As we approach the final quarter of 2015, how has the market performed so far and how do you see the year ending?

A

The year started with all markets looking towards the general election, an uncertain outcome that would ultimately affect the performance of the markets later in the year. This provided an incentive for buyers and sellers who wanted to act before May. Vendors’ expectations remained high despite the previous year’s increase in stamp duty, and many buyers looked for higher discounts to accommodate the rise in taxes. The market paused prior to the election as both buyers and sellers waited to see the outcome. The majority victory was well received by the London market with the expectation that activity levels would increase with vigour. We have seen a gentle slowdown of buyers registering in prime central London with an increase in the domestic market and an increase in demand for new developments. However, existing active buyers and sellers are focused, resulting in some excellent transactions across all price ranges. The summer market has been quiet, which is a seasonal reaction to the UK and European holiday period. Looking ahead there seems to be a positive outlook. It is clear there has been an adjustment not only to the market conditions but also to vendors’ and sellers’ expectations. Everything points to a stable market for the last quarter, although an eye needs to be kept on further changes to property ownership structures, which the current government is reviewing and is under pressure to reform.

marketview Are foreigners really piling into London property just so they can launder money, reports Rupert Collingwood, CEO of The London Search Company. If you watched a recent Channel 4 programme, you would certainly think so. Several reputable agents were secretly filmed apparently colluding with a Russian couple to hide their ill-gotten gains. Like a lot of these types of programmes, however, all was not what it seemed. Technically, none of the firms did anything wrong. There were no financial transactions and apart from escorting them around a potential property, the agents did not facilitate any money laundering. Furthermore, the stung agents were captured on camera telling the Russian couple that they should really seek legal advice and most then proceeded to report the couple’s comments in their anti-money laundering log with a view to escalating it should an offer have been made. Emphasising this, of course, wouldn’t have made good television, though, so instead the programme’s editors switched to expert QCs saying that the agents should have escalated it even further despite the fact that there was not yet a financial transaction in place. Industry watchdogs have now launched an investigation but my guess is that long after the hubbub has died down, there will be no case to answer. Although I’m sure some foreigners will or have used London property purchases to launder money, many others are simply trying to get devaluing cash out of their native countries despite the currency controls in place. The number of foreigners engaging in money laundering is, I am sure, but a tiny proportion of the overall market. The problem I had with the Channel 4 programme is that not only was it edited to enhance the reputation of estate agents as conveyers of scandal and criminality, which is an image as old as the hills, but more importantly it gave the impression that every wealthy foreign buyer in prime central London is trying to launder money. This is blatantly untrue. The reasons why foreign buyers invest in the capital are many: political unrest, children’s education, or financial prudence. Not to mention that laundering money using London bricks and mortar is, I am certain, pretty inefficient. It is almost as easy to engage in estate agent baiting as it is to engage in the politics of envy. When we see a glamorous couple with oodles of money looking around luxury homes, the idea that they are engaged in some kind of money laundering schemes makes for a good story. It is not, however, representative of most foreign buyers, and for all of Channel 4’s political correctness, it’s verging on xenophobia. www.thelondonsearchcompany.com

From Monaco to Mayfair Nothing epitomises glamorous destination resorts better than the famous art deco travel posters of the 1920s and 1930s, created to promote luxury leisure retreats such as Monaco, Lake Como and St Moritz. In response to a new report that reveals that Mayfair is viewed by wealthy people from around the world as a luxury resort destination, estate agent Wetherell – in association with Pullman Editions – has produced a limited edition, art deco-style travel poster for Mayfair. Created by Pullman Editions principal house artist Charles Avalon in the lavish style of the vintage 1920s billboards, the poster depicts Mayfair’s Mount Street with the Connaught Hotel and Scott’s Restaurant. All Avalon’s work is handdrawn and painted, mainly in gouache and sometimes acrylic. Founded in 2010, Pullman Editions is the sister company of London’s Pullman Gallery, leading specialist dealer in automobile art and original vintage posters. Research in Wetherell’s new report ‘Who lives in Mayfair?’ shows that Mayfair has become a resort village for affluent twenty and thirty-somethings from around the world. Almost 60 per cent of its 5118 residents are aged below 44, with almost 45 per cent aged 25 to 44. Residents

from 42 different nations live in today’s cosmopolitan Mayfair, with more than 60 per cent of residents now born overseas – up from 49 per cent in 2001. Chief executive Peter Wetherell says: “Findings from the report demonstrate that Mayfair has become a global oasis for young people, and a twin of destinations like Monaco, St Tropez and Miami, which are the other hubs where the world’s wealthy elite choose to relax and enjoy their leisure time. This is why we thought it would be timely to work with the wonderful Pullman Editions gallery to produce an art deco travel poster for Mayfair to underline that it has joined the luxury resort destinations.” Just 280 limited edition prints of the new Mayfair poster have been produced, available through Pullman Editions at £395 each unframed and £750 framed. The market is more buoyant than some suggest, reports Stephen Holmes, residential director at Savills Kensington

There was certainly a sigh of relief in the property market after the election result, having avoided various political propositions that would have adversely affected both transaction levels and property values. As the market returned to normality, it became apparent that the election perhaps masked the impact of last December’s stamp duty increase. We are now seeing the effect of this with decreased transaction levels in the market due to the considerably higher costs of buying at certain price levels. In spite of this, purchasers accept that the central London property market has decent growth prospects over the next five years. While this will not allow for the speculative attitude of recent years, buyers can take a considered approach to their investment and offset the cost of their purchase over time. Exceptional properties are selling well with strong prices and the market is essentially fairer, with properties priced on merits rather than at overly ambitious levels. This is not the buoyant and speculative property market we have seen

over previous years, but it remains a liquid one with opportunity. The Kensington flats market has historically offered a wide variety of property for the discerning purchaser, including conversion apartments in grand stucco-fronted buildings, modern standalone developments, and the more traditional redbrick mansion buildings built around the turn of the 19th century. This last category is perhaps the most prominent, featuring some of the area’s most prestigious buildings such as Kensington Court, Campden Hill Gate, Campden Hill Court, York House and Wynnstay Gardens. The year so far has seen a dearth of these sorts of properties, though as we approach the autumn this is beginning to change. We now have five such properties available ranging from a stunning fourth floor apartment in Campden Hill Court at £3.75m to a four-bedroom ground floor flat in York House at £7.75m. Another was snapped up within a week of hitting the market and at a market-leading price. This is further evidence that the market is more liquid and prosperous than some would have you believe.

George Osborne set out to make life easier for homeowners and harder for buy-to-let landlords in a Budget that will slash the tax relief landlords receive on mortgage interest payments. Grainne Gilmore, head of UK Residential Research at Knight Frank, said: “Those planning to purchase a buy-to-let property will have to factor these new rules into their calculations, and this could affect the offers they are willing to make. If the relatively low yield environment seen today, especially in the South of England, is still evident when these changes start to come into force, there could be upward pressure on rents.” The chancellor also removed the ‘wear and tear allowance’ that from April next year will be replaced by a system that allows tax relief only on specific items. Research by PwC shows that when interest rates rise – probably next year – buy-to-let landlords will start to make a loss. That sounds worrying. Will higher rents and fewer properties to rent be on the cards? In some places maybe, but not locally, according to London agents. Clare Hampson of Savills says: “We get more and more buy-to-let investors. Nothing deters them – they only increase. Rents may not have increased by a huge amount but house prices have risen so much that they look to capital growth. We also see many foreigners buying in London. Raising interest Analysts forecast that UK rates will go up next February, reports Duncan Farmer

After Mark Carney hinted that interest rates could rise around the turn of the year, the era of ultra-low mortgages may soon be coming to an end. How will it affect you? The majority of borrowers are on either a lender’s standard variable rate (SVR) or a base-rate tracker mortgage. Those on an SVR may not be immediately affected by a base rate increase, as lenders don’t necessarily alter their SVR in line with base rate movements. Tracker-rate borrowers will inevitably feel the knock-on effect if interest rates do rise, as these mortgages follow the base rate. If you would struggle to pay your mortgage if rates did rise, you need to consider fixing to protect yourself against any base rate increase. Those on fixed rates will, of course, be unaffected by any base rate increase. However, if you don’t have long left on your current deal, you may want to consider re-mortgaging and securing a rate now before any rise takes place. According to Mr Carney, any increase will be ‘small and gradual’ and at SPF we believe rates will eventually settle around the 3 per cent mark. We also believe that we have now seen the cheapest fixed rates. If you are holding out in the hope that even better products are to come along, you may be disappointed. We recommend that you speak to a mortgage adviser who will discuss the options available to you.

Mark Carney, the governor of the Bank of England, has given his clearest indication yet of when interest rates will rise, saying, in response to comments by Janet Yellen, chair of the US Federal Reserve Board, that a rate rise was imminent in America: “The decision as to when to [raise rates] will probably come into sharper relief around the turn of this year.” The good news is that most analysts believe American rates will go up in December and that the UK will follow suit in February. That gives borrowers here at least five months to decide what to do to protect themselves from a rise in their monthly mortgage repayments. The market is clearly not pricing in a sharp rise, and fixed rates remain very attractive – the Post Office, for example, has a two-year fixed deal at 1.19 per cent – and there is little excuse for borrowers taking out or sticking with their lender’s standard-variable product. That said, experts do not believe that once the base rate starts to go up, it will climb dramatically. Mark Carney has often

talked about a gradual increase, and Laura Lambie, of Investec, believes that the rate will be somewhere around 2 to 2.5 per cent in 2020 – a long way short of the long-term average before the financial crisis of about four per cent. The other imponderable is that interest rates may not rise at all. When the Bank’s Monetary Policy Committee does meet to set rates, it will have on its mind the sharp falls in the Chinese stock market and wider worries about its economy; the state of Greece and its bailout; and inflation, unemployment and economic growth. Inflation has been low, but that is due in large part to the falling oil price, but that will soon drop out of the equation and, as economic growth is doing well, a rate rise may be more likely. A rate rise will come as a shock to borrowers who took out their first mortgage within the past five years as they have been used to stability and record low rates. Longer-term borrowers who used the era of low interest rates to pay off large – or small, regular – chunks of their loan will not fare so badly as any rise will apply only to their outstanding debt. In whichever camp you fall, now is a good time to examine all your options.

David Cameron’s comments that he wants estate agents to flag up house sales to people buying UK homes using ‘dirty’ money from the proceeds of crime or dodgy overseas regimes seems to suggest that neither banks nor solicitors are doing a particularly good job at enforcing money laundering regulations. When I recently applied for a mortgage, both my lender and lawyer wanted extensive proof of the origins of the money I put down as a deposit. It was a laborious and time-consuming process accounting for various sums of money, all of which I had come by legitimately, but not once did my estate agent ask how I had made it. I would have been surprised if he had: the sales process is slow enough without adding another tier of bureaucracy, especially when that work could and should have been done by other professionals.

The AA may be best known for helping motorists in their hour of need, as well as producing road maps and hotel guides, but it has signed a deal with Bank of Ireland to enter the mortgage market. The first loans will probably be on the market next year, and while there is no hint of whether the organisation will give existing members preferential rates, the deal with Bank of Ireland suggests its mortgages will be competitive as the bank is the mortgage partner of the Post Office, which appears to have good deals. Another possible new entrant is Secure Trust Bank, a specialist in personal and car loans, which has said it is considering a move into home lending. As more players enter the market, more competition should mean enticing offers abound.

Now showing at the Adelphi Enstar Capital has transformed the historic Adelphi Theatre Restaurant building – once a fine dining haunt for actors and celebrities – into a luxury residential scheme. Located at 410 Strand, Gatti House is a Grade II listed building dating back to 1887 and designed by architect Spencer Chadwick, the leading Victorian theatre architect whose work includes the adjacent Adelphi Theatre and Daly’s Theatre off Leicester Square. Inside are four apartments: a pair of two-bedroom lateral apartments on the first and second floors, a Manhattan loft-style two-bedroom duplex on the third and fourth floors, and a three-bedroom penthouse across the third and top floors. A Westminster Green Plaque, installed last October, commemorates the Gatti family and the building’s history. Farid Alizadeh. Enstar Capital joint chief executive, said: “Gatti House is one of three investments/projects that Enstar Capital has undertaken on the Strand, the others being a multi-unit residential proposal and a leisure outlet. Five-star luxury in Scotland Yard London developer Galliard Homes has made a £110m agreement with Abu Dhabi-based retail, hospitality and property conglomerate Lulu Group International to create a five-star hotel in a magnificent refurbished Edwardian building at 1–5 Great Scotland Yard, home of the original Scotland Yard police station. As part of the agreement, Steigenberger Hotel Group has been selected as the hotel operating company creating a bespoke brand to be known as The Great Scotland Yard, which will form part of the portfolio of Signature hotels. Due to open in early 2017, the 92,000 sq ft hotel will be seven storeys high with two basement levels. Construction is now 30 per cent complete, and the interior fit-out is scheduled to start in March 2016. An adjoining Grade II listed Victorian townhouse will be incorporated into the hotel and transformed into a magnificent entertaining suite. Between 1829 and 1890, 1 Great

Growth of prime investors Investors are extending their influence over the property market in prime central London, according to the latest Marsh & Parsons London Property Monitor. The proportion of prime central London house purchases made by investors has jumped 8 per cent year-on-year. This spike means that investors now account for more than two-fifths (42 per cent) of all prime central London property sales in the past quarter, increasing from 34 per cent a year ago. Across prime London as a whole, they are also the most common type of buyer. At the same time, there has been an upswing in foreign nationality buyers in prime central London, making up over a third (34 per cent) of all sales in Q2 2015, up from 30 per cent in Q2 2014, although this has much to do with European buyers of all nationalities coming to live and work in London. Prime central areas command a significantly higher price per square foot than properties elsewhere in the capital – with the average square foot of property in central locations such as Holland Park, Notting Hill or Kensington and Chelsea valued at £1516 – 27 per cent higher than the capital-wide average. In contrast, overall in prime London, the typical price per square foot stands at £1192.

The chancellor announced a number of measures touching on the housing market in July’s budget, including restricting tax reliefs for buy-to-let landlords, reforming the current rules surrounding non-domicile status and raising the threshold for inheritance tax on primary residences. At present, individual landlords can deduct certain costs, including mortgage interest, from their income before they pay tax. The chancellor has announced that it will restrict the relief on mortgage interest costs that landlords who are higher rate taxpayers can claim. From 2017 to 2020, the rate of relief will gradually be reduced from 45 or 40 per cent to 20 per cent. This is a significant change in tax status for those with a rental property, and those planning to purchase a buy-to-let property will have to factor these new rules into their calculations. The chancellor has also announced plans to increase the tax-free allowance for inheritance tax to £1m for couples who pass on their home to their children. To achieve this, the government plans to introduce a new nil-rate band from April 2017. Importantly, the new nil-rate band will also be protected if a person chooses to downsize their home. Property trends over the last few decades have led to an amassing of housing wealth among older people. Increasing the inheritance tax allowance will mean that more of this wealth flows back down the generations rather than into the Treasury coffers. It also means those living in large houses do not have to continue to do so in order to benefit from the IHT changes. This, in time, could help release more large homes back into the market. Finally, the government will legislate so that from April 2017 anybody who has been resident in the UK for more than 15 of the past 20 tax years will be deemed to be domiciled in the UK for tax purposes.

Secret view to Live and Let Die for The head of Britain’s Secret Intelligence Service, identified only as ‘M’ in the James Bond movies, was originally known as ‘C’ after real-life spymaster Sir Mansfield Cumming, who lived and worked in Whitehall Court. The North Devon coast is one of the most beautiful stretches of Britain’s coastline. In 1959 it was designated an Area of Outstanding Natural Beauty three years after the legislation to preserve the countryside was first introduced. The Arts and Crafts movement, led by William Morris and John Ruskin, was a reaction against the industrialisation of Victorian Britain. Robert Ashbee, who followed in their wake, sought to take the movement out to the countryside where he felt it rightly belonged. He initially established the Guild of Handcrafts in the East End of London in 1888, and moved it to the picturesque Cotswold market town of Chipping Campden in 1902. Domestic architecture was particularly influenced by Arts and Crafts, which also saw the revival of old techniques used for jewellery, silver, furniture and interior design. Ashbee identified the Old Silk Mill in Chipping Campden as the perfect building in which to relocate his guild, and regarded the beautiful Cotswold stone buildings in the surrounding area as prime examples of the crafts of centuries past that he was so anxious to preserve. Described in Ashbee’s Book of Cottages and Little Houses, Izods Cottage in Chipping Campden’s High Street was rebuilt by Ashbee for a farmer client reusing materials from the original 16th century cottage. Total cost in 1906 was £270 and it was let to one of his London craftsmen for between £13 and £16 per years – exclusive of rates. Built of warm honey-coloured Oolitic limestone from

the north Cotswolds, it has traditional stone slates graduated with the larger at the eaves getting smaller as they reach the ridge. The steeply pitched roofs are normally constructed at 50 or 55 degrees as this was most efficient for rainwater run-off over the uneven surface. Cotswold stone is one of the most durable building materials and was used in the construction of St Paul’s Cathedral, much supplied by master masons Thomas Strong and Christopher Kempster of Burford – the former laid the foundation stone. Lettings Lowdown Special report by Rahim Najak, Lettings associate for Knight Frank Mayfair Mayfair’s rental market continues to attract the most prestigious applicants from across the world, searching for the finest properties in one of London’s most elegant neighbourhoods. Between the internationally renowned boutiques on Mount Street and the world-class restaurants lie some of London’s finest properties. With the launch of several best-inclass houses and apartments, activity levels have dramatically increased with a 24 per cent rise in viewings within the Mayfair market. The quality of rental properties is higher than ever before, which has attracted more applicants who may have previously opted to search elsewhere. Knight Frank’s Mayfair office has seen a dramatic rise in the number of renewals over the past 12 months,

with the average Knight Frank tenancy now lasting approximately 24 months. With rental prices increasing across prime central London, tenants are seeking the perfect property for the duration of their stay in order to avoid future relocation. Landlords are also benefiting from this secure market by leveraging shorter void periods and incurring reduced tenant changes. The recent election and the inherent uncertainty that surrounded it seem like a distant memory as we head towards the winter months with applicants looking to settle down at the end of the year. With the arrival of Crossrail providing even greater access into Mayfair and to the City, as well as the launch of several other significant developments, landlords have an excellent opportunity to take advantage of growing confidence among potential tenants.

Finding homes for corporate clients After a quieter few weeks over the summer, rental demand is picking up again and we are receiving increasing numbers of enquiries for all types of rental property. We’re very busy with corporate clients, particularly senior professionals from the law, IT, banking and investment banking sectors. They tend to be looking for large family homes: high-end properties in Notting Hill, Hyde Park and Bayswater at £1000 to £3000 per week but we currently don’t have enough stock to meet demand. They are understandably keen to find a home before the start of the September school term. We’re also receiving plenty of enquiries from students. They’ve been looking for some weeks now, earlier than usual, as they recognise they can find better choice and more keenly priced properties if they plan ahead.
