T

he aftermath of the winter season gives rise to the formation of potholes.

Residents are fed up as they feel the City of Cape Town has turned a blind eye to the roads of Elsies River.

The formation of potholes during winter is common as it is directly related to the heavy rainfalls and the age or condition of the roads.

Zubeida Louw from Salberau said she broke her ankle in December last year as a result of a pothole she had tripped over.

“These potholes are a big problem. I was walking in Halt Road when I tripped and broke my ankle. That day there was no one in the road to help me so I had to the closest pharmacy. I received medication then the following day my foot was swollen.

“My husband took me to N1 City hospital where the doctor informed me that I had broken my ankle as the ligament was torn,” said Louw.

About two weeks ago, Louw said she witnessed a youngster fall off a motorbike as he was trying to avoid a pothole in Salberau Avenue. “By trying to dodge the pothole he swerved and fell off the motorbike. This happened in front of my house.

I ran out and helped that boy. Shame, he was in shock so I gave him sugar water then asked him to give me his mother’s contact number so I could inform her that he needed to be fetched.”

A resident of Moon Close, who asked not to be named, told the newspaper he is also unhappy with the lack of service delivery from local councillor Christopher Jordaan. “This whole road is messed up, and has been like this for years now.

We pay car licenses, but we get no return. There was recently almost an accident again because of two cars trying to avoid the potholes.”

No formal investigation, says City DESIRÉE RORKE @dezzierorke

o formal investigation was instituted into the City of Cape Town’s electricity tariffs, according to Cape Town mayor Dan Plato.

In a statement on Tuesday 20 August, Plato refuted media reports that the National Energy Regulator of South Africa (Nersa) Nersa had started an investigation into the City’s “Nersa-approved” electricity tariffs making it out as “fake news”.

TygerBurger reported last week that Nersa confirmed an investigation is underway following a formal complaint lodged by the public lobby group Stop COCT on behalf of its 13 200 members (“City electricity tariffs investigated by Nersa”, 21 August).

“Nersa has received quite a number of complaints from the City of Cape Town customers and yes, Nersa is looking into the matter ... you will be advised accordingly after Nersa has concluded the vigorous engagement and investigation on these issues,” Nersa spokesperson Vuyelwa Poswa wrote in an email to TygerBurger on Monday 19 August.

In its complaint Stop COCT, Dan Plato. challenged the increase of the electricity levy to R163.50, as well as the new tariffs increase of 8.8%, that came into effect on 1 July. The lobby group believes the actual rand and cent value of this increase, is much higher than what Nersa recommended. Stop COCT also questioned whether the City took into account the effect of the new general valuation of properties.

Plato’s official response on the matter was however omitted from the article.

‘Misinformation’ Plato says complaints have been received about the tariff, which is to be expected, but there is no formal investigation into the City’s tariff structure.

“Nersa approved the tariffs. The public is encouraged to question the motives behind some lobby groups who continue to criticise the City and to misinform the public with fake news instead of sharing the facts that are made available in good faith. Civil socie-

ty is an incredibly important sphere for engagement and to hold government to account. It is more effective when the engagements are based on constructive input,” he added.

He says, the City’s 2019/20 tariff increases, approved at council, have been kept as low as possible at 8,88% compared to the 15,6% increase implemented by Eskom. “Electricity prices are influenced by the fact that 65% of the tariff goes towards buying bulk electricity from Eskom.

Plato says the City compares well to other metros with costs being lower in many instances. “Tariff information is available for all to see and the setting of tariffs is a process that is based on public participation. Importantly, there is still scope for reducing costs by reducing household consumption or being energy efficient.

“The City has also made considerable provision for vulnerable households and the elderly through the provision of rates rebates and indigent relief for thousands of residents who are in need of assistance.”

Contradiction When TygerBurger enquired to the City about the contradiction in the statements by Nersa and Plato, the City responded: “For the City, there is a difference between individual complaints made about tariffs that would be looked at and a formal investigation into the City’s tariff structure,” a spokesperson of the City stated.

The spokesperson reiterated Nersa will look into individual complaints it received as per a matter of course and due process but there is no investigation into the tariff structure. “It is similar to the City receiving a complaint from the public. To follow due process, we must look into complaints received on any matter pertaining to the municipality. A formal review would follow a different process and could include other government or regulatory agencies, however, this is not the case.”

Shooting hoops into WP colours TARRYN-LEIGH SOLOMONS @tarryns07

S

he may be of average height, but Somila Lekker from Montana obtained her Western Province (WP) colours in basketball.

The 14-year-old Divine Heritage Christian College learner participated in WP trials at The Settlers High School on Sunday 4 August.

She is now part of the Western Cape School’s Basketball u.15 Girls team. They will be competing in the National Top Schools Championship which takes place in Gauteng in December.

Somila shared how her passion for the sport came about: “My older cousin played basketball as well so watching her made me very interested in the sport. When I was in Grade 4 I started playing basketball for the school which I attended (Montevideo Primary School).

“I’m playing for the Montana Vikings Club which is based in Montana,” said Somila.

Her position is point guard. “This position

requires me to set the game by guiding teammates with where to stand.”

The sport, she said, allows her to do a lot of running and ball control: “Basketball is such an interesting sport whereby you socialise with people and it’s something the players are very passionate about.”

Somila practices at the club three times a week.

Asked about her accomplishment, she said: “I feel very proud and humbled to have been chosen to represent the province. If it wasn’t for the support of my family, I wouldn’t have been here. My dream is to go further with the sport and hopefully make it a career.”

Divine Heritage Christian College school principal, Dorothy Tambara, said she is very proud of her achievement: “Somila has really made us proud and my only prayer for her is that she goes further. What pleases me the most is that she balances her academics and sports. Her academic progress is good.

She should be the proud girl God has destined her to be. Somila must grow in the fear and reverence of the Lord and continue to be exemplary.”

More than 1 000 illegal firearms recovered

The official announcement was made at the official launch of Google Computer Science in Johannesburg last week.

About 500 children from both primary and high schools within the Elsies River community and areas beyond have been identified for the coding project.

Llewellyn Scholtz, who is the chief executive officer of Genesis CITI and the centre manager of the I-CAN Centre welcomes the partnership of Google and stated that the project will bring hope and confidence to youth in disadvantage communities, building towards their future.

He explained that coding is basically the computer language used to develop apps, websites and software.

“Without it, we’d have none of the major technology we’ve come to rely on such as Facebook, our smartphones, the

Police in the province have recovered more than 1 000 illegal firearms since November last year. Provincial minister of community safety, Albert Fritz, has now called on police minister Bheki Cele to ensure that the 1 037 firearms be destroyed. “The number of recovered illegal firearms has decreased slightly from 1 047 between November and October 2018. I call on the destruction of these illegal firearms to guarantee that they are not leaked back into the illegal pool of weapons in the province. It is important to note that the ma-

Self-defence: Learn how to save your life

A

mere basic knowledge of self-defence techniques can save your life in the event of a life threatening situation.

So says Francois du Plessis, acclaimed local karateka, who’ll once again be joining hands with TygerBurger for this year’s self-defence morning for women.

The previous sessions have been so popular that TygerBurger has decided to make this a yearly event, with the assistance of Francois du Plessis Karate School and sponsors such as Bassett Alarms. “What puzzles me is that despite the violent society we live in, very few

people make the effort to learn how to secure themselves,” says Francois.

On Saturday 12 October, women are invited to attend the TygerBurger Self-defence Morning and learn more about defending themselves against an attacker. “I’ll teach the women simple yet practical techniques in a realitybased training scenario,” says Francois.

Women who attended last year’s event said they realised how important body language was and how paramount it was to be aware of one’s surroundings – while driving, while walking to the car and when getting home.

“Francois and his team showed us where a person’s weak spots are. If you hit the target, you would be able to ward off an attacker,” said Mariétha Burger, who attended last year.

The event will be held at Durbanville High School’s gymnasium from 09:00 to 11:00.

Astra school benefits from toy donation Learners at Astra School in Montana were full of smiles when Toys R Us “Trupers” in the province donated educational toys to the school.

Nicole Jansen Van Vuuren, marketing manager of Toys R Us and Babies R Us SA, said this was in response to a plea from the school for toys and sports equipment.

“We are pleased to come to the aid of Astra School and hope our contribution would provide these wonderful children with a toy selection resource that develop skills through the power of play,” she said.

School principal Melani Mabotha said the school serves approximately 350 physically disabled children and a further 100 with learning disabilities.

“A total of 90% of our children come from townships, rural areas or other disadvantaged communities. Fewer than 10% of parents are able to pay school fees and transport costs and a large percentage are unemployed.

“We are extremely grateful to the Toys R Us team for heading our call for help and assisting our students with the essential development toys and games they need.”

The aim and focus are to raise funds to fulfil the dreams of children.

They invite everyone to support them by purchasing or sponsoring one of the following: a fourball for R2 600; branding on one of the 18 holes for R5 500, including a fourball; contents for goody bags such as socks, keyrings or golf magazines; halfway refreshments; and prizes for nearest to pin and longest drive.

Anyone who purchases a fourball or brand one of the holes, will receive a goody bag, a halfway lunch and can also attend the prize-giving buffet supper and auction.

For 30 years the Reach For A Dream Foundation has brought hope, joy and healing to the children’s wards of hospitals in South Africa.

However, they rely heavily on events such as this to ensure that each of these dream days are as special and tailor-made as possible.

ammas wat nie meer weet wat om met hul pasgebore babas te doen nie, hoef nie meer die baba weg te gooi of in plastieksakke te los nie.

Daar is nou ’n nuwe heenkome vir ’n babas. Babas kan nou na Inceba in Bellville geneem word. Hulle kan daar bly tot die baba aangeneem kan word.

Jaarliks word meer as 3 500 babas deur hul biologiese ouers of primêre versorgers wees gelaat of weggegooi.

Die organisasie Inceba sal die proses fasiliteer sodat jou baba aangeneem kan word.

Inceba is geleë oorkant Nobelpark en langs die AGS Bellville-ouditorium.

“Ons is nie ’n huis vir ongehude moeders of vroue wat swanger is en geen heenkome het nie. Ons bied volhoubare oplossings aan individue en groepe in die gemeenskap wat krisisse, uitdagings en veranderinge ondergaan,” het Johan Pretorius, hoofbestuurder van Inceba, gesê.

In een van die mure by Inceba is ’n babahouer (staalboks) ingebou, waar die ma haar kind kan laat en die spanlede by Inceba sal verder die baba versorg.

Volgens Pretorius het al die beraders opleiding ondergaan en is die opleiding deurlopend.

“Ons het nie babas by ons fasiliteit nie, maar het baie te doen met mammas wat ’n behoefte het om hul omstandighede met ons te deel. Een van ons vennote is ’n aannemingsagentskap en ons ondersteun die agentskap wanneer ons kan.

“Ons het te doen met kangaroe-mammas wat ’n baba versorg, terwyl die baba se kinderhofproses aan die gang is en ons ondersteun al die betrokke partye deur die hele proses,” het Pretorius gesê. ’n Bepaalde prosedure word gevolg vandat die baba uit die babahouer gehaal word en die baba ontvang onmiddellik mediese sorg

en klaring.

“By die hospitaal neem die aannemingsagentskap die baba in sy wettige sorg nadat die mediese toetse afgehandel is. ’n Kinderhofprosedure begin binne 48 uur en die einddoelwit is aanneming. Inceba werk nie met ’n ma voor of ná geboorte nie. Ons paaie kruis net met ’n mamma voor en na geboorte as sy van die swangerskap-hulpsentrum se diens gebruik maak.

“Wanneer ’n swanger mamma dit oorweeg om ’n aborsie te ondergaan, kan sy ook by ons aanklop vir hulp. Ons bied langtermyoplossings aan haar en die baba en maak seker dat sy ’n ingeligte besluit kan neem betreffende aborsie, aanneming of om haar kind self groot te maak,” het hy gesê.

Die gedagte is om haar bloot te stel aan al die moontlike oplossings en bronne, sodat die mamma verstaan dat sy nie hoef te aborteer nie en dat aborsie nie die enigste uitkoms is nie, het Pretorius gesê.

Dikwels sal ’n mamma die swangerskapsentrum besoek vir hulp nadat sy ’n aborsie gehad het en van die personeel is opgelei om die mamma te help om die aborsie te verwerk. Dit staan bekend as na-aborsieherstel.

“Ons het ook ’n tweedehandse klerewinkel, waar mense dikwels baie goeie tweedehandse klere en items skenk. Ons deel baie van die klere en items uit en die res word in die winkel verkoop. Met die inkomste uit die klereverkope is ons in staat om ’n paar operasionele aangeleenthede te befonds,” het Pretorius gesê.

Die klere word deur kerke, vriende, vrywilligers en die gemeenskap geskenk.

“Die gedagte met die klerewinkel was nie om ’n gesin toe te rus nie. Soms word iemand na ons verwys vir hulp met klere en as ons hom of haar kan help, dan maak ons so.

“Soms raak ons self bewus van iemand wat nood beleef met klere en indien dit moontlik is, sal ons ’n intervensie doen.

“Dit is altyd goed as iemand iets wil skenk

Wanneer ons skenkings ontvang, kyk ons waar ons dit kan aanwend waar die behoefte groot is, of gebruik dit self,” het Pretorius gesê.

Suidoosterfees is looking for young talent The sixth annual Suidoosterfees talent search takes place between September and November.

The festival with the slogan “a festival for all focuses on the development of young artists through projects such as the talent search and aims to create opportunities through workshops, mentorship and job creation.

This year the festival will host seven qualifying rounds in areas such as Cape Town, Wellington, Athlone, Mitchell’s Plain, Bellville, Khayelitsha and the Overberg.

The main objective of the project is to discover new talent in the Western Cape.

The project also focuses on educating participants and their communities on the arts, the industry and the festival itself, and offer training to participants and winners to further develop their art.

Trend shifts to non-alcoholic drinks SAMANTHA LEE

ore and more drinkers are opting to consume low to no alcohol beers and drinks, creating a safer and healthier relationship with drinking.

“Binge drinking and over-indulging is a culture that is often encouraged from a young age. You will see teens drinking and then acting recklessly. There is an element of peer pressure, or at least there was for me. You are not cool if you do not drink,” says Lionel Williams who has joined the trend.

TygerBurger spoke to Williams at a local bar as he was consuming a Castle Free.

Williams was out with a group of friends who were consuming alcohol.

“I am the driver tonight,” he says.

His shift to becoming and consuming more responsibly came after one too many incidents.

“I have been in five accidents and three of those times I wrote the car off. One car was my father’s, the other belonged to a friend.

There is a culture in Cape Town that ‘it wouldn’t happen to me’. And even after all those accidents, I still continued,” he says.

“I heard many stories and saw many acci-

dents, but that did not change anything for me. I realised I needed to change, or make better choices when my friends and I were pulled over in a roadblock one night. I wasn’t driving that night but my friend was and he was arrested. He wasn’t even as drunk as I usually was when I got behind the wheel and that scared me.”

He says though it was difficult to make the adjustment, he is happy to have made it.

“I still drink, but I do it when I am at home or if I really crave it. The alcohol-free beers have become so good that they taste very similar. It is all in the mind and I still get the pleasure of a beer without a hangover the next day. That is the one thing I don’t miss about drinking,” he says.

Lester September stopped consuming alcohol after he thought he was chased by a cop car on the N2.

“I was driving home from a braai and had a few glasses. My family was with me. I remember feeling like I maybe should not be driving, but we weren’t far from home. I looked up and saw the blue lights coming toward me. I panicked, I thought today may be the day I get arrested. I started slowing down and the car passed me. But I got the shock of my life and now I only drink alcohol-free,” he says.

“As you get older, you realise you can’t be so reckless, no matter how long or short the distance. But from experience, when you are drunk, you don’t care, you are invincible.”

The world over, low and no alcohol beers and drinks have changed the way adults consume alcohol.

According to global market research company Nielsen, Americans are no longer as loyal to their historic adult drink of choice, while in the United Kingdom a non-alcoholic beer was used to demonstrate to consumers that consuming fewer units of alcohol and reducing their calorie intake, didn’t have to mean giving up the great taste of a quality beer.

Closer to home, the City of Cape Town has al-

so “optimistically” noted a shift in alcohol consumption, with fewer recorded confiscations.

The City is most active in confiscations over the festive season, where holiday-makers try to consume liquor at public open spaces.

“The confiscation of alcohol is one of the most crucial elements in the City’s annual festive season operational plan because of the link between alcohol consumption, anti-social behaviour and compromised safety. The festive season road safety report released earlier this week indicates that nearly 60% of road fatalities in South Africa involve alcohol.

In Cape Town, alcohol is listed as the second leading cause of fatal drowning incidents,” says Mayco member for safety and security, JP Smith.

“These are among the reasons that our law enforcement department, supported by their metro police counterparts, place such heavy emphasis on alcohol confiscations. It is for these same reasons that the City conducts a sustained awareness and education campaign to highlight the dangers of alcohol to road users, beachgoers and the public in general.”

This year there has been as much as 40% less than in 2017 festive season.

While it is unclear what the reason is, the City, along with police and other enforcement agencies have vowed to continue the fight against public intoxication.

“The City cannot pinpoint with certainty the reasons behind the shift in trends, but we do welcome it and hope that we can sustain it going forward. Awareness campaigns around this problem have been very prominent over the last few years and one suspects that this has something to do with the higher levels of compliance,” he says.

la campaign which kicked off in December last year, supported by Volkswagen in partnership with Drive Dry. The initiative is aimed at promoting consumers to make a positive change in the culture of drinking and driving.

Initiatives such as these are in a bid to lower the number of road fatalities and promote safe and responsible consumption of alcohol.

Over the 2018/19 festive season, 1 612 fatalities were reported as a result of road accidents. While not all of these were as a result of drunk driving, authorities have used this as a means to promote safer road use, which include curbing speeding and drunk driving.

This has further inspired many retailers to lend its voice to the cause.

As of this year, several fuel station shops have also stocked alcohol-free beers and wines, encouraging responsible consumption.

“An alcohol-free beer offers people the freedom of choice to still enjoy the taste and the sociability of a beer, and the sense of belonging of having a drink with one’s friends, but without the alcohol,” says Zoleka Lisa, vice president of corporate affairs at SAB in a statement. “It also allows the drinker to have a safer consumption experience by practicing ‘pacing’ by combining the consumption of alcohol beers with alcohol-free beers as a means of moderation.”

“As numbers of lighter or lower alcohol beer sales increase, it is a win-win situation for brewers and the public at large, as we grow our volumes while reduce the total alcohol consumption in South Africa, meaning a safer place for all.”

While the beverages contain no alcohol, they are still not for sale to person’s under the age of 18, as they may encourage a culture of underage drinking.

Enforcement agencies have also encouraged residents not to try and fool them with alcohol-free bottles, as they will still be fined should they be found trying to conceal alcohol with them.

Volgens Linda het Koch ’n waardevolle en sinvolle lewe gehad en was die dienssentrum vir haar ’n tweede huis.

Housing project makes progress AVRIL FILLIES

T

he integrated housing project in Glenhaven on the corners of Peter Barlow and Bester roads in Bellville South is making good progress. The development offers 944 apartments in total.

The first block, precinct 1, offering 253 units for rental in the GAP market – households earning between R3 501 and R15 000 a month – were completed at the end of last year and is fully rented.

“An additional 512 housing units will be completed in December with the first tenants anticipated to move in as of February 2020,” says Jean-Pierre Nortier, development director of Devmark Property Group.

He adds that bulk civil works on Anchorage, precinct 2 of the project, has been completed and the main contractor is progressing excellently.

“The tenanting process is to commence imminently and Urban Status Rentals, the social housing institute which will own and manage the social housing apartments, will engage with the approximately 2 000 applicants from October.”

He says the number of applicants demonstrates the huge demand for well-located, af-

fordable accommodation. One bedrooms start off from R576 300 and two bedrooms from R79 300.

“The selling prices include buyers bond registration fees as well as transfer fees. The development on an infill site measuring 7.2 ha, is near public transport, the University of the Western Cape (UWC), the Cape Peninsula University of Technology (CPUT),

schools and various economic opportunities,” Nortier says.

“The development will establish new standards for social housing by delivering on quality and amenities and by doing so on scale. It will be ideal for young couples as well as families looking for affordable, secure, well located, designed and built rental accommodation.”

The development in Glenhaven is near UWC, CPUT and other amenities.

Precinct 3, to be known as The Glen, is due to be launched to the market early September by IGrow Wealth Investments. “It offers great value and is an excellent option for first-time buyers, tenants as well as investors.

Furthermore, it’s situated in a safe area with biometric access control, 24-hour manned security, quality of design, build and specifications, fibre-ready apartments and a lush landscaped park with an amenities building,” Nortier explains.

The development also holds enormous advantages for the area through contributions and improvement to the infrastructure in the immediate surrounds.

“Integrated housing projects are of vital importance to both society and the City. There is a huge backlog of affordable housing stock, especially located near opportunities of education, employment, transport and amenities. Our projects are close to major industries, the Bellville CBD and Sacks Circle, as well as public amenities such as schools, state hospitals and public libraries. Furthermore, it’s only 1.2km from both UWC and the CPUT Bellville Campus. We believe this to be one of the reasons that the development is doing so well,” Nortier concludes.

Rules for renting: How to be happy About a quarter of the 16,7 million households in South Africa rent their accommodation, according to the most recent general household survey released by StatsSA. A large number of these are renting in the informal sector, where there is rarely any kind of lease document or protection for tenants, says Andrew Schaefer, managing director of national property letting and management company Trafalgar, but even in the formal sector, prospective tenants are often not careful enough when entering into a lease.

“For example, tenants need to make sure they are aware of anything they will be charged for in addition to the rent, such as water, electricity, refuse removal or security. If these amounts are not included in the rental they can make a big difference to monthly payments – and the affordability of the property,” says Schaefer.

The general rule on affordability, he notes, is that your total monthly rental

should not exceed 25 to 30% of your net household income, but even that is too high for many South Africans, who are spending a large portion of their income on debt repayment and transport to and from work.

Schaefer says that once it is implemented, the new Rental Housing Amendment Act will make it compulsory to have a written lease. Until then, he advises tenants to insist on a copy of their lease and make sure they are familiar with all the terms and conditions. They should also make sure it states the length of the rental period and what notice period is required.

“Before signing or moving in, they must inspect the property thoroughly with the agent or landlord. Any defects in the unit should be documented and photographed and attached to the lease so there can be no dispute later about when damage was done and by whom.”

The lease should also state, he says, that it is the landlord’s responsibility to ensure

the property remains habitable during the lease period.

“If the roof is damaged by a storm and leaking, for example, it is the landlord who must ensure that it gets fixed and your belongings don’t get ruined.

“It is, however, the tenant’s responsibility to insure their own belongings against damage or theft.

“Tenants must also understand exactly what they will be responsible for as far as day-to-day maintenance of the property is concerned. It is not unreasonable, for example, to be expected to water the garden, mow the lawn and keep the pool clean if you are renting a house but the situation may be entirely different if you are renting a sectional title flat or townhouse.”

Shaefer says it is also vital for tenants to know what additional costs they will incur if rent is not paid timeously, and to ensure that their damage deposit is placed in an interest-bearing trust account.

ie Superliga-rugbyspanne van UnieMilnerton en die Universiteit van Wes-Kaapland (UWK) het die afgelope naweek saam met Durbanville-Bellville gekwalifiseer vir aanstaande maand se topses-kompetisie om die Presidentbeker.

Maar vir Tygerberg en Brackenfell is dit neusie verby nadat hulle in die jongste voorlaaste reeks wedstryde vasgeval het.

Tygerberg se verloorslag van 12-49 teen die Maties het meegebring dat hy (voorlopig) in die sewende plek op die punteleer sal eindig, terwyl Brackenfell se nael-

e Kuilen was verlede week in Bellville die verrassingspakket in die TygerBurger/King Cars-sewemantoernooi vir o.19-rugbyspanne, maar dit was Stellenberg wat, soos verlede jaar, andermaal met die louere weggestap het.

Hierdie twee spanne was die enigste wat al drie hul wedstryde in die uitdunronde gewen het en het heel gepas – ná verdere seges in die halfeindronde – sake in die eindstryd uitgespook.

Stellenberg was bobaas met 33-7. Op pad na die eindstryd het die Stellies klaargespeel met Monumentpark, Bellville-Suid, HS Bellville en Brackenfell. In die geval van De Kuilen kon geeneen van HS Tygerberg, Melkbosstrand, Brackenfell en HS Bellville die Kuile onderweg na die eindstryd stuit nie.
