Welcome Acting Chief Paul “Joey” Kifer of the Hagerstown Police Department

Captain Paul “Joey” Kifer became Acting Chief of the Hagerstown Police Department on September 15, 2015, with the retirement of Chief Mark Holtzman. Captain Kifer, a life-long native of Hagerstown and sworn HPD officer since 1992, has served as patrolman, field training coordinator, patrol supervisor, detective sergeant, patrol sector commander and commander of the Special Services Bureau. He also commanded HPD’s critical situation negotiation team which received national recognition for excellence and effectiveness. Hagerstown Police will always make arrests when crimes are committed. Captain Kifer also recognizes that police cannot simply “arrest away” all problems. Therefore he also emphasizes problem oriented and community oriented policing theory. He believes that the role of the police is not only to be guardians, but also friends of each community. Kifer’s outreach extends to all neighborhoods and communities; all races, nationalities and ethnicities; all sexual preferences. He is an executive board member of CASA, the Maryland Diversity Center, and the Washington County Homeless Coalition. He remains an ally to everyone in the community and is open and accessible to all. Likewise, he believes the Hagerstown Police Department must reflect, in composition and outlook, the population it serves and protects. HPD actively recruits police candidates from all groups and communities.
