ew Breaking New Ground (BNG) houses in Greenville are being sold illegally for a mere R60 000 by some new owners – often without a title deed, while the cost to build these houses amounted to R260 000 each.

This shocking fact was shared at the centenary celebrations of Garden Cities at The

Bay Hotel in Camps Bay on Thursday 26 September. Garden Cities is also known for the development of Pinehurst in Durbanville, as well as older developments like Pinelands.

A total of 1 279 housing units in Greenville have already been completed and are occupied by their new owners, said Thembi Sithole, project manager of Greenville.

Sean Stuttaford, chairperson of Garden Cities, said he puts the illegal sale of houses down to “our disastrous approach to educa-

tion where the majority of children who start Grade 1 don’t get to Grade 12”.

“In the BNG model, you receive a R260 000 house for free. Once the house is complete, you receive the keys, title deed and you are now R260 000 wealthier. You can’t sell it for five to eight years, but you now own a valuable asset,” he said.

“We have a situation in our BNG development where the idea of being R260 000 wealthier is not understood and in some cas-

es the beneficiaries of houses willingly sell their houses for R60 000, not legally of course, but informally. How the title deed will be sorted out in five or so years later when the house may be sold legally, I don’t know. This practice does not happen extensively, but my concern is that potentially the area is immediately devalued – wiping off R1.5b worth of wealth for this development of 8 000 BNG houses.

Stop COCT questions unregulated surcharge DESIRÉE RORKE @dezzierorke

C

ivic action group Stop COCT, is currently investigating possible remedies to reverse the unregulated electricity surcharge implemented by the City of Cape Town.

Last week, Stop COCT approached the Public Protector for assistance regarding the unregulated portion of the City of Cape Town electricity tariffs.

“The Public Protector is of the view that this is a legislative issue and that it also falls outside their mandate. However, the Public Protector gave Stop COCT guidance on remedies and how to proceed. We undertook to lodge a formal complaint regarding this and other matters in the prescribed format, within the next few days,” says Sandra Dickson, co-founder of Stop COCT. During a failed mediation meeting between Stop COCT and the City by the National Energy Regulator (Nersa) on 10 September, the City revealed that a 23 cent surcharge was added to the electricity tariff in terms of municipal legislation. This surcharge is unregulated and falls outside the mandate of Nersa.

According to the City, the surcharge is used to contribute to rates and to fund other services. However, Stop COCT remains concerned about the legislative processes followed to institute the surcharge, and the negative effect of the new property valuation (GV2018) on the new electricity tariffs.

“The GV2018 property valuation pushed many people over the R400 000 and R1 million thresholds. The result for the people now exceeding property valuations of over

R400 000 is that they received an 80% plus tariff increase in rand and cent costs.

“These homeowners lost their free units and their tariff was increased from R1,10 to R1,99 without any warning from the City.

The reasons for this are the automatic move from the LifeLine category to the domestic category of the City’s inclined block tariff (IBT) because of the much higher GV2018 property valuation,” Dickson explained.

In addition, Stop COCT found a circular from Treasury following the Municipal Fiscal Powers and Functions Act of 2007, noting the following: “The Act also has indirect implications for other local government stakeholders, such as organised local government ... For example, Nersa will need to review their current regulatory processes to exclude the surcharge component which currently forms part of the electricity reticulation tariff, ... to only regulate the ‘base tariff’, as soon as regulations are issued to prescribe norms and surcharges on electricity reticulation services.”

However, these “norms and standards” referred to could not be found to date, says Dickson.

In response to this the City’s Mayco member for energy Phindile Maxiti says the City too is waiting for these “norms and standards” to be published.

Dickson furthermore challenges the fact that proper procedures were followed to make the public aware of the unregulated portion of the tariff during the 2018/2019 budgetary process.

“In the draft budget of 2018/2019 put out for public comment there was no mention of the unregulated portion, however it appeared in the final budget for that year.

“In the 2019/2020 final budget the unregulated portion was mentioned. But the omission of the unregulated portion in the 2018/2019 draft budget, raises questions as to whether proper public participation rules were applied,” says Dickson.

To this, Maxiti responded saying the surcharge was contained in the budget, however it was embedded in the budget as a total amount and not separated out at that time as cents per kWh. “The City is looking at how it can enhance its engagement process with members of the public and how to make this complex information more accessible. There is always room for improvement and the City always welcomes constructive criticism,” he says.

Maxiti said there is a fundamental difference in the interpretation of the surcharge matter.

“The City has acted in good faith and in accordance with all applicable laws... The City has maintained that 10% goes for shared services,” he says.

He maintains the City had considered factors of affordability and the new GV2018.

“The City anticipated that for the first few months of the new financial year, customers would be especially affected by the increased tariffs as their winter usage would be higher than summer months and they would have to pay for their higher winter usage under increased tariffs.”

He says the GV2018 was a material factor in the budget process. “One would have noticed that there were various forms of relief built into the budget, for instance rates and services increases were kept as low as possible and rates and services assistance was increased to pensioners and indigent people.”

m ná ’n vakansie laataand tuis te kom en af te pak, is reeds erg genoeg, maar ’n gesin van Stellenberg het hulle verlede week boonop nog in rowers vasgeloop toe hulle tuisgekom het.

Die gesin het op Dinsdag 24 September omstreeks 21:00 by hul huis in Kontikilaan in Glen Ive, Stellenberg aangekom.

Hulle was in die motorhuis besig om af te pak toe drie mans hulle genader en met vuurwapens gedreig het.

Volgens kapt. Marchell Rhode, woordvoerder van die Durbanville-polisie, het die rowers die gesin in die huis ingedwing en hulle daar vasgebind.

“Die rowers het aangedring op die sleutels van hul kluis,” het hy gesê.

Die rowers het vier selfone, drie skootrekenaars, kontant en ’n TV buitgemaak en weggejaag in die klaer se wit Toyota Atos.

Volgens Rhode is geen skote afgevuur nie en is niemand in die voorval beseer nie.

History of Parow, book launched

A

book on the history of Parow will be launched at a special event presented by Durbanville Heritage Society on Saturday 5 October.

The author, Dr Nico Walters, will talk about his book, Parow Quo Vadis? The cultural history of a settlement in the Tygervalley.

He is a proud ninth generation Walters. His progenitor, Samuel Walters, arrived in 1695 as a soldier in the service of the VOC and bought the farm Altydgedacht in Durbanville in 1714.

Nicolaas was named after the first son born on Altydgedacht in 1714 –hence his interest in the history of the Tygervalley.

The book captures the relevant cultural history from the pre-colonial, colonial and post-colonial eras with special reference to the people who toiled to make Parow what it is today.

He covers the history from the early Koina settlements, the first VOC farms from the early 1700’s, Captain Johann Parow and the founding history, the pain and suffering of the 14 000 people whose lives were traumatised after many were forced to leave their rightfully owned properties in Parow as part of the Group Areas Act. The development of the Western Cape industrial heartland,

the history of the schools and churches, the development of a major medical innovation hub and the events leading up to the integration of Parow into the larger Cape Town Metro is also covered.

The book will be available at a special price of R250, of which R50 will be donated to the Durbanville Heritage Society.

The book launch will start at 10:00 in the Durbanville library hall. Admission is free.

“It is for this reason that our vision for Greenville Garden City is that it becomes an area which is a sought-after place to live. In order to do this, we need to develop a notion of pride in the place we live and work.

“I would love to see the residents of Greenville take care of their environment and streets, so that if you were to drive through it, you would know it is a Garden City. This will reverse the wealth erosion,” he said.

“What upsets me, is that at Greenville we hand over a pristine house and street and then a few months later it looks like a rubbish dump. It doesn’t take much to keep our environment clean and everybody can do it,” he said.

Stuttaford said Garden Cities try to create jobs, and when they launched Greenville the board insisted that they employ people from the local community because of the exceptionally high unemployment rate in Greenville.

“So we employed 95% local staff – most of whom were unskilled when they were employed, so we trained them,” he said.

“We run classes for the new homeowners to teach the principles of owning your own home.

We have set up environmental and river clean-up committees

and we have helped establish a waste and plastic recycling hub.

“We support newly formed enterprises in Greenville and have helped to set up a vet in the area, who provides free healthcare for pets. We see Garden Cities at the forefront of innovation in the housing industry. We will need to continue to lobby government for change where quality, cost and efficiency savings can be made,” he said.

According to Stuttaford they are constantly looking at new building technologies.

“Where feasible, we will bring these to South Africa and set up manufacturing facilities – either with partners or on our own,” he said.

An example of this is the Benex system in which Garden Cities partnered with Australian entrepreneurs, who relocated their manufacturing facility from Australia to Cape Town and is utilising this technology in Greenville.

“We now export these Benex blocks back to Australia and will be increasing our output over the next years in order to make the system more widely available in Cape Town.

“All our BNG houses are built with Benex blocks and the roof structure is constructed with alternative building technologies.

We have committed to this cause in that the new skills school, as well as the youth development centre in Greenville will be built with Benex blocks,” he said.

Stuttaford said of importance is their ability to continue delivering school halls in the Western

Cape.

“We hope that our partnership with the provincial education department continues.

“There were over 700 previously disadvantaged schools without halls when we started and now there are probably just under 600 left. We have a way to go, but intend to keep going, even if it takes another 50 years,” he said.

Sithole said to TygerBurger the Greenville second phase is now almost complete and another 411 housing units have been handed over.

Another 52 housing units will be handed over by the end of December and the last 44 units of the second phase will be ready for handover in February or March next year, she said.

Garden Cities is currently servicing the land for the next phase of 562 housing units and construction is expected to start in February or March next year, she said.

“That will conclude the development of BNG housings units, and we can then start with the Gap housing concurrently,” she said.

Gap housing makes provision for people with an income of between R3 500 and R22 000 per month.

A youth development centre in the first phase is also planned. The centre will focus on youth programmes, but will be available to the community as well.

“Garden Cities will partner with the social development department to secure a service provider on their behalf,” Sithole said.

Badisa gee hoop in tye van geweld I

n die afgelope maand waarin die hele land met die voortslepende en sinnelose geweld teen vrouens en kinders gekonfronteer is, het Badisa ’n sprankie hoop by sy onlangse algemene jaarvergadering in Durbanville gebring.

Badisa, ’n maatskaplike diensorganisasie, het sowat 144 programme wat in die 2018/19boekjaar daagliks maatskaplike dienste aan 665 850 mense in die Wes-, Suid- en NoordKaap lewer.

Badisa het lig gewerp op die verskil wat hierdie organisasie elke dag maak.

Ds. Charl van Rensburg, voorsitter van die Badisa-bestuursraad, het ’n prentjie van die werklikheid met deernis en empatie geskep. Volgens hom bied Badisa dienste aan ouer mense, mense met gestremdhede, mense wat sukkel met substansafhanklikheid,

vroeë kindontwikkeling, asook kinders en families.

“Die landswye statistiek rondom kinders is egter wat opnuut skok” het hy gesê en die volgende statistiek gedeel: . vier kinders word elke week vermoor; . 37 000 kinders is uit hul ouerhuise verwyder omdat dit te gevaarlik was om daar te bly; . kinders tussen die ouderdomme van 8 maande en 18 maande word verkrag; . 82% van alle kinders word tydens hul leeftyd aan een of ander vorm van geweld blootgestel; . een uit drie kinders word seksueel misbruik; . een uit vier kinders word emosioneel mishandel; . talle kinders lei aan posttraumatiese stresversteuring.

Een van hierdie kinders is Ivor Swartz, ’n voormalige lid van die 26tronkbende.

Ivor het by die vergadering deur middel van ’n videogreep sy storie vertel, asook dié van honderde kinders wat voel dat hul lewe geen waarde het nie.

Tydens sy toespraak het hy die konteks en uitdagings wat Suid-Afrika in die gesig staar geskets en klem daarop gelê dat Suid-Afrika die wêreld se mees ongelyke samelewing is.

“Vernuwende optrede en ’n paradigmaskuif is nodig om ekonomiese, sosiale en psigiese probleme aan te spreek, maar sosiale innovasie kry juis sy oorsprong in probleme,” het hy gesê.

“Sterk leierskap en emosionele intelligensie is nodig om mense met nuwe vaardighede te bemagtig en om deernis in die lewering van dienste ten toon te stel om hierdie probleme te bowe te kom,”het hy gesê.

“Alle aksies moet op die opvoeding van mense gemik wees sodat probleme in geleenthede omskep kan word,” het hy gesê.

Christine Quickfall, hoof- uitvoerende beampte van Badisa, het gesê die uiteinde is duidelik. “Te midde van hierdie uitdagings het Badisa as leerorganisasie die kundigheid, vaardighede en ondervinding, asook goeie korporatiewe bestuur, sterk vennootskappe en ’n magtige verband met die twee prinsipaalkerke om ’n sosiale impak te maak,” het sy gesê.

Nuwe wyn vir kankerbewusmaking ESMÉ ERASMUS @erasmusesme

E

en uit elke 15 vroue wat vandag met borskanker gediagnoseer word, is deesdae jonger as 40 jaar, terwyl dit 40 jaar gelede skaars was en daar ’n lae insidensie van borskanker by vroue in dié ouderdomsgroep was.

Só het dr. Rika Pienaar, ’n onkoloog van Cancer Care in Panorama, gesê met die bekendstelling van ’n spesiale uitgawe van D’Aria-wyn, die 2019 Sauvignon Blanc Music by D’Aria, ten bate van die Ditto-projek van die nie-winsgewende borskankerondersteuningsgroep Reach for Recovery met die oog op Borskankermaand, wat gedurende Oktober gevier word.

Sy en dr. Justus Apffelstaedt, stigter van die Apffelstaedt & Associates mediese sentrum in Panorama en Windhoek, wat spesialiseer in siektes van die borste, skildklier en byskildklier, was die gassprekers by die geleentheid.

Volgens Pienaar is die leefstyl van die moderne vrou een van die hoofoorsake van die styging in die voorkoms van borskanker.

“Daar is vandag ook meer geleenthede vir vroue met die industrialisasie – meer vroue werk en ervaar stres. Daar is ook vandag meer oorgewig kinders. Oorgewig meisies begin vroeër menstrueer – al vanaf 49 kg af.

Dit lei daartoe dat hulle baie langer aan hormone blootgestel word.

“Vroeëre generasies het vroeër getrou, dosyne kinders gehad en geborsvoed, terwyl die huidige vrou vroeër begin menstrueer en orale kontrasepsie gebruik. Hulle stel hul huwelik uit, kry hul eerste baba later en kry dan net een of twee kinders, wat hulle nie vir die volle tydperk borsvoed nie, omdat hulle moet teruggaan werk toe.

“Vroue in hul menopouse gebruik ook hormoonvervangingsterapie. Dis nie ’n enkele faktor wat tot ’n verhoogde voorkoms van borskanker lei nie, maar dis die kumulatiewe effek van ’n kombinasie van faktore,” het sy gesê.

“Dis ’n leefstylsiekte en veral by ouer vroue speel oorgewig, onaktiwiteit en alkoholgebruik ’n belangriker rol as by jonger vroue. Genetiese faktore speel ook ’n groot rol,” het sy gesê.

“Daar is egter baie wat vroue kan doen om gesonder te leef. Deur alkohol te drink, verhoog jou risiko vir borskanker. Dit gaan egter nie net oor die drink van alkohol nie, maar die gesamentlike effek van onaktiwiteit, oorgewig en ander bydraende faktore,” het sy gesê.

Apffelstaedt, ’n chirurg en voormalige hoof van die Tygerberg-borskliniek, het gesê hoewel alkohol jou kans op borskanker met slegs 1 uit 100, dus slegs marginaal, verhoog, is wyn spesifiek voordelig vir die hart en kan een glas wyn per dag jou lewe met drie tot vier jaar verleng teenoor mense wat dit nie drink nie.

Hy het in 1984 vir die eerste keer met borskanker by jonger vroue te doen gekry toe hy ’n jong vrou met terminale borskanker ontmoet het. Toe het agt uit 10 vroue met borskanker gesterf. “Ek het gedink dat iets gedoen moet word. In daardie stadium was ra-

dikale chirurgie dikwels die eerste behandeling wat toegepas is.

“Ons het egter deur die jare besef dat ons meer vroue kan genees deur chirurgie, mediese onkologie en bestralingsbehandeling in ’n multidissiplinêre span te integreer en só die ingrypendheid van die behandeling afskaal en die uitkomste verbeter.

“Deur effektiewe mammografiese sifting word kanker vroeër opgetel, wat meebring dat behandeling heelwat meer suksesvol is.

“Daarmee doen ons nie meer radikale behandeling nie. Meer vroue behou vandag hul borste en waar dan ’n mastektomie nodig is, word die bors in dieselfde operasie weer opgebou,” het hy gesê.

Volgens hom word ongeveer twee miljoen vroue elke jaar wêreldwyd met borskanker gediagnoseer en toon dit ’n toename van 4% per jaar.

“In vergelyking met toe ek as student begin het, oorleef omtrent 90% van die vroue wat in my praktyk gediagnoseer word, omdat dit vroeër ontdek word, beter behandel word en meer doelgerigte behandeling deur onkoloë moontlik is,” het hy gesê.

“Vandag kan ons selfs borskanker voorkom. Genetiese toetse is beskikbaar waar 24 gene getoets word vir afwykings wat ’n hoë risiko van borskanker inhou. Dan doen ons voorkomende chirurgie, wat heel effektief is,” het hy gesê.

In die 1990’s toe hy by die Tygerberg-hospitaal begin werk het, het hy besef minderbevoorregte vroue het geen toegang tot rekonstruktiewe chirurgie nie.

“In ontwikkelende lande soos in Suid-Afrika, waar geen grootskaalse kankernavorsing moontlik is nie, sal ’n mens liewer geld gee vir die ondersteuning van die armes wat deur hierdie siekte getref word.

Apffelstaedt het ’n jaar en ’n half gelede

by Tygerberg bedank en is sedertdien in samewerking met Reach for Recovery betrokke om bewustheid te skep en geld in te samel vir die Ditto-projek.

Die projek is in 2011 begin om ná mastektomie silikoonprosteses te verskaf aan vroue wat dit nie kan bekostig nie, om hulle weer ’n normale vroulike vorm te gee.

Apffelstaedt het D’Aria bedank vir die wyninisiatief. “Ek dink dis baie waardevol om die Durbanville-wynbedryf hierby te betrek,” het hy gesê.

Die wynprojek was die idee van Alba Botha, eienaar van Cape Wine Match en ’n oorwinnaar van borskanker.

“Ek het die fondse gehad vir die beste dokters, maar wat van vroue wat dit nie kan bekostig nie? Só het die gedagte ontstaan om ’n produk op die mark te sit om die leemte aan te spreek,” het Botha gesê.

Rudi von Waltsleben, wynmaker van D’Aria, het gesê toe hy genader is, het hy besluit om dit nie net ’n projek met ’n paar bottels wyn te maak nie, maar regtig geld in te samel met die wyn waarmee D’Aria die meeste geld maak, naamlik sy sauvignon blanc. Die etiket van die 2019 Sauvignon Blanc Music by D’Aria het ’n ligpienk lint daarop, wat donkerder pienk verkleur as die wyn verkoel word. Die projek kan selfs tot in Desember duur en hy mag dalk besluit om dit jaarliks aan te bied, het hy gesê.

Dan is die dag so helder, so groen is elke aand ...

En skielik is dit Oktober. Volgens C. Louis Leipoldt die mooiste, mooiste maand. En bitter min van ons kan met hierdie epogmakende gedig stry.

Hoewel 1 September amptelik as die einde van die mistroostige winter en die begin van die lente beskou word, is dit tog Oktober wat werklike lente is.

September is eintlik net nog ’n maand van winterbabalaas. Veral met aardverwarming het die seisoenale skeidslyne tussen winter en lente byna heeltemal verdwyn. Teen Oktober is ons dus in die hartjie van die lente.

Ek hoor gerugte dat daar hier en daar blomme in Namakwaland is, maar dat dit weens die heersende droogte nie lank gaan hou nie.

Oktober is ook die maand wat so amper op die drumpel van die einde van die jaar is. Dit is die maand wanneer baie mense begin wonder of hulle genoeg gespaar het om Desember te kan vakansie hou.

Ná Oktober is dit nog net November om te spaar as jy Desember gerieflik en sonder sorge wil gaan uitspan.

Dit is ook die beste maand om bestekopname te doen oor alles wat jy die afgelope jaar bereik het of nie. My kollega sê die ander dag hy het by niks van sy nuwejaarsvoornemens uitgekom nie. Die lewe het met hom gebeur en hy het so besig geraak dat hy niks gedoen gekry het nie.

Verlede jaar was vir my ’n so-so jaar.

Niks noemenswaardig het gebeur nie en daarom het ek besluit ek gaan myself in 2019 laat geld. Dinge doen wat ek nog nie gedoen het nie; goed klaarmaak wat ek jare reeds uitstel en net probeer om beheer te neem oor my lewe. Dalk meer aktief te wees.

Die lewe besluit toe anders en ’n mediese toestand wat ek vir baie lank probeer wegwens het duik toe weer op.

Nie net het dit ’n demper geplaas op die meeste van my planne nie, dit het sommige planne heeltemal laat ontspoor.

So erg het dit uiteindelik geword dat ek operasies aan beide my heupe moes ondergaan. Dit het beteken dat ek vir twee maande nie kon werk nie. ’n Tydperk van swartgalligheid het gevolg waarin ek telkens gewonder het hoekom sulke goed dan nou gebeur op ’n tydstip wat ek probeer om ’n beter weergawe van myself te wees.

Uiteindelik het ek besef dat dit dalk nie so ’n slegte idee was dat ek op my bas moes beland nie. Ek het die geleentheid gekry om oor goed te besin waarvoor ’n mens nie kans kry in die geharwar van jou normale bestaan nie – ’n soort van bestekopname oor waar ek vandaan kom, waar ek my bevind en waarheen ek op pad is.

Dit is verbasend oor hoe baie ’n mens van jouself leer wanneer jy tyd met jouself spandeer. Sonder die geraas wat die buitelewe bied – net jy in die eie wêreld van jou kop.

Dit is nou Oktober en ek kan met eerlikheid sê waar ek onlangs nog gevoel het ek wil hierdie jaar uitvee en net weer volgende jaar oor begin, sien ek dit nou anders. Hierdie jaar het my lesse geleer wat ek dalk andersins nie sou leer nie.

Dit het my geleer dat jy planne kan maak, maar dat die lewe gebeur en jy daardie planne sal moet aanpas. Dat as iets nie uitwerk soos wat jy voorsien het nie, jy dit nie as ’n terugslag moet sien nie, maar as ’n les.

En dat dit goed is om tyd met jouself te spandeer. – Brenden Ruiter

vir maklike vervoer van passasiers na en uit die area.

Hierdie gebied kan uitgebrei word na die suide deur die grond gelyk te maak en geriewe soos toilette en winkeltjies op te rig.

They can’t take away the pain ...

I’m responding to the letter on 18 September relating to the death penalty (“Doodstraf nie die oplosing nie”, TygerBurger).

The letter states that if rapists and murderers get the death penalty then they cannot fix what they have done. If that is the case why not pose the question to every woman that has been raped and every person who has

had a loved one murdered?

Ask them what their rapist or murderer can do to fix what they have done. I bet you the answer would be to take back what they have done.

When you have raped or murdered a woman or child you have taken away something they can never get back.

Putting them in jail for life only means the victim now has to work and pay taxes to keep them in jail, if ever they are released the victim will be fearful.

Murder was tragic and unnecessary With reference to Clive Kihn’s letter “Justice system is failing us” in TygerBurger of 25 September: As a very good friend of the deceased I could not more agree with Clive, this case is a good example of how our justice system fails us as South Africans.

The killer was released on R3 000 bail, living his life for two years and three months while the family and friends of the deceased were trying to process this tragedy.

After an emotional trial of six months (due to postponements, etcetera), I quote the following from the judgement: “The after-effects of a crime must also be taken into account, particularly so when the offender’s actions have a ripple effect on the victims in the immediate community.

The victim, in this case, was a woman and a ‘soft target’ for the offender. Not only do crimes against woman amount to a serious invasion of the dignity of the victim, but these crimes do not contribute towards our claims that we are ‘civilized’ and live in a ‘civilized’ society. However, at the same time the

object of sentencing is not to satisfy public opinion, but to serve the public interest. The murder of the deceased was tragic and totally unnecessary. The offender is declared unfit to possess a firearm.”

Yet, the judge deviate from the prescribed minimum sentence of 15 years?

I battle to understand why.

Don’t allow stones on pavements I wholeheartedly agree with the writer of the letter “Skerp klippe op sypaadjies is ’n gevaar” (TygerBurger, 18 September).

I am an elderly lady who enjoys going for a walk around the neighbourhood in Welgelegen, but it seems as if you have to take your life in your hands when going for a walk these days.

On the corner of Mika Street and LaProvence Road there are very large grey stones. It looks like volcanic rocks.

When you get to the corner of Mika Street you have to walk in the road in LaProvence as you cannot walk on the pavement.

LaProvence is a very busy road, and there are many times when I have had to stop and stand back against the edge of the road to avoid being knocked over.

There are also small brown stones on most of the pavements but one can at least walk on those if necessary.

Why does the municipality allow the residents to put stones on the pavements? It is municipal property.

LaProvence Road is a very busy road with drivers who do not keep to the speed limit, it is time speed bumps were installed to slow the traffic down.

For many years, Nijinsky was the most admired ballet dancer in the world. Labelled ‘‘The God of the Dance’’ by adoring critics, the star of the Ballet Russe company danced for the last time at the age of 28, in 1919. Diagnosed as a paranoid schizophrenic, he spent the next 30 years of his life in and out of mental institutions.

“This is a tragic and beautiful human story of an artist trying to find wholeness as he faces the onset of schizophrenia,” says Bye. “Based on Vaslav Nijinsky’s own diaries, and the world he lived in around the time of the First World War with its explosion of creativity, change and industrial and technological advances, Vaslav blends together an intoxicating combination of original and period music, with dance and video.”

David Kramer’s Danger in the Dark, a reworking of the hit musical Poison, comes to the Baxter Theatre for a limited season.

Baxter chief executive officer and artistic director, Lara Foot, invited Kramer to restage the musical, given its relevant content experienced daily in communities across the Western Cape.

Originally written in the early 90s by Kramer and the late Taliep Petersen, and produced by Renaye Kramer, Poison was very well received in South Africa, Malaysia and London.

It had a return season, directed by Bobby Heaney, at the Baxter Theatre in 2004 as part of the Klipfontein Corridor Project.

With this reworked version of the musical, Kramer tells the story from the point of view of Pamela, a social worker who is writing her thesis on drug abuse in the Cape Flats. He has written the new book for Danger in the Dark but has retained many of the original songs.

Kramer has assembled a creative team

and cast of eight lead performers with a chorus of 14, who dance, sing and play a variety of roles, accompanied by a live band of five musicians.

Set in the underbelly of the Cape Flats, the story unfolds in 1995, when Pamela meets up with Juanita, a friend from her school days. Soon she realises that Juanita is trapped in an abusive relationship with a drug lord and she is desperate to help her friend escape. Pamela is drawn into dark and dangerous places and situations, yet she pursues against all odds, for the safety and survival of her friend.

Danger in the Dark previews at the Baxter Theatre from 11 to 14 October, opens on 15 October and runs until 2 November, at 19:30 with Saturday matinees at 14:00.

Ticket prices range from R100 to R195.

There is an age restriction of 12 years.

World Clean-up Day celebrated ESMÉ ERASMUS @erasmusesme

espite rainy weather and World Cup Rugby, a total of 110 volunteers joined the clean-up operation in Fisantekraal on Saturday 21 September to celebrate the second World Clean-up Day. World Clean-up Day is a global social action programme aimed at combating the global solid waste problem, including the problem of marine debris.

Last year South Africa collected 13 758kg of waste with a total of 19 563 volunteers.

This year the Mosselbank River Conservation Team (MRCT) and Garden Cities hosted the biggest clean-up in Fisantekraal, partnering with various City of Cape Town departments and community-based organisations such as the Fisantekraal Youth Structure and Seniors Club, residents and Sacio Trading.

Illegal dumping hotspots and streets in Fisantekraal and Greenville were focus areas for the clean-up, said Danielle Cronje, environmental officer of Garden Cities.

“We were excited to see that 27% of the volunteers were in the age category 10 to 19 years. The MRCT is working hard to involve the youth in its environmental education programme,” she said.

In total 200 bags were collected – 603kg of which was general household waste and 156kg of recyclable materials.

“The materials will be sorted and recycled by LW Recycling and Trade, a local recycler and collector in Fisantekraal,” Cronje said. The top five waste categories that were collected were food wrappers, plastic beverage bottles, plastic wrapping, foam take out containers and plastic grocery bags, she said.

“Plastic bottles are a highly valuable material to recycle. They can be used to make many new products, including clothing, duvets, pillows, carpeting and industrial end-use items such as insulation.

“However, chips packets are a very big problem in the community – at every corner and sports field you can pick up hundreds of packets,” she said.

“We would like to thank every volunteer for their hard work and dedication to keep Fisantekraal clean,” Cronje said.

She thanked PlasticsSA, Petco, Ocean Conservancy, aQuellé and Shoprite for their donations of bags, gloves and water.

Hope on the horizon for landlords

A

fter 18 months of minimal growth, landlords may not be feeling particularly optimistic about their rental investments.

However, the latest PayProp Rental Index shows trends may finally have ceased its downward trajectory. Jacqui Savage, national rentals manager of the Rawson Property Group, says this is good news for landlords, but not necessarily a sign of a market turnaround yet.

“Rental growth over the last six months has been virtually flat,” she says adding that the first quarter’s 3.85% increasing to 3.86% in the second quarter of this year may not seem particularly positive for landlords, “but when taken in context with mov-

ing average trend lines dating back to 2017, it shows the first reliable sign of an end to the national rentals growth decrease”.

While a flat trend line is unlikely to get anyone’s pulse racing, Savage says the majority of rental assets are still delivering solid returns over the long term.

“It’s easy to overlook the fact that we had long periods of higher-than-inflation rental growth as recently as 2017,” she says. “In order to remain sustainable, these periods of high growth need to be balanced by slower growth to maintain tenant affordability.”

With consumer purchasing power under heavy pressure as a result of

high unemployment, prolonged below-inflation income growth and increasing living expenses, tenant affordability has, indeed, become an issue. Reports indicate weakening tenant credit metrics, despite relatively stable credit scores, and an increase in the frequency of tenants in arrears.

This, Savage says, has made it essential for agents and landlords to implement stringent vetting procedures for all tenants and, ideally, repeat these processes on lease renewals.

“It’s this balance that landlords need to keep in mind when times are tough,” says Savage. “In order for rental growth to recover, tenant affordability needs to recover too.

Trends shift toward rental investments soon starting to pay off for landlords.

It is sometimes said that in Cape Town—and elsewhere in SA—security estates are rapidly becoming the norm in new developments and can generally command higher prices than similar freestanding homes.

recently sold at an average price of R678,000 while those not in estates have had an average price of R620,000.

This trend, he added, is also noticeable in Johannesburg, which was the first city to initiate security estates. Here the average estate home across the board (i.e. in all price brackets) has sold recently at R2,775, 000 while those not inestates sold for an average of R1,920,000.

Commenting on this recently, Rowan Alexander, Director of Alexander Swart Property, said that while there is truth in this statement, it should not be taken as a sign that freestanding homes have lost their intrinsic value.

Alexander added that the swing to security estate homes is a relatively recent phenomenon in the South African residential scenario and it does not mean that freestanding homes, which comprise some 90% of the total market, are now less valuable—even though residential property price growth has flattened out slightly in the last year. But it does mean that even limited estates with limited security e.g. an electric perimeter fence and a remote controlled entrance boom will be in increasing demand.

City of Cape Town figures show that the new trend is most evident in the R1,5 to R3 million house price range. Security estate homes in Cape Town in this price bracket, says Alexander, have in the last few months sold on average for R2,284, 000 whereas freestanding homes in this bracket sold at an average price of R2,180,000. What is more in the northern suburbs, says Alexander, all current new developments are for security estates. Higher up the price scale i.e. above R7million, the gap between security estate homes and those not in estates becomes even more pronounced: homes in estates in this bracket have recently sold at a average prices of R8,921,000 while those not in estates had an average selling price of R6,819,000 Even in the lowest price Cape Town bracket (R400,000 to R800,000) says Alexander, security estates are now held in high regard and can attract slightly higher prices: those in estates have

ie uitsonderlike verbetering van Durbanville-Bellville se Superliga-rugbyspan oor die afgelope paar seisoene het Dinsdag 24 September ’n hoogtepunt bereik toe die Durbies as die WP se 2019-klubkampioen gekroon is.

En dit was ook nie net ’n geval van om die Maties in die eindstryd op City Park met 2213 te klop nie. In die voorafgaande nege dae het Durbell ook die ander twee Wes-Kaapse universiteitspanne, die Ikeys én UWK, oor-

tuigend verslaan om sonder teëspraak as waardige kampioen die seisoen af te sluit.

“Dit was harde werk, maar skitterende samespel te midde van ’n besonder gesonde klubgees wat die spelers hierdie sukses laat behaal het,” sê Wally Wallender, die Durbell-voorsitter. Sy woorde word beaam deur Ernst Koen, die president van die klub, wat vandeesweek aangedui het dat hierdie merkwaardige prestasie die voltrekking van ’n deeglik uitgewerkte tweejaarplan was.

“Alle klubbetrokkenes het ingekoop in hierdie beplanning. En toe het die spelers

met puik verdediging en uitmuntende spel deur veral die voorhoede gesorg dat die Maties nie net hul eerste opstopper hierdie seisoen in die WP se klubrugby gekry het nie, maar terselfdertyd ook as die vorige klubkampioen onttroon is.”

Intussen het die getal Tygerbergse spanne in die topafdeling van die Superliga van ses spanne na sewe gegroei. Die afrigter Wessel Kriel se Kuilsrivierspan het Hamlets in die eindstryd van die B-afdeling met 17-13 geklop en is aanstaande seisoen terug in die A-afdeling, waar hy laas in 2016 was.

Noordelikes-Tygerberg, wat gevaar geloop het om sy plek in die A-afdeling te verloor, het Saterdag 28 September in ’n promosie/relegasie-wedstryd met 29-18 met Bellville afgereken om sy topliga-status te behou.

Ook in die B-afdeling van die Superliga sal daar aanstaande jaar groter Tygerbergse teenwoordigheid wees. Die afrigter Peter Links se Hands & Heart-span van Kraaifontein – wat Young Peoples van Daljosafat Saterdag in ’n uitspeelwedstryd met 35-20 geklop het, asook Scottsdene skuif albei uit die C-afdeling op na die B-afdeling.

Sydney in fine form: Sensei Sydney Veremu (Welgemoed) dominated the Kyokushin-kan full contact Len Barnes Memorial Tournament by winning the men’s heavyweight title. He needed a mere 9, 27 and 45 seconds respectively en route to being crowned champion.

Competitors from around the country including Zimbabwe made up the 350 karateka competing for top honours on the day. The tournament also served as selection for the upcoming Kyokushin World Tournament to be held in Kazakhstan in December. The Welgemoed dojo produced Ruan Grobbelaar, Riko Odendaal, Jesse Masimila, Pieter Von Maltitz, Joshua Eitner, Deone Veremu, Milla-Gray Cupido,Jordan Masimila, Sisipho Zingitwa and Sydney Veremu as national kata champions. Loubser secures junior title L

Louis Loubser, a 17-year-old grade 11 pupil at The Golf School of Excellence in Tygervalley, won the Bridge Junior Series title at Strand Golf Club on Sunday 15 September.

Ná ’n oorwinning met drie paaltjies oor HS Oudtshoorn het dit broekskeur gegaan teen HS Diamantveld (Kimberley), maar die Stellies het dit met ’n vierlopiesege deurgetrek. Soos in die geval van ook al die ander spanne se derde wedstryd, het reënweer die derde reeks kragmetings gekortwiek.

Die spanne van D.F. Malan en HS Tygerberg het gemengde welslae behaal.

DFM het maklik met 10 paaltjies teen HS Sentraal (Beaufort-Wes) gewen, maar het toe met 60 lopies teen Langenhoven Gim (Oudtshoorn) vasgeval.

Die Tiere het hul eerste wedstryd teen Landbouskool Marlow (Cradock) met 35 lopies verloor, maar het daarna HS Punt (Mosselbaai) met 27 lopies geklop.

Daar hoef nie te veel gelees te word in die nederlae wat Durbanville en Brackenfell in albei hul voltooide wedstryde op die lyf geloop het nie.

As gevolg van die laat Kaapse winterreën was die spanne van die Tygerbergstreek nie naastenby deeglik voorbereid vir hierdie toernooi nie. En boonop het die Tygerbergers weinig matrikulante saamgekarwei na die Suid-Kaap met die oog daarop om hul spanne agtermekaar te kry vir die 2020-seisoen.

Durbanville het teen HTS Daniël Pienaar (Uitenhage) en Outeniqua (George) verloor, terwyl Brackenfell ook nie teen Despatch en HS Strand die mas kon opkom nie.

ouis Loubser Jnr, a 17-year-old member of Durbanville Golf Club, secured the Bridge Fund Managers Junior Series title at Strand Golf Club on Sunday 15 September.

Loubser, a Grade 11 learner at The Golf School of Excellence in Tygervalley where he is coached by Paul McKenzie, birdied the 15th and the 16th holes to end the day 2-under par and a single shot ahead of Luke Pienaar, with Jere Brits and Travis Procter a further shot back. Runner-up Luke played excellent golf in a round which included six birdies.

The win sees Louis qualify for the South Final of the Bridge Junior Series which will be played at King David Mowbray Golf Club in April next year, where he will compete against an elite field for the chance to win an all-expenses-paid trip to the Junior North and South Championship at Pinehurst in the United States of America (USA) in July 2020.

The opportunity to play at Pinehurst is a big motivator for entering the Bridge Junior Series tournaments, and Louis hopes to emulate Tyran Snyders, who in July became the first South African to win the championship at Pinehurst.

“Junior golfers in the Western Cape have competed against Tyran many times, so his win at Pinehurst is inspiring because it tells us we are capable of performing at international tournaments,” said Louis, whose other big goal for the year is to earn a spot in the junior inter-provincial team (IPT).

“I enjoy the Bridge Junior Series tournaments and will play in a few more this year even though I have already qualified for the South Finals. Winning at Strand means I can play pressure-free.”

Louis said the key to his win was putting the ball in play off the tee on a day of typically blustery winds at Strand. “I didn’t have my best game today but was able to grind it out and birdies on the 15th and 16th got me back into the tournament,” said Louis, whose long-term aim is to earn a scholarship to play college golf in the USA. The website, juniorseries.bridgefm.co.za, launched in July 2017, is endorsed by GolfRSA and managed by the SA Golf Development Board. Open to boys and girls in the u.13 and u.19 divisions, the series is played across 18 tournaments hosted by leading courses countrywide and attracted over 1 500 entries in season two. The 18 tournament winners contest 36-hole regional finals in April next year with the two winners jetting off to Pinehurst.

“Louis is now a multiple winner in the Bridge Junior Series and has a really good chance of winning that sought-after spot at Pinehurst,” says Paul Stewart, chief executive at Bridge Fund Managers.

TaylorMade Golf has renewed its support for the series and will provide prizes for the outstanding young golfers at the 18 regional events, as well as the two finals.

Golfers excel: Francois Potgieter (left) and Jooste Senekal both members of the Bellville Golf Club were placed in second place in the Cape of Good Hope Wine Series final in association with GolfRSA held at Leopard Creek in Malelane recently.

The Bellville golfers had to qualify by winning at Bellville Golf Club with 47 betterball Stableford points. They then had to be placed in the top three at the regional qualifier held at Metropolitan Golf Club before securing their place in the finals.
