Ultimately, the impact of the EU referendum depends what the outcome means for the UK economy, as housing policy is essentially a domestic issue and mortgage regulation sits with the Bank of England. Economic uncertainty will of course affect the market; both from the vote itself and, if we vote to leave, the two year window for the Government to negotiate the terms of an exit, which could impact demand and transaction volumes. A vote to stay will likely restore demand, although any ‘relief rush’ may be tempered by mortgage regulation and taxation constraints among investors and in the prime London market. Assuming a vote to leave, prolonged uncertainty in the UK economy is likely as the exit is negotiated, though the impact on property values might be mitigated by a more prolonged period of ultra low interest rates. The short-term risks are of course greatest in those markets where international buyers are most active, whereas the impact on the wider UK market remains largely dependent on domestic factors. Overseas buyers in PCL are likely to be more cautious, despite the prospect of a weaker sterling that has previously been a catalyst for these purchasers. PCL can also be more exposed to short-term risks to the financial services sector, which would make it more difficult for rates of house price growth to increase. In the medium to long term, the implications of the result are relatively unimportant for real estate. The fundamental attractions of the PCL market has more to do with the assets themselves than whether they sit within or outside the EU, which would bode well for sustained demand. Whatever the outcome, there will continue to be a market once the uncertainty clears, albeit potentially more focused on needs based moves. The drivers of death, debt and divorce, together with the needs of upsizers and downsizers, will continue to encourage turnover. It is also far too early to write off the prime central London market. London’s offering is unmatched in the UK or abroad and history tells us that when demand returns, it does so with a spring in its step.

History was made last Friday when Sadiq Khan was returned as the mayor of London - the first Muslim mayor of any major western city. It is yet another feather in the cap of the inclusive and diverse city in which we live. Of course, one of the main areas of the election battleground was housing with up to 56% of the electorate highlighting it as a major area of concern for them. In brief, Khan’s housing policy can be summed up by the following three key points: to build 80,000 homes a year by 2020; to ensure that at least 50% of all new housing stock is “affordable” with Londoners taking priority; and finally, more homes to be made available to key workers, such as nurses, doctors and teachers. I think we can all agree that these are admirable policy statements. Where we may not agree, however, is the practicality and ability of actually achieving these goals. Housing in London is saturated. We know this and we all understand the reasons why. If the new mayor of London wishes to change this, then in my view, it is only with some pretty aggressive policy changes (which I am not entirely sure are within his control) that he could achieve them, and by doing so will not maintain his mantra of being a “mayor for all Londoners” Let us take, for example ,the building of 80,000 homes a year. It seems in real terms that the building of 50,000 homes a year in the capital is somewhat out of reach, seeing as only about 17,000 were built last year. While politicians think they can wave a magic wand over the city and conjure up the space to develop more homes, no one has been able to make a meaningful difference. Added into this, we have to consider that Khan has suggested that 50% of these must now be built as affordable. The term “affordable” means very different things to different people, and to developers it is something that can only help to limit the viability of many sites. Price, as we know, is a product of demand over supply and as such, it is very difficult to control. The new mayor has invited companies to invest their money with him to build his homes, yet these homes will sell for less, rent for less and be less “profitable” than other options available to such investors. Khan’s policy of offering to Londoners first is also flawed as in its very base form, it fails to qualify who could be considered a Londoner in this diverse city (especially given the cultural make-up of our key workers). More importantly, it is foreign money that has, at least in recent years, funded the development of our mass housing projects. In order to build on scale, politicians must do away with quotas and rhetoric and encourage responsibility, as a truly free market will regulate itself both in terms of offering and price point.

As with all walks of life, never underestimate the power of first impressions. A well presented property almost always outperforms more tired counterparts, especially when many other properties on the market offer multiple options for prospective buyers. To be successful, your property must stand out from the crowd, not be shadowed by more striking options. It’s worth spending time and money redecorating to help achieve a stronger price after a shorter marketing period. At Savills Interior Services, we work with landlords and sellers to ensure their property appeals to the current market, keeping it relevant and up to date to attract the buyers of 2016, rather than those of past eras – avocado green bathroom suites were all the rage in the 1960s, but they often now turn off prospective buyers and tenants. Each year brings fresh ideas in our homes, we often now see the combination of contemporary interiors with traditional patterns. In recent years, most new properties have been modern and minimalistic - now designers inject character with bold tiles, wallpapers
and furniture, as well as practical multifunctional designs for busy lives. We recommend an overall neutrality to keep your options open – with hues of grey, white and black. Offset this with bold furniture choices or feature walls to add character and interest while appealing to most tastes. Geometric tiles are also popular, predominantly in kitchens and bathrooms, but increasingly appearing in hallways to create a striking first impression. Of course, it’s not all tiles and cushions. Architectural staircases, like cantilever or glider staircases, create a focal point out of an essentially functional feature and often need less space, so entrances feel more open. Essentially, make your property memorable and the best in its class, with good quality furnishings and touches of interest using furniture and artwork, to set your property apart and attract interest. Character like this transforms a house into a home and evokes far more emotion for the applicants than empty rooms and walls ever can.
Spring and summer are ideal times to sell when the sun lights up rooms and nature perks up gardens. Phillippa Dalby-Welsh from Savills, says: “Gardens are important for clients with children who want some outside space. This space is increasingly seen as an important asset. At this time of year we notice an uplift in interest as the weather makes outdoor life more of a consideration. “In the last week we have seen a surge in viewings of properties with big gardens and a refocus on outside space. If people have children it’s important to have somewhere where they can go and let off steam. Sellers can either present the garden in a very tradition way with lawn roses, herbaceous borders or if the garden is small a very clean modern minimalist look is popular. It’s best to suggest to buyers that the garden is easy to maintain and neatness is important because with a messy, overgrown garden it’s hard to see how long it is. “With bigger gardens they can be split into sections with a patio area for entertaining and an ornamental area with borders and perhaps a rougher area for the children or the dog.” She thinks that outdoor space is also an important perk for people buying apartments because a terrace, roof terrace or balcony opens up the appealing possibility of a drink after work on a summer’s evening. “We have seen a surge in the popularity of Astro turf. You stick it down and it doesn’t need any maintenance and the children or dogs don’t ruin it or bring mud into the house. Even if it needs replacing after a while it is a lot easier to replace than it is to reseed a lawn or relay a lawn. Arftificial grass is also a year round attraction, so it looks nice and green in the winter. The most popular gardens are those that are facing south or west – unless the garden is huge when the way it faces is not so important. However, few gardens in prime central London are huge. Sellers can make the mistake of preparing the house for sale and skimping on the garden, although a tatty garden is as off putting as a house or flat with peeling paintwork or ill-fitting windows. If the garden is a mess it is worth getting a professional gardener in to cut back overgrown bushes and tidy up. Putting some flowering pots on a balcony is an easy way to heighten the appeal of a property.

Knight Frank grows valuations business with seven new appointments London, UK – Knight Frank has appointed three partners, three associates and two senior surveyors as part of a strategic expansion to its valuations business. Gavin Spreyer (pictured) has joined the team as a partner, having spent almost 20 years at Cushman & Wakefield (previously DTZ). Gillian Bowman, who similarly focused on valuations in her previous role at BNP Paribas, has also been appointed partner, with specific focus on the retail sector. Karen Callahan, partner, has joined the hotels team, having previously worked for Dolce Hotels & Resorts, who have more recently become Wyndham Hotels & Resorts. All will report to global head of valuations, Rupert Johnson, and assist with further growth of the valuations business, now totalling some 180 people across the UK. Joining as associates are Isma Ali, Alistair Johnstone and Will Garner. Will returns to Knight Frank after a sabbatical slotting back into his previous role, assisting in loan security and fund valuations in the City. Isma and Alistair both joined from CBRE, and will be focusing on retail valuations and Central London commercial valuations respectively. In addition, two senior surveyors, Matthew Dichler and Shrav Khera have joined. Shrav, from BNP Paribas, will focus on portfolio valuations, reporting to Michael Crowe - while Matthew, from Colliers in Dubai, where he was a senior valuer, will be working on valuation of portfolio assets. Four new team members have also been recruited to the residential development valuations team over the past two years. The team are currently the second largest provider of valuations to all three IPD indices, and have recently won mandates from Scottish Widows, to value multiple assets nationally, Standard Life, UBS, Kames Capital and Orchard Street, and have increased exponentially their exposure to active lending banks. London housing market activity dips deeper Interest from house buyers in London has dropped significantly for the third month running according to the latest Royal Institution of Chartered Surveyors (RICS) Residential Market Survey. Following the buy-to-let rush that preceded the 1 April tax rise deadline and with increased uncertainty surrounding the upcoming EU referendum, interest from buyers dropped again in April with 71% more chartered surveyors reporting a fall rather than a rise in demand. The fall in demand is evident across the majority of the UK with respondents in many parts citing the referendum as a factor impacting activity. Despite the drop in demand from buyers prices continued to rise across most parts of the UK in April. London was an exception in this regard with surveyors reporting a second consecutive, albeit modest, monthly decline in prices. The number of properties coming available for sale rose slightly in April with a net balance of 9% of contributors reporting an increase. However, newly agreed sales dropped in April with 53% more contributors reporting a decrease than an increase in transactions. As the market continues to be hampered by uncertainty, sales are forecast to remain flat over the coming three months with the outlook for London significantly worse than other parts of the UK. 22% more respondents in London expect sales to fall over the next three months. Longer term sales expectations are reservedly more positive with 12% more respondents expecting sales to increase over the next 12 months rather than decrease. Prices are expected to decline in the near term with a net balance of 44% of respondents now expecting a fall over the coming three months. In the longer term London respondents expect prices to remain broadly flat over the coming year while prices are forecast to rise across the rest of the UK over the next 12 months.

Supply of rental stock nose-dives The supply of rental housing stock on letting agents’ books fell in March, to the lowest level since the start of last year, reveals the Association of Residential Letting Agents (ARLA) March Private Rental Sector (PRS) report1. Demand also dropped in March; ARLA agents had 33 prospective tenants registered per branch on average, down 11 per cent from 37 in February. This stands below the figure recorded in March last year – when agents registered 36 on average. Supply has also fallen year on year. In March 2015, the average number of properties managed per branch was 192, which is down 12 per cent this year with just 169 rental properties managed per branch- the lowest level since records began in January 2015. It’s a brighter picture in Scotland, where agents had on average 273 properties on their books, and Yorkshire and Humberside, where 207 properties were recorded on average per branch. In London however, agents had just 122 properties on their books per branch. Stamp duty reforms: In March, two thirds (65 per cent) of ARLA agents predicted that current and prospective BTL landlords will walk away from the market following the April stamp duty changes, causing a decrease in the supply of rental properties. Rent costs rose in March for a third of tenants (32 per cent), and three in five (61%) ARLA members fear they will increase further as a result of the changes – a growing sentiment since last month, when 57 per cent of agents agreed on this. David Cox managing director, Association of Residential Letting Agents (ARLA) said: “We don’t expect falling supply to stop here – the recent stamp duty changes are very likely to cause supply to decrease even further, as landlords withdraw from the market. “Not only do our agents predict that rent costs will increase further, but rental homes may also face a decline in quality over time, as landlords struggle to keep up with maintenance costs alongside the higher stamp duty charge. Borrowers beware Fluctuating exchange rates present particular difficulties for borrowers who choose a foreign currency mortgage – and lenders, too, explains Duncan Farmer
money £ tip Hopefully you have already benefitted from the historically low Base Rate and mortgage rates that have been around for a number of years now. However, you could be making further savings, in terms of time and interest, by utilising any disposable income by making overpayments. For example, if you have a repayment mortgage of £250k over a 25 year term at 4 per cent, by overpaying £250 per month could cut your mortgage term up to six years and saved over £50k in overall interest costs. Most products allow overpayment of at least 10 per cent per annum, some more but it is worth checking your mortgage offer because if you exceed any permitted allowance, the lender may charge a penalty fee. There are some circumstances whereby any disposable income could be better spent (creating a rainy day pot or repaying other debts) but overpayments are definitely something to ponder while mortgage rates are so low. cash in to pay off some of your mortgage, particularly an interest-only one, this will still be classed as a foreign currency mortgage. The rules have been brought in apparently to protect both borrower and lender. If the exchange rate between the two currencies that relate to you, moves by more than 20 per cent either way, you could now have the right to move your mortgage to an alternative currency, such as the one relevant to where your property is, especially if you can prove that the new rates mean that your payments are no longer affordable. One side effect of this is that due to the amount of monitoring of exchange rates these mortgages require, many lenders have withdrawn from the foreign income market. Another reason that lenders could be put off is because, due to your ability to now switch currencies should the exchange rates move too far, the currency risk now sits with them and not you. However, there are still many lenders that are continuing to offer mortgages to foreign currency earners, so it is important to speak to a professional mortgage adviser regarding this change and foreign currency mortgages, particularly if you work in a different country to the one in which you live.
There are almost a million continental Europeans living in London, many of whom are in well-paid City jobs, such as law and finance, often posted on short-term contracts although many end up staying for years. The growing number of schools for foreign children, such as the Lycee Charles de Gaulle in South Kensington, which is one of at least 24 French schools in the capital, are testament to the long term nature of their stay. While many rent, others choose to buy, but when they apply for a mortgage should they borrow in the currency in which they are paid (if it is sterling) or opt for their home currency, such as euros or Swiss francs? The dilemma is the same for British expats working abroad who want to buy a home either over there or back home. It is a difficult decision because any fluctuation in exchange rates could have a big impact on the size of the outstanding debt and on monthly repayments. Changes to the Mortgage Credit Directive may help them with their decision. If you live in Northern Ireland, for example, but work for a company across the border in the South, you will be paid in euros and are now seen as requiring a foreign currency mortgage. Even if you only have shares in a company overseas that you are hoping to

REVIEW Supply & demand favours sellers News from Nationwide that house prices rose more slowly in March – the last month for which figures are available – may not suggest that property values are about to enter a downward spiral as some commentators have suggested. The figures also show that there were 11 per cent more sales than the last peak, in January 2007. Robert Gardner, the building society’s chief economist, said: “While UK house prices edged up 0.2 per cent during the month of April, the annual rate of house price growth moderated to 4.9 per cent from 5.7 per cent in March. However, it is possible that the recent pattern of strong employment growth, rising real earnings, low borrowing costs and constrained supply will tilt the demand/supply balance in favour of sellers and exert upward pressure on price growth once again in the quarters ahead.”

Children looking to buy or rent their first home – or even staying in their own bedroom –could be relying on their parents to foot bill for decades. More than three quarters (79 per cent) of parents expect to keep their children financially afloat between the ages of 18 and 30, according to Ziffit.com, a trade-in site. The research also found a further one in 10 parents expect to fund their children until the end of their own lives. The biggest expense that parents anticipate helping their grown up children with is accommodation. Two fifths (40 per cent) of parents plan to support their children getting on the housing ladder, one third (35 per cent) plan to cover the cost of their adult children living at home, and just under a quarter (24 per cent) expect to help cover the cost of rent.

The average age of first-time buyers is now 39, which means that as they move up the ladder they may well need a mortgage that takes them beyond their retirement age. Lenders have a different approach to older borrowers, but the Council of Mortgage Lenders, which represent 95 per cent of them, is asking the Government, which is examining the entire financial services market for older people, to introduce regulations that would provide a level playing field. “We are keen to help our members grasp the nettle of finding safe and appropriate ways of lending to older people in line with their needs and aspirations,” it said.

Somerset serenity For Londoners who opt to take the slower by more scenic route to Somerset, and Taunton in particular, the monument at Curry Rivel is a welcome sight. It suggests you are nearing the end of your journey, Taunton is just 12 miles, and from the edge of the escarpment the views over the southern Somerset Levels is a reminder, should one be needed, that this is one of the most beautifully English counties. Commanding views The British canal and inland waterway system is normally associated with the Industrial Revolution. New centres of manufacturing were linked to the ports and major conurbations. It was a safe and efficient way of moving goods round the country and in many cases more convenient and reliable than pack horses and carts travelling by road. One of the lesser known canals and navigation routes was that which connected London to Portsmouth. Opened in 1823 the Portsmouth and Arundel Canal made it possible for goods to be shipped direct from London to Portsmouth without going all the way down the Thames and round the coast of Kent and Sussex. The route went upstream from London to leafy Weybridge and then through the Surrey countryside along the River Wey and the Wey Navigation Chanel south to the Way and Arun Canal before entering the Arun Navigation, ultimately connecting the historic town of Arundel to the important naval port of Portsmouth via Birdham and Chichester. Whilst England was at war with France the canal provided as far safer means of transport as up until the end of the Franco-Prussian War in 1870 the south coast of England was under threat of invasion from France. However, peace with France and the arrival of the railway line from London to Portsmouth meant the canal’s days were numbered and it eventually closed in 1928. One small stretch between
Birdham and Chichester has been restored and has now been designated a Site of Nature Conservation Importance. A walk along the towpath provides a completely different outlook on an area that is more associated with the sea and sailing. The reed beds and diverse bankside vegetation provide a rich habitat for important species of birds and animals. Birdham is, however, considered by most to be a favoured sailing village. A house like Merrieweather, which occupies one of the most coveted positions overlooking the main channel of Chichester Harbour, has commanding views over the water across to the South Downs, accompanied by a gentle ‘clinking’ of halyards against masts. With the current political uncertainty, following the recent Mayor of London election and the upcoming EU Referendum, Q1 has seen a minimal decline in tenant budgets; however as the summer market has traditionally proven and
with the number of corporates and high net worth individuals continued desire to live in prime central London, the market has gathered momentum and Knight Frank foresee a successful summer with record rents being achieved. Over the coming months, we can expect to see a number of new highend schemes reaching completion across Mayfair and St James’s, and subsequently launching onto the lettings market. Best in class properties continue to remain most sought after and with a significant array of both high quality period and new build options being available to tenants across prime central London, the market remains significantly product led. It does however remain imperative for landlords to understand the competitiveness of the London market and choosing the right agent with proven track record of success is imperative.
North/North West Comment by Jenni Towler, Manager, Benham & Reeves Residential Letting Hampstead branch The Hampstead rental market is really picking up and there is a noticeable upturn in enquiries. Applicants are looking for good quality two bedroom apartments, ideally with two bathrooms. Most are also looking for outside space, either a small garden or balcony. The relocation market is busy, with agents looking for three or four bedroom family homes at asking rentals upwards of £1250 per week. One bedroom apartments remain soughtafter, particularly with young couples moving to Hampstead from elsewhere in London, keen to put down roots here. Character properties too are in high demand and we have just let several period cottages in quick succession, all within a few days of going on the market. In a competitive market, most landlords recognise the importance of presentation and we have a number who are currently upgrading their rental properties. Refurbishment can boost asking rental by around 10%, and smart, newly decorated one bedroom apartments are achieving £400 - £425 per week.
