Health workers cheered up A total of 250 supporting kits were donated to Tygerberg Hospital recently. The donation was carried out by the World Mission Society Church of God and the Young Adults Workers volunteer group who runs a Heart to Heart Campaign. The donation was made on Thursday 3 December. The kits contain snacks and hand-written letters with uplifting messages on it. This is to help the medical workers cope through the Covid-19 pandemic.

eighbourhood watch members from across the Cape were recently honoured with awards for the work done in their communities. The annual neighbourhood watch awards ceremony, which is hosted by the City of Cape Town, saw the City hand over certificates and commendations to winners in 10 categories. The awards ceremony is an opportunity to recognise the work of community crime fighters through nominations from the public, the City said in a statement. Shakir Smith, chair for the Parow West Neighbourhood Watch who received the award Mobiliser of the Year, told TygerBurger that he was truly humbled and flabbergasted at the fact that he was firstly a nomi-

nee, and then a recipient of the award. “This is a recognition of service award and it is a testimony to the efforts of the active citizens who took up the challenge to serve on the Parow West neighbourhood watch. “When I took on the task as chair in March 2020, I believed that it was possible to grow our organisaiin and all I had to do was to get like-minded people to believe in that possibility too. I am humbled by the commitment of members and grateful that the team nominated me,” Smith says. Asked what he thinks made him stand out to receive such an award, Smith replied because of his entire team at the neighbourhood watch. “We have grown a previously defunct organization into a force to be reckoned with. Nothing could have prepared us for the hard work it required, but we have successfully

established and grown the neighbourhood watch during Covid-19 lockdown. “I lobbied everyone I knew, I approached strangers from the neighbourhood and knocked on the doors of business people. Every member who signs up is asked to do the same. Today we have three strong teams which is made up out of projects, street watchers and patrollers,” Smith says. He says unlike so many other neighbourhood watches, their organisation had no funds, and that some members made financial, or in kind contributions. They also hosted fundraisers. “As a fledgling organization we have come a long way in less than nine months because of the hard work of our members. Although the award singled me out as a recipient, I could never have achieved this on my own and I consider myself fortunate to work with

such an amazing group of people,” Smith adds. Another award recipient was Vic Barra, chairperson for the Monte Vista and Plattekloof Glen Neighbourhood Watch, who walked away with the award Organisational Excellence. “Upon hearing that I won this award I was both surprised and humbled. As mentioned at the award ceremony, this accomplishment would not have been possible without the support and commitment of our neighbourhood watch executive committee team members. A leader is only as strong as his team. Without our dedicated patrollers, whose numbers fortunately grew over the past two years, our neighbourhood watch would not be as effective and efficient as it is. My thanks go out to all our patrollers,” Barra says. V To page 2

Sassa confirms office had to close RICHARD ROBERTS @richardjohn_rj

T

he South African Social Security Agency (Sassa) recently confirmed that it had to close its office’s doors in Bellville after a reported confirmed case of Covid-19. The office had to close its doors on Friday 13 November. Edgemead resident Steven Taylor who visited the offices on the day complained about the poor service he and others apparently had to endure at the hands of staff at the specific offices. “What I witnessed on Friday at Sassa in Bellville is the most undemocratic thing I have seen in this country. “I was there just after 08:00 and when I got

there I found people standing outside. When I went to the front door I had the door slammed in my face by the security guard. I told him that I have an appointment, but he was very aggressive towards me and told me ‘no, he is not letting anyone in’. “A few minutes after that a team leader came out with four security guards telling people to go home, that there had been a case of Covid-19. He was very rude to the people, with many sitting outside for hours and travelling far to be there, just to be told to come back another day. “If there was a Covid-19 case, why were staff casually leaving to go home? Should the health department not be called in to evaluate the situation to do tests in order to decide

who can go home and who must be quarantined? Everyone just went home like nothing happened,” Taylor wrote in an email. The Sassa offices are located in Mazzur Road, Bellville. Sassa confirmed that it is aware of the closure at its Bellville offices on that day due to a confirmed Covid-19 case. “In line with occupational health and safety standards as well as stipulated Covid-19 hygiene protocols for all work places, if a case of Covid-19 is identified, the premises is immediately closed for sanitising and staff must evacuate the premises for this process. “We do understand the inconvenience to clients when any Sassa contact point is closed for sanitising. Clients must be redirected to alternate Sassa contact points of

their choice,” Shivani Wahab, director: marketing and communications, explained. The issue of security guards at the Sassa Bellville office treating clients unprofessionally is not acceptable and the matter has been directed to the district senior manager at the Bellville office to address as a matter of priority, Wahab added. “Covid-19 and the lockdown have created a myriad of operational challenges. Service disruptions are bound to occur, especially with the exponential rise of Covid-19 positive cases in the province recently. First men-only health centre opens A

brand new health centre exclusively aimed at serving men, has recently opened its doors in Cape Town. The Metro Men’s Health Centre was officially opened on Monday 30 November at the Karl Bremer Hospital. The facility, the first of its kind in Cape Town, aims to empower boys and men to lead healthy lives and will be a one-stop shop for wellness and chronic conditions screenings, HIV prevention interventions, treating sexually transmitted diseases, and offering medical male circumcision, the Western Cape health department says. Dr Saadiq Kariem, chief of operations at the department, has encouraged men to put their health first, emphasising the importance of men’s health and its impact on society. “I really want to appeal to all men to prioritise their health. I encourage all men to make use of this facility. It is open to all men, as well as young men. You are all welcome to make use of this facility,” says Kariem. Boys who are aged 15 to 18 years can also access the facility, but they will need a

guardian to accompany them. Juanita Arendse, northern Tygerberg health services director, has welcomed families and men from around the city to make use of the men’s health centre based in Bellville. “This project was birthed in the northern Tygerberg sub-structure, but we recognise the broader need and will be serving men from anywhere in the metro, that is why we have named it the Metro Men’s Health Centre,” Arendse says. Some of the services offered at no cost include health education and promotion; wellness screening; chronic disease screening; voluntary medical male circumcision and aftercare treatment; HIV counselling and testing; condom education and distribution, as well as STI treatment and education. Fair Cape raises funds for social welfare projects Much-needed funds for its social welfare projects were raised with the annual golf day of Fair Cape Cares Foundation. The golf day held on Friday 20 November at the Durbanville Golf Club is a highlight on the social calendar for all involved. Ongoing beneficiaries of the foundation include Durbanville Children’s Home, the Atlantic Hope Sanctuary for Abandoned Babies, and the Saartjie Baartman Centre for Women and Children. This year, to help counter the economic devastation brought on by the Covid-19 lockdown, the foundation has also partnered with Cape Talk twice to donate a total of R600 000 worth of dairy products to feeding schemes in the Cape

Town area. New furniture DC for Brackenfell DESIRÉE RORKE @dezzierorke Trusted furniture store Tafelberg Furnishers has just turned the sod at a new construction site in Brackenfell Industrial where its brandnew distribution centre and warehouse is being constructed. The R190 million project in partnership with VDMV Property Group will provide 225 employment opportunities and service customers in the Cape Peninsula and Boland districts. The bulk of the earthworks is currently underway with completion of construction and civil works anticipated for October

2021. “We are very excited about this project, and trust that we shall be able to serve our customers even better when it comes to deliveries, distribution and turn-around time in all areas of the Cape Peninsula and Boland,” says Tafelberg Furnisher’s CEO, Riaan Lamprecht. Phillips and Associates Architects in Paarl were contracted to design this centre. “They designed a practical, aesthetically pleasing structure with a dome shaped roof. The architecture comprises an equilibrium of concrete, steel and traditional construc­tion methods. The facades are a combination of brickwork and IBR sheeting,” says Lamprecht. According to the

plans, the warehouse and offices will amount to 11 500m² with a state-of-the-art fire protection system and LED lighting in the building. “This all makes a far more efficient and effective warehousing and distribution sys­tem. Lawyer jailed for fraud NIELEN DE KLERK @nielendk

A

former lawyer from Bellville has been sentenced to 12 years in prison after defrauding the Road Accident Fund (RAF) of R14.8 million. The lawyer, Brian Albertus Baumann (53), was sentenced in the Bellville Commercial Crimes Court last week after he helped himself to RAF payouts due to his clients. According to Eric Ntabazalila, spokesperson of the National Prosecuting Authority (NPA), Baumann used most of the funds for his gambling addiction. He is a divorced father of three and admitted to receiving psychotherapy for his addiction. As part of a plea agreement, Baumann confessed to 16 counts of fraud. “The court ordered that an investigation be conducted to determine whether any money or assets can be confiscated from the benefits of the 53-year-old Bellville attorney,” he said in a statement. “The court has also ordered the state and

the defence to submit heads of argument on 27 September 2021 and that a confiscation hearing be heard on 15 October 2021.” He was arrested on 13 February this year following an investigation by the Hawks, after committing the crimes between January 2018 and December 2019. He admitted to the court that he was obliged to open and hold a trust account for his practice. “He confessed that he received more than R24.4m on behalf of his clients from the RAF but he only paid his clients R6.7m and unlawfully pocketed R14.8m for himself.” The prosecutor, Advocate Siphokazi Makanda, told the court that Baumann failed to pay the money from his trust account to his clients or paid them less than was due. “The accused’s actions have undermined the image and integrity of the legal profession and he has shown the worst form of disregard for the rule of law. He mercilessly defrauded his clients who had suffered severe bodily injuries and were handsomely compensated by the RAF to enable them to apply

lmal is moeg vir Covid-19, maar die infeksiesiekte-spesialis dr. Emille Reid sê die virus raak nie moeg nie. Reid woon al sowat 20 jaar in Kuilsrivier en sy praktyk is tans by die Netcare Kuilsrivier-hospitaal. As deel van infeksiesiektes en kritieke sorg wat ook onder sy veld van spesialisasie val, sien hy gereeld die siekste van die siekes, ‘‘maar die Covid-19-pandemie was vir my fisies en waarskynlik ook psigies die ergste gebeurtenis in my hele loopbaan”. Dit was ’n nagmerrie toe die hoësorgeenheid heeltyd vol was, sê hy. “Ek dink ons almal het uitgesien na ’n bietjie vakansie, ’n blaaskans. Die gevalle wat nou weer toeneem, is eintlik skrikwekkend.” Na die kruin begin afplat het en ook langtermynpasiënte uiteindelik ontslaan is, het dinge vir ’n tydjie meer ontspanne verloop. Reid sê in dié tyd het hulle heelwat siektetoestande gesien wat “nagelaat” is, omdat mense doktersafsprake uitgestel het. “Dit is ’n teleurstelling om die laaste twee (drie) weke ’n noemenswaardige toename in Covid-19-gevalle en hospitalisasies te sien.” Reid sê sy boodskap was nog altyd, ongeag of ons sielkundig of fisiek moeg is, die virus raak nie moeg nie. “Hy wag vir ons om ons swakhede te wys, wat nou maar is om nie die reëls van afstand hou, hande was, masker dra en ontsmet te volg nie.” Weens mense se ontspanne gedrag verras die stygende infeksies hom nie, maar hy sê dis sleg dat dit nou gebeur wanneer mense vir familie wil gaan kuier. Hy reken daar lê nog moeilike maande voor en sê hy beny nie die politici wat nog moeilike besluite sal moet neem nie. Met die Oos-Kaap se hospitale wat weer vol word, sê Reid die personeellede word ook siek. Genoeg beddens is net een aspek. Mense wat onder volgehoue druk werk, is meer

vatbaar om siek te word. Plaaslik en elders is Reid bewus van mense wat verpleging verlaat het omdat hulle nie meer kans gesien het nie. “Ons het ’n groep mense wat uitgebrand is. Dit is waar die probleem gaan inkom in die tweede golf – (ek) kan nie dink hoe ons deur nog ’n ronde gaan (kom) met soortgelyke of hoër intensiteit as die eerste golf nie,” sê hy. Met sowat 20% van Suid-Afrikaners wat MIV-positief is, was daar aanvanklik kommer dat die pasiënte meer vatbaar sou wees vir die Sars-CoV 2-virus, maar Reid sê soos met varkgriep (H1N1-virus) in 2009, is die teendeel ervaar. Hy sê wat bygedra het tot sterftes met varkgriep was eerder hoë ouderdom of komorbiditeite (onderliggende siektetoestande), soos ook die geval blyk te wees by Covid-19. Hy sê “soveel as driekwart” van die baie siek Covid-19-pasiënte wat by hulle opgeneem is, was mans. “Ek het gek geskeer en gesê dis ’n vroulike virus met die naam Covidina, maar nee, ons is onseker hoekom dit die geval is.” Daar is gedink vroue is dalk net versigtiger, maar Reid sê tog is baie van die vroue naby aan die mans wat in ’n stryd om lewe

Reid sê van die vroeë regulasies wat polities bepaal is, het wel die druk op hospitale verlig, maar ook veroorsaak dat mense laat vir behandeling opgedaag het. “Die boodskap: ‘bly by die huis en kom net hospitaal toe as jy nie meer kan asemhaal nie’ was baie nadelig.” Sommige pasiënte was reeds sterwend. “Sou daardie individu ’n week vroeër gekom het, was die uitkoms beter. Ek dink ons het seker meer as vier maande laas hier (in die hospitaal) iemand aan die dood afgestaan omrede die mense vroeër presenteer.” Ook vroeër toediening van medikasie soos “steroïede wat ’n groot invloed op die siekte het”, is beter, sê Reid.

Sogenaamde “verlengde (long) Covid” is iets wat hulle ook sien waar mense wat ’n simptomatiese infeksie gehad het ná maande nog oorblyfsels van siekte toon, soos algehele tamheid, hoofpyn of gebrekkige longkapasiteit. Reid sê sy eie longkapasiteit het drie maande geneem om te herstel nadat hy in Junie ernstig siek was met Covid-19. Hy is bewus van gevalle waar mense nooit besef het hulle het Covid-19 gehad nie en maande later gepresenteer het met moegheid, kortasem en ontsteking van die hartspier. “Dit was bitter sleg,” sê Reid oor sy eie siekte-ervaring. Hy het die aanvanklike diarree, lyfseer en hoofpyn toegeskryf aan te min slaap totdat hy koors ontwikkel en kortasem geraak het. “Was dit enige ander infeksie, sou ek uit my kennis geweet het wat om te verwag, maar dit is die onsekerhede oor die uitkoms en verloop wat ’n mens psigies eintlik knou.” Dit was vir hom belangrik om daaroor te praat en die angs te verwerk om sielkundig weer sterker te voel voor hy kon terugkeer na sy werk. Hy is dankbaar dat sy gesin gesond gebly het, maar sê sy twee tienerkinders wou weet hoekom hy wou terugkeer na ’n plek wat amper sy dood veroorsaak het. Die gesprek met sy kinders het gegaan oor wat die verskil tussen werk en ’n roeping is. “Maar voor dit moes ek myself oortuig dat dit die rede is hoekom ek wou terugkom.” Oor die entstowwe wat tans opslae maak, is sy optimisme gedemp. Een van die redes waarom mRNA (‘‘messenger RNA”)-entstowwe nog nooit voorheen goedgekeur is nie, is omdat dit hoogs onstabiel is. Dit moet by baie lae temperature gestoor word wat “massiewe logistieke probleme inhou vir almal, veral in derdewêreldlande”. Daarby sal mense twee dosisse (jaarliks) moet ontvang. “As ons dalk volgende jaar toegang sou hê tot ’n beperkte hoeveelheid entstowwe, gaan dit volgens prioriteit verskaf word.”

Jy kan dalk terselfdertyd ’n inspirasie wees vir ander wat dalk voorheen te bang was om die sprong te neem om ook ’n lewe van nugterheid te kies. . Besluit vooraf dat jy nie by gesellighede alkohol of dwelms gaan gebruik nie. Vra hulp van jou Hoër Hand, want jy kan dit dalk nodig hê. Oefen jou reaksie sóú iemand iets vir jou aanbied. Vehicles a concern for years D’Urbanvale and surrounding immediate areas have a major issue which has been ongoing for years. D’Urbanvale is used as a thoroughfare and a racetrack (council has known about this issue for years). We are subject to road hogs pervading our areas. These are individuals who drive/ride high-powered vehicles through D’Urbanvale and along Vissershok Road. Vehicles entering or exiting D’Urbanvale proceed at break-neck speed. Heavy trucks continue to drive along Mosselbankriver as a through road. Is it justified that vehicles (cars and motorcycles) race to the first circle on Vissershok Road at high speed? High revving, back throttle, etcetera. This is besides the fact there is a school right at the circle. I know there are people that have issues and have not quite moved from adolescence to adults. As an example, (Saturday at 11:45) a red Jeep (powerful motor) approached the Vissershok circle turned left into Vissershok towards Durbanville and proceeded at break-neck speed. This is a minute example as this happens multiple times a day. In fact, this abuse also pertains to vehicles turning right towards the N7. Quite frankly, the residents of this area are gatvol of the constant abuse. To the Road Hogs, you have absolutely no respect and no regard for residents who have to keep enduring the abuse. If you have any personal issues, get help. EXTREMELY IRATE RESIDENT D’Urbanvale

Get vagrants off Goodwood streets In the TygerBurger of 25 November, the Goodwood Neigbourhood Watch chair Leona van Wyk said that there are only 25 true vagrants in Goodwood (“Shortage of patrollers”). Lady, I do not know where you live but it is definitely not in Goodwood. Here are literally hundreds of people living in and around Goodwood and they are sleeping and putting up their tents and makeshifts everywhere, even in front of the fire station across the street from me. I have asked time and again when this subject was brought on the cards – the question of ablution facilities for this people – but it is being avoided all the time. In front of the OK Bazaar in Hugo Street is a squatter camp, in Boulevard Street is one, next to Shoprite in Voortrekker Road there is one and how many other places. People urinate everywhere they go and do not even care if anyone sees them. People must walk there. The latest is now that they keep dogs, even on chains, or rather wires, where they squat. Calling the SPCA, I was told that they eat better then the squatters themselves. Food was not the point, if you are homeless you cannot keep animals. If I want to adopt a dog or cat there is an inspection to see how big my yard is, if I have a proper place for the animal to sleep, as a matter of fact they must sleep inside. They must get injections, must be spayed, get a chip and I must pay for them. I am not allowed to walk in the street with my dog without a chain but I am also being told by the SPCA that the dog is only chained when it is peak hour, otherwise they are loose. And the people who give them food are not

necessarily Goodwood people. There is a car who comes every day and gives out bread and clothes to the people living along Boulevard and behind the Roman Catholic church on Giel Basson. That bread and clothes ends up everywhere on the streets because they are not interested in it. They want money that the government now so generously handed out to them every month although they have never worked before, come to your house to beg but never asked for work. They are abusive, drunk, fights, uses foul language – not even to talk about the litter. Get them off our streets or do you want to show the tourists who drive along the streets in the open-air bus how third-world we really are. The City of Cape Town wants tourists. First clean up your city then you invite people, that’s how we do it in our houses, not so? DISGUSTED CITIZEN Richmond Estate

Questions raised on private function Willem De Haan’s letter (“Too easy to step on a racial toe” TygerBurger, 2 December) refers. His simplistic approach to this very contentious matter, requires further comment. The arrangement of a matric farewell falls under the auspices and is the responsibility of the school and its governing body and not any private person(s). There are laws and regulations governing schools and their control boards. As such, a school has an inherent responsibility of control and responsibility at these events which must be complied with and not delegated to whoever. A school which wishes to “subcontract” the arrange-

ments of the event, cannot be faulted as long as the subcontractor abides by official rules and regulations of the school. If it is a multiracial school, events must ipso facto reflect the multi-racialism nature of the school which is naturally reflected in sporting and all other activities of such school. Why on earth would the culmination of 12 years of study in a multiracial environment, require a separatistic approach to the farewell? Granted, private parties may be arranged according to the freedom of association clause as contained in the country’s Constitution, but I think the relevant question to be asked here is why was anybody allowed to arrange a private function while it is the schools responsibility to arrange the function. Substance abuse support stayed Through the national lockdown, the City’s eight substance abuse treatment centres managed to keep their physical and virtual doors open to offer their vital services and support. As a City Health initiative, the programme was deemed an essential service, making it the only alcohol and drug treatment programme in Cape Town during lockdown level 5. Given the unusual circumstances associated with Covid-19, the treatment centres had to adapt and innovate. Some of these adaptations included e-mailing session material to clients, creating WhatsApp support groups, supplying materials to shelters, and providing Covid-19 education in counselling sessions. Covid-19 made it difficult for the centres to host their traditional yearend graduation celebrations for clients and their families. Yet the Parkwood and Albow Gardens facilities were able to host celebration events.

Road repairs are on a roll The City is making great progress in tackling the post-lockdown road maintenance backlogs – but needs your help reporting theft.

apetonians can take pride in the fact that the city’s roads are generally in good repair. That’s no small feat, as the City has (excluding the 150 km of freeway it co-manages with national agencies and Province) about 10 400 km of road to maintain. To put this into perspective, that’s the distance between Cape Town and Melbourne, Australia. The network includes 5 600 km of stormwater systems and around 1 200 bridges and culverts, and its insured value is around R146 billion. However, under level-5 lockdown, roads and stormwater services were not considered essential, and the City’s roads depots could attend to emergencies only. This led to many, many potholes. With heavy rainfall after a prolonged drought, water seeped through the bitumen surfacing into the underlying layers, which resulted in potholes and surfacing failures.

The City’s Roads Department is working hard to address this, and has repaired: • 2 776 potholes during the five-month period from January to May 2020; and • 13 655 potholes during the five-month period from 1 June 2020 until the end of November 2020. However, with pothole repairs, preference is given to heavily used roads with a high impact on the economy, ahead of less-travelled roads in residential areas. A total of 58 learner law enforcement officers, seven inspectors and a senior inspector have been deployed in Hanover Park to help enforce by-laws and assist enforcement agencies with crime prevention in the area. The deployment forms part of the City’s Law Enforcement Advancement Plan (LEAP), which is a joint initiative between the City’s Safety and Security Directorate and Province. LEAP aims to ultimately provide the services of 500 officers in support of the under-resourced South African Police Service. So far, 344 officers have been deployed in suburbs where residents have been plagued by crime, including Delft, Khayelitsha, Nyanga, Bishop Lavis and Philippi. In addition to basic policing, the LEAP officers visit schools, businesses and homes to build relationships with community members. Their presence serves as a visible crime deterrent and ensures that lawabiding citizens can expect faster response times to crimes committed in their communities and suburbs.

The vehicle and driving licence backlog has been cleared. To avoid queues, please use e-Services. When the hard lockdown was announced in March 2020, all City licensing and vehicle registration offices were immediately closed. As a result, a significant backlog of transactions and bookings built up over the lockdown period, which meant that City staff at licensing and registration departments and offices were faced with huge backlogs when these facilities reopened in June. However, thanks to the commitment of City staff and officials, the majority of these backlogs have now been cleared. It took a Herculean effort, which saw many staff working evenings and weekends. But by the end of October, more than 900 000 vehicle registrations and over 50 000 licencing transactions had been completed, allowing the City’s licensing and registration offices to return to normal and focus on meeting customers’ immediate needs. Despite the backlog having been addressed, there are still periods when customers may need to queue. The City’s customer offices are typically at their busiest over November and December, and customers are advised to avoid the frustration

Water restrictions lifted, but please still conserve Thanks to the collective efforts of everyone in Cape Town, the city is free of droughtlinked water restrictions – for the first time in six years. However, while stringent restrictions have been lifted, South Africa remains a water-constrained country. All visitors to customer offices will be required to undergo Covid-19 screening on entry, and to follow all health and safety protocols. Wearing a mask is compulsory. Many customer offices will be closed on certain days over the festive season.

Residents and businesses are reminded that the permanent regulations contained in the Water By-law still apply across Cape Town, regardless of the restriction level. Hot new kit for Fire and Rescue The City’s Fire and Rescue Service is improving its ability to fight fires and save lives, thanks to planned investment in a range of new and replacement vehicles over the coming two years. Already, the service has taken delivery of 99 vehicles, including four 56 m heavy-duty mobile aerial firefighting and rescue-lift turntable ladders. These appliances are able to rescue 18 people at a time from a 22-storey building within just 12 minutes. They are also equipped with firefighting equipment

and a cage to help extinguish fires in high-rise buildings. Other vehicles acquired include water tankers and rescue vehicles. In the current financial year, the service will receive an additional 34 vehicles, including foam tankers. The recruitment of more than 100 seasonal firefighters is also nearing completion. These dedicated individuals will offer valuable support to the City’s permanent firefighters during the challenging summer months.

For the seventh consecutive year, Cape Town has been ranked as South Africa’s most trusted metro by the Consulta Citizen Satisfaction Index. The accolade, which comes hot on the heels of the city’s recognition as the most sustainable metro in South Africa by Ratings Afrika in August, saw Cape Town achieve an overall score of 66 out of 100. This was an improvement on the 2019 score of 64,1, and is more than 10 points higher than the average score of 55,7 for all national metros. Notably, the City scored the highest in the category of trust, achieving 72 out of 100, which is 8,6 points above the average.

The City has attended to more than 150 000 electricity service requests since June, all the while adhering to Covid-19 health and safety regulations. Due to reduced capacity as a result of the national lockdown, the Electricity Generation and Distribution Department had to prioritise streetlight outages, power outages and instances where electricity faults were a safety hazard to members of the public. As a result, some service requests had to be flagged for later attention. In recent months, the Department has made a significant effort to catch up on the resultant backlogs. While there may still be some delays in responding to certain service requests, the City continues to work tirelessly to bring its turnaround times down to the one or two days residents had become used to. The fixing of individual streetlights has also been phased in again, and backlogs in this regard are being attended to.

under normal circumstances. We have also begun to fix the thousands of potholes resulting from a particularly rainy season. Preventative maintenance and repairs were first limited by the weather, and then by the early lockdown regulations, which declared road maintenance staff as non-essential workers, thereby preventing our teams from reporting for duty. Over recent weeks, I have personally been visiting teams out on duty to check in on and boost the efforts of our city Roads teams. I have also gone out to communities and joined our Solid Waste staff to reboot my citywide clean-up campaign. Work continues to clean and maintain parks and open spaces across Cape Town. Both City teams and appointed service providers are hard at work mowing and cutting grass.

The complicated business of bins With more than 850 000 wheelie bins in use across Cape Town, the City’s Solid Waste Management teams have their work cut out for them ensuring that residents and businesses have their trash removed every week. And when you consider the numbers involved in this collection process, it’s clear just how dedicated the refuse collection team members are: • No less than 129 specialised bin-lifting refuse-compacting trucks are on the city’s roads every single day. • Each truck in this fleet costs around R4 million and travels approximately 3 million kilometres per year. • Each truck is manned by a driver and four-person crew. • The crew members cover about 2,3 million kilometres per year on foot, rain or shine, collecting wheelie bins and arranging them for emptying into the trucks. • The trucks complete about 45 million bin lifts per year. • Refuse is offloaded at six refuse transfer stations or sanitary landfill sites across Cape Town. • A total of approximately 570 million kilograms of refuse is collected in this way every year. So, the next time you spot a member of a refuse collection team in your area, be sure to give them a wave of thanks for the excellent work they do.

Some good jobs news According to the quarterly Labour Force Survey for the third quarter of 2020, Cape Town’s expanded unemployment rate of 29,1% is the lowest of all South African metros. The City attributes this achievement to its ongoing investment in job creation over the past six months, and its work to attract business investment into the city and region. Between April and September 2020, the City’s strategic business partners (SBPs) collectively facilitated R8,8 billion’s worth of investment, created 4 980 jobs and trained 1 366 people. This was despite the lockdown and resulting economic economic downturn faced by the entire country.

Beaches City lifeguards will be stationed at 26 bathing areas from 10:00 to 18:00 daily until 12 April 2021. Please swim only at beaches where lifeguards are present, and only in the areas demarcated for swimming. If you are not a strong swimmer, keep to the shallow water. Do not allow children to visit the beach unsupervised. The beaches monitored by lifeguards are: Big Bay, Bikini, Camps Bay, Clifton 4th,

Patrons will be required to undergo screening and sanitise before they are allowed entry, and must adhere to water safety rules and Covid-19 protocols, which allow only 50% capacity at any time. Nature reserves The City manages 23 nature reserves and conservation areas. Many of them home to rare and endangered flora and fauna of the Cape Floristic Region – the smallest and richest of the world’s six floral kingdoms. Reserves provide for many activities, including walks, birdwatching, fishing, hikes, trail running, mountain biking, surfing, boating, sailing, sandboarding, and 4x4 off-road driving. Resorts Bookings for resorts are open. Early booking is essential, as resorts are only allowed to operate at 50% capacity. Unfortunately, camping sites will remain closed due to health risks. However, day picnic areas will be available between 10:00 and 18:00. The City will prioritise regular cleaning and sanitising at all public amenities, but visitors are also asked to do their part by observing Covid-19 safety protocols.

CITYNEWS 3 City libraries are back in business The City’s Library Services are gradually returning to a full service offering, with 87 facilities now allowing walk-in visitors, browsing, two-hour study sessions, and internet access via the SmartCape system. Library staff are strictly enforcing Covid-19 protocols, and all visitors are required to wear a mask, sanitise their hands and observe social distancing. Some libraries are still only offering a drop-and-collect service. For details of the services offered by libraries in your area, as well as the capacity limits of each facility, please visit https://opac.capetown.gov.za/. The following operating hours and borrowing periods currently apply for all libraries: • Operating hours: Monday to Friday 09:00-16:00 and Saturday 09:00–12:00 • Loan period: 30 days • Renewal: One renewal for an additional 30 days • Borrowing privileges: 20 items including five audiovisual items (CDs/DVDs) • No reservations or inter-library loans will be done at present.

Easier ECD registration Early childhood development (ECD) is recognised as the foundation for success in future learning. However, only 30% of ECD centres in Cape Town are registered. This means more than 2 000 are unregistered and, thus, unable to comply with regulations and access support. The City’s Social Development and Early Childhood Development Department has developed an online tool to help ECD centres register. The City will be putting R55 million towards the Cape Skills and Employment Accelerator project, which will be offered in conjunction with the National Skills Fund, Province, CapeBPO and the private sector. The project will create over 3 000 employment opportunities in the fastgrowing business process outsourcing (BPO) sector, providing training and placement support for graduates. Over the last three years, R25 million in funding has helped to create more than 5 000 new jobs.

Registering on the City’s Housing Needs Register is the first step that residents need to take to be considered for the City’s various affordable-housing opportunities. The City considers housing opportunities on a first-come, first-served basis and takes age and special needs into consideration. Qualifying beneficiaries are placed on the register and are allocated opportunities as they become available, in accordance with the City’s allocation policy. The process is systematic and highly regulated to ensure fairness.

However, residents should be aware of criminal scams. The City urges applicants to be aware of the following: • There is no requirement to make any payment to have your name placed on the register. You also don’t have to pay to receive a state-subsidised unit if you qualify for one of these. • If you are asked to pay for a place on the register, or for a plot of City-owned land, it is a scam. Please report the person to the City immediately. • Be aware of syndicates who try to sell land that does not belong to them.

For the past five decades, Cape Town has ushered in the festive season with its signature festive lights switch-on. Unfortunately, due to the Covid-19 safety regulations relating to large gatherings, this traditional event will not take place in 2020. However, in an effort to support Cape Town’s events industry, several smaller festive events are being considered as part of the inner-city revitalisation programme. These will be hosted in line with lockdown restrictions and health and safety protocols.

New title deeds handed over More than 6 000 to become new homeowners in 2020.

Switch over to prepaid power The City has a R40 million programme aimed at converting old electricity meters to prepaid meters. These meter upgrades are done at no cost to residents and property owners. Prepaid meters give consumers direct control over their electricity usage and costs. Contrary to widespread belief, prepaid meters do not make electricity more expensive. In fact, switching to a prepaid meter allows qualifying residents to move over to the City’s subsidised Lifeline tariff, which offers them access to financial aid and free electricity units, and reduces their monthly utility costs. The programme has been running for the past seven years. The areas targeted for prepaid meter upgrades in the coming months include Bellville South, Manenberg, Bonteheuwel, Langa, Crossroads, Steenberg and Hanover Park.

n Monday 16 November 2020, a total of 88 residents of Bonteheuwel, Bishop Lavis and surrounding areas were the happy recipients of the historical title deeds to the City-owned properties they occupy. The handover formed part of the City’s commitment to provide 6 000 historical title deeds to beneficiaries by the end of 2020. In October and the first half of November, more than 1 100 of these title deeds were handed over to beneficiaries from Blackheath, Happy Valley, Bloekombos and Wallacedene. A title deed is legal proof of ownership. It provides the beneficiary with a formal home address and recognises their ownership of the property. This allows them to leave the property to their family members when they pass away. Empowering residents who were previously denied access to property ownership is a key component of the City’s commitment to bringing about redress. The City seeks to provide as many homeownership opportunities as it can. This it does both through the transfer of Cityowned properties and the development of new housing opportunities, such as the Downs housing project. This R77 million project is on track to

Best destination in Africa – again Cape Town has been awarded yet another accolade as a leading tourism destination. At the recent prestigious 2020 World Travel Awards, Cape Town was again named “Africa’s Leading Festival and Events Destination”. This is the third consecutive year that Cape Town has received the award. This year the city outshone a number of very strong competitors to take top honours, among them Accra, Durban, Johannesburg, Kigali, Lagos, Marrakech, Nairobi and Rabat. The City’s Events Permit Office has already received 80 new event applications since the announcement of alert level 1 in late September.

The project is spread across five development sites in Manenberg and has already delivered 314 Breaking New Ground (BNG) houses to delighted beneficiaries. The Downs is a good example of the City’s commitment to providing affordable housing on well-located land near public transport, employment opportunities and economic nodes.

All five sites are close to Govan Mbeki Road, which is a major transport route to and from central Cape Town and the southern suburbs. The project is also close to a library, schools, community halls and public recreation spaces. The selection of beneficiaries for the housing project has been done in accordance with the City’s Allocation Policy and the Housing Needs Register to ensure fair and equitable allocation of homes.

Burial tariff myth

City workshops help small businesses grow and prosper

The City is aware of social media posts implying that an extra tariff is levied for after-hours Muslim burials. The after-hours burial requirements of Cape Town’s Muslim community are accommodated at no extra cost at the Klip Road, Wallacedene, Delft, Welmoed, Maitland, Muizenberg, Modderdam, Khayelitsha, Ocean View and Atlantis cemeteries. The tariff at all City cemeteries is R920 per grave, irrespective of the time at which the burial takes place.

The City is committed to supporting small businesses and helping them succeed and grow. Recently, the City teamed up with the national Department of Small Business Development to visit entrepreneurs and small, medium and micro-enterprise (SMME) owners in Mfuleni, Athlone and Gugulethu to encourage them to apply for funding through the Township and Rural Enterprise Programme (TREP). TREP provides SMMEs in various economic sectors with information about

important aspects of business operations and expansion, including buying business equipment, accessing working capital, con-

trolling the cost of production inputs and applying for credit. The programme complements the SMME support provided by the City through its Business Hub. On the A-list for climate action The City has again made the Carbon Disclosure Project’s (CDP) Cities A-list of best-performing global cities, scoring an A for its climate change data, transparency and action. Cape Town was one of only 88 cities worldwide, and the only city in Africa, to receive the highest rating for the CDP Cities submission in 2020. The top ranking underpins and validates the City’s process of developing a new Climate Change Strategy and Action Plan, which is scheduled to be finalised by early 2021. The strategy recognises climate change as a key risk to the economy, society and environment, but also sees it as an opportunity to drive transformation to a green economy.

Illustreerder stap ompad na wenpad ESMÉ ERASMUS

Vryskut-illustreerder van Durbanville – die man wat die gesig gegee het aan die bekroonde kinderboekreekse, die Agent Snoet- en Cowboy Koekemoerreekse, het met ’n ompad gestap na sy suksesvolle loopbaan. Alistair Ackermann (43) van Durbanville, wat die tweede boek geïllustreer het in die Ouma Hester-reeks vir NB-uitgewers, Ouma Hester en die Arnosterfant, wat onlangs gepubliseer is, was onseker wat om met sy lewe te doen ná matriek, maar sy liefde vir teken het gelukkig die oorhand gekry. Ackermann het in 1995 aan die Hoërskool Brackenfell gematrikuleer. “Ek was in daardie stadium onseker wat ek wou doen as beroep en het verskillende werke gedoen – onder meer kunsklasse gegee, selfs by McDonalds gewerk vir ’n paar jaar ... ha-ha-ha, ja! En in dieselfde tyd IT gedoen,” sê hy laggend. “Ek het nie ná skool gaan swot nie, aangesien daar nie iets was wat my aandag getrek het nie. Ek het wel ’n paar kursusse geloop in sagteware vir grafiese ontwerp. Onthou, in daardie jare was digitale werk ’n nuwerige ding,” sê hy. Hy het onder meer ook tot onlangs vir tien jaar klas gegee in basiese grafiese ontwerp by die Stellenbosch Academy of Design & Photography. “Hoewel ek my hele lewe lank lief is vir teken, het ek eers in 2001 besluit om illustrasie as beroep te beoefen. Ek het dag en nag gewerk om ’n portefeulje bymekaar te sit en dit aan verskillende uitgewers gestuur met die hoop om ’n deurbraak in die bedryf te

maak,” sê hy. LAPA-uitgewers het hom kort daarna gekontak om François Bloemhof se Agent Snoet en die Botterdiamant te illustreer. “Dit was die beste dag van my lewe en die begin van my loopbaan as vryskut-illustreerder,” sê hy. Sy talent het sommer van meet af aandag getrek. Hy en François Bloemhof het ’n CP Hoogenhout-toekenning ontvang vir kinderliteratuur in 2002/2003 vir dié boek. “Ek het ook al drie ATKV-Woordveertjies ontvang vir Agent Snoet en die Groen Genugtig, Cowboy Koekemoer van die Klein Karoo en Cowboy Koekemoer van die Klein Karoo en die Seerower van Watsenaam. “Ek en Francois Bloemhof het vyf Agent Snoet-boeke saam gedoen. Ek het ook aan vier Cowboy Koekemoerboeke saam met Henry Ferreira gewerk en het onlangs aan Janie Oosthuysen se Ouma Hester-boeke begin werk,” sê hy. “Tussenin het ek ook aan ’n Kinderbybel gewerk, wat Susan Goosen saamgestel het, en dan is daar ’n klomp ander kinderboeke en opvoedkundige boeke wat in skole gebruik word,” brei hy uit. Op ’n vraag van TygerBurger sê hy dis onmoontlik om ’n gunsteling te kies – “elkeen was vir my lekker. Agent Snoet was heerlik om te doen omdat ek kans gekry het om ’n bietjie James Bond te speel”. “Cowboy Koekemoer was weer lekker want ek is my hele lewe mal oor cowboys en om ’n kameelperd te teken wat allerhande snaakse goed doen, was baie pret,” sê hy. “Ouma Hester was weer lekker want ek hou baie van avontuurverhale met over the top-voertuie en villains. “Dis regtig moeilik om te kies, aangesien

Dit was ook lekker om in ’n styl te teken wat anders is as wat ek gewoonlik doen. Die uitdaging was en is om by sy styl te hou, veral as daar nuwe karakters geskep moes word,” sê hy. Die eerste boek in die reeks, Ouma Hester en die Getawaykar, is op 10 Julie vanjaar gepubliseer. Ouma Hester en die Arnosterfant is in Oktober gepubliseer. Ackermann werk tans aan die illustrasies vir die derde boek in die reeks, Ouma Hester en die Dreadnought, wat in April 2021 gepubliseer word. “My styl is êrens tussen semirealisties en cartoony, afhangend van die

Disney en Dreamworks se animasiestyle het ’n groot rol gespeel in hoe ek teken, asook sekere comic book-kunstenaars. “Ek het lank eers potloodsketse gedoen voor ek dit op die rekenaar ingekleur het, maar deesdae is alles sommer net digitaal. “As ek dink hoe ek begin het om in potlood, ink en waterverf boeke te doen en bladsye oor en oor moes doen as daar foute insluip, is ek vandag tog te dankbaar vir die undo-knoppie,” sê hy.

Drie geslagte vroue stal saam hul kuns uit ESMÉ ERASMUS Drie geslagte kunstenaars – ’n ouma, dogter en kleindogter – het ’n droom bewaarheid om saam ’n kunsuitstalling van hul uiteenlopende kuns te hou. Delene Kleyn (71), haar dogter, Ilse Jordaan (49) – wat onder haar nooiensvan Kleyn skilder, en kleindogter, Danielle Jordaan (24), het van 20 tot 22 November saam ’n uitstalling van hul kuns in die Greyton Art Walk gehou. “Dit was my droom om saam met my dogter en kleindogter ’n kunsuitstalling te hou; dis nou bewaarheid,” sê Delene. Sy werk by die nie-winsgewende organisasie Shiloh Synergy in Brackenfell, waar sy die projekleier is van die “Back to School”-projek en die “Gifts of Grace”-skryfbehoefteprojek by behoeftige skole. “Dis my roeping om met kinders en hulpbehoewendes te werk, so ek skilder net in my vrye tyd,” sê sy. Delene, wat by haar dogter in Proteahoogte bly, verf al van haar kinderjare af en hou veral van stillewes. Sy het onlangs ook begin om dierelewe te skilder en geniet dit baie, sê sy.

“My laaste skildery was van ’n tier. As diereliefhebber is ek bekommerd oor wilde diere wat besig is om uit te sterf. Dis hoekom ek die skildery van ’n tier ‘Facing extinction’ genoem het. Ek wou ’n boodskap oordra,” sê sy. Haar dogter, Ilse, het die polisiediens in 2006 as kaptein ná 16 jaar verlaat “toe die Here haar geroep het om voltyds as professionele kunstenaar te skilder”, sê sy. “Sy het dan ook grootliks die profetiese kunsbeweging in Suid-Afrika aangevuur. Ilse skilder profetiese werke met Bybelse temas – dít wat God haar gee om Sy storie te vertel. “Aan die begin van 2020 het sy duidelik gehoor sy moet die wapenrusting vanuit die Bybel verf. Dit het sy toe in ’n reeks van 21 skilderye gedoen. “Al die diere in haar skilderye het met temas uit die Bybel te doen, en dra ’n sterk boodskap oor,” sê Delene. Danielle Jordaan, die kleindogter, wat onlangs na Tuine in Kaapstad getrek het, het kuns studeer aan die Ruth Prowse School of Art in Kaapstad. Sy bied tans werksessies by koffiewinkels en restaurante, ook in Durbanville, aan en leer mense met koffie verf. “Mense geniet dit baie en vind dit baie pret. Dis soos om met waterverf te werk. Danielle doen kontemporêre kuns,” sê Delene. “Dit was kosbaar vir ons om saam uit te stal. Dit sal seker nie die laaste keer wees nie; ons het dit baie geniet,” sê sy.

Youth Music Festival free online A

rtscape and the Cape Town Philharmonic Orchestra (CPO), with the support of the City of Cape Town, have ensured the 49th Western Cape Youth Music Festival will be celebrated this year. This annual event is a highlight of the classical music calendar and gives young, exceptionally talented instrumentalists and singers the opportunity of performing with an orchestra on a professional stage. As it was not possible to have live auditions, musicians were invited to submit online videos of the work they would play at the concert. The criteria were that they are bona fide music students, performed at a very high standard, and were resident or studying music in the Western Cape. Nine extraordinarily talented musicians were selected to perform with the CPO, conducted by Brandon Phillips. The concert is approximately 80 minutes long and has been recorded for Artscape’s YouTube channel and Fine Music Radio (FMR). In preparation for the recording, the

FMR will broadcast the concert on Sunday 13 December between 15:00 and 17:00 and Artscape YouTube streaming is online from 13 December. Access is free.

When noise becomes a factor A

certain level of noise is an inescapable part of urban and suburban living and residents accept that they will regularly be subjected to numerous noise sources of various levels, including traffic, taxis, construction work and, quite often, their neighbours. “In recent years the level of noise has been exacerbated by the ongoing densification in cities, especially in the suburbs where new residential properties are being built and commercial centres expanded to meet growing demand,” says Yael Geffen, CEO of Lew Geffen Sotheby’s International Realty. “Not only are the sounds of construction more commonplace, but properties are becoming smaller with more people living together in closer proximity in apartment blocks and gated communities which intensifies the level of peripheral sound that we have to endure daily. “However, there is a point where noise can reach an unacceptable level and, whilst there is little we can do about the constant thrum of traffic, we do have recourse when noise becomes unnecessarily intrusive and impacts on our right to enjoy

the ordinary comfort and convenience of our homes.” Eduan Milner of Eduan Milner Attorneys, Notaries and Conveyancers says there is more sensitivity and awareness regarding the negative impact of noise that exceeds specified levels and municipal by-laws and environment legislation include provisions for dealing with noise regulation contravention. “However, it should be noted that South African law makes a distinction between disturbing noise and noise nuisance. “The first is objective and is defined as a scientifically measurable noise level such as a loud party where music is played at midnight at a volume where the lyrics are audible to neighbours, while the latter is a subjective measure and is defined as any noise that disturbs or impairs the convenience or peace of any person like the incessant barking of a neighbour’s dog.” Both are illegal in terms of the Environ-

ment Conservation Act but, while the first is usually handled with a call to the police, the latter is not always as simple. “In order to show that a noise nuisance exists, a reasonable person must find a certain noise intolerable or seriously affecting his enjoyment of his property and it may come down to a court applying a test of objective reasonable­ness,” Milner says. “In residential areas, the enforcement is by the local authority and there are various penalties provided it is shown that the noise actually exceeds acceptable levels. “Generally the ‘guilty party’ will be asked to desist from making the noise and if he fails to do so, further steps can be taken such as fines issued by the authorities or an action brought to court by the complainant.” This final step, however, should be carefully considered and complainants must ensure they have all their ducks in a row as payment for the costs usually depends

New year, new home in Kraaifontein for drummies EARL HAUPT @earlhaupt With almost all of 2020 being blighted by the Covid-19 pandemic, group activities have found it more challenging to stay active, let alone resume activity. However, a group of mothers in and around the northern suburbs are determined not to only keep the sport of drum majorettes alive, but to continue its growth throughout the area. Following its formation in 2018, the Durbanville Majorettes Club (DMC) had the vision to take this sport into the local communities, with athletes being sourced from Aristea Primary School, Fanie Theron Primary, Delft Primary, Gene Louw, Curro Durbanville and Curro Pinehurst. “We aimed to run a low fee, no fee club. We were given access to practise grounds at Curro Durbanville and as they had previously done the sport, they allowed us to

use all their equipment and uniforms. “We approached all the schools in the northern suburbs,” says chair Yvonne Viljoen. Viljoen recalls their first competitive year last year where they placed first in the provincial championships which garnered an invitation to the national championships in Oudtshoorn, placing nineth out of the 18 teams who participated, a remarkable feat, considering the club relies heavily on its corporate sponsors and parents. The upward trend laid the foundation for a promising 2020, however, the global Covid-19 pandemic quickly halted further progress. However, this did not prevent the club from unveiling its new home at Aristea Primary School in Kraaifontein. “I started drummies in my early days in primary school already. It is a sisterhood. We are a family. “There was so much I gained from the

sport. It entrenched such valuable life skills that I still use today. The importance of teamwork, you are only as good as your team member, navigate around your team members, be cognisant of their needs and emotions as you are all one team. “I gained independence. It taught me discipline, time management, to stay focused, to dream big,” adds Viljoen. With drummies traditionally being an all-girls sport, Viljoen believes it is a form of empowerment for young ladies. “I had always dreamt that one day my daughters would benefit from the sport and this is one of the reasons I started the club. Every one of the DMC girls is like a daughter to me,” she adds, saying that there has always been a misconception drummies is a rich girls’ sport. “My vision was to take this sport back to its grassroots. Make it available to all and any young girl in the vicinity who had a desire to be a part of the DMC sisterhood.

With a no-fee/low fee strategy, and transport to and from practices and our weekend feeding scheme we were able to make this accessible to all girls,” she explains. With drummies allowing anywhere between four and 50 people being able to participate and compete at the same time, DMC have now also broadened their scope by joining a new federation, the Federation of Dance Drill Cheerleading and Majorettes South Africa (FDDCMSA), which also allows transgender and young men to participate. “We practise up to three to four days a week. The girls have to be 110% committed. They have to juggle their academic and drummies and mainstream sporting, we hope to enrich and empower our young girls with these skills to take forth with them into their lives. And most importantly we hope to create a sense of community for each majorette and their family,” says Viljoen.
