Following the Conservative Party general election victory and the immediate removal of the threat of mansion tax, we should expect a number of short-term impacts within the prime central London property market. Several weeks after the result, annual growth in prime central London is lower than at any point since before the general election in 2010. Though prices grew 0.3 per cent in May, an annual increase of 2.3 per cent is the lowest since November 2009. This relatively low level of growth underlines the gap between the expected impact of the result and the reality of a property market still digesting a series of tax changes. Despite the fact annual growth continued to slow in May, it is worth noting that six-month and quarterly growth were at their highest point in 2015, suggesting the current slowdown is bottoming out. We can, however, expect a boost in sales, specifically with the £2m to £5m bracket, which has experienced weak trading conditions since the beginning of the year. In addition, a number of transactions that had been put on hold pending the outcome of the vote will proceed as further property taxation is seen to be less of an immediate threat. This ‘unblocking’ of the market is likely to be accompanied by a hardening of expectations on the part of the vendors in relation to asking prices. Political risk has faded and some will expect prices to rise as a direct result. In the short term, however, the impact on pricing is likely to be less marked than some would expect. The main reason is the quantity of properties likely to come onto the market, and secondly the increase in supply is likely to exceed any immediate uptick in demand. The view is that generally price growth will remain subdued in central London, as stock volumes remain high through the year. However, the most notable impact of the election will be felt on transaction volumes, which are likely to rise across all price brackets throughout the course of the year.

Some of the hyperbolic headlines predicting runaway house prices post-election have been wide of the mark, reports Rupert Collingwood, CEO of The London Search Company. The market was certainly subdued in the run-up to the general election with the threat of the mansion tax, higher stamp duty rates and other tax changes. Understandably, people weren’t that keen to move house. With a Conservative victory, many of those fears have evaporated but the widely predicted bounce in house prices has yet to take off. There is certainly more confidence and some pent-up demand has been released but the queues have yet to start forming outside the estate agents’ offices. George Osborne’s hike in stamp duty is partly to blame. In his Autumn Statement, he introduced a graduated tax that did away with the old-fashioned ‘slab’ system. While this means many homebuyers are now paying less in stamp duty, Londoners are generally paying more. The top rate of stamp duty on properties priced above £925,000 is 10 per cent while the top rate for properties over £2 million is now 12 per cent. As the mansion tax furore demonstrated, a £2 million property in London is hardly a mansion, more like a terraced house in Hackney. A number of factors that were fuelling the pre-autumn boom in London property aren’t quite as prevalent now as they were just months ago. Whilst international buyers have continued to use London property as a safe haven, the increase in the price of sterling following the Conservative victory means it is now more expensive for them to buy. This is, of course, coupled with what currently feels like increased levels of stock, following the lull that embraced the market in the run-up to May 7. So with overseas buyers hit by currency fluctuations, and increased stock levels keeping prices under control in prime central London, I anticipate that values in the areas favoured by traditional British buyers will plateau for a while as the market readjusts itself to a new era. Of course, a flat market isn’t a bad thing. We’ve seen aggressive house price growth for a very long time and if it had continued unchecked, we probably would have been on course for an unpleasant readjustment. In the same vein, headline-generating house price growth puts housing in the political spotlight, and we have endured quite enough tinkering in the housing market thanks to political point scoring. Who lives in Mayfair? Mayfair has become a resort village for affluent young 20 and 30-something residents from around the world, representing a huge shift in demographics from the post-war period when 50 to 70-somethings dominated the housing market, according to a new report by agent Wetherell, in association with Dataloft. The Wetherell report highlights that this re-population with moneyed 20-somethings has resulted in a massive makeover and character change in Mayfair’s shops, restaurants, bars and homes, as staid and stuffy has been replaced by hip and cool. Who Lives in Mayfair? reviews the huge demographic shifts that have taken place in Mayfair and the impact on the local economy and housing market. Almost 6 per cent of the 5118 residents in Mayfair are now aged below 44, with almost 45 per cent aged 25 to 44. Mayfair with its 279 acres and 4348 residential properties is now dominated by wealthy mid-20 to mid-30-something households. Mayfair households are typically young bachelors or bachelorettes (55 per cent of private rented and 52 per cent of owner occupier households consist of single people), who want to live in a fun and lively resort village with easy access to fashionable shopping, restaurants, bars and clubs. The report reveals that 33 per cent of Mayfair’s housing stock consists of end

user, privately owned homes, 21 per cent is social housing (shared ownership and rented) and 46 per cent privately rented dwellings owned by landlords/investors. Chief executive Peter Wetherell says: “Mayfair has become a global oasis for young people and a twin of destinations like New York, Monaco, San Tropez and Miami – the other hubs where the world’s wealthy elite choose to relax and enjoy their leisure time.” An entry level flat in Mayfair now costs over £1 million while rents average £1225 per week. Bankers, wealth managers, commodity brokers, young business owners, advertising directors and students from ultra-wealthy families are now typical Mayfair household profiles. Modern Mayfair has also become highly cosmopolitan. Whereas post-war the largest group of overseas residents were American, there are now residents from over 42 nationalities, with over 60 per cent of Mayfair’s residents now born overseas, up from 49 per cent back in 2001. Over the last 15 years the biggest rise has been residents born in Europe and the Middle East. Wetherell reports that Mayfair is now the London address of choice for wealthy residents from Qatar, Saudi Arabia, Kuwait, Abu Dhabi, France, Germany, Italy, India Nigeria and Russia. With hindsight after the general election, we can now look back at how the market reacted and what to expect for the remainder of the year. In the months before the election, property prices across prime London saw small falls, caused by political uncertainty and the stamp duty changes announced in last December’s Autumn Statement. The clear political outcome, beneficial for the property market, of May 8 was generally unexpected. This prompted a sudden increase in activity, which soon settled and we have seen a return to normal market conditions, although still with a layer of caution. The new homes market had a more delayed response, only picking up in the first week of June, and we are noticing considerably more international buyers again. We do expect a positive third quarter with deferred demand flowing back into the market. Vendors who had hesitated are bringing their properties to the market with a greater confidence, especially in prime central London with the concern regarding a mansion tax removed. Record low interest rates and mortgages, employment levels high and the FTSE in a good position suggest an

opportune time to buy. Despite increased stock and activity, we do not anticipate a strong and sudden uptick in prices, which would be unsustainable. Rather, we expect to see an improvement in the turnover and volume of sales, assuming both vendor and purchaser expectations can be aligned. Well located and good quality properties will, as always, sell well. In the long term, the restored market confidence needs to be considered in light of the situation prior to the period of pre-election uncertainty. Prime London markets have to operate in a relatively high tax environment given the stamp duty increases in December last year, which in some cases amount to a significant expense. This will, of course, take time to be fully absorbed and accepted by the market. Nonetheless, our research department forecast a strong market, with a price growth over the next five years in prime central London of 25.5 per cent.

The Tory election victory had a dramatic effect on the luxury property market in central London with a flurry of deals, but those hoping for prices to rocket again will probably be disappointed. According to Knight Frank, the post-election bounce was largely confined to the capital but house price expectations remain positive throughout the country. Grainne Gilmore, head of UK Residential Research at Knight Frank, says: “Activity is certainly picking up following the election of a majority government, and the certainty this has provided in the housing market. Demand is rising, but an increasing number of vendors are putting their homes on the market, and this is set to create more balance in terms of pricing. “Londoners expectations for future price rises reached their highest level since November last year, perhaps reflecting the increased certainty in the outlook for property taxes in the capital.” Lucian Cook, head of residential research at Savills, says: “We expect much of the deferred demand from the pre-election period to flow back into the prime market over the remainder of 2015 and 2016, particularly given that the threat of a mansion tax is now removed from the market. “Improvements in the London market are likely to be sufficient to trigger a renewed ripple effect into the markets beyond the capital, as those relocating from London find it easier to sell their existing home and take advantage of the price differentials with the rest of the country. “Given where London prices sit relative to the rest of the country, we would expect the biggest growth to be outside the capital, with the strongest mediumterm prospects in the remainder of the south of the country given the expected pattern of economic growth.” Robert Bartlett, group CEO of Chestertons, says: “No one predicted such a clear-cut result, so homeowners and landlords can be forgiven for feeling in the dark as to which way to jump. “A mansion tax on homes worth more than £2 million would have disproportionally penalised Londoners. Now the spectre of political uncertainty is finally lifted, and we can all move on. We are predicting the next few months will be very busy indeed. “There are still issues to be addressed in the property sector in London, not least the need to boost housing supply, make the rental market more transparent and unlock opportunities for regeneration through a joined-up approach to planning and infrastructure delivery.”

Borrowers are taking advantage of record low mortgage rates and the signs are that these will continue to be competitive over coming months. When a record-breaking mortgage rate is pulled, it is soon replaced by an even lower one as lenders compete for business. They have ambitious targets for the year and to achieve them will have to compete on rate or loosen criteria. While many are not yet prepared to do the latter, they are tightening margins and cutting rates across the loan-to-value curve. Remortgaging numbers also continue to grow as borrowers take advantage of lower rates and improved circumstances to secure a new deal. Many people have more equity in their homes than a year or two ago, which should make it easier to remortgage. Mark Harris, SPF Private Clients

Approvals rise and they look set to keep on growing, reports Duncan Farmer Mortgage approvals in Britain rose in April to their highest level since June last year and they look set to keep growing, according to figures from the British Bankers’ Association. Even though the general election in May appeared to have slowed house-buying activity, approvals for house purchase rose to 42,116 from 39,203 six weeks before Britain went to the polls. “There was a significant pre-election jump in mortgage approvals which we would expect to continue in the coming months,” said Richard Woolhouse, chief economist at the BBA. The BBA data are generally a good guide to trends in more comprehensive Bank of England lending, but the BBA figures do not include building societies, which account for almost a third of mortgages. Part of the increase may well have come from better deals coming onto the market. For the first time there is a ten-year fixed rate loan for less than three per cent, and borrowers need only have a 20 per cent deposit. That loan, from Barclays, has a rate of 2.99 per cent, and there is a £999 fee. It is now the only loan priced below 3 per cent

Negative inflation News that inflation fell to a negative figure of minus 0.1 per cent in April led to fears that the UK was entering a period of deflation and that this was a bad thing for the economy. The good news is that if deflation continued, the Bank of England would be more likely to cut interest rates than to put them up, so the cost of borrowing would fall in the same way that petrol, clothing and food had also fallen. That said, however, Mark Carney, the Bank’s governor, does not believe deflation is here to stay, and as a result analysts believe a rate rise next year is on the cards.

after First Direct and Nationwide withdrew their 10-year deals last month, although those loans needed deposits of 35 and 40 per cent. Barclays also topped the charts briefly with a five-year rate of 1.99 per cent, but it was available last month during a two-week window only. This is not uncommon, as lenders look to grab the headlines with low rates and borrowers must act fast to get a slice of the money. The Co-operative Bank has also been active in the cut-throat, cut-rate lending market, with a two-year fix at just 1.09 per cent, but it carries a high fee – £1499 – that actually makes it more expensive in the long term than similar deals. Tesco Bank, for example, has a two-year rate at 1.89 per cent but a fee of just £195 and so it is cheaper over the term. With no end in sight to the record low Bank of England base rate, the cost of borrowing is unlikely to rise for some time, and lenders will continue to offer and withdraw good deals to buyers who are in a position to make a quick decision. Because of the variables in terms of fees – and some lenders offer other incentives such as free legal costs and valuations – it is worth taking a little time to do the sums and work out which mortgage really is the best.

Borrowers take out extra equity

Tom Bill, Knight Frank’s head of London Residential Research, reports on a Chelsea resurgence

Homeowners looking to remortgage and find a cheaper deal are also using the exercise to take a little bit of equity out of their home, according to the Mortgage Search Tracker from Mortgage Advice Bureau. Its research found that the typical customer looking to remortgage had a home worth £248,191 – up 7.9 per cent on last year, a rise roughly in line with annual house price inflation – giving people an extra £18,091 of property equity. Over the same period, the average remortgage rose from £119,954 to £129,023, keeping the same loan-to-value of 52 per cent, but on average taking out the difference, just over £9000, for themselves.

Price growth in traditional markets like Chelsea has been overtaken by new areas since 2013 as buyers seek better value following particularly strong growth in the immediate aftermath of the financial crash. As a result, prices have risen more steeply in markets like Marylebone, Hyde Park Estate and around the City financial district. Prices in Marylebone and Hyde Park rose 17 and 18 per cent respectively in the two years to March 2015, outperforming the prime central London average of 11 per cent, and 3 per cent in Chelsea. However, it means prices in newer markets are approaching parity with Chelsea, with an average range in Hyde Park and Marylebone of about £1500 to £1700. As prices north of Hyde Park catch up, demand in Chelsea is likely to grow given it remains an elegant and upmarket residential neighbourhood with a more British character than much of prime central London. Its appeal will be reinforced by fast-improving transport links, which include a proposed Crossrail 2 station on the King’s Road that would dramatically enhance connectivity and may convince major landowners like Cadogan Estate, Sloane Stanley and Martins Properties to invest further. Imperial Wharf station at the western end of SW10 is four stops from Willesden Junction, which sits next to the proposed interchange between Crossrail and the High Speed 2 train link at Old Oak Common. In addition to an increased river taxi service from Chelsea Harbour, there is planning permission for a footbridge across the Thames to Battersea. Together with major infrastructure plans and the narrowing price gap versus other areas of prime central London, the groundwork is laid for a resurgent residential market. Ex-council gold mines ‘Blinged up’ ex-council properties with Candy & Candy-style interiors in London’s best addresses can be privately rented for significant sums – around £30,000 per year – and are turning their owners into millionaires, according to new research from prime London lettings specialist E J Harris. The research highlights that the supply of these high-spec ex-council properties available for let remains extremely low: just 3 per cent of the firm’s portfolio of luxury lettings properties are ex-council, a rise from 1 per cent two years ago. In the current buoyant market, E J Harris forecasts that this could rise to 5 per cent during the next few years. Around 90 per cent of ex-council flats in the company’s lettings portfolio have been interior designed to an extremely high specification. Elizabeth Harris, managing director of E J Harris, says: “These excouncil flats might be located in a local authority apartment block, but step inside and most of the interiors are extremely luxurious and equivalent to anything in the private sector luxury homes market.

“The kitchens are designer and stateof-the-art, the living rooms fitted with LED televisions, the bathrooms beautifully finished and the bedrooms glamorous. The owners want to attract affluent private tenants so they ensure that the interiors are extremely stylish and luxurious.” A stylishly furnished one-bedroom ex-council flat in London’s West End can now command a weekly rent of £350 to £400, and a two-bed £500 to £600. Top hotspot addresses are Gilbert Street in Mayfair, Martlett Court in Covent Garden, Weighhouse Street in Mayfair and Marshall Street in Soho. Families owning two or three ex-council properties (one owned by the parents, two by the children) now have property portfolios potentially worth anything from £1.5m to £2m. Elizabeth Harris says: “Ex-local authority flats in central London are nearly always large, with generous room sizes and in superb addresses. This makes them a ‘gold mine’ for anyone purchasing, refurbishing and then using them for rental income.”

The average home on one of central London’s garden squares now costs above £2m and commands a sales premium of 25 per cent over a similar home in the surrounding area, according to new research by Hamptons International, sponsors of London’s Open Garden Squares Weekend. Research analysed house prices in and around 64 of central London’s garden squares. The 25 per cent premium for 2015 remains unchanged from 2014, although the average price of a home in a garden square rose 7 per cent to £2,041,000, breaking the £2m mark for the first time. Average price for a similar property within a 200-metre radius of a square is £1,644,000. Average for a flat on a central London garden square is £1,718,000, compared to £1,237,000 for neighbouring flats, and for a house £5,022,000, compared to £3,320,000. Russian House is former home of Sainsbury’s Historically known as the Russian House, 27 The Vale near King’s Road in Chelsea has the façade of a traditional Russian dacha and was home to the Sainsbury family from the 1920s. The façade is a genuine Russian dacha, built for an exhibition in Crystal Palace at the turn of the 20th century and transformed afterwards by architect FG Williams, who extended it for his family in Chelsea. The black clapboard façade is commonplace in Russia but unique to London. This one-of-a-kind home is preserved in Chelsea folklore and featured in Lord Snowdon’s 2000 photography portfolio, London Sight Unseen. Translated as ‘something given’, dachas were first developed in rural areas of Russia, forming part of larger estates gifted from tsars to loyal vassals. Traditionally made from solid oak, dachas were used as a second home or holiday retreat. Russian aristocracy used dachas for special and cultural gatherings such as masquerade balls and summer parties.

By the 19th Century, the quaint wooden homes became popular retreats for the upper and middle classes, usually escaping the demands of city life. In modern day Russia, around half of city families own a dacha as a holiday home or weekend retreat. Professional appeal Walking distance from Earls Court, West Brompton in SW6 remains relatively underrated but is fast becoming a property hotspot, reports Brett Walton, sales manager of KFH Fulham. It’s a sign of the times Gilmore House at 113 Clapham Common North Side is the former home of John Walter (1739-1812), founder of The Times. A GLC blue plaque here was unveiled in 1977 by Sir Denis Hamilton, then chairman and editorin-chief of Times Newspapers. The first issue of Walter’s newsheet, the Daily Universal Register, appeared in 1785 and it was renamed The Times three years later. Walter’s son John, born at No 113, went on to establish the newspaper as one of the world’s most influential broadsheets. Dating largely from 1763, Gilmore House is named after Deaconess Isabella Gilmore, William Morris’s sister, who lived here from 1891. It was originally one of a pair known as the Sister Houses – the other was demolished. Currently for sale at Gilmore House is a Grade II listed converted chapel, built for Isabella Gilmore in 1897 by Philip Webb of the Arts and Crafts movement. Stained glass windows are by Pre-Raphaelite artist and designer Edward Burne-Jones, and busts of Shakespeare and Milton are set into the front bay window. Original fixtures

and fittings are now in the V&A Museum. The current owners converted the raised ground floor chapel during 2012 and 2013 to create an artist’s studio with generous and fascinating living space. A magnificent roof lantern bathes the chapel’s doubleheight reception and studio in natural light. Below the gallery, a hand-made contemporary kitchen has an open plan dining area and is surrounded by wooden panelling. New homes update Special report by Mark Goodeve-Docker, operations director of Foxtons New Homes and Investments It was well documented that the London property market experienced subdued activity in the run-up to the election, and political uncertainty affected many buyers at the higher levels. Having said that, the new homes sector in South London remained fairly steady, with many buyers below the £1million mark benefiting from the changes in stamp duty brought in last December. South London has had a good level of new homes instructions continuously coming to the market throughout 2015 so far, with new phases having been released at all price points. There has also been an increase in house development schemes coming to the market, where historically we’ve primarily seen more apartment schemes. The supply of stock, however, still remains woefully short of the needed levels as more buyers are focusing on the South London corridors. Some of the most popular recent developments included Norwich House in Streatham, launched in April, where 47 out of the 87 available flats were already reserved one month later. The new Hero development

in Wimbledon has been selling steadily since the start of the year, and is now down to the last few units available. Developments using the ‘soft launch’ approach such as Putney Rise (pictured), a Barratt Homes development, are also seeing an impressive number of units being reserved well ahead of their official launch. Looking at the exciting new developments coming soon, we are expecting a good response to the Battersea Reach development, now in its final two phases, and The Print House in Streatham, due to launch in the next couple of months. With the improvements of transport links and regeneration of Streatham, Brixton, Wandsworth, Tooting and the ever-improving Croydon, I expect the new homes market in South London to be a very exciting place for the second half of 2015, especially with mortgage rates still within the affordable brackets. The future for the market will most probably be more competitive, with the buyers’ base becoming more influenced by investors. There are very few London areas left offering good value, close proximity to central London, and with prices still averaging £350,000 for a one-bedroom apartment and £450,000 - £500,000 for a two-bedroom flat.

National Parks premium Living within the boundary of a National Park comes at a price, and there is a clear premium for a home in areas of England and Wales celebrated for their landscapes and nature A room with a view can command a premium, and if that view happens to be of some of the finest countryside in England and Wales the uplift can be even greater. But just how much more are people prepared to pay? Knight Frank analysis of Land Registry house price records shows that in 2014, on average, the price of a property within the borders of a National Park in England and Wales was 43 per cent higher than in the county where the park is located. Supply of stock in these areas can often fall short of demand as there are more restrictive planning regimes, and this is one factor underpinning pricing. Four of the 13 National Parks analysed attracted a house price premium in excess of £100,000. The New Forest and the South Downs were the most expensive National Parks examined. In the New Forest, average house prices were £451,241, some 93 per cent higher than the average for the wider county. The South Downs had an average house price of £392,148, a 60 per cent premium compared to the local county average. Knight Frank also analysed the potential uplift for properties in Areas of Outstanding Natural Beauty,

where the premium, at 48 per cent, is broadly similar. Gower commands the largest house price premium relative to the local county: the average price of a home in this area was 125 per cent higher than in West Glamorgan in 2014. However, the average price in West Glamorgan, at £123,550, was below the national average for England and Wales, at around £177,000. The Surrey Hills was the most expensive AONB in 2014 with an average house price of £568,000. Within easy reach of London and close to major towns such as Guildford and Epsom, this is a popular commuter location and strong demand – especially from London – has underpinned house prices. The London ripple effect is evident in other AONBs including the Chilterns, the second most expensive AONB with an average house price of £464,082, a 61 per cent premium over the wider counties of Oxfordshire and Buckinghamshire. House prices for properties in the Wye Valley and the Malvern Hills were 6 per cent and 7 per cent below the average for the wider county, the only two areas where a premium was not present. Cowslip Country The chalk downland of South Downs National Park is host not only to one of England’s treasured wild flowers, the cowslip, but also to one of the most fashionable summer festivals of racing – Glorious Goodwood. Tenant chief Tenants would overwhelmingly support the appointment of a government minister whose sole responsibility is tenancy issues, according to new research. When asked if they thought there should be a minister with specific responsibility for tenants, 60.2 per cent of respondents said yes, compared to only 14.9 per cent who thought it was a bad idea, according to the First Time Buyer Opinion Barometer from Your Move and Reeds Rains. The survey also reveals that renting is becoming a longer-term option for increasing numbers of people. When tenants were asked when they expect to become homeowners, only 11.2 per cent now feel they will be able to get onto the ladder during the year from April 2015, down from 13.4 per cent in April 2014. Equally, 13.1 per cent say they will probably never be able to own their own home, up from 11.0 per cent 12 months ago. Adrian Gill, director of Your Move and Reeds Rains, says: “Tenants feel that their particular circumstance deserves special representation at the heart of government.”

Lettings Lowdown Tenancy starts are up 20 per cent year-on-year thanks to post-election registrations, reports Lucy Morton, director and head of agency at WA Ellis The prime London lettings market has experienced a complete shift from a quiet lull before the election to a mass influx of new applicants registering since polling day. The mid-term break is normally a quiet period but this year we have seen a 20 per cent increase in tenancies starting year-on-year with the seasonal student market in full swing and demand exceeding supply. However, when trying to secure accommodation for the start of the school year in September, few landlords will agree to their property sitting empty until then so it may be necessary for students to wait until July or August before starting their search, or take their chosen property now in order to secure it. Our market share in super prime continues to rise month by month with huge success in the super prime sector of the London lettings market recently. Of note were a six-bedroom house in Herbert Crescent with a guide price of £8950 per week and a seven-bedroom house in Justice Walk with a guide price of £8500 per week.

We have also launched a maisonette in Cleveland Square which is interior designed by Kelly Hoppen and which benefits from three bedrooms, a private entrance, communal gardens and a fabulous swimming pool. This time last year we informed you of Mayor of London Boris Johnson’s launch of the London Rental Standard (LRS). People differ in opinion as to whether this scheme has been a success or not. However, the mayor’s office has pointed to figures showing that 331 lettings agents managing an estimated 121,000 properties have already signed up. We fully support the initiative.
