom in a mentoring or speaking capacity about your specific construction area if you are willing to hire interns or employees, or if you want to financially support the workforce development efforts of the HBA and HBA Charitable Foundation. In the last four years we have invested more than $500,000 in forming these programs, Skills USA competitions, and Build My Future Career Exploration Day.
The future of our industry is right in front of us. Please take the opportunity to learn more about the programs or how you and your company can benefit from these programs.

Carrie’s story is a part of the Tulsa HBA’s story. As the daughter of a builder, she grew up around home building and worked sites throughout her younger years. She was also exposed to the HBA and saw the spirit of helpfulness for which our HBA is known. This spirit of helpfulness has kept her engaged and assisted her in finding her path within the HBA. Carrie was active with the 40Below Council, which led her to the young professionals on the national level but it was her husband’s plus one. Professional Women in Building (PWB) gave Carrie a sense of “home” and the desire to return that feeling to our association.
Because of Carrie we now have PWB here at the Tulsa HBA providing a place for women and men to find a common cause in supporting women in building. She was the first local president during the COVID year of 2020. Seeing what kind of leader Carrie was during those first few years of building PWB Carrie was recognized and asked to be the second vice-chair for NAHB PWB. This means that Carrie will be the NAHB PWB president in 2025. She states she found

Matt Emmons is answering the call to civic leadership in the spirit of helpfulness. Gary Isbell resigned on June 30, 2023, leaving the Jenks City Council Ward 2 seat open. As directed by Oklahoma statute, any vacancy on the city council will be filled by a majority vote of the remaining council members for a period extending until the next regular municipal election. The person appointed will fill this position until the next municipal general election in April 2025. Matt saw this opportunity to serve and jumped at the chance to help his city out. He was voted per the state statutes by the remaining city council members to fill the seat for Ward 2. Matt took the oath of office on
“her” people when she entered the first PWB meeting. It was home to supportive women passionate about home building and the auxiliary jobs surrounding this industry. PWB is not just a women’s group, it is a vibrant group of supportive people who want to see women succeed in this industry.
What Carrie loves about the Tulsa HBA is the relationships built, fostered, and flourished in this community. One of those relationships is within Carrie herself. The HBA gave her the space to excell. In 2019 while listening to the accomplishments of the HBA Associate of the Year, she was thoroughly impressed by what this woman had done, not realizing that it was herself that had done these accomplishments. 2019 Carrie was named HBA Associate of the Year and the Executive Committee Member of the Year.
The common thread through Carrie’s life fabric is this spirit of helpfulness. In addition to being on the leadership ladder for NAHB PWB, Carrie is also active as an NAHB Board for Trustee for the 55+ Housing Industry Council. The NAHB 55+ Housing Industry Council provides education programs and networking opportunities for NAHB builder and associate members who serve the rapidly growing 55+ housing market.

The Emerging Leaders program is not new to the Home Builders Association of Greater Tulsa (Tulsa HBA), but the short-lived leadership training program started in 2020 did not survive Covid-19. The need for leadership training has stayed the same. The Leadership Academy developed this program to implement the board-adopted strategic plan for fostering leadership within our association and the community. The Tulsa HBA has borrowed this idea from the Housing and Building Association of Colorado Springs (Colorado Springs HBA), where it has been wildly successful.
through October 2024. While this program is mainly focused on creating leaders for the Tulsa HBA, it is also focused on civil leadership as well. For those who finish the program by the October 31, 2024 deadline there is a $1,500 scholarship to the 2025 NAHB Spring Leadership meeting and day at the Capitol in Washington, D.C.
The Emerging Leaders program is open to any HBA member interested in learning more about leadership and how HBA leaders impact the greater Tulsa area both in and through the HBA and outside the HBA. This program is an investment in both you as a leader and in the HBA as we hope for well-rounded leaders that can further the HBA’s mission of empowering the success of our members as the professional resource for housing in our community. There is no set age for this program, but a desire to lead and grow.
Much like the Colorado Springs HBA's program there are many components to this program. There are quarterly meetings of the participants, where leadership and association teaching will occur. All of the participants are asked to attend a large variety of meetings, events and are asked to volunteer for the HBA’s larger events – like the Home & Garden Show. The timeframe for this program is December 2023

First Quarter Awards
At the July GMM, we celebrated three members as they were named associate, builder and outstanding member of the first quarter of 2023 by the executive committee. Each of these amazing members has gone above and beyond in their service to the HBA.
The month of June was filled with all things parade! The June GMM Parade of Homes Kick-off was held on the 13 and was a success. Many prizes were given out along with first looks at the Parade of Homes guides.
Awards Breakfast was held on June 17 at LifeSyles with many builders walking away with trophies and signs to display in their entries to the Parade of Homes.
Twillight Tours were a huge hit with one each week night at Forest Ridge, The Estates at Conrad Village, Hyde Park and Stone Canyon.
Associates and Professional Women in Building had their June council meetings at two different Parade entries and the 40Below Council had a successful party bus tour on Friday, June 23.
The Parade had over 100 homes entered. Homes were spread throughout 13 cities in Bixby, Broken Arrow, Claremore, Collinsville, Coweta, Glenpool, Jenks, Kellyville, Owasso, Sand Springs, Sapulpa, Sperry and Tulsa.

Our Association's General Membership Mixers this summer were fun and informative. In June we kicked-off the Parade of Homes at the Mike Fretz Center. Christmas came to the Summit Club in July with our Associates Appreciation Christmas Vacation themed dinner. It ended with gingerbread house building and one table has the first place bragging rights. For August, there was a municipality roundtable where area municipalities sent in speakers to speak to the changes in their areas and hear from our builders and associates.
Looking ahead September GMM will be the Charles Gilmore Legacy Awards and October will be the Chili Cook-off.
Rising Mortgage Rates and Home Prices Put a Damper on Housing Affordability
WASHINGTON, Aug. 10 — Rising home prices and interest rates coupled with elevated construction costs, low existing inventory and solid demand resulted in a significant decline in housing affordability during the second quarter of 2023.
According to the National Association of Home Builders (NAHB)/Wells Fargo Housing Opportunity Index (HOI), 40.5% of new and existing homes sold between the beginning of April and end of June were affordable to families earning the U.S. median income of $96,300. This is down from 45.6% posted in the first quarter of this year, and the second-lowest reading since NAHB began tracking affordability on a consistent basis in 2012. As another reminder of ongoing housing affordability challenges, the second quarter 2023 HOI reading remains lower than the second quarter 2022 score of 42.8%.
“While builders continue to face a number of affordability challenges, including a shortage of distribution transformers, elevated construction costs and a lack of skilled workers, they remain cautiously optimistic about market conditions,” said NAHB Chairman Alicia Huey, a custom home builder and developer from Birmingham, Ala. “A lack of existing inventory is fueling demand for new construction, and mortgage rates are expected to stabilize in the weeks and months ahead as the Federal Reserve nears the end of its tightening cycle.”
“Rising mortgage rates in 2023 that peaked near 7% recently have been a major factor in declining affordability conditions,” said NAHB Chief Economist Robert Dietz. “Given the Fed’s limited ability to address rising construction costs, the best way to satisfy unmet demand and ease the nation’s housing affordability crisis is to enact policies that will allow builders to construct more homes.”
The HOI shows that the national median home price increased to $388,000 in the second quarter, up from
$365,000 in the previous quarter. Meanwhile, average mortgage rates were 6.59% in the second quarter, up from 6.46% in the first quarter.
The Most and Least Affordable Markets in the Second Quarter
Lansing-East Lansing, Mich., was the nation’s most affordable major housing market, defined as a metro with a population of at least 500,000. There, 84% of all new and existing homes sold in the second quarter were affordable to families earning the area’s median income of $97,800.
Top five affordable major housing markets:
1. Lansing-East Lansing, Mich.
2. Scranton-Wilkes-Barre, Pa.
3. Harrisburg-Carlisle, Pa.
4. Indianapolis-Carmel-Anderson, Ind.
5. Pittsburgh, Pa.
Meanwhile, Cumberland, Md.-W.Va., was rated the nation’s most affordable small market, with 95.5% of homes sold in the second quarter being affordable to families earning the median income of $89,900. Top five affordable small housing markets:
1. Cumberland, Md.-W.Va.
2. Bay City, Mich.
3. Elmira, N.Y.
4. Davenport-Moline-Rock Island, Iowa-Ill.
5. Utica-Rome, N.Y.
For the 11th straight quarter, Los Angeles-Long BeachGlendale, Calif., remained the nation’s least affordable major housing market. There, just 3.2% of the homes sold during the second quarter were affordable to families earning the area’s median income of $97,500. Top five least affordable major housing markets—all located in California:
1. Los Angeles-Long Beach-Glendale
2. Anaheim-Santa Ana-Irvine
3. San Diego-Chula Vista-Carlsbad
4. Oxnard-Thousand Oaks-Ventura
5. San Francisco-San Mateo-Redwood City
The top five least affordable small housing markets were also in the Golden State. Tied at the very bottom of the affordability chart were Salinas, Calif., and San Luis Obispo-Paso Robles, Calif., where 6.5% of all new and existing homes sold in the second quarter were affordable to families earning the area median income of $100,400 in Salinas and $113,100 in San LuisObispo-Paso Robles.

Boos and Booze will be on Thursday, October 26, 2023, from 6 to 9 p.m. at Wompa Event Center. Break out your best (or worst) costume and come ready to raise funds for the HBA Charitable Foundation.
The Chartiable Foundation supports three school sites that are teaching construction: Union Freshman Academy, Union High School and Hale High School. By supporting both of these fundraisers you are supporting work force development and giving skills to hundreds of high school students.
The Spike Club recognizes members for their recruiting and retention efforts. To become a Spike, you must earn six Spike credits within two consecutive years, by bringing in new members and retaining current members. At each new Spike level, members receive awards. Spikes also enjoy benefits such as visibility among their peers leading to increased business contacts, invitations to special FREE events, celebrations and more. Names with at least two Spike points are listed below, as reported by NAHB.
