GREENVILLE ‘NEEDS PRIDE’: AREA IS ‘DEVALUED’

ew Breaking New Ground (BNG) houses in Greenville are being sold illegally for a mere R60 000 by some new owners – often without a title deed, while the cost to build these houses amounted to R260 000 each. This shocking fact was shared at the centenary celebrations of Garden Cities at The

Bay Hotel in Camps Bay on Thursday 26 September. Garden Cities is also known for the development of Pinehurst in Durbanville, as well as older developments like Pinelands. A total of 1 279 housing units in Greenville have already been completed and are occupied by their new owners, said Thembi Sithole, project manager of Greenville. Sean Stuttaford, chairperson of Garden Cities, said he puts the illegal sale of houses down to “our disastrous approach to educa-

tion where the majority of children who start Grade 1 don’t get to Grade 12”. “In the BNG model, you receive a R260 000 house for free. Once the house is complete, you receive the keys, title deed and you are now R260 000 wealthier. You can’t sell it for five to eight years, but you now own a valuable asset,” he said. “We have a situation in our BNG development where the idea of being R260 000 wealthier is not understood and in some cas-

es the beneficiaries of houses willingly sell their houses for R60 000, not legally of course, but informally. How the title deed will be sorted out in five or so years later when the house may be sold legally, I don’t know. This practice does not happen extensively, but my concern is that potentially the area is immediately devalued – wiping off R1.5b worth of wealth for this development of 8 000 BNG houses.
