Market view Things might look bleak to us, but outsiders love London, says property-finder Robert Bailey I went on holiday last month and I have to say it did me the world of good. In years past, I didn’t think I could get away. I felt like I could never go on vacation, as I needed to be there for my clients. Before long though, I burnt out. I soon realised that a holiday was not only good for me, but for my clients too, as I returned refreshed and enthusiastic. This year, however, I’ve returned even more buoyant than usual. On my travels I went to Spain and Greece. The fact that these two countries are suffering financial problems was just a coincidence, but it proved useful from a business perspective. As soon as anyone learned that I worked as a buying agent in central London, they were desperate to speak to me. They know that if Greece returns to the drachma, or Spain to the peseta, their assets will halve. Understandably, they’re keen to invest in London property, which is not only an appreciating resource, but they also know they’re investing in a stable currency. What surprised me most of all was that many of these investors aren’t simply looking to invest in a buy-to-let portfolio. Instead, many are considering setting up or moving their businesses to London. The capital is seen as a good place to do business, with links to the EU and the US – but safely outside both. Many also emphasised how incorruptible British business is, something I often take for granted. Without a doubt, I think we’re going to see a lot more foreign investment in London and the UK on the whole. I also came away with a new appreciation for my home city. Seeing it through foreigners’ eyes, it became obvious how much I take for granted. They told tales of when looking slightly lost, complete strangers offered directions. Everyone commented on how polite the British are, but more than anything, they emphasised how open to business London is. It is easy to complain about the nuisances we all experience living in this city, but traffic and weather grievances aside, it really is one of the world’s greatest places to live. Every day we read scary headlines about the dire state of our economy and social problems, but our problems pale in comparison to what is happening on some parts of the continent. We’re not part of the eurozone, and while our economy may not be booming, I have yet to meet anyone who does not think we’ll pull through. Prices up, prices down Cheryl Markosky brings you the latest word on the streets London’s prime London’s prime residential values rose by an average of 0.9 per cent in the second quarter this year, and annual growth slowed to 6 per cent, as some of the heat came out of the market in the summer. According to Savills Research, growth in prime central London slowed to only 0.4 per cent, but this figure can be misleading, hiding a divergence between various areas. Prices in Chelsea, Mayfair, Belgravia and Knightsbridge rose by over 1 per cent, while those in Marylebone, Notting Hill, Kensington and Holland Park fell marginally. The lull in price growth in London is likely to affect other prime markets and contribute to weaker buyer sentiment flowing from the wider economic outlook. This indicates a similar period of static prices, though a lack of newbuild supply in Canary Wharf may allow that submarket to close the gap on its counterparts. “This reflects how different parts of the market have reacted to key market drivers,” explains Yolande Barnes, Savills director of research. “Overseas buyers remained committed to the very best central locations, accounting for 58 per cent of buyers in the first half of 2012. Here, buyers looking for safe haven investments have underpinned demand. “By contrast, there’s been a general lack of urgency among other buyers, because of uncertainty over both the global economic outlook and the effect of stamp duty and associated tax

changes introduced in the budget. In higher price bands the effect of this increased tax burden has had less of an effect.” There were more than 100 sales of £5 million-plus residential properties in the three months to the end of June 2012, the total value exceeding £1 billion in a quarter, for only the fourth time over the past five years. Though limited in supply, sales of new-build property tailored towards the needs of high-net-worth overseas buyers have been particularly strong. They accounted for 15 per cent of these £5 million-plus sales. International demand is less of a market driver in other prime locations and this has resulted in a slower, but less volatile recovery to date. Barnes adds that it is three years since the markets bottomed out and we’ve seen a period of intense activity and price growth, meaning prices are higher than their 2007 peak across all of the prime London markets and 21 per cent above peak in central London. That leaves less capacity for further price growth in the short term. Stamp duty changes on homes over £2 million means buyers are finding it more difficult to structure transactions in a way that protects their wider tax position. Additionally, the currency play that acted as a catalyst for price growth has been eroded. However, longer-term fundamentals for central London look sound, with Savills expecting that after the market plateaus for a period, five-year growth is forecast at around 23 per cent.

REVIEW Access all areas Ever wondered what happens to the Athletes Village for London 2012 after the Olympics and Paralympics are over? As mentioned on these pages already, East Village, which was home to athletes from around the world during both events, is set to become one of the most accessible and inclusive neighbourhoods in Europe for residents from next summer. The village has been designed to ensure that everyone – including those with disabilities – will benefit from the homes and world-class facilities on site. With Queen Elizabeth Park nearby, anyone moving to this legacy neighbourhood can enjoy Olympic facilities, such as the iconic Aquatics Centre. The village is also serviced by the new DLR Stratford International station. While all homes were temporarily adapted for the Paralympians, now that the Games are over just under 10 per cent of the 2818 homes will remain kitted out to cater for residents with disabilities. These 240 homes (including 10 per cent of the village’s social rent and 8 per cent of its intermediate and market homes) have been designed to exceed industry standards for the disabled. Post Olympic pick-up While the Queen’s Jubilee and Olympics thrilled the nation, this nationalistic love of Britain didn’t necessarily transfer itself into higher sales for estate agencies. But after a far healthier looking first half of the year compared to 2011, agents are hoping there will be more enthusiasm to move after all our celebrations. In the first six months of the year, Townends estate agents reported a 29 per cent rise in applicant numbers, with new instructions static and sales completed up by 20 per cent. Douglas Sleaper, Townends group sales director says: “Such promising figures reflected a more positive start to the year, leaving everyone feeling more confident about the market as a whole. However, this has been an exceptional year for national events that’s undoubtedly encouraged more homeowners to postpone plans for moving until after the summer.” Although there were some price falls over the summer months that will reverse the gains in value seen in the first quarter of the year, this shouldn’t discourage those wishing to move, suggests Sleaper. “But, vendors may need to adjust their prices accordingly in order to attract motivated buyers.” While the outlook for the second half of the year remains cautious, the launch of the Government’s new £80 billion Funding for Lending scheme “should have the potential to increase available lending funds and ultimately stimulate market activity,” argues Sleaper. “The housing market’s driven by sentiment, and we hope that some much-needed post-Olympic positivity, as a result of the UK’s success, will bring a flurry of autumn activity.”

We have a raft of clients wishing to invest further into Central London property, while others have concerns about the never ending eurozone crisis, or simply have a personal need to sell and move on. Lettings seem reasonably busy too, but not as pumped-up as the press would have you believe. So it looks like we will be pretty busy this autumn. At a macro-economic and political level too there is so much happening that I cannot confine myself to the usual couple of subjects. So bear with me as I jump around. Thanks to the Cabinet reshuffle, we now have a new Minister for Housing and Local Development. He is a qualified surveyor and used to be in the property and development business. Hopefully this means he will put forward only ‘property sensible’ legislation and lobby hard for the sector within government with some real knowledge of how things work. We shall see. The latest announcements from Cameron and Clegg loosening planning regulations have to be a good thing for house building in the UK. London and the South East in particular need radical building programmes to meet demand. This brings me to the topic of Heathrow and the third runway, much in the news again because of clever lobbying by a few prominent businesses with a clear vested interest: BA, BAA, Virgin – hardly impartial. Weak unimaginative politicians allow themselves to be sucked in by their propaganda. I am completely with Boris on this one. What is needed for the long-term best interest of London and the UK is a brand new hub airport, preferably in the Thames Estuary. The value of the land at Heathrow is around £10 billion and by some estimates there is room to build up to 250,000 new homes on the site. A Thames Estuary airport could easily be funded by private investment as there are huge pension funds and other financial institutions that need to find infrastructure projects in which to invest. On the negative side at the moment, the introduction of a new 7 per cent stamp duty (a property purchase tax in all but name) on property purchases over £2 million is inevitably having a ‘pegging’ effect on properties that would naturally have a value between £2 million and £2.5 million, and which are not in absolutely prime areas. The National Association of Estate Agents (NAEA), of which I am chairman in the London Region, is vehemently against stamp duty as a form of tax. It only serves to impede people’s ability to buy and sell their property, which is in turn bad for the fluid movement of labour needed for a thriving economy. Unfortunately, the Treasury just don’t get it. Let us hope our new Housing Minister ‘gets it’ and helps the Chancellor to see sense. Is that a pig I see flying low over Chelsea? Oh, and into Heathrow.

Homeowners pay less for their mortgages

If Nationwide’s latest house price figures, which showed average house prices rising by 1.3 per cent in August, were a surprise, they were nothing compared with Land Registry data showing a 6.5 per cent jump in London prices in July. Analysts say both are statistical anomalies, skewed by seasonal adjustment – and very low volumes of actual sales. Even so, they are far better than expected. Wet weather failed to put off buyers, and the Olympics, Diamond Jubilee and Euro 2012 football tournament don’t seem to have had the downward push on values many had feared. With many lenders now cutting rates as September heralds the start of a final push in property sales before the end of the year, the next couple of months could bring more good news. “Lenders are keen to take advantage of the expected flurry of activity with a number launching new deals designed to entice borrowers,” says Mark Harris of SPF Private Clients. “So whether you’re buying a new home or simply remortgaging your

The amount of money homeowners are using to pay their mortgages is falling as rates continue to remain low. According to the latest figures, borrowers set aside only 29 per cent of their salary to pay their home loan, compared with 40 per cent between 2005 and 2007. That is hardly surprising as average standard variable rate loans now have a rate of 3.1 per cent, compared with 5.4 per cent in 2007. The difference in house prices over the period is minimal: in 2007 average prices stood at £167,860 as opposed to £164,729 today.

existing one, there are plenty of attractive options available.” If you have plenty of equity in your home, Northern Rock has launched a two-year fix pegged at 2.79 per cent for those requiring a 55 per cent loan to value, although it does have a £1095 fee. Skipton Building Society has cut rates on its two, three and five-year fixes on buy-to-let and some residential deals by up to 0.4 percentage points, while Woolwich has launched a number of remortgage deals designed to attract borrowers whose lenders may have raised their standard variable rates. For example, it has cut its two-year fix from 3.74 to 3.49 per cent, and reduced a selection of two, four and five-year fixed rates by up to 0.3 percentage points on loans between 70 and 90 per cent loan to value. Existing customers can also qualify for a fee-free five-year fixed rate at 3.49 per cent on loans up to 95 per cent. “With some great deals being launched, it is well worth looking at what’s available and assessing whether you would be better off switching from your current deal,” says Harris.

Seven-year fix HSBC has announced a seven-year, fee-free, fixed-rate mortgage available at up to 90 per cent of a property’s purchase price. The new loan has a rate of 4.89 per cent, and is also available as a two, three and five-year fix, and it has no booking fee, standard valuation or completion fee. HSBC is also offering a fee-free lifetime tracker for first-time buyers and home movers at a rate of 4.49 per cent, again for borrowers with a deposit of just 10 per cent. Peter Dockar, head of mortgages at HSBC, said: “These latest products offer first-time buyers the helping hand they need to get onto the property ladder with a market-leading rate and no upfront fees. We are committed to helping our customers finance their homes, and with the strength of our funding model will continue to support borrowers by offering affordable mortgages.”

As reports suggest it is becoming harder for firsttime buyers to get on the property ladder, there are still schemes out there offering help to young buyers, such as Lloyds Lend a Hand, where a youngster puts down a five per cent deposit and their parents invest 20 per cent of the purchase price in a savings account with Lloyds as additional security. Mark Harris of SPF said: “Other schemes include the Family First Guarantor mortgage from National Counties Building Society and Bath Building Society’s Parental Assisted Mortgage Scheme. Both require a second charge over the parents’ property.”

Spanish bank Santander, which includes brands such as Abbey, is increasing rates for borrowers on its standard variable rate from October in a move that will add hundreds of pounds to customers’ annual repayments. The rate is rising by rate by 0.5 percentage points from 4.24 to 4.74 per cent on October 3. A borrower with a £200,000 25-year mortgage will see their repayments climb by £56 a month or £680 over a year. Architect restores Georgian glory Architect Chris Dyson, owner of this Georgian house for sale in Spitalfields, has lived and worked here and has restored and refurbished the property inside and out since he bought it in 1996.
