I
nterest rates are predicted to rise at some point during 2016, but the jury is out at the moment with both agents and buyers on the affect this will have on the house market. Some buyers are already starting to be more bullish when making offers, certainly at the lower end of the market, as they will not have seen ‘higher’ interest rates. Quite a few are eager to buy now, securing a fixed-rate mortgage deal. The top end of the market seems to be less affected by an impending rate increase for a number of reasons. The majority of people have bought before and have experienced much higher lending rates. They also tend to have more cash behind them, and have generally benefitted from the low rates over the last six years. The area that may see more fluctuation is the off-plan new-build sector, where a lot of buyers bought with the intention of selling once the development was built. Quite a few will not have factored in increased mortgage payments so will be keen to find a buyer as soon as possible. There may be some good buys to be had here! When the first rate increase happens, there may be a slight blip as the market readjusts, but with the central London market these tend to be shortlived as demand is constant.

caffolding and skips are the signs that households in a street near you are busy improving their property, but will the improvements add saleability or raise eyebrows for the wrong reasons? All too often the latest trend is next year’s dated look. Take halogen spotlights on the ceiling – as passé as Seventies avocado bathroom suites. And thinking of bathrooms, what about those extra thin cabinets that don’t hold anything or those tiny washbasins too small for a large pair of hands – all of them shrieking yesteryear. It seems that anything that says ‘ultra modern’ or ‘on-trend’ will also say ‘out of date’ in a few years’ time. For example, people who installed a freestanding bath in the bedroom must now be wondering what possessed them. Unless you are running a house of ill repute, who doesn’t want a bit of privacy in the bath, and who doesn’t want to get out of the bath without drenching the bedroom carpet? Felicity Blair from Roy Brooks says: “Unless you are planning to sell immediately it’s best not to go for the cutting edge in décor and stay neutral in tone and style. Some trendy items like blue glass basins lasted all of 18 months before they became passé. I think bowls that stand free of marble tops will also date because it’s difficult to clean under them. Things that are insufficiently functional are not a good idea in the long run no matter how stylish they look at the time they are installed.” Mark Goodeve-Docker, new homes and investments director at Foxtons, says: “With an insight gained by regularly communicating with developers, buyers and investors, our New Homes department is in a great position to monitor recent changes in preferences when it comes to interiors. “In 2016 we are expecting to see further development of trends that may have already started in the last few years. Automation of home functions, including centralised control of lighting, heating, sound, ventilation and air conditioning appliances amongst others, is a trend we expect to continue, as well as the use of other latest technology in properties. “LED lighting continues to feature extensively and we’ve also noticed the increasing popularity of larger windows, including floor-to-ceiling windows, in new build or recently renovated homes. Washing machines are starting to get moved out of the kitchen following a preference for an open-plan, modern kitchen space and as consumers become more environmentally conscious, we expect to see further interest in properties with improved EPC ratings and environmentally friendly schemes.”

ANEWACT TOFOLLOW Florence Hoath tells Jenny Knight about the appeal of Putney
F
ormer child star Florence Hoath has taken to charming the public in a new role as sales negotiator at Savills’ Putney offices. She started her acting career aged eight and as a child appeared in many children’s films and television programmes. Her best known role was starring as one of the children in Fairy Tale: A True Story, about two Edwardian girl cousins who fooled the world into thinking they had photographed genuine fairies. She grew up in Chiswick and East Sheen and instead of going to a stage school she went to Ibstock Place School in Roehampton. As the daughter of an actress and a director, she had something of a head start into show business but she says: “As an adult, I struggled to have the same success and decided I’d better have a regular job as opposed to working in pubs and bars waiting for a role.” Deciding to become an estate agent was an easy choice because during a trip to Australia she had worked for an agent doing admin. “It’s very different in Australia because everything goes to auction, but when I came back to London it seemed like the natural thing to do. I have friends who are estate agents and I knew I wanted to work in sales. It is exciting and interesting.” She started with an estate agency in East Sheen dealing with the whole range of properties: “I loved looking round wonderful £10 million houses.” Then an opportunity came up to do a maternity cover at Savills, also in East Sheen, and she took a gamble by giving up her permanent job. The gamble paid off and two months ago she moved to a permanent position with Savills in Putney, working as a sales negotiator in their core business selling properties up to £1.7 million. “I love it. I think I got off to a good start because in the first month I managed to get four properties under offer, but over the Christmas period things slowed down a little. Putney has about 12,000 properties so is busier than East Sheen, which is fun.“

THE PROFILE
As well as selling the period houses that Putney is known for – handsome Victorian and Edwardian houses in tree-lined avenues and some Georgian cottages tucked away in hidden lanes – she is also dealing with new-build flats. “There are lots of new-builds, which is not something I had previously dealt with. I have been selling offplan, which is interesting, having to sell something that you can’t see.” In particular she has got to know two up-market developments with concierge services: Tileman House, a collection of one, two and three-bedroom apartments and penthouses on the Upper Richmond Road, and the stylish Oakhill Park. “It is great going to building sites, seeing the show flat and over time seeing the whole thing develop. I enjoy everything about being an estate agent. I enjoy dealing with owners. Their property is often their most precious financial possession and we have to take care of it for them and build a relationship of trust so they know we will do our best for them. “I also enjoy meeting buyers and going round with them on viewings, getting to know them and trying to find the right property for them. “I know Putney well and like the village feel. There are lovely houses, Putney Heath, the river with lovely pubs on it, and it also has a good high street, so you don’t have to go into town to do your shopping. Sometimes we get people who are only looking in one particular area of Putney. Often people who are buying have been renting in Putney, others move from central London – maybe downsizing from Fulham or Chelsea. “Another trend is for owners to move out to Esher or Cobham looking for bigger houses and the right schools.” It all sounds very different from an actor’s life – but Florence will be keeping a foothold in that milieu when she marries Hollyoaks bad boy Neil Toon next year, after meeting him through friends 18 months ago.

ARTSTATION Three local charities received a share of £18,000 from Battersea Power Station’s first art exhibition, staged at Battersea Arts Centre. Battersea Art Station weekend showcased one single subject – Battersea Power Station. Having called out to both amateur and professional artists around the world, the competition received submissions from New Zealand to Canada ranging from contemporary power station gym clothing to classical oil paintings. Around 5000 people visited the exhibition over the three days in the Grade II* listed arts venue, BAC, to enjoy the artwork and take part in other activities on offer for all ages. Nearly 300 pieces of art were sold including prints and merchandise, with 20 per cent of all art sales – just under £18,000 – going to the local charities. David Twohig, head of Design and Placemaking for Battersea Power Station Development Company (BPSDC), said: “Involving fantastic local charities into our weekend was hugely important in the overall planning for the celebration of art and the power station. It was very much a community event and we were thrilled to be able to raise such a significant sum to support these worthwhile organisations whilst the public were also enjoying some great art.” The three charities to benefit were Beatbox Academy, Theatre503 and World Heart Beat Music Academy. BPSDC and Battersea Power Station shareholders plan to hold similar events in the future as part of a commitment to support local arts and culture. The BPSDC team are pictured with charity representatives.
Wandsworth Council and Battersea Power Station Development Company have signed a legal agreement that will see 374 homes offered to local residents to rent or buy at well below market prices. More than 250 of these properties will be for rent, including 69 three-beds and 35 four-beds. Rents levels will be set between 20 and 70 per cent below the market rate, with the average discount just over 40 per cent. The aim is to make them affordable for households with a combined income of £25,000 and above. The remaining 116 homes will be for Wandsworth residents to buy at a reduced price on terms to be agreed between the council and the developer. All the new homes will be built as part of Phase 4a of the power station masterplan. The first 177 properties should be ready for occupation in 2019, some three years earlier than originally planned. Once built, the homes will be offered to Wandsworth residents on low and middle incomes who can’t afford to buy or rent on the local market. Phase 4a of the development will replace an old industrial estate and milk distribution depot in Nine Elms on the South Bank. There will be seven new mixed use buildings – between seven and 18-storeys high – designed by architects Patel Taylor to echo the style of London’s grand redbrick mansion blocks. Council leader Ravi Govindia said: “This deal is unique and will deliver hundreds of new homes at prices that low and middle income households can genuinely afford. The high numbers of three and four-bed homes are particularly welcome news for local families struggling to cope with London’s inflated housing market.”

House price growth in Dulwich has risen at a rate equivalent to 12 per cent a year for two decades – stronger than anywhere else in the UK – according to latest figures from Knight Frank. Total price increase for Dulwich property is almost 900 per cent since Land Registry records began in 1995. Knight Frank research also identified a decline in £1m-plus property sales in London in the year to April 2015 following the stamp duty changes in December 2014. A second stamp duty increase, for buy-to-let investors and second home buyers, announced in the Autumn Statement at the end of 2015 is already creating an impact, reports Tom Bill, Knight Frank head of London residential research. “Combined with timely new measures on housebuilding and home ownership in the Autumn Statement, it squarely addresses what will become the political battleground during the 2016 London Mayoral campaign, leaving central government less open to accusations it is not tackling affordability concerns,” he says. “In the short term, it is likely to produce an upturn in activity as buyers act before the April 2016 deadline and there is already anecdotal evidence of added impetus during transactions. “Furthermore, a growing number of vendors are setting asking prices that reflect the heightened sensitivity to pricing among buyers since last December’s stamp duty change and where asking prices have come down, the market is operating in a relatively normal manner and tapping into underlying demand DOMINIC that remains resilient.”

The stamp duty charges introduced in December 2014 have had the effect of damping down the housing market – particularly for properties above £2m. It has made the whole market very price sensitive and a lot of would-be buyers are now extending their current homes rather than move and pay penal amounts of stamp duty. Builders that specialise in extensions have never been busier! If the chancellor were to make any modifications to these new rates to stimulate the market, we would suggest reducing the 10 per cent banding to 8 per cent and the 12 per cent banding to 10 per cent. However, there still is a good market for properties in all price ranges if they come to the market at realistic prices. With the introduction of these new taxes, buyers need to see value.
AMY STEELE KFH RAYNES PARK One obvious answer is to remove stamp duty altogether for first-time buyers, but George Osborne will never do that. The next best alternative could be for the government to change the way first-time buyers pay their stamp duty. In November 2015, the number of buyers purchasing their first property dropped by 10 per cent from the summer months, according to the NAEA, so it would make sense to ease the financial burden placed upon those looking to own their home. If buyers were offered the chance to pay only half the stamp duty costs up front, they could then spread the remaining figure over a set number of years at a preferential interest rate. This would ensure the government recoups its costs, and provide the added bonus of making the initial transaction more affordable.

RIPPINGTIMES The conjuring trick to turn a run-down two-bedroom maisonette into a stunning three-bedroom home, complete with roof terrace, took more than a quick ‘hey presto’. Jenny Knight reports.
E
very wall was taken back to brick and every floor was lifted and reinstalled with modern soundproofing, yet the finished home looks like the ultimate period maisonette. Nicole Donne and Steve Paddock paid £535,000 for the two-storey flat on the Heaver Estate in May 2013, attracted by the potential to bring out the diamond in the rough. Nicole says: “It was just awful but we fell in love with it. We wanted a big project and we saw the opportunity to extend. Now this maisonette has been split over three floors it has more square footage than many small houses.“ They drew up the initial plans and started the loft conversion through Craig Taylor from South London Lofts. Once the main construction work was completed, Steve and Nicole did much of the remaining renovation work themselves over a 15-month period. Nicole says: “We called in favours – including building support from Steve’s father Brian, and step-dad Kevin – as well as holding numerous ‘painting parties’ with generous mates.“ In all, the renovations included the loft extension with an en suite bathroom, the addition of a roof terrace, rebuilding a first floor terrace and total refurbishment. “The living areas we aimed to be quite contemporary but we were very keen to retain as many of the period features as possible, including picture rails, coving style, doors and balustrades. My favourite classic piece is the reclaimed Edwardian cast iron fireplace, with original tile patterns,” said Nicole. “The living areas and bedrooms have many of the period elements, but the kitchen and bathrooms are made with clean lines, gloss white and modern fittings. We bought the beautiful vintage wood effect tiles for the bathroom before we even designed it. I love the Neff slide-and-hide oven: it’s the same one they use on the Great British Bake Off. The worst part was lath and plaster – the messiest, dustiest substance to work with in renovating.” Steve added: “The loft is the most personal space in the property. It is a bit of a haven for us after a long workday – it’s very quiet with lots of natural light and the most relaxing room in the home. With the windows open on a breezy day, or sitting on the roof terrace, it’s easy to forget you are in London. We are sad to be leaving this house which has become a wonderful home to us, but now it’s time for another lovely family to enjoy it”.

onarch during the creation of Great Britain in 1707, Queen Anne was living at this house when her lady-in-waiting handed her a letter proclaiming the throne was now hers. Her uncle, Charles II, had given her the house and she lived here for 18 years before she became Queen of Great Britain and Ireland. The house now stands in Putney but in Queen Anne’s day it was in Wandsworth, where it formed the central portion of the Old Manor House. When the Wandsworth house was taken down in 1885, this section – complete with 25ft murals by Sir James Thornhill – was preserved and transported wholesale by horse and cart to its new location in a quiet part of Putney. Sir James Thornhill was the painter of interior works of art at St Paul’s Cathedral and Hampton Court Palace, and his murals on plaster span two floors and adorn the stairwell. One depicts the moment the lady-in-waiting presented the letter declaring Anne Queen in 1702. The house was built on its original site in around 1670 for a wealthy Dutch merchant. There’s evidence to suggest it was designed by Sir Christopher Wren, who worked on ‘designs for a mansion’ and ‘plans of gentlemen’s homes’ at around that time. In any case, it’s almost certain work was carried out by the great man himself or his pupils. Residents when the house was in Wandsworth include French writer and philosopher Voltaire. A conservatory at the Putney house contains original marble from the Tivoli Theatre in the Strand, and a reception room off the extended kitchen and breakfast room features an original fireplace and iron window fittings from the time of the Great Fire of London. ONTHEWATERFRONT After a year of success and excitement, selling and letting premier Thames side properties, Savills Waterfront office, looks forward to even brighter future. Jenny Knight talks to the team.
I
t was just over a year ago that Savills opened a dedicated waterfront office a stone’s throw from the sparkling waters of the Thames at Battersea. The office on Battersea Bridge Road covers an area from the banks of the Thames at Richmond down to Docklands and Canary Wharf. From the traditional family homes in the west to the sophisticated new apartments at Wandsworth, Battersea, Fulham and Chelsea, to the converted warehouses of Docklands; the waterfront offers every type of property to suit every stage of life. Fran Moynihan, associate director waterfront sales, says: “We share an office with our south west new homes team and have done an enormous amount of business with them this year. A lot of buyers will consider either a brand new riverside property or a second hand one. Having a presence here together, so close to the river, is really useful. “ The perception is that nowadays property buying always starts on the internet, yet the waterfront office finds a lot of people walk across Battersea Bridge or across from Battersea Park and stop to look in their window. As Fran says: “They stop to look, see something they like in the window and then pop in. It’s more like the traditional type of estate agency. “ Although prices have steadied over the past year, Savills Waterfront has achieved some record sales. the iconic Albion Riverside in Battersea, even though at that time there was a threat of a mansion tax if Labour had been victorious. The penthouse sold for the asking price of £15.5 million. “At £2,500 per square foot it was a record price for Albion Riverside,” Fran explains. “The 6,500 square foot flat set over two levels, was unique because it was in the best position with views over Albert Bridge and with double height ceilings. A couple bought it as their London home. “We have had great results all year, matching the right buyer with the right property. Take Embassy Gardens: the second phase was launched in September and already we have sold out of studio, one and two bedroom flats, with only two bedroom flats remaining in that phase. Although we have seen a huge amount of supply along the river, if the product is properly priced and stands out it will sell well. “ Embassy Gardens illustrates the trend along the river for developments to add extra luxuries or wow factors to make them stand out from the rest. When completed it will feature an incredible swimming pool suspended 115 feet in the air, linking two of the luxury blocks. The sky deck will also house a spa, summer bar and orangery. Fran adds: “People come to us looking for a lifestyle. They know they want a river view, underground parking, concierge and lock up and leave, but the river is a vast area and we give advice and guidance, all from one office, instead of people having to deal with 10 different offices, all looking after their own stretch of the river. “People love it when we can show them everything that the river offers. We help them understand where they are and what the facilities and transport links are. “We are looking positively towards the future because prices rocketed in 2013 and if that had continued the market might have come unstuck. We can now look forward to long term stability in the London property market and international investment continuing.”

Oliver Sloggett-Taylor, says: “We let a duplex penthouse at River Court, Blackfriars, to an American Banker for £3,000 a week, and we have just let the three bedroom duplex penthouse at Montevetro to an Australian banker for two years, for £2,750. He looked at it online and we took him round and he was impressed. We have some high-end properties, which is a very nice niche to be in. “People who are renting tend to be time poor and because renting is less of a long-term venture than buying, they might make quicker decisions. We get a lot of relocation agents on the telephone looking for clients. The clients know the riverside is going to be more expensive and that they will be paying higher prices, but they have already taken that on board when they contact us. We drive applicants up and down the river, showing them different areas and developments, their choice isn’t usually area based but on the merits of the individual developments and benefits to them. “The Lettings market has benefited from a high amount of stock on the market, so people have lots of options and the new brand new developments all have 24 hour security and all the rest. Explaining about the competition they face is our biggest challenge with landlords. “

arratt London has released Westmead Court, the latest phase of homes at its Catford Green development in the London Borough of Lewisham. Praised by London mayor Boris Johnson as ‘a fantastic development’, Catford Green has proved particularly popular with first-time buyers, many assisted by the Government’s Help to Buy programme or the Bank of Mum and Dad. The 11.6-acre development features 415 one, two and three-bedroom apartments divided over 13 buildings, with a proposed on-site retail and community space. alliard Homes, in association with AFC Wimbledon football club, has received detailed planning consent from Merton Council for a new multimillion-pound, mixed-use, sports-stadium-led project on a 14-acre brownfield land site off Plough Lane. The masterplan for the new project was created by architects Sheppard Robson, who designed the residential, retail and leisure elements working alongside Wilson Owens Owens, designers of the new stadium. The 20,000-seater centrepiece – with an initial capacity of 11,000 – will serve as AFC Wimbledon’s new home. Founded in 2002, AFC Wimbledon views itself as the spiritual successor of the Plough Lane-based Wimbledon team formed in 1889. The original club relocated to Milton Keynes in 2001-2 and adopted the name Milton Keynes Dons in 2004. A group of Wimbledon-based supporters responded by forming the new club, AFC Wimbledon, which has since been seeking a base and stadium. This has now been achieved following the latest planning decision. Around the new stadium Galliard will build a mixed-use development providing 602 mixed tenure apartments, a 17,500 sq ft squash club and fitness facility, and a 13,700 sq ft retail outlet. The stadium entrance will front onto a new public piazza, and a wide pedestrian boulevard will run across the site from north to south, positioned between the stadium and housing, connecting Plough Lane with Riverside Road and Summerstown. Rising from six to 10 storeys, three linked apartment buildings will be located to the south, east and north of the stadium. The venture is Galliard’s third sports stadium project – the other two were the Emirates and Upton Park.

Next month lenders have to adopt new regulation, the Mortgage Credit Directive (MCD). In the build-up, lenders are likely to rein back their pricing as they look to slow business down to ensure their new systems do not ‘fall over’. Once they are confident, expect some element of price competition to return. Whilst these new regulatory changes (and previous ones) have made remortgaging troublesome for certain market elements, all is not lost. We are still in a low rate environment, and with new lenders coming to market, a new mortgage may be closer than you think.

Parents or grandparents who want to help their children to buy their first home should beware of the government’s plan to impose stamp duty of 3 per cent on any additional home a couple buys. For example, if parents want to give a child a deposit to buy a house and then act as guarantors of the mortgage, they will not be liable for the additional tax. However, if they plan to buy the house in their own names for their child to live in, that will count as an ‘additional’ property, and therefore they will be liable for the extra stamp duty.

L
ondon is the most important city in the world to wealthy people, beating New York and Hong Kong to the top spot. It is also vitally important to the UK’s economy and a report by PWC, the accountant, predicts that economic growth in the capital this year will be about 3 per cent, compared with an average of between 1.6 and 2.4 per cent elsewhere in the country. Employers in the capital are also far more optimistic than businesses elsewhere in Britain, and Manpower’s Net Employment Outlook for London is +9 per cent, meaning that most firms expect to hire more people. In fact, Manpower says that the only problem facing employers is a skills shortage. “The London labour market is extremely busy, with employer confidence rising, and this is being reflected by increasing permanent hiring volumes,” says its report. “However, many employers are increasingly facing a talent shortage and this has seen a greater reliance placed on head-hunting to find individuals with the in-demand skills and experience that they require.” As a result of this positive economic growth, inflation is likely to rise from its present low levels. What all this points to is the suggestion that the Bank of England’s monetary policy committee will have to increase interest rates. As PWC says: “The Monetary Policy Committee may start to raise interest rates gradually during the first half of the year. Businesses and households should still plan for rates to be back to 3 to 3.5 per cent by 2020.” So far, however, banks and building societies have yet to factor this into their mortgage rates and there remain excellent fixed-rate deals on the market. The Post Office, for example, has a two-year fixed rate loan with an interest rate of 1.18 per cent for buyers with a 40 per cent deposit. For borrowers looking to fix for five years, by which time the Bank of England’s base rate could be at about 3.5 per cent, Royal Bank of Scotland has a fixed-rate loan of 2.53 per cent, again for buyers who have a 40 per cent deposit. The more likely it becomes that rates will rise then the harder it will be for borrowers, especially those looking to remortgage, to get such good deals.

CROWDCAMPAIGN A campaign by private landlords to overturn the chancellor’s move to tax income from buy-to-let investments raised £42,000 towards its £50,000 target in just six days. Chris Cooper and Steve Bolton started the crowd-funding appeal in the hope that a judicial review would overturn the controversial Clause 24 of the 2015 Finance Bill, in which the government introduced plans to prevent landlords offsetting mortgage interest costs against rental profits before calculating tax. They say that George Osborne’s proposal flouts “a long-established principle of taxation that expenses incurred wholly and exclusively for the purposes of the business are deductible when calculating the taxable profits”. The judicial review needs to be submitted by February 17.

LAST WORD Bryony Walters of Sheraton Law in Clapham has the final say Tell us how you joined the property industry and briefly describe your career history to date. I became an estate agent on the recommendation of an old drama school buddy called Amanda. Having tried and failed to land any proper acting work, I was working nights as a bouncer to pay the bills. After five years of working the doors in the West End, I felt the time had come to seek out a less confrontational career. Little did I know how aggressive the lettings industry would be! I’ve now been doing this for 12 years. Once it’s reeled you in, there’s no escaping the lettings industry. Thanks, Amanda. What do you enjoy most about working in this market, and what have been your highlights so far? I enjoy dealing with a broad range of people and have met some extraordinary characters along the way, from those fresh-off-the-bus with two quid in their pockets looking for a flat in SW2, to an elderly millionairess wanting to rent out the annexe to her 5000 sq ft Chelsea pad. Describe the biggest challenges you face on a day-to-day basis. The most challenging daily aspect is the ongoing pressure to bring in new business, and I rely on my creative strengths to come up with original ways to do so. We have a new billboard campaign coming out in February that we hope will have a positive effect (though being a tad risqué, it may equally land us in hot water). Dealing with the mountains of paperwork associated with lettings, as well as all the legislation now involved, is extremely time-consuming. In your view, how does the South London market differ from other areas of London? I love South West London. It differs significantly from other areas I’ve worked in such as Kensington, Holland Park and Chelsea and I prefer it. The properties are less grandiose and so are the people. It’s edgy and vibrant. While parts of
prime central London can feel a little stagnant, you feel the South West is buzzing and really going places. Areas such as Wandsworth Town, Nine Elms and Streatham are almost unrecognisable from before.
If you were Prime Minister for the day, what would you change or what new measures would you introduce? I’d limit the amount of estate agents allowed on one High Street – there are far too many. I’d bring in fines for investors who buy up property then leave it empty. From my window at home, I look out onto a beautiful development where most people could only dream of living, yet at night only about a quarter of the flats have any lights on. It doesn’t feel right when so many people are sleeping rough. I’d ban dog breeding, foie gras and shooting. No fizzy drinks for under-16s and no use of the word ‘basically’ before any sentence. No ‘at the end of the day’ or ‘I’m not being rude but’ to be uttered in public. Gosh, I’d be popular.
If you were not an estate agent, what career would you choose and why? Christian Bale’s wardrobe assistant. If you need to ask why, you clearly don’t know me.
