A
Once you have found the perfect property, you then need to decide how to bid for it. There are no written rules as to how to proceed with the purchase. Essentially the market is often the guide as to what price you pay, together with a little guidance from the selling agent. It is essential to be in the best position to proceed. Promote yourself in the best light, and ideally be in an unencumbered position with no related sale, your finance in place, and a solicitor appointed. Offer flexibility for completion where possible. While you have to bear in mind the estate agent is acting for the seller, you may still be able to gain a better understanding of the situation by asking the right questions. For example, discussing key details such as how long the property has been marketed, number of viewings undertaken, offers received (if any), whether the asking price has been reduced, and if the vendor has found another property they wish to purchase. Posing questions of this nature will help you build a picture of the history and precise circumstances surrounding the sale, which in turn will assist you in determining what sort of offer to make. From personal experience, if the property is the right one you must be prepared to pay the asking price, or even a little more to take the property off the market, particularly if it is at the early stage of the marketing process and the market is active. However, if the property appears to be overpriced and the market is slow, there is no harm in submitting a lower offer and entering into negotiations. Buying property can be a highly stressful process and one often feels like one is flying blind, but armed with the right mindset and some background knowledge, the whole process can be made a little easier.

marketview It never ceases to amaze me just how much changes in a relatively short time in London, reports property finder Robert Bailey. A few short months ago, activity at the low to middle end of the prime central London market was busy as confidence returned to the domestic market and currency markets made London seem expensive to overseas buyers. Fast-forward to the present day and it is all change yet again. The lower to mid end of the market is experiencing a slowdown partly because pent-up demand has been met, partly because of the Mortgage Market Review restrictions, and partly because most buyers at this level are now focused on enjoying the summer. Those who actually needed to move have made the move. Those who simply would like to move are waiting until the right property becomes available. Stagnation can often characterise the domestic market. There is a shortage of quality property to buy as many owners don’t want to sell knowing they wouldn’t be able to buy the new home they would want. But it is a different story with super prime properties, where the London residence is rarely their only home and purchasers have the luxury of focusing on what works best for them, rather than being held back by finances. What is surprising at this level is that the market seems to be taking off again despite the strength of the pound. One of the reasons the prime central London property market remained resilient in the face of the recession was that to foreign buyers, London property represented something of a bargain. In fact, property was cheaper for some foreign buyers in 2012 than it was in the wake of the 2008 crash, despite the uplift in capital values thanks to exchange rates. Now the pound is at record highs against several world currencies, so property in London is anything but a bargain for foreign buyers. Conventional wisdom would dictate that foreign buyers would find alternative investments – and at many levels in the London market, many are. Until recently, it seemed that London’s trophy homes weren’t selling. But big buyers are back. London is seen as a safe haven both politically and economically and with current world events, buyers from the Ukraine, Israel, North Africa and elsewhere are rushing to buy here. As one of our clients said to us recently: “If I buy a house here in London, I know I will still have a house here next year. At home, I cannot be assured of that.” Safety of their families is also at the forefront of these buyers’ mind. If they have to pay 10 per cent more than last year because of the current exchange rate, they’ll take that if they know their children are safe. It seems the prime central London property market’s upward climb has a way to go yet.

Chapter & Verse Tom Bill, head of Knight Frank’s London Residential Research, reports on mixed messages in prime central London Inconsistent data for the prime central London residential market suggests it is entering a new phase as a general election and rate rise approach. Data for the prime central London residential market points in several different directions, suggesting some form of transition is underway. Prices increased by 0.3 per cent in July, which may signal price growth is slowing as the prospect of a general election and a rise in interest rates fuel short-term uncertainty. Monthly growth has only been lower twice since January 2011 and four of Knight Frank’s 13 prime central London offices reported flat prices in July. Annual growth slowed to 7.9 per cent from 8.1 per cent in June. A growing mood of caution has certainly been apparent over the last three months. The number of new prospective buyers was down by a quarter versus July 2013 and the number of viewings fell 10 per cent, resulting in fewer sealed bids and open days. However, the mood of caution has not PRIME CENTRAL LONDON SALES yet impacted volumes and the total number of exchanges between January and July was 3 per cent higher than last year. One of the principal reasons is that vendors have realised demand is cooling
and have lowered asking prices. A rising number of exchanges suggests underlying demand is currently strong. It is particularly true in higher price brackets and there were more £10 million-plus deals in July than the same month in 2013. These mixed messages are a symptom of the political and economic backdrop. The guessing game as to whether the Bank of England will raise the base rate before or after Christmas is played after every fresh piece of economic data is announced. The dampening effect on the prime central London residential market is due to uncertainty surrounding the end of a unique chapter in UK economic history more than the direct financial impact. A mood of hesitation also surrounds the May 2015 general election and the possibility of tax changes affecting highvalue residential property. Political rhetoric is likely to rise after the summer lull, and that is when the market is likely to enter pre-general election mode, which will cool growth further. Annual growth remained in double-digits for the sub-£2 million market and was INDEX notably stronger in the area north of Hyde Park and further east.

I have worked in and around Notting Hill for 16 years and while I no longer live in the area, I was born at St Mary’s Paddington and raised in RBKC so I’m certainly a local. The property market in Notting Hill has performed outstandingly in the past five years with average values increasing by 71.4 per cent since 2008 and a further 23.1 per cent rise forecast by 2018. Some parts still offer good value for money compared to other areas in prime central London, with 45 per cent of buyers upsizing in the area. Local attractions include the eclectic Portobello Road with its wonderful mix of antiques and bric-a-brac, Westbourne Grove’s chic boutiques, and high street favourites on Notting Hill Gate. Houses in the area are famous for their variety and quality, with wonderful communal garden houses mixed in among imposing townhouses, mews streets and cottages.
Notting Hill attracts buyers from all over the globe. The top end of the market is particularly popular with North Americans looking for classic spacious homes, and Western Europeans make up nearly a quarter of the market in the £3m to £5m price bracket. British buyers are also prevalent, attracted to the many good local schools in the area including Wetherby, Notting Hill Prep, Pembridge Hall and nearby Thomas’s Kensington. One of the perks of Notting Hill is the brilliant selection of bars, pubs and restaurant including Ottolenghi’s flagship deli just around the corner from our office, and The Ledbury – fantastic for special occasions. An exceptional home (pictured) currently on the market in Linden Mews at a guide price of £4.7m has three bedrooms and bathrooms, great entertaining spaces, parking and gated access. The 85ft secret garden provides the real wow factor.
Being close to decent transport is key, says Ben Hunt from Winkworth, covering Hammersmith, Brook Green and the fringes of Shepherd’s Bush. “The beauty of living here is you’re never more than eight minutes from some form of transport.” Hunt’s list is impressively long, with four different Hammersmith tube lines (District, Piccadilly, Circle and Hammersmith & City), as well as the Central Line in nearby Shepherd’s Bush. “You can get in and out of London fast,” Hunt adds. “A pied-a-terre works very well because you zoom in painlessly from the country on a Sunday night.” Hunt has even had a couple hunt down a property on his patch with one half of the duo travelling to the City while the other drove down the M4 corridor to work. The newly opened overground station at Shepherd’s Bush has made a huge difference too, he suggests, delivering people quickly to points as varied as Hampstead, Hackney, Kew and Willesden. New transport links are tempting Londoners, once horrified to be spotted in certain localities, to slip over boundaries. Be-suited Holland Park commuters, for instance, are happy to stroll up to new gleaming Shepherd’s Bush tube to ride into the City, points out Simon Lindesay-Bethune from John Wilcox & Co in Holland Park. “The same City boys proudly tell their friends they no longer hail taxis to Gatwick, as they can save time and money by going via the handy, new overground from Shepherd’s Bush to Clapham Junction, linking to the airport,” he reports. Crossrail is already having a major effect on London’s property prices, suggests Caroline Takla at The Collection LLP, and it looks like values could escalate as much as 40 per cent when all the work is finished. Takla believes Crossrail will make London a ‘smaller’ place that’s easier to navigate. “Areas that were not previously considered ‘desirable’, such as West Ealing, Acton and North Kensington, will become popular, due to shorter commuting times.” Gavin Cohen at Fraser & Co‘s Paddington office says central and west London is set to benefit from an improved Paddington Station as well. About to become an important Crossrail hub, Hammersmith & City tube station at Paddington has been rebuilt, with a new station concourse and extended platforms to hold air-conditioned trains. “When Crossrail opens in 2018, Paddington will be only nine minutes from Liverpool Street and 16 minutes to Canary Wharf,” Cohen sums up.

This situation may be familiar to you: a savings statement lands on your doorstep showing how little you’ve earned in interest over the past year. With base rate still at 0.5 per cent and savings rates not far from that, by taking out an offset mortgage, you have the opportunity to use that money and save thousands of pounds and reduce the number of years it takes to pay off your mortgage. Although offset products are not widely available and are perceived complex, it is not surprising that borrowers do not take out these products in droves. However, when real numbers are added to the equation, the real benefit can be seen. For example, on a £250,000 mortgage over 25 years, by offsetting £50,000 saving against the balance, the borrower could save over £10,000 in mortgage interest and pay off the mortgage more than two-anda-half years early. Plus, you still have that £50,000 nest egg at the end. While attractive, offset mortgages are not so widely available and some are priced at a premium over conventional mortgages, but they can bring long-term financial benefits for those with under-utilised savings.
Statistics may be contradictory but the applicants just keep on borrowing, says Duncan Farmer The other positive force encouraging applicants to carry on borrowing is that hints that the Bank of England’s Monetary Policy Committee will put up interest rates are becoming louder and louder, so new borrowers and those looking to remortgage are applying for cash while cheap stocks last. As our mortgage charts show, fixedrate deals remain cheap. Nationwide, for example, has a rate of 2.19 per cent fixed for two years for borrowers with a deposit of at least 30 per cent, and there are other great deals out there. Ray Boulger believes that the picture in both the housing and mortgage markets will become clearer only in September when the effects of the Mortgage Market Review have had more time to filter through. The Bank’s committee will also have to decide soon whether it or the Chancellor needs to act to cool the housing market, particularly in London where prices have risen by 18 per cent in a year. While that figure might suggest a bubble that could burst, it should be noted that in other parts of the country prices remain in the doldrums. In Northern Ireland, for example, house prices are 50 per cent below their 2007 peak. Any measures to cool the market would have to apply nationwide and it would be unwise to apply a rule to restrict the market in London that would also reduce activity in areas such as Belfast, which need stimulus not stagnation.
There are such conflicting data coming out of the property and mortgage markets that it is hard to know quite what is going on. The number of people taking out mortgages is rising again, according to figures from the Bank of England, and yet house prices are falling according to the Land Registry, whose figures also show that the number of house sales has risen. The rise in mortgage approvals – a surprise jump of 8 per cent in June against the number for May – suggests that the blockage caused by the new, tighter rules brought in as a result of the Mortgage Market Review has eased. Under the new rules, applicants were having to wait longer to get an appointment with their bank or building society and, after that, faced a long process during which their finances were scrutinised. “This is partly due to some lenders struggling to process applications because of the volumes they are receiving, and partly because some lenders are asking more questions after receiving an application, particularly in relation to items on the bank statement, including sometimes trivial amounts,” said Ray Boulger of John Charcol mortgage broker. Lenders who were not quite ready for the additional workload that came with the new regulations simply could not cope and the entire process became drawn out. That now appears to have eased.

Lending threshold The Bank of England’s Monetary Policy Committee has been considering the issue of restricting the income multiples lenders use, in order to prevent borrowers pushing themselves too far. However, in spite of the booming market in London, where high loan-to-income multiples are more common, the percentage of borrowers taking out loans of 4.5 times their income is just 11 per cent. A threshold at which action might be taken to curb such high income multiples has been suggested at 15 per cent, so at present there appears no need for any restrictions, which would hit London hardest, to be introduced.

Rate on a Nationwide mortgage fixed for two years
HIGH COST At a time when lenders are nervous of advancing money to anyone other than applicants with the cleanest of credit histories, it seems there are some people with a murky past who are able to raise cash. Enness, a private bank, has just arranged a mortgage against the £1 million London home of a client who had a string of county court judgments against his name. It did, however, come at a cost: an interest rate of 17.4 per cent.

Borrowers less likely to suffer Another factor that must surely be considered by policymakers when looking to regulate the market further must be the number of repossessions or people in arrears on their mortgage. The figure for repossessions peaked in 2009 at just under 50,000, but this year is expected to be half that and next year suggestions are that it will be about 28,000. At a time when a record number of people are in work – the unemployment rate is 6.6 per cent today compared with 7.8 per cent in 2009 – and therefore more able to keep up their repayments, and when rates are low, the likelihood of arrears and repossessions spiralling out of control seems unlikely. If, as he has promised, Mark Carney, governor of the Bank of England, raises interest rates slowly, borrowers appear less likely to suffer unduly.

Chelsea has six micro markets Chelsea is London’s most popular residential address, outselling all other ultra-prime London areas, according to statistics in a new review by estate agent Russell Simpson. Latest Lonres figures show that in the 12 months to April 2014, Chelsea recorded sales of 478 properties – averaging £2396 per square foot – and 57 of these were more than £5m. Kensington recorded 340 sales (44 above £5m), St John’s Wood 259 (20), Knightsbridge 145 (45), Belgravia 140 (29), and Mayfair 105 (19). The Russell Simpson Guide to Chelsea also reports that Chelsea’s 2965 acres, which everyone regards as a single district, are actually six distinct hamlets or micro-markets: Old Chelsea, Burton Court, Chelsea Green, Chelsea Town, The Boltons and West Chelsea. Most expensive micro-market, according to the review, is The Boltons with average house prices ranging from £5m to £80m and flats from £1m to £10m. West Chelsea, by Earls Court, is the most under-priced with houses from £2m to £10m and flats from £500,000 to £4m. Chelsea Town is the most popular with overseas buyers, including those from Saudi Arabian, African, Russia and China. Chelsea’s current total population is 158,300 and 6.53 per cent of these are Americans, the largest population outside the US.

Sales and rent reversal The lettings market in prime central London is continuing its recovery, particularly in the higher price brackets, according to latest statistics from Knight Frank. Tom Bill, the company’s head of London Residential Research, said that to some degree, a reversal of fortune has taken place between the sales and lettings markets. “Growth is slowing in the sales market as the general election and an interest rate rise approach,” he said. “The overwhelming mood in the sales market is one of uncertainty, which is leading buyers to become renters and vendors to become landlords, particularly in the prime and super-prime markets where growth in the sales market has slowed to a greater extent.”

Prime exhibit A house built for the Great Exhibition is now a prime property showcase in Wandsworth, says Cheryl Markosky A barometer using leeches, the Koh-i-Noor diamond, the world’s first voting machine and Samuel Colt’s prototype for his Navy Colt revolver were all displayed at the Great Exhibition of 1851 in Hyde Park. Prince Albert, the visionary behind this spectacle, would also have lent his approval to Elsynge Road, built the same year for the exhibition on the borders of Wandsworth and Battersea. How fitting, then, that developer Huxley Land has converted a rundown, mish-mash of bedsits formerly run by a charity back into the original pair of proudlooking houses. One half of the duo – a six-bedroom, five-storey, detached edifice – is now for sale. David Huxley points out that although planning can be a thorny issue on some projects, he met no opposition. Wandsworth Council and the neighbours were delighted to see the dilapidated bedsits turned back into ‘proper’ houses. After taking possession of the property last year, Huxley knew there was a lot of work ahead to return it to its former glory as smart Neville Gill House (trumpeted on a plaque at the front), once housing the neighbourhood’s churchwarden. “It was neglected, the garden was overrun and the 1950s extension was
awful,” he explains. Thanks to Huxley and his team – including business partner and designer Alison Bertram, planning consultancy Iceni Projects and Helen Turkington Interiors – the Elsynge Road house is a tribute to all things Victorian and modern. Huxley held onto and restored 19th century features whenever possible, from the handmade sash windows and new cornicing to white-washed oak flooring and second-hand yellow brick on the back extension that’s totally in keeping with the period. As we’re now dwelling in the 21st century, he’s also sensibly installed a brand-new, handmade Bryan Turner kitchen and CAT 5 and 6 cabling. “The house is wired within an inch of its life for AV, sound and wi-fi, but we don’t fit projectors and other pieces of technology as such. Some buyers want everything going, while others want the bare minimum, so this offers choice.” Huxley is particularly pleased with the ground floor layout, with a snug and TV room at the front and a roomy kitchen and dining room at the back leading out through French doors onto the south-facing garden, which was a big task to level off, remodel and re-turf. “I also think the second floor master bedroom suite

New homes update Special report by John East, director of Land and New Homes for Kinleigh Folkard & Hayward House sales activity across London over the last 12 months has given companies who provide financial backing for land acquisitions and the construction of new homes more confidence, which has in turn whetted their appetite for lending again. As a result, we’ve seen increased competition in this specific lending arena, which can only be good for the market, encouraging housebuilders to continue to build more new homes. Although the London sales market has calmed and returned to more normal conditions over recent months, demand for new homes remains strong and developments being launched over the next month or so outside Zone 1 will receive positive interest from homeowners and investors alike. Off-plan sales continue to play an active role in the new homes market, enabling many developers to press forward with their construction. In particular, we’ve seen many new developments offering off-plan buying south of the river. One Palace Road, a collection of 17 one and two-bedroom new-build apartments in Streatham, will complete in July 2015, and has seen good off-plan sales interest.
Another popular development nearby, Nicholls Mews (pictured), comprises eight completely refurbished townhouses in a gated development on Streatham High Street, priced from £465,000. Streatham is proving popular among buyers who appreciate its good transport links and choice of properties available. The successful Grade II listed conversion scheme at Baylis Old School in Kennington has now sold 60 per cent of all apartments, 25 per cent of those resulting from off-plan sales, and most buyers are either local residents or owner occupiers who appreciate the area’s community feel. This scheme has been particularly popular as it offers great transport links to the City and a wealth of communal space often not found this close to the river. Demand for houses remains as strong as ever in a marketplace dominated by flats. As a boy, James Inglis-Jones spent his summers fishing in the fjords of Norway.
