Furry friends join 16 Day-campaign Day-campaign As 16 Days of Activism for no Violence against Women and Children kicked off last week, furry friends took part in this initiative, with placards to show their support. The Bloubergstrand Social Work Services and the Dutch Reformed Church Bloubergstrand joined hands on Wednesday 25 November at Marine Circle in Bloubergstrand to take a stand against genderbased violence. esidents from Malibu Village are sick and tired of young men using the streets for racing. According to residents there have already been a hit and run incident and someone drove through a wall. Kenny Marcus, who speaks on behalf of the concerned residents, says they are worried that someone will die. “Speeding and burning tyres seemed normal. The fact that nobody ever thought it dangerous and life threatening gave the perpetrators more scope to show off their so called techniques. Since the infill housing project has come to a near completion, most of the houses built on

London Way have been occupied, which creates more pedestrians on this road, not to mention it being a busy road for taxis and buses. This creates a constant flow of scholars and commuters. The corner of London Way and Washington Drive meets with a three way stop street which is totally ignored by motorists. I live on that corner and my kids are aged 5, 7 and 13 years. Since we moved into our new home, we have strived to create a safe environment for our children,” says Marcus. He says his children almost died one day. “We have a patch of lawn on the front section of the house where our children will always be found playing .It was a normal day, children playing, when we heard a loud crash and came rushing out, only to find the driver

trying to drive away after smashing into my newly erected wall and gate. Because his front fender was dragging on the road surface, it was impossible for him to get very far. I rushed out of the house and caught up with the driver. The police was called and a case was logged at Kleinvlei police station. My family is still very traumatised by this incident and horrified by the mere thought that all of our children could have been injured or killed in such a horrific way.” According to Marcus he and other concerned residents have been from pillar to post to get help with the problem. In December 2019 Marcus was contacted by the City of Cape Town’s transport directorate. “Your request for traffic calming is acknowledged. Be advised that all traffic cal-

ming requests received after 28 January would be considered under the revised policy of the same date,” wrote Natasha Davids, communication officer at the directorate. Marcus says after that they didn’t hear anything again until 20 November 2020. “Thank you for communicating with transport information centre, we have forwarded your follow- up email to the relevant person for attention and feedback,” wrote Davids again. “Why is it taking so long to get anything done? Many people will die if nothing is not done soon,” says Marcus. TygerBurger sent a request for comment to the directorate but have not received a reply by the time of going to press. City ready for Covid resurgence T

he Western Cape health department has confirmed that the Cape metropole is experiencing a resurgence in Covid-19 cases. According to a statement released by the City of Cape Town, based on the experiences of other countries around the world, the confirmation should sound a warning to us all that the growing complacency in recent months needs to be cast aside with urgency. “It is imperative that Cape Town pulls together to ensure that the resurgence in caseload and related hospitalisations are curbed, and quickly too. “The City’s health department remains equipped to assist with Covid-19 screening,

As indicated, there is growing community transmission across the metropole, with certain suburbs showing higher active caseloads, based on the available data. The art belongs to a woman who lost both her children to acts of violence. These are some of the raw art images on display at the Imam Harron Hall, Community House in Salt River, showcasing the violent and painful realities of women and children on the Cape Flats. The exhibition formed part of the official launch of the Cape Flats Women Alumni on Monday 23 November at Community House. The alumni was established by the Manenberg safety forum to acknowledge women community activists in different communities. The art pieces were created from household items including children’s clothing, photo’s of murdered children, newspaper articles and trophies, among others. Alumni founder and chair of the safety forum, Roegshanda Pascoe, says women are the backbone of their communities. However, they are often overlooked. She says when lockdown was implemented in March, women took up the cross and decided to feed the hungry and vulnerable in their respective areas. “They did this without the support of government and are still doing it nearly eight months later,” says Pascoe. She describes the alumni as her dream. It has been in the making for two years. “I wanted to create a platform where women are acknowledged for their bravery and selfless acts. These women have endured painful experiences, but they are still there for others, and they never make

She explains that 20 women were selected. “Many of these women do not have tertiary education or could not complete their schooling due to their circumstances. But life has taught them more than a university ever will. They have their doctorate, masters, LLB degree based on the pain and difficulty life threw at them.” Pascoe explains that the women are from Kensington, Hanover Park, Manenberg, Heideveld, Wesbank, Delft, Eerste River, Mitchell’s Plain, Mfuleni, Philippi and Khayelitsha. The exhibition formed part of a week-long string of activities to facilitate healing after dealing with their experiences of loss and suffering. Marian Kortjie is one of the nominees from Kensington. Jacobs, a community worker in Wesbank, explains that her life was never the same after her nephew was killed in 2015 and her son two years later. She says being part of the alumni gives her courage as many of these women have gone through similar heartache. Thildapumza Zackyoppe from Mfuleni says: “As women we are faced with so much adversity in our communities. We need the support from government.” Rukshana Parker, analyst at Global Initiative against Transnational Organised Crime, an international civil society organisation that aims to fight transnational organised crime, thanked the nominees. She says funding would be made available in support of the alumni. On Saturday 28 November, during a gala event, the 20 nominees were honoured with certificates and trophies.

Man van Belhar droom groot nadat hy die hoofrol in ’n splinternuwe fliek, Bloed Betaal, losgeslaan het. Chris Oortman sê hy het sedert 2019 gesukkel om werk te kry en het by baie toe deure aangeklop. “Ek het gesukkel om kos op die tafel te sit en om my kinders in die skool te hou. Ek woon in Belhar en het besluit om sonder betaling my tyd op te offer in my gemeenskap. Ek het veral met jongmense gewerk en hulle lewensvaardighede geleer. Dit voel nog steeds soos ’n droom. Ek wil dit gebruik om ander jongmense te bemoedig dat daar altyd hoop is, maak nie saak wat in jou lewe gebeur nie. Ek is ’n professionele danser en hou bietjie van drama. Iets in my het gesê ek moet dit doen en vandag is ek nie spyt nie,” sê hy. Hy vermoed ook dat daar verlamming in my stembande is. “Dit was vir my ’n groot skok en ek moet dit nog verwerk,” sê sy. Sy word op 22 Desember geopereer in die hoop dat die groeisels verwyder kan word. “In hierdie stadium bid ek vir ’n oplossing en rus ook baie. Ek weet die dokters gaan hul bes probeer om my te help,” sê Charles hoopvol.

‘Brave Heroes’ gedenk ESMÉ ERASMUS

Bewusmakingsprojek om die helde van die Covid-19-pandemie in gemeenskappe bekend te stel en te eer, is Maandag begin. Die veldtog deur Project Brave Heart, ’n nie-winsgewende program by skole wat hom beywer om boeliegedrag te stop, gaan sowat ses maande duur, waartydens mense helde in hul gemeenskappe kan nomineer. Die top-10 “Brave Heroes” word op 7 Mei aangekondig, waarna die algehele wenners op 31 Mei bekend gemaak sal word. Nasionale Brave Heart-dag word ook op 7 Mei gevier. “Ons almal is deur ’n baie moeilike jaar en dit is nou die tyd om dankie te sê. Die idee het daaruit ontstaan dat mense die boelieprobleem met negatiwiteit getakel het, maar ons wil dit op ’n positiewe manier benader deur helde te vereer, sê Maiveen Boehme. Sy het die program in 2018 begin nadat sy self as kind op skool geboelie is en jare later ook haar dogters. Sy meen die fokus is verkeerdelik op boelies en die negatiwiteit van boeliegedrag. “Deur dankie te sê en na mekaar te kyk, keer jy dat mense mekaar boelie en mense stel dus ’n voorbeeld vir mekaar,” sê Boehme. “Nie-winsgewende maatskappye soos ons is seker nou die laaste maatskappye waaroor mense bekommerd is, tog dra ons die land in baie opsigte. Met die veldtog verander ons mense se denkwyses en sê dankie vir mekaar, en kry daardeur geld vir ons projekte. Dus is dit ’n wen-wen situasie vir almal. Sy beoog ook om die program virtueel op te neem. “Ons was net goed op dreef toe Covid-19 ons land en sy mense getref het. Al ons programme by skole is gestaak; dit was ons hoofinkomste,” sê sy. he Mfuleni police is worried about the rising number of violent crimes in the policing precinct and says alcohol abuse could be the problem. According to WO November Filander, police spokesperson, crimes like assault, murder, robberies, hijackings, rape, sexual abuse, child abuse and domestic violence-related incidents are serious crimes that are heavily influenced by alcohol abuse in the Mfuleni policing area. “Alcohol abuse incidents are not just restricted to the street, but in-house also. In light of the 16 Days of Activism for no Violence against Women and Children the Mfuleni station commander Brig Fana Dlamini and his station management embarked on a massive crime prevention operation to crack down on the illegal sale of alcohol in the precinct. “Last week officers from the Crime Prevention Unit arrested a 42-year-old male from Bosasa temporal housing project in Mfuleni, for selling liquor without a license, after he could not produce the necessary legal documents. The police confiscated a considerable quantity of alcohol with an unknown street value. On the same day three other people (two males aged 39 and 49 and a 50-year-old female) were also arrested in three separate incidents in the Mfuleni area for selling illegal alcohol,” says Filander. Dlamani says a zero-tolerance approach will be followed against the illegal selling of alcohol and the abuse thereof in public. “We also need to remind the public that the Covid19 plague is still amongst us and that people should take the necessary steps to protect themselves and their families. Please don’t go to crowded shebeens. We know it is the festive season, but if we are not carefull it could be our last season,” says Dlamini.

Street children fall through the cracks DESIRÉE RORKE @dezzierorke

W

ith impossibly high caseloads and a shortage of social workers, the holistic well-being and development of street children are being hindered. Thus, hundreds of vulnerable children fall through the cracks, never getting the help they so desperately need. To this end the Western Cape Street Children’s Forum (WCSCF) in collaboration with the Western Cape Child Protection Collaborative (CPC) – in response to the Draft Amendment Bill of the Children’s Act – put forward a submission to parliament last week to have discussions about critical systemic issues. The Collaborative requested to

appear before the parliamentary committee in person. It was formed in 2017 is made up of several entities, which has a wide network in the northern suburbs of Cape Town. “It is a civil society child protection movement made up of practitioners and professionals with the aim to lobby government agencies for efficacy in child protection,” explains Janice King, director of WCSCF. “We want more clarity on the term, ‘wellbeing and development’, used in the Bill. We feel it should read holistic development, otherwise it could be interpreted as just one aspect of development,” she says. “And, with reference to funding of facilities, do we have transparency on how funds are prioritised and allocated? If so, where do we access this, how and when? When do

these discussions and processes take place? And how can the community or those working in the sector be consulted? “Also, municipal processes pertaining to early childhood development centres are not clear enough. There are many unregistered, unmonitored community-based organisations that provide care and protection services to children. They often do not know that they must apply for registration or even that norms and standards exist. When these organisations are brought to the attention of the provincial social development department, they only want to register the organisations if they are able to fund them. This means that many organisations remain unregistered and unmonitored.” Moreover, there are an inadequate num-

ber of funded posts for social workers in the childcare and protection system, hence the backlog and caseloads. “The Children’s Act says that a designated social worker should have a maximum of 60 clients, but most that we come across in the city have 200-300 cases, not taking siblings into account. With excessively high caseloads, social workers are expected to do a job that is actually impossible and therefore terribly unpleasant. “It results in a high turnover of social workers as they are themselves abused by ‘the system’, and vulnerable children not receiving the service they desperately need.” The closing date for public comments was Friday 29 November, after which parliamentary processes begin.

Garden established to support these health workers A Staff Wellness and Support (Swells) Committee has recently been established at Tygerberg Hospital with the objective to facilitate enhancement of the hospital’s internal and external physical environment – especially during the peak of the Covid-19 pandemic. The committee’s founding members are dr Roshni Mistry (chairperson), dr Granville Marinus (treasurer), prof Rafique Moosa, dr Suretha Kannenberg (secretary) and professional nurse, Nora Windvogel. A wellness park was established recently at the hospital thanks to the committee and with the help of Cape Nature.

“The vision of the wellness park at Tygerberg Hospital is to benefit staff and patients – a vision which was shared with Cape Nature in 2018. “The project was given momentum with the Swells committee, when planning meetings began in August 2020,” says Laticia Pienaar, Tygerberg Hospital spokesperson. On Friday 20 November, the garden area that Cape Nature assisted Tygerberg Hospital with, was officially handed over. “This unique partnership with Cape Nature is something to celebrate, especially during the most challenging health pandemic our country is facing,” Pienaar says.

Só wettig dat die een daggaklub ná die ander nou in die land geopen word. Want daar is blykbaar skuiwergate in die wet wat dit moontlik maak. Solank jy nie daarmee handel dryf nie, blyk dit, is almal gelukkig. Ek lees in die koerant dit werk só: Jy sluit by die klub aan en hulle kweek vir jou ’n plantjie op hul privaat perseel. Wanneer jy die behoefte voel, kan jy van jou eie plant op die perseel gaan nuttig. Hulle kan seker lekker muffins ook daarvan maak. Maar jy kan dit rook ook, of gemeng met alkoholvrye bier geniet. Ek hoor selfs gerespekteerde lede van die gereg, soos polisiebeamptes, het al by die klub aangesluit. Hulle kan, want ingevolge die wet word niks onwettigs gedoen nie. Die klub sê: “we consume cannabis for the same reasons people wear glasses – to improve your view of the world”. Helaas en uiteindelik, sal party mense ook sê, want die groen slaai is al lankal wettig in ander lande. Vat nou maar Nederland, waar mense lankal in Amsterdamse restaurante so ’n ou twakkie saam met hul koffie kan bestel. In San Francisco, Amerika, is ’n daggastoppie net ’n oproep ver. Dis ’n kwessie van bel en bestel, en dit word afgelewer. Dit bevat Omega 3, 6 en 9 in presies die regte verhouding vir hart- en geestesgesondheid. Too easy to step on a racial toe I have no connection at all with the Brackenfell High School, any of its pupils or their parents, neither do I write on their behalf. That having been said, I do consider a reply to EV Rapiti’s letter (“Brackenfell violence, an issue for serious deliberation”)in TygerBurger of 25 November is necessary. The Constitution guarantees the right to protest, but, this right is to be exercised in a peaceful manner. Unfortunately that proviso appears to be forgotten by all the “protesters” and, as was the case when they “protested” at the Clicks shops, the EFF came to Brackenfell not to protest but to riot. The reason for their “protest” was a case of perceived racism, based on an unproved allegation, which was subsequently denied, which denial stands unchallenged and was accepted by the local MEC for education. Your correspondent, Rapiti, appears to agree with the EFF that the private party was a “racial gathering” because it was attended by white pupils only. The parents are criticised, as well as the teachers who attended and the MEC is suspected of possibly “pandering to the salivating appetite of her racist followers”. The Constitution also guarantees freedom of association. This means that I may invite to my private party whomever I wish. That is my right. The number of guests is irrelevant and when somebody is not invited he, she or it, has no cause for complaint. The fact that those not invited were classmates with the invited pupils, or were in the same rugby or hockey teams gives them no right to an invitation. When a host invites some people and chooses not to

invite others, there is no duty to provide reasons to the uninvited for their being not on the list of guests. Whether the parents did invite some pupils of colour to the party or not is equally irrelevant, except that, if they did, it proves that the party was not exclusively for white pupils only. If the person invited chooses not to come, for whatever reason, that cannot reflect negatively on the one extending the invitation. There could be many reasons, other than racial preference, why the party was attended by white pupils only or why only those white pupils were invited. It is irresponsible to jump to conclusions and shout “racist” on the mere fact that only white pupils attended a private party. I fear that on those grounds I, too, would be accused of racism because I did not, and never have, invited a single person of colour to my birthday party. I have also never accused the people of colour whom I have met and worked with, of being racist for failing to invite me to their weddings or birthday gatherings. Unfortunately race has become such a touchy subject that one can hardly move without stepping on a racial toe. Perhaps it is time that the hysteria stops and all people simply carry on with their lives and earn a living, which is hard enough in this time of Covid. WILLEM DE HAAN Welgemoed

Fisantekraal not neglected As local ward councillor of Fisantekraal, I would like to respond to certain claims by Mr Timothy Wildschut in last week’s TygerBurger (“Fisantekraal neglected”, 25 November).

He is absolutely right in stating that residents have a right to services such as streetlights, and water and sanitation. What he fails to state, is that residents do not have the right to break down infrastructure as soon as it is fixed. There is not an area in the whole of Durbanville that receives more attention, capital and operational city budget, than Fisantekraal. We have a responsibility to ratepayers to spend their money well. If you spend massive amounts of money on the same things over and over again, it is considered fruitless and wasteful expenditure, not maintenance. I know Mr Wildschut only wants the best for Fisantekraal, but one must be conscious about your message in achieving this. The focus should be on behavioural changes within the community, not falsely letting the community believe they are being treated unfairly.
