our broken windows in four months have Riaan and Gila Jacobs of Brantwood at their wits’ end. All went well the first few months after the family of four moved into their new home in Royal Estate next to the railway line in February.

Then on Monday 29 July, Gila came home to a broken bathroom window on the top floor of their duplex house. The stone was

still lying on the windowsill. The Wednesday it was the bedroom window.

On the Thursday Gila was home with their three-year-old daughter when the train came past at 15:30. She says there was a group of schoolboys standing in between the carriages.

“The boy was standing in between the carriages and he was going for it,” she recalls.

This time no windows were hit but Gila says she and the boy made eye contact. She

claims she could identify the boy’s school uniform as that of Kasselsvlei Comprehensive School (KCS).

They phoned the school the Friday which said they can attend an assembly the following Monday morning to see whether Gila can identify the culprit.

That afternoon a stone smashed the sliding door on the ground floor.

Gila says they reported the initial incident to the police, but she called the police again

after the sliding door was hit.

She was very upset to hear the officers were not going to come out to their house.

“There was already a detective assigned to the case, but they said no, the detectives are too busy, we should just take photographs.”

The assembly was already in progress when they got to the school the Monday.

Gila says as they walked in all the children were looking at them.

he Community Champions Elders Awards ceremony took place on Saturday 12 October at Media24’s rooftop venue, Nasdak.

The awards, now in its fourth year, recognises older citizens who, despite their social circumstances, are actively making a difference in their communities and the lives of others.

The age category 70 to 80 years was won by Minnie and Daniël Hoorn from Capricorn.

Danny Brown from Elsies River was the runner-up and Lydia Nogaga from Masiphu-

melele placed third.

Margaret Voogt from Blomtuin won the 80+ category, with Peter Knight from Maitland in second place and Sarah Dantu from Belhar in third.

Danny Brown also secured the majority of the public vote to take home the People’s Choice Award.

The awards were presented

by People’s Post, TygerBurger and City Vision, in partnership with Spec-Savers.

Each elder took home prizes sponsored by Spec-Savers, Shoprite, Parow Centre, People’s Post, TygerBurger and City Vision.

Gila says the culprit could have used the opportunity to slip out.

She could not identify anyone. Riaan approached the principal about letting some of the boys go. “I was told that he is already doing us a favour to have invited us to the school and I am disrupting his school day.”

Riaan says he also asked to have a meeting with all learners making use of the trains between Bellville and Kuils River, but have not received a response.

On enquiry Ronald Bantom, principal of KCS told TygerBurger there are many schools with green uniforms. “I gave them the benefit of the doubt and got the learners together in assembly. She (Gila) suspected the boy to be around 14 or 15 years old, which could be Grades 8 to 10. That is why I sent out the Grade 11s and 12s – to make it easier for her.” Bantom says he was not willing to let them disrupt the school day any further. “What more do they want us to do?”

Riaan says he also made a call to a Metrorail number and eventually spoke to a person at Bellville railway station. He was told they would check no one stands in between the carriages.

For a while things were relatively quiet, although there is evidence of “missed attempts” – a chip on the wall and a dented gutter.

Over the holidays nothing happened. But on 1 October, the first day of the new school term, the fourth window was broken – next to the sliding door on the ground floor. “The

They claimed for three windows already and had to pay an excess every time. He does not want his insurance premiums to go up and decided to fix the latest one himself.

“This is a huge risk for my family and our security.”

Riaan has already covered the windows on the top floor with a shade net screen.

The couple says in three months they have not had any feedback from the police regarding the case. After the latest incident, Riaan decided to post about it on a community Facebook page as they did not know where else to turn to for help. Although

Riaan and Gila feel the school could have been of more assistance, some of the comments on Facebook pointed out that the school cannot be held responsible.

Riana Scott, spokesperson for Metrorail says there are sporadic incidents of trains being stoned, but ‘‘incidents such as stoning houses from moving trains are rare.”

Scott says incidences of stoning are notoriously difficult to prevent because it occurs randomly with no discernible pattern to enable proactive enforcement. “It is advisable for homeowners to secure their properties as best they can and to report all criminal activity to the police. The reports are used for crime trend and pattern analyses upon which resources are deployed.”

Scott says from Metrorail’s perspective they undertake to ‘‘escalate the incidents to our protection services department, the rapid rail police unit and the rail enforcement unit for action”, and “request our customer service area staff to be vigilant at nearby stations and to check as best they can whether people are travelling between the carriages.”

She said they will also advise their stakeholder relations department to conduct safety campaigns at schools close to the railway lines in the area.

Sgt Liezel Beukes, spokesperson of Kuils River police says, “the Kuils River (police) crime investigation service is currently investigating this matter.”

Die sewejarige meisie van Wallacedene het saam met haar ouer suster (11) en ’n groepie vriende, almal laerskoolkinders, langs die besige pad gespeel toe sy na bewering voor inkomende verkeer ingehardloop het. Die voorval het omstreeks 17:20 naby die hoek van Botfonteinpad plaasgevind.

Volgens die Brackenfell-polisie het ’n 23jarige vrou van Brackenfell die kind raakgery. Sy het ’n Volkswagen Polo bestuur.

“Die vrou het in die linkerbaan gery in die rigting van Kuilsrivier. Volgens beskikbare inligting het die kind in die middel van die pad gestaan en in die teenoorgestelde rigting na die ander kant van die pad beweeg,” sê kapt. Erica Crous.

Sy het toe blykbaar skielik van plan verander en terug gehardloop in die linkerbaan. Volgens omstanders het die kinders weggehardloop vir honde aan die ander kant van die straat. “Die bestuurder van die Polo het remme aangeslaan en probeer uitswaai, maar was te laat,” sê Crous.

Dit was baie ontstellend om te sien hoe verlore hulle daar ronddrentel en huil. Dit was koud en daar was nie eens een kombers vir hulle nie. Daar was geen ondersteuning vir hulle nie. ’n Ander persoon van ’n nabye plaas het vir hulle water gebring en ons het ons bes probeer om hulle warm te hou met ons eie baadjies en om vertroosting te bied”.

Die Brackenfell-polisie se slagofferondersteuningseenheid is later na die toneel ontbied. Crous het bevestig ’n saak van strafbare manslag word ondersoek.

Register for CPF election The executive committee of the Kuils River community policing forum (CPF) will be elected at the CPF’s annual general meeting on Tuesday 19 November.

Ceramic Expo held in Bellville Art.b Gallery, the Arts Association of Bellville, will present the Ceramic Expo from Wednesday, 30 October to Wednesday, 20 November this year.

The exhibition, curated by designer and visual artist Zelda Weber, invited artists to submit works that mainly focus on ceramics, although mixed-media works were also accepted.

Weber, herself a well-known and accomplished artist, holds a diploma in ceramic design and a master’s degree. Her master’s thesis explored the creative “meaning-making” practices in printmaking from a social semiotic perspective. As an artist, she rejects absolutist thinking and engages with a wide spectrum of ideas, beliefs and media. Weber has exhibited her work at Salon 91, AVA, Loop Street, Strydom Gallery, Dorpstraat Gallery and Art.b.

The last couple of years have seen a resurgence in ceramics, according to Weber. “It’s no longer just considered a form of craft because many artists express their artistic concepts through the medium. This is evident in the numerous group exhibitions that Art.b has hosted over the years, where many artists submitted ceramic works. We’re excited to host an exhibition that exclusively focuses on this art form.”

Weber continues that ceramics as a medium demands patience, care and technique.

Help pack meals at Soneike Centre O

“The theme celebrates ceramics as a medium and how it can be expressed through sculptures, installations, vessels and functional ware. The participating artists were invited to represent this medium in any vision they deemed appropriate. The gallery is the ideal venue due to its spacious interior that allows for small and large three-dimensional works to be displayed,” Weber concludes.

Participating artists will include celebrated artists such as Rae Goosen, John Bauer, Alessandro Pappada, Hannes van Zyl, Ineke Nicolle, Sonja Kastner and Yvonne Martin.

The exhibition opens at the Art.b Gallery at the Bellville Library Centre in Carel van Aswegen Road on 30 October at 18:30 for 19:00 and closes on 20 November.

n Saturday 26 October, The Ipic Shopping Centre Soneike will join forces with Rise Against Hunger Africa, in a bid to pack 20 000 meal packs for hungry South African children. Residents are invited to come join in the effort from 09:00 to help make a difference.

Rise Against Hunger (RAH) is an international hunger relief organisation that distributes food and life-changing aid to the most vulnerable. With a vision of eradicating world hunger by 2030, RAH relies on the generosity of corporates for meal sponsorships and the public for meal packing, asking for an hour of your time to join a fun assembly line, packing food for those in need.

Ipic Shopping Centre Soneike will play host to a special edition of RAH’s meal pack, as it becomes one of a few shopping centres across Cape Town to be a part of the One Million Plus One campaign – spearheaded by Expresso TV presenter, Graeme Richards.

Talking about his involvement, Richards said, about 10 to 20 children die due to starvation every day in South Africa.

How can it be that in 2019 we have so many children dying daily on our doorstep, because their parents and caregiv-

ers can’t afford to feed them? We have to come together, as a nation, to bring an end to these deaths – and through Rise Against Hunger, we’re making progress.”

Richard said last year they managed to pack 100 000 meals through the Meals for Mandela campaign. “This year, I wanted to up the ante to a million and one, hence the name One Million Plus One.” The morning show TV personality will serve as MC for the event at the Soneike Centre and will provide additional entertainment for meal-packers throughout the event.

Property manager of Ipic Shopping Centre Soneike, Nadine du Preez, says, they are thrilled to host the centre’s first RAH meal pack. “It’s heart-warming to know that 100 children will not go hungry for a whole year due to the love and generosity of the Kuils River and Ipic community.”

Take on river challenge for a good cause Entries can still be done for the 5km 25 obstacle Talisman Hire Blackheath River Challenge on Saturday 19 October at Jan Kriel School.

The event is organised by the Kuils River Youth Trust in aid of providing every school within Kuils River with their own social worker.

The focus on fastest times will only be for the corporate event, the competitive challenge starting at 08:00, the other categories are family-orientated and promises lots of fun. You can walk, crawl and help each other while laughing your way through the obstacles. For those afraid of the swimming pool, there will be a special chicken run obstacle.

Entry cost for the family challenge (09:00),

as well as the young gun challenge (10:00), is R300 for a team of five or R70 for individuals. The river challenge has been designed with first-timers in mind so bring along your mother, father, grandparents and siblings. MonkeyNastix Boland will be having their own obstacle race with the kids aged two to six for R10.

Entry cost for the corporate challenge is R1 040 per team of four and includes marketing your product, and something to eat and drink. Individual entries are R110.

Groot pret by nasorg se konsert CARINA ROUX

D

ie vyfde jaarlikse Groot Charity-konserte van die Alta du Toit-nasorgsentrum in Boston is Dinsdag 8 Oktober en Woensdag 10 Oktober in die Bellville-burgersentrum gehou.

Die kunstenaars het almal hul dienste verniet aangebied vir die konsert ten bate van die sentrum, wat omsien na intellektueel gestremdes.

Corlea Botha, Emo Adams en die wenner van The Voice SA, Tasché Burger, was van die nuwe gesigte op vanjaar se program.

Kliënte van die nasorgsentrum het ook

hul talente uitgestal.

Marina van der Meulen, bemarkingshoof by die sentrum, sê al die geld wat ingesamel is sal gebruik word vir die versorging van die inwoners by die sentrum wat nie meer familie het nie en gratis inwoon.

Die beligting en klank vir die konserte is ook gratis gedoen.

“Ons is net so ontsettend dankbaar oor die oorweldigende reaksie wat ons ná die konsert gekry het – ons waardeer al die ondersteuning,” sê van der Meulen.

“Dit is vir ons ongelooflik om ons mense se talente aan die gemeenskap bekend te stel – dit laat ons deel voel van die gemeenskap.”

Chess Challenge at the mall a hit The second annual Kuils River Chess Club Cayote Spur Challenge took place at Zevenwacht Mall on Saturday 12 October. Thanks to the sponsor Coyote Spur there were prizes up for grabs for the best male and female players

and a floating trophy for the winning school team. Kuils River Primary School managed to successfully defend their title as top school. Zaskia Ziegers was the best female player and Shaun-Lee Heinze was named best male player.

Fun run to be a hit again

Moenie oorhaastig besluit nie Suid-Afrikaners word daagliks gekonfronteer met die talle werklike uitdagings van ons swak ekonomiese groei oor die afgelope paar jaar.

Dan is daar boonop nog mediaopskrifte wat verdere onsekerheid skep.

Hoe bly ’n mens nugter as dit kom by beleggings met opskrifte soos hierdie wat die rondte doen? “Foreigners dump S. African stocks at fastest pace since 2017,” lui een artikel van Bloomberg.

Die aard van die ekonomie is so dat verwagtinge ’n belangrike rol speel in hoe die toekoms uitspeel. Suid-Afrikaners se denke, gesprekke en aksies het dus ’n wesenlike invloed op die omsetsnelheid van ons plaaslike ekonomie, asook ons belastinginkomste. Ons is moontlik naby ’n “punt van maksimum pessimisme”.

Dit is onrealisties om te glo dat buitelanders in Suid-Afrika sal belê, indien Suid-Afrikaners dit nie self wil doen nie.

Ons moet onsself egter afvra hoe die siklus kan verander, wanneer ons die draaipunt in ons eie denke bereik.

Direkte buitelandse belegging is nie noodwendig die risikovrye toevlug waarna almal soek nie. As direkte buitelandse belegging nie as deel van ’n weldeurdagte diversifikasie strategie gebruik word nie, gaan beleggers heel moontlik teleurgesteld wees met die opbrengs. Die volgende wenke kan egter bruikbaar wees.

Behou ’n balans ’n Gebalanseerde besluitnemingsproses, beklemtoon dat elke scenario meer as twee uitkomste kan hê. Suid-Afrika behoort dus nie slegs met ’n Venezuela of ’n eerste wêreldse land vergelyk te word nie. Daar is ’n verskeidenheid van ontluikende lande wat tussen hierdie spektrum val en wat as suksesvol bestempel kan word. Wees versigtig om só oortuig te wees van hoe die toekoms gaan uitdraai, dat jy duur, onomkeerbare besluite neem.

Diversifiseer gedurende tye van voorspoed Dit is onrealisties om te glo dat beleggers goeie pryse vir eiendom, ondernemings en finansiële instrumente sal ontvang, terwyl daar nie ’n gebalanseerde “vraag-en-aanbod”-scenario daarvoor bestaan nie. Gebruik tye wanneer die Rand en die plaaslike mark sterk is, om jou portefeulje teen redelike pryse te diversifiseer.

Ken die reëls Wanneer jy direk in die buiteland belê, moet jy tred hou met die wetgewing van elke spesifieke jurisdiksie. Ongestruktureerde en direkte buitelandse beleggings (veral aandele en vaste eiendom) kan lei tot oortrekking van onverwagte proseskostes en belastings.

Koste- en belastingbesluite Direkte buitelandse uitkeerpolisbeleggings bied vier belasting- en kostevoordele vir beleggers: . Geen eksekuteursfooie by die dood; . Uitkeerpolisbeleggings benodig nie ’n “regterlike verifikasieproses” vir ’n Suid-Afrikaanse testament of ’n buitelandse testament nie. Die uitkeerpolis self kan mede-eienaars- en begunstigde-benoemings akkommodeer; . Uitkeerpolisse is nie onderhewig aan die situs-belastings (by vererwing) nie; . Uitkeerpolisse word teen maksimum 30% vir inkomste en 12% vir kapitaalwinste belas. Kapitaalwins word binne die uitkeerpolis self belas (by onttrekking) sonder om beleggers se eie jaarlikse belastingvrystellings te beïnvloed.

Gebalanseerde finansiële beplanning is noodsaaklik vir optimale direkte buitelandse belegging. Dit is daarom nie wenslik om in reaksie op mediaopskrifte, oorhaastige beleggingsbesluite te neem nie. ’n Nuwe “sonsopkoms” vir Suid-Afrika is dalk nie so vergesog nie …

Topic hits home Buurmanskap is die antwoord

The opinion article “How do you explain cruel world to child” (TygerBurger 9 October) refers.

As a father of two beautiful daughters, this topic hit me with such impact between the eyes. It is well written but really I am highly concerned: How do I explain crime to them, how do I protect my angels, why must they be deprived from “just being a child”, why?

What goes through a child’s mind when you tell them “no” to certain things.

We grew up (as TarrynLeigh pictured it so well) very well orchestrated – electric fences, dogs, expensive security systems ... – but still we’re not safe. Why? I just read Luke 6 verse 27 and was wondering ... All we can do is pray and pray and trust that God will protect our families especially our children and senior burgers.

Catching fish is prohibited In response to the letter by Rick Munro (“Not fair to prohibit fishing in dams”, TygerBurger 9 October): Come on Rick, let’s get real! The fish in the dams are not your friends, you are seemingly not hungry, so leave them alone.

My wife and I frequent these dams and find it so relaxing.

Surely catching these fish has to injure them in various degrees. I am sure you don’t injure your dogs when you love and admire them.

Nature can be enjoyed without us making a negative impact on it.

gedurig die wat “destitute” is saam te sleep. Los die ander om self te begin werk en nie heeltyd bakhand te staan nie.

My voorstelle is die P.P. Smit-sportterrein of ’n ongebruikte area van die Stiklandhospitaal, maar ek dink die beste opsie is suidoos van die Hoërskool Bellville en die aansluiting van De La Heyweg by Ou Paarlpad, waar daar oorgenoeg spasie is vir ’n ordentlik baan en parkering.

As die padhardlopers ook soontoe verskuif, het hulle baie roetes om op te oefen terwyl die parkrun ook goed daar kan werk.

Does school need soccer facility?

In response to the front-page article “Residents not thrilled” in TygerBurger of 9 October, I fail to understand why the Kuils River Technical High School would need a soccer facility since it’s a technical school.

How is this facility going to enhance the students at the school, by the principal’s own admission the school will only have use of the facility weekdays until 15:00 in the afternoon, during normal school hours, so will the students’ daily learning programmes be compromised in order for them to use the facility?

What is also shocking is that the principal didn’t know that he had to get the approval of the MEC for education before work started on the project, which probably explains the incompetent manner in which this whole thing has been handled.

I have no doubt that the MEC, Debbie Schäfer will give her blessing to the project, because in the end its all about the money. They couldn’t care less about how this will increase drug abuse and criminality in the area.

oshua na die Reën is saam met Heini Berner op kitaar by Die Boer-teaterrestaurant in Durbanville van Maandag 21 tot Donderdag 24 Oktober om 20:30 te sien.

Die musikant Jacques de Villiers is bekend vir sy rustige fluweelstem. Hy het sy nuutste album, Someraande, wat in April bekendgestel is, self vervaardig.

Anders as met die vorige album, Die wêreld binne my, wat meestal gegaan het oor die wêreld binne elkeen wat daarna luister, moedig sy derde album luisteraars aan om vrede binne hulself te vind.

“Daar is ’n paar oomblikke in die film waar die pa sy humeur verloor met sy dogter, en ek wou hê dat die tonele reg moes wees, sodat dit die boodskap duidelik kon oordra dat hierdie twee mense op ’n realistiese manier vir mekaar omgee,” sê Affleck.

“Dit was ook belangrik om beide kante van my karakter te balanseer. Aan die een kant is die pa vol selfvertroue dat hy in staat is

om vir Rag te sorg, haar te beskerm en haar groot te maak.

“Hy is egter ook eensaam en voel baie keer paniekerig. Om alles in een karakter te verweef op die grootskerm, was baie interessant.”

eing rated on the wrong water pipe-size, some residents in Cape Town continue to be unknowingly overcharged by the City of Cape Town, since the inception of the controversial fixed water charge in July 2018.

This levy is based on the water pipe/meter connection size to your property, and was instituted to cover the costs of water reticulation, following the loss of water revenue after the drought.

A pipe 15mm in diameter currently carries a levy of R64; a pipe 20mm in diameter,

a levy of R115; a pipe 40mm in diameter, a levy of R460, a pipe 80mm in diameter, a levy of R1 840, and so forth.

The size of the meter connections are based on municipal plumbing records and have been indicated on water bills since July 2018. Owners of a business park in Bellville have been paying a fixed water charge of R2 875 per month for what they believed was a 100mm connection, since July last year.

“We accepted the municipal plumbing records as correct and accepted it as such,” says the property owner who does not want his name mentioned. However, after they recently had to replace a faulty water me-

ter, it was discovered that their connection size is only 50mm. “This implies a drastic reduction of the water charge to R718 per month,” he says. He is still awaiting an estimated refund of R34 000.

“Property owners must be alert to check their water connection sizes as they too could be overcharged without knowing it,” he says.

A family in Goodwood has been billed R100 per month for a 20mm water pipe since July 2018, whilst knowing their pipe was only 15mm. “I phoned the municipality several times since last year and in February this year and inspector visited my house and measured the pipe to be 15mm,” says

Herman Burger.

“They promised to rectify my account, but I’m still waiting for my R600 refund.”

Mayco member for water and waste, Xanthea Limberg, last week said the City has now rectified Burger’s account.

“The City backdated the 20mm levy and the changes are reflected on the invoice dated 2 October 2019.

“It should be noted that this is not a common occurrence, but part of the anomalies that have been identified.

“The City apologises for any inconvenience that may have been caused,” she said.

TygerBurger is still awaiting comment on the issue of the Bellville business park.

National Asphalt (Pty) Ltd intends to expand their existing asphalt production operation at the Portland Quarry plant, Vissershok, Cape Town.

The existing asphalt plant site is located on the property of the Portland Quarry and Crushing facility known as Portion 8 of the Farm No.1098 Cape RD, Diep River, Durbanville region. There is an increased need for asphalt to supply the national, provincial and municipal road infrastructure improvement scheme in the region.

Notice is hereby given in terms of the amended NEMA Regulations of 7 April 2017 of the National Environmental Management Act, 1998 (Act No. 107 of 1998). The following activities as listed in Listing 1 of the NEMA 2014 (as amended) Regulations might be triggered: Activity 34: An amended atmospheric emission licence will be required.

Activity 51: The storage capacity of dangerous goods will exceed 80 tons Activity 59: The daily processing capacity of a petroleum product will exceed the 50 ton threshold.

A Basic Assessment Report will be conducted for submission to the Western Cape Province Department of Environmental Affairs and Development Planning. National Asphalt (Pty) Ltd has appointed Chameleon Environmental as independent environmental consultants to undertake the application process on their behalf.

To face Kelly Klein, Shaun also managed to find a worthy opponent in the form of former Impact Wrestling and WWE NXT wrestler, Amber Nova. These two seasoned competitors will face each other at both shows.

he Africa Wrestling Alliance (AWA) in conjunction with Top Stars Wrestling Federation (TSW) are proud to announce the Collision Tour. The best of AWA will take on the best of TSW when two worlds collide.

Following on from their joint venture and success of streaming the first live South African professional wrestling show on FITE.tv, AWA and TSW are planning on bringing top class wrestling to the rest of South Africa.

The first show on the tour will be taking place on 30 October at the Grand Arena, GrandWest Casino.

Current plans are for shows on the Collision Tour to be broadcast across various media platforms, details of which will be announced once they are confirmed, so fans need not worry about missing any of the action. “TSW is honoured and proud to be associated with AWA. Together we aim to restore wrestling to its original form, just bigger and better. The Collision Tour serves as our first step towards this goal,” said Ajay Haripersad, the owner of TSW. Shaun Koen, the owner of AWA, is excited about the tour.
