Market view A well thought-out roof terrace is worth its weight in greenery, says property finder Robert Bailey It seems as if we might get summer after all. At the time of writing, the BBC’s weather website is predicting a few rain-free days. Hurrah! It’s funny how a few days of sunshine affects Londoners. An estate agent told me that in January lower ground floor flats are almost impossible to sell, as they do not admit enough natural light and often have damp problems. Come summer though, and suddenly these rebranded ‘garden flats’ are popular once more. Outside space is incredibly important, no matter what time of year. As London becomes ever more cosmopolitan, remember that foreign nationals – particularly Europeans – are accustomed to having a garden or terrace. Properties without them hold little appeal, so it’s important to create outside space. Roof terraces are now so common in parts of London that a house without them seems alien, and developers create wraparound terraces or even internal courtyards to meet demand. Historically, many terraces were illegal. It could be difficult to obtain planning permission for terraces, and I’ve certainly spent a good deal of time and effort trying to obtain it retrospectively. If a flat roof has been used as a terrace for more than seven years, the terrace is deemed to have established use. A signed statutory declaration stating it has been used continuously for this period ensures it can be used as a roof terrace going forward. Boris Johnson has made things easier still. He’s pushed through legislation as part of his environmental agenda making it easier to obtain planning permission for roof terraces. In fact, he’s gone so far as to say that he wants every available flat roof in London to be used to cultivate edible plants, not only to help Londoners cut down on food miles, but also improve air quality, provide a habitat for bees and cool our ever warming city. Roof terraces also have the added benefit of extending the life of flat roofs, as they prevent continuous heating and cooling that erodes their lifespan. Whether roof terraces are really the answer to London’s environmental woes, or simply a nice place to relax with a glass of wine at the end of the day is neither here nor there. They’re definitely a selling point for any property, even for those already boasting a garden. That said, they must be done well. A few plastic chairs dotted round a tarmacked roof is unlikely to appeal to anyone, but a properly landscaped roof with built-in seating, lush planting, night-time lighting and easy accessibility definitely boosts a property’s desirability. www.robertbailey.com 020 7352 0899
Haven help us Cheryl Markosky brings you the latest word on the streets With fears of yet more economic problems in their native countries, the French, Italians, Spanish and Greeks have been hunting down London properties. According to Knight Frank, there’s been a sharp rise in sharp-suited Italians scooping up homes in prime central places in the capital, while Savills has witnessed a spike in eurozoners browsing its website. “Over the past few years, international buyers have seen London property as a safe-haven investment in an increasingly volatile global economy. Evidence of this is the fact that while European buyers averaged 10 per cent of the £2 million-plus central London market between 2005 and 2010, the
same figure for 2011 and 2012 to date is 20 per cent. Greek buyers led the charge last year and 2012 has so far been led by Italian and French interest, with a growing number of Spanish and even German buyers,” says Liam Bailey, Knight Frank’s head of research. Over the past month, the number of hits from Greeks (which prompts the old joke about how much a Grecian urns) has risen by 50 per cent compared to the previous six-month average. Savills says the Greeks want to get hold of places they can move straight into – ideal for a quick Grexit. But although the capital’s prime market is seeing persistent demand due to the current economic instability, supply levels are close to a historic all-time low, according to Cluttons. The pace of growth in the London market has slipped over recent months, with

Parent power push Although the eurozone crisis has certainly had an effect on the Fulham property market with an influx of Italians, French and Greek buyers registering at Anthony Bell’s Kinleigh Folkard & Hayward office, he says the market continues to be supplydriven as the number of buyers registering remains constant. However, there is a shortage of property for sale. And it isn’t just Eurogeddon that’s propping up the market. “At this time of year, we also see an increase in parents registering on behalf of their undergraduate or postgraduate children, looking for an investment home while they’re at university or finding their first job,” he says. For buyers looking at a three-bedroom house in a prime central Fulham spot, they will be paying upwards of £1 million, and for two-bedroom flats prices are upwards of £550,000, Bell adds.

Snap a cap activity in the housing market taking a backseat to the Jubilee and the Olympics, says a new Cluttons report. “The central London market remains buoyant, but even London activity is slowing relative to its performance in 2011. The outcome of the current eurozone crisis is not yet known, which is denting confidence and encouraging London property owners to retain central London residential assets in the face of instability in the residential markets,” explains Sue Foxley, head of research at Cluttons. “At the same time, strong demand from international buyers seeking a safe haven is creating even more competition for homes and sustaining prices. Whatever the outcome of the eurozone crisis, buyers and investors are demonstrating faith that London is well positioned to see a faster return to growth than most of its European counterparts,” she adds.
Richard Donnell, director of research at Hometrack, believes that as yet there’s little evidence of any signs of a slowdown in London overall. Supply remains tight and demand is holding up. “However, the London housing market is not immune from weaker demand, either domestic or international,” he suggests. “Changes to stamp duty rates announced in the budget, and other proposals such as a charge on high-value property, are bound to have an impact on buyers. Indeed, the Central London and City area covered by our latest survey has seen growth under-perform the rest of the market for the last two months.”
Trying to sell what’s special about your area can be challenging when every marketing device known to man seems to have been used already. Borrowers may soon find it easier to obtain a mortgage after Mervyn King, governor of the Bank of England, said he wants banks to focus on the overall safety of their operations rather on the minutiae. “The spirit of our approach is simple: less focus on unnecessary details and more on the big risks. If banks have adequate capital and low leverage, and are resolvable, we won’t need to focus on the details of their day-to-day business,” he said. This contrasts with pre-credit crunch lending when banks seemed to ignore both the detail and risk of its loan book, and his approach will be welcomed by borrowers who have no problem affording a loan but simply cannot secure one because of lenders’ increasingly strict criteria. However, the EU has plans to interfere with the UK mortgage market from 2015, so King’s optimism may be short-lived.
Unlimited funds offer may help mortgages, says Duncan Farmer The latest row surrounding the banking industry and its manipulation of the Libor interest rate has overshadowed some extremely good news for mortgage borrowers and even better news for homeowners in the prime parts of central London. The Libor rate-fixing scandal, which began at Barclays but is now widening to many other banks, has actually had little impact on ordinary savers and borrowers. Barclays was predominantly fixing the rate downwards, and as Libor is mainly attached to sub-prime and buy-to-let loans, few mainstream borrowers will have suffered. Likely losers are big institutions, such as large charities and local authorities, who put money on short-term deposit at rates tied to Libor, and investors with shares in Barclays, either directly or indirectly through a pension fund or ISA, who have watched the bank’s shares tumble in recent days. While all this chaos has grabbed the
METRO TRACKER Britain’s newest Bank, Metro Bank, launched in 2010, is to start offering its mortgages through a small number of brokers. With a range of tracker and fixed-rate loans at rates ranging from 3.09 to 3.65 per cent, it is expected to draw custom away from more established players. The bank, which has just 80,000 customers, currently has an exclusive deal with broker John Charcol, but is now in talks with a broader range of intermediaries. Metro sets itself apart from rivals by keeping its branches open until 8pm, offers credit cards, personal loans and savings accounts, and will lend to borrowers with a minimum deposit of 20 per cent. Paul Marriot-Clarke of Metro Bank said: “By partnering with a small number of intermediary partners, we ensure that we are able to give a consistently high level of service to all.”

According to the latest research paper from Knight Frank, a house or flat in these areas bought in 2009 for £1m is today worth a staggering £1.48m. That equates to an average daily rise in value of £408, or £12,400 a month. If you paid cash, that’s a very healthy rise of 48 per cent, but if you put down a 50 per cent deposit – as most London buyers do – then the return on that investment is almost 100 per cent. The other piece of good news came in a speech from Bank of England governor Mervyn King at the Mansion House. King announced that ‘unlimited funds’, believed to be about £80 billion, will be made available to banks at low rates on condition that it is lent to small businesses to help them through these ‘turbulent’ times. The announcement had an instant impact on, ironically, the Libor rate and swap rates, at which banks lend to one another and which are key to levels of fixed-rate mortgages. Country property Two hours from London, the National Trust village of Lacock is known for its picturesque streets of halftimbered stone buildings dating back to the 13th century. The feeling is mutual earmarked for businesses, Ray Boulger of mortgage broker Charcol expects some of it to trickle through to the home loan market, particularly the low-risk end, which of course includes London. “As residential mortgage lending is generally the least risky type of bank lending, it would be surprising if some of this extra funding is not allocated to the residential mortgage market,” said Boulger. “If only £10 billion finds its way to the mortgage market, that will be enough to make a difference in the current constrained funding environment. To put this in context, net lending has been under £10 billion in each of the last two years. Add all this to the increase in the number of overseas buyers bringing cash to the capital from troubled European economies, notably Greece and Italy, and spending it on property, and the outlook for the London market is bright.
More borrowers have been turning to building societies, according to latest lending figures from the Building Societies Association. These show that gross mortgage lending by building societies and other mutual lenders rose 54 per cent to £2.8 billion in May 2012 compared with £1.8 billion May 2011. Approvals by mutuals were up significantly in May, both compared with last year and the previous six months, which demonstrates the mutual sector’s commitment to lend in the coming months.”

Jane’s arty space is two studios in one Jane Yarrow, former PR director for the house of Givenchy, loves unconventional living. Blue plaque home of Sir Ned and Georgie Artist Sir Edward Burne-Jones, known to his friends as Ned, moved from Bloomsbury into Kensington Square with his wife Georgina and their four-year-old son Philip in 1865. The place soon felt like home. “We are settling fast, even looking a bit comfortable,” wrote Burne-Jones, 32, after the move. “Topsy (William Morris) has given us a Persian prayer carpet which amply furnishes one room. I have a little crib which I call a library because there I keep my tobacco and borrowed books.” His daughter Margaret was born the following year. During Ned and Georgie’s time on Kensington Square, he worked tirelessly on his painting technique and it was here that he produced The Lament, two draped female figures on the stone benches of a castle chamber. Unfortunately the Burne-Joneses had to leave their beloved home on the square in 1867 after it was sold from under them. He spent the rest of his years at a house, now demolished, in Fulham. Burne-Jones, Pre-Raphaelite devotee and a figurehead for the Aesthetic Movement, was also known for his tapestry and stained glass, and he designed the spectacular east window of Holy Trinity Church on Sloane Street. His blue plaque former home on Kensington Square is currently for sale. On the square’s northern side, the late Georgian
property has 5900 sq ft of space including six bedrooms, three bathrooms (one en suite), and a first floor drawing room with three huge sash windows framing open views of the square. Historic art space Society portrait painter Carlos Luis Sancha (1920-2001), born in London to a Spanish father and English mother, lived and worked in his Melbury Road apartment for 40 years. Among his subjects were members of the royal family including the Queen’s cousin Lord Luis Mountbatten, painted by Sancha five times, each time in a different uniform. He also painted many peers and statesmen in suitably formal poses. Sancha’s former apartment, now for sale, covers the first and second floors and loft space of a historic Grade II listed property. Designed by architect Richard Norman Shaw, it was built in 1875 for English artist Marcus Stone, who lived here with his
wife Laura. Stone was one of the first to commission a studio house in this legendary artists’ quarter. Landlords need dose of realism
Report by Cheryl Markosky In true Olympic baton-passing style, Tim Hyatt from Knight Frank handed over the presidency of ARLA (the Association of Residential Lettings Agents) to Savills head of lettings, Jane Ingram. Following on from Hyatt’s five-point plan to develop social media and a one-member one-vote system, Ingram’s main aim is to get all lettings agents licensed. “An agent is given a licence because he’s had to meet certain criteria,” she
explains. There are also implications with agents looking after clients’ valuable assets – their property. “I think reputable agents want licensing, and so does the public. You wouldn’t get into an unlicensed taxi or use an unlicensed doctor, so why have your home let out and managed by an unlicensed agent?” And with more people renting – and for longer – she believes this is the right time to press for well qualified and licensed agents.

Agents believe many landlords are not being realistic when it comes to pricing. Kamila Tomaskovicova at Henry & James Belgravia says: “While immaculate properties often command a premium, most need to be priced realistically to find a tenant. The problem is these properties stick on the market and become stale. Listen to your agent regarding what price your property can achieve, rather than be greedy.” Tomaskovicova reports more enquiries, particularly from American and European clients. “As we head further into summer, we’ll soon see the annual influx of Saudis descending on London.” She also notes more topend tenants, and recently registered an American with a budget of £5000 a week.”

Rents slip, but family demand increases Annual prime London rents slipped into negative territory for the first time in two years (down 0.4 per cent year-on-year), but family demand is returning to some key sectors, according to the Savills prime London rentals index. The report notes a decrease in big-ticket tenants in central London, Canary Wharf and Wapping, with traditional high-networth tenants buying rather than renting, to shelter their wealth. Yet family demand is back in some key sectors of the prime market, but focus is shifting away from core central locations. International tenants have accounted for 52 per cent of demand in traditionally domestic south-west London, for instance. Chesterton Humberts reports rent rises of 9.7 per cent in the first quarter of 2012, compared with the same period last year. However, Knightsbridge, Belgravia, Chelsea, South
Kensington and Canary Wharf all experienced rent falls. As corporate tenants still account for the main slice of demand in prime locations, the impact of job losses in the financial services industry and reduced corporate budgets has exerted downward pressure on rents. Robert Bartlett of Chesterton Humberts says: “Quality properties are being let at record prices and in record time; however, properties not meeting all the criteria are suffering. There’s evidence of localised oversupply on short lets, as a result of some landlords wanting to cash in on inflated rents during the Olympics. We have yet to see how this impacts on the market post-Olympics, as many tenants have opted to delay moving until after the Games when rent negotiations should settle into a more normal pattern.”
