s 16 Days of Activism for no Violence against Women and Children kicked off last week, streets in Table View and Milnerton have been buzzing with activists showing their support. This annual event started on 25 November, the International Day for the Elimination of Violence against Women, and runs until 10 December, the worldwide Human Rights Day.
The Bloubergstrand Social Work Services, the Dutch Reformed Church in Bloubergstrand and residents came together at Marine Circle in Bloubergstrand last week with placards and furry friends to celebrate the start of the campaign. According to Thamar Jacobs from Bloubergstrand Social Work Services, they run this project annually and feel strongly about this challenge in the community. “The experience during lockdown has caused this issue to arise in more households, and tension keeps building up with
the uncertain times we are living in. Unfortunately, usually women and children are the targets. We see it as a community problem and therefore men are joining our initiative as well during the 16 Days at Marine Circle,” Jacobs says. Jacobs adds that more awareness needs to be created as this challenge is becoming more prominent and destructive. “The atmosphere is unbelievable and the reaction from the traffic is just awesome. It honestly feels like the World Rugby Cup all over again. Even people standing in the
queue for the taxi’s ran over and came to join us on Friday for a short while,” she says. Jacobs has since encouraged all living in the surrounding areas to join the campaign. A Milnerton resident, Shane Lovemore, says men should also form part of this campaign. “We often see so few men at these gatherings and protests and more needs to be done. Men, while not all, need to realise that they are standing up for their wives, girlfriends, daughters, nieces, sisters and friends,” Lovemore says. V To page 2

City ready for Covid resurgence T
he Western Cape health department has confirmed that the Cape metropole is experiencing a resurgence in Covid-19 cases. According to a statement released by the City of Cape Town, based on the experiences of other countries around the world, the confirmation should sound a warning to us all that the growing complacency in recent months needs to be cast aside with urgency. “It is imperative that Cape Town pulls together to ensure that the resurgence in caseload and related hospitalisations are curbed, and quickly too. “The City’s health department remains equipped to assist with Covid-19 screening,

testing and referrals, but also contact tracing in conjunction with other health agencies. “The majority of our 34 overflow facilities, opened earlier this year to increase capacity at clinics in light of the pandemic, remain active, as are the mobile testing booths that were set up at a number of clinics,” the statement reads. As indicated, there is growing community transmission across the metropole, with certain suburbs showing higher active caseloads, based on the available data. These suburbs include Bellville, Claremont, Delft, Dunoon, Grassy Park, Gugulethu, Hanover Park, Kuils River, Lentegeur, Lotus River, Macassar, Milnerton,
Nyanga, Ottery, Parklands, Parow, Pinelands, Rocklands, Rondebosch, Sea Point, Somerset West, Strand, Tafelsig and Wynberg. However, the City says the public should continue adhering to the Covid-19 health and safety protocols that were so diligently observed during the peak of the pandemic earlier this year. “Unlike the peak, when the country was still in a hard lockdown, there is far more mobility under the current alert level, which means the risk of transmission is greater, and not limited to the suburbs that are experiencing a surge in caseload,” the City says. Apart from regular hand washing and sa-
nitising, residents are advised to keep wearing their masks when in public and to wear them properly – covering both their mouth and nose. “Gatherings are best avoided, and if you must attend a gathering, we advise that you keep it short, and ensure that the room or area is well ventilated.” The City’s environmental health service will continue to monitor shopping malls and retailers to ensure compliance, in the interest of public safety. The public is also advised to report any non-compliance to the City’s public emergency communication centre on 021 480 7700 from a cellphone or 107 from a landline.

Mayor Dan Plato has also launched a series of events where organisations, survivor support structures and rehabilitated offenders participated in a programme themed “Reach Out, Stand up & Be Heard” on the high levels of gender-based violence. The programme is aimed at urging men to respect and protect women. “It is shameful that the scourge of violence against women and children is continuing in our country with no end in sight. Too often we see another story of men, who are meant to protect their families and loved ones, being the ones perpetrating the violence. Our homes are the first places where we must practise kindness and respect towards those we claim to love. We need to see a change in the behaviour of husbands, brothers and fathers because this cycle of abuse cannot continue. While this campaign takes place for just over two weeks each year, the reality is women and children living in these situations experience abuse and violence throughout the year. This is why we must continue to speak out against this violence and not just during a campaign,” Plato says.

Man falls from boat and dies
Blue Flags for City’s beaches A
s the public gears up for the summer season, the City of Cape Town recently announced that 10 beaches across the city have been awarded Blue Flag status by the Wildlife and Environment Society of South Africa (Wessa). According to the City, residents and visitors will be able to enjoy a summer beach day and have access to internationally accredited facilities. Following a national audit of beaches submitted for assessment by each local municipality, Wessa used 33 criteria to determine if each beach meets the level of service excellence required for Blue Flag recognition. Each beach is measured in four categories: Environmental Education and Awareness, Water Quality, Environmental Management, and Safety Services. The individual criteria allow for an indepth analysis of a variety of areas of competence, which include: . Universal access (for the disabled, elderly and mothers with young children). . Control of domestic animals (such as dogs on beaches). . Availability of interpretive signage. . Effective waste management. “The City is pleased to once again receive this recognition. Being able to retain the status of all 10 Blue Flag beaches can be attributed to the work of our environmental staff, who have ensured the quality and cleanliness of these beaches have been consistently maintained. These spaces are especially important as

we head into the summer months, enabling residents to enjoy nature and the ocean, while being able to safely social distance in line with Covid-19 regulations,” says executive mayor, Dan Plato. The City’s Mayco member for community service and health, Zahid Badroodien, says beaches are popular places to spend time with family and friends. “After months of restricted movement, it is expected that more people will flock to the City’s beaches this summer. The Western Cape Premier has also announced the resurgence of Covid-19 in the Cape Town metropole which will impact on the summer season. I urge all residents to adhere to the safety regulations when they are at our beaches and pools. We are also extremely proud that 10 of the City’s beaches once again ticked all the boxes and will be flying the flag of excellence,” Badroodien says. Primarily, Blue Flag is an educational programme, designed to encourage participating municipalities to meet high environmental and international standards sustainably. A59-year-old man was declared deceased after falling overboard a fishing vessel that had been moored at Duncan Dock in the Port of Table Bay on Saturday. National Sea Rescue Institute (NSRI) rescue swimmers were deployed into the water to assist with a free dive search. According to Quentin Botha, NSRI Table Bay duty coxswain, duty crew were activated on Saturday following reports of the incident. “On arrival on the scene, a search commenced for a man who had reportedly disappeared under water after it is believed that he had fallen off a local fishing vessel that was moored at landing wall 4, Duncan Dock. A fellow fishing vessel was on the scene assisting in a search. “The NSRI Table Bay sea rescue craft, Spirit of Day, and the NSRI Bakoven sea rescue craft, Rotarian Schipper, were launched and an NSRI sea rescue vehicle, the police,
Western Cape Government Health EMS rescue squad, a police dive unit, Life Healthcare response paramedics and Transnet Port Security responded,” Botha said. Police divers scuba dived at the location where the man had last been seen. During the scuba dive the body of the man was recovered underwater. Botha added the body of the man was taken on board the sea rescue craft and transported to the Unity dock at the Table Bay Harbour police station. “The body was taken into the care of Western Cape Government Health Forensic Pathology Services and police have opened an inquest docket. “Condolences are conveyed to family of the deceased man,” Botha said. Condolences poured in via social media, expressing shock and sympathy. “Although it is not clear what led to the man falling overboard, our thoughts and prayers are with his family,” a post on social media said.

he 2020 academic year began with an exciting opportunity for Blouberg International School learner, Marco De Mattos, when he enrolled for the International Programme for Youth Development, more commonly known as The President’s Award. According to the school, life took an unexpected turn with the advent of Covid-19 and the subsequent national lockdown. “This was an incredibly difficult time for parents, teachers and especially for students who had to adapt quickly to the medium of online learning,” the school says. However, this year-8-student would not allow any of these challenges to stand in his way and, despite the disruptions of lockdown, managed to complete all the requirements for a bronze medal. “Marco is the first student at Blouberg International School to achieve a
bronze medal in the President’s Award and we are all incredibly proud of him,” the school adds. Since enrolling in the programme, Marco has acquired a ream of new skills, such as cooking and sign language. He served his community by handing out free hand sanitiser and followed an exercise regime, making sure he remained fit and active. On top of all of this, he also completed an “adventurous journey” as prescribed in the requirements for a bronze award. “Congratulations again to Marco for setting such an inspirational example for his peers,” the school says proudly.

ith impossibly high caseloads for social workers working with street children in Cape Town, the holistic well-being and development of these children are being hindered. Thus, hundreds of vulnerable children fall through the cracks, never getting the help they so desperately need. To this end the Western Cape Street Children’s Forum (WCSCF) in collaboration with the Western Cape Child Protection Collaborative (CPC) - in response to the Draft Amendment Bill of the Children’s Act - put forward a submission to parliament last week to have discussions about critical systemic issues. The collaborative requested
to appear before the parliamentary committee in person. The collaborative formed in 2017 is made up of several entities and has a wide network in the northern suburbs of Cape Town. “It is a civil society child protection movement made up of practitioners and professionals with the aim to lobby government agencies for efficacy in child protection,” explains Janice King, director of WCSCF. “We would like more clarity on the term, ‘wellbeing and development’, used in the Bill. We feel it should read holistic development, otherwise it could be interpreted as just one aspect of development,” she says. “And, with reference to funding of facilities, do we have transparency on how funds are prioritised and allocated? If so, where do we access this, how and when? When do the-
se discussions and processes take place? And how can the community or those working in the sector be consulted so that this can be co-created? “Municipal processes pertaining to early childhood development centres, their processes are not clear enough and there is also a lack of consultation and co-creation with community members, parents and NGOs,” she says. According to King, there are many unregistered, unmonitored community-based organisations that provide care and protection services to children. “They often do not know that they must apply for registration or even that norms and standards exist. When these organisations are brought to the attention of the Provincial Social Development Department, they only want to register the organisations

With excessively high caseloads, social workers are expected to do a job that is actually impossible and therefore terribly unpleasant. It results in a high turnover of social workers as they are themselves abused by ‘the system’, and vulnerable children not receiving the service they desperately need.”

Só wettig dat die een daggaklub ná die ander nou in die land geopen word. Want daar is blykbaar skuiwergate in die wet wat dit moontlik maak. Solank jy nie daarmee handel dryf nie, blyk dit, is almal gelukkig. Ek lees in die koerant dit werk só: Jy sluit by die klub aan en hulle kweek vir jou ’n plantjie op hul privaat perseel. Wanneer jy die behoefte voel, kan jy van jou eie plant op die perseel gaan nuttig. Hulle kan seker lekker muffins ook daarvan maak. Maar jy kan dit rook ook, of gemeng met alkoholvrye bier geniet. Ek hoor selfs gerespekteerde lede van die gereg, soos polisiebeamptes, het al by die klub aangesluit. Hulle kan, want ingevolge die wet word niks onwettigs gedoen nie. Die klub sê: “we consume cannabis for the same reasons people wear glasses – to improve your view of the world”. Helaas en uiteindelik, sal party mense ook sê, want die groen slaai is al lankal wettig in ander lande. Vat nou maar Nederland, waar mense lankal in Amsterdamse restaurante so ’n ou twakkie saam met hul koffie kan bestel. In San Francisco, Amerika, is ’n daggastoppie net ’n oproep ver. Dis ’n kwessie van bel en bestel, en dit word afgelewer. Daar word vermoed dat die saadjie in die tuin gewaai is.” Wel, wel, wel, hoe het dinge nie verander nie! Van die polisie wat jag maak op al wat daggaplant is, tot klubs waar selfs húlle so nou en dan uitslaan vir ’n rookdingetjie. Moet net nie die twakkies koop of verkoop nie, want dit bly onwettig. Intussen het die Daggaparty van Suid-Afrika ook tot stand gekom. Op sy webwerf word 14 redes verstrek waarom dagga goed is vir die mens. Dit bevat Omega 3, 6 en 9 in presies die regte verhouding vir hart- en geestesgesondheid. Die aktiewe bestanddeel THC is ook goeie medisyne teen onder meer pyn, naarheid, asma, depressie en alkoholisme. Boonop beveg dit kankerselle, word op die webwerf gesê. Destyds, toe ons op skool was, sou mense omtrent ’n oorval kry as hulle gehoor het so en so gebruik dagga. Die kruid is hand en tand beveg en dit was omtrent die skande van alle skandes as iemand papegaaislaai gebruik. Maar helaas, mense wat die plantjies tuis kweek moet ook maar ligloop vir die gereg, want as daar te veel is, kan maklik vermoed word dat iemand dit kweek vir verkoop. Nie te lank gelede nie is so vyf plantjies deur die polisie afgevat en is in die media groot gewag gemaak van die “daggaplantasie” wat hulle ontdek het. Too easy to step on a racial toe I have no connection at all with the Brackenfell High School, any of its pupils or their parents, neither do I write on their behalf. That having been said, I do consider a reply to EV Rapiti’s letter (“Brackenfell violence, an issue for serious deliberation”)in TygerBurger of 25 November is necessary. The Constitution guarantees the right to protest, but, this right is to be exercised in a peaceful manner. Unfortunately that proviso appears to be forgotten by all the “protesters” and, as was the case when they “protested” at the Clicks shops, the EFF came to Brackenfell not to protest but to riot. The reason for their “protest” was a case of perceived racism, based on an unproved allegation, which was subsequently denied, which denial stands unchallenged and was accepted by the local MEC for education. Your correspondent, Rapiti, appears to agree with the EFF that the private party was a “racial gathering” because it was attended by white pupils only. The parents are criticised, as well as the teachers who attended and the MEC is suspected of possibly “pandering to the salivating appetite of her racist followers”. The Constitution also guarantees freedom of association. This means that I may invite to my private party whomever I wish. That is my right. The number of guests is irrelevant and when somebody is not invited he, she or it, has no cause for complaint. The fact that those not invited were classmates with the invited pupils, or were in the same rugby or hockey teams gives them no right to an invitation. When a host invites some people and chooses not to
invite others, there is no duty to provide reasons to the uninvited for their being not on the list of guests. Whether the parents did invite some pupils of colour to the party or not is equally irrelevant, except that, if they did, it proves that the party was not exclusively for white pupils only. If the person invited chooses not to come, for whatever reason, that cannot reflect negatively on the one extending the invitation. There could be many reasons, other than racial preference, why the party was attended by white pupils only or why only those white pupils were invited. It is irresponsible to jump to conclusions and shout “racist” on the mere fact that only white pupils attended a private party. I fear that on those grounds I, too, would be accused of racism because I did not, and never have, invited a single person of colour to my birthday party. I have also never accused the people of colour whom I have met and worked with, of being racist for failing to invite me to their weddings or birthday gatherings. Unfortunately race has become such a touchy subject that one can hardly move without stepping on a racial toe. Perhaps it is time that the hysteria stops and all people simply carry on with their lives and earn a living, which is hard enough in this time of Covid. WILLEM DE HAAN Welgemoed
Fisantekraal not neglected As local ward councillor of Fisantekraal, I would like to respond to certain claims by Mr Timothy Wildschut in last week’s TygerBurger (“Fisantekraal neglected”, 25 November).
He is absolutely right in stating that residents have a right to services such as streetlights, and water and sanitation. What he fails to state, is that residents do not have the right to break down infrastructure as soon as it is fixed. There is not an area in the whole of Durbanville that receives more attention, capital and operational city budget, than Fisantekraal. We have a responsibility to ratepayers to spend their money well. If you spend massive amounts of money on the same things over and over again, it is considered fruitless and wasteful expenditure, not maintenance. I know Mr Wildschut only wants the best for Fisantekraal, but one must be conscious about your message in achieving this. The focus should be on behavioural changes within the community, not falsely letting the community believe they are being treated unfairly. iden Beaumont, Reese Koorzen, Reza Levy, Kyle Visser, Tate Bishop, Sebastian Boyd and Conor Hughes were crowned as the champions as the smallest class in karting, the baby Bambinos, starred at the Western Cape Rotax Max finale at Killarney in Cape Town on Saturday 28 November. Aiden Beaumont and Kai van Rensburg shared out the Bambino wins as Beaumont clinched a super close championship from title rival Van Rensburg. The two delivered a delightful season long championship charge. Behind them Michael Danks drove home third for the day from Siyabonga Ntuli, Liam Wharton and Matthew Roach. Sebastiano Human did enough to hold on to the title third in seventh and end up ahead of Ntuli and Danks, who pipped Wharton to the title fifth. Keagan Beaumont and Jordon Wadeley shared out the u.11 Micro Max wins as Beaumont took the day. Joshua Smit fought Dale Hobbs off for third ahead of Eric Norman and Sabelo Ntuli. Reese Koorzen was however the biggest winner on the day despite not even racing.
Karting requires drivers to drop their three worst scores of the season and with a second and two thirds to drop, not racing the final added those points to Koorzen’s tally to sew up the title from Smit and Wadeley. The class of the day was however u.13 Mini Max, where Reza Levy, Joshua Smit and Ethan Deacon shared out the wins. Smit took the day from Levy and Deacon, with Jordon Wadeley, Jude Stuart and Eric Norman next up. Levy however did enough to ultimately clinch an easy championship ahead of Deacon and Smit. Ethan Stier beat Kyle and Andre le Riche, Matthew Wadeley and Reza Levy to high school u.15 Junior Max honours on the day. Kyle Visser was another driver to opt out of racing on the day to clinch his championship from Andre and Kyle le Riche and Wadeley. All that remains is the matter of the “Olympics of Karting” Rotax Max Grand Finals at the end of January. Cape drivers Sebastian Boyd, Tate Bishop and Keagan Beaumont will be among the Rotax Max drivers to represent South Africa in the Portimao, Portugal event.
