The Table View Neighbourhood Watch (TVNW) members and community medics joined forces to honour the healthcare workers at Netcare Blaauwberg Hospital last week. This as healthcare workers and essential service facilities across the country are on the front line battling Covid-19 with their own health and well-being at stake. The TVNW said they are the true heroes in this battle. s many healthcare workers around the country are baring the brunt in the fight against Covid-19, the Table View Neighbourhood Watch (TVNW) took the initiative to spread some joy. Healthcare workers at Netcare Blaauwberg Hospital, who wear their uniforms with pride every day, despite all odds, were honoured last week. Laura Outhet, media liaison at TVNW

said patrollers and some members from community medics wanted to bring a little happiness to some of the healthcare workers at Netcare Blaauwberg Hospital. “TVNW organised with the matron of the hospital to welcome the next shift and thank the previous shift with a round of clapping and very big thank yous. What an emotional evening. By now, we all know someone fighting this or who have lost someone fighting Covid-19 – our healthcare workers across the country are drowning in it daily,” Outhet said. She added that a small gesture such as this

one goes a long way in keeping their spirits up. “They can’t get away from it. They are our superheroes! We thank them so much for their dedication to their work. We ask all of our community members to please be safe at all times,” Outhet said. Netcare Blaauwberg Hospital recently posted on social media, thanking various companies and the community for their generous contributions. “On behalf of the Netcare Blaauwberg Hospital management, doctors and staff, we would like to extend our sincerest thanks to

the community who have so generously contributed in various forms of donations during these trying times. You have brightened up our day and made everyone smile. The thought that our community stands behind us in this tough time is deeply encouraging. Stay safe,” the post reads. The recent surge in Covid-19 cases has placed significant demand on the hospital staff, making it difficult for them to provide regular updates to concerned family members. V To page 2

Help needed for Cape cormorant chicks KAILIN DANIELS @k10daniels

S

anccob’s Cape Town centre is currently rehabilitating well over a thousand Cape cormorant chicks after a mass abandonment by their parent birds on Robben Island. This after a three-day rescue operation last month to capture and transport more than 1 700 abandoned chicks by boat and then road to the Sanccob facility in Table View. Sanccob says their Penguin and Seabird Ranger – employed in partnership with Robben Island Museum – monitored the breeding birds on the Island and after hours of observing the chicks exposed to

predation and extreme heat, a decision was made to intervene and collect the chicks to ensure their survival. “The chicks were in very poor condition on arrival, suffering from dehydration, malnourishment and severe heat exhaustion, and on 12 January began the chronicle of a wildlife response that is the second largest seabird rescue in the Western Cape since the MV Treasure oil spill of 2000,” Sanccob says. Sadly, approximately 9% of the rescued chicks died during transport or within the first 24 hours of admission. How can you help? Suspect held for murder Efforts in tracing a murder suspect proved successful when the investigating officer from Table View persevered in his investigation. Table View police spokesperson Capt Adriana Chandler said during July 2020 an altercation between two men took a violent turn when one stabbed the other. “The motive, a love triangle. The suspect, a 39-year-old, immediately escaped and went into hiding. The 38 year old victim Lulama Duna succumbed to his injuries on route to a nearby medical facility. The tragic incident took place at a dwelling in Site 5 informal settlement,” Chandler said. The investigating officer from Table View received information that the suspect might be in hiding at relatives in Umtata. Chandler added, “The officer made contact with the public order police in the province and provided them with details of the suspects. The man was traced to an address of relatives and arrested. The investigating officer made the journey to Umtata and brought the suspect back to be held accountable for his actions.” He appeared in Cape Town magistrates court on Monday 25 January and is remanded in custody.

We have also been privileged to have individuals, corporates, foundations, and zoos and aquaria donate while overcoming their own adversities, and for every donation we are thankful. Our first temporary aviary has been erected to accommodate bigger chicks and provide them room to spread their wings. Going forward, we will need additional structures to house the growing birds and will keep you informed as the chicks progress,” Sanccob says. For more information, visit www.sanccob.co.za.

FROM PAGE 1 “We understand that hospitalisation of your loved one can be very stressful, especially when you are possibly unable to reach them or our hospital to stay informed of their condition. “That’s why we have set up a dedicated national Family Connect Line that will facilitate regular updates regarding your loved one in our care. “This is another way in which we at Netcare are striving to provide you with the best and safest care, and place you and your loved

ones at the centre of everything we do,” Netcare said. The hospital explained that the increase in confirmed Covid-19 cases across South Africa has unfortunately necessitated them to maintain visitation restrictions. “Although visitation for general wards, high care and intensive care units remain suspended, there have been some changes to visitation exceptions,” Netcare added. Action demanded for Koeberg Road KAILIN DANIELS @k10daniels

T

he uphill battle to address the issues in Koeberg Road in Brooklyn has allegedly fallen on deaf ears as fuming community members demand action to be taken. This after years of illegal activities in the area, with the constant struggle to curb the issues, chairperson of the Brooklyn, Ysterplaat and Rugby Residents’ Association (Byrra), Fay Vogel, says. Vogel says they have noticed a vast decline of the area over the past years, instead of the much anticipated improvement. “The illegal trading on the sidewalks has increased notably, and the fruit and vegetable traders have been unregulated with stalls popping up where we have no legal trading sites. The shops pack out advertising boards all over the sidewalks meant for pedestrians. We had an incident where one of our elderly community members was forced to deviate from the pavement with her wheelchair and fell over. This is due to cars parking on pavements,” Vogel says. Vogel told TygerBurger they have a major issue with illegal dumping and they need to find a way to remedy this.

“We have asked for a camera to be put up at this hot spot, but there are no funds available to us for this purpose. We as residents association log complaints daily. We have records of this. The furthest we got with the relevant authorities was compliance notices and fines that were issued, yet approximately two years later. We are worse off with more illegal braais and vendors on the increase. We understand that we have a crisis at the moment, but this situation has been a problem long before Covid,” she says. Vogel says that despite their best efforts and the progress made thus far, the state of Koeberg Road still leaves much to be desired. “We need constant control and patrols in the area as our problems are not hidden and can be seen from the main road,” Vogel adds. Ward 55 councillor, Fabian Ah-Sing, says there is an increase in open braais and other types of trading which is not permitted in the area. “We have initiated various processes to ensure we deal with many of these concerns, but these processes do take time. It does on occasion feel that it is taking too long, but I remind myself that we must follow the proper process. I have made the commitment to do all I can to improve the

state of Koeberg Road. There is still a lot to do and I will continue to do all I can to improve the state of Koeberg Road,” Ah-Sing explains. One of the processes which Ah-Sing initiated is the amending of the ward 55 Informal Traders Plan. He says they are aiming to create a limited amount of dedicated trading bays where the informal trading will be allowed. “It took us a while to confiscate the illegal open braais; we had to follow the processes that are laid out in legislation. We started in December last year. We’ve made sure that the businesses have bins and will this year do another round of inspections and add more bins where needed,” he explains. Ah-Sing says that Koeberg Road is cleaned every day and residents need to play their part as well. He adds, “The City and myself are going beyond what is expected to ensure that we deal with the issue. What Byrra should be concentrating on is getting more residents to join the association to help us to deal with the problems. “The City and myself cannot resolve this situation alone. The residents association and the residents of the ward also need to come to the table and play their part.”

Sludge removal at wastewater plant The two contracts for the removal and disposal of sludge at Wastewater Treatment Works (WWTW), including the Potsdam facility in Milnerton, have been signed, following the conclusion of an appeals process. The City of Cape Town says in a statement that work to tackle the backlog of sludge stockpiled at a number of facilities will begin as soon as possible, before the end of this week. Once the work commences, residents might experience some foul smells for a few days as the sludge starts being removed. Sludge, which is a by-product of the wastewater treatment process, needed to be stockpiled at these facilities because the tender for its removal and disposal was appealed, and therefore could not be awarded until the appeals process had concluded. Section 62 of the Municipal Systems Act confers a right to any bidder to challenge and appeal the decision of a municipality. This means that the contract cannot be implemented during the appeal period. The appeal must be dealt with by an impartial and independent party who will either confirm, revoke or vary the procurement award decision. The bidder (appel-

lant) if not satisfied with the appeal ruling may approach a court of law to challenge that. The tender value is approximately R200 million over three financial years. “The City sincerely regrets the discomfort caused to residents as a result of the appeals against the awarding of the contract. I want to apologise to our residents for this discomfort, and assure them that the City has done absolutely everything in its power to move this tender along in the shortest possible time frame, however the City is bound by the provisions of the Municipal Finance Management Act (MFMA) and the supply chain management regulations. It is a regulatory-heavy environment and the City is compelled to adhere to the national legislation. Appeal processes are provided for and must be followed,” said mayor Dan Plato. The City’s Mayco member for water and waste Xanthea Limberg said work to tackle the backlog of sludge stockpiled at a number of facilities will begin as soon as possible, before the end of last week. “Once the work commences, residents might experience some foul smells for a few days as the sludge starts being removed. During this time, we ask residents

to please bear with us as every effort will be made to clear the backlog as soon as possible, and to ensure the normal daily service resumes. “While the stockpiling of sludge at the WWTW has been a problem warranting priority attention, it is important to understand that it was a procurement challenge, as opposed to a process operation matter. It is unrelated to the Potsdam WWTW plant’s effective treatment of wastewater. The WWTW is operating within its design capacity and has been producing good quality effluent consistently since problems with the mechanical dewatering installation were resolved early in 2020. Unfortunately, Potsdam’s stockpile smells as it is one of the plants that produces primary sludge. We have not reduced primary sludge production specifically to ensure treated effluent quality remains unaffected. “The sludge currently stockpiled on site at Potsdam is stored in such a manner as to minimise the effect on the environment. Sludge cake is stockpiled in a claylined pond to avoid contamination of groundwater, and cannot overflow into the environment or reach the Diep River,” Limberg said.

Lockdown: ‘The kids are not okay’ DESIRÉE RORKE @dezzierorke

W

ith the opening of schools extended to 14 February, the pandemic is taking a heavy toll on children. As parents may have mixed emotions about the impact of schools opening so late in the term, children show their anxiety by throwing tantrums and displaying antisocial behaviour and depression. A mother in Brackenfell tells of the impact lockdown regulations had on her nine-year-old daughter. “My daughter has always had a strong personality, so much so that I sometimes worried that she was overconfident. But with lockdown her personality started to change,” says the parent whose name is not published to protect the identity of the child. “When she had to go back to school last year, she did not want to and the things she said had me very worried. She started getting panic attacks and was referred to a psychologist who diagnosed her

with social anxiety. She didn’t want to be around people at all and said things like ‘What does anything matter and why are we alive anyway?’ “Every day is different; some days better than others,” she says. The identity of all the parents TygerBurger spoke to will be protected. One such parent is very worried about her son. “He is generally a quiet child, but its getting worse. He misses his friends and routine. He is tired of playing computer games and bored with himself,” she says. Yet another parent spoke out about her two children. “During hard lockdown my 11year-old did not want to do anything and was paranoid about everything. Yesterday he told me, ‘Schools must open now, I cant handle this anymore’! His younger sister is very emotional as she misses her friends,” the mom says. Several other parents TygerBurger spoke to say their children have shown behavioural changes

Health services at clinics Residents are encouraged to continue accessing essential health services at the City of Cape Town’s clinics. According to a statement from the City’s health department, several overflow facilities opened in

July last year to increase capacity at clinics and to ensure continuous services amid the Covid-19 pandemic. “We currently have 34 overflow facilities at our clinics and it is heartening to see residents con-

mostly due to the fact that they are bored and miss interaction with their friends, and are prone to temper tantrums. “My teenager ended up in the clinic last year and is currently on anti-depression medication. She was on a waiting list to get into the clinic as there were so many cases,” one mom says. Dr Iqbal Karbanee, paediatrician at Cape Gate Mediclinic and CEO of Paed-IQ Babyline, says this behaviour may be a normal reaction under the current uncertainty. Karbanee says it is essential to prioritise the wellbeing of your child or children during this uncertain time. “We are seeing an increase in the number of children displaying unusual behaviour as a direct consequence of the circumstances brought on by the pandemic,” he says. These changes can be very subtle, and may be mistaken for bad behaviour, rather than seen in context, which if not addressed cor-

rectly, could have a long-term negative impact. Children under the age of three may be experiencing mood swings, nightmares, fidgeting or the sudden onset of bedwetting. “I’ve seen this in my own child, who suddenly started getting nightmares of getting sick after eating food given to her by a stranger. This anxiety was a direct result of learning at school that she should not share food or cutlery because it may make her sick,” explains Karbanee. He adds that children are having to unlearn many social norms, from “sharing is caring” to not sharing at all, given how the coronavirus is spread. This can create confusion. Young children that have not been going to crèche may become less confident in social settings and even refuse to interact with their peers. “Anxiety may turn usually sociable and playful children into clingy, tearful kids who instead of being happy to go to crèche, only

tinue to access our normal services and adhering to their health schedules, such as immunisation and antenatal and family planning services. “While the current Covid-19 situation has impacted every aspect of our lives, and requires us to adhere to additional health protocols, there is still screening for HIV and TB, as well as medical

checks for chronic conditions that need to be done and medication that needs to be collected,” said the City’s Mayco member for community services and health, Zahid Badroodien. By November last year there was a dramatic increase in the number of patients diagnosed with hypertension and diabetes, as well as the number of women

want to sit on their mothers’ laps.” How to identify anxiety in children “Parents know their children. Every child has a baseline behaviour. If they do something that deviates from their normal baseline set of behaviours, then it may very well be that your child is being impacted by the uncertainty brought on by the pandemic,” explains Karbanee. Karbanee says it is also essential for parents to become aware of their own emotional states, as their own anxiety could spill over to the child. “For school-going children, it is best to deal with it cognitively through reasoning or explaining to them and talking to them about what is happening; both around them and their own emotional state of being. “For children who are in the process of developing their cognitive skills and cannot yet reason, it is best for the parents to be extra sensitive to their children’s needs,” he advises.

who had cervical smear tests done (as opposed to June). The number of children under one year who were fully immunised remained stable at an average of 3 100 children per month. The number of first antenatal visits remained stable at an average of 2 100 per month. Residents should arrive 15 minutes before their appointment.

Beaches reopen: People across Cape Town took part in a peaceful protest action on Saturday 30 January against the government's decision to ban people from using beaches. Pictured are protestors at Bloubergstrand. Some of the people who took part in the protest went for a walk on the beach. Some even decided to go surfing. Police officials had their hands full and at least two people were arrested and taken to the police station where they were released with a warning. President Cyril Ramaphosa has since announced on Monday evening that a decline in the number of new cases meant the country could begin to ease some of the restrictions under level 3 lockdown. Public places such as beaches, dams, rivers, parks and public swimming pools has been reopened under strict health protocols. PHOTO: JACO MARAIS

afhaal. Toe ek my omstandighede aan

Uitstekende diens, baie dankie Jolene! JEANETTE VAN ROOY Bellville

Thanks to everyone who helped to save puppy “Firefighters rescue pup from sewer line” (TygerBurger 20 January) refers. I would like to commend and thank the people involved in giving this

pup a second chance at life in Ruyterwacht. Thank you to the family who heard the puppy’s distant cry from their toilet. They could’ve ignored

the crying for help but they acted on their faith to save the pup. Thank you to the fire crews from Epping and Goodwood. Thank you to

For virtually the whole week (25-30 January) the street lights in Cambridge Street, Goodwood were burning during the day. It could have been in surrounding streets as well, I don’t know but it wouldn’t surprise me. Previously the municipality’s excuse was that they are checking for dead street lights! Now on Sunday evening there are no street lights burning. How do they explain this? It is a laugh a minute! Over and over. ANTHONY SCHEEPERS Goodwood

Art fresco on promenade The photo of the art fresco at the Sea Point promenade (“Unity”, TygerBurger 27 January) refers. Shame, what a waste of labour and materials, since only seagulls and skydivers could get a view of it. I walked on the promenade last week and all I could see was an ugly looking lawn, brown silvery colour. No art work could be distinguished from a person’s view point. HANS Plattekloof 2

Tog doen ek so twee of drie keer per week bietjie “toneelspel” as ek op die kassie verskyn. 2. Jy was eers ’n joernalis. Totdat daar die een dag in standerd nege (deesdae graad 11) ’n driedaagse joernalistiekkursus by my hoërskool in Mitchells Plain aangebied is. Nadat ek my nasionale diploma verwerf het, het ek vir ’n kort tydperk as ’n junior joernalis by Rapport in Kaapstad gewerk.

Wel, ek hoop regtig so.

So byvoorbeeld moes ek baiekeer my vriende in die steek laat as daar partytjies bygewoon is. Ek hoop my lewenstyl gaan eendag ’n toonbeeld vir my eie kinders wees. 6.
