ttempts to have speedbumps, raised intersections and speed cameras installed on Burgundy Drive (M12) and other roads in Burgundy Estate, have apparently been made since 2011. Having these road safety measures implemented, however, is easier said than done, says Jacky Coetzee, director of Marite Property Administrators. Coetzee and the Burgundy Estate homeowners’ association (HOA) have been fighting with the City bosses for nearly a decade to have the roads in the area made safer. Two weeks ago a resident, Daniel Barnard, shared a video clip on social media in which a tipper truck can be seen speeding down the M12. Barnard says the road is used by families and that the trucks speeding down the road are “just an accident waiting to happen,” (“Truck speed alarming”, 28/8). The video clip of the speeding truck was also shared with current ward councillor, Cheryl Visser, who said she is shocked as it can cause a horrific and fatal accident. Visser requested that people send her emails regarding the speeding trucks. “I will send the emails to our officials at traffic services to investigate this behaviour. They can conduct an operation, and issue fines,” she says. The department of roads and stormwater, she says, can also investigate to see whether road signs prohibiting trucks with a certain weight, can be installed. There are currently two developments taking place in Burgundy Estate. Between 10 to 15 trucks drive down the M12 in an hour,

Coetzee told TygerBurger that she and the HOA have raised their concerns with council and that they have requested speedbumps, raised intersections, speed cameras and more traffic control from the City of Cape Town to installed. All of the roads within Burgundy Estate are public roads belonging to the City, she says. “The first time that we made this request was in 2011. Council at that point in time said they will look into the raised intersections, but that they did not have the funds available that particular year and that this would be budgeted for the following year. “We have followed up every year since and supplied them with the accident statistics and also informed them of how urgent this is, but with no action from their side,” Coetzee says. In 2016 Coetzee and the HOA chairperson met again with the City, its traffic department, engineers and then ward councillor. “We once again informed them of the urgency of this matter and the fact that if something is not going to be done by them, someone is going to lose their life.” Over the years the HOA has replaced some of the missing road signs and repainted the stop signs at their own cost. The HOA is, however, not permitted to erect additional signage as this needs to be approved by council and the traffic department, says Coetzee. “The City has informed us that they again do not have funds available. We offered to do the paintwork, replacing of missing signs, but we do not have the authority to do anything else.” V To page 4.
