esidents living on the sidewalks of the unfinished Sunset Village in Long Street are desperate to find proper housing after apparently being misled to move out of their homes last year.

According to residents Nathan Shaneal, Willem Rudolph and Taswell Babers, the residents were misled by representatives of Oostenberg social development forum, a company that was contracted to build Sunset Village.

Shaneal said that the residents were told that local government had built houses for

people who were on the waiting list for houses and they could move in while final touches on the building was being done.

“We were then told that the apartments were ready for us to move in and we did,” he said.

The joy of these residents was short-lived when another contractor, Calgro M3 came in

the picture and evicted the residents from their new homes.

“It was then we learnt that Oostenberg social development forum was contracted to build the establishment and were not representing the City of Cape Town. We were then evicted from the building,” Shaneal said.

City electricity tariffs investigated by Nersa DESIRÉE RORKE @dezzierorke

ublic lobby group Stop COCT, last week lodged a formal complaint at the National Energy Regulator of South Africa (Nersa), about the City of Cape Town’s electricity tariff structure.

The complaint was made on behalf of the 13 200 members of the action group. Nersa spokesperson, Vuyelwa Poswa confirmed the investigation.

“Nersa has received quite a number of complaints from the City of Cape Town customers and yes Nersa is looking into the matter,” she said on Monday 19 August.

The new electricity tariffs, an increase of 8.88%, came into effect on 1 July this year, as did the same increase for the electricity levy, which now stands on R163.50 for homes over R1 million with prepaid meters and homes over R400 000 without prepaid meters. The levy, which was introduced last year, is needed for maintenance of electricity infrastructure and distribution of electri-

city, according to the City.

“When the City determined the new tariffs for this year, they added 8.88% to the previous year’s tariffs in each category. However, the rand and cent value of this 8.8% increase is higher than what Nersa recommended (in rand and cent) for this year,” Sandra Dickson of Stop COCT explains.

For instance, the home user category for 2019/2020 was approved at R1.75 per unit, while Nersa recommended R1.52.

Similarly, the lifeline category was approved at R1.21, as oppose to Nersa’s R1.14.

Last year, the public paid as much as 18% more for electricity than what was approved by Nersa the same year. In a previous article, TygerBurger reported on this issue (“Publiek moet ingryp” TygerBurger, 17 Julie).

The City of Cape Town declined to comment on this matter.

This years increases resulted in an avalanche of complaints from the public to Stop COCT. And to make the matter even worse is the

fact that the City’s 8.88% increase for the respective categories, did not take into account the new general valuation of properties during 2018 (GV2018), according to Dickson.

She says the effective increase, to a vast number of households is well over 8.88%, as the GV2018 automatically moved these households to higher tariff blocks, for example, lifeline tariff to domestic tariff.

“People whose properties are now valued over R400 000 as a result of GV2018, not only lost their free units, but their tariff jumped from R1.10 to R1.99 overnight. This represents an increase of 80%,” she says.

“In certain instances, such as the home user category the increase implemented (in actual rand and cent) is in fact 15.4% higher as recommended by Nersa. The same applies to the lifeline category, the City implemented an increase 10.7% higher than what Nersa approved Dickson welcomes the investigation by Nersa. “It is just plain wrong that City ignores Nersa in setting their electricity tariffs.”

With nowhere to go, the 40-something evicted residents decided to erect shacks on the sidewalk.

Babers claimed that when Calgro M3 took over, it was promised to Oostenberg social development forum that their contract would be reinstated on the condition that the sidewalk dwellers be removed.

“Oostenberg then came back and offered us R3000 each to move. Most of us refused, but some people took the money and moved out,” he said.

“Weeks later, Oostenberg came back and offered the remaining residents R5000

to move out. Again, some of them took the money and moved out,” Babers added.

The remaining 14 are frustrated with their living condition as they do not know how long they would have to indulge their living conditions.

“Families live here. We have children who go to school. We have to get water from nearby houses.

“How long do we have to live like this?”

Rudolph asked.

The Mayco member for human settlements, Malusi Booi, said the City was aware of the evictions and that a survey

on the occupants is currently underway.

“The occupants are residing illegally on the public pavement.

“The City’s informal settlements management team has conducted a survey of the occupants who are residing illegally on the City’s land,” he said.

“The City is seeking legal advice in this regard,” Booi said further.

At the time of going to print, the spokesperson of the Oostenberg social development forum Peter Syster had not responded to TygerBurger enquiries on the matter.

A total of 18 dogs currently in the care of the Uitsig Animal Rescue Centre shelter near Melkbosstrand, are in dire need of homes.

Some of the dogs have been waiting for more than four years for homes.

“We would like to rehome as many dogs as possible before the end of winter, said Jenni Davies, spokesperson of Fisantekraal Animal Welfare (FAW).

“These dogs are repeatedly overlooked because they’re not young enough or not small enough or not ‘cute’ enough or don’t look like specific breeds. But they have the most

wonderful personalities and are often lowmaintenance dogs,” she said.

“Poppy, for example, is quite plain-looking but is sheer joy in dog form – she is a favourite of all the volunteers.

“She loves absolutely every human she meets and we would dearly like to find her the kind of happy home that will appreciate her exuberance,” she said.

It doesn’t cost much to adopt, Davies said.

“People often balk at paying R600 to adopt a dog but it’s actually a ‘bargain’. Not only do you get a wonderful companion, but our dogs are vet-checked, vaccinated and de-

wormed up to date of adoption, and they are sterilised and microchipped.

“At private rates, this would set you back well over R2 000. In some cases, we may waive the adoption fee or you can even foster a dog temporarily while they await a forever home,” she said. Davies added that people are often concerned about home checks, “but they shouldn’t be”. “A home check is to ensure that the dog will be the right fit for your home. We want both dog and people to be happy and safe,” she said.

Family desperate to free Chloe in Oman

T

he family of a Kraaifontein woman who has allegedly been unlawfully arrested in the Middle East is said to be in shock and despair over her detention.

Chloe Collins (23) had been working in the hospitality industry in Oman when she was arrested.

According to a media statement sent to TygerBurger, the family believed that Collins was wrongfully detained and may be denied the right to a fair trial and access to justice.

She arrived in Oman in April this year and was arrested just three weeks after arriving in the country.

“Details of the case are unclear at this juncture. As Chloe currently has no legal representation in Oman, the family have no access to the formal charges and police dockets,” the statement read.

“What we could ascertain, is that Chloe’s brother, diagnosed with schizophrenia and is currently in a mental

institution in South Africa, is suspected of the potential involvement in a crime in the country (Oman) before returning to South Africa.

He has not been charged with any crime,” the statement further read.

It is said that Oman authorities arrested her following investigations and were demanding her brother in order to let her go.

She was arrested on Thursday 9 May and would be transferred to a larger prison with chilling conditions if legal representation in Oman could not be secured.

With her parents not having any means to finance the legal fees, a BackaBuddy campaign to pay for legal representation has been created.

The international relations department has since launched an investigation into Chloe’s detention.

An online petition to let Collins go free has been launched.

Die Valke ondersoek die saak al sedert 2014. Die vonnis is op 25 Julie in die Bellville-handelshof opgelê. Fester is op 22 Mei skuldig bevind nadat hy skuldig gepleit het op al ses aanklagtes. Hy is op 10 April 2016 in hegtenis geneem.

Volgens Nkwalase is die misdade oor ’n periode van vier jaar gepleeg. Hy is ook in 2008 skuldig bevind aan soortgelyke aanklagtes, waarna hy ’n opgeskorte vonnis opgelê is.

evmet has concluded an agreement of sale and further lease agreement with the City of Cape Town in respect of portions of Erf 21750 in Bellville to develop and manage the Velodrome and Bellville Athletics track.

The agreement is for an initial period of 30 years, with two renewal options for an additional 15 years each.

“Development of the site has been delayed for a number of reasons, including court proceedings between the developer Devmet and the City relating to an imposed condition not previously contemplated. While the court proceedings have not been concluded, Devmet has every reason to believe that it will be possible to settle the matter with the City on the basis of the latter dispensing with that condition. The City levied Devmet with an additional amount of R25 million that is illegal as it was not part of the original agreement,” said Hein Ehlers, chief executive officer (CEO) of Devmark Property Group.

According to him, there are a few misconceptions by the public.

“Devmet are not demolishing the Velodrome, but revamping it as a multi-purpose asset in conjunction with Big Concerts. When the City published a call for proposals on 27 November 2008 for tenders, there was a two-stage bidding process in respect of the tender,” he says.

The first stage of the bidding process called for proposals based on conceptual designs and performance specifications on 14 September 2007 and the second phase, which was advertised on 27 November 2008, required shortlisted bidders including Devmet, to submit detailed proposals including financial offers, he continues.

“Devmet was one of 17 developers that submitted a proposal for the tender and the tender process whithered down until three remained. Devmet was one of the three and on 12 October 2009 the Supply Chain Management Bid Adjudication Committee (BAC) made recommendations to the municipal council to accept Devmet’s proposal,” Ehlers said.

According to him, the municipal council resolved on 28 October 2009 that the Devmet proposal be accepted as it was a market-related offer and provided the best financial, econo-

mic and community value. On 12 November 2009 Devmet had been awarded the tender.

“On 16 August 2012, Devmet entered into and concluded separate agreements for the sale of one portion of the property and the lease of the other portion subject to certain conditions.

“Early in 2010 the rezoning and subdivision processes for Erf 21750, which include obtaining zoning rights for the property including the previously unregularised property of the City. On 30 October 2013, at a meeting of the full council of the City, the councillors considered the conditions to be imposed on the rezoning and subdivision of the Erf and improved the conditions with the imposition of a further condition previously not contemplated, which required the additional payment of the R25 million. We appealed this condition on 2 December 2013 and the appeal was dismissed on 9 February 2015,” Ehlers said.

On 30 November 2015 Anton Bredell, minister of local government, environmental affairs and development, issued a notice to abide and not to defend his said review.

During the rezoning process, public advertisements were placed in the media, notices placed on-site and two public participation meetings were held. The meeting on 14 December 2014 was chaired by Ian Neilson, deputy mayor, and we met with representatives of the cycling and athletics fraternities to discuss both the Velodrome and athletics facilities.

“The final notice of approval in respect of the subdivision, rezoning and consent use of the Erf into four portions was issued on 23 March 2015 by the City. The freehold portion was to be sold to Devmet, the leasehold portions being the Velodrome, the athletics stadium and track, and the remainder being the freehold portion to be retained by the City,” Ehlers said.

In May 2018 the proposed subdivided erven and servitudes were formally framed by the appointed land surveyor and agreed upon by the City.

As of 21 June 2018, Devmet is of the view that the matter relating to the additional condition had, to all intents and purposes, been settled and the issue of having the draft order

made an order of court was a mere formality.

From this time Devmet requested that the freehold property be transferred and the lease over the leasehold portion be registered in the deeds office.

On 1 October 2018 Devmet submitted the formal urban design framework to the City for review their internal comments were received on 12 November 2018.

“On 27 March 2019 Devmet was informed that the City’s property management department had received an external valuation and was generally satisfied with the contents. In June 2019 Andrea Crous, ward councillor, has publicly claimed that the City’s municipal council had decided to call for public participation. This meeting was held on Wednesday 25 July and concluded formally on Wednesday 14 August.

“My personal opinion is that the track relocates to its original site near Hardekraaljie in Voortrekker Road to accommodate all sport facilities in one area. Currently netball, rugby, swimming and bowls are situated there, but nothing has been discussed with the City yet,” Ehlers said.

Teachers bearing the brunt of FASD TARRYN-LEIGH SOLOMONS @tarryns07

T

he effect alcohol consumption during pregnancy can have on a baby is often underestimated.

When one hears the terms foetal alcohol spectrum disorders (FASD) or foetal alcohol syndrome (FAS), the misconception is that a very tiny and possibly underweight baby is the only result. Reality is FAS typically results in brain and nerve abnormalities and often manifests as cognitive impairment, hyperactivity, irritability, attention deficit and attention deficit hyperactivity disorder, distractibility and taking longer than normal to complete tasks.

FASD disorders is an umbrella term used to describe the range of effects that can occur in an individual with prenatal alcohol exposure. These effects can have lifelong implications. FAS is on the most severe end of the FASD spectrum. It describes people with the greatest alcohol effects, causing signs and symptoms so distinct which include facial abnormalities, growth deficit and central nervous system abnormalities.

Now imagine a teacher having to deal with all of the above while teaching a class of close to 40 children.

Retired Delft teacher Leticia van der Heever (59) says most teachers can identify with one look if a child has FAS. “Their eyes are small and narrow and they are very small and skinny. Their lips are also thin,” says Van der Heever.

With 37 years’ experience in teaching, the Eerste River resident says dealing with each child is different.

The difficult part, she says, was trying to juggle a class of about 40 learners, with three or four suffering from FAS. “Children with FAS need extra attention.

They don’t grasp or comprehend the work as quickly as other children. This results in delays in the class because we can’t move on

to the next chapter before everyone understands the work. You need to go down to their level and explain the work over and over, but we as teachers don’t have the time to do that because there’s a whole class waiting for you to teach them.”

Asked about their behavioural characteristics, Van der Heever says they are very fidgety. “Most of them can’t sit still and concentrate for too long otherwise they lose focus and start becoming very disruptive. They fail to give their full co-operation in class and are easily distracted.”

Van der Heever says children with FAS should be sent to special needs schools where they can get one-on-one attention.

“Expectant mothers should put their children’s lives first by not drinking. It’s not fair for a child to struggle like that if it can be avoided,” she adds.

Rowena Lategan, a teacher at the Axios School of Skills in Blue Downs, emphasised Van der Heever’s sentiments: “The children also have difficulty with sequencing and memory. They are easily manipulated by others and have difficulty making and keeping friends.”

In 2016, the provincial education department launched a training programme for teachers and officials on managing the impact of FAS on school children.

Jessica Shelver, spokesperson, says children with FAS typically need moderate to high levels of special education support.

“The department’s inclusive and specialised education support staff provide ongoing support to schools on managing the impact of FAS, in addition to training.”

The department also provides support to learners in mainstream schools, says Shelver. “The department may refer learners needing high levels of support to an appropriate special school.”

She says there are no special schools specifically for children with FAS, with the support depending on the manifestation of the

syndrome and the programme needed to address the learning barriers. “Some learners may just need medication to control their attention deficit or hyperactivity. The department works with other government departments, including health and social development, and civil society to provide support and to build awareness of the dangers of drinking alcohol during pregnancy.”

The provincial health department’s Zolani Zenzile says the unfortunate and scary part is this condition cannot be treated, the damage is permanent.

“When a pregnant woman consumes alcohol, the alcohol crosses the placental barrier to the unborn child, which can cause FASD in the unborn baby. Since alcohol has a poisonous effect on the developing cells of the unborn baby, it can cause organ damage. The brain (central nervous system) starts developing soon after conception and continues to develop during pregnancy and is, therefore, very vulnerable to the harmful effect of alcohol.”

Zenzile says if a child is diagnosed at a very young age, the family can be assisted with health services and support according to their unique needs. Besides healthcare services, some organisations offer professional assistance and services to those affected by FASD, such as the Saartjie Baartman centre, Foetal Alcohol Syndrome information centre, and the Pebbles Project.

Candice Warner, director of Private Social Work Cape Town, says it has become socially acceptable to “abuse” alcohol in South Africa. “Sensible drinking is no longer a norm – when people decide to indulge, they overindulge. Research has shown that women from lower socioeconomic backgrounds are

unlikely to drink alone, unless addicted.

They drink with friends, family and their partners.”

Warner says since the early 2000s there have been numerous calls to place a ban on pregnant drinking. “The child’s rights must supersede the rights of the parent. If smoking in your car is an offence worth prosecuting, then why not this?”

Warner adds South Africa has the highest reported occurrence of FAS in the world – on the West Coast, 64 children per 1 000 are affected (as reported by Western Cape government, July 2019).

FAS also leads to neurological problems since the central nervous system (brain and spinal cord) is damaged. “The problems experienced are likely to change as an infant grows up and different problems may be seen at different stages of development, from childhood, adolescence, and into adulthood,” says Warner.

Children with FAS can also have additional problems such as epilepsy, hormonal disorders, liver damage, kidney and heart defects and a weak immune system.

Within the South African schooling system which is meant to speak to inclusive education, teachers are “deeply challenged” to the point where they lose their passion for teaching. “If the teacher is the only one putting in the effort, does it truly benefit that child whose behaviour at home only ends up regressing? A true solution is yet to be found, one that is all-encompassing and speaks to a holistic approach when dealing with children who have FAS. “The safest approach is not to drink alcohol at all if you are trying to conceive or are pregnant,” says Warner.

“The difficult part is trying to juggle a class of about 40 learners, with three or four suffering from FAS.”

Top matrics in province celebrated SIYABONGA KALIPA, THABANG KUAHO AND LISA LOTTERING

total of 200 of the Western Cape’s topachieving Grade 12 learners participated in the annual development camp by the South African Institute of Chartered Accountants (Saica) in partnership with the provincial education department.

The learners knuckled down ahead of this year’s prelims to receive additional academic support in mathematics and accounting, as well as career guidance and life skills training at this year’s development camp.

Bernadino Heights Secondary School’s Dylan Saville was top of the class after he scored 100% on the test that was set for the learners.

Getting to the camp, Saville said that he felt intimidated by the number of learners that also attended.

“There were so many learners from different schools, I felt intimidated. (But) when we got there, the camp leaders made everyone feel at ease and we got more comfortable,” he said.

He described the camp as life-changing for him and he felt motivated by the other people’s stories. “The lessons we got from people that were there, people that told their stories of how they grew up from nothing to being charted accountants who excel in their careers, were very inspiring.”

He said the camp helped him to fully prepare for the upcoming final examinations.

Saville plans to study towards a bachelors degree in accounting which would ultimately lead to him being the best accountant he dreams of becoming.

La’eeqa Samsodien from Strandfontein said winning second prize for accounting was overwhelming for her.

“It was a very good feeling and coming second out of all the learners just showed me the potential that I have.”

Samsodien said the competition was a great experience for her and although it was a bit difficult, practice makes perfect. She said her parents are really happy and proud of her achievements.

Amanda Sasha from Sophumelela High School, in Weltevreden Valley, obtained first prize in the mathematics category.

Sasha said she was ecstatic about the result because there were about 200 matrics from different schools who participated. “I was really happy about the result because it is generally a challenging subject.”

Sasha, who is also preparing for the final matric exams, said she hopes to study BCom Accounting at the University of Cape Town (UCT) next year.

Mzimasi Hoho, school principal said this is a great achievement. He described Sasha as a hardworking learner who excels in both mathematics and science.

“The school is very excited and the learners are currently preparing for their final exams,” said Hoho.

The Kraaifontein Youth Unite programme seeks to empower the learners not to be victims of their circumstances.

Two Grade 12 learners, Khanya Ntamzeli and Busiswa Tasana from Isilimela Comprehensive School in Langa won second and third prizes during the camp. Ntamzeli came second while Tasana came third in the mathematics category.

Ntamzeli form Langa, who wants to study electrical engineering, said he has always loved maths and he was able to learn a lot from the camp.

Despite coming second, he said the competition was not that tough. “I made a mistake which cost me otherwise I did not see the competition as being tough,” he said.

Tasana from Khayelitsha said she chose the school because of its good pass rate and it shows by having two learners from the school making it in the top three.

She said the camp was fun and she learned a lot of things from the other learners. Tasana said you must always commit yourself

and strive for competition if you want to succeed. “We tend to complicate maths which is why most learners say it is difficult but for me it is easy,” she said.

Robert Zwane, Saica’s senior executive for transformation and growth said Saica hosts provincial development camps every year to further learners’ social and career development and harness their potential to produce quality matric passes.

He said the benefits of the camps extend well beyond the immediate goal of improving academic performance.

Betty Abrahams, Saica’s project manager for the Western Cape camp said Saica is proud of those who attended the camp and is thrilled to see how their learners’ marks have improved over the week-long session.

“We look forward to seeing how what they have learned at the camp has improved their grades,” said Abrahams.

The Kraaifontein Youth Unite programme seeks to empower the learners not to be victims of their circumstances.

Learners aim to empower with programme THABANG KUAHO @thab_journo Learners from Kraaifontein High School have formed a programme which seeks to bridge the gap between what they learn at school and their everyday experiences outside the school environment.

The Kraaifontein Youth Unite programme was formed after Grade 8 teacher, Alexis van Kervel observed the gap and realised that there should be a relationship between the two.

“Due to the challenges faced by learners at the school, I thought of the concept of activism in education. The sad reality is that our children are finding themselves in a cycle of poverty and have become desensi-

tised to all of the consequences of poverty which has become normalised and merely seen as part of life,” Van Kervel said.

The programme aims to empower the learners so that they no longer see themselves as victims of their circumstances, but to begin thinking critically about social ills they are faced with and challenging the notion that “as people, we are helpless and should wait on government to save us”.

“It is based on the idea that our youth should become active change agents in the community and inspire the community itself to take a stand. In addition to teaching about activism, community work and leadership skills, learners also go out in the community and assist with certain issues,” she continued.

The programme, still in its first month of inception, is currently focusing on teaching learners about the relevant government structures that they should reach out to when dealing with issues in the community.

“It also focusses on how to approach these issues with knowledge, passion and respect.”

Recently, the learners went out into the community and showed homeless people some compassion after learning about the by-law that enables the homeless to be fined.

“These learners came to the conclusion that the solution to this problem may be obtained if people focus on the root causes of poverty.” Van Kervel said that the challen-

ge they face is difficulties with transporting the learners due to lack of funding.

“It is personally extremely sad to see the excitement on their faces and then having to tell a number of them that they cannot join that day because there are not enough funds.”

She said seeing the children providing food and clothing to the homeless while they also live in poverty was heart-warming.

“This is what the programme is about.

Even though we find ourselves in difficult situations, we do not have victim mentality.”

The learners work mostly in the Scottsdene community but will move to neighbouring communities in future.

En behoed die een wat op die nippie afkom en daai proppie wil oopdraai. As kinders is jy met ’n nat vadoek oor die hande of kneukels gepiets, dat rooi hale gelê het as jy die proppie wou afdraai.

In die verlede was dit gewoonlik die oumas en mammas wat die koekbakkery aanpak en as jy smiddae of saans by die voor- of agterdeur instap, ruik jy kaneel, geskroeide suiker, lemoengeursel, klapper en noem maar op, dan weet jy die koekblikke gaan nou weer oortyd werk!

Sodra daai Kerskoek gebak en geblik is, toegedraai in waspapier, weet jy dat daai nippie nou en dan uitgehaal gaan word om die Kerskoek te bedruip, sodat dit Kersdag net verder opgekikker kan word met vla of opgeklopte room.

Maar hoe nou gemaak as daar niemand in jou huishouding is wat die bakkery wil aanpak nie? Geld vir koekies of ander bederfies is nie vir almal beskore nie, weens ekonomiese druk of werkloosheid.

Dalk is dit nou die bure se kans om saam te bak en die gebak dan onder almal uit te deel sodat almal ook Kersdag hul eie koekies vir namiddagtee kan geniet.

Ek kan onthou destyds in Distrik Ses het almal in Wichtstraat gehelp om ’n bydrae te maak met die bakkery as daar ’n troue, verjaardag, huweliksherdenking, mondigwording of net ’n partytjie gehou is.

Dit was alles deel van die samehorigheidsgevoel onder die inwoners in Distrik Ses. Jou sukses, geluk of swaarkry is deur almal in die straat beleef en gevier.

Vandag is almal net gefokus op hul selfone en wat op televisie aangaan, dat daar nie eens meer tyd is vir om ’n tafel sit en net jou dag met mekaar te deel nie.

A ridiculous procedure?

Four weeks ago I went to the Milnerton traffic department to renew my driver’s licence.

The system works splendidly. Half-an-hour start to finish. It would have been quicker, but the chap two places before me in the queue could not read, write or understand any of the 11 official languages, and slowed us down a bit.

I was deeply impressed by the well-coordinated process, and the efficient people at the various counters who obviously knew what to do.

However, when I got the notification that the new licence is ready for collection, I was warned that I must bring my current ID book to enable me to claim it. Why? Who devised this plan? Surely the document they are handing over, with my photo, (taken only four weeks ago, at that very office), my thumb-print and my signature on it is better proof of who I am than a fading photo in my a 28-yearold ID book.

It is the work of a moment to compare the new photo to my handsome profile, and if they do not match, then no licence. It does not get much simpler than that, why complicate matters?

Just a thought.

Hy het agter my aan geskree – wát weet ek nie, aangesien ek net aangehou het om te loop.

Na sowat drie minute was ek terug by my voertuig en het ek ingeklim en gery tot by die eerste stop.

Tot my verbasing was my regtervoorwiel pap (ek het pas vier nuwe bande opgesit).

Die vent het toe mooitjies ’n klippie onder die band doppie gesit en die doppie terug gedraai en sodoende ’n lek veroorsaak.

Ek is ’n senior burger van 70 jaar, dus ’n maklike teiken, so dink hy!

Ek vra dat daar dat daar daadwerklik gekyk moet word na die wagte, aangesien iemand wat nie helder dink in so ’n situasie nie nóg ’n statistiek kan word van ’n wrede aanval.

On Wednesday 7 August I was walking home when the storm broke. I was soaked and freezing.

I ducked under the overhang of the entrance to their centre for shelter.

I was invited to sit in the client lounge, given a cup of coffee and a friendly chat by Agnes.

Wow, what a service to a senior citizen.

A lift home was arranged to complete the experience.

Stop the spraying of pesticides Since the ostrich killing saga, Clara Anna Fontein Estate has mushroomed.

I live on the border, where a fence has been erected for their security. There is a green belt under the electricity pylons where landscaping is underway.

The landscapers keep spraying with herbicide. This drifts across onto Aurora.

Also recently, just after the verge over the road from me was cut by the council yesterday, it was sprayed by a landscaping employee, who claimed he was not from the company that does the Clara Anna landscaping. I stopped him and he left.

The men who spray are not equipped with masks. The smell of the spray is so strong that my neighbour and I could taste it.

My main point though is that spraying is no longer an option. With environmental destruction taking place on every level, poisoning our soil and environment is totally unacceptable.

Farmers in our area use glyphosate (a proven carcinogen) year after year. The public can buy Roundup at Agrimark, and this contains glyphosate. The herbicides used, including glyphosate, cause extensive damage to the soil microbiome, kill earthworms and other small creatures.

Birds that browse in the green belt that has been sprayed will all be affected.

We have a few Cape spurfowl that love to scratch in the grass over the road; they will have poison on their feet after the spraying.

People walk their dogs, oblivious to the fact that the area has just been sprayed, and the dogs go home with poison on their paws.

The groundwater will be

contaminated with this poison which affects the wetlands in Clara Anna Fontein as well as in D’Urbanvale. This is a totally unacceptable situation.

I have tweeted the City of Cape Town, the DA and written to various people in this regard. No satisfactory answers were received.

I have lived in Odendaal Road for over 30 years and have seen the total disappearance of chameleons, frogs and lizards.

Unemployment is rife. Can the City and all landscapers rather spend money on human labour and stop poisoning our environment?

There isn’t a drop of poison on my property. My garden is a haven for all insects and other life. Enough is enough!

I fully agree with the reader (“Your kids learn from your deeds”, TygerBurger, 14 August). This happens daily at the primary school where l drop off and pick up my grandchild.

It is also true that this behaviour is worsening, also in respect of the lack of proper control measures at gates. Our children are left unprotected as they run outside the gates after school.

I observe unacceptable behaviour in terms of children acting disrespectful towards their elders. When you address them their attitude leaves much to be desired. The solution is to address it with the principal and the governing body. What are the duties of prefects or monitors and teachers during break time and after school?

Mind your ‘sign’ language RICHARD ROBERTS @richardjohn_rj Did you know that sign language like any other oral language, varies from country to country? In South Africa, the sign language dialects even differ from one province to the other.

“The sign we use for a surname in the Western Cape, for example, is different to the one used in the Eastern Cape,” says Gloria Beelders, a foundation phase sign language teacher at the Dominican School for the Deaf.

According to experts, there are around 300 sign languages in use across the world today.

“Signs are different. With American sign language, they use a particular sign for a name and in South Africa that same sign means toilet,” Beelders explained to TygerBurger last week. She says here in South Africa the sign for “father” and “mother” will be different to what deaf people sign in Australian and American sign language.

“We use one hand for alphabet fingerspelling when spelling someone’s name. The British use two hands for fingerspelling.

“So for instance, if you had to arrive at our school, I will use the sign for ‘name’ first, then I will use fingerspelling to spell-out your name.”

Just like the modern English alphabet consists of 26 letters, so too do sign language consists of 26 different hand shapes to represent those letters,” Beelders explains.

During a visit to Russia, Kurt Dirks, the current Mr Deaf SA, experienced these differences.

“Russia is a beautiful country. However, the deaf Russian sign language is different from South African sign language.

“Not all Russians speak international sign language as well,” Dirks says.

Dirks, who works at a private bank in Parow, was participating as a fashion model at the Miss and Mister Deaf International (MMDI) competition held in St. Petersberg, Russia last month.

“Deaf Russians are a bit friendly, and try to understand you even when signing slower. “Each country has its own sign language, so learning South African sign language, does not mean you will understand it overseas immediately,” Dirks says.

Dit was vir my só lekker om voor almal op te tree en te wys dat my litte nog nie styf is nie. Ek is geseënd met goeie gesondheid en ek is nog hups! Vrouedag kom darem mos net een keer ’n jaar.”

Die vroue het ook ’n koningsmaal ontvang.

“Ons wou hê die vroue moes hulself uitleef en geniet. Die boodskap was dat hulle nooit moet moed opgee nie en die lewe geniet,” sê Magerman.

Groep dans vir behoeftiges ’n

Groep dansers van Kraaifontein gee terug aan behoeftige skole en ouetehuise in die gebied deur brood uit te deel en geestelike danse aan te bied.

Roman Cupido (18) van Dynamic Dancers het gesê dat hulle 38 brode gekoop het en in die Erasmussaal in Scottsville uitgedeel het.

Hy sê die groep bestaan uit 16 dansers en omdat die meeste mense geen of min kos het om te eet nie, help die dansskool om geld intesamel om brode te kan koop.

“Ons probeer om skole, ouetehuise en kerke ook te help met die geld wat ons insamel,” sê hy. “Die behoefte is oral groot in Kraaifontein,” het hy gesê.

Volgens hom het sy ma, Winnie, hom geleer om ander te help sonder dat hulle om hulp moes vra. Sy is ook bly dat die jeug in

die gemeenskap terugploeg.

“Ek het een aand ’n droom gehad om ander in nood te help en ons eerste uitreik was na die Laerskole Petunia en AME waar ons toebroodjies uitgedeel het. Ons eerste optrede met ons geestelike danse was Identity gedoop. Die simboliek agter die danse was om die onmoontlike moontlik te maak,” het hy gesê. “Die meeste toebroodjies was net gevul met kaas en polonie en ek weet dat ander ons voortaan gaan ondersteun in ons optredes.

Die glimlagte op die kinders se gesigte toe hulle die toebroodjies ontvang, sal ons altyd bybly,” het Roman gesê.

Volgens hom was dit hul eerste probeerslag en wil hule op Saterdag 7 September worsrolletjies naby die Erasmussaal verkoop om nog etes voor te berei.

Bellpark vier fees saam met oud-leerders en bekendes M

usiekliefhebbers en oud-leerders van die Laerskool Bellpark moenie die geleentheid misloop om die skool se musiekfees “CY till I die!” op Saterdag 5 Oktober by Hillcrest Quarry by te woon nie.

Bellville is nie net bekend vir sy ikoniese nommerplaat “CY” nie, maar deur die jare het die voorstad baie musikante opgelewer en staan dit ook bekend as “Bellville Rock City”.

“Vanjaar vier die skool sy 50ste verjaardag en om hierdie besonderse geleentheid te gedenk, hou ons ’n musiekfees wat nie net die skool nie, maar ook Bellville en sy mense vier,” het Deon Wentzel, organiseerder van die musiekfees en onderwyser by Bellpark, gesê.

Die kunstenaars wat by die musiekfees gaan optree, is almal oud-leerders van die skool of is verbonde aan die skool.

“Die kunstenaars sluit in mense soos

Francois van Coke, Leah, Mark Haze, Jesse Grey, Oriana, Sunset Sweatshop en Desmond Wells. Laasgenoemde het onlangs sy tweede CD bekend gestel. Ons is baie trots om te kan sê dat hierdie kunstenaars almal by ons op skool was en is trotse boorlinge van Bellville,” het Wentzel gesê.

Dit was dus maklik om die naam vir die fees te kon kry, naamlik: “CY till I die”-musiekfees.

“Ons dink nie daar is ’n ander skool wat so ’n lys van kunstenaars uit hul skool kan bymekaar bring vir ’n musiekfees nie.

“Daar was ook nog nooit ’n musiekfees vir Bellville met nét Bellville se musikante en kunstenaars nie. Ons nooi dus almal uit om saam met die Laerskool Bellpark alles wat mooi is van Bellville te kom vier!” het hy gesê.

Entrepreneurship the key to jobs DESIRÉE RORKE @dezzierorke The unemployment rate in the City of Cape Town is currently at 21.8%, 0.6 of a percentage point more than in the first quarter of the year.

This was indicated in the quarterly labour force survey released by Statistics South Africa (Stats SA) on 30 July.

The number of unemployed people in Cape Town increased by 16 000, while employment increased by 5 000 in the second quarter of 2019 compared to the first quarter. The report covers the time frame between April to June 2019 and is a household sample survey conducted by Stats SA. It collects data on the labour market activities of individuals aged 15 years and older who live in South Africa. In the City of Cape Town, the response rate of the survey was 86.9%.

The survey indicates the labour force in Cape Town at 2 030 000 of all age groups, of which 1 589 000 persons are employed and 442 000 are unemployed. A further 923 000 are economically not active while 14 000 represents discouraged work-seekers.

Of particular concern to the City is the unemployment rate for persons between 15 and 24 years of age. According to James Vos, Mayco member for economic opportunities, this figure was estimated at 44,7% for the first quarter of 2019. He believes youth entrepreneurship is a large part of the solution to reduce youth unemployment.

“Youth unemployment continues to be problematic and current statistics paint a grim picture,” he says. “However, young people need not despair as opportunities abound for them to enter the world of entrepreneurship.”

Vos recently visited the Harambee Youth Employment Accelerator, an agency that focuses on addressing the high unemployment rate in SA. “Harambee sources candidates from a large pool of young people with high potential but limited work experience. It assists them to become workready and then through its website connects them to the correct employer in their area,” he explains.

To date, the organisation has placed over 500 000 young people with more than 450 of South Africa’s top companies such as Hollard, Standard Bank, Nando’s, Pick n Pay and Burger King.

“My advice to young people is to consider entrepreneurship as a career. This means to tackle the challenges of unem-

ployment instead of looking for a job in a market that offers very limited opportunities and that face extreme economic pressures.” In turn, entrepreneurs will also create jobs for others and reduce the rising level of unemployment. “All it takes to get started as an entrepreneur is the right attitude, drive, energy, creativity and perseverance.”

Vos personally encourages private companies to get involved by hosting unemployed individuals for workplace experience opportunities. The City is injecting cash into those sectors that promise the most growth, which includes, among others, the clothing and tech industries.

“The focus is on skills development. But government alone cannot create job oppor-

tunities. We need the private sector as partners in this journey to eradicate youth unemployment”. At first, he did everything himself – from making the sauce, bottling it, sticking on the labels, marketing and delivering. By November last year, he had secured a producer who assisted with production and the business is growing by the day.

“Think carefully about what will make your product unique before you start,” is his advice to budding entrepreneurs. “Its hard work and you have to be committed.”

Advise to future entrepreneurs Whether it’s a fresh business idea or information needed for something specific to further develop a business, help is at hand in the form of the following resources to assist with either research for their ideas, or to get their business up and running: . Stikland housing shortage addressed O

ak Park, a 64-apartment development in Groenvallei near Stikland, will be developed in a bid to address the huge housing shortage in the Western Cape. Each apartment, valued at R695 000, will be 55m².

“Housing is one of the basic human needs due to our desire for security, privacy and protection from the negative impacts of the environment. It plays a vital part in improving human health, as well as the social and economic welfare of society,” says JeanPierre Nortier, developments director of the Devmark Property Group.

“We have carved our name as an industry leader over the past 26 years. At the moment, there is a definite shortage of secure residential property developments close to schools, transport nodes, shopping centres and other amenities.

“We believe that Oak Park will make a small contribution in alleviating this problem. This is a classical fill-in development, which complies with the City of Cape Town’s strategy to restrict urban sprawl and to increase density.

“It is excellently located on Old Paarl Road, close to the central business districts

of Bellville and Brackenfell, as well as the large and established Stikland industrial area. We also hope to launch similar developments in the near future,” Nortier said.

According to Nortier, Devmark is delighted with the sale of the development to an investment consortium. “Designed by wellknown architectural firm, AVNA, the development will be ideal for the rental market and therefore an excellent investment. Civil works for the project has commenced on 19 April this year and the project will be completed by April 2020.”

Warren Joffe, representative of the investment consortium, adds: “There is a definite housing shortfall in South Africa. This, combined with the increasing interest rate environment and the general political and economic uncertainty, we believe will stimulate further demand in the rental market for residential property. These factors, therefore, all bode well for our investment.

“Oak Park offers exactly what we’re after.

This will be our first transaction with Devmark and we hope to work together on future residential investment opportunities that fit our profile.”

Timber and Formica are much more approachable and affordable for the DIY family, and can be just as attractive if they’re chosen and installed well.”

When selecting a Formica finish, Jacobs recommends avoiding dated options like faux granite or marble.

For those with less available space, hanging storage may be a better option. Try pegboard walls with hooks for holding everything from bicycles to lawnmowers and secateurs.

Update outdoors Garden spaces are still very popular with buyers, but Jacobs says a bigger emphasis is being put on ease of maintenance.

“Water-hungry lawns and labour intensive plant beds are falling out of favour,” he says, “but outdoor entertainment areas are in high demand. Homeowners with a flair for DIY could do well to combine these two trends by adding paved or gravel sections to their garden, and possibly a pergola or a built-in-braai.”

While paving may be hard work, it is DIY friendly, as is the basic brickwork required for a simple braai. Construction plans for braais and timber pergolas can be found online, and all supplies are available at your local hardware store.

“Remember”, says Jacobs, “low maintenance doesn’t mean bare of all greenery and life – try to at least keep a border of plants or creepers, and definitely preserve any mature trees.”

Restyle your bathroom Bathrooms may be tricky to totally revamp as a DIYer, but Jacobs says even small updates can make a big difference here. Try a fresh coat of paint on your walls and ceilings and replace old-school towel rails and accessories with more modern versions. You can also refinish your bathroom cabinets, or replace your vanity entirely. Adding a few stylish mirrors or display shelves can be a great idea as well.

“Retiling makes a huge difference, but it’s a pretty big DIY,” says Jacobs. “If you’re not up for a project of that scale, you could consider refinishing your existing tiles using the specially formulated tile paints that are now available.”

nterskolerugby 2019 het gekom en gegaan – met oorwinnings vir die eerste spanne van onder meer Durbanville, HS Bellville, Brackenfell en Monumentpark.

Die opwindendste wedstryd was heel waarskynlik die sege van 46-39 wat Durbanville oor Stellenberg behaal het.

Want in die voorafgaande 12 jaar was dit die Stellies wat jaarliks in hul tweestryd met die Durbies breëbors van die veld gestap het.

Die afgelope Saterdag het albei spanne skitterende spel gelewer, maar dit was Durbanville se beter afronding wat hulle welverdiend met 4639 die pyp laat rook het.

Die span van D.F. Malan en die skeidsregter (in die wedstryd teen HS Bellville) was duidelik nie koffiedrinkvriende nie.

Weens ’n klomp strafskoppe wat DFM veral by die afbreekpunte afgestaan het, het ses strafdoele vir Bellville maklik op koers na ’n oorwinning van 30-6 geplaas.

In Parow was die les wat HS Tygerberg uit sy nederlaag van 12-23 teen Brackenfell geleer het, dat g’n span ’n wedstryd sal wen deur ’n rits puntekanse weg te smyt nie.

Die Brakke se meer konstruktiewe spel het die nodige vrugte afgewerp.

Nadat Monumentpark in die vorige drie jaar aan die agterste speen teen Vredenburg gedrink het, het die Kraaie se voorhoede dié slag die weg gebaan na ’n oorwinning van 19-10.

In ander wedstryde het De Kuilen (1850 t Worcester Gim) en Bosmansdam (1029 t Labori) minder goed daarvan afgekom.

Melkbosstrand het hierdie seisoen duidelik laat blyk dat hy vorentoe nog ’n krag op die rugbyveld gaan word. Dié span het Hottentots-Holland met 56-29 bloedneus gespeel.

Ook aan die wenkant was Tygerbergklub (24-21 t Fairbairn), Milnerton (31-19 t Vishoek), Scottsdene (17-13 t Bernadino Heights) en The Settlers (15-10 t Khayelitsha/Nyanga). HTS Bellville het egter met 10-19 teen HS Strand vasgeval.

Tygerberg-klub troef Brakke SAREL BURGER Tygerberg-klub het met sy net-net oorwinning van 26-23 oor Brackenfell in die WP se jongste reeks Superliga-rugbywedstryde sy posisie op die punteleer verstewig.

Die Floridapark-span (42 punte in 13 wedstryde) bevind hom nou in die sesde posisie, terwyl Brackenfell (35 in 12 wedstryde) weens hierdie terugslag afgesak het na die negende plek.

Hoewel die Universiteit van Wes-Kaapland in twee wedstryde die afgelope week – 13-35 t Maties en 10-70 t Valsbaai – katswink getik is, bly hy met sy 45 punte in 13 wedstryde in die vyfde posisie.

Noordelikes-Tygerberg het 27-48 teen Hamiltons verloor.

In afdeling B van die Superliga is Kuilsrivier (56 in 12 wedstryde) ná sy oorwinning van 46-26 oor Rangers steeds boaan die punteleer, gevolg deur Hamlets (55 in 12 wedstryde) en Bellville (52 in 13 wedstryde).

Goodwood het Saterdag met 23-15 teen Busy Bees gewen en so ook Bellville met 48-36 teen Young Peoples. Maar Belhar het met 24-27 teen Collegians verloor.

Hands & Heart (55 punte in 12 wedstryde) het met sy oorwinning van 30-19 oor Strand nou die eerste plek op die punteleer in afdeling C by Scottsdene (51 punte in 12 wedstryde) oorgeneem.

Een van hierdie twee Kraaifonteinse spanne sal as kampioen gekroon word, tensy ’n pap wiel opgedoen word in die laaste twee reekse wedstryde.

Volop aksie vandag by óns sewestoernooi SAREL BURGER Die betreklike onvoorspelbaarheid van sewesrugby maak enigeen van die 12 spanne ’n moontlike wenner in die TygerBurger/ King Cars-toernooi vir o.19-spanne.

Die spanne pak mekaar vandag (Woensdag 21 Augustus) op die velde van die Hoërskool D.F. Malan. Die spanne speel in vier groepe elk drie wedstryde, waarna die beste spanne deurdring na die uitklopfase.

Malan t HS Tygerberg (A), Tygerberg-klub t Melkbosstrand (B), De Kuilen t Brackenfell (C); 16:20: HS Bellville t Stellenberg (A), HTS Bellville t Monument park (B), Excelsior t Bellville-Suid (C).
