Why is the rental market increasingly busy over the summer months?

T
he lettings market tends to be seasonal and the summer has historically always been the busiest. Whilst families are looking for new houses throughout the year, the majority of households tend to move between May and September in time to settle in before the new school term. Families being relocated from overseas often want to secure their new homes in advance to ensure they leave sufficient time to secure places in their desired schools. The market for smaller apartments is usually booming in August and September. Our Residential Corporate Services have already noticed an uplift in junior executives being relocated to London, and while the City is busy hiring new graduates they will all require accommodation in London. They typically want one and two-bedroom apartments finished to a high standard, with easy access to a tube or train station. In addition to applicants who are relocating, there will be tenancies coming to an end and tenants who are looking for a change will start searching again. Properties present better and moving is generally easier when the weather is better, which often encourages tenants to move from their current property and find new accommodation. Last year our new applicant registration peaked in September. So far this year, our agreed tenancies have been steadily increasing month on month and we are predicting that this trend will continue throughout the summer.

eorge Osborne set out to make life easier for homeowners and harder for buy-to-let landlords in a Budget that will slash the tax relief landlords receive on mortgage interest payments. According to Grainne Gilmore, head of UK Residential Research at Knight Frank: “Those planning to purchase a buy-to-let property will have to factor these new rules into their calculations, and this could affect the offers they are willing to make. If the relatively low yield environment seen today, especially in the South of England, is still evident when these changes start to come into force, there could be upward pressure on rents.” The chancellor also removed the ‘wear and tear allowance’, that from April next year will be replaced by a system that allows tax relief only on specific items. But as a boost to private householders with a spare room, he raised the amount of taxfree rent earnings to £7500 a year. Research by PwC shows that when interest rates rise – probably next year – buy-to-let landlords will start to make a loss. That sounds worrying. Will higher rents and fewer properties to rent be on the cards? In some places maybe, but not locally, according to south London agents. Clare Hampson, head of lettings at Savills Battersea Park, says: “We get more and more buy-to-let investors in south west London. Nothing deters them – they only increase. Rents may not have increased by a huge amount but house prices have risen so much that they look to capital growth. We also see many foreigners buying in London. Today a British man who lives in Singapore said he was worried he would not be able to afford to buy in London when he returns, so he is looking for a buyto-let. People are being sensible and putting money into property: a buy-to-let may later be a home for their children.“ Charles Weller of Palace Gate Lettings says: “The tax relief reduction is a gradual thing, so it will not have an immediate impact. In London investors look for capital growth and London is a good solid long-term investment. “The change in tax relief on wear and tear may tip the balance between furnished and unfurnished, which is about 50/50 now. Landlords will still get the benefit of tax relief when they replace something, instead of a regular allowance.”

he property market’s annual fluctuations always keep us busy in different sectors of the market and this summer is no different, with a quieter family house market and a very active new homes one. Many families leave London for their holidays and resume their search to buy in the autumn. Some started looking before their break to establish a better idea of exactly what they are looking for, and what they can and cannot compromise on, so when they renew their search it can be succinct and avoid wasting time. Buyers that have remained in London and are looking now are particularly focused, so we have been having plenty of constructive viewings and getting to know our buyers well, to help find them the perfect property. Whilst there is a common myth that vendors choose not to market their properties over the summer, it is always worth getting in touch with us to find out about those properties that are not online, as there are some absolute gems available. The atmosphere here is so vibrant and buzzing. There are lots of new professionals moving in from the nearby Wimbledon, Balham, Clapham and Battersea areas, looking for better value for their money. We get a lot of first-time buyers and investors spending £300,000 to £400,000 on very nice one-bedroom flats and the yields are solid. “We also get families buying big houses after selling their flats in Clapham or Balham for £500,000 to £700,000 and spending £700,000 to £900,000 on a lovely three or four bedroom house in a tree-lined street with good transport links and local schools. Just a mile down the road from Balham the increase in value becomes evident. “On weekends the restaurants are busy here and every evening of the week on Tooting Common there are exercise classes of some sort. I even saw a pop-up cinema. Post-election, the market has picked up across the board. The family housing market in particular has picked up as moving becomes a necessity for growing families. TEARSBEFORE TRIUMPH The builder had a smashing time but in the end a wonderful house was revealed. Fabian Bhundia talks to Jenny Knight.
W
hen the row of cottages was erected for farm workers they had a simple charm, but after years of neglect most were derelict. Fabian Bhundia, a property developer from north Londonbased Arilian Homes, bought one of the houses at an auction, confident that after handling 30 or 40 renovations, he was up to the job of creating his own home. “The difference was that I usually have an architect, quantity surveyor and structural engineer. I had to do all those jobs myself. “The worst moment came when the builder called to say the ceiling had to be replaced. I nearly cried but when I saw the beautiful joists that had been exposed, I decided to leave them exposed to add to the room height.” Fabian bought the house in October 2013 and after delays with planning he started the building work in mid-2014. “The cottages were built in the late 17th century or early 18th and in the 1970s were let to tenants for a tiny rent on the promise that they were kept in good repair, but that didn’t happen. Because the cottages are listed, Fabian was restricted in the changes he could make. His lucky break was that the row had been built with tunnels running through each house to allow access to the back, but over time his alleyway had been bricked up. This meant he could use the extra space to ensure that each of the three bedrooms could be fitted with en-suite bathrooms. “Last year was hectic. I also got married. Towards the end of the year one room was ready for me to stay in, so I started the commute to my work in north London. During the works it was horrible living in the dust and the dirt, and my commute took an-hour-and-a-half in the mornings and nearly as long back at night. Once the house was finished, I decided that although I love Clapham, I couldn’t cope with the travelling, so with a lot of regret are having to sell our beautiful home. “I loved it working with a listed building, keeping the traditional look and adding a few modern elements. The exterior and interior are beautiful and as you walk in it feels like home.”

APASSION FORLETTINGS She considers herself a fortunate person and her track record as an estate agent certainly shows a magic touch. Shirley was born in Colombia and came to England in 2004 to study a degree in marketing. he new homes market in south-west London and indeed across the capital has become buoyant over the last few years. The AA may be best known for helping motorists in their hour of need, as well as producing road maps and hotel guides, but it has signed a deal with Bank of Ireland to enter the mortgage market. The first loans will probably be on the market next year, and while there is no hint of whether the organisation will give existing members preferential rates, the deal with Bank of Ireland suggests its mortgages will be competitive as the bank is the mortgage partner of the Post Office, which appears to have good deals. Another possible new entrant is Secure Trust Bank, a specialist in personal and car loans, which has said it is considering a move into home lending. As more players enter the market, more competition should mean enticing offers abound.

Analysts forecast that UK rates will go up next February, reports Duncan Farmer
M
ark Carney, the governor of the Bank of England, has given his clearest indication yet of when interest rates will rise, saying, in response to comments by Janet Yellen, chair of the US Federal Reserve Board, that a rate rise was imminent in America: “The decision as to when to [raise rates] will probably come into sharper relief around the turn of this year.” The good news is that most analysts believe American rates will go up in December and that the UK will follow suit in February. That gives borrowers here at least five months to decide what to do to protect themselves from a rise in their monthly mortgage repayments. The market is clearly not pricing in a sharp rise, and fixed rates remain very attractive – the Post Office, for example, has a two-year fixed deal at 1.19 per cent – and there is little excuse for borrowers taking out or sticking with their lender’s standard-variable product. That said, experts do not believe that once the base rate starts to go up, it will climb dramatically. Mark Carney has often talked about a gradual increase, and Laura Lambie, of Investec, believes that the rate will be somewhere around 2 to 2.5 per cent in 2020 – a long way short of the long-term average before the financial crisis of about four per cent. The other imponderable is that interest rates may not rise at all. When the Bank’s Monetary Policy Committee does meet to set rates, it will have on its mind the sharp falls in the Chinese stock market and wider worries about its economy; the state of Greece and its bailout; and inflation, unemployment and economic growth. Inflation has been low, but that is due in large part to the falling oil price, but that will soon drop out of the equation and, as economic growth is doing well, a rate rise may be more likely. A rate rise will come as a shock to borrowers who took out their first mortgage within the past five years as they have been used to stability and record low rates. Longer-term borrowers who used the era of low interest rates to pay off large – or small, regular – chunks of their loan will not fare so badly as any rise will apply only to their outstanding debt. In whichever camp you fall, now is a good time to examine all your options.
David Cameron’s comments that he wants estate agents to flag up house sales to people buying UK homes using ‘dirty’ money from the proceeds of crime or dodgy overseas regimes seems to suggest that neither banks nor solicitors are doing a particularly good job at enforcing money laundering regulations. When I recently applied for a mortgage, both my lender and lawyer wanted extensive proof of the origins of the money I put down as a deposit. It was a laborious and time-consuming process accounting for various sums of money, all of which I had come by legitimately, but not once did my estate agent ask how I had made it. I would have been surprised if he had: the sales process is slow enough without adding another tier of bureaucracy, especially when that work could and should have been done by other professionals.

Likewise, many corporate relocations and internships take place over the late summer months. As the market becomes increasingly competitive, tenants are advised to start their search as early as possible. Typically, landlords will begin marketing their properties two months before the date it becomes available, so choice can become more constrained as time goes on. While the many property websites are a useful tool to give tenants an idea of potential options, we always suggest that tenants register with the relevant agents too, so that they don’t miss out on new instructions to the market. LAST WORD Richard Hole, head of Lettings at Savills Putney, has the final say. Tell us how you joined the property industry and briefly describe your career history to date. It was totally by accident. I was working as a freelance translator in London and always found myself drawn to agents’ windows on my evening walks home. Finally in 2006 I decided to give it a go and I’ve never looked back. What do you enjoy most about working in this market, and what have been your highlights so far? I love the chase, finding tenants the right properties and landlords the right tenants, and it’s really satisfying when it all works well. No day is ever the same as we’re always meeting and dealing with very different types of people, so it’s incredibly sociable and interesting. Describe the biggest challenges you face on a day-to-day basis. I’m not a morning person, so the first challenge is getting up! Once I’ve passed that hurdle, every day is a case of being aware of the wider context, understanding what’s happening in the market and the latest legislation’s affect on our landlords or tenants.

What are your predictions for the market in South London for the next few years? South London’s enduring appeal will continue to make this area an attractive place to buy and rent, so we expect the market to remain strong. Our research department predicts a five-year growth of 20.5 per cent in the sales market and 17.1 per cent for lettings. Where, in your view, is the best place to live south of the river and why? Putney, of course. It has everything: excellent transport links with the Overground and Underground, as well as a wonderful community, beautiful parks, the Thames and some fantastic pubs and restaurants. We mustn’t forget The Fez Club too.
What advice would you give to anyone considering a career in estate agency? Sadly, estate agents don’t have the best reputation, mainly as a result of a few pirates in the industry who get it wrong. Just ignore the negativity and be honest, listen and stick at it. Changing people’s opinion about us is incredibly satisfying. How difficult is the current market for prospective tenants, and what advice do you give them? In a busy market, it’s important to be well organised and on the ball. Good properties come on and off the market very quickly, so be prepared to make a decision on the viewing and have everything in order to speed up the referencing process.
In your view, how does the South London market differ from other areas of London? This area still attracts a strongly domestic market, with buyers and tenants often moving from nearby or central London. It’s also incredibly family-oriented, which is lovely, as a result of myriad excellent schools and our wonderful green open spaces.
If you were not an estate agent, what career would you choose and why? Perhaps a traffic warden for a day, just for fun. Otherwise I’d be a wildlife photographer or artist to travel the world, see spectacular natural phenomena up close and personal, and record them for posterity.
