FISANTEKRAAL: BUURTWAGLID WEN PRYS
‘Besige by’ word vereer ESMÉ ERASMUS
’n
Talle suksesvolle skoonmaakoperasies is reeds by die rivier uitgevoer. Maans is ’n “besige by”. “Ek wil kamers aan my huis aanbou sodat ek meer kinders in my pleegsorg kan inneem. “Ons gemeenskap het ’n safe house nodig. “My hart was stukkend tydens inperking. City ready for Covid resurgence T
he Western Cape health department has confirmed that the Cape metropole is experiencing a resurgence in Covid-19 cases. According to a statement released by the City of Cape Town, based on the experiences of other countries around the world, the confirmation should sound a warning to us all that the growing complacency in recent months needs to be cast aside with urgency. “It is imperative that Cape Town pulls together to ensure that the resurgence in caseload and related hospitalisations are curbed, and quickly too. “The City’s health department remains equipped to assist with Covid-19 screening,

testing and referrals, but also contact tracing in conjunction with other health agencies. “The majority of our 34 overflow facilities, opened earlier this year to increase capacity at clinics in light of the pandemic, remain active, as are the mobile testing booths that were set up at a number of clinics,” the statement reads. As indicated, there is growing community transmission across the metropole, with certain suburbs showing higher active caseloads, based on the available data. These suburbs include Bellville, Claremont, Delft, Dunoon, Grassy Park, Gugulethu, Hanover Park, Kuils River, Lentegeur, Lotus River, Macassar, Milnerton,
Nyanga, Ottery, Parklands, Parow, Pinelands, Rocklands, Rondebosch, Sea Point, Somerset West, Strand, Tafelsig and Wynberg. However, the City says the public should continue adhering to the Covid-19 health and safety protocols that were so diligently observed during the peak of the pandemic earlier this year. “Unlike the peak, when the country was still in a hard lockdown, there is far more mobility under the current alert level, which means the risk of transmission is greater, and not limited to the suburbs that are experiencing a surge in caseload,” the City says. Apart from regular hand washing and sa-
nitising, residents are advised to keep wearing their masks when in public and to wear them properly – covering both their mouth and nose. “Gatherings are best avoided, and if you must attend a gathering, we advise that you keep it short, and ensure that the room or area is well ventilated.” The City’s environmental health service will continue to monitor shopping malls and retailers to ensure compliance, in the interest of public safety. The public is also advised to report any non-compliance to the City’s public emergency communication centre on 021 480 7700 from a cellphone or 107 from a landline.

Homelessness costs a fortume ESMÉ ERASMUS
T
he enormous cost of homelessness in Cape Town – in excess of R744 million yearly – came under the spotlight at a virtual media conference by the Coalition to End Homelessness last Tuesday. The seminal study “The Cost of Homelessness in Cape Town” was launched at the media conference. The Coalition to End Homelessness consists of three founding organisations – U-turn, Mould Empower Serve (Mes) and Khulisa Streetscapes. The Coalition is calling for more effective investment into the sector and by society at large, with an urgent need to shift spending from reactive solutions to long term developmental solutions to reduce homelessness and reduce the total cost, both financial and social. This is in line with the urge by Mes Durbanville for kindhearted residents not to give handouts, but to give responsibly. Franita Knudsen, a fundraiser and marketer for Mes Durbanville at its new office,
Diewe teiken duur fietse Diewe het duur smaak as dit kom by fietse, te oordeel aan die talle gevalle van diefstal van veral duur fietse wat by die Durbanville-polisie aangemeld word. Volgens kapt.
called the D4J Centre of Hope, in the old Lions Club building in Queen Street in Durbanville, says by giving handouts, people are maintaining homelessness. “Homelessness cost Cape Town over R744 million last year. From this enormous amount only 16% was spent on development or long term solutions,” she says (“Tackling homeless in D’ville”, TygerBurger 25/11). The study was initiated by U-turn Homeless Ministries in Kenilworth, and supported by the coalition members Khulisa Streetscapes and Mes. “It estimates that there are over 14 000 people currently living and sleeping on the streets of Cape Town and found that we spend in excess of R744 million yearly responding to homelessness,” says Rowen Ravera-Bauer, strategic partnership devel-
opment manager of U-turn Kenilworth. This equates to more than R50 000 per street person per year. A total of 45% of this cost is reactive or punitive, in other words measures that do not change or improve the situation, she says. The study is the first of its kind in South Africa, with similar studies having been conducted in many countries in Europe and North America, as well as Australia. “The conclusions from these international studies support the findings from the Cape Town study: the cost of homelessness to society and the individuals on the street is far more than we realise,” Ravera-Bauer says. “Our current spending on homelessness in Cape Town is on ‘cheaper’ relief responses that supports the status quo, allowing the

roof. Niemand is nog aangekeer nie. In twee afsonderlike voorvalle verlede Maandagmiddag in Kenridge is twee stappers beroof.
problem to grow and ultimately exacting a high price from us all, both financially and socially. “The study unpacks the total cost of street homeless within Cape Town. It includes data from shelter and service providers, the City of Cape Town, Western Cape Department of Social Development, city improvement districts and a Human Sciences Research Council (HSRC) supported survey conducted with people living on the streets,” she says. The study includes developmental costs such as shelters, food and social support; reactive or punitive costs such as law enforcement and urban management; and humanitarian costs from residents who support people on the street out of concern and compassion. The study highlights the realities experienced on the streets of Cape Town – both by those who are homeless and those who are attempting to address the issue. The study has the potential to motivate for more effective spending on homelessness to reduce homelessness and its associated cost, both financially and socially, she says.

Garden to support workers A Staff Wellness and Support (Swells) Committee has recently been established at Tygerberg Hospital with the objective to facilitate enhancement of the hospital’s internal and external physical environment – especially during the peak of the Covid-19 pandemic. The committee’s founding members are dr Roshni Mistry (chairperson), dr Granville Marinus (treasurer), prof Rafique Moosa, dr Suretha Kannenberg (secretary) and professional nurse, Nora Windvogel. A wellness park was established recently at the hospital thanks to the committee and with the help of Cape Nature.
“The vision of the wellness park at Tygerberg Hospital is to benefit staff and patients – a vision which was shared with Cape Nature in 2018. “The project was given momentum with the Swells committee, when planning meetings began in August 2020,” says Laticia Pienaar, hospital spokesperson. On Friday 20 November, the garden area that Cape Nature assisted Tygerberg Hospital with, was officially handed over. “This unique partnership with Cape Nature is something to celebrate, especially during the most challenging health pandemic our country is facing,” Pienaar says.
The Swells committee are from left professional nurse Nora Windvogel, prof Rafique Moosa and dr Roshni Mistry with Cape Nature chief executive, dr Razeena Omar, and committee members dr Suretha Kannenberg and dr Granville Marinus.

ocal artists – all from Durbanville, Bellville and Brackenfell – are presenting an exhibition to raise much-needed funds for Rusten-Vrede Gallery and Clay Museum. “The Covid-19 pandemic has greatly impacted the art and museum industry, including Rust-en-Vrede. All proceeds of this exhibition will go directly towards running the cultural facility,” says Donavan Mynhardt of Rust-en-Vrede. The Rust-en-Vrede Rescue Fundraising Exhibition, currently running until 15 December, has been extended to 3 February 2021. The art gallery was established 37 years ago and since then, many well-established artists had their first solo exhibitions there. “Literally thousands of artists have come through the gallery and museum doors – either with solo exhibitions, group shows or competitions,” he says. The building is home to the Durbanville Cultural Society (trading as Rust-en-Vrede Gallery and Clay Museum), a registered

Sowat 16 000 wyne is daar blind geproe. Die broers Tielman (links) en Louis Roos van Mooiplaas. V Besoek www.mooiplaas.co.za.

is ’n moerse honour!”

V Kontak Maiveen Boehme by 082 460 8694 of maiveen@projectbraveheart.co.za vir inligting.
Street children fall through the cracks DESIRÉE RORKE @dezzierorke
W
ith impossibly high caseloads and a shortage of social workers, the holistic well-being and development of street children are being hindered. Thus, hundreds of vulnerable children fall through the cracks, never getting the help they so desperately need. To this end the Western Cape Street Children’s Forum (WCSCF) in collaboration with the Western Cape Child Protection Collaborative (CPC) – in response to the Draft Amendment Bill of the Children’s Act – put forward a submission to parliament last week to have discussions about critical systemic issues. The Collaborative requested to
appear before the parliamentary committee in person. It was formed in 2017 is made up of several entities, which has a wide network in the northern suburbs of Cape Town. “It is a civil society child protection movement made up of practitioners and professionals with the aim to lobby government agencies for efficacy in child protection,” explains Janice King, director of WCSCF. “We want more clarity on the term, ‘wellbeing and development’, used in the Bill. We feel it should read holistic development, otherwise it could be interpreted as just one aspect of development,” she says. “And, with reference to funding of facilities, do we have transparency on how funds are prioritised and allocated? If so, where do we access this, how and when? When do
these discussions and processes take place? And how can the community or those working in the sector be consulted? “Also, municipal processes pertaining to early childhood development centres are not clear enough. There are many unregistered, unmonitored community-based organisations that provide care and protection services to children. They often do not know that they must apply for registration or even that norms and standards exist. When these organisations are brought to the attention of the provincial social development department, they only want to register the organisations if they are able to fund them. This means that many organisations remain unregistered and unmonitored.” Moreover, there are an inadequate num-
ber of funded posts for social workers in the childcare and protection system, hence the backlog and caseloads. “The Children’s Act says that a designated social worker should have a maximum of 60 clients, but most that we come across in the city have 200-300 cases, not taking siblings into account. With excessively high caseloads, social workers are expected to do a job that is actually impossible and therefore terribly unpleasant. “It results in a high turnover of social workers as they are themselves abused by ‘the system’, and vulnerable children not receiving the service they desperately need.” The closing date for public comments was Friday 29 November, after which parliamentary processes begin.

Golf day boosts quadriplegic home T
he Andries Olivier Durbanville Quadriplegic Centre received a much-needed boost with its successful golf day on Friday 13 November with a full field of 128 players. However, the annual golf day at Durbanville Golf Club was their only fundraising event this year due to the Covid-19 pandemic. The home in Hafele Street in Durbanville is now dependant on its party hire service to fill the remaining gap. The home rents out from tables, chairs and linen to crockery, cutlery and glasses for parties and events. The centre is managed by 12 residents, who have to raise the necessary funds to sustain it. The government subsidy covers only about 15% of their expenses and the residents are responsible for the monthly shortfall of about R20 000, says Rosabelle Riese, a resident and coordinator of the golf day. All funds raised by the golf day went towards this monthly shortfall, she says. “On behalf of all our residents, we convey our sincere gratitude to the golfers who supported our golf day. Our arrangements star-
ted during the country-wide lockdown. Our perseverance and the golfers’ willingness to participate was a recipe for success,” Riese says. “We were surrounded by awesome people on the day – the golfers, of whom many regulars who have become friends of our house, as well as new faces, and our sponsors,” she says. The sponsors include Fair Cape Dairies, PostNet Durbanville, Spiro’s Mega Mica, NicheCo, Durbanville Golf Club and Checkers, as well as the sponsors of prizes. They were Ryan Wilkinson, Naudette Peachey, Elschen Keevey, Hollow Tree/ Devil’s Peak, Annemarie and Chris Opperman (Deli Take Aways) and Natalie Batt (Bossa). Riese also thanked their “very efficient ‘crew’, who so willingly and unselfishly gave up their time to make our day successful”. These people assisted with registration, transport, shopping, catering, selling raffles, setting up the banqueting hall, layout of prizes and prize-giving. “Their general running around on behalf of all our wheelchair users is absolutely heartwarming and highly appreciated. we reflect on the challenges we faced throughout 2020, we will look back on our golf day with pride and think of 128 golfers who took time out of their busy schedules to support our only fundraiser for the year,” she says.

Die klub sê: “we consume cannabis for the same reasons people wear glasses – to improve your view of the world”. In San Francisco, Amerika, is ’n daggastoppie net ’n oproep ver. Destyds, toe ons op skool was, sou mense omtrent ’n oorval kry as hulle gehoor het so en so gebruik dagga. En dit alles beteken net een ding: Never say never. Wat vandag onwettig is, is dalk môre wettig. – Werner van Tonder

Respect for lost lives: Flags across the country flew at half mast as a tribute to lives lost as a result of Covid-19 and victims of genderbased violence in line with President Cyril Ramaphosa’s directive that the country observe a few days of mourning between Thursday 26 and Sunday 29 November. “Many South Africans have experienced the terrible loss of a loved one to one of these two pandemics and we send our condolences to all of those grieving at this time,” says Alan Winde, Western Cape premier.

Die lewe druk soms terug My kantoorfoon lui. Haar sagte stem klink onseker. Dis vreemd. My departement vereis baie aandag en baie tyd. Ek is so jammer.” HARDWERKENDE GESINSMAN E-pos
Too easy to step on a racial toe I have no connection at all with the Brackenfell High School, any of its pupils or their parents, neither do I write on their behalf. That having been said, I do consider a reply to EV Rapiti’s letter (“Brackenfell violence, an issue for serious deliberation”)in TygerBurger of 25 November is necessary. The Constitution guarantees the right to protest, but, this right is to be exercised in a peaceful manner. Unfortunately that proviso appears to be forgotten by all the “protesters” and, as was the case when they “protested” at the Clicks shops, the EFF came to Brackenfell not to protest but to riot. The reason for their “protest” was a case of perceived racism, based on an unproved allegation, which was subsequently denied, which denial stands unchallenged and was accepted by the local MEC for education. Your correspondent, Rapiti, appears to agree with the EFF that the private party was a “racial gathering” because it was attended by white pupils only. The parents are criticised, as well as the teachers who attended and the MEC is suspected of possibly “pandering to the salivating appetite of her racist followers”. The Constitution also guarantees freedom of association. This means that I may invite to my private party whomever I wish. That is my right. The number of guests is irrelevant and when somebody is not invited he, she or it, has no cause for complaint. The fact that those not invited were classmates with the invited pupils, or were in the same rugby or hockey teams gives them no right to an invitation. When a host invites some people and chooses not to
invite others, there is no duty to provide reasons to the uninvited for their being not on the list of guests. Whether the parents did invite some pupils of colour to the party or not is equally irrelevant, except that, if they did, it proves that the party was not exclusively for white pupils only. If the person invited chooses not to come, for whatever reason, that cannot reflect negatively on the one extending the invitation. There could be many reasons, other than racial preference, why the party was attended by white pupils only or why only those white pupils were invited. It is irresponsible to jump to conclusions and shout “racist” on the mere fact that only white pupils attended a private party. I fear that on those grounds I, too, would be accused of racism because I did not, and never have, invited a single person of colour to my birthday party. I have also never accused the people of colour whom I have met and worked with, of being racist for failing to invite me to their weddings or birthday gatherings. Unfortunately race has become such a touchy subject that one can hardly move without stepping on a racial toe. Perhaps it is time that the hysteria stops and all people simply carry on with their lives and earn a living, which is hard enough in this time of Covid. WILLEM DE HAAN Welgemoed
Fisantekraal not neglected As local ward councillor of Fisantekraal, I would like to respond to certain claims by Mr Timothy Wildschut in last week’s TygerBurger (“Fisantekraal neglected”, 25 November).
He is absolutely right in stating that residents have a right to services such as streetlights, and water and sanitation. What he fails to state, is that residents do not have the right to break down infrastructure as soon as it is fixed. There is not an area in the whole of Durbanville that receives more attention, capital and operational city budget, than Fisantekraal. We have a responsibility to ratepayers to spend their money well. If you spend massive amounts of money on the same things over and over again, it is considered fruitless and wasteful expenditure, not maintenance. I know Mr Wildschut only wants the best for Fisantekraal, but one must be conscious about your message in achieving this. The focus should be on behavioural changes within the community, not falsely letting the community believe they are being treated unfairly. If you are serious in bringing about change, statements should be based on facts and root causes addressed. RUAN BENEKE Ward councillor: Ward 105

Videos available for schools The coronavirus pandemic has forced many artists to be innovative. One creative force that chose to move their project into the digital space is The Lady Day Big Band (LDBB). This month they are launching the Schools’ Outreach Project, a programme of video tutorials and live performances, aimed at encouraging and inspiring women and girls to step into a musical domain usually seen as the male preserve. By exploring their talents playing the trombone, saxophone and trumpet, to name a few, the project hopes to inspire them to consider a career as instrumentalists. Funded by the National Arts Council, the LDBB founders, Lana Crowster, Kelly Bell and Amanda Tiffin, designed the Schools’ Outreach Project to roll out to a number of schools in the Western Cape in March this year. When the pandemic hit, they decided to go digital. They developed a series of video tutorials and live performances which will be available to any school or music teacher. “I have always dreamed of starting a big band that would provide a platform for pro-
fessional women musicians to showcase their talents in a safe space. This project is also about inspiring girls and young women who may have a passion for music. I want them to see us doing what we love, doing it well and in professional spaces, and see our successes as aspirational,” says Lana Crowster, founder of the LDBB. The Lady Day Big Band is a 20 piece, professional all women big band. The band features a revolving roster of women musicians who are passionate about music and music education. The tutorial videos feature Kelly Bell (trombone), Amanda Tiffin (conducting), Claire Rontsch (Saxophone), Tracey Johannes and Annemie Nel (drums and electric bass), Hayley Joorst and Christin Rohl (trumpet) and Lana Crowster (vocals and band leading). The videos will be made available for all schools who are interested during December. V Any interested music teachers can contact Lana Crowster to receive free access to the videos at contact@crowsnestproductions.info or visit www.crowsnestproductions.info for more information.

By hulle is Annene Egen.

Give yourself a gift this December F
or most of us, 2020 cannot end soon enough. Before we bid farewell to one of the most challenging years in history, some of us have important financial decisions to make, like what to do with that much-anticipated bonus, or little nest-egg we’ve scraped together. While the impulse to treat yourself may be strong, Rawson Property Group’s finance and home experts say a little restraint and planning can create much longer lasting results. Here are their top ways to get enduring bang for your end-of-year buck, and turn any extra money into a gift that keeps on giving.
Give your bond a bonus “It does not seem very exciting on the surface, but when it comes to getting huge value for your money, there is nothing better than investing it into your bond,” says Leonard Kondowe, national admin hub manager for Rawson Finance. “Just a few hundred Rands extra can knock thousands off the interest you pay on your home loan, and bring financial freedom tangibly closer.” While the results of depositing extra money into your bond can be dramatic, Kondowe advises homeowners not to expect immediately visible results. “You are not going to suddenly see your

to move on,” Cape Town regional sales manager for the Rawson Property Group Craig Mott says. “You do not have to spend a huge amount either. There are plenty of cost-effective upgrades that will add value to most homes.” According to Mott, eco-friendly upgrades are popular and effective choices. These include simple fixes like switching your lights to LEDs and replacing tap washers with water-saving versions, to more significant upgrades like adding a few rainwater tanks or installing a grey water system. “Those with more outdated properties would do well to put any extra money towards kitchen and bathroom upgrades, or renovations to turn outdated floor plans into more modern, open-plan spaces,” he explains. Outdoor entertainment areas are also popular, and can deliver a great return on investment, as can security upgrades like CCTV and motion-activated lighting.”

Die eerste volgrootte sintetiese rugbyveld in Suid-Afrika is verlede Dinsdag by dié skool ingewy. – Sarel Burger
