Is there a peak time in the year to market my property for rental? If so, when and why?

A

The lettings market experiences peaks and troughs throughout the year. However, in prime central London there will always be a certain level of demand that keeps activity ticking over. Despite this, the prime months for letting property are certainly in the spring and summer. The time of year can have a huge impact on the lettings market. People are often reluctant to move house in the run-up to Christmas or in the colder winter months. As the weather improves, people are more willing to come out on viewings and the lettings market tends to pick up. For landlords with large family houses, we always recommend that they consider launching their properties onto the market after Easter when the corporate relocation market picks up. Generally, family tenants with the larger budgets of £2000 per week upwards start looking in the spring as they want to get settled into the property before going away for the summer, and then return in time for their children starting in local schools in September. Here in Chelsea we also have a great deal of wealthy international students looking to move into prime central London. The students are most active in July and August as they look to be settled before starting the university term in September. Generally their budgets range from around £400 to £1500 per week and they look for one or two-bedroom apartments in prime locations that they feel are central and safe. It depends on the type of property for the best time to bring it to market, but of course the best properties in the best locations will let well at any time of the year, especially in prime central London locations. If you have a large family house, I would certainly look to do any works or refurbishment throughout the winter months and then have the property ready to come to the open market just after Easter to attract the families who are being relocated. However, if you have a smaller apartment or smaller one or two-bedroom house, I would look to market in July or August to benefit from the buoyancy of the international student market.

marketview Basement conversions are nothing new and have certainly been going on in central London for well over a decade, reports property finder Robert Bailey. More recently, though, plans have come up against strong objections from neighbours as basement excavations have become ever more ambitious. Massive multi-storey basements that double or even treble the square footage of a home have created so-called ‘iceberg houses’ that often take years to create and are of dubious architectural merit. Councils started cracking down on basement plans a couple of years ago, with the Royal Borough of Kensington and Chelsea banning basement conversions in listed buildings. Hammersmith and Fulham council was one of several that limited the size of the basement to the original footprint of the house. Homeowners circumvented these efforts to limit basements by simply digging down even further to create multi-storey basements. Now the Royal Borough is taking steps to stop these multi-level basements, as well. While these basement conversions certainly seem popular, the vast majority of buyers do not want them. What is in demand, particularly from international buyers, is lateral space, not vertical. By adding two more floors to a six-storey house, homeowners are turning their house into one giant Stairmaster. To make it practical, a lift would be needed, but in a listed house planning permission for one will be nearly impossible to obtain. As a buying agent, I have been inside many homes that have an excavated basement but find they are often ill-conceived and just space for the sake of space. They rarely provide extra bedrooms and the cinema rooms, gyms and even swimming pools that are created are often left unused. They can also make a home feel unbalanced and just are not in keeping with the rest of the home. Recently I walked into a lovely Victorian house that had a classic layout within the original home, but downstairs was just a cavernous space that had no defined purpose. The selling agent tried to say that it could be used as a playroom or teenager’s den, but I doubt many kids would want to be shut up in this dimly lit grotto. Then again, we live in a city where people do need more space. Moving house is prohibitively expensive and the listed status of vast swathes of London mean there is little scope to knock down and rebuild larger homes. The only way to create a bigger home is either by extending upwards or downwards. Basement conversions are not going to go away. The only thing councils can do is to ensure that plans are kept in check. No one needs a high dive in their basement.

Hip bars, gastropubs, restaurants and venues are littered throughout the neighbourhood, together with local shops and the retail Mecca that is Westfield London. This diversity brings a smile to the face and keeps those lively of mind fascinated and interested both in new places to visit and people to meet. SHOPS If it’s credit card bashing, shop ‘til you drop action you’re looking for, look no further than the Westfield leisure complex with its many high street and designer brands. There is also a multiplex cinema, and a food terrace catering for the most adventurous of palettes. Away from the commercialised shopping centres are stalls in the soon-to-beredeveloped Shepherd’s Bush Market and an array of bakeries and patisseries, such as Ambrosia Bakery (Uxbridge Road), together with butcher and deli the Ginger Pig (Askew Road). Tucked in between these food specialists are a number of local supermarkets, most notably on the Uxbridge Road, which seem to supply every ingredient under the sun (most are open until 10pm or later). TOP STREETS Shepherd’s Bush is principally built over 18th and early

19th century London’s market gardens. Building space was readily available for the mid-to-late-Victorian builders and later the Edwardians. For this reason, buildings and streets in the area tend to have more width, deeper rear editions and longer gardens. While the housing stock is predominantly Victorian and Edwardian, as you move towards Wendell Park and north-west of the Uxbridge Road, 1920s and 1930s streets begin to appear. Personally I’m drawn to the elegant houses found on Boscombe Road or Sedgeford Road (pictured), and the villastyle houses in Ellingham and Findon Road. Moving south-west into a group of streets know as The Churches – Ashchurch Park Villas, Ashchurch Terrace and Ashchurch Grove – the buildings are imposing and in my opinion as architecturally pleasing as anything else London has to offer. RESTAURANTS, CAFES AND PUBS My ever-increasing frame is testament to the wide variety of tasty foods available everywhere you turn, from old school cafes like Bridge That Gap (Askew Road) and Cafe Rest (Goldhawk Road), to continental-style cafes such as Hummingbird (Oaklands Grove) and Laveli (Askew Road). The Princess Victoria (Uxbridge Road) is a real focus point if you’re looking for top restaurant-style food (the Gloucester Old Spot Terrine and Herring Rolls are fantastic). For something traditional, the Queen

Better budgets from corporate tenants, and a shortage of available properties, impact the market in SW1V and SW1P, reports Caroline Hawking, associate director of Hamptons Pimlico and Westminster

The market in Pimlico and Westminster has been challenging to both sales and lettings departments this year, albeit it in very different ways. The first quarter of the year saw Hamptons register more new buyers than we have done for the last five years, and, as widely reported in the press, the sales market is showing signs of warming up following the Budget. The number of sales being agreed is the highest it has been for the last six months, and our average sales price is up by 6.5 per cent compared with last year. Demand for properties in this area is diverse – from onebedroom conversion apartments situated in the Grid, through to Westminster and St James’s penthouses, there are increasingly frustrated buyers looking. For lettings the market has been oversupplied – the upside to this has been the move to quality. Despite fewer applicants registering, and fewer viewings

conducted in the first quarter of this year, the volume of tenancies created has increased by 4 per cent, and tenants are committing to stay for longer periods – an increase of 4 per cent. This is reflected locally and we have found that prospective tenants have similar or the same rental budgets – just with higher expectations in terms of size, location, and quality of property they can afford. Many of our clients have been taking on board our advice that now is a good time to invest in redecoration and refurbishments put on hold while the market has been rising, and we have been successful in securing quality tenants. Our figures are now showing that the oversupply that impacted quarter one has now shifted, and since Easter our corporate department has been receiving searches from applicants with higher budgets. Therefore our outlook is that the balance of power is shifting back in favour of landlords.

LEISURE Shepherd’s Bush is something of a centre for the arts and media. Of particular note is Bush Hall, an old dance Hall built in 1904, which hosts a mix of stand-up comedy, alternative acts, and top bands previously including REM, The Killers, Adele and Lily Allen. The O2 Empire is also a big music venue featuring artists from Muse to Katy Perry. Other venues include the newly refurbished old library, which is now Bush Theatre, and The Melrose, which features low-key gigs and an open mic on Tuesday evenings. Shepherd’s Bush Green has at long last been landscaped and a new playground installed, while Wormholt Park is also undergoing a refurbishment programme

SCHOOLS Local schools punctuate the area with regularity. Brackenbury Primary (W6) on the southern border of Shepherd’s Bush is of note, as are the Good Shepherd RC Primary (W12), St Stephen’s C of E Primary (W12), and the much talked about West London Free School (W6), together with private Godolphin and Latymer (W6) for seniors. TRANSPORT Whether you commute out along the M40/M4 corridors, or into the City or West End via public transport, there are plenty of options to get you to your destination. The new Shepherd’s Bush Green station provides Central Line access, running east to west, with Southern Rail links running north to Willesden Junction and south to Clapham Junction. Buses are numerous and run along the Askew Road (266 Brent Cross to Hammersmith) and along the Uxbridge Road (207, 260 & 607) and Goldhawk Road (94 & 237).

propertytalk With the popularity of baking competitions and sewing bees on TV, home buyers are demanding space to whip up a lemon drizzle cake or a chiffon blouse, says Cheryl Markosky. James Bailey from Henry & James believes the focus is very much on having houses with good cooking and eating areas, as the recession encourages us to entertain at home and not be seen out and about as much. “MasterChef, which is on everyone’s tongues at the moment, is helping cement this push for better homecooked food. My wife Harriet’s even a member of a cookery club,” he explains. Bailey has also noticed a switch back to eat-in kitchens, so people can see the cooking, and the host’s not stuck away while the guests enjoy themselves elsewhere. “The emphasis is on quality kitchens with all the gear. Diehards are even putting sous vide water bath ovens in,” he points out. And, dining rooms are coming back into fashion. “We’re getting applicants happy to sacrifice space from the living room to have a separate dining room.” Strutt & Parker’s Ivor Campbell-Davys in Fulham office suggests TV series such as The Great British Bake Off and MasterChef have created a buzz around home cooking and entertaining. “Smart kitchens have always been high on buyers’ priority lists, but this is even more the case now,” he says. “A large central island, like one we have in a house in Tournay Road we’re currently selling, creates a real hub for the room, and light from the extension makes it a wonderful space to spend your time.” With TV gardening programmes high on the agenda a few years ago, everything was about the garden evolving from a patch of grass to an ‘outdoor room’, says Robert Bailey of Robert Bailey Property. “Today we’re keen on home lifestyle programmes, thanks to the Great British Bake Off and other celebrity shows, with people becoming much more centred on the kitchen.“ Appliances are coming to the forefront, adds Bailey. “As soon as Heston started advocating sous vide machines, they went from being appliances for commercial kitchens to being something you can buy at John Lewis. Just the other day I went to the launch of a new range of home innovations, and was very impressed by an oven that will chill your Martini to perfection. Must get one of those.”

Crossrail index Residential property values around central Crossrail stations are already outperforming, and will rise a further 40 per cent in the next five years, according to research by Knight Frank. Analysis shows that average property prices within a 10-minute walk of central Crossrail stations have risen by 30 per cent since 2008, outperforming the prime central London market by 8 per cent. Prices in these areas are forecast to rise by an average of 40 per cent by 2018. Knight Frank’s Crossrail 2013 report examines the impact London’s most significant rail infrastructure project for 20 years has already had, and will have on surrounding residential markets. The report introduces the first Crossrail Index to monitor prices in these areas. Given Royal Assent in 2008, Crossrail is due to open in 2018 and will cut travel times across the Capital dramatically.

Beatles store reborn The former Apple Boutique on Baker Street – opened by the Beatles in 1967 as ‘a beautiful place where you could buy beautiful things’ – is now open as the 19th office of estate agent Marsh & Parsons. A £300,000 refurbishment programme for the new office of 16 staff included a huge media wall and a glass and steel staircase. “This will be our fourth office in Westminster and a perfect fit with our existing offices. The opening reflects our current expansion plans across the capital,” said chief executive Peter Rollings. The office at 94 Baker Street will serve Marylebone, Bloomsbury and up to Regent’s Park, and to celebrate the launch Marsh & Parsons is offering a 0 per cent sales fee for the first three months until Friday 30 August. John Lennon and George Harrison hosted the opening of the original Apple Boutique, with its psychedelic shop frontage, on 5 December 1967. London fuels £1m-plus recovery Fuelled by a strong London market, sales of £1 million-plus homes have recovered to within just 6 per cent of their 2007 peak, according to new analysis from Savills. This is in sharp contrast to a housing market where total sales remain some 45 per cent down on pre-crunch levels. London’s dominance of this high-value market has grown sharply over the past five years, and it is the only region where high-value sales volumes are above peak levels. The capital accounted for two-thirds of the total 7,734 £1 million-plus sales in England and Wales in 2012, as recorded by the Land Registry. Last year alone the number of £1 million-plus transactions in the London region rose by 7.8 per cent, to close the year 8 per cent above peak.

Corporate moves Savills Corporate Services team have seen a rise in searches from people looking to relocate to London from the oil and gas industry. Traditionally, most searches are from the financial services sector, but in 2013 there was a significant shift to relocation from commodity companies, reports Savills. There has also been an influx from those working in the technology and media. Matthew Salvidge, pictured, head of Savills Corporate Services, said: “The oil and gas industries really have come into their own when it comes to relocating their top staff to London . . . Mutual benefit Building societies are back with top deals, says Duncan Farmer proving to be innovative and responsive to the demands of the market,” says Sean Oldfield, chief executive of Castle Trust. “Capital from the Funding for Lending Scheme is helping to energise parts of the mortgage market, but there remains a real need for further innovation to help unblock the housing market.” As our best buy mortgage tables show, building societies look best for two-year fixed-rate deals, with Leeds, Accord (part of Yorkshire Building Society), Newcastle, Leek United and Hanley in the top six, and HSBC the only bank. The lowest rate comes from Leeds and has a rate of 2.09 per cent for the first two years, an arrangement fee of £999, and borrowers must have a deposit of at least 35 per cent. Banks fare rather better over a fiveyear fixed period. Again, looking at the tables, HSBC and First Direct top the tables at 2.49 per cent and 2.64 per cent respectively, but hot on their heels are Accord, Monmouthshire and Leek United. Take a closer look and the mutuals not only have a lower arrangement fee, but they also lend against a greater proportion of the property’s value – Accord leads the way at 90 per cent followed by Leek United at 85 per cent and Monmouthshire at 80 per cent. News that the Government’s Funding for Lending scheme has been extended to non-bank lenders should give the mutual sector another shot in the arm.

Building societies offer a staggering 83 per cent more best buy deals now than in 2008, while average best buy mortgage rate of 3.26 per cent is 47 per cent better. When the financial crisis struck in 2008, it was building societies whose lending was hit hardest and by the following year just one mortgage in eight was held with a mutual building society as the banks somehow managed to extend their market share. Today, however, the tables have been turned and mutual now control more than a fifth of the market, back to levels last seen in 2009. According to housing investment provider Castle Trust, the reason is simple: building societies offer better deals than banks. Its research shows that it has almost twice as many mortgages in the best buy tables than in 2008, and its average best buy rate of 3.26 per cent is almost 50 per cent lower than five years ago. Figures show 33 out of 40 mortgages across fixed, variable and buy-to-let deals are provided by building societies – in 2008 just 18 out of 40 best buy deals were offered by building societies. Average rates on building society best buy mortgages are currently 3.26 per cent compared with 6.2 per cent in 2008 and lower than the 3.81 per cent in October 2012, when the Government’s Funding for Lending scheme started to take effect. “Building societies are competing strongly against bigger banks and are

This is 9 per cent higher than February’s gross lending figure of £10.6 billion but 8 per cent lower than £12.6 billion in March 2012. However, this was just before the first-time buyer stamp duty holiday expired, distorting meaningful comparison. Gross lending for the first quarter of 2013 was therefore an estimated £33.8 billion. Let-to-buy boom John Charcol, the independent mortgage adviser, has seen a jump in borrowers keeping their existing property to let and buying a new home as their main residence. Not only does this mitigate the problems of chains, but it also enables borrowers to sell a property at a time that suits them and is increasingly used as an opportunity to bolster retirement income. “Our experience is that the popularity of let-to-buy has been progressively increasing since the nadir of the buy-to-let sector in 2009,” says Ray Boulger, senior technical manager at John Charcol. “I think this is primarily attributable to home owners’ renewed confidence in the housing market, coupled with the increasing demand for rental property. This view is supported by another trend we have seen over the past few months – an increasing number of expats buying one or

more investment properties in the UK. “Confidence in the buyto-let market appears to be gaining more traction as a result of falls in mortgage rates coupled with steady or increasing rental values. Thus, even ignoring the possibility of a geared capital gain in due course when the property is sold, the annual return from an investment property has improved significantly over the last few years at a time when savings rates have fallen sharply. “When John Charcol launched the first buy-to-let mortgage in 1996, even we didn’t foresee just how popular such mortgages would become.”

When the Chancellor unveiled his Help to Buy plan to underpin the mortgage market, it was trumpeted as a great idea: essentially the scheme guarantees to support mortgages between 80 per cent and 95 per cent of the property’s value. The Treasury estimates that this could support 190,000 such high loan-to-value mortgages a year. Oddly, a survey for the Council of Mortgage Lenders shows this is similar to the volume of such lending over the past three years – a time when the scheme did not exist. Adding to doubts about the real value of this scheme is research, again from the Council of Mortgage Lenders, which suggests low deposit loans would not necessarily help everyone. “When asked whether more low-deposit mortgages would help them specifically, nearly half of respondents thought it would make no difference to their chances of buying a new home in the next two to three years,” says Bob Pannell, chief economist of the Council. “Even among those who were more positive, most thought it would only make things slightly better.”

Lettings Lowdown Special report by Susan Cohen of Pastor Real Estate Demand for smaller properties continues to push up the cost of renting one and twobedroom homes, which are being snapped up at asking rents if they are well presented. Professional landlords are investing in their properties to meet ever-increasing tenant expectations, and flats that have been refurbished and finished to a high spec – offering extras such as air conditioning and outside space – are, of course, proving more attractive to tenants. While not appearing to be as glamorous as spectacular interior design, mood lighting or touch control equipment, good storage can make the difference between a tenant choosing a property or opting for something less attractive offering more space. Properties that have additional storage rooms are a boon to those tenants who like to travel with golf clubs, bikes and numerous suitcases. Property management remains a very

important factor for a greater number of tenants, especially those from the corporate sector, who will only consider properties that are professionally managed, whether they are owned by one of the large estates or individual landlords. Providing a high quality service, which can deal with anything from changing light bulbs to a total refurbishment, is a must for overseas landlords who depend on their agent to ensure their property is maintained to a high standard, thereby reducing the possibility of costly void periods. Our expectations for the coming months are increasingly optimistic, and activity in the prime central London areas continues to flourish. Properties currently available include a recently refurbished twobedroom ground and lower ground floor flat (pictured) in Bolton Street, Mayfair, to let at £700 per week.

STRONG DEMAND Current rentals demand is strongest for studios and one-bed apartments under £700 per week, while larger three and four-bedroom properties have also been letting quickly, reports the Kensington office of Benham & Reeves Residential Lettings. Senior lettings negotiator Fay Askarnia (pictured) said that Easter marked a turning point, with demand picking up enormously, and this is continuing into the summer. “Enquiries are up on the same quarter last year by 18.6 per cent across most types of property, and there’s a shortage of good housing stock at the moment. While tenants definitely expect good value for money, if a property is priced right and well presented it will let quickly,” she said. “Enquiries from relocation agents on behalf of overseas professionals have increased in all areas but again mainly for smaller one and two-bed apartments. These enquiries are from companies worldwide but there’s been quite an upturn in interest from Japanese executives recently. We’ve also been receiving enquiries from students for some time, much earlier than usual, ready for the start of the university term in September.”
