ne of the funniest muddles happened when Brian and Maggie’s much loved neighbours sold up, telling Brian that he should take anything he fancied from their back garden while the house stood empty for a few weeks before the new neighbours moved in. Just before removal day Brian cast his eye over the fence and decided to help himself to a handsome pampas grass, which he had never noticed before. With Maggie’s help he uprooted it and replanted in their own garden. Two days later their new neighbour stood at the door, ignoring Brian’s polite speech of welcome. “We’ve come for our pampas grass, “ he said. Brian explained that he had been told to help himself to anything he fancied from the garden. “But that’s the pampas grass we transplanted from our own garden last week,” the irate newcomer explained. The plant was returned but relations between them were never that warm. Whether plants are fixtures that must remain with the house is questionable. If the seller makes it clear before the sale that he plans to remove his shed, gazebo, plants and flowers, then he is entitled to do so. If he doesn’t mention this and the estate agent’s
brochure features lovely garden shots this might make a difference to the legal position. Ultimately the buyer who finds the garden stripped bare might sue, but in practical terms it’s not worth the bother or the cost. Similarly, when oafish sellers remove the light bulbs, leaving in some cases just some bare wires dangling from the walls and ceilings, you might think it worth going to a Small Claims Court, but it’s probably best to laugh it off as awful behaviour. Technically fixtures are things that are fixed or screwed down, like kitchen units or fitted wardrobes and cupboards. Fittings are things that can be carried out like curtains, rugs and mirrors. Normally people come to a deal about what will be left and what taken. Just remember to be tactful when the seller says he wants to charge you a couple of thousand extra to keep his hideous carpets and curtains.

s everyone settles back into their daily routines following the main summer period the property market is showing some signs of greater activity. For anyone looking to buy or sell in 2018, there is realistically only a few weeks left to agree a deal that could proceed in time to enter 2019 in a new home and that has added a little urgency to the market. With the direction of travel on interest rates almost certainly moving gently upwards, now is a great time to fix costs by securing a fixed rate loan. Motivated sellers are being more realistic on asking prices and are benefitting from higher levels of viewings and good offers. The lettings market remains buoyant. Some highly geared landlords have exited the market but the vast majority recognise the benefits and value of a residential property as a long term investment and remain keen to secure good quality tenants, often for periods longer than one year, thereby providing security to both parties. Of course, Brexit is never far away and the uncertainty over the terms of our exit from the EU remain a hot topic. But we are generally positive about the medium and longer term for the property market. The property market goes through its ups and downs from time to time, often driven by external macro-economic factors that raise or lower interest rates and confidence. There are factors of affordability which result from movements in house prices and there are the interventions of Government, which are usually short term and politically motivated, that also impact on the market. One economic law is always there and that is supply and demand. This can be pushed or pulled in one direction or another by the

HEADS-UP CHEERUP Price growth in London’s mainstream housing market has slowed but according to Lawrence Bowles, (right) research analyst for Savills, it’s not all bad news. He says: “Confidence in London’s housing market has been knocked by uncertainty around our future relationship with the European Union, and affordability remains stretched for buyers reliant on mortgage finance. We’ve seen price growth in London’s mainstream markets slow and we expect relatively muted levels of growth to persist over the next five years. “However, regardless of what happens after the Article 50 deadline, London will remain a global hub for business, finance, and the arts. “While some businesses have started to move their operations across to the EU, many more have reaffirmed their commitment to London. For example, Deutsche Bank has committed to a new office in central London that’s not due to open until 2021, and tech giants Facebook, Google, and Amazon have all committed to opening regional HQ offices over the past couple of years.”
AMERICANS CLEANUP Staff from the US Embassy joined teams of volunteers to clean up Nine Elms as part of the American custom of offering service to the local community in remembrance of the victims of 9/11. The National Day of Service and Remembrance promotes community service as an annual tribute. Ambassador Robert Wood Johnson joined Wandsworth Council Leader Cllr Ravi Govindia and volunteers at the Rose Community Centre to fan out across the borough. Councillor Govindia welcomed the US Embassy, Northern Line Extension and Battersea Power Station volunteers who helped with gardening, litter-picking, sports taster sessions. The Embassy nurses offered free health checks. He said: “All pitching in to improve our local area brings everyone together with a sense of friendship and really helps all our Nine Elms neighbours get to know one another.” Ambassador Johnson said: “We have been tidying up and picking up rubbish and planting flowers – and most importantly, meeting new people here in this community. It’s great to be here a year later and see not only the flowers that have grown in that time – but the
relationships that have grown as well. “For Americans the 9/11 Day of Service is special. I think it says a lot about the American spirit. When people try to divide us or bring us down, we rise stronger and more unified than ever.”

WORD ON THE STREET What will the government’s three-year tenancy plan mean for landlords and tenants? ANNTONIA REDDING JOHN D WOOD
TWENTYFIVEYEARS Leading independent South West London estate agents, Featherstone Leigh marks its 25th anniversary this October 2018. Since opening its first two branches in Richmond in 1993, the company has expanded to ten offices across South West London, from Battersea and Fulham to Kingston. From its core of residential sales and lettings the company also has a new homes department and offers property management, commercial property and corporate services. Robert Leigh, founder and managing director, says: “Looking back over the past 25 years, it is amazing how the
company has grown both geographically and in its range of services. Technology has transformed the industry. In the early 90s, we were reliant on word processors and fax machines, with one computer at the back of the office. Today, our agents are online constantly.” Several current managers and directors began their careers as trainee negotiators straight from university. For example, Brendan Wynne, a director says; “I joined the company in 2006 following a professional golfing career! Now I’m in my 12th year and up to director level. Our focus on client satisfaction and employee welfare.”
FACELIFT Work has now begun on a scheme to give Earlsfield Station’s two railway bridges a wash and brush up. Contractors working for Network Rail have been cleaning the bridges ahead of a new paint job in heritage-style railway green. And at the council’s request, both bridges will also have the name of the station printed prominently on them to recreate their original Victorian-era appearance. New netting will also be also installed underneath them to improve pigeon proofing. Wandsworth Council is providing £100,000 towards the overall cost of the clean up. Transport spokesman Cllr Jonathan Cook said: “The council has been pressing for this work to be done for some time so we are delighted work is now underway. The improved pigeon proofing will mean pedestrians and cyclists not having to run the gauntlet of being hit by something unpleasant from up above as they pass underneath.”
Aimed at giving long term security to both landlord and tenant, the plan enforces 36-month contracts thus avoiding the normal fees incurred at the point of renewal, and gives stability to all parties. The biggest issues will be for the so called Accidental Landlord’s having to sign up for a longer term, when they had been using the lettings market as a stop gap. Implications of Capital Gains Tax will be increased leading me to feel that we will lose the landlords who have just one or two properties. The tenants will be the biggest winners with the change.

The change would have less of an impact for investor landlords as they often look to secure longer term tenancies and fewer void periods. Due to a slowdown in the sales market, we are seeing an increase in the number of property owners deciding to let their homes, as opposed to selling. This enables owners to reevaluate their options with the added benefit of a 12-24 month tenancy. Whilst 3-year tenancies will provide tenants looking for long-term security with added piece of mind, we may also see landlords looking to exit the lettings market as it will not provide them with enough flexibility. If this were to happen, we could see an increase in the cost of rent due to a lack of available stock. In addition, the large number of mortgages that stipulate a maximum 12-month tenancy will need to be revised. Unless this is addressed by the government, landlords may be deterred from the lettings market.

CITYCULTIVATION T he RHS has come up with yet another show to help gardeners get the best from their plots. The RHS London Urban Garden Show is from 2728 October and features endless ideas for transforming even the smallest urban corners. The event will reveal some of the more unusual ways to get greenery into city spaces and bring the best of the outdoors in for autumn. It is the perfect place to browse and buy an exotic assortment of plants for city abodes – whether they’re for a flat, balcony, small courtyard or even a window box. For one weekend only, Peckham’s popular Green Rooms Botanical Market will be relocating to Westminster, bringing with it a mix of products from some of London’s top independent botanical businesses. Plant enthusiasts of all levels will be able to explore the urban jungle and stock up on tropical houseplants, pots, terrariums, cacti, macramé and botanical prints and more! For those looking for the next indoor gardening trend, ‘aquascaping’ expert George Farmer will display this unusual, emerging form of underwater gardening and will be running workshops to inspire visitors to try their hand at creating their own submerged miniature landscapes using aquatic plants.

t’s surprising how quickly a lawn can recover from a baking summer. In a matter of a couple of weeks it can go from brown and tatty to green and lush. Nevertheless autumn is the time to give lawns a boost by scarifying and top dressing. It’s best to give it the last cut of the year first before embarking on some first aid. Scarifiying is the posh name for raking to remove the layers of thatch and dead grass suffocating new growth. It’s also an idea to help the lawn to breath by using a fork to raise the soil slightly. While brown patches green up because the grass roots tend to remain alive, gaps caused by dog or cat pee find it harder to make a come-back. These gaps can be greened up by applying a dressing of compost followed by grass seed with a few added handfuls of compost on top. Don’t forget to water and try not to walk on the new grass. With any luck come spring you will have a lawn to make the neighbours – with their paving and decking – green with envy.
SPRING FORWARD Now is the time to get the spring bulbs in. It’s a good time to share a wholesale order with a friend to get best value from your online purchases. And shop around rather than focusing on one site. Maybe if you know an expert gardener find out where they buy their bulbs. Ideal choices for a late winter and early spring display include snowdrops, crocus, tulips, daffodils and scilla. This is also the time to plant wallflowers. Wallflowers bring dazzling colour and fabulous scent to your garden in the spring and are incredibly hardy, surviving frosts and rain. You can either buy plug plants and grow indoors until they are about 10 cms high before planting out preferably in mid September. Alternatively you can often find a bundle of the plants in garden centres or markets, these can be planted out as soon as you get them home. While digging in muddy ground in the cold is unappealing, the wonderful colourful display come spring makes it all worth while. Experts tell you to prepare the ground with organic matter and a good dig over before planting but wallflowers are incredibly forgiving and tend to come up however carelessly they are stuffed in the ground.

oneyfacts, the finance data firm, recently released some information on the average 5 fixed year fixed rate being just under 3% (2.92%). This is approximately 0.2% higher than the equivalent measure 1 year earlier. Whilst this is not the be all and end all, it certainly shows the direction of travel that rates are on. Its important to point out this is an average measure, there are many deals available sub 2% – with more attractive rates available for those with greater equity. Interestingly, with borrowers looking to protect themselves against future interest rate rises, a growing number are taking longer term products. Lenders have been keen to ride this wave and Moneyfacts commented: “Lenders want to be seen as attractive, and so rates on their five year fixes haven’t risen as fast as they have with two years fixes.” Following the August Base Rate rise, many lenders have increased their Standard Variable Rates (SVR) and doing so can impact borrowing. “Stress tests” introduced after the financial crisis must demonstrate that borrowing is affordable if the mortgage payments were on an interest rate of SVR plus 3%. So despite the fact the actual mortgage rate on a 2-year deal may be around 1.5%, the lender will stress the borrowing near 7 or even 8%. However, where the borrower takes a longer term deal, ie a 5-year fix or longer, the rules are slightly different, and in doing so the borrower may be able to borrow more. Of course, being tied down for a long period may not suit all so care should be taken and consulting a mortgage broker can help with this.

The amount of private wealth coming into the UK from abroad last year, a rise of $632 billion
he price of property in university towns has risen fast enough to cover the cost of a three-year degree, according to housesimple.com, which suggests that parents could choose where their children study based on local property prices. For example, it says that Coventry, whose university is ranked 13th in the UK has enjoyed house price growth of 61 per cent in the past three years. Between 2015 and this year the average house price has risen in value from £114,625 to £184,690, more than enough it says to have covered the £27,000 cost of tuition fees, even after paying capital gains tax. And you don’t even need an economics degree to work out that that’s quite a profit.

SWITCHON Now that base rate rises are on the move borrowers should beware resting on their laurels, warns Duncan Farmer
I
but the average fixed-rate deal has not risen since the Bank’s announcement in August. Lenders had already priced a rise into their loans and have been trying to keep rates as low as possible – but still profitable – in order to attract new business in what has become a highly competitive mortgage market. The average standard variable rate is 4.84 per cent, compared with average two-year fixed rate of 2.53 per cent. On a £300,000 25-year repayment mortgage that means that a borrow would pay £1,726 a month on a standard variable rate compared with £1,350 on a fixed deal – a difference of £376 a month. In fact, the Post Office has a two-year fixed deal for borrowers with a 40 per cent deposit that charges 1.45 per cent, so the same borrower would have to repay £1,193 a month, saving them another £157. Charlotte Nelson of Monefacts says: “The ball is now rolling for base rate rises, with at least a quarter-point rise expected in the foreseeable future. Borrowers now shouldn’t rest on their laurels and should opt for a fixed deal to protect themselves from any future rate rises.”
t has been about two months since the Bank of England’s Monetary Policy committee raised interest rates and for some borrowers their monthly mortgage repayments have risen, but they could easily switch and find a cheaper deal. According to figures from Moneyfacts those most likely to suffer are people on their lender’s standard variable rate, some of which can be as high as 6 per cent. Its figures show that six out of ten lenders passed on the full 0.25 point rise and only two, Bath and Principality building societies, added less. Yorkshire building society has announced that it will not be raising its standard variable rate at all. Tracker rates, which are designed to mirror the Bank’s decisions, no lenders in this sector have added the whole rise to their loans. The good news is that not only is anyone who has a fixed-rate mortgage naturally protected from any increase in the rate – and more are anticipated –

ross mortgage lending was £24.6billion in July, the latest month for which figures are available, 7.6 per cent higher than a year earlier, according to UK Finance. The number of mortgage approvals by the main high street banks fell by 0.8 per cent compared to the same month a year earlier, but remortgaging approvals were 2.8 per cent higher than for the same period a year earlier, suggesting that many people were switching in anticipation of the interest-rate rise in August.

andsworth is one of the most desirable London boroughs to live in, with attractions for all types of households. With its conservation areas, good transport links, excellent schools and other facilities as well as ongoing regeneration, demand to live in the borough is strong. However more broadly, the UK housing market is in a stagnant state. Property transactions have been broadly flat since 2010 as uncertainty and transactions costs are affecting buyers’ willingness to move. In addition, sellers are only adjusting their expectations of achievable prices slowly. As a result, the lack of stock available to buy is causing delays in the time it takes deals to complete and extends the whole transactions process. This is the same for Wandsworth. The financial crisis had a big part to play, but policy changes in the form of changes to stamp duty have had an impact on the cycle too. The change to the new system of Stamp Duty in the 2014 budget had a significant difference on the transactions cost of moving for property over about £1 million. At today’s prices the difference in Stamp Duty under the old and new regime for the average priced detached home in the borough was 25%. The effect of the change in Stamp Duty on confidence in the more expensive parts of the capital, such as Wandsworth, was severe. As activity slowed, so too did house price growth as those needing to sell or concerned about a market correction were willing to accept lower prices. But also, the mix of property sales affected average price growth as the more expensive homes were also less likely to sell given the higher transactions cost. While this change took place more than four years ago, it would be naïve to dismiss the impact that it still has on activity and on prices. Owners have to consider what else they would be willing to spend the money on, that would otherwise be spent on tax. Diary of an estate agent... From Pimlico to Peckham – the weird and wonderful happenings in the world of estate agency by Jane Robathan
A
h, the autumn rush. This year, I took a family holiday right at the end of the summer. We’ve been screaming for stock all year and wow, have we been heard. It seems everyone’s putting their place up for sale, which means on returning to work last week, I immediately sank neckhigh in property descriptions. I had two large houses, previously prepared and ready to launch for the first week of September. There’s no point in putting a family home on the market when family-home-type-buyers are probably in the Cote D’Azur. Especially not considering those pesky upload dates that all the portals now publish. I always advise to hold off launching a house in August and think if an agent doesn’t tell their client to do this, their sanity should be squarely faced. Next up was a grandiose Georgian pile on the Oval side of Camberwell. The owner is an impressively successful designer and nothing short of perfectly charming. Then came the house that interrupted my holiday (for the sake of polite language, I’m saying no more), followed by a couple of nice-but-simple Peckham flats, a warehouse-y show-stopper and, finally, I rounded off with a thrillingly unique school conversion. This brochure is still ongoing, should be live any minute and the apartment will almost certainly sell high whatever the market is doing. There are such things as market-proof properties—ones that stride out the door by themselves. Before I left for holiday, we had a house so ripe, it landed five families fighting for it and an over-the-asking-price offer, in under two weeks. Agents can spot those a mile-off, that’s where some serious fee-bending can come into play. But when a developer insisted a friendly competitor had dropped to 0.7% a couple of months back, we were flabbergasted. Yesterday, it turns out he was lying. A developer. Honest. And now, I’ve just finished a meeting with a fashion-designer client, who, in high spirits, thought it best to add 25% to the price we valued him at. I always find these chats theoretically amusing. The story usually goes like this: we value, the vendor adds, I politely insist that they adjust within a few weeks. In most instances, the client clings onto the fantasy price as if it were real. And then comes the chat. Luckily, this is an astute man with a firm memory. If only the five-bedder would realise that I haven’t lost them money (that they were never going to make in the first place) and that, with the best will in the world, their ‘pesky upload date’ (see above) will be almost impossible to defend one day. LAST WORD Simon Ashwell, Head of Office, Savills Weybridge Describe your property career to date. I have just over 28 years experience working in two top end estate agencies. I have spent the last 13 years with Savills covering Weybridge, Walton on Thames and the surrounding towns and villages. What do you enjoy most about your job and what have been the highlights? I love to be busy and on the go and estate agency definitely requires people who have plenty of enthusiasm and energy. I still love doing a deal. I get as excited now as I did when I sold my first house. Describe the biggest challenges. Estate agents are a bit like farmers, there’s always something creating a challenge, such as the weather being too good or too bad! At the moment, taxation, interest rates and political uncertainty are all impacting the market – and stamp duty for high value homes is also a factor. As ever, realistically priced homes are continuing to transact across all price bands and we have done some good deals this year for all types of property. What advice would you give to anyone considering a career in estate agency? It is important to work hard and give your all every day. You need drive and determination and to be a glass-half-full person. Often it’s about
analysing a buyer’s requirements and needs to help them find their dream home. If you are a people person and driven to succeed this could be the sector for you. What advice do you have for homebuyers in the current market? Although uncertainty will continue to play into buyer sentiment, personally I have confidence in the market. If a buyer has found the right home for them, then there’s no reason why they shouldn’t proceed. Today’s buyer is often looking for high quality stock for sale and, with homes that meet this criteria, they have every chance of finding what they want. What sets Surrey apart? Weybridge and the surrounding towns are the perfect mix of town and country – a cluster of smart towns with excellent rail and road links to the capital and beyond, highly rated primary and secondary schooling as well as open countryside on the doorstep. The local property landscape is diverse, spanning ultra-modern mansions within the gated private estates of St George’s Hill and the Crown Estate to country cottages, period terraces, traditional family homes, elegant new-build townhouses and contemporary apartments.
interest from international families wanting a home in the UK – despite Bexit. In the last month I have been talking to prospective buyers from across the world. Elmbridge remains a popular choice for these buyers due to the many leading schools nearby. London families will always move out to this part of Surrey so I expect demand to remain strong. Recent highs, recent lows? High – selling two houses for families who bought from me over ten years ago. Low – getting a parking ticket when I forgot to move my car off a double yellow. I’d only popped into the local newsagent to buy a New Home card for one of our clients! What is your top location south of the river? I love Brooklands which is the old race track. There is a fabulous museum which is home to some amazing cars and planes including Concorde. If you were not an estate agent, what career would you choose and why? Before I dived into the property world I trained as a chef and worked in many of the top London hotels. So I would love to have a roses-round-the door pub with a fantastic restaurant attached.
