A
A fast-moving market presents new challenges for buyers, with the ticking clock of rising prices adding pressure to their property search. In prime central London, stock is also being outpaced by demand, creating stiff competition for the available properties. In these circumstances, buyers should be aware that second, third and fourth viewings become a luxury, with house hunters quick off the mark to make an early offer in a bid to secure their dream home. My advice would be to organise a viewing when all parties involved in the property purchase are available. Do your research on the local area and come prepared with a list of questions and things to look out for. This way, if another party puts an offer in first you’re in the best possible position to respond. Although it is hard to ignore media coverage of spiralling house prices, buyers should temper their reaction and be careful not to panic-buy. It is easy to get carried away by a fast-moving market, but as a buyer it is important that you don’t stretch beyond your budget and that you continue to make measured decisions. In these circumstances, even when a buyer has had an offer accepted they need to be aware of the danger of gazumping, which becomes more common when competition is rife. A typical scenario for gazumping is a buyer who had their first offer rejected coming back with a bigger sum to steal a deal after another offer has been accepted. Unfortunately, the nature of gazumping is to undercut the established system, making it impossible to avoid completely. There are, however, steps buyers can take to minimize their chances of being gazumped. Having your lawyer appointed and your finances in order, so as to be able to progress a sale as quickly as possible, is my top tip. This reduces the timeframe in which gazumping is possible and puts you in a better position from the start.

marketview In the course of any given day, I read numerous indices, housing market commentaries and press articles concerning the property market, reports property finder Robert Bailey. They are generally a good judge of market sentiment, but every once in a while I stumble across something that shocks me. Such was a blog posting where a woman stated she had been advised to buy anything because it would appreciate far faster than she could save. I tend to disagree. While the property market has performed very well in recent years, the current rate of growth is surely unsustainable. A crash is unlikely, especially given our improving economy, but government measures to slow house price growth are starting to take effect. Ambitious prices are failing to be realised, there seems to be an improving supply of properties coming onto the market and what is coming on is more sensibly priced. Of course, there is still some froth in the market. New-build properties are especially susceptible, but while developments like Battersea Power Station with a strong USP are going to do exceptionally well, not everything will. Buyers are more selective now, so if the scheme is in a bad location or simply poorly designed, the units will have to be priced accordingly to sell. I would advise anyone looking to move to determine what exactly they are after and not to be persuaded to diverge too far from that wish list. It is far better to sit back and wait for the right property to come along than to leap at property that is compromised. If the property seems flawed to you, unless those flaws can be remedied, it is likely that it will seem flawed to any potential buyer when you eventually come to sell. By then, the market may not be as hot as it is now. I would also urge buyers not to be taken in by agents’ hyperbole. While unrest in other parts of the world does make London seem more appealing, we have not seen the predicted onslaught of Ukrainian buyers coming into London. Similarly, check that there really is a demand from other buyers rather than feel pressured into putting in a bid over the asking price. Not every property has a waiting queue of buyers fighting to buy it. A property with all the so-called ticks in every box might, but these are rare. Developers often create a sense of demand through numbered viewings or open houses, but many of the buyers are only looking out of interest or just comparing properties. The old adage about fools rushing in applies to property as much as anything else. Ignore the pressure and opt for what you really want.
Schools premium House price bubbles have developed near the most popular state schools, leading to prices that are sometimes more than double those of homes beyond school’s boundary, reports estate agent Savills. Research by the Good Schools Guide and Savills finds that on average parents are prepared to pay an extra 22 per cent to live close to some of the best state secondary schools, which are often grammar schools. One girls’ grammar school in north London – regularly rated the ‘highest performing’ state school in Britain – has seen houses in its vicinity worth two-and-a-half times the average for the rest of the local authority. Johnny Fuller, head of Savills Kensington and Notting Hill, said: “Savvy families have realised living close to a good state school can provide their children with a high quality education without the private school fees. With private schools often charging around £15,000 a year, paying a premium on a property near a good state school can work out as a significant saving in the long run, especially if you’ve got more than one child.”
Sophie Chick, who compiled the research for Savills, said: “Since the downturn, demand for places at topperforming state schools has in cases put pressure on family house values as some parents who traditionally may have chosen the fee-paying route have instead elected for state schools. In locations with particularly high premiums, schools are only part of the picture with factors such as good family housing stock and transport links playing their part.” Currently for sale in the St Mary Abbots catchment area in Kensington, a twobedroom property (pictured) on the corner of Hornton Street and Holland Street was originally built for Sir Charles Stanford, Victorian composer and music professor. With the second quarter of 2014 well under way, it is worth reflecting on what has been a phenomenal start to the year. Prices have continued to rise and if anything appear to be accelerating. The biggest change we have noticed from 2013 to 2014 is the number of buyers willing to go beyond asking prices. We have recorded an average of one in four transactions this year in which buyers have bid over the asking price to secure a property. Although it may not appear to buyers that more stock is available, our Pimlico/ Westminster branch have seen an increase of approximately 15 per cent for new instructions compared to the first quarter of 2013. The difference is they are going under offer much more quickly than a year ago. Some sellers have clearly been tempted by record prices but the demand is such that supply is simply not keeping up. Across prime central London, instruction levels have not been as kind and there remains a severe shortage of good quality homes for sale. Ever-increasing prices in central London have also produced some interesting statistics within the M25 commuter belt, with a noticeable increase in London
buyers looking for more affordable homes in areas such as Horsham, Haselmere, Guildford and Beaconsfield. We have recorded a 45 per cent increase in London buyers venturing into the country compared to a year ago as supply in London tightens. Average earnings grew in February by 1.7 per cent and inflation fell to its lowest point since 2009 to 1.6 per cent. This is further evidence that pressure on household spending is being reduced. Unemployment continues to fall and the UK economy continues to grow. This is all good news. There are, however, growing concerns as to how long this will continue. At some point ‘affordability’ will be brought into question and there is the inevitable interest rate rise, which is anticipated next year, marking the end of a five-year run of record low rates. Scottish independence could also unsettle the market and we have an election year to look forward to as well. The pound is much stronger against the US dollar and this will impact foreign buyers to invest in property in the UK. The much-discussed mansion tax will also play a part, depending on which government we elect next year. We could be approaching the top of the market and I would not be surprised if house price inflation were to stall this year.
propertytalk Even the smallest outdoor space makes a difference to Londoners, notes Cheryl Markosky Nearly every Londoner (95 per cent) wants outside space, according to a study from Strutt & Parker. James Hyman from Cluttons believes that whatever the value of property in London, in most cases the outside space is never large. “Sellers should illustrate to potential buyers that regardless of size, they have had a lot of satisfaction from the space as an extension of the property,” he says. They should also ensure the space is well maintained as if it was an internal part of the home, as it can add 15 to 20 per cent to a home’s value. “For example, paving stones should be jet-washed, grass should be cut neatly and timber should be treated,” notes Hyman. It’s worth spending money on quality garden furniture, shrubbery and flowers. A water feature, as long as it’s tasteful and clean, can add significant value. An irrigation system is important too, argues Hyman. “Potential purchasers won’t worry about upkeep. Exterior lighting, a sound system or bar area are not imperative, but certainly make a nice add-on, while a hot tub isn’t worth the money.” House finder Caroline Takla of The Collection LLP is witnessing an increase in the desire for outdoor space, due to the rising trend of buyers wanting to entertain more at home. “In London, one of the most desirable forms of outside space is a balcony or roof terrace, particularly within boroughs such as Kensington and Chelsea,” she explains. “Obtaining planning permission for roof terraces can be difficult, so it’s beneficial to purchase a property that already has access to one or permission granted to build a roof terrace.” A good compromise to a private garden can be communal gardens, Takla argues, “offering the benefit of enjoying a vast amount of space, but not being responsible for maintenance.” Outside space is a huge selling point for a rentals property, points out Lisa-Jane Stratton of Benham & Reeves Residential Lettings Knightsbridge. “Families with children looking for larger houses do expect a garden. On the other hand, young professionals and couples looking for apartments will usually view a balcony or terrace as a bonus. Being close to a park is a good alternative.”

Going ahead with caution
Have you ever been in a situation where you think you have found the property of your dreams, only to discover it has gone under offer? Or the agent won’t entertain your bid unless your existing property is under offer? If you have, you’ll know how heartbreaking and devastating it is. With such a dearth of good-quality stock coming on to the market, when they do appear for sale, within a very quick period of time they are under offer and off market. Bridging finance used to be the domain of professional investors and developers but it can be used by anyone. If you are looking to act fast, then bridging can secure the property while long-term funding is arranged or your existing property is sold. With terms from one day to 12 months, and various rate and fee options, it is important to speak to a broker, who will recommend a lender to meet your requirements. Bridging finance is also a great way to break property chains, but again term and rates vary so speak to an adviser.

is probably an attempt to weed out applicants who in the past simply put that sum on their credit cards. NatWest is stopping guarantor mortgages, which have been useful and legitimate in the past at helping youngsters get on the property ladder with the support – but not necessarily the cash – of their parents. Lending to more than two people on one loan is also outlawed by some lenders. Again this has, in the past, helped friends club together to buy a home. The aim of the review was to save borrowers from over-stretching themselves, falling into arrears and potentially losing their home. The latest figures on arrears and repossessions, which were published last month by the Council of Mortgage Lenders, show that the number of people in difficulty is comparatively low, and especially so when you consider the economic trouble the country has faced since 2008. It will be several years before we find out whether the new lending regime will bring these figures down further, but I doubt whether a ban on guarantor mortgages or multiple applicants on one loan will make much difference. Ray Boulger of John Charcol, the mortgage broker, says that banks and building societies are over-thinking the new rules. They appear now to be erring on the side of caution rather than reason.
nyone who has applied for a mortgage in the past month or so will have found the process not only different from when they last applied, but also more difficult. Under a new lending regime called the Mortgage Market Review, lenders are asking far more questions about a borrower’s finances. When the new rules came in at the end of April, the fear was that many applicants would be rejected out of hand, but that has not happened. What has happened is almost as bad: many borrowers are being offered a loan far smaller than the one they had applied for. In one reported case, a divorcee found that her lender would not count child maintenance payments from her former husband – and enforced by a court order – as part of her income. As a result, she was unable to afford the price she had agreed to pay for her next home. For many London borrowers, particularly those working in the City who receive large annual bonuses, lenders will want to see proof of previous years’ bonuses and be satisfied that they are likely to be similar in future years. Some lenders are also adding their own interpretation to the rules. Nationwide, for example, wants to see the origin of deposits of more than £20,000, which

It is a year since the agreement between the Council of Mortgage Lenders and the Financial Conduct Authority for lenders to contact all borrowers with interest-only mortgages due to mature before the end of 2020 to ensure that they have the means to clear their loans. Since then, there has been a significant reduction in outstanding interest-only mortgage debt. Based on a CML survey, at the end of 2013 there were an estimated 2.2 million pure interest-only loans outstanding, and a further 620,000 part interest-only, part repayment mortgages outstanding on lenders’ books. Compared with 2012 this represents a fall of about 300,000 pure interest-only mortgages (down 12 per cent), and around 90,000 partand-part mortgages (down 13 per cent). Interest-only loans have been particularly popular with wealthy borrowers who usually have other investments – notably shares – that they will sell when their mortgage matures.
The general election is now less than a year away and that means bad news for almost all of us. Not only will we be subjected to doorstep canvassing and a deluge of politicians’ promises on the nightly news, but also the uncertainty political upheaval brings is likely to hit the property market. Tom Bill, an associate director of research at Knight Frank, says: “Activity typically slows in the run-up to a general election and this is likely to dampen price growth in prime central London. Tax changes over recent years, which have been implemented or which are due for introduction, appear to have been priced in to some extent. “However, the prolonged period of consistent growth suggests the market is waiting for clarity from the political parties on their policies and their likely impact in central London.”
Potential problem with pension pots Paul Smee, chief executive of the Council of Mortgage Lenders, has highlighted a potential problem in the government’s changes to the pension regime which mean that people will not have to convert their pension fund into an annuity at retirement. In his latest blog, Mr Smee asks: “If pension pots do not have to be taken as annuities, what view will lenders take on the ability of borrowers to service loans beyond retirement?” At present, lenders take a borrower’s future pension income into account when they apply for a loan, but if pensioners take their fund out in cash, there is, in theory, no regular income with which to meet monthly payments. Anyone looking to take out a loan that will continue into their retirement will need to give this some thought.

G & T create Islington’s most expensive house Boutique developer G&T London has acquired 23,000 sq ft of office space in Islington for £8.65m which it intends to convert into a collection of around 25 luxury apartments, the developer’s most ambitious project to date. The apartments in Highbury are set to launch in early 2016 and mark the latest addition to the developer’s portfolio of Islington projects. Its most recently completed project, 58 Myddelton Square, one of two converted Georgian townhouses, was soon snapped up for £5.85m – £1125 per sq ft – making it the most expensive single house ever sold in Islington. 59 Myddelton Square (below), one of, the smaller of the two, sold for £4.15m. Top property by bus The Number 9 bus passes London’s most expensive properties, according to calculations by estate agent Knight Frank. Property sales 200 metres either side of each bus route, giving an average sale price along the entire route, were used to identify London’s 20 most expensive bus routes by property price. Top of the list, Number 9 leaves Hammersmith and goes through Kensington. The Number 22 is in second place, and the ten most expensive routes all go through the borough of Kensington & Chelsea. “It’s no surprise to see the Number 9 in the top spot,” said Sami Robertson, a partner at Knight Frank Kensington. “The moment it leaves Hammersmith, prices start to rise and as you cross into the Royal Borough you see a big jump in prices. You pass some of the most expensive streets in the world, including the famous Kensington Palace Gardens, or ‘Billionaires Row’, as it is known.” “The Number 22 bus travels from Putney to Piccadilly Circus and takes in the full length of the King’s Road,” said John Waters, a partner at Knight Frank in Chelsea. Lettings Lowdown Special report by Caroline Hawking, director of Hamptons International Pimlico & Westminster Lettings With all the media attention on house prices, it’s not surprising that the supply of available rental properties coming to the market has slowed in Pimlico and Westminster since the beginning of the year. Across central London, an oversupply of rental properties dating from the end of 2012 has impacted on achievable rental prices and yields, but it may be that moderate rises will be seen through the summer and into the autumn months. As far as demand is concerned, our corporate department have seen a 40 per cent increase in relocation agent activity during the first three months of the year when compared with 2013, and they are currently handling a high volume of new property searches for rental properties at higher price points as families start looking ahead of the summer holidays. Our investor clients, in particular, will often express a preference for corporate tenants because they tend to be excellent, reliable and more often than not turn into longer tenancies, running for three years or more. Landlords, however, should be aware that they often have a preference for managed properties, and although they will typically require the flexibility to move out from the six-month point, this tends to be a fallback position in case
something wholly unexpected happens. As you might imagine, moving employees to London is a costly exercise and not lightly undertaken by any business. Corporate tenants will also often need an option to renew the contract for a second year – subject to an inflation-linked rent increase. Some years ago, it used to be that two ‘options’ would be required, but one of the legacies of the 2007 recession is that the second option to renew, taking the tenancy for three years, is often negotiable recognising the need of the landlord for greater flexibility. A good deal of our business in Pimlico and Westminster is generated by the transport available from Victoria Station, but this is changing in part because of the Land Securities regeneration of Victoria Street and movement of businesses into the area. We expect to see increasing demand for high quality rental properties of all sizes, as employees seek homes close to their places of work. This should be satisfied by the huge residential developments well under way, including Barratt Homes development The Courthouse, and Abell and Cleland from the Berkeley Group.
